Abstract:
The author attempts to reconstruct in the most general detail the history of the application of federative terminology to the description of the structure of the Christian Church. The concept of federation appeared in the 18th century in the works of Protestant church historians who believed that the formation of the initial church structure was modeled on the federative political structures that emerged in Greco-Roman antiquity. Further mastering of the relevant political terminology by church authors was facilitated by the formation of the theory of political federalism in the 19th century and its popularization in the political and public life of many states. The author shows how since the end of the 19th century the concept of federation has been applied to the church constitution at its modern stage. This practice was especially characteristic of the representatives of the Anglican Church, in whose official rhetoric the image of federation took an important and prominent place. It was in the midst of the Anglican Church that the formula of the Church as a federation was born. Thanks to Protestant influence, federative terminology enters the language of ecumenical theology, being used there in particular to denote an intermediate form of ecclesiastical union. However, federative formulas in ecclesiology were accompanied by constant criticism, mainly for allegedly bringing with them alien and profane associations. An irreconcilable position was taken by Catholic authors, who for a whole century have been developing a theological refutation of ecclesiastical federalism. Under the influence of their criticism, as well as significant historical and ideological changes, the image of federation gradually disappeared from the language of Christian theology, surviving ultimately in the form of a general and unanimous denial that the Church is not a federation. The author is trying to show that despite some artificiality in the use of federative terminology, there were certain theological insights behind its use concerning the status of particular Churches and the nature of their mutual unity. These intuitions were largely ignored by the general development of ecclesiology in the twentieth century with its main interest in the global and universal dimension of the Church.

Based on an unqualified product recalling process in a supply chain, this paper establishes an evolutionary game model between consumer federation and manufacturer, as well as analyzes the effects of manufacturer’s pricing strategy and consumer federation’s supervision on the decision-making and dynamic tendency. Under this structure, the manufacturers’ pricing strategies on recalls mechanism have two scenarios: the high penalty and low penalty from consumer federation. Results shows that, when the consumer federation adopts high penalty measures, there will be an ESS for consumer federation that can both minimize the cost and protect consumers’ rights. Further, the probability of manufacturer adopting “recall” strategy is positively correlated with the change in the product price, and both the probability of consumer federation adopting “regulate” strategy and manufacturer adopting “recall” strategy are positively correlated with the penalty coefficient.

CPEC is deeply interconnected with federal structural in Pakistan. There is a difference of opinion amongst the scholars and policy makers regarding the impact of CPEC on federalism in Pakistan. This paper is an attempt to analyze liberal framework of federation and its connection with neoliberal development project of CPEC. In neoliberal framework, the decentralization and distribution of resources amongst the federating units and sub-national identities seems complex puzzle. The dominant forces amongst federating units joined same elite class for the protection of their own interest. This elite concentration and bargain model is reciprocal to the fundamental idea of federation. This paper demonstrates that CPEC is sharpening the unevenness amongst the federating units and sub-national identities.

Abstract:
The article considers the unity of executive power in the federative model of contemporary Russia to show that a single system of executive power within the Russian political-legal culture presupposes a hierarchical relationship between executive authorities of different levels. Such specifics of the relationship between the federal executive bodies and executive bodies of the subjects of the Russian Federation contradicts the idea of a vertical division of powers. The Russian model of federal relations is based on the fact that if the interests of the federation and its subjects are intertwined the best decision is not to isolate or separate the levels of power but rather to help them to interact, to provide a joint solution to the challenges of the state and its constituent parts. The author studied the federal legal acts and the practice of the Constitutional Court, in which the principle of the unity of the executive power was reinforced and evaluated. The article is based on the culturological approach as a kind of the system-structural analysis of law and other elements of social reality. This approach allows to consider the specifics of the Russian federalism as a special model of public administration in dynamics, and the corresponding institutions in their constant interaction and development. The formal-legal method allowed to identify the legal content of the principle of the state power system unity as the ‘cornerstone’ of the Russian federative structure. As a result, the article presents the following cultural-historical model of the Russian federative relations: it allows for widespread decentralization in the political sphere (by providing a list of objects of joint jurisdiction of the federal center and the subjects of the Russian Federation, and also - by residual principle - the exclusive legislative competence of the subjects), while the federal center strengthens centralization mechanisms in the administrative sphere (through the distribution of powers within the joint jurisdiction), thus, ensuring political competition under the tough statist principles in public administration.

