Abstract:
Today, a brand new strategy that can foster agricultural production is being shaped based on IT solutions. The paper characterizes the state and prospects for the development of digital farm management, the challenges of mastering digital innovations by agricultural enterprises and ways to tackle them at the present stage. A study is relevant due to the lack of a conceptual approach to the evolution of information digital systems in the sector of ameliorative economy in the context of growing requirements for environmental safety and competitiveness of agricultural production. The solutions to create a common information environment uniting an enterprise with suppliers of resources and consumers of products (services) are also increasingly relevant today. A methodological toolkit rests on some general scientific approaches, including analysis and synthesis, methods of deduction and systems analysis, cluster approach. After careful evaluation of automated processes at reclamation enterprises, there can be no doubt that it is necessary to improve the efficiency of information and technological support for management decisions by digital systems. The challenges are related to: lack of proper concept and methodology of modern digital systems, as well as procedures for the integration cooperation of information resources and a digital management system operations for managing them; unified algorithms for handling information; automation operations that meet the present management requirements; qualified experts encouraged to improve the use of digital technologies. The basic procedures for enhancing digital systems at enterprises include: analytical evaluation of current production situation, development of a functional design and model of the integrated digital system; creation of a mechanism for its implementation. In the process of transforming digital support for managerial actions, the following actions are possible: modification of the structure of existing processes; automation of conventional technological and organizational production procedures; alignment of existing processes subject to the technologies being integrated; identification of new opportunities for operations.

Abstract The modernization of reservoir management is of great significance to the coordinated development of the region. There are many factors affecting the modernization of reservoir management, and there is a certain degree of ambiguity, randomness and uncertainty among the factors. It is difficult to evaluate the modernization of reservoir management comprehensively by traditional methods. This study first studies the connotation of reservoir management modernization under the concept of coordinated development; that is, securitization, economization, scientificalization and greenization. On this basis, a modernization evaluation system and AHP-Fuzzy evaluation model for reservoir management are constructed. Then, an empirical study is conducted with six large reservoirs in Jiangxi Province of China. The results show that the modernization level of large-scale reservoir management in Jiangxi Province is generally above the middle level, and the economic management and engineering management level of some reservoirs is relatively low, resulting in a low scientific and economic level of reservoir management, which is a key factor restricting the process of reservoir management modernization.

In this regard, the issues of management of technological modernization of the region's economy, state regulation of their development will undoubtedly become relevant.Findings – the directions, criteria and methods of managing the technological modernization of the economy of the Zhambyl region are investigated and structured. In the technological modernization of enterprises in the region, the organization of technical cooperation between business and government has established itself as one of the options. Given that currently the main economic activity is carried out in the regions, it is important to ensure adequate financial independence to meet the challenges of economic and technological modernization. In this regard, the issues of delimitation of powers between the levels of management of technological modernization of the Zhambyl region, regulation of interbudgetary relations were considered as the main conditions for economic growth in Kazakhstan. The solution of such important issues is directly related to the development of regional economic management.

Successful industrial management is one of the most significant issues affecting the social and material well-being of the population, as well as the development of the country's economy. Therefore, there is a need to develop theoretical and practical foundations of strategic management at industrial enterprises, successful implementation of startup projects, strategic development programs for expansion and development of production. To achieve this, the article provides proposals and recommendations for improving the process of strategic management, development of management technology and defines the principles of their application in management. Abstract:
The article presents a descriptive account of economic feasibility of obsolete transport vessels continuing operation by assessing the investment risks on their modernization efforts. The issues of economic assessment of the shipowner's investment risks when making a management decision on the transport fleet modernization are considered. The algorithm of management of the ship modernization risks is defined. The stages of the risk management of vessel modernization are analyzed and listed: risk identification, risk analysis, risk assessment, risk control. Formal foreign systems of risk classification, their content and differences are analyzed. A classification of transport vessel modernization risks has been developed, which allows identifying and structuring information about ship modernization risks and differentiating them by main classification criteria. The discount rate for the transport vessel modernization investment project based on risk premiums has been determined. According to this method, the discount rate is calculated as the sum of the risk-free interest rate, the rate of inflation, and the risk premium that was calculated by an expert method for the modernization project of a mixed-use dry cargo vessel. A quantitative assessment of the modernization risks of a mixed-navigation dry cargo vessel has been performed, the most significant classification features have been identified (modernization risk and industry risk). The currently topical natural risk of coronavirus infection has also been stated.

