Abstract:
From a theoretical point of view, modernisation is a holistic social change involving all aspects and a long-term dynamic process of social development, which is a common characteristic of modernisation. Therefore, the cause of modernisation needs a strong leading core to integrate all forces, otherwise all fields of society may face an undesirable situation of mutual fragmentation and respective dominance in the process of social development, which will cause a fault in the strategy of social modernisation and trigger social conflicts. Western modernisation is a capital-led modernisation, a modernisation governed by modern rationality and the logic of capital, and its development is bound to be accompanied by a corresponding crisis of modernity. On the basis of the common features of modernisation, China has explored a modernisation framework different from that of the West in terms of the positioning of modernisation, leadership authority, value goals, development dynamics and paradigm of world interaction, so as to pull developing countries out of the swamp of "one-dimensional modernisation", and to eliminate the "myths" created by developing countries about Western modernisation. It has taken developing countries out of the swamp of "one-dimensional modernisation", broken the superstitions of developing countries about the "myth " created by Western modernisation, and enriched the development paths taken by developing countries in the world with the theoretical and practical paradigms of diversified modernisation based on their own national conditions, thus creating a new form of human civilisation and a brand-new choice for the modernisation of the human society.

Résumé La notion qui veut que la modernisation sociale soit liée à la modernisation technique et économique est testée par rapport à quelques critères de modernisation sociale appliqués à deux pays qui présentent des caractéristiques économiques assez différentes, les États-Unis et la Grèce. Les critères de modernisation sociale utilisés sont les options offertes aux individus et l'absence de différenciation selon le sexe de l'individu. L'examen de données relatives à six choix importants dans la vie privée et dans la vie professionnelle révèle qu'en fonction des deux critères choisis, la Grèce se situe à un niveau de modernisation sociale plus élevé que les États-Unis. On en conclut que modernisation sociale et modernisation technique et économique ne vont pas nécessairement de pair.

Purpose This paper aims to trace and/or historicise modernisation as a conceptual framework from the antecedents to present times. It also highlights the recent and past attention provided to modernisation by business and economic history scholars to recognise their contribution. Design/methodology/approach This paper is a literature review which offers a sample of debate from foundational scholars regarding the concept of modernisation emanating from sociologists, historians and business scholars. To present an analysis of the recent activity from business scholars on modernisation from highly recognizable journals and draw conclusions about the conceptual framework regarding its future as a framing device, the authors used search functions in the Business Source Complete database and specific journal search engines. Findings A keyword search of modernisation produced 45 published articles from 2000 to 2016 in business-related history and Financial Times top 50 journals. The foremost recognizable aspect of modernisation, as a construct presented here, demonstrates the concept that aims to illustrate a basic and/or universal pattern of the social processes that primarily affect development (e.g. cultural, economic, organisational, ecological, technological, etc.). Moreover, the authors demonstrate that economic and business scholars helped identify and explain different types of modernisation, reinforce or connect specific characteristics to modernisation, develop modernisation as an index capable of measurement and provide evidence of modernisation as a rhetorical strategy. Originality/value Little to no previous studies on modernisation emphasised on the contribution of business and economic historians; instead, they focused on the contributions of sociologists and social historians. Business and management historians served as an important voice in the development of modernisation as a conceptual frame. They highlighted the opportunities that are available to position modernisation as a useful tool to predict the future of traditional and advanced organisations.

Abstract:
Constant innovation of information technology and ever-changing market requirements relegate more and more existing software to legacy status. Generating software through reusing legacy systems has been a primary solution and software re-engineering has the potential to improve software productivity and quality across the entire software life cycle. The classical re-engineering technology starts at the level of program source code which is the most or only reliable information on a legacy system. The program specification derived from legacy source code will then facilitate the migration of legacy systems in the subsequent forward engineering steps. A recent research trend in re-engineering area carries this idea further and moves into model driven perspective that the specification is presented with models. The thesis focuses on engaging model technology to modernise legacy systems. A unified approach, REMOST (Re-Engineering through MOdel conStruction and Transformation), is proposed in the context of Model Driven Architecture (MDA). The theoretical foundation is the construction of a WSL-based Modelling Language, known as WML, which is an extension of WSL (Wide Spectrum Language). WML is defined to provide a spectrum of models for the system re-engineering, including Common Modelling Language (CML), Architecture Description Language (ADL) and Domain Specific Modelling Language (DSML). 9rtetaWML is designed for model transformation, providing query facilities, action primitives and metrics functions. A set of transformation rules are defined in 9rtetaWML to conduct system abstraction and refactoring. Model transformation for unifying WML and UML is also provided, which can bridge the legacy systems to MDA. The architecture and working flow of the REMOST approach are proposed and a prototype tool environment is developed for testing the approach. A number of case studies are used for experiments with the approach and the prototype tool, which show that the proposed approach is feasible and promising in its domain. Conclusion is drawn based on analysis and further research directions are also discussed.

