A large-format CNC router has been stored in the Pappalardo Laboratory wood shop for several years in an unusable state. A need assessment determined that it would be cost effective to bring the router online for use in the mechanical engineering curriculum. The router was cleaned and inspected; it was determined that the router was in sound mechanical condition. The stepper motors, control system, and power supply were also functional, but the CNC interface software was outdated. To ensure the long term viability of the router as an effective teaching tool the most cost effective solution was to upgrade the motors, control system, and CNC interface software using a package provided by the original supplier, Techno-Isel Inc. The motors, control system, and software were installed, bringing the router to a fully functional state. Dust and ejected cuttings cause a safety hazard and cleanliness problem when operating the router. An enclosure was designed and installed in order to trap the majority of debris and reduce noise levels in the workspace, and a brief user guide has been compiled to ensure safe and effective usage.

Abstract:
This thesis elaborates the Model-Driven Software Modernization (MDSM), that has been identified by us, and is defined as a group of approaches toward modernization of legacy code. MDSM approaches are based on models, tools and processes known from the Model-Driven Engineering (MDE) that aims in automation of modernization process. This thesis describes identified MDSM approaches and related standards. Additionally, it suggests that certain kinds of modernization can be implemented in a more efficient way, when a new approach, that has been proposed by the authors, is used. An exemplary modernization, that solves selected industry problem, is implemented to demonstrate that the alternative approach is feasible. In addition, the availability of tools for MDA, which can be adopted in MDSM process, is discussed and guidelines for implementing MDSM are proposed.

Abstract:
This is a study of agricultural modernization and socio-cultural change in two Bidayuh villages of Serian District, Sarawak, East Malaysia. Traditionally the people of Engkaroh and Tian were shifting cultivators producing mainly to meet their subsistence needs. Shifting cultivation is a traditional farming system and in Sarawak it has been associated with backwardness and poverty, especially by the policy makers and planners. Thus the national agricultural policy's goal of promoting agricultural commercialization is also targeted at this group of farmers. This study sought to understand how communities which practise such a system respond to change. This study demonstrates that Bidayuh agriculture in Engkaroh and Tian had evolved into a semi-commercial system and that the Bidayuh farmers were not constrained by tradition in accepting change. However, they changed in accordance to their perception of the local economic, socio-cultural, and political realities. In the field of economics, change was significantly influenced by the local pattern of change - an adaptive strategy which minimized the risks to the farming households. In the socio-cultural and political aspects, change occurred in a manner which did not jeopardise the integrity of the community. A comparative study of the two villages also shows that there were significant differences between them in their resources and relevant socio-cultural and economic environments, although they were situated in the same district and belonged to the same ethnic group. This had contributed to the difference in the responses to change of the farmers in the two villages. This finding also has important implications for the validity of centrally planned change in Malaysian government development strategies.

The system throughput capacities of modern data systems exceed the bit rate capacity of current range telemetry capabilities. Coupling this with the shrinking spectrum allocated for telemetry results in a serious problem for the Test, Training, and Space telemetry users. Acknowledging this problem, the Department of Defense (DoD) has embarked on an aggressive improvement and modernization program that will benefit both the government and commercial range providers and users. The ADVANCED RANGE TELEMETRY (ARTM) program was created and funded by the Central Test and Evaluation Investment Program (CTEIP) under the Office of the Secretary of Defense, Undersecretary for Acquisition and Technology to address this problem. The ARTM program goals are to improve the efficiency of spectrum usage by changing historical methods of acquiring telemetry data and transmitting it from systems under test to range customers. The program is initiating advances in coding, compression, data channel assignment, and modulation. Due to the strong interactions of these four dimensions, the effort is integrated into a single focused program. This paper describes the ARTM program and how academia research, emerging technology, and commercial applications will lay the foundation for future development.