The relevance of the topic is determined that the highest official of the subject of the Russian Federation are central in the system of regional public authorities and has a significant impact on the performance of Federal state functions. The Federal structure of the Russian Federation provides for different levels of governance. The effectiveness of solving state problems depends on the quality of management in the regions. The legislation defines only the basic principles of the requirement of the organization of power in the subject of the Russian Federation. Subject of the Russian Federation can regulate the organization of management. Federal legislation provides the subjects of the Russian Federation with relative freedom in determining the system, structure, order of formation and functioning of the Executive power. The subjects of the Russian Federation are different models of governance, which determine the status of the head of the subject of the Russian Federation. The article identifies two models for realizing the principle of separation of powers in the subjects of the Russian Federation. The place of the head of the subject of the Russian Federation in the power system is considered from the position of the scope of powers. The article describes the status of the head of the subject of the Russian Federation when using different models, highlights the features of organizational models. The practical application of the management model depends on the characteristics of the territory (area, population, socio-economic situation). In contrast to the Federal model, the head of a subject of the Russian Federation in fact included in the system of Executive power regardless of the model. The article deals with discussion issues. The article highlights the main disadvantages and offers suggestions on the advantages of models.

Abstract:
The initial and main thesis of the article is that the teaching and learning of native languages in ethnic federations differs in specifics in comparison with other federations and unitary states. Comparing the experience of a number of ethnic federations in the field of education seems relevant for all multinational and multilingual states. The article consists of three parts. The first one deals with the problem of the division of powers in the management of teaching of native languages in the education system between the federal center and subjects of a federation. There is a difference in the implementation of these powers in multinational ethnic federations with a dominant national language and federations where there is no single official national language, and the sphere of education, including teaching of native languages, falls within the competence of the subjects of a federation. The author argues that the most optimal model of the division of powers in the field of language policy in the education system consists in consolidation of the basic provisions and principles at the federal level and transfer of issues of operational management of education and the functioning of educational institutions to the regional level, taking into account the elements of autonomy of the subjects of a certain federation. The second part discusses the problem of the voluntary choice of language in the education process or the non-alternative legislative designation of the language of teaching and learning. Generalization of the experience of a number of ethnic federations leads to the conclusion that in these states teaching of both national official language and official language of a subject of a federation, as well as the native language, as a rule, is not established on the basis of a free choice of parents or students, but is in fact mandatory. The third part is devoted to comparing the experience of both ethnic multinational and bi-ethnic federations in the face of conflict-causing factors that hinder the study of native languages. Rarely do ethnic federations avoid disputes over the use of dominant and non-dominant languages in teaching and learning, and there has been a number of extremely contradictory or even conflict situations. One of the reasons is that it is not always possible to develop an optimal model of the distribution of powers between the federal center and subjects of a federation in the system of education in the field of language policy, while all countries possess institutional mechanisms that can prevent the existing contradictions from escalating into conflicts on ethno-linguistic grounds. In conclusion, the author attempts to identify common features that characterize the teaching and learning of native languages in ethnic federations.

Although sustainable food security is a national and transnational concern, there are still different ways to measure it. The purpose of this study was to determine a conceptual model capable of measuring all aspects of food security in the country. A definite answer to these difficulties is the development of the theory of food security and the development of new tools to protect the population from the hazards and threats. In this paper, the proposed model of the food sector of economic security, which provides the choice of the optimal solution for the selected criteria, which is based on the recognition of the multi-subject composition of its participants (the state, its constituent regional entities, enterprises and their integrated entities, households) between them, implemented using the methods of hierarchical coordination and spontaneous order, a combination of public and private interests. The targets for the functioning of the food sector as the most important component of the system of economic security are: physical and economic accessibility of food for various categories of the population, characterized by the necessary quantity, assortment and quality with a certain level of solvency of consumers; food supply of the population; protection of domestic producers from import dependence in the markets of final food products and resources for their production.

