Horne, Cynthia M. Lustration, Public Disclosures, and Social Trust. Oxford University Press, 2017. http://dx.doi.org/10.1093/oso/9780198793328.003.0007.

Abstract:
This chapter examines the conditions under which lustration and truth commissions affected social trust, separately considering trust in social institutions and interpersonal trust. This chapter shows that measures to improve social trust might have unintended, negative consequences. More compulsory lustration programs were associated with less trust in unions and the church at both the individual and aggregate levels. There is some evidence to support the contentions of critics that lustration might adversely affect social institutions via blowback from truth telling and public disclosures about previous regime complicity. With respect to interpersonal trust, while late file access procedures and personal disclosures could affect interpersonal trust in the future, the lustration of public office holders has not undermined interpersonal trust as feared. The findings from this chapter reconfirmed the theoretical argument specified in Chapter 1 regarding the expected differential impact of lustration measures on particularized and generalized social trust.

Abstract:
This chapter explores how the transition from prison to the community can lead to poor health outcomes, especially substance-related health complications. These adverse health effects may occur via one or more of the following mechanisms: (1) the toxic effects of tobacco, alcohol, and other drugs; (2) health behaviors associated with using or acquiring substances or under the influence of substances, as well as poor chronic disease self-management; (3) conditions that are acquired, exacerbated, or progress as a result of the “downstream” social, behavioral, occupational, and economic consequences of addiction; and (4) institutional, policy, environmental, and social contexts that do not support maximum well-being and health. These conceptual categorizations, while not exhaustive, may help practitioners, policymakers, and public health officials design appropriately targeted preventive and intervention strategies. People released from prisons should also be included in broader public health efforts to reduce the risk of overdose and address substance-related harms.

Abstract:
The contestation of inter- and transnational institutions does not necessarily lead to the decline of the global governance system. Against this backdrop, this chapter attempts to systematically demonstrate the possibility of substantial reform in the face of societal pressure. In doing so, it focuses on IOs that increasingly introduce provisions for the protection of human rights. Its goal is to examine the conditions under which the authority–legitimation link can deepen global governance in reactive sequences involving non-state actors and how this can play out in different pathways. The argument will be exemplified in the field of human rights protection. One more causal mechanism, “reinforcement via politicization” (CMALL 2), will be examined for this purpose. The method used in this chapter can be described as comparative process tracing.
