Abstract:
Abstract Background Antibiotic stewardship programs (ASPs) in acute care hospitals reduce unnecessary antibiotic use and attendant complications. In the state of Missouri, all hospitals are required to have an ASP. Additionally, the Joint Commission mandates ASP implementation for accreditation based on core elements defined by the Centers for Disease Control (CDC). No studies have evaluated the uptake of ASP since the Missouri state law and Joint Commission mandate. Furthermore, data are limited examining barriers to implementation across hospitals with variable resources. We evaluated ASP uptake across Missouri hospitals, assessed differences in program complexity, and identified facilitators and barriers to implementation. Methods A 94-question survey was administered electronically in the spring of 2019 to 130 Missouri hospitals. Information was collected regarding implementation details of CDC-defined ASP core elements and tools used to overcome implementation barriers. Results were self-reported by the stewardship pharmacist, the director of pharmacy, or the person most familiar with antimicrobial stewardship if the former were not available. Results Preliminary results have been collected from 37 hospitals ranging in size from 15 to 1303 beds (IQR: 54, 274). 16% were critical access hospitals. 54% of hospitals had ASPs adherent to all 7 CDC core elements. Another 27% had implemented 6 of the core elements, with all of those reporting that they lacked a single pharmacist leader. All facilities had implemented at least some measures to improve antibiotic use, ranging from 4 to 13 measures. 45% of programs used state-based antimicrobial stewardship collaboratives, and 52% of those found such programs to be “very” or “extremely” useful. Conclusion All hospitals surveyed are performing ASP activities in concordance with Missouri state law. However, only half contain the 7 core elements required by the Joint Commission. Furthermore, ASP implementation and activities vary widely. While physician leadership was commonly defined, appropriate pharmacist support was frequently lacking. State-based collaboratives are the most widely used resource, and at least half who use them find them to be helpful. Disclosures All authors: No reported disclosures.

ABSTRACT A survey of adult and immature mosquitoes in southern and western Missouri conducted from June 14 to September 23, 2016, yielded 32 species and 7 genera. The invasive species Aedes albopictus and Ae. japonicus were dispersed widely in the state, but the survey failed to collect any Ae. aegypti. This note discusses the impact of changes in the Missouri mosquito fauna on the risk of human disease transmission.

Abstract:
This paper reviews a considerable number of cases concerning the application of State aid rules to the EU banking sector. The relevance of the financial crisis which hit the lending industry in the ?90s determined the Commission to a significant number of State aid reviews of national measures in support of the sector. Following the deep restructuring of the lending industry in the EU and the complete liberalisation of the financial services market, State aid to support the banking sector has become less frequent. However, State intervention has not disappeared but takes more complex forms. The Commission tackles now State intervention both in the form of capital injections and guarantees granted to restructure individual banks or an entire banking sector. The Commission also investigates fiscal advantages, guarantees and tax preferences conferred on a limited number of banks for distributing savings products. EU Member States appear engaged in a new regulatory race to the bottom in the form of preferential tax regimes for financial holdings compared to more "traditional" and direct forms of State aid to national banks and financial intermediaries involving rescue and restructuring assistance to ailing national champions, or granting of State guarantees to the national banks. We expect that in the near future the Commission will increasingly monitor the existing preferential tax regimes to eliminate possible competition distortions resulting from State aid and will also ensure that capital injections and other forms of public support to public financial institutions are immune from State intervention.

An unlicensed station in St. Louis, Missouri, that rebroadcast material from other, licensed, stations soon came to the attention of the Federal Radio Commission, and owner George W. Fellowes found himself forced to challenge the right of the state to control the air. Fellowes' court-appointed attorney argued the government should not restrict the right of citizens to use airwaves; a U.S. District Court found differently, based on the Radio Act of 1927. Fellowes was given the choice of a year in jail—a stiff sentence to set an example—or deportation. He choose deportation. The argument of free citizen access to airwaves surfaces from time to time, but never for long.

Kansas State University and University of Missouri Extension educators have been providing training and information on agricultural water microbial quality to help produce growers reduce risk. However, we recognized the need to determine knowledge gaps among Kansas and Missouri growers related to agricultural water quality and best practices. A survey was developed to determine future extension outputs and activities to encourage growers to improve their practices related to water quality. The survey was distributed to Kansas and Missouri produce growers attending in-person or online produce-related events in late 2020 and early 2021 and was also distributed through email lists of produce growers from both states. Survey results (n = 101) indicate that 13.9% of the respondents tested their water for generic Escherichia coli more than once a year, whereas 38.6% of the participants had never tested their water. Approximately half (59.3%) of respondents indicated they used municipal water for postharvest uses, whereas 6.7% indicated the use of untreated surface water for postharvest activities. To address potential water contamination risks, researchers suggest that further training and educational resources would help growers improve practices related to water quality and produce safety.

ABSTRACT The Asian longhorned tick, Haemaphysalis longicornis, is an invasive species, originally from eastern Asia, and was first reported in the USA in New Jersey. It is now reported in several eastern states. In 2018, researchers reported H. longicornis in northwest Arkansas (Benton County). This tick species is a proven vector of livestock and human diseases, which prompted the current survey of ticks in southwest Missouri. A tick drag in Greene County, Missouri, produced 2 H. longicornis nymphs on June 9, 2021. This is the first report of this species for both the state and county.

Employees of different backgrounds are employed to help achieve corporate objectives. The complexities that exist among these employees are expected to be effectively managed through proper organizational political practices. As such, this study examines the relationship between organizational politics and employee’s diversity in Akwa Ibom State Local Government Service Commission. Using a survey research design, 118 employees of the commission were examined and the findings revealed that scarcity of resources has positive and significant relationship with employees’ diversity in Akwa Ibom State Local Government Service Commission (r = 0.614, p<0.000); and employee’s Personality has positive and significant relationship with employees’ diversity in Akwa Ibom State Local Government Service Commission (r = 0.662, p<0.000). It was concluded that organizational politics has positive and significant relationship with employees’ diversity in Akwa Ibom State Local Government Service Commission. It was recommended that top level managers in the commission should encourage fair and equitable practices in the organization as this would help to lessen high political practices among the employees.