In the conditions of general macroeconomic instability, the threat of famine in a number of countries of the world, as well as in the context of global climate change, which causes various kinds of cataclysms, leading to crop losses in many countries, the food security of the state is considered as the most important part of its national security. This article explores trends and methods for assessing the level of food security in the Russian Federation as a whole, and one of the regions of the Russian Federation (Omsk region), in particular. The purpose of the work is to analyze the level of food security of the Russian Federation and the Omsk region, their relationship and interdependence. Approaches were also applied to the analysis of statistical and predictive models in the field of strategic planning and management of the national security of the state. A model for assessing the level of food security was developed, an analysis of the level of food security in Russia and the Omsk region was carried out within the framework of the developed model, and conclusions were drawn about their relationship.

The paper analyzes the features of the formation of «model» budgets, assesses the consequences of the transition to the distribution of subsidies to the subjects of the Russian Federation from the federal budget on the basis of the calculation of the «model» budget and developed proposals for adequate consideration of the identified problems in the inter-budget policy of the Russian Federation. It is shown that the transition to the «model» budget in the Russian Federation is envisaged through the mechanism of redistribution of the total amount of subsidies to equalize the budget provision with simultaneous refinement of the method of increasing the allocated subsidies to the least affluent regions. The discrepancy between the current budget expenditures and the estimated need for budget allocations was revealed, which can lead to the emergence of unsecured budget expenditures for planned activities in a number of Northern and Far Eastern regions. The necessity for maximum orientation to the individual characteristics of the subjects of the Federation in the calculation of «model» budgets is shown, which is expressed in taking into account the rising cost factors associated with the uneven distribution of the population and the difference in the coefficients of transport accessibility in the subjects of the Russian Federation.

AbstractIn many countries organized as federations, fiscal equalization schemes have been implemented to mitigate vertical or horizontal imbalances. Such schemes usually imply that the member states of the federation can only partly internalize (marginal) tax revenue before redistribution. Aside from the internalized marginal revenue, referred to as the marginal tax-back rate, the remainder is redistributed. We investigate the extent to which state-level authorities in such federation under-exploit their tax bases. By means of a stylized model, we show that the member states have an incentive to align the effective tax rates on their residents with the level of the marginal tax-back rate. We empirically test the model using state-level and micro-level taxpayer data, OLS regressions and natural experiments. Our empirical findings support the results from our theoretical model. Particularly, we find that states with a higher marginal tax-back rate exploit the tax base to a higher extent.

The relevance of the development of developing experience and methodological support of the constituent entities of the Russian Federation. To organize activities to provide activities aimed at the development of the direction, the experience of St. Petersburg, as a subject of the leader in the Russian Federation in the development of technologies for accompanied accommodation, was studied and analyzed. The study was conducted on the basis of the results of the annual monitoring study of materials submitted by the executive authorities of 85 constituent entities of the Russian Federation on the organization of technologies for accompanied accommodation.As a result of the study, the main activities in the development of this direction in St. Petersburg were identified: expanding the regional list of social services provided by social service providers; assigning disabled people of working age with intellectual disabilities to a separate social group; developing recommended individual social service programs, including: for disabled people of working age with intellectual disabilities when living in social apartments, development of industry-specific technological regulations for the provision of measures to support disabled people, creation of equal opportunities to enter the social services market for both state and non-state social service organizations, implementation of infrastructure measures, identification of financial sources, etc. The use by the constituent entities of the Russian Federation of recommendations on reforming the regional regulatory legal framework and the implementation of key events will allow introducing the best practices of St. Petersburg in organizing various forms of accompanied residence.