Peut-on se servir d'une langue africaine comme le gὲngbe pour enseigner les sciences et la technologie modernes? A cette question, certains répondent par la négative prétextant que les langues africaines sont trop pauvres en vocabulaire de spécialité et inaptes à l'enseignement de ces disciplines. Dans ce travail, l'auteur s'inscrit en faux contre ce préjugé. Après avoir effectué une étude sociolinguistique de la langue, il conclut que pour servir de véhicule à l'enseignement des sciences et de la technologie modernes, le gὲngbe doit se doter à la fois d'une orthographe stable et normée puis d'un lexique enrichi. La thèse comprend donc deux grandes parties. Une première consacrée à la modernisation de l'orthographe et une deuxième à celle du lexique où l'auteur démontre que le gὲngbe dispose suffisamment de ressources susceptibles de l'aider à dire toutes les innovation techniques et scientifiques
Can an African language such as Gὲngbe be used for teaching science and modern technology? Some say no, arguing that African languages are too poor in specialist vocabulary and therefore unfit for teaching these subjects. In this work, the author challenges such a prejudice. After a sociolinguistic survey of the language, he concludes that in order to serve as a vehicle for teaching science and modern technology, Gὲngbe must develop a standardised orthography and enrich its lexicon. The thesis is therefore divided into two parts. The first part deals with orthography and the second with the lexicon where the author shows that Gὲngbe does indeed have sufficient resources at its disposal to articulate any and all technological and scientific terminology

Giorgio Ennas Presentazione della tesi di laurea magistrale: Ottoman élites and modernisation actors La tesi ha come tema centrale il binomio di “Modernizzazione-Occidentalizzazione”. L’analisi si muove all’interno di un arco di tempo, che va dal 1826 al 1912, e prende in considerazione una particolare entità socio-politica, il tardo Impero ottomano. Questo lavoro analizza un particolarissimo caso di studio, quello del tardo Impero ottomano. Le velleità colonialistiche degli stati europei nei confronti di quella che era stata la principale potenza islamica del Vicino Oriente in Età moderna presenta caratteri rilevanti e unici. Escludendo l’espansione europea sulle province periferiche dell’Impero tra XVIII° e XIX° secolo, la colonizzazione militare effettiva avvenne solo con la fine della Prima Guerra Mondiale, alla quale l’Impero partecipò alla pari delle altre potenze europee, e con il Trattato di Sèvres del 10 agosto 1920. Fino alla Prima Guerra Mondiale l’Impero ottomano era riuscito a mantenere la propria indipendenza e gran parte del territorio imperiale attraverso un complesso gioco diplomatico che aveva visto coinvolta in primo piano, fin dall’inizio del XVIII° secolo, una nuova classe in ascesa, quella dei Paşa. Si trattava di una nuova classe dominante, che trovava plausibilità nell’attività amministrativa e diplomatica e che basava la sua autorità all’interno della società ottomana sulla conoscenza delle lingue occidentali e sui suoi legami diplomatici con i principali stati europei del Settecento e dell’Ottocento. La sua formazione era stata voluta e appoggiata dal potere centrale fin dall’epoca conosciuta come Lâle Devri (1703-1730). Il sultano Aḥmed III, il gran visir Damad Ibrahim Paşa e i loro successori progettarono consapevolmente la formazione di una nuova élite “di penna” che potesse fungere da intermediaria tra l’Impero ottomano e i più moderni tra gli stati dell’Europa. Questa élite, educata nell’ammirazione delle tecniche, delle culture e dei sistemi di vita sviluppati nei paesi più avanzati del continente europeo avrebbe dovuto portare avanti un processo di sviluppo prendendo a modello quelli considerati più “evoluti”. Tale processo può essere rapidamente descritto attraverso il binomio di Modernizzazione-Occidentalizzazione. Questo processo mirava, attraverso una serie di riforme “modernizzatrici”, ad adattare e conformare il sistema ottomano a quello europeo. Nel particolare, queste riforme, che ebbero luogo soprattutto nel corso del XIX° secolo, ebbero come fine l’importazione e l’adattamento di idee e di strutture burocratiche, elaborate nei paesi caratterizzati dalla cosidetta “cultura occidentale”, alla realtà ottomana. Questo processo di “modernizzazione”, ebbe la responsabilità di traghettare nell’ Impero ottomano e attraverso questo, in buona parte del Medio Oriente, numerose strutture culturali e politiche del mondo europeo. Abstract:
The modernisation reform is the most important policy development in the European competition history. Council Regulation 1/2003 has replaced longlived Council Regulation 17/62 with three main changes in the competition enforcement. First, the reform decentralises the enforcement by introducing national competition authorities (NCAs), alongside Directorate-General for Competition (DG COMP), to apply Article 81 and 82 (now 101 and 102). Second, a quasi-binding European Competition Network (ECN) is established for the purpose of better allocation of cases and the consistent enforcement. Third, competition authorities are further equipped with the substantial power of enquiry and punishment to tackle the most serious infringements. These changes draw the attention to the possibility of paradigm shift and the relationships between DG COMP and NCAs. As the reform in many ways changes the enforcement of competition rules, the role of DG COMP would be very important to the studies of modernisation reform and to resolve the puzzles regarding the impact of reform and the actual enforcement of Council Regulation 1/2003. Therefore, the aim of the thesis is to assess the autonomy change of DG COMP and to reconfigure the role of DG COMP in the modernised European competition regime. In this regard, this research has to draw on a large body of literature, in particular, the principal-agent theory and the bureaucratic autonomy approach, to assess the bureaucratic autonomy of DG COMP in six aspects: political differentiation, organisational capacity, personal capacity, multiple networks, financial capacity and changes in legal status. Overall, this research has three main findings. First, DG COMP has increased its bureaucratic autonomy, with some reservations. Second, DG COMP holds a new ʻsupervisoryʼ role, along with its administrative and ʻjuryjudge- prosecutorʼ role. Third, two levels of principal-agent relationship have emerged and the leading role of DG COMP in the ECN is confirmed. As this research adapts the U.S. bureaucratic autonomy model to the EU context, the assessment may further be applicable to other public policy studies about institutional changes or competence reforms.