AbstractSoybean consultants from Arkansas, Louisiana, southeast Missouri, Mississippi, and Tennessee were surveyed in 2016 to assess weed management practices and the prevalence of herbicide-resistant weeds in midsouthern U.S. soybean production. The consultants surveyed represented 13%, 28%, 8%, 16%, and 5% of the total soybean area planted in Arkansas, Louisiana, southeast Missouri, Mississippi, and Tennessee, respectively. Of the total scouted area, 78% of the consultants said their growers planted glyphosate-resistant soybean in 2016, with 18% planting glufosinate-resistant (LibertyLink®), primarily due to familiarity with and cost of the technology. Although 94% of the consultants determined that glufosinate was most effective on killing Palmer amaranth, the primary concern associated with controlling herbicide-resistant weeds was the associated cost, followed by return profit and time constraints. Palmer amaranth, morningglory species, horseweed, barnyardgrass, and Italian ryegrass were the five most problematic weeds in soybean across the five states. Palmer amaranth was the most problematic and important weed in each state individually. The increased concern (77% of consultants) with this species was attributed to the rising concern with and occurrence of protoporphyrinogen oxidase–resistant Palmer amaranth. Consultants were of the opinion that more research was needed on cover crops and the new traited technologies in order to improve weed management in soybean.

Abstract A qualitative survey was electronically distributed to practicing veterinarians in the state of Missouri to evaluate the frequency of use and economic impact of low-level laser therapy (LLLT) for the treatment of osteoarthritis (OA) in dogs in Missouri. The survey response rate was 10% (89/867). Approximately half (43%) of respondents had LLLT units, of which all used LLLT for OA treatment in dogs. In respondents without LLLT units, 20% referred patients for LLLT OA treatment. Training was most often obtained in-house by a representative of the LLLT unit manufacturer (76%). Treatment dose was largely unknown and chosen by predetermined settings on the LLLT unit (65%). In the majority of patients (84%), no treatment site preparation was performed. An average of four patients with OA were treated per wk with an average cost per treated joint of $28 (range: $15–45). This study provides insight into the current clinical use and estimated annual economic impact ($6.2 million per year) of treating a single OA joint in dogs with LLLT by Missouri veterinarians. The frequency with which LLLT is used in the treatment of OA combined with the variation in training and treatment protocols supports the need for further research regarding the application and efficacy of LLLT in dogs with OA.

The study centered on strategic management practices and organisational performance in Akwa Ibom State Civil Service Commission. The survey research design was used in the study. Two objectives, two research questions and two null hypotheses were formulated for the study. The population of the study was 886 staff of the studied ministries, while the sample size was 276. A proportional and simple random sampling technique was applied in the study. Using simple linear regression analysis, results from the analysis showed that strategic planning has a positive and significant influence on the performance of Akwa Ibom State Civil Service Commission (R2 = 0.685, < P.0.000) and strategic choice has a positive and significant effect on the performance of Akwa Ibom State Civil Service Commission (R2 = 0.793, < P.0.000). It was concluded that strategic management process has a significant and positive effect on the performance of Akwa Ibom State Civil Service Commission. It was recommended that the strategic planning process in the studied ministries should be improved through adequate resource allocation as this will improve the performance of the organisation, and strategic choices should be made based on the prevailing economic developments to ensure optimal realisation of corporate goals.

This study investigated crowding perceptions of adult visitors who took guided tours at Onondaga Cave State Park in Leasburg, Missouri. An on-site survey was conducted on weekends, alternating between Saturdays and Sundays from May until October 2015. Crowding perceptions of White and Asian visitors were compared using an independent t-test, while a regression model examined the effects of different factors associated with perceived crowding. Results showed that Asian visitors felt more crowded on cave tours than Whites. Being Asian or White, along with tour satisfaction, were negatively associated with crowding perception. Implications for outdoor recreation management, both in theory and practice, were discussed.

Wildfire is a major environmental hazard causing property damage and destruction including biodiversity loss in the United States. In order to reduce property loss and destruction arising from wildfire, this study assessed and identified social vulnerability to wildfire in Missouri using the American Community Survey data on social and demographic variables for the state of Missouri and social vulnerability index (S0VI). The study divided Missouri into five geopolitical zones from which ten counties were randomly selected for this study. The selected counties formed the basis on which fourteen social and demographic indicators were identified and assessed using Bogardi, Birkmann and Cadona conceptual framework. The result of the analysis shows that S0VI estimated for the five geopolitical zones of Missouri is moderate with a rating scale of 1.42 &ndash; 1.71. Education, income and marital status have a rating scale of 2.0 - 3.0 attributed for the high value of Social Vulnerability to wildfire. Race / ethnicity, language spoken, employment and percentage of house units that are mobile homes had a low S0VI value of 1.0 thereby contributing positively to resilience to wildfire risk. The study observes that government involvement in wildfire risk reduction is quite impressive and should still be intensified. The policy implication of this study is that education and income are key variables that contribute to high wildfire risk in Missouri. The need for government to formulate a policy on environmental education of the populace especially for people of low income and education become imperative. This will go a long way in reducing damage and property loss arising from wildfire.