Identity federation allows one to link a user’s digital identities across several identity management systems. Federated identity management (FIM) ensures that users have easy access to the available resources. However, scaling FIM to numerous partners is a challenging process due to the interoperability issue between different federation architectures. This study proposes a dynamic identity federation model to eliminate the manual configuration steps needed to establish an organizational identity federation by utilizing the OpenID Connect (OIDC) framework. The proposed model consists of three major steps to establish dynamic FIM: first, the discovery of the OpenID service provider, which indicates the location of the partner organization; second, the registration of the OpenID relying party, which allows the organization and its partner to negotiate information for establishing the federation; finally, establishing the dynamic trust federation. The proposed dynamic FIM model allows applications to provide services to end-users coming from various domains while maintaining a trust between clients and service providers. Through our proposed dynamic identity federation model, organizations can save hundreds of hours by achieving dynamic federation in runtime and serving a large number of end-users.

Federated learning is an effective means to combine model information from different clients to achieve joint optimization when the model of a single client is insufficient. In the case when there is an inter-client data imbalance, it is significant to design an imbalanced federation aggregation strategy to aggregate model information so that each client can benefit from the federation global model. However, the existing method has failed to achieve an efficient federation strategy in the case when there is an imbalance mode mismatch between clients. This paper aims to design a federated learning method guided by intra-client imbalance degree to ensure that each client can receive the maximum benefit from the federation model. The degree of intra-client imbalance, measured by gain of a class-by-class model update on the federation model based on a small balanced dataset, is used to guide the designing of federation strategy. An experimental validation for the benchmark dataset of rolling bearing shows that a 23.33% improvement of fault diagnosis accuracy can be achieved in the case when the degree of imbalance mode mismatch between clients is prominent.

Nowadays, peer-to-peer technology has provided users with cheap and powerful communicating facilities. However, P2P streaming system faces two challenges. Firstly, how to improve the poor Quality-of-Experience (QoE) in unpopular channel? Secondly, how to select peers to contribute their resources for assisting the unpopular channel in order to balance channel resources? This paper presents a cross-channel federation model to address these problems. The key idea is to identify a set of stable nodes in popular channel to assist the unpopular channel. These stable nodes, together with nodes in unpopular channel, are organized as mesh-based network, which facilitates the unpopular channel to enlarge the channel group and promote peer stability. This cross-channel federation model is evaluated through simulations. The results demonstrate its efficiency.

The paper provides a brief analysis of works on the application of mathematical modeling methods in housing construction. Based on statistical information on the volume of housing commissioned in Russia for 2000–2020. three variants of a discrete model of autoregressive type of dynamics of this indicator are formed by the methods of least squares, moduli and anti-robust estimation, for each of them the values of the accepted criteria of adequacy are given. AbstractThis paper aims to analyze the importance of understanding the multidimensionality of welfare for a redefinition of the normative content of the notion of socio-environmental existential minimum, tracing, from this redefinition, a new understanding about the Brazilian cooperative environmental federalism. It was adopted dialectical method of approach, from doctrinal contributions. Thus, it was possible to verify that the contemporary Rule of Law faces two central challenges: overcoming economic inequalities and environmental injustices. To face them, countries like Brazil, that adopt the federative model, should prioritize systemic and cooperatives solutions in the Federation. The federal cooperation that guides socioenvironmental public policies in Brazil shall be by reference the paradigmatic notions of socio-environmental existential minimum and well-being. (1) Background: To avoid affecting the accuracy and practicability of the security federation model due to the geographical and environmental factors involved in each local model and set the corresponding weights for each local model, the local model parameters and weights participated in the calculation at the same time. (2) Methods: Apply the improved model to the income evaluation of taxi drivers. Multiple linear regression was used to fit the local model parameters, and the loss function value was calculated. Then, according to the improved security federation algorithm, the model parameters and local model weights were encrypted by using the Paillier homomorphic encryption algorithm, and the encrypted model parameter information was uploaded to the aggregation server for aggregation average. (3) Results: The experimental results show that after 1000 iterations, the accuracy curve converges in the interval [0.93, 0.97]; the mean accuracy value was 94.27%, and the mean loss function value was 1.0886. It was the same understanding that the mean value of the loss function calculated by the traditional model was 1.9910. (4) From the model and data, the accuracy of the improved model has been improved. It can better reflect the income of taxi drivers.