In the article, using econometric methods to analyze various aspects of identification of relevant factors of modernization of industrial enterprises, determined the most effective relations between them, their ranking is carried out. The paper provides an understanding of the role and place of the accelerated technological modernization of the industry as one of the imperatives of the state socio-economic strategy that currently updates the problem identification forms, mechanisms, strategies to build domestic industrial capacity. Along with this, SMEs require clear mechanisms of organizational-economic providing of the implementation of comprehensive modernization, including taking into account the specifics of the industrial complex and the accumulated socio-economic potential of the region. This predetermines the importance of the formulation of problems of organizational-economic providing of processes of technological modernization of the industry at the regional level. Discusses the changes in the process of modernization: the emergence of the latest procedures and devices of resolving social problems on the basis of improvement of all system of public relations and modification of way of life the emergence of innovative technologies; development of commodity-money relations, the acquisition of the highest level of professional expertise of managers and employees; the modification of social relations. The generalized algorithm effective management of the enterprise in terms of innovation, the tools identify the time lags of development of the enterprise. It is concluded that the identification of the relevant factors provides the possibility of optimizing the process of active management of innovative activity taking into account the stage of development of the enterprise.

Abstract:
Within the presented study, applied aspects of the resource provision of innovation and investment strategies for modernization of microeconomic systems in the context of digitalization are submitted. It is substantiated that the modernization of microeconomic systems is a certain activation of the potential modernization aimed at improving the efficiency of processes, technologies, management of products, services and more. Modernization challenges of microeconomic systems are implemented through strategic management of the enterprise development provided resource provision of the potential modernization. Initial conditions of the resource provision of the microeconomic systems modernization in the conditions of digitalization are singled out, which include: efficiency; availability and clarity of the algorithm analysis formed by information base and tools; clear calculations of the cost of attracting resources to the modernization process; forecasting and assessing the risks of incomplete implementation of modernization. It is proved that in the methodological support of resource management of microeconomic systems in the design, the method of subjectivity of distributions or cost centres is used. The methodical toolkit of the resource provision optimization of modernization designing of microeconomic systems in the conditions of digitalization with application of the competitive selection model of modernization projects for the carrying the chosen strategy of the resource supply is offered. The proposed approach to the optimization of resource provision of modernization design of microeconomic systems in the context of digitalization involves: formation of a set of applications based on the preferential principle and priority of innovation and investment strategies; assessment of actual indicators of resource efficiency in modernization projects by each participant; decision-making on providing resources to the modernization project; determining the completeness and redundancy of the resource allocation between projects; distribution of residual resources.

Abstract:
Saving energy and looking for alternative energy sources are both elements of energy efficiency management, which is still a significant challenge for many companies around the world. Unfortunately, energy efficiency in companies is often equated only with thermo-modernization or the replacement of lighting. However, one of the most important methods of improving energy use in manufacturing companies may be the modernization of the machine park. Therefore, the main purpose of the paper was to investigate the activities of enterprises in the field of the modernization of machines and the impact of this on the actual improvement of energy efficiency. The modernization of machines in production plants is understood as adapting new parts to the old device or rebuilding the machine in such a way that it can cooperate with its new subassemblies. Companies usually decide to modernize the machinery fleet, bearing in mind the benefits of production efficiency, and they do not always combine this modernization with energy efficiency improvement measures. This is confirmed by the presented results of a survey conducted with a group of 111 manufacturing companies. Several important statistical relationships in the studied area were indicated by conducting an analysis based on the chi-square test and, in some cases, by clarifying the results of the z-test with the Bonferroni correction.