Despite the Kogi State Government efforts to reposition the State Civil Service Commission for improved performance, staff commitment to duty has not significantly improved. Staff lateness and absence from duty posts, undue delay in promotion, underserved appointment and promotion in the Service among others are common. The study assessed the effect of staff discipline on the performance of the Kogi State Civil Service Commission. The general objective of the study was to assess the effect of staff discipline on the performance of Kogi State Civil Service Commission. This research work was anchored on bureaucratic theory. The study adopted the descriptive survey design. The population of the study and the sample size was 120 staff of the Commission, utilizing the census sampling technique. The sources of data collection for this study were primary and secondary. Simple percentage was used to analyze responses generated from the questionnaire while the secondary data was subjected to intense analysis. We found out among others that despite the fact that there are several training and development programmes created for her staff of all ranks, the exercise fall short of established training and development standards in choosing staff for training. Of the 110 respondents, majority 65 (59.1%) identified connection to heads of units and politicians as against length of service (16, 14.5%), specific needs of the departments/units (10, 9.1%), and staff commitment to duty (19, 17.3%). The study concluded that consequent upon the neglect of established procedures in training and development of employees of the KSCSC as well as appointment and promotion, the practices have affected negatively the commitment of staff to their duties. The study then recommended among others that the Kogi State Civil Service Commission should sublet its training and development as well as appointment and promotion exercises to professional bodies, especially those outside the state to reduce possible undue influences.

Abstract:
A survey containing institutional and program-specific items examined psychology and other graduates' evaluations of their undergraduate education (1983–1985) at Southeast Missouri State University. Psychology respondents resembled respondents from other majors in their social and personal interests, but differed from other respondents in their educational and career attitudes. Psychology respondents were more likely to be enrolled in graduate coursework than were other respondents and indicated greater agreement that preparation for this coursework was important to them, in contrast, they expressed less agreement than other respondents that career preparation was important. Also, psychology respondents who did not pursue graduate education expressed some dissatisfaction with the career advising and preparation offered in their major. These findings reaffirm the need for psychology departments to develop flexible curricula to meet the diverse needs and interests of their majors and to provide better career advising to majors.

A self-administered survey of randomly selected recipients in 44 Missouri, U.S., communities found that most Missourians were very concerned about the quality of natural resources and having trees on streets and in parks. Respondents felt that Missouri was not doing well at making sure fewer trees are lost during development and at managing stormwater runoff. Residents in communities with a population of 50,000 or more, in the St. Louis and Kansas City suburbs, and in the cities of St. Louis and Kansas City show strong support for a ballot issue establishing a tree fund supported by a tax of US$5 or less. Missourians in communities with a population greater than 5,000 showed support for protecting or replacing trees during development through passage of a tree preservation ordinance. They lack basic knowledge of their community's tree program and could not correctly say whether their community was certified by The National Arbor Day Foundation as a Tree City USA. They are most likely to seek information on trees from their local garden center. The results of the survey, together with recent surveys of community forestry officials and street tree inventories, are used to make recommendations to state agencies charged with managing community forests.

The state of Missouri, USA offers a unique opportunity for tree planting under several federal conservation programs. However, many landowners remain hesitant to enroll and take land out of agricultural production. This study explores the willingness of landowners to adopt agroforestry systems with food producing tree and shrub species through federal conservation program funding using mail and online surveys. Surveys followed the Dillman Tailored Design Method to collect data on landowners’ farm characteristics, production practices, and land management choices. Survey participants were sampled on a county basis within each of the six major geographic regions of the state. Twelve counties were randomly selected, and surveys were mailed to a proportional sampling of farm addresses gathered from each of the county tax assessor offices. The goal of the survey was to (1) identify landowners’ current land management practices and goals, (2) understand landowners’ perceptions of and preferences for different planting plans for their farm, and (3) capture landowners’ interest in participating in conservation programs to assist in the planting of trees and shrubs on their land. Our analysis of this survey found that landowners are receptive to agroforestry plantings, rating them higher on average than traditional agricultural land management practices. Landowner age, past participation in a conservation program, and presence of marginal land all had significant correlation with willingness to adopt agroforestry. The inclusion of technical assistance or federal conservation funding was found to increase the willingness of landowners to plant multifunctional agroforestry designs.

Abstract: This article investigates one of the most litigated and controversial court cases over Dawes enrollments in Oklahoma history from the perspective of Sally Atkins (1855–1924). Atkins, born into slavery in Missouri, married into an estelvste (African Creek) family in Indian Territory after the Civil War. Atkins migrated to Canada following statehood but was drawn back to Oklahoma by 1917. She believed her son, Tommy, to be the rightful allottee of one quarter section of the Cushing-Drumright Oilfield, the richest oilfield in the nation at the time. This claim drew Atkins into conflict with some of the most powerful oilmen in the state, who believed that another woman—a “full-blood” Muscogee—was Tommy’s mother. Who was the real mother of Tommy? State and federal officials, along with newspaper reporters, adjudicated the case based on their preconceived notions of race and “blood” in Indian Country, leading to confounding conclusions about racial categories, mineral wealth, and kinship. Many of these notions were then codified into state laws in Oklahoma. In this article, I untangle the shifting notions of bloodlines and property rights to show how the bureaucratic imperialism of the Dawes Commission fixed white supremacist notions of race for people recognized as “Black” in Indian Territory.

The mechanism for transferring people's sovereignty is carried out through general elections to elect leaders and representatives of the people who will be mandated to carry out state and government affairs in accordance with the provisions contained in the legislation. One of the interesting developments from the point of view of the Indonesian state administration began when Indonesia experienced a transitional period of general elections (elections) which are one of the main pillars of democracy. In Indonesia, the existence of an election management body has existed since the 1955 general election until now. In every course of political history, Indonesia has several different institutional models of election management from time to time. The General Election Commission in Indonesia it is called Komisi Pemilihan Umum (KPU) is an institution that carries out the function of organizing elections in Indonesia. In addition to the KPU, there are institutions that also play an important role in the implementation of elections and are closely related to the existence of the KPU, namely survey institutions that carry out quick count processes. The survey institutions in a number of developing countries, especially those that are actively building democracy, are also not a little doubted by their moral honesty, at least being sued with a critical attitude such as the existence of a poll on the existence of a political survey institution, which has resulted in an attitude of uncertainty about the performance survey agency. This condition makes people less confident in the survey results which are considered no longer independent. It is proven that every time an election is held, a number of survey institutions seem to want to lead public opinion towards certain contestants. This is certainly very unfortunate considering that the survey results are one of the important instruments in democracy.