This article presents the research results, which set out to explain the mechanisms leading to the achievement of dominance by the Russian Federation in the international security environment. In the research process, the systemic approach was applied. Analysis and criticism of the literature, non-participatory observation and case study elements were used to solve the research problems. As a result, it was determined that the theoretical basis for the Russian Federation's achievement of international dominance is the concept of new generation war. The model of the strategic influence of the Russian Federation is directed at the shaping of the security environment and includes the synchronisation of kinetic and non-kinetic measures, indirect and direct effects, the blurring of the boundaries between war and peace and the application of pressure and aggression. The Russian Federation achieves strategic dominance through asymmetry, chaos, reflexive control, and strategic deterrence. Armed forces provide a key role in asserting dominance, focused on conducting offensive activities and inflicting losses with conventional and nuclear weapons.

Despite the over 62 years of Naturopathy’s existence in the Ghanaian jurisdiction, no single tertiary program in Naturopathy or Complementary and Alternative Medicine is taught. The practice has not been streamlined and properly structured. Those who engage in the Naturopathic trade mostly receive their education through correspondence from unrecognized and unaccredited foreign schools that teach a limited aspect of naturopathy. : Following the development and approval of two Naturopathic programs; The Higher National Diploma (HND) for training Naturopaths and Bachelor of Technology in Naturopathy and Holistic Medicine, a 5-year program for Naturopathic Physicians, this paper provides a critical evaluation of the curricula approved by the Commission for Technical and Vocational Education and Training (CTVET) in Ghana. This paper employs a sequential two-stage qualitative process. In phase one, the two curricula were submitted to the World Naturopathic Federation (WNF) Canada, for evaluation. Phase two involved a document analysis using the curriculum recommended by the World Health Organization (WHO), the World Naturopathic Federation (WNF), and the South African Naturopathic curriculum. An in-depth evaluation and comparison with the Ghanaian program were conducted, together with abstracted WNF responses which were then analyzed thematically. After the necessary recommendations by WNF were adopted. The two Ghanaian curricula met the international standard. The recommendations also strengthened the mandatory general area of competence in Naturopathic training. The Ghanaian Bachelor’s in Naturopathy has total clock hours of 5,979, which surpasses the South African degree in Naturopathy(5,950) clock hours. The Ghanaian naturopathic mandatory and elective subjects in the curricula meet the international standards. Issues raised by World Naturopathic Federations (WNF) were all addressed to strengthen the program.

The article deals with the key aspects of the formation of the integrated socio-economic development of the Arctic zone of the Russian Federation (AZRF). The main purpose of the study is to create a conceptual model for balanced socio-economic development. The article uses such methods as comparison, analysis, deduction and induction. The importance of the development of these territories for the sustainable development of the country is shown. The main regulatory documents defining the development of this region are highlighted. Threats to the security of the Arctic zone of the Russian Federation are identified. The relations of other countries to the Arctic are considered. The importance of bringing the standard of living in the Arctic region closer to the average in Russia and the importance of this direction of action to reduce the negative demographic trend are outlined. Besides, the need to study the development of the Arctic region of the Russian Federation is determined not by statistical methods, but by new research methods. The importance of creating a megaproject for the development of the Arctic zone of the Russian Federation with specific measurable goals is highlighted. Such risks of this region are described as: population decline, in particular, the decline of the able-bodied population (including highly qualified personnel), the critical state of housing and communal services, the high cost of living and use of resources, the threat to environmental safety, weak diversification of production, long distances from industrial centers. Economic, social and environmental factors affecting the dynamics of the integrated socio-economic development of the Arctic region of the Russian Federation are considered. A conceptual model of balanced socio-economic development of the region was developed on the basis of a set of factors. The conceptual model of integrated development of the Arctic regions of the Russian Federation is a complex of various factors. This model can become a basis for the preparation of strategic planning documents in the regions of the Arctic zone of the Russian Federation and it is possible to compare and compare the development of the regions using this model.

