Abstract:
PurposeWe sought to identify codes and themes in the mission statements of Kentucky's school districts and examine the relationship between district characteristics and the mission statements.Design/methodology/approachWe undertook a mixed methods design, specifically, a sequential transformative strategy with a theoretical lens overlaying the sequential procedures and guiding the analysis.FindingsAnalysis revealed a range of 1–7 codes per mission statement and a mean of 3.05. Generic student success and individual attention represented the most frequently occurring codes in the mission statements. Chi-square tests of bivariate association yielded no significant differences between districts by locale. Logistic regression analysis revealed that the percentage of students in the district scoring proficient or distinguished in both reading and mathematics was associated significantly (p < 0.05) with the theme of student support.Research limitationsAlthough we cannot establish causation between mission statements content and student outcomes or vice-versa, district mission statement remain a visible and public expression of why an organization exists that should guide actions and decision-making, whether instructional, financial or otherwise.Practical implicationsOur study revealed shared institutional language within mission statements across Kentucky's school district, largely without regard to local context. Our analysis suggests that federal and state policy makers are influencing mission statements more so than those at the local level.Originality/valueOur analysis provides further evidence that suggests that federal and state policy makers are influencing mission statements more so than those at the local level.

Abstract:
This study aimed at analysing the African Inland Mission and social transformation in Machakos District of Eastern Kenya from 1895 to 1971. It sought to establish how the elements of the Akamba social life underwent a social change as a result of the mission's presence in the district. The study was guided by the question: How effective was the mission in influencing social change in the district? The structural- functionalism theory formulated by Herbert Spencer and developed further by Emile Durkheim was used to analyse the role of the African Inland Mission in influencing social change in Machakos District. The qualitative research design involving the use of in-depth interviews with key informants was used. A target population consisting of local residents, former administrators and African Inland Mission/church leaders was interviewed. The study used the purposive method of sampling. Primary data was collected using in-depth oral interviews as well as from archival records, while secondary data was obtained through a thematic review of literature related to the topic of study. This study has provided sufficient knowledge on the African Inland Mission and the social transformation in Machakos District in the colonial and the early post-colonial periods of Kenyan history. In addition, the findings have constituted part of the historiography of the African Inland Mission in Kenya.

Jesuit archives refer to Bristol as ‘a very ancient mission’ of the Society of Jesus and as ‘one of the Society’s first class missions’. This article traces briefly the early development of the Society in that part of the old Western District which included Bristol and which for their own administrative purposes the Jesuits called the College (District) of St. Francis Xavier, and then seeks to show how in the first half of the eighteenth century they established a permanent mission in Bristol itself—a city strongly Protestant, by the standards of the time wealthy and cosmopolitan in character, and for a while second in importance only to London.

Plaintiff, the United States, brought an action in the U.S. District Court for the Southern District of New York against the Palestine Liberation Organization (PLO) and four individuals seeking an injunction to close the PLO’s Permanent Observer Mission (Mission) to the United Nations as violative of the Anti-Terrorism Act of 1987 (ATA). The district court (per Palmieri, J.) entered summary judgment for defendants and held: (1) the ATA does not require the closure of the PLO’s Mission to the United Nations; (2) the status of the PLO’s Mission, an invitee of the United Nations, is protected by the Agreement Between the United States and the United Nations Regarding the Headquarters of the United Nations (Headquarters Agreement); and (3) Congress did not intend the ATA to supersede the Headquarters Agreement.

Wesleyan Methodists in Victorian Britain are supposed to have been hampered by traditional methods of mission. From the 1850s onwards, however, they launched a strategy of appointing home missionary ministers. Although Wesleyans adopted no new theology, left structures unchanged and still relied on wealthy laymen, they developed fresh work in cities, employed paid lay agents, used women more and recruited children as fundraisers. Organised missions, temperance activity and military chaplaincies bolstered their impact. District Missionaries and Connexional Evangelists were appointed and, in opposition to ritualist clergy, Wesleyans increasingly saw themselves as Nonconformists. They experienced a quiet revolution in home mission.

