The aim of this study is to highlight the problem of the democratic deficit in the private-public partnerships in Sweden. This is a comparative case study with four ideal types. To enhance understanding of networking and public private partnerships, the paper has a descriptive approach where the aim is to put the working method of networks and partnerships into a wider context.
The network's and partnership's social structural dependencies and the different actors involved, are discussed with reference to Multi Level Governance theory. The discussion in this study is based on the government's bill for economic growth and vitality throughout the country, En politik för tillväxt och livskraft i hela landet (Regeringen, 2001).
The research question that the paper answers is: How does Västra Götaland County Council try to solve the problems with accountability in their private-public partnerships?
To answer the question, the two theoretical approaches Network Evaluation Theory and Policy Network Analysis are used[Okänd för1] . The empirical material, on which the analysis is based, consist of The Västra Götaland County Council's guidelines [Okänd för2] for evaluating private public partnerships, Modell för lärande uppföljning och utvärdering (Västra Götalandsregionen, 2009).
The Government Bill and the Regulation of the regional growth policy in the country show that a MLG system is being developed in Sweden, and how Sweden through it becomes embedded in the larger MLG system of EU within[Okänd för3] the policy area.
The conclusion drawn from the study of Västra Götaland's guidelines is that the private public partnerships in Västra Götaland region Council are controlled with objectives and results these are continuously monitored for discrepancies and adjustments. The public-private partnerships often also have participation from the Västra Götaland Region Council.

Full textIn this paper, we examine how Moderna museet and Botkyrka konsthall work with audience, by studying which logic claim to regulate the work with audience. We also want to see if their work with audience affects the production of culture within the institutions. The audience, in the role of citizens, has been the center of the rhetoric within Swedish cultural politics since the first half of the 20th century. The language has changed over the years in the cultural field with the introduction of new concepts and concept movement, such as citizen perspective, cultural quality, participation, dialogue, customers, efficiency and performance measurement. Behind the concept is the logics formed by various discourses in the cultural field. A discourse can be explained as the language through which we interpret and relate to the world. With discourse analysis and new institutional theory, we map how art professional-, democratic-, bureaucratic- and management logic controls the audience work in Moderna museet and Botkyrka Konsthall. The result shows there is a dominant discourse that claims to control and regulate the work within public art institutions. However, many different logics exist in an institutional pluralism. The democratic logic has a strong grip on the audience work, but the other logics also affect the choice of how to work with audience. This paper shows it is precisely the work with audience that had to bear the state and community’s requirements to reach new audiences and promote diversity and accessibility. The work with audience affects Moderna Museet and Botkyrka Konsthall in their cultural production in different ways, but the two institutions have been working with audience important role in the legitimization of institutions.

More than 25 years after German re-unification this project – a product of a research seminar conducted at TU Chemnitz in 2016 – illuminates selected aspects of local political culture in “Saxony’s Manchester”, including the societal perception of political institutions, the evaluation of democratic participatory opportunities, social capital as well as the relevance of social media for political participation.

Full textUppsatsens syfte är att finna en retoriskt baserad metod för att utvärdera demokratisk kvalitet i specifika situationer på arbetsplatser. Denna metod ska kunna användas av en retorikkonsult eller en personalchef på ett företag för att få en uppfattning om förutsättningarna för medbestämmande bland de anställda. Metoden kombinerar retorisk teori med organisationsvetenskap och demokratiteori, och utgår från en hypotes; att förutsättning för arbetsplatsdemokrati går att bedöma i tillgången till fördelaktiga retoriska situationer. Metoden prövas i en fältundersökning på arbetsplatsen Nutek och en specifik situation där, en flytt av verksamheten till nya lokaler.

Full textThe planetary impact from human activities calls attention to education for sustainable development. Previous research shows the need for new practice like socio-scientific issues (SSI) education and accordingly brings new challenges for science teachers. In collaboration with a teacher the present study is developing a didactic model, specifically enhancing students’ agency in the context of a SSI aimed at making students decide on future renewable energy. The data consisted of audio-recordings from group talk between Swedish social science students in grade 10. An analytical framework was designed based on Sadler’s four aspects of SSI (Sadler, Barab & Scott, 2007) and the concept of agency defined by Biesta andTedder (2007). The results show a high level of three aspects; complexity, multiple perspectives and SSI as an ongoing inquiry and also a low level of students’ scepticism towards biased information. The study presents new knowledge of agency in science education and opportunities for teachers to reflect on strategies for designing SSI in a democratic setting.

Full textDemocracy as a political system is never more stable than the support it enjoys among the mass public. At the same time, studies show that Sweden currently experiences a remarkable decrease in democratic support among its´ younger citizens. This study examines if the model of democracy that a political decision is made according to, affect young people’s support for the political decision-making process and thus explores possible avenues for reforming the representative model by either strengthening or weakening democracy. This is investigated through a survey experiment (N = 134) among respondents aged 18 to 29 years old. The respondents were asked to answer a survey about their attitudestowards a political decision, where the politicians had grounded their decision in either the result of a national referendum, digital deliberative meetings, or the conclusion by a group of experts. Modest effects of democracy models on support for the decision-making process were found. However, expert democracy had a significantly stronger effect on support for the decision method compared to direct democracy.

Full textModern democracies and the media are intrinsically related. As Jesper Strömbäck notes, their relationship could be described as a social agreement. Media need democracy as it is the only political system which respects freedom of speech, of opinion, of information and the independency of media organizations form the state control. On the other hand, democracy also needs the media as it is the basic means for citizens and their elected representatives to participate in the mutual process of informing and influence making. The media give citizens information which helps them to form individual opinion and to decide whom to vote for during the election time. As for the government, the media give it information about public opinion which is important for making political decisions. As scholars observe, the real contribution of contemporary media to the support of democracy barely fit into the requirements described in theory. Many structural changes, such as commercialization, concentration, globalization and weekness of regulation have effect on the media performance. The internal and external pressures towards media organizations also have severe effects. Considering all the changes that are happening in the media sector nowadays, it is therefore important to analyze how much the media serve for the needs of contemporary democracy and where it fails to meet these expectations. Full textMany studies have shown that protest participation is lower in Central and Eastern Europe than in Western Europe. Yet, the extent of and causes underlying the East-West participation gap are still debated in the literature. This thesis sheds new light on the sources of the European protest divide. Inspired by political socialization theories, it examines how early exposure to (1) repression and (2) mobilization during the transition to democracy has shaped the protest behavior of different generations in postcommunist democracies. This projects applies multilevel age-period-cohort models on data from repeated cross-national surveys to measure the effects of these types of exposure. Study 1 reveals that early exposure to repression has a lasting effect on demonstration attendance but not on participation in petitions and boycotts. Furthermore, the direction of this effect depends on the type of repression experienced by citizens: early exposure to civil liberties restrictions increases citizens’ participation in demonstrations while exposure to personal integrity violations depresses their participation. Study 2 demonstrates that exposure to mobilization during the transition to democracy does not moderate the East-West protest gap. Study 3, an analysis of East Germans’ protest behavior, confirms that the experience of a bottom-up transition does not compensate for the demobilization associated with violent repression. By generating new insights into the relation between regime change and civil society, this project bridges and contributes to the fields of political behavior, social movements, and democratization.