Abstract:
During the process of modernization, countries are seeking different goals such as growth, equality, stability, democracy, autonomy, etc. While these goals are not readily compatible nor can be achieved simultaneously, the unavoidable consequences for modernization are inequality, instability, repressiveness, dependency, stagnation or the combination of these. The cross-national variation in the pattern of political violence is the most noticeable one. One of the most ambitious and influential attempts to develop a general theory of why modernizing countries are susceptible to political instability is that proposed by Samuel P. Huntington in the form of three interrelated "Gap" hypotheses. The lack of empirical support for Huntington's Gap hypotheses in explaining general instability calls for further studies. Alternative hypotheses are based on structural and behavioral explanation such as the type of state function and the way governments cooperate/coerce with opposition elites and dissident groups. Rational choice theory and relative deprivation theory are the two most plausible contending theories in developing a middle-range theory. Rational choice theory argues a combination of structural conditions and individual rationality. Relative deprivation asserts a discontent-aggression linkage in terms of the satisfaction of economic well-being. Guided by the modernization gap theory, rational choice theory, and deprivation theory, using six five-year intervals from 1948 to 1977, this study carried out vigorous multiple testings. The results show that rational choice theory is the most powerful theory in explaining political violence, while deprivation theory is secondly important.

Abstract:
Japan experienced drastic economic, political, and social changes during the late nineteenth and early twentieth centuries. Her modernization process has many notable charactertics. In this paper, I discuss an ideology which governed all aspects of the Japanese people's lives between 1868 and 1945 and the people's reaction to it. This ideology , which is now called Tennōsei ideology (the ideology of the Tennō system), was based on the myth that emphasized the divinity of the Tennō (emperor). The Meiji government developed and cultivated Tennō-sei ideology as the theoretical backbone of the government's modernization policy. When one studies the problems of modernization in Japan, Tennōsei ideology and the people's reaction to it should not be overlooked. However, it is quite difficult to know how common people, especially those of the lower social strata, reacted to the changes in their lives which were caused by modernization. During the period between the late Tokugawa era and the late Meiji era, many new religious movements were born. Most founders' of those new religions experienced many difficulties firsthand and expressed critical views of modernization. They attracted people who suffered from the economic, political, social, and religious changes occuring during the rapid modernization process. This paper focuses on examining the religious teachings of Deguchi Nao, the founder of Omoto-kyō, because her writings, called Ofudesaki (Tip of A Writing Brush), contain the sharpest criticism against the Meiji government's policies and the Tennō. I examine religious currents in the late nineteenth century to find out why a large number of new religious movements developed during this period. Also the background of the Tennōsei ideology and how the Meiji government systematically made the ideology penetrate into Japanese people's minds are discussed in Chapter One. In Chapter Two, Deguchi Nao's life experiences as the background of her religious teachings are examined. For the purpose of clarifying Nao's religious ideas, I analyze her early Ofudesaki in chapter three. Through Ofudesaki, the Kami, Ushitora-no-Konjin, warned the people that the present world would be demolished unless they repented their sins quickly. Nao used only simple and unsophisticated expressions when she wrote Ofudesaki, but in it one can find her original mythology and view on salvation. In 1899, a man named Ueda Kisaburō (later changed his name to Deguchi Onisaburō joined . Nao's group. Although Onisaburō is considered by present Omoto-kyō followers as a co-founder of the organization, there were fundamental differences between Nao and him. Onisburō's religious and social background are discussed in chapter four. In chapter five, those ofudesaki written between 1896 and 1899 are analyzed, especially focusing on a series of pilgrimages, called Shussu, led by Nao. I also discuss whether it is appropriate to categorize Nao's religious group as a millenarian movement. Since the Meiji government was maintained by the myth of a 'divine' Tennō, the existence of a new religion which held an independent mythology could be considered a serious threat to the Tennō and his government. In conclusion, I re-examine the struggle between the Meiji government and the new religious movements as an important element of Japan's modernization process.

A successful outcome of Russian President Medvedev's recent economic modernization plan, also known as "Smart Russia," could result in a more democratic and prosperous Russia. However, corruption and an energy dependent economy in Russia continue to exist as the main barriers in preventing substantial economic liberalization and a transition to a higher level of economic development. Failure by the Russian leadership to address these issues could result in future economic and political turmoil, potentially leading to a more fragile Russian state. The understanding of corruption within an energy dependent economy, and the international tools available in Russia's economic modernization process, are critical to establishing effective U.S. foreign policy and economic partnerships. To better understand the difficult steps that lie ahead for Russia, an economic statistical analysis, using global economic indexes, was conducted in a three scenario framework to determine which criteria Russia needs to improve in to ensure a transition to the next stage of economic development. The results of the analysis present crucial evidence for a successful economic transition. Failure by the U.S. and the West to adequately understand Russia's modernization challenges could result in a missed opportunity for future Russian political and economic liberalization.