The results of the study show that the programs and activities of corporate social responsibility implemented in Serdang Bedagai District are partly not in line with the vision and mission of Serdang Bedagai District, this is because each company has a strategic plan and main tasks and functions of each company, this is the obstacle in carrying out corporate social responsibility activities. Each government institution has a mission to be achieved. Goals and objectives achievement that has been set through the system of accountability performance is a common indicator to measure mission accomplishment. There are several district and municipals in the province of West Java that has poor accountability performance. This study aims to determine the effect of the government internal control system, information technology utilization and organizational commitment on accountability performance of government institutions. The research adopts a quantitative interpretive approach. The population in this study is six districts and municipals in West Java Province, where each district and municipals consists of 5 local government working unit. The data analysis technique in this study uses multiple linear regression. The results of this study indicate that partially and simultaneously, there is a positive and significant influence between the government internal control system, information technology utilization and organizational commitment on accountability performance of government institutions.

Science, technology, engineering, and mathematics (STEM) schools and districts continue to emerge, and while some research highlights critical components to be included in STEM schools, there is a need to learn more about the process of becoming a STEM school or district. In this study, we investigated a rural United States school district’s development and expansion of its STEM education focus, which started in the years leading up to the district’s first STEM school opening in 2012. We addressed the research question: How is a district-wide STEM education vision developed, enacted, and sustained by various administrative stakeholders? We interviewed 11 participants, all of whom had some level of administrative responsibility related to the district’s STEM mission, coded interviews based on the critical components of STEM schools, and used narrative inquiry methods to describe the district’s STEM transition from these administrators’ perspectives. Our analysis revealed that several key critical components were central to this district’s STEM mission. These components included elements related to leadership, reform-based instructional strategies, and teachers’ professional learning. By focusing on different elements at different times and prioritizing several key components throughout, this district was able to achieve its goal of providing STEM instruction to all of the elementary and middle school students.

Emergency management calls for collaboration among a wide range of organizations. Many of these organizations are involved in matters of emergency management by statute or organizational mission. However, other organizations participate in emergency management as a task secondary to some other core mission. Why and to what extent these organizations collaborate with emergency management professionals are key questions in our attempt to build a broad coalition of organizations to support emergency management activities. The article considers the case of public school districts. Some school districts collaborate with other organizations to overcome their limited internal capacity to prepare for disasters. Other districts continue to rely on their limited internal capacities. The empirical model compares the relative importance of structural characteristics and perceived vulnerability in predicting which districts are likely to consult with external emergency specialists. The results show that the most persistent force behind the decision to engage an emergency management specialist in preparing for emergencies is the size of the school district.

The purpose of this study was to find out the application of the Reinventing Government in the District of Jekan Raya, Palangka Raya City. The method used in this study is a qualitative research method, using interview data collection techniques, documentation, and observation. The data sources in this study were the Sub-District Head and his staff and the community in the administrative area of ??Jekan Raya Sub-District. Based on the results of the study show that the implementation of the Reinventing Government in Jekan Raya Subdistrict, Palangka Raya City is still not done maximally and consistently. Of the ten Reinventing Government principles, it turns out that only three policies have been correctly implemented, namely the Results-Oriented law, Anticipatory Government, and Decentralized Government. The other seven principles that have not been consistently applied are the principles of Catalyst Government, Community Ownership, Competitive Government, Mission Oriented Government, Customer Oriented Government, Entrepreneurial Governance, and Market-Oriented Government. Subdistricts should be able to foster interest in the community so that they can actively participate in district programs/activities, can take the initiative to collaborate with other agencies to conduct socialization to the community, employees appointed directly to manage suggestion boxes, can respond to community aspirations, are mission-oriented , providing truly excellent services, reducing and eradicating extortion practices, more carefully in seeing more productive potentials, and providing various information related to sub-districts through multiple media

Local government agencies, namely districts as regional technical implementers, are inseparable from the obligation to implement information technology, or better known as e-government, to create cohesiveness. Information systems in the district support the implementation of daily activities by only taking into account current needs without regard to conformity with the vision and mission and future needs of the district. Districts need careful planning in the form of architecture to complete the direction of the subdistrict strategy. This study aims to create a blueprint for developing information systems using the Enterprise Architecture Planning (EAP) methodology. Blueprint is designed to produce four main activities in the district, namely planning, government administration, integrated services, and governance with ten recommendations for cloud server-based applications, 5 of which use mobile platforms. The application has been mapped in the application portfolio to provide recommendations for implementing the application as a reference, clear guidelines, and plans for the development of the overall information system.