Abstract The Oklahoma Geological Survey (OGS) monitors seismicity throughout the state of Oklahoma utilizing permanent and temporary seismometers installed by OGS and other agencies, while producing a real-time earthquake catalog. The OGS seismic network was recently added to the Advanced National Seismic System (ANSS) as a self-supporting regional seismic network, and earthquake locations and magnitudes are automatically reported through U.S. Geological Survey and are part of the ANSS Comprehensive Earthquake Catalog. In Oklahoma, before 2009, background seismicity rates were about 2 M 3.0+ earthquakes per year, which increased to 579 and 903 M 3.0+ earthquakes in 2014 and 2015, respectively. After seismicity peaked, the rate fell to 624, 304, and 194 M 3.0+ earthquakes in 2016, 2017, and 2018, respectively. The catalog is complete down to M 2.2 from mid-2014 to present, despite the significant workload for a primarily state-funded regional network. That astonishing uptick in seismicity has been largely attributed to wastewater injection practices. The OGS provides the Oklahoma Corporation Commission, the agency responsible for regulating oil and gas activities within the state, with technical guidance and earthquake products that inform their “traffic-light” mitigation protocol and other mitigating actions. We have initiated a citizen-scientist-driven, educational seismometer program by installing Raspberry Shake geophones throughout the state at local schools, museums, libraries, and state parks. The seismic hazard of the state portends a continued need for expansion and densification of seismic monitoring throughout Oklahoma.

In the last two decades, India has witnessed the establishment of a large number of private universities. While these institutions are spread across different parts of the country, one can observe certain locational patterns. Focused particularly on private universities legislated by state governments (as opposed to private deemed universities legislated by central government), this article examines the significance of anticipated demand and state regulatory frameworks in attempting to understand how private capital and state engage with the question of location of universities. This article is largely based on an analysis of data generated by University Grants Commission and All India Survey of Higher Education. It argues that while locational decisions of private universities are influenced by anticipated demand, state governments are often using careful customisation of regulatory frameworks as an instrument to facilitate the development of private capital in higher education.

Since the expiry of the deadline for the completion of the internal market at the end of 1992, the Commission has shifted its focus away from piloting an intense rule-making burst through the Community legislative system. As part of its quest to establish reliable methods for managing the internal market, the Commission is now overtly concerned to improve the quality of those adopted laws, for example by securing simplification and consolidation, and it is intent on investigating more rigorously how a closer match may be made between the relevant laws on paper and their practical application on the ground.1 In short, the Commission is focusing its energies on ensuring that the legal framework which has been adopted is treated by commercial operators and consumers in the market as a viable and trustworthy basis for an integrated market. Accordingly much of the Commission's work since the last survey of the law relating to the free movement of goods has been at first sight relatively unglamorous. It largely concerns soft law initiatives and attempts to improve administrative co-ordination designed to underpin the practice of market management, both vertically (Commission/Member State) and horizontally (Member State/Member State). This forms the core of the strategy for the internal market covering the next five years, published on 24 November 1999.2 Nonetheless, even though these initiatives might not immediately strike the lawyer accustomed to a fountain of legislative activity as worthy of close inspection, it is clearly the case that the Commission regards its medium-term mission to stabilise the management of the internal market as best pursued by a gradual approach designed to improve practical compliance.

Benjamin Franklin Shumard was appointed State Geologist of Texas in 1858. His brother, George Getz Shumard, served as his Assistant State Geologist; both were experienced field geologists. Benjamin Shumard had served in federally sponsored surveys of Wisconsin, Minnesota, and Iowa conducted by Dale David Owen, in Oregon and Washington by John Evans, and in the Missouri Geological Survey. George Shumard had accompanied Captain Randolph B. Marcy into Texas on two of his federally sponsored expeditions of exploration (the Pacific Railroad Survey along the 32nd parallel) to drill wells exploring for water east of the Guadalupe Mountains. George Shumard gave most of the fossils he collected to his brother for description and publication. Although the Geological and Agricultural Survey of Texas ended with the Civil War, the Shumards made three principal contributions to the geology of Texas: 1. They advanced the knowledge of the State's Cretaceous rocks, even though they did not recognize the Balcones Fault Zone and arranged part of the section erroneously; 2. They determined that not all mountains in the Southwest were formed around granite cores; and 3. They discovered the marine Permian in Texas.

This article describes a program funded by the New Jersey Commission for the Blind and Visually Impaired that employs two visually impaired consultants to develop self-help groups for persons who are blind or visually impaired throughout the state. Once established, over half the 23 groups function independently of the consultants. A survey of group members revealed a variety of benefits of the groups, including reduced isolation, as well as barriers to group functioning, such as the lack of transportation.

AbstractA mail survey was used to gather information from the main food buyer in random households in southeast Missouri to analyze consumer preferences for locally grown food. A majority of shoppers in the region were not aware of the state's AgriMissouri promotion program. Consumers defined locally grown not as a statewide concept but as a narrower regional concept that could cross state boundaries. Most important when purchasing produce were quality and freshness, and most consumers perceived local produce at farmers' markets to be of higher quality and lower price. Farm households were not significantly different from other households in the region and did not show a preference or willingness to pay a price premium for local food products. Food buyers who were members of an environmental group had higher education and income and were more likely to purchase organic food and more willing to pay a higher price for local produce. Households in which someone was raised on a farm, or had parents who were raised on a farm, had a preference for locally grown food and were willing to pay a price premium for it. Marketing local products should stress quality, freshness, and price competitiveness, and appeal to environmentalists and those with a favorable attitude towards family farms.