La modernisation logicielle est un domaine en plein essor du fait du vieillissement des technologies datant des années 1960, tel que COBOL ou FORTRAN. Aujourd'hui, bon nombre de ces applications sont toujours en service du fait de leur criticité. Ce sont elles qui continuent d'assurer le bon fonctionnement du système d'information de l'entreprise. Face à l'arrivée en force de technologies récentes de type Cloud ou Mobile, il devient urgent de les moderniser. Toutefois, près de deux projets de modernisation sur trois échouent à cause du manque ou la perte de documentation de l'application, la complexité du logiciel (qui lui n'a cessé de grandir avec le temps), la perte des connaissances techniques (les jeunes développeurs n'ont jamais étudié ces anciennes technologies), tout cela couplé à un manque d'outils et de méthodes industrielles. Face à ce constat implacable, cette thèse suggère une solution pour l'industrialisation du processus de modernisation à travers l'utilisation de l'Ingénierie Dirigée par les Modèles (IDM), notamment en prenant pour base les métamodèles issus de l'initiative Architecture Driven Modernisation de l'OMG. Nous montrons qu'il est ainsi possible d'automatiser une majorité du processus du fait de l'utilisation de métamodèles pivots technologiquement neutres, ainsi que l'utilisation d'une série d'outils permettant d'obtenir une automatisation des tâches de migration de l'application. Nous proposons également de rendre cette solution adaptable à n'importe quel langage légataire au travers d'une chaîne de modernisation paramétrable via l'utilisation d'un moteur de transformation dédié offrant des mécanismes d'extensibilité et de réutilisabilité. Pour terminer, nous illustrons l'ensemble des idées développées dans cette thèse sur l'exemple concret d'une application codée en COBOL
Software modernization is a fast-growing sector due to the aging technologies from the 1960s, such as COBOL or FORTRAN. Nowadays, many of these applications are still being used because of their criticality. These applications allow companies to maintain their information system. But to face the arrival of newer technologies and platforms, like Cloud or Mobile, companies must modernize their systems to deliver the same services and also develop new ones in order to compete. However, nearly two out of three modernization projects fail because of the lack or the loss of applications documentation, the complexity of the software (that has continued to grow over time), the loss of technical knowledge (the junior developers have never studied these ancient technologies), plus a lack of tools and industrial methods. Faced with this relentless observation, this thesis suggests a solution to the industrialization process of modernization through the use of Model Driven (IDM) Engineering, especially by using metamodels base from Driven Architecture Modernization of the OMG. We therefore demonstrate that it is possible to automate the process thanks to technologically neutral metamodels and by using a set of tools to get the automation of application migration tasks. We also propose to have this solution adapted to any languages through a configurable chain of modernization by using a dedicated processing engine that provides scalability and reusability mechanisms. Finally, we illustrate the ideas developed in this thesis in the concrete case of a coded COBOL application