In the article a new economic category “innovative modernization” reflecting system technical and technological and organizational and economic updating of high-tech and knowledge-intensive industries of economy of Russia is offered and proved. Authors opened the essence and the content of the concept “innovative modernization”, various versions of long-term forecasts of development of economy of Russia in relation to high-tech and knowledge-intensive industries are analyzed: the scenario of the catchingup development, the scenario of the opened national innovative system, the scenario of creation of the innovative environment, the scenario of local technological leadership. By results of the analysis the need of replacement of model of the catching-up development by model of the innovative modernization capable to provide competitive advantages and innovative break in the conditions of globalization is proved from the theoretical point of view. On this basis the methodical principles of implementation of innovative modernization, such as selectivity are formulated (as limitation of a range of coverage by innovative modernization of branches of economy); independence (as ability to rely in innovative modernization on the national forces and opportunities); complexity (interrelation of technical and technological and organizational and economic aspects of innovative modernization). The crucial role of high-tech and knowledge-intensive industries in innovative updating of all other branches of the domestic industry and implementation of strategy of innovative break in Russia is defined and proved. The interrelation and interconditionality of branches of the high-tech services and branches making the knowledge-intensive production which is for branches of services not only a material basis, but also the animator of growth of economy in general are shown on the example of branch of the aviation industry and branch of air transportation. In the conclusion of work methodological bases of management of innovative modernization of high-tech and knowledgeintensive industries of economy of Russia in their interrelation and interconditionality providing sequence and interrelation of scenario forecasting of development of the Russian social and economic system, strategic priorities, strategic and program and target planning, reproduction of resources, competitiveness of innovative production, technical and technological and institutional providing, and also an efficiency assessment are created. Within this methodology expediency of application of the scenario of local technological leadership is proved and the most acceptable option of strategic planning for realization of strategy of innovative modernization is defined.

The article considers the stage process of a machine-building enterprise modernization management, the enterprise being a part of an integrated corporate structure, in response to the demand for an economic and technological breakthrough. The topicality of the study is determined by the problems of technical and process design renewal of the Russian industry, the lack of investment support of modernization programs in the production sector, and the development of new forms of public demand typical for the innovative economy. The authors have substantiated the role of economic integration processes in the development and modernization of machine-building enterprises based on the synergetic paradigm. The paper identifies and characterizes the stages of modernization management processes taking into account the mission and strategic goals of the enterprise development. The research has covered theoretical and methodological works of domestic and foreign scientists on the problems of economic integration and best practices of creating big integrated corporate structures. Modernization is considered as a set of measures aimed at improving the production and economic activities of enterprises participating in integrated corporate structures in order to ensure sustainable economic efficiency. Moreover, the paper identifies the factors preventing the sustainable development of domestic machine-building industry. A number of problems facing machine-building enterprises during the crisis period can be successfully overcome by them within the frame of integrated corporate structures which are entrusted with a leading role in the development and modernization of the machine-building complex. Among other things, the formation of such structures is aimed at the innovative development and creation of various types of knowledge-intensive industries with greater value added. The paper presents the mechanism for managing the modernization of enterprises within the frame of integrated corporate structures. Priority areas of investments in the implementation of modernization projects are proposed to be determined not only on the basis of the expected economic effect, but also taking into account the potential of the entities under modernization. The approach proposed by the author for managing the modernization of the enterprise within the frame of integrated corporate structures can be used both at the enterprises of the machine-building industry and the industrial complex as a whole in the context of improving the efficiency of the management system. The practical implementation of modernization measures will enhance the competitiveness of enterprises, increase their investment attractiveness and switch them to a higher level of economic sustainability with a focus on achieving the maximum impact in all spheres of activity.

Thus, the text does not present a traditional form of division, but reflections that will be guided by the questions: Does it make sense to directly transpose business management tools to public management? Is the public administration a field equivalent to the field of business management or are these differences substantial? In order to answer them, a reflection was made on the concept of modernization in public administration, the differences between public administration and business administration and, finally, starting from an analysis of government documents on modernization and reports of experiences on the incorporation of Business Management Tools, it was concluded that it is up to the field of public administration to build its notion of modernization and to forge its own management tools to make this modernization possible.