Since the beginning of the Covid-19 pandemic, the need for telecommuting has enhanced the opportunities available to workers to perform their duties right from different locations outside their offices. Hence, the main objective of this study is to determine the extent to which telecommuting has enhanced public service delivery in Nigeria in the Covid-19 and Post Covid 19 era with specific reference to Judicial Service Commission in Ogun State. The article is anchored on both Technological, Organizational and Environmental (TOE) and Digital Era Governance Theory. The study adopted a descriptive-survey research design. A mixed method approach which comprises both qualitative and quantitative techniques was used. Data were sourced from Ogun State Judicial Service Commission through a structured questionnaire and interview while descriptive statistics such as frequency and tables were used in presenting the data, relevant hypotheses were tested using Chi-Square nonparametric technique of hypothesis testing. Qualitative data were content analysed. Secondary data were sourced from journals, articles, internet materials and among others. The finding of the study reveals that telecommuting enhanced public service delivery at the Judicial Service Commission since the outbreak of Covid-19 Pandemic and in the Post-Covid 19 era. Telecommuting contributed significantly in reducing the spread of Covid-19 virus in the Ogun State public service and the Judicial Service Commission in particular. The study also reveals that telecommuting system does not enhance the efficiency of workers in the public service with reference to Ogun State Judicial Service Commission. On the basis of the findings of the study, it concludes that telecommuting has been found to be an effective strategy that Government at all levels in Nigeria can employ in public service to prevent a disruption in socio economic activities whenever there is an outbreak of epidemic like Covid 19 pandemic in the country. The study recommends that there should be deliberate policy by the government at all levels to encourage Ministries, Departments and Agencies (MDAs) to be technological compliant and to promote the use of telecommuting so as to engender efficient public service delivery.

In 2009, the U.S. Department of Education published an Action Guide for Emergency Management at Institutions of Higher Education (U.S. Department of Education, 2009). In 2006, the Virginia State Crime Commission issued a prescient “Final Report: Study on Campus Safety (HJR 122)” regarding Virginia’s colleges and universities (Virginia State Crime Commission, 2006). Gray (2009) provided results from a “Columbine 10-Year Anniversary Survey”, which reviewed recent campus safety improvements of 435 K-12 and university respondents. From the three documents, prescribed campus safety activities were identified that could be consistently found in the stated programs and policies on university websites. Of these activities, 18 separate criteria upon which a university’s online emergency preparedness/ safety/security messages could be evaluated through content analysis were conceptualized (coding: 1= school has criterion, 0= does not), to estimate the quality of the overall preparedness message of each institution in the small sample (n = 99) of universities, representing all 50 states in 2010.

The Missouri Air Conservation Commission regulations include regulations that limit the amount of acceptable odor from confined animal feeding operations (CAFOs). The regulations concerning odor designate the use of a scentometer as a screening tool. The rules dictate that if an odor is detectable by an investigator at a dilution ratio of 5.4 using a scentometer then an air sample should be collected and sent to an olfactometry laboratory for an odor panel to determine the detection threshold and the intensity of the odor sample. The detection thresholds are determined following ASTM E679-91 and EN13725. The intensity is determined following ASTM E544-99. If the olfactometry laboratory determined the detection threshold of the sample to be above seven, then the CAFO would be in violation. If the olfactometry laboratory determined the intensity level to be above a level equivalent to 225 ppm of n-butanol, then the source of odor would be in violation. The CAFO odor rules came under scrutiny by representatives of the largest hog producer in the State of Missouri. Specifically, they argued that the detection threshold limit of seven in the CAFO portion of the rule was too low for the rule to realistically identify a violation. This paper presents the results of a study to find the appropriate regulatory level of odor as determined by laboratory olfactometry. The study took place from November 2001 to October 2002. Samples were collected from field locations that exhibited odor produced by confined animal feeding operations and from areas exhibiting no apparent odor. The odors were categorized based upon the scentometer level at which the odors were detectable, and then samples were sent to an odor evaluation laboratory for analysis by olfactometry.

Corruption in the public sector has become the key factor eroding good governance and developmental aspirations of many countries of Africa in general and Nigeria in particular. This paper examined the effect of public sector corruption on local government administration in the Rivers State Local Government Service Commission (RSLGSC), between 2009 – 2019. The paper adopted the structural-functionalist theory as its analytical framework and relied on data generated via a four (4) Point Likert Scale Structured Questionnaire. 170 respondents representing the sample size of the paper was derived from a population of 295 staff of the RSLGSC using the Taro Yamane formula. The paper employed a survey research approach. Generated quantitative data was analyzed using tables and simple percentage and statistical method, while the proposition was tested using the Statistical Package for Social Sciences (SPSS 21.0 data output). The paper reveals that there is a nexus between public sector corruption and poor local government administration and that these have hampered greatly the performance of most local government in Rivers State. Also, the paper revealed that the prevalent executive and administrative rascality, looting of public funds and other corrupt practices that pervade the RSLGSC is responsible for irregular staff promotion and unmerited staff recruitment going in the commission. As such, the paper recommends amongst others that; the commission as a governmental structure should be proactive and exercise the needed political will that is required to formulate and implement internal administrative policies and procedures that will reduce fraud and illegal practices.