Le rapport entre le syndicalisme ouvrier du Nigeria et le pouvoir politique se caractérise par l'indépendance de l'institution ouvrière à l'égard du gouvernement. Cette spécificité émane de l'environnement économique et social dans lequel le syndicalisme s'est développé depuis les années 1930. Elle résulte également du processus de la construction d'un centre gouvernemental au sein des différentes communautés du Nigeria. En effet, lors du processus de transfert du pouvoir à l'élite politique en 1954, le syndicalisme ouvrier s'est opposé à la mise en place d'un système de gouvernement fédéral au Nigeria. Ses dirigeants étaient préoccupés par les effets de la partition des institutions gouvernementales entre les différentes régions, notamment la disparité salariale et la mobilisation collective des travailleurs à l'échelon national pour défendre des objectifs communs. Ils revendiquèrent un Etat unitaire, doté des institutions politiques centralisées et de pouvoirs élargis au centre. Dès la décolonisation en 1960, les dirigeants syndicaux ont lutté pour l'amélioration des conditions matérielles de la classe ouvrière et pour la transformation du régime économique du Nigeria. The development of working class labour movement in Nigeria since 1930 has been characterized by trade union autonomy. This characteristic results from the economic, social and political environment in which trade unionism itself grew. It is also the outcome of the processor state construction among Nigerian different communities. In 1954, during the process of power transfer to the new political elite, trade unionism critically opposed the creation of a federal form of government in the country. Its leaders were conscious of the effects of regionalized administrative machinery on labour movement particularly salary and wage disparities among the working class, and collective mobilization of professional workers at national level to defend common objectives. In effet, they demanded a unitary state marked by centralized political institutions and enlarged power at the centre. After independence, in 1960, Nigerian labour leaders exercised pressure on the political class and obtained concessions such as national minimum wage and May Day public holiday. However, their influence on the political system has always been limited by institutional and economic obstacles

Abstract:
Currently, in the context of external and internal challenges in Russia, the search for internal sources of territorial development is of particular importance. One of them may be a modernisation based on green economy. The study aims to develop and test a methodology for justifying economic modernisation of regions on the basis of green economy. The proposed methodology substantiates the expediency of this kind of modernisation and reflects the duality of connections in the functioning of the territory’s economy. Its testing showed the expediency of economic modernisation on the basis of green economy in examined territories. This is due to the excess of the environmental deficit over the economic effect in some municipalities (Sheksninsky, Cherepovets Kaduysky municipal districts), as well as due to the increasing negative environmental deficit (Cherepovets city). Advantages and disadvantages of the developed methodology, as well as further research directions in this area are presented.

During 2014–2015, a team of researchers conducted a series of primary and secondary studies on land record modernisation initiatives across Haryana, Himachal Pradesh, Bihar and Gujarat, which were published as part of a five-volume set on Land Records Modernisation in India. The second edition of these volumes incorporates new initiatives, technological updates and legislative amendments in each of these states, as well as the changes in the national level policy and programmes. Based on extensive on-ground research, this set of volumes presents a review of the land records management processes and the status of current efforts to modernise land records, against a larger historical background of land and revenue relations in each state. The volumes on the respective states are accompanied by an institutional, legal and policy review at the national level, which provides a summary of various crucial aspects of land records modernisation in India. It also appraises the impact of the Digital India Land Records Modernization Programme, its gains and limitations, as well as possible steps forward. Combining detailed state-level analysis with a national review, this is a much needed intervention in the study of land records administration and modernisation in India. This set of volumes would be a vital resource for researchers and practitioners alike, as well as for policymakers at both the state and central level.