Abstract:
The International Chamber of Commerce has published the first revision in over a decade to its rules for the use of domestic and international trade terms. These rules reduce the risk associated with the sale of goods by creating a mechanism that buyers and sellers can use to clearly communicate their respective obligations. The new rules, published as Incoterms 2010, include several noteworthy changes. This article identifies and discusses these changes. One of the most significant changes in Incoterms 2010 is its expanded application to domestic sales contracts. This expansion has encouraged the replacement of Uniform Commercial Code terms with Incoterms in sales contracts where one party is located in the US. In order to simplify the use of Incoterms and make Incoterms more accessible to new users, significant changes have also been made to terms themselves. These changes include the introduction of new terms and the reclassification of existing terms. More subtle changes, including the treatment of terminal handling charges, the clarification of insurance obligations and the timing of risk transfer from the seller to the buyer, are also included. In addition, Incoterms 2010 has introduced new rules that allocate security-related obligations, address the expanded use of electronic documents and recognize the use of string sales. Overall, the changes to Incoterms 2010 appear to have succinctly addressed the evolution of trade practices over the past decade while providing continued clarity in the increasingly complex world of international trade.

Abstract:
The concept of management the technical condition of fixed assets of the elevators facilities are considered. This concept summarizes the technical and economic measures for reliability and provides the ability to make decisions for improve the level of efficiency at all stages of their life cycle. According to the normative values of separate elements technical resources of fixed assets allocate separate groups which are subject to replacement in 10, 15 and 20 years. This allows to systematize the periodicity of technical impacts and optimize decisions on the further use of elevators facilities fixed assets before reaching the normative 25 years. That is to solve questions of expediency further use: repairing with prolongation of operation period, full modernization, renewal or utilization. The target function are considered in the article. This target function include costs of maintenance and scheduled and unscheduled repairs. According to the target function, the total cost of maintenance and repair of elevator fixed assets should be within the established minimum-expediency costs while ensuring the appropriate quality and available or practically possible resources. The decision of questions of renewal, prolongation of operation period by repairs or modernization of fixed assets conducted with account available volumes of financing, a level of a technical condition and service life. Modernization of elevator facilities fixed assets is the perspective way to bring the elevator’s industry from the crisis. During modernization of elevators the costs are reduced by 25-30% as opposed to replacement a new elevator. The economic, social and technical factors, wich needed for modernization the elevator facilities fixed assets are systematized. Deciding on the need to modernization the elevator fixed assets in the work is recommended to take into account two criterias of expediency. The first criteria of expediency of modernization is determined by the purpose of improvement quality rendering of services at the initiative of owners of elevators, consumers of services, etc. The second criteria of economic feasibility of modernization shows the difference in the cost of providing services to home tenats of basic and modernized fixed assets. The calculations shown that during the modernization of the base elevator, unlike the buying of a new one, it is possible to achieve in the cities of Ukraine an annual economic effect of more than 200 thousand UAH.

Abstract:
Globalization of the economy, revolutionary technological changes in production processes, and trade liberalization necessitate the deepening of research on theoretical and methodological aspects of the formation of new models to manage industrial development. The paper highlights a number of theoretical provisions that can serve as conceptual guidelines for the modernization of the industrial management system in Ukraine in the context of modern globalization and technological challenges. In particular, the paper emphasizes that the intellectualization of industrial production necessitates the intellectualization of management processes. The specifics of strategizing the innovative development of the industry are considered. Recommendations for the formation of a "scientific and information shell" of the management system based on the coordination of government, business, educational and scientific institutions, NGOs in the modernization of industrial policy and implementation of a new model of industrial development management are suggested. The basic functions of modernization of the industrial management system (worldview, epistemological, genetic, adaptive, social, economic, ecological, and political) are highlighted. The fundamental schemes to implement the new model of management of industrial development and its intellectualization at the macro level are offered. The importance of the regional level of modernization of industrial development management is noted. In this context, the concept of «smart specialization» based on the idea of taking full account of the benefits and capacity of a particular region, and «good governance» concept is emphasized to deserve special attention.

On the macro level, an optimal innovative level of business units was identified by formulating a mathematic equation. In the equation, the dependent variable is labour productivity, while independent variables include material and intellectual production factors.