The study assessed the member response rate to the Oyo state teaching service commission (TESCOM) interactive learning platforms during the COVID-19 lockdown in Nigeria. The study adopted a descriptive survey research design. The sample comprised 3,388 respondents drawn from five online learning platforms (Arts, science, commercial, general and staffroom). Two instruments, Response Rate Factor Questionnaire-Survey monkey (r = 0.83) and participant online direct recording (π = 0.76), were used to collect data at three different intervals. Frequency counts and analysis of variance were used to analyse the data collected. Those online at the time of data collection were 59 (5.2%) for science, 23 (4.3%) for arts, 24 (6.4%) for commercial, 84 (7.4%) for general study and 96 (48.5%) in the staff room platform. A significant difference in member response rate was observed across the learning platforms [F(4,10) = 4.374; p= 0.027< 0.05]. Bonferroni post hoc analysis shown by mean plot revealed that general studies platform had the highest mean score (M=169.0) in terms of members response online followed by staffroom (M=79.0) and lastly commercial platform (M=32.67). It was deduced from the findings that members across the TESCOM interactive learning platforms do not respond online the same way by participating on the respective interactive platform to which they belong. Therefore, TESCOM should ensure that teachers and students actively engage in online learning platforms for better teaching and learning.

Policing as an institution has been under immense pressure to increase the representation of women as police patrol officers. As the representation of women in policing has plateaued, increasing research has focused on barriers to women entering patrol work but has not examined the salience of these barriers with respect to males or reliably determined which barriers are most influential to desire to enter a police patrol career prior to employment. Drawing upon survey responses from more than 640 students enrolled in criminal justice courses across five universities (i.e., University of Southern Mississippi, Illinois State University, University of Massachusetts-Lowell, Indiana University-Purdue University Indiana, and Missouri State University), the current inquiry examines the degree to which female and male students differ in their perceptions of barriers to entering a patrol career frequently listed in the literature. The findings indicate that female students view many of these obstacles differently than male students and that these perceptions influence interest in patrol careers.

Abstract This presentation will highlight Ohio’s innovative model to address the prevalence, risk factors, and consequences of elder abuse and neglect. We will begin with an overview of the mission and duties of the recently codified Ohio Attorney General’s Elder Abuse Commission. These include: (1) to raise awareness, improve education, and boost the level of research regarding elder abuse in Ohio, (2) to provide a forum for improving the elder justice system, and (3) to identify policy, funding, and programming recommendations to address elder abuse. Next, we will share findings from the Research Committee’s first statewide survey on elder abuse research priorities. Completed by frontline practitioners, program administrators, advocates, researchers, and policy makers, the online survey received 459 responses from individuals across the state. Findings reflect gaps in the elder abuse literature, as respondents prioritized funding for research in how elder abuse can be prevented, and what programs/policies can best serve victims and their families after elder abuse has begun. We will conclude with recommendations regarding how the Elder Abuse Commission model may be adapted or modified to elevate awareness of elder abuse and elder abuse research in other parts of the country.

Employee performance is significantly impacted by organizational culture because it helps employees match their goals with the organization's overarching objectives. This helps ensure that public organizations uphold their obligation to provide end users with necessary services. This study's main goal is to explore the relationship between organizational culture and employee performance. It does this by employing both descriptive and exploratory research designs using both primary and secondary instruments to collect data. 100 employees of the Enugu State Ministry of Finance and Economic Planning, the Enugu State Civil Service Commission, the Enugu State Economic Planning Commission, and the Office of the Head of Service completed a structured questionnaire that served as the primary data source. While secondary data came from government papers, textbooks, the internet, and journal publications. Statistical Package for the Social Sciences (IBM SPSS) was used to analyze the collected data and evaluate the hypotheses. The analysis's findings indicate that organizational norms have a significant impact on employee commitment within an organization in terms of professional growth and development, recognition and rewards for good performance, clear communication of the organization's goals and values, and a positive work environment. Additionally, a well-structured work routine has a significant impact on how much work is completed by employees by improving productivity, time management, and work quality. The study makes the urgent recommendation that the Ministries, Departments, and Agencies (MDAs) under review establish and uphold strong organizational norms that encourage employee commitment with a particular focus on professional growth and development, recognition and reward for good performance, clear communication of organizational goals and values, and a positive work environment that fosters performance. It's important for leaders to be aware of their preferred styles and to adapt them as necessary to create a positive and productive work environment. Ministries, Departments, and Agencies (MDAs) should promote employee delivery on workload with a view to ensuring productivity, time management, and adaptability.

Detailed topographical surveys and geophysical examinations of the Penrith ‘henges’ were undertaken in order to assess the present state of the monuments for management purposes. At Mayburgh geophysical prospection was designed to assess the validity of the early reports of the presence of two concentric settings of stones. Some possible parallels in Ireland are noted. The nearby site of King Arthur's Round Table was also sampled by geophysical techniques, but was found to be too disturbed for the recovery of any further information as to its original form. The ‘cremation trench’ discovered in pre-War excavations at this site was relocated. The position of the enigmatic Little Round Table was re-established by both topographical and geophysical methods, and its north entrance firmly located. The classification of Mayburgh and of the Little Round Table is considered. The apparent disunity of these three distinctly different monuments within one complex is emphasised—all are traditionally classified as ‘henge-related’, yet the structure and orientation of each site is markedly different. Contemporary topographical considerations are now difficult to reconstruct.

Abstract Soybean meal (SBM) is one of the protein ingredients fed to commercial pigs. With recent increases in cost of this ingredient, evaluation of quality is critical. This study evaluated a total of 122 SBM samples collected from commercial feed mills, from 9 different states, 6 different SBM suppliers, 4 different regions and included 2 separate harvest years (2019 and 2020). Samples were sent to 2 separate labs (University of Missouri Agricultural Experiment Station Chemical Laboratories, and Eurofins) and analyzed for amino acids, digestibility factors, anti-nutritive factors and trypsin inhibitors. The model was a factorial in an 9 x 6 x 4 x 2 arrangement, consisting of 9 states, 6 suppliers, 4 regions, and 2 harvest years where all samples were tested. Data was analyzed by ANOVA JMP PRO 15 (SAS Institute Inc, 2019) and means were separated by Tukey HSD with significance level set at P &lt; 0.05. Results showed state was significant (P &lt; 0.05) for trypsin inhibitor, protein dispersibility index (PDI), and protein solubility. While SBM supplier and region was significant for trypsin inhibitor and PDI only. For those parameters that were significant, northeastern region were of the highest (P &lt; 0.05) for trypsin inhibitor, PDI and protein solubility. Typical benchmark of urease activity to evaluate SBM quality was not significant for supplier, region or state. However, the coefficient of variation of urease activity ranged from 31% to 70%, indicating this parameter is too variable to utilize as an indicator of SBM quality. Total oligosaccharides (stachyose+raffinose+verbascose) was analyzed and indicated a significant (P &lt; 0.05) difference for state, with samples from Mississippi being the lowest, while samples from the Midwest region had the greatest (P &lt; 0.05). This study indicates the significant differences between supplier, the state in which supplier resides and the region the soy comes from can play a role in the overall quality.

