Full text
Abstract:
This book flips the tables on the standard models for evaluating regional transportation performance. It argues for an “accessibility shift” whereby transportation planning, and the transportation dimensions of land-use planning, would be based on people's ability to reach destinations, rather than on their ability to travel fast. Existing models for planning and evaluating transportation, which have taken vehicle speeds as the most important measure, would make sense if movement were the purpose of transportation. But it is the ability to reach destinations, not movement per se, that people seek from their transportation systems. While the concept of accessibility has been around for the better part of a century, the book shows that the accessibility shift is compelled by the fundamental purpose of transportation. It argues that the shift would be transformative to the practice of both transportation and land-use planning but is impeded by many conceptual obstacles regarding the nature of accessibility and its potential for guiding development of the built environment. By redefining success in transportation, the book provides city planners, decision makers, and scholars a path to reforming the practice of transportation and land-use planning in modern cities and metropolitan areas.

Abstract:
This article reviews current research on intergenerational mobility, which indicates opportunity for children to move beyond their social origins and obtain a status not dictated by that of their parents. Mobility tends to be measured by the extent of association between parents’ and adult children’s socioeconomic status (measured by social class, occupation, earnings, or family income). Stronger associations mean more intergenerational transmission of advantage (often referred to as persistence) and less mobility, whereas weaker associations indicate less persistence and more mobility. The article begins with a discussion of theoretical and methodological approaches to measuring intergenerational mobility. Drawing on research in economics and sociology, it then examines the evidence on the degree of mobility and persistence as well as possible underlying mechanisms. Finally, it compares mobility in wealthy and developing countries and suggests directions for future research.

Abstract:
The movement of colloidal particles in simple and complex fluids and viscoelastic solids is central to the microrheology endeavor. All microrheology experiments measure the resistance of a probe particle forced to move within a material, whether that probe is forced externally or simply allowed to fluctuate thermally. This chapter lays a foundation of the fundamental mechanics of micrometer-dimension particles in fluids and soft solids. In an active microrheology experiment, a colloid of radius a is driven externally with a specifed force F (e.g.magnetic, optical, or gravitational), and moves with a velocity V that is measured. Of particular importance is the role of the Correspondence Principle, but other key concepts, including mobility and resistance, hydrodynamic interactions, and both fluid and particle inertia, are discussed. In passive microrheology experiments, on the other hand, the position of a thermally-uctuating probe is tracked and analyzed to determine its diffusivity.

Abstract:
Introduction During the Covid-19 pandemic, non-pharmacological interventions (NPIs) aimed to minimise the spread of the virus as much as possible to avoid the most severe cases and the collapse of health systems. These measures included mobility restrictions in several countries, including Spain. Objective To assess the impact of mobility constraints on incidence, transmission, severe cases and mortality in the evolution of the Covid-19 pandemic. These constraints include: • Mandatory home confinement. • - Recommendation to stay at home. • - Perimeter closures for entry and/or exit from established areas. • - Restriction of night-time mobility (curfew). Methodology Systematic literature review, including documents from official bodies, systematic reviews and meta-analyses. The following reference databases were consulted until October 2021 (free and controlled language): Medline, EMBASE, Cochrane Library, TripDB, Epistemonikos, Royal college of London, COVID-end, COVID-19 Evidence Reviews, WHO, ECDC and CDC. Study selection and quality analysis were performed by two independent researchers. References were filtered firstly by title and abstract and secondly by full text in the Covidence tool using a priori inclusion and exclusion criteria. Synthesis of the results was done qualitatively. The quality of the included studies was assessed using the AMSTAR-II tool. Results The literature search identified 642 studies, of which 38 were excluded as duplicates. Of the 604 potentially relevant studies, 12 studies (10 systematic reviews and 2 official agency papers) were included in the analysis after filtering. One of the official agency papers was from the European Centre for Disease Prevention and Control (ECDC) and the other paper was from the Ontario Agency for Health Promotion and Protection (OHP). The result of the quality assessment with the AMSTAR-II tool of the included systematic reviews was: 3 reviews of moderate quality, 6 reviews of low quality and 1 review of critically low quality. The interventions analysed in the included studies were divided into 2 categories: the first category comprised mandatory home confinement, recommendation to stay at home and curfew, and the second category comprised perimeter blocking of entry and/or exit (local, cross-community, national or international). This division is because the included reviews analysed the measures of mandatory home confinement, advice to stay at home and curfew together without being able to carry out a disaggregated analysis. The included systematic reviews for the evaluation of home confinement, stay-at-home advice and curfew express a decrease in incidence levels, transmission and severe cases following the implementation of mobility limitation interventions compared to the no measure comparator. These conclusions are supported by the quantitative or qualitative results of the studies they include. All reviews also emphasise that to increase the effectiveness of these restrictions it is necessary to combine them with other public health measures. In the systematic reviews included for the assessment of entry and/or exit perimeter closure, most of the studies included in the reviews were found to be modelling studies based on mathematical models. All systematic reviews report a decrease in incidence, transmission and severe case levels following the implementation of travel restriction interventions. The great heterogeneity of travel restrictions applied, such as travel bans, border closures, passenger testing or screening, mandatory quarantine of travellers or optional recommendations for travellers to stay at home, makes data analysis and evaluation of interventions difficult. Conclusions Mobility restrictions in the development of the Covid-19 pandemic were one of the main NPI measures implemented. It can be concluded from the review that there is evidence for a positive impact of NPIs on the development of the COVID-19 pandemic. The heterogeneity of the data from the included studies and their low quality make it difficult to assess the effectiveness of mobility limitations in a disaggregated manner. Despite this, all the included reviews show a decrease in incidence, transmission, hospitalisations and deaths following the application of the measures under study. These measures are more effective when the restrictions were implemented earlier in the pandemic, were applied for a longer period and were more rigorous in their application.

Bell, Clive. The social profitability of rural roads in a small open economy: Do urban agglomeration economies matter? UNU-WIDER, 2020. http://dx.doi.org/10.35188/unu-wider/2020/894-8.

Full text
Abstract:
In the presence of agglomeration economies, the effects of a rural roads programme depend not only on the reduction in transportation costs, but also on the form of labour mobility. When financed by a poll tax on rural households, the wage will rise, accompanied by some return migration, provided both cross-price effects in production and consumption and agglomeration economies are sufficiently small. With empirically plausible elasticities of agglomeration economies, urban households may be worse off. A tax on exports provides a countervailing distortion, yielding them some relief, yet with rather small adverse effects on rural households. If mobility takes the form of rural–urban commuting, cheaper fares will promote the exploitation of agglomeration economies. An export tax may then improve urban welfare. Using the change in the value, at producer prices, of the rural sector’s net supply vector as the measure of the programme’s social profitability can yield serious errors.

Abstract:
This concluding chapter considers early twenty-first-century immigration controls as furthering national economic advantage. The immigrant I.M. Pei, with his imported talent and skills, illustrates the diminishing of racial inequality through his exceptional accomplishments and success even as he reflects the hollowness of such civil rights victories. The quantified overattainment by the Asian American model minority emanates in large measure from immigration preferences that privilege those most likely to succeed educationally, economically, and now entrepreneurially. Model minority successes have served as rebukes to less well performing minority populations by implying that their failure to attain equal standing does not result from past and ongoing discrimination but is somehow attributable to a lack of the kind of cultural values that would produce upward mobility in the land of equal opportunity.