Abstract:
A Flood disaster struck the Islamic Republic of Pakistan in July 2010. It affected 3 million people and caused 1,400 deaths. Humanitarian Medical Assistance (HuMA) is a non-profit organization in Japan. The organization dispatched three personnel to Islamabad on 20 August in order to conduct an initial needs assessment. They discovered that medical assistance and supplies could not reach all of the victims, especially in the North. Their visits to the surrounding regions highlighted the Nowshera district of KPK province, which had not received enough assistance from the government or aid organizations despite the fact that there were thousands of Internally Displaced Persons (IDPs) with health issues such as diarrhea, eye and skin disease, and upper respiratory tract infection (URTI). On 03 September, the HuMA Disaster Relief Mission began with the purpose of providing medical treatment and promoting public health for the flood victims in the Nowshera District. Eleven medical providers and coordinators from HuMA operated field mobile clinics in the district in collaboration with a local counterpart non-governmental organization, Nippa Welfare Association (NWA). This project was supported financially by the grant funding from Japan Platform. Humanitarian Medical Assistance served seven sites in Nowshera Districts as mobile field clinics, and consulted 2,216 patients. Total distribution of disease was: (1) URTI = 18.1%; (2) skin disease = 17.9%; (3) musculoskeletal = 15.2%; and (4) others = 19.7%. The team considered continuous medical consultation in the Nowshera District after 2010. The HuMa medical activities ended at the end of September, and the organization donated multi-vitamin tablets, syrups, FE tablets, and anti-biotic cream in order to assist NWA's continuing assistance for the affected communities. The medical providers also left lists of medicines for local doctors and medical staff. Humanitarian Medical Assistance also provided basic supplies needed to prevent victims from experiencing further sanitation problems.

Abstract During the 1990s and early 2000s, working-class and poor neighborhoods in San Francisco underwent dramatic economic and racial changes. One of the most heavily gentrified neighborhoods was the Mission District. As a result of local politics, housing and rental policies, real estate speculation, and development, thousands of Latina/o families were displaced. Using oral historical and ethnographic methodologies, print media, archival sources, and policy papers, this article traces the gentrification of the Mission District from the perspective of the Latina/o community. It also examines how gentrification was articulated as a positive turn within the larger public discourse on space and access.

The late 20th and 21st century tech boom-related gentrification of San Francisco has rapidly and violently displaced longtime city residents, particularly in the predominantly Latino neighborhood of the Mission District. While some may characterize this gentrification as more economically than racially consequential, the negligible overlap between Latino and techie demographics means that the possible disappearance of Latino San Francisco is very real. This essay uses the famed murals of the Mission District as the lens through which we can see Latinos’ complex and historical presence in this California city, and then interrogate how they can continue to play a part in its future.

AbstractPartners who are the target of community service program are teachers in Samosir District area. Samosir was chosen because the position of the region was on the shores of Lake Toba, and according to the vision and mission of the Samosir District government, Samosir will become a tourism city. ABSTRACT Background Lack of toilets and the widespread practice of open defecation may contribute to India's large burden of child undernutrition. Objectives We examine whether a large national sanitation campaign launched in 2014, the Swachh Bharat Mission (SBM), precedes a reduction in stunting and wasting among under 5-y-old (u5) children in India. Methods In this observational study, we used district-level data from before (2013–2014) and after (2015–2016) SBM from 3 national surveys to derive, as our outcomes, the percentage of u5 children per district who are stunted and wasted. We defined our exposures as 1) binary indicator of SBM and 2) percentage of households with toilets per district. Our analytic sample comprised nearly all 640 Indian districts (with ∼1200 rural/urban divisions per district per time point). Linear regression analyses controlled for baseline differences in districts, linear time trends by state, and relevant covariates. Results Relative to pre-SBM, u5 stunting declines by 0.06% (95% CI: –0.10, –0.01; P = 0.009) with every percentage increase in households with toilets post-SBM. Rural regions and districts with higher pre-SBM toilet availability show greater decline in u5 stunting post-SBM. Conclusions An increase in toilet availability on a national scale, precipitated by the SBM sanitation campaign, is associated with a reduction in undernutrition among u5 children in India over the early phase of the campaign.