Attempts to develop a better understanding of the interaction between death benefit payer and deceased worker beneficiaries suggest that such compensation have positive impact on the psychological wellbeing of the dependents. Loss of work opportunities through ailment and injury and or death represents serious threat to mental and physical wellbeing of workers which necessitated benefit payment for inevitable. Survey research design with open-ended interviews and innovation in small sample size research was employed for this study. The study offers a harmonizing perspective to qualitative studies exploring effect of workplace fatality and contributes to the growing qualitative study on factors influencing payment of death benefit in establishments. Assessment of effectiveness of death benefit payment policy to deceased workers’ beneficiaries to determine rate of processing group life policy and promptness in payment of social security funds were justified. The belief and experience of both death benefit workers and beneficiaries as explored through oral interview, offers insight to social security plan and revealed the imperativeness of group life policy sphere in Lagos State Government. In a bid to strengthen the prompt payment of death benefit in terms of creation of Lagos State Pension Commission (LASPEC) and enactment of the State Pension Law in the year2007 repealed in 2019 is to protect those who are financially dependent on the deceased employee during his life time. The study implores the workers to get a will to avoid letter of administration which takes more than a year before its completion at probate in circumstance of any occurrence as obtaining a will today does not mean tomorrow’s death.

Religious broadcast programs on television stations always get the highest quality index compared to other broadcast programs. The results of the Television Broadcasting Program Quality Index Survey conducted by the Indonesian Broadcasting Commission (KPI) always place religious broadcast programs with the best index. This study specifically describes how national values ​​appear in religious broadcast programs on television stations. This research uses critical discourse analysis. The research sample was taken from religious broadcast programs on television stations that aired from January to April 2022. Primary data were obtained from religious broadcasts from television stations. Secondary data in the form of publication data from the Indonesian Broadcasting Commission (KPI). Data analysis was carried out at the micro (textual analysis), meso (discourse analysis), and macro (social context analysis) levels. The results of the study indicate that national values ​​that appear in religious broadcast programs on television are still dominated by normative discourse originating from the state which is associated with Islamic values. This can not be separated from the event's resource persons who come from state sources and there are still few other speakers who discuss national values.

Abstract The study explored the availability of information and communication technology (ICT) resources for instruction in selected colleges of education based on institutional ownership in Kano State. The study used a survey research design. A researcher-designed questionnaire and an adapted checklist from the National Commission for Colleges of Education, Minimum Standard (2012) for data collection. Mean and simple percentages were used to analyze the research questions. A total of 286 lecturers were proportionately sampled from Federal College of Education, Kano and Sa’adatu Rimi College of Education, Kumbotso, Kano, which were purposively selected for the study. A reliability value of 0.72 was obtained for the frequency of utilization instrument using Cronbach Alpha. The findings revealed that the two Colleges of Education have almost all of the ICT resources required by National Commission of Colleges of Education (NCCE) in Nigeria. The findings also revealed that lecturers’ frequency of use of ICT resources for instruction was not fully encouraged. The study concluded that Colleges of Education in Kano state have basic ICT resources as required by NCCE. The study therefore recommended, among others, that government and school management should provide an enabling environment, such as the provision of infrastructure facilities, internet connectivity, and stable power supply, among others.

The increasing impact of scientometrics and formal approaches to science management distorts employee motivation, which, in turn, impedes the growth and accumulation of scientific knowledge. The paper aims to gauge public opinion on the paternalistic state activity in the field of science using the results of a sociological survey. The methodological basis includes the principles of paternalism and scientometric management. The study uses the results of the survey of the economic community held by the New Economic Association in 2022. The methods of regression analysis and factor analysis modified for multiway data were applied. Formalization and bureaucratization of science management processes are viewed within the framework of the well-known conflict between the Higher Attestation Commission and the RSCI, which created numerous barriers for researchers who prepared candidate and doctoral dissertations. To assess the attitude of experts to the current situation, it is necessary to obtain a constant sociological cross-section of opinions, if possible. Public monitoring of economic journals and the MW-analysis methodology made it possible to rank journals for the year of 2022. The compiled private and aggregate rankings contain information about the preferences of the economic community and are markedly different from the RSCI scientometric-based indicators. The paper also presents an expert assessment of the proposals for reforming the journal activity, in particular, the proposal of creating material incentives by research periodicals for scientists to prepare high-quality articles.