Abstract:
This work provides an institutional, legal and policy review of crucial aspects of land records modernisation systems in Gujarat. Recognising the significance of land and its management for the state economy, Gujarat was among the early states to computerise its land records and processes and integrate them. In 2009, the state introduced resurveys using modern technology, which resulted in promulgation of updated records in more than sixty percent of villages, before being paused in 2018. Apart from political leadership, administrative initiatives such as documenting procedures and operational guidelines, incentivising of regular progress and reporting, and regular capacity building helped the state in making a significant progress. Gujarat is among the most urbanised and industrialised states in the country, and this volume presents case studies on the state of land and property records in urban and industrial areas, and the attempts to modernise them.

The state offers a unique window into the regional diversity of land systems in India; it underwent a large-scale land consolidation exercise in 1950s, and features rectangular land parcels of equal area, and a share-system of joint landholdings with limited spatial demarcation. Technologically, the state has an integrated system of land record management, and continues to make advances. Haryana is also one of the country’s most prolific real estate markets, attracting some of the largest private sector investment. However, the land records management system remains primarily rural, and does not yet capture the realities of an urban property landscape and the transition into a fragmented, individualised private property system.

The state’s progress with land records modernisation efforts has been historically slow but in the last few years, it has taken long strides in computerisation of land records and associated processes, and is on the way to a more accessible land information system. Bihar is a significant example to understand that in certain parts of India, issues of land and property ownership are embedded in socio-historical conditions, which can be addressed only in part by current modernisation efforts. The state is undertaking an attempt to address some of these issues through a resurvey, supported by large scale strengthening of capacity, and legislative framework. The ability of the state to address multiple claims in a judicious and timebound manner would determine, to a large extent, how successful these ongoing surveys and computerisation initiatives will be.

This work provides an institutional, legal and policy review of crucial aspects of land records modernisation systems in Himachal Pradesh. A state characterised by hilly terrain, high forest cover and low urbanisation, Himachal Pradesh provides useful lessons to understand the robustness and diversity of land record administration systems. The property regimes that have historically developed in the state include customary rights, common property resources, jointly held rights, and multiple other use and possession arrangements. There is a restriction on who can transact properties in the state, aimed at preventing alienation of land. Settlement operations are conducted every 40 years, and often take a long time to complete, but have led to relatively more up-to-date records than some other states. There are also concerns regarding the accuracy of spatial records, and data mismatches between textual and spatial components of the existing record versus the new technology led survey data if often is a cause of disputes.

Introducing property records and patterns of ownership in India, it provides an overview of various central government schemes promoting land records modernisation. It discusses the systemic and legal characteristics of land records and the proposed shift to conclusive land titling system, drawing attention to issues of tenure and property rights, especially in the urban and peri-urban context. Presenting multiple case studies on ongoing modernisation initiatives in some of the study states, the volumes also looks at the roles of multiple institutional stakeholders and the interfaces between them. Operational challenges faced in this transition to technology have also been discussed, in an attempt to bring out an overall picture of crucial issues and best practices across state-level diversities. The objective is to highlight the possibility of multiple trajectories and look at ways in which states can learn from each other by sharing experiences, while simultaneously acknowledging that there are certain issues that are typical of a particular state and must be resolved via deeper engagement with the local terrain.

Digital financial services like mobile money are increasingly prevalent in developing countries as an alternative to traditional financial services. For many governments, they have become critical components of domestic revenue mobilisation, tax administration modernisation, and broader tax reform. However, making tax administration more efficient and maximising voluntary compliance is a very difficult task. The existing literature on the relationship between mobile money and tax performance in developing countries is limited, although it does show the potential of mobile money to improve tax performance. This paper aims to fill the gap by investigating the relationship between mobile money and the quality of tax policy and administration in developing economies and highlighting some mechanisms underlying these findings, including a lower tax compliance burden, a smaller informal sector, and lower corruption.

In 2018-19, the Government of Uttar Pradesh (UP) became the first state in India to assign a unique property code to every rural land parcel to ensure its exclusivity. The Unique Property Identification Code (UPIC) is a 16-digit code combining census village code, khasra/ gata number, division of khasra, and land type. It has been used as a common identification number to integrate various other land-allied applications such as Bhu-Lekh, Bhu-Naksha, RCCMS, PRERNA, and Anti-Bhu-Mafia in the state. This policy brief is a part of the study on land records modernisation aspects in UP conducted by the Indian Institute for Human Settlements (IIHS). The study found that some aspects of the UPIC needed improvement. This policy brief also compares UPIC with the Unique Land Parcel Identification Number (ULPIN), launched by the Ministry of Rural Development, Government of India, in some other states.