Applications have a life cycle that after a while can prove more difficult to maintain than redo. Remember when web pages were static and developed to a specific size? Accessing them today with a phone or a tablet forces users to scroll all over the page to view the full content. Modernization is when a legacy system gets redone and put into a more modern application space. Understanding the strengths and weaknesses of each modernization technique is paramount to select the correct solution and the overall success of a modernization e↵ort. This thesis describes what to take into consideration when planning a modernization. Why should organizations consider modernization? What are the costs? What can be done to achieve better and efficient modernization for the next generation and how do they decide the correct time to modernize? To answer these questions a practical study was done using a legacy system written in Java and modernizing it to the ASP .NET framework. An interview with the client ordering the modernization was conducted to understand the reasoning an organization has regarding modernization. Results showed that modernizing can and will often be a great way to expand business capabilities but the major limitation is the finance. Here lies a problem due to the challenging nature of knowing the return of investment regarding modernization and calculating risk vs. reward scenarios. However, the planning stage is of major importance and it can reduce the modernization cost significantly.

The goal of this Master’s thesis is to modernize the CERN library public terminal system. With modernization the aim was set to minimize the administrative burden on library staff from the new system. Modernization focuses on replacing the currently used Linux based thin client system that suffers from hardware ageing with a system that resides in the CERN-IT operated private cloud. Another aspect in modernization was to utilize the provided network infrastructure more to simplify system complexity and the amount of remote components that require library staff maintenance and administration. The new system differentiates from a traditional LTSP-system by dividing every thin client into a different virtual machine. By distributing every thin client in our own virtual host, we can distribute resource allocation, like CPU-time and physical memory, between different physical hosts. The system also contains monitoring features that informs administrative problems that have been noted. Monitoring decreases the time required for dealing with system maintenance. Linux-based thin client remote connection efficiencies are compared using UI-latency and bandwidth efficiency as metrics. A plain X11 connection is measured against an NX-connection and an SSH-tunneled X11 connection. Results show NX bandwidth efficiency that comes from utilizing an extra caching layer. Tässä diplomityössä modernisoidaan CERN:n kirjaston käytössä olevat asiakaspäätteet. Modernisoinnin tarkoituksena on vähentää asiakaspäätteistä mahdollisesti aiheutuvaa ylläpitokuormaa kirjaston henkilökuntaa kohtaan. Pääsuunta modernisaatiossa on rakentaa uusi asiakaspäätejärjestelmä vanhan LTSP järjestelmän tilalle, joka kärsii palvelinraudan vanhenemisesta, hyödyntäen CERN-IT:n operoimaa sisäistä pilvipalvelua sekä jo olemassa olevaa verkkoinfrastruktuuria. Rakennettu järjestelmä poikkeaa perinteisestä LTSP-järjestelmästä määrittelemällä jokaiselle päätteelle erillisen virtuaalikoneen johon kytkeytyä. Erillisillä virtuaalikoneilla saadaan käyttäjien varaamia resursseja kuten CPU-aikaa ja fyysistä muistia hajautettua useammalle fyysiselle palvelimelle. Järjestelmä sisältää myös proaktiivisen monitoroinnin joka ilmoittaa havaituista ongelmista ylläpitovastuussa olevia henkilöitä eikä näin vaadi järjestelmän aktiivista tarkkailua ylläpitovastuussa olevilta henkilöiltä. Linux-pohjaisten tyhmien päätteiden etäyhteys-protokollien tehokkuutta vertaillaan käyttämällä käyttöliittymän latenssia ja kaistankulutusta mittareina. Normaalia X11 yhteyttä verrataan yleisesti käytettyyn SSH-tunneloituun X11 yhteyteen sekä NX-yhteyteen. Tulokset osoittavat NX-yhteyden ylimääräisen välimuistin tehostavan kaistankäyttöä. Abstract:
The objective of this thesis is to examine the political modernization experience of the Uzbeks. In order to do that, first, this dissertation critically analyze the modernization theory, and second, the identity- and socio-political transformation of Uzbeks in the pre-modern and modern eras. The political modernization of Uzbeks and its relation with the peculiar social-political structures, as well as the impact of Tsarist and the Soviet rule on those structures are examined. Moreover, the dissertation analyzes the emergence of an Uzbek political identity and its influence on the post-Soviet independent Uzbekistan. The main argument of this dissertation is that the Uzbek experience under the Tsarist and Soviet rule has inevitably transformed the Uzbek society and achieved relative success in changing the traditional forms into ostensibly modern ones. However, despite the successful political modernization during the Soviet era, the specific socio-political organization, clans and kinship structures inherent in the Uzbek society succeeded adapting and even transforming modern institutions and structures externally imposed by the Soviet. These informal traditional structures emerged as strong institutions in the post-independence era. Moreover, the dissertation claims that the transition and modernization approaches to Post-Soviet Uzbekistan failed in understanding the peculiar socio-political structures and their impact on informal politics in independent Uzbekistan.