This article examines the paradox of how federal political institutions are created: how can a state-building core be unyielding enough to forge a union but accommodating enough to grant federal concessions to subunits? A comparison of the trajectories of national unification in nineteenth-century Germany and Italy indicates that the formation of federations does not come about exclusively through voluntary “contract”; instead, coercion and cooperation go hand in hand in the formation of all states, including federations. Whether the outcome is federal or unitary depends on the level of subunit infrastructural capacity at the moment of founding.The article finds that where the constituents of a potential federation are parliamentary and well governed, they can deliver the benefits of state formation, assuring their continued existence in a federation. Where such subunits are patrimonial and poorly governed, they are absorbed within a unitary model of governance. This institutional explanation supplements accounts emphasizing the cultural sources of federalism and revises arguments that only militarily weak founding cores make federal concessions to their constituents.

The article presents the results of the federal innovation project implementation “Model of an innovative system of continuous entrepreneurship education of higher education of the Russian Federation” in 2021, created in accordance with the order of the Ministry of Science and Higher Education of the Russian Federation No. 1580 dated December 25, 2020, in the Synergy University. The goal of the project is to design, create and implement an innovative system of entrepreneurship education in a higher educational institution of the Russian Federation. It also analyzes the relevance and innovative implementation of the project from the standpoint of the current state of entrepreneurship education in the Russian Federation at the bachelor’s and master’s degrees. Competencies that form the core of an entrepreneur’s professional competence are analyzed. Based on this analysis, the substantiation of the professional competency-based model of practice-oriented education is provided for the programs of lifelong entrepreneurship education. The sequence of the formation of universal, general professional and professional competencies at the levels of bachelor’s and master’s degrees in entrepreneurship programs is revealed. The described approaches formed the basis for the refinement and improvement of competency matrices. It is proved that the development of a harmonized curriculum should be based on the proposed approach to the formation of learning outcomes. The authors describe the design features of methodological content that contributes to the consistent application of practice-oriented approaches in the implementation of lifelong entrepreneurship education programs, as well as innovative techniques, technologies, entrepreneurship training, and the trajectory of individualization of training for undergraduate and graduate programs. Other issues that are considered in the article reveal the activities of the federal innovation project from the standpoint of scientific publications, the dissemination of experience in the scientific community. Based on the described results, recommendations are proposed for the further formation of an innovative system of continuous entrepreneurship education in the Russian Federation.

В работе исследуется влияние пяти значимых факторов на динамику числа дорожно-транспортных происшествий в Российской Федерации. Этими факторами являются: количество троллейбусов, численность населения в РФ, численность трудоспособного сельского населения, ежегодное потребление алкоголя, протяженность автомобильных дорог общего назначения. Формализация указанного влияния производится путем разработки линейной регрессионной модели, параметры которой идентифицируются посредством применения непрерывной формы метода максимальной согласованности в ее модифицированном варианте. Построенная модель обладает высокими значениями используемых критериев адекватности: средней относительной ошибки аппроксимации, суммы модулей ошибок, степени рассогласованности вычисленных по модели и фактических значений зависимой переменной. Произведена численная оценка степени влияния независимых переменных на выходной фактор. The paper examines the influence of five significant factors on the dynamics of the number of road accidents in the Russian Federation. These factors are: the number of trolleybuses, the population in the Russian Federation, the number of able-bodied rural population, the annual consumption of alcohol, the length of general roads. The formalization of this influence is carried out by developing a linear regression model, the parameters of which are identified by applying the continuous form of the maximum consistency method in its modified version. The constructed model has high values of the adequacy criteria used: the average relative approximation error, the sum of error modules, the degree of mismatch between the calculated and actual values of the dependent variable. A numerical assessment of the degree of influence of independent variables on the output factor is made.