This DAY-NRLM is the massive self-employment programme which is the off-shoot of restructured scheme of Swarnajayanati Gram Swarojgar Yojana (SGSY). It was launched by the Ministry of Rural Development, Government of India based on Prof Radhakrishna Committee. </span><span lang="EN-IN">The study reveals that DAY-NRLM is yet to start with full swing in Kolar district, Karnataka. However, by contacting the two SHGs formed and nurtured under DAY-NRLM it was observed that they were matured enough and earning substantially. This study aims to analyze how the performance of the Tanjungpinang City District organization in achieving goals according to the vision and mission. To see the performance of Tanjungpinang City, the researchers looked at various aspects, namely, productivity, responsiveness, service quality, cooperation, resource use and timeliness. The second objective is to describe the factors inhibiting organizational performance in Tanjungpinang Kota District. This research is a qualitative descriptive study with reference to the concept of performance indicators coupled with the existing conditions at the research locus. Based on the results of the study, it can be explained that the organization's performance has been going well, such as the indicators of productivity, responsiveness, service quality, cooperation and timeliness. The indicators that still have obstacles are human resources and infrastructure.

Data analysis techniques are data reduction, data presentation, and drawing conclusions. The results of this study are the work culture of the Idi Tunong Sub-District Office in terms of information disclosure, mutual respect, cooperation between employees has been carried out well only in employee work discipline is still not optimal and needs to be improved. Meanwhile, for factors that influence the work culture of the Idi Tunong Subdistrict Office such as organizational culture, external culture, learning process and motivation have an influence on the work culture of the Idi Tunong Subdistrict Office, while for leader behavior, employee selection, mission clarity, mission certainty, exemplary leaders still have not influenced the work culture in the Idi Tunong Sub-District Office.

This research uses quantitative method. The sample is the local governmentof Simpang Katis district, Central Bangka regency. The analytical tools used to determine the financial performance comparison of the village are analisis of spending ratio, analysis of spending growth, analysis of expenditure balance, analysis of expenditure efficiency, and analysis of budget allocations in support of the mission of the Rural Development Plan (RPJMDes). The results shows that there are differences and similarities in terms of the management of direct spending, indirect spending, spending on personnel, expenditure growth, expenditure balance, expenditure efficiency, and budget allocations in supporting the mission of the Rural Medium-Term Development Plan (RPJMDes). IntroductionMany less developed countries are struggling to provide universal access to safe sanitation, but in the past 5 years India has almost reached its target of eliminating open defaecation.ObjectiveTo understand how the Indian government effected this sanitation transformation.MethodsThe study employed interviews with 17 actors in the government’s ‘Clean India’ programme across the national capital and four states, which were analysed using a theory of change grounded in Behaviour Centred Design.ResultsThe Swachh Bharat Mission (Gramin) claims to have improved the coverage of toilets in rural India from 39% to over 95% of households between 2014 and mid-2019. From interviews with relevant actors we constructed a theory of change for the programme, in which high-level political support and disruptive leadership changed environments in districts, which led to psychological changes in district officials. This, in turn, led to changed behaviour for sanitation programming. The prime minister set an ambitious goal of eliminating open defaecation by the 150th birthday of Mahatma Gandhi (October 2019). This galvanised government bureaucracy, while early success in 100 flagship districts reduced the scepticism of government employees, a cadre of 500 young professionals placed in districts imparted new ideas and energy, social and mass media were used to inform and motivate the public, and new norms of ethical behaviour were demonstrated by leaders. As a result, district officials became emotionally involved in the programme and felt pride at their achievement in ridding villages of open defaecation.ConclusionsThough many challenges remain, governments seeking to achieve the sustainable development goal of universal access to safe sanitation can emulate the success of India’s Swachh Bharat Mission.

This research describes the strategies of transformations applied by principals as their efforts to realize the vision of the school mission. There are four focuses raised in this study, namely: (1) Principal's strategy in implementing a mission vision; (2) Principal strategies in providing inspiring motivation; (3) Principal strategies in developing creative ideas; and (4) Principal strategies in giving individual attention. The research approach used is a qualitative type of multi-cases study. Data collection through participant observation techniques, in-depth interviews, and documentation were then analyzed by individual case analysis and cross-case analysis. While checking data validity using internal validation, external validation, reliability, and objectivity. The results showed that the principal: (1) implemented the mission vision through the strategy of preparing vision and mission based on mutual agreement, building commitment, giving trust in a way of involving, providing an example, open, and daring to make decisions; (2) provide verbal and nonverbal motivation; (3) develop creative ideas through discussion forums, teach and guide school residents, and provide good service to the community; (4) paying individual attention by helping and assisting in the task, giving punishment by polite, respecting opinions, and providing rewards for achievement and achievement. It is recommended primarily for the principal to consider alternative transformational leadership styles because the theoretical and practice of transformational leadership effectively moved school resources in realizing vision and mission.