The article starts with an overview of modernization theories, its history of ups and downs as well as its present status. This first part is followed by an analysis of basic social structure distributions and trends in human development in selected countries. One major focal point of the paper is the Non-Western world and the Arab countries, in particular. The author looks at modernization and modernity in that region and comes to the conclusion that the Western world can no longer expect to be able to simply export its own values and its way of life to the rest of the world.

Abstract:
Today more than 200 million people are suffering from malnutrition in Africa, a major contributing factor to this is that Africa is the continent, by a large margin, that gets least yield per cultivated hectare. The relatively poor yield is not because Africa has no cultivable land but because of the prevailing agricultural practices. Orongo is a village in western Kenya, where large parts of agriculture are threatened by severe soil erosion problems and two-thirds of the inhabitants are totally dependent on agriculture for food and economic security. Today's agricultural practices have proved inadequate. Organic agriculture is not dependent on high-tech methods or expensive synthetic chemicals to provide a relatively good harvest and has therefore proved to have particularly good potential to increase the harvest of small-scale farmers living under poor circumstances. Organic agriculture relies entirely on natural processes that exist to increase soil fertility. The strengthening of these natural processes is the most important work in Organic agriculture with many long-lasting positive effects and a constant increase of soil fertility as a result. All the different components of organic agriculture have the potential to independently contribute to the desired development, decreased soil erosion and increased resistance of the local ecosystem are common consequences of organic agriculture components. There are many indications that Organic agriculture could provide a sustainable solution to the malnutrition problem in Orongo but to implement such modernization has globally proven difficult. The various components must all be adapted to the local biophysical circumstances, the local need and knowledge level of the farmers concerned. This document describes and analyzes these components from an Orongo perspective and looks at local cultural phenomena that must be considered. For a modernization to organic agriculture to be possible, a combined effort will be necessary, both to raise awareness of Organic agriculture through physical demonstration and classical learning but also provide economic security and incentives for farmers who want to change to Organic agriculture. It is also important to encourage entrepreneurship forces that can help to spread the different components of organic agriculture, components that on their own can contribute to a desired development.

Innovations and changes in higher education paradigm are related to the idea of lifelong learning and application of information communication technologies in learning process. Information literacy is a phenomenon conditioned by modern life realia, related to the newest technologies and abundance of information. It appears to be one of the means of modernization of university education. The issue of information literacy at the university level in Lithuania has not been researched in more depth so far. Integration of information literacy into the curriculum of higher education is a key question closely related to the shift in the idea of the university mission and to the transformations of being and functioning in the knowledge-based society. The dissertation addresses the issue of information literacy integration into the curriculum of higher education. The integration of information literacy into university curriculum creates preconditions for quality improvement in teaching and learning processes. The research reveals the topicality of standardization of information literacy at university education as the way to modernize it. The dissertation presents a phenomenographic research into students’ information literacy conception. The expert study results reveal university teachers and librarians’ attitude towards information literacy and its need at university. Many Eastern European countries desire a method to evaluate the capability and cost of their military forces. in 1995 the Program Analysis and Evaluation branch of the Office of the Secretary of Defense (OSD PA&E) provided a solution: the Defense Resources Management Model (DRMM). The DRMM is a database system that contains detailed report writing, allowing a nation's military to be described by: how its forces are ogranized and equipped; how it staffs its forces; how it scales its peacetime training rates; and how it practices budgeting and accounting. We present a multi-objective linear program extension to the DRMM that suggests optimal yearly unit levels, activity, manning, equipment and war reserve material levels. two objectives are used in the analysis: (1) We find the minimum budget required to maintain a given capability level; (2) We find the maximum capability within an annual budget. Possible uses of the linear programming extension are demonstrated using a hypothetical but realistic Eastern European force supplied by OSD PA&E. Results show the ability to maintain current capability but reduce annual spending by up to 30 percent. Other results show how capabiity can be increased nearly 50 percent over a five-year time horizon by increasing annual budget levels ten percent above their current levels.