For the reasons explored in detail in this Comment, the Texas juvenile justice system should be reformed to eliminate the TYC. In its place, Texas should implement locally-managed multisystemic therapy (MST) programs that focus on eliminating risk factors for delinquent behavior and strengthening the family in order to assure long-term maintenance of acceptable behavior. Participation in MST is community- based and allows the juvenile to remain at home during treatment. This should be the first line of defense in assisting juveniles in overcoming delinquent behavior. As a result, incarceration of juveniles should be reserved only for serious or habitual offenders, and these facilities should be regionalized in order to keep juveniles connected with their families and involved in their communities. Research suggests that MST is cost effective, reduces recidivism rates, and keeps youth integrated within their families and communities. Section II of this Comment explores the history and origins of the TYC, reforms implemented in the TYC since its formation, general offender statistics and trends, reports and investigations of abuse and neglect in recent years, and recommendations made by the recent Blue Ribbon Task Force as to the direction and suggested future reform of the TYC. Section III of this Comment evaluates MST as an alternative to incarcerating juvenile offenders. It specifically explores studies proving MST to be cost-effective and productive, and it details the underlying principles of the MST approach. Additionally, Section III analyzes the necessity of "last resort" regionalized incarceration facilities in order to rehabilitate the most serious and habitual offenders. It reviews the success of the "Missouri Model" and establishes why a similar model in the State of Texas would be cost-effective and would reduce recidivism rates among juveniles released from those facilities.

To examine differences between sequences of secondary science courses on achievement on science high stakes exams, a purposive quantitative research design was utilized in this study. A short survey was sent out to public high schools in the state of Missouri that asked to identify their main science course sequence. In addition, participants were asked to indicate if they had altered their science course sequence between the years of 2012 and 2017. This data were compared to their average building science American College Testing (ACT) score for the 2015–2016 and 2016–2017 school years in which all 16–17-year-olds in the state were required to take the exam. The analysis of the results found no connection between science course sequence and performance on the science section of the ACT for either year. In addition, it was found that schools that indicated that they altered their science course sequence had no difference in performance on the science portion of the ACT. Further research is needed to determine if there are any benefits to altering a science course sequence.

State repression covers several and many aspects such as wrongful detention, harassment, intimidation, torture, beating, and killings within state boundaries. This study adopted a desk survey qualitative research design to document state repression acts during five presidential elections. Secondary and primary data were gathered from Uganda Electoral Commission presidential elections results, African Elections Database, and Inter-Parliamentary Parline database. This was augmented by interviews carried out with purposively selected political activists from different political shades and members of civil society organizations. The data collected from documentary reviews and interviews were thematically analyzed using the content analysis method. The findings were that successive presidential elections won by National Resistance Movement (NRM) were characterized by state repression acts amounting to human rights abuse such as torture, denial of political gatherings, wrongful arrest, and detention, intimidation, and killings. Drawing from the study findings, the conclusion is that NRM has used state institutions to repress opposition to shield its regime and to lure mass support to remain in power, undermining democratic dispensation it restored in the country.

Pedestrian fatalities on Interstate highways account for more than 10 percent of all pedestrian fatalities in the United States. This study identifies crash types and factors contributing to fatal pedestrian crashes on Interstate highways and surveys countermeasures that address the problem. A 3-year sample of 394 police accident reports detailing fatal Interstate pedestrian crashes in Texas, Missouri, and North Carolina was collected. Data from the reports, including light conditions, pedestrian and driver characteristics, and pedestrian activity at the time of the crash were compiled for analysis. Factors contributing to the crashes included pedestrian and driver alcohol use and poor light conditions. Eighty percent of the crashes occurred after dark. Forty percent of the crashes involved pedestrians entering or crossing the highway. Thirty-two percent involved an unintended pedestrian—someone who had a broken-down vehicle, had been involved in a previous crash, or was walking or standing on the shoulder, but who did not set out to enter the Interstate on foot. Twenty percent of the crashes involved a hit-and-run driver. Common counter-measures currently in place include emergency call stations, roving roadside assistance vehicles, and emergency cellular telephone numbers to report disabled vehicles. About half of the respondents to a national survey of state highway representatives cited the need for additional countermeasures, such as educational programs and access barriers. Further research is necessary to find out which countermeasures are most effective. State rankings based on the number of Interstate pedestrian fatalities per Interstate vehicle kilometer traveled reveal Texas, New Mexico, Delaware, Nevada, and Missouri as the states with the worst relative rates. Motorists should avoid stopping on Interstate highways if at all possible, take measures to make themselves visible, and shield themselves from traffic when stopping is unavoidable.

Government’s efforts at socio-economic development have often been whittled down by inadequate finance and the outright mismanagement and embezzlement of the available resources. Hence, it is regrettable the level of poverty in Nigeria, the rate of unemployment which has worsened with low life expectancy and increased in maternal mortality rates etc. The study “Treasury Single Account and Reduction of Financial Crime in Enugu state civil service Commission., Nigeria’ was undertaken to assess amongst others the effects of Treasury Single Account on the promotion of financial accountability and financial discipline in the state civil service. The study was anchored on Barley’s Agency Theory of 1973. The study adopted a descriptive and survey design. The result revealed amongst others that there is a positive relationship between Treasury Single Account and promotion of financial accountability and discipline in Enugu State civil service Commission. However, dissatisfaction was more with the abuse of the entire process, the level of awareness creation of the policy, coverage, poor network services, poor funding amongst others. The implication is that the policy is yet to achieve the basic purpose of its establishment of ensuring increase in government revenue by completely reducing leakages, and to reduce corruption to its barest minimum in the country. The study therefore recommended amongst others that in improving accountability of public sector funds, there should be appropriate sanctions where financial irregularities are discovered. This will strengthen the goal of the TSA system in Nigeria thereby by instilling discipline and accountability of public sector funds.

Although it is true that inmates in U.S. prisons are experiencing high rates of HIV disease, it also is true that incarceration affords a meaningful opportunity to prevent the spread of HIV/AIDS through education. Consequently, providing effective education programs for inmates is an important corrections and public health concern. In an attempt to assess our current efforts in this area, a survey of all 50 state departments of corrections was conducted. As part of that survey, descriptions of inmate AIDS education programs were obtained from 27 states. These programs were analyzed using themes garnered from a variety of published recommendations concerning effective AIDS education. The results of the content analysis for the 27 descriptions were then specifically compared with the National Commission on AIDS recommendations for AIDS education programs for inmates.