The 1915 Chilembwe Rising in Nyasaland had important political repercussions in the neighbouring colonial territory of Northern Rhodesia, where fears were raised among the Administration about the activities of African school teachers attached to the thirteen mission denominations then operating in the territory. These anxieties were heightened for the understaffed and poorly-financed British South Africa Company administration by the impact of the war-time conscription of Africans and the additional demands made by war-time conditions upon the resources of the Company. Reports of anti-war activities by African teachers attached to the Dutch Reformed Church in the East Luangwa District convinced both the Northern Rhodesian and the imperial authorities of the imperative need to strictly regulate the activities of its black mission-educated elite. Suspected dissident teachers were arrested, while others were diverted into military service where their activities could be more closely supervised. With the 1918 Native Schools Proclamation, the Administration laid down strict regulations for the appointment and employment of African mission teachers. The proclamation aroused the vehement opposition of the mission societies who, confronted by war-time European staff shortages, had come to rely heavily upon their African teachers to maintain their educational work. The emergence in late 1918 of the patently anti-colonial Watch Tower movement, which incorporated many African mission employees within its leadership, weakened the opposition of the missions, and served to consolidate the administration's perception of the African teachers as a dangerous subversive force. Strong measures were implemented by the administration soon after the end of the war, with large numbers of Watch Tower adherents being arrested and detained.

The article covers the activities of the German mission in Kyiv as a cultural, political, and administrative centre of the Ukrainian SSR in 1924–38 in the status of a consulate and consulate-general. The data about the following heads of the consular institution is provided: Siegfried Hey, Werner Stephanie, Rudolf Sommer, Andor Hencke, and Georg-Wilhelm Grosskopf. The legal basis for the establishment of consular relations between the Ukrainian SSR and Germany was the Treaty on Application of the Treaty of Rapallo signed on 16 April 1922 between the RSFSR and Germany to the Allied Republics of the RSFSR. The consular district of the first German mission covered Kyiv, Chernihiv, Podillia, and Volyn governorates. The mission of the consulate was to inform the government about the internal situation in the Ukrainian SSR, promote trade relations and cultural cooperation, and protect the interests of German citizens. The head of the consulate immediately came under close surveillance of the ODPU (United State Political Department) of the Ukrainian SSR on suspicion of conducting intelligence activities as well as collecting information about the economy, industry, and agriculture in the territory of his consular district. Subsequently, the ODPU increasingly introduced its own agents to the staff of foreign missions as service personnel, and NKVD agents in civilian clothing set up surveillance on the consulate’s premises. They accompanied the consul, the consulate staff, and even some visitors on their way out of the premises. Thus, the secret service collected compromising materials that gave grounds for accusing German diplomats of anti-Soviet activities and espionage. The consul’s correspondence was also under control. When A. Hitler came to power in Germany, the information confrontation between the USSR and the Third Reich began, but official diplomatic and consular relations continued. In his reports, the consul in Kyiv recorded the horrors of the Holodomor, the growing process of party ‘purges’, secret executions and suicides, coupled, from January 1937, with daily reprisals against intellectuals and workers in his consular district. The consulate-general in Kyiv ceased its operation in 1938, the official reason being the streamlining of the number of consular offices of the Third Reich and the USSR. Research Results: Actors who play their role in the implementation of policies in accordance with their respective duties and functions; The context of the implementation of this policy refers to the presence of midwives in the region and is also influenced by political factors, namely improving the quality of human resources is the mission of bupati and vice regent elected and has been used as development mission of South Minahasa District and economic factors which is lack of budget provided For the implementation of quality development activities for midwives, and also influenced by the context of decentralization. This policy is useful in improving and developing the quality of midwives. The implementation process is top down from central to local government. Conclusion: The implementation of the midwives quality development policy needs to be implemented in an effort to improve the performance of midwives, either through training or further education.