Telemetry support has been a component of the instrumentation test support structure at Kwajalein Missile Range (KMR) for nearly 40 years. From a limited initial suite of manually pointed telemetry antennas, the Range has grown to include nine tracking antennas and four fixed receiving antennas. This paper describes the current modernization program at KMR that will include nine new telemetry trackers and five fixed antennas that will be networked and controlled via fiber optic links from a newly established telemetry control center on the island of Kwajalein. These upgrades will reduce operational cost and institute efficiencies, while continuing to meet Range Users’ growing requirements.

Compared to software applications, web applications have a number of benefitsincluding platform-independency since most devices with a web browser can usethem. Also, they often have high usability since many users are familiar with webapplications. Yet, moving an application to the web can potentially introduce newsecurity threats.Therefore, this project investigated how both security could be preserved andusability could be improved when moving a legacy software application to the web.In order to do this, a proposed web application was presented along with aprototype with the same functionality as the legacy system. Using this prototype,the web application's security and usability could be evaluated and compared to thesoftware application through tests and observations where users of the legacyapplication tried out the new system. Furthermore, tests comparing theperformance and security of the two applications were also performed.These evaluations showed that the usability and security were improved whenmoving the access to the system to the web application. Hence, this projectshowed how web applications can be favorable replacements for softwareapplications, improving both usability and security.

A smart grid cost/benefit analysis answers a series of economic questions that address the incremental benefits of each stage or decision point. Each stage of the economic analysis provides information about the incremental benefits of that stage with respect to the previous stage. With this approach stages that provide little or no economic benefits can be identified. In this study there are series of applications,-including quasi-steady state power flows over time-varying loads and costs of service, Monte Carlo simulations, reconfiguration for restoration, and coordinated control - that are used to evaluate the cost-benefits of a series of smart grid investments. In the electric power system planning process, engineers seek to identify the most cost-effective means of serving the load within reliability and power quality criteria. In order to accurately assess the cost of a given project, the feeder losses must be calculated. In the past, the feeder losses were estimated based upon the peak load and a calculated load factor for the year. The cost of these losses would then be calculated based upon an expected, fixed per-kWh generation cost. This dissertation presents a more accurate means of calculating the cost of losses, using hourly feeder load information and time-varying electric energy cost data. The work here attempts to quantify the improvement in high accuracy and presents an example where the economic evaluation of a planning project requires the more accurate loss calculation. Smart grid investments can also affect response to equipment failures where there are two types of responses to consider -blue-sky day and storm. Storm response and power restoration can be very expensive for electric utilities. The deployment of automated switches can benefit the utility by decreasing storm restoration hours. The automated switches also improve system reliably by decreasing customer interruption duration. In this dissertation a Monte Carlo simulation is used to mimic storm equipment failure events, followed by reconfiguration for restoration and power flow evaluations. The Monte Carlo simulation is driven by actual storm statistics taken from 89 different storms, where equipment failure rates are time varying. The customer outage status and durations are examined. Changes in reliability for the system with and without automated switching devices are investigated. Time varying coordinated control of Conservation Voltage Reduction (CVR) is implemented. The coordinated control runs in the control center and makes use of measurements from throughout the system to determine control settings that move the system toward optimum performance as the load varies. The coordinated control provides set points to local controllers. A major difference between the coordinated control and local control is the set points provided by the coordinated control are time varying. Reduction of energy and losses of coordinated control are compared with local control. Also eliminating low voltage problems with coordinated control are addressed. An overall economic study is implemented in the final stage of the work. A series of five evaluations of the economic benefits of smart grid automation investments are investigated. Here benefits that can be quantified in terms of dollar savings are considered here referred to as "hard dollar" benefits. Smart Grid investment evaluations to be considered include investments in improved efficiency, more cost effective use of existing system capacity with automated switches, and coordinated control of capacitor banks and voltage regulators. These Smart Grid evaluations are sequentially ordered, resulting in a series of incremental hard dollar benefits. Hard dollar benefits come from improved efficiency, delaying large capital equipment investments, shortened storm restoration times, and reduced customer energy use. The evaluation shows that when time varying loads are considered in the design, investments in automation can improve performance and significantly lower costs resulting in "hard dollar" savings.

Understanding the causes of human events is as critical as understanding their effects. By grasping the root causes of the war, we can better understand how and why it was fought. The main aim of this thesis is to examine and evaluate the role of the press in the process of modernization of Iran during the Qajar period in 19th century, which contributed to the triumph of the Iranian Constitutional Revolution in the early 20th century. Examining this process in its historical context reveals the many stages through which Iran passed and which brought about a range of positive and negative consequences. The significance of the consequences of what took place in the nineteenth century can be seen in the modern history of Iran. This century saw the consolidation of Western hegemony and the beginning of the classical age of imperialism. Many non-Western countries found themselves coming under the control of one or another of the European powers. At the same time, a great deal of the social, political, and economic transformation and modernization within these countries was taking place under the system of European colonialism. The specific effects and consequences of this transformation differed from one country to another. While direct contact with Western powers was facilitating the process of change in some countries, in others, such as Iran, this process was facilitated by different types of contact. Iran was not subjected to any direct Western military colonialism in its history, but rather it was, in many respects, under the influences of Western ideological and political hegemony. During this period the Iranian press played a crucial role in the introduction of Western ideas which contributed to the political development and modernization of Iran. The Constitutional Revolution was indeed affected by these ideologies. Without the introduction of modern ideologies by the Iranian press, published inside or outside the country, the modern political structure of Iran could not have developed during the early 20th century. Through a rigorous and detailed analysis of three influential newspapers, published at different times within this period, this research, firstly, reveals that the foundation of the Iranian press in 19th century was implicitly part of the very process of change itself and, secondly, identifies and evaluates the various forms of contribution that these newspapers make to the process of modernization and political development of Iran.

Organizations with older legacy systems face a number of challenges, including obsolescent technologies, brittle software, integrating with modern applications, and rarity of properly skilled human resources. An increasingly common strategy for addressing such challenges is application modernization, which transforms legacy applications into (a) newer object-oriented programming languages, and (b) modern Service-Oriented Architecture (SOA). Published approaches to legacy application modernization focus either on technology transformation or SOA transformation, but not both. Given that both types of transformation are desirable, it is valuable to explore how to combine existing approaches to perform both transformations types within a single project. This thesis proposes principles for combining such approaches, and demonstrates how these principles can be applied through an example of a combined approach along with a simulated application of this example. The results of this simulated application leave us with considerable confidence that both transformations can be successfully incorporated into a combined project.

The Marine Aviation Logistics Support Program (MALSP) is the current concept that Marine aviation uses to sustain aircraft readiness through the maintenance of aircraft and the supply of aircraft parts. The MALSP is a push system that deploys a large footprint of parts, personnel, and supporting infrastructure. This large footprint, commonly referred to as the Iron Mountain, is expensive to deploy and maintain. In order to minimize cost, an initiative known as the MALSP II has evolved. Utilizing demand-based logistics response of the MALSP II, the Marine Corps will deploy a reduced aircraft maintenance and aviation supply footprint. Parts will be distributed through various nodes. As parts are requisitioned, demand triggers parts to be pulled from these nodes. Theoretically, the transition to a pull system would increase response time, minimize cost, and decrease wait time. The purpose of this thesis is to perform a qualitative analysis of the MALSP II to identify barriers to modernization and provide recommendations to mitigate risk. Areas of concern include information technology (IT)specifically, Marine Aviation Logistics Enterprise Information Technology (MAL-EIT), interoperability with Global Combat Support SystemsMarine Corps (GCSSMC), funding, maturity, supportability as well as organizational barriers to MALSP modernization; and inventory management.