The list includes 92 species from 49 genera; for each species, information on the substrate and phytocenotic confinement is given.

Abstract This paper considers the interplay of physical and digital landscaping in the Mission District (‘the Mission’), a gentrified neighborhood in San Francisco, California. Aligned with recent work on affect and people’s mediations of the linguistic landscape (Wee, 2016; Banda & Jimaima, 2015), I examine how the Mission is filtered – literally and figuratively – in a corpus of 16,756 Instagram posts. Comparing these digital remediated productions of place to the physical landscape, I demonstrate how both are structured semiotically along exclusionary lines. Contrary to the democratic and inclusive mythology of digital / social media, I show how users’ self-positionings and elitist stancetaking (Jaworski & Thurlow, 2009; Mapes, forthcoming) effectively reinscribe privilege and reiterate gentrification of the Mission. As mining of ‘big data’ becomes increasingly valued as empirically ‘objective’ information, my analysis demonstrates geotagged content should not be viewed as a static indicator, but as a subjective, dynamic and – at times – problematic process.

Achieving Clean India by 2016 is the aim of the present government. While 50 % of Indians continue to defecate in openKerala State had ensured 96 % of sanitation coverage, with only 19 gram panchayats remaining as a challenge to declare the state as Nirmal Rajya State. Vattavada, in Devikulam block of Idukki District is one among those Panchayats, where hardly only 15% of the households had access to sanitation. A special project was conceived by the Suchitwa Mission of Kerala State Government which was ably supported by the local panchayat and Water, Sanitation and Hygiene Institute based at Kodaikanal to make the panchyat Open defecation. The advisory, implementation and funding support was given Government of India and Suchitwa Mission, Government of Kerala. The Technical support for toilet construction, demand creation and other need based IEC activities were carried out by WASH Institute. The district administration provided staff and monitoring support. The Suchitwa Mission also played a significant role in guiding, coordinating, supervising and helping in timely release of subsidy for the beneficiaries. The identification and selection of beneficiaries, execution and management of the project was done by Panchayat administration. The coordinated efforts of all these agencies resulted in 98 % sanitation coverage in the Panchayat and this case study captures the same.

The partnership aimed to assist the rural school district by supporting children in three elementary schools and by providing the university’s school counseling students an immersion experience in rural schools, with the hope of retaining them in the school district following graduation. The collaboration fulfilled the original mission of the program in two ways; first, the school district retained one-third of the school counseling students who participated. Secondly, the collaboration was met with overwhelming support by district leadership, resulting in an increase in school counseling students entering the program in the next academic year.

Abstract:
India is mainly an agriculture-based country where majority of the people are engaged in agriculture. Diversified and boosted growth in agricultural is dependent upon the development of horticulture sector. Recognizing the importance of horticulture in stimulating the growth of Indian agriculture, government of India had launched NHM for the holistic development of this sector. NHM playing a important role in increase area as well as productivity of horticultural crops through motivation of farmers, providing guidance, subsidy and other facilities. It also plays an important role in improving the living standard of the farmers. It is a centrally sponsored scheme, launched by the Department of Agriculture & Cooperation, Ministry of Agriculture, Government of India during 2005-06. Hence keeping the above facts in mind, the present study was conducted in 2020 to determine the socio-economic impact of NHM on the status of beneficiary farmers in Jaipur and Tonk districts of Rajasthan. A total of 240 beneficiary farmers were included in the sample of study. Study shows that NHM have positive impact with regard to occupation, annual income, saving pattern, expenditure, material possession, social development and employment generation of beneficiary farmers in the selected district. Thus, NHM improve overall socio-economic status of farmers.

Abstract:
Women Association Struggle for Development (WASFD) was established in December 1998 by 15 women of the Swabi district with a vision to build a society where poor women could enjoy their rights for social and economic development. WASFD extended its area of operation to the Mardan district in June 2002. In June 2005, WASFD was working in 25 villages of the Swabi district and 15 villages of the Mardan district. Since its inception, WASFD had been actively working towards the economic uplift of women in the area. After six years of its operations, the executive body of WASFD wanted to examine the viability of increasing its impact of operations in line with its mission and objectives. This case is useful in examining the expansion and long-term planning of a social organization.