The Joint Munitions Command (JMC) provides bombs and bullets to U.S. forcesall Services and all types of conventional ammunition from bunker-buster bombs to rifle rounds. The JMC manages the plants that produce more than 1.6 billion rounds of ammunition annually and the depots that store the nations ammunition for training and combat. The JMC is currently accountable for $30 billion of munitions and missiles. For about 30 years the JMC used the Commodity Command Standard System to manage its inventory and the Standard Depot System to administer depot-level maintenance operations. In 1999 the JMC initiated an effort to replace those antiquated systems with the Logistics Modernization Program (LMP), an enterprise resource planning system that held the promise of reducing inventory, improving forecast planning for supply and demand, and providing a single source of data for decision-making by transforming logistics operations in six core processes order fulfillment, supply and demand planning, procurement, asset management, materiel maintenance, and financial management. In 2010 the JMC finally fielded the LMP. However, a variety of factors have prevented the JMC from fully benefiting from the LMPs promised functionality, especially the fight to achieve and maintain data quality. This study examines published data quality records to identify data quality patterns or trends that exist in component organizations of the JMC and links them to strategies for reducing data defects. The findings and implications of this study are discussed.

Inconsistencies exist among components of current ground targeting equipment because they were all fielded at different times and with different Concepts of Operations. This has caused an impractical design trade space resulting in unclear requirements that are inconsistent with either state of the art technology or a threat analysis of all possible combat situations. The Joint Terminal Attack Controller Sensors and Lasers Modernization capstone project was started to provide models, trade spaces, and a technology roadmap/modernization plan that will guide future development of equipment belonging to the Tactical Air Control Party suite of equipment. The process used for the project was to gather all of the requirements in one consolidated list and prioritize it based upon user representative feedback. This list, with current Science and Technology efforts, was used to provide data points corresponding to future technology improvements and determine whether or not those improvements will add value to the end user. Based upon this project it was found, somewhat surprisingly, that the most valued system characteristic is Target Location Error, followed by Weight and Target Designation Range. It was also found that both Mid Wave Infrared and Short Wave Infrared technologies are most promising compared to Long Wave Infrared.

This study analyzes various perspectives of modernization theory in some Middle Eastern countries and examines the impact of modernization, both in its western and eastern formula, on the legitimacy and stability of these countries. It also examines those external factors that influenced these countries' internal and external policies. The study's major hypothesis is that Modernization + Secularization = Instability, whereas Modernization - Secularization = Stability in Middle Eastern Islamic countries. Secularization is a component of both the western and eastern paths; consequently, a Middle Eastern country that attempts to modernize and secularize along either of these paths is doomed to instability. The hypothesis suggested herein is analyzed in regard to twelve Middle Eastern countries. The principal conclusions are that the collapse of the Shah's regime in 1979 was a direct result of his western and secular policies; Egypt's political and economic instability was a result of its unsuccessful oscillation between west and east; Lebanon's limited experience with liberal democracy was a failure because of internal secularization and sectarian politics, and external interference by foreign powers; the instability of the Ba'athist regimes of Syria and Iraq is a consequence of their secular socialist policies; and South Yemen's Marxist-Leninist policies were a major cause for its unstable political regime. Even though Libya's Third International Theory of Modernization, based on an Islamic framework, seems to generate political stability for Qadhafi's regime, his latest adoption of Marxist-Leninist ideology may delegitimize his rule; on the other hand, the latest external pressures by the United States and Western European powers on Libya have legitimized Qadhafi's rule and boosted his popularity, for the time being. In contrast, Algeria's pragmatic socialism has been carefully tailored to its Islamic tradition and therefore has resulted in one of the major stable political systems in the Middle East. Contrary to the pessimist modernization theorists who predict the demise of the traditional monarchies when attempting to rapidly modernize, modernization in Kuwait, Saudi Arabia, Jordan, and Morocco seems for the most part to have been accompanied by political stability due to their exclusion of the secular component of the western path.
