Abstract:
This chapter examines Article 1 of the Vienna Convention on Diplomatic Relations which defines some of the key terms used in the Convention. The article specifically defines nine terms—(a) head of the mission; (b) members of the mission; (c) members of the staff; (d) members of the diplomatic staff; (e) diplomatic agent; (f) members of the administrative and technical staff; (g) members of the service staff; (h) private servant; and (i) premises of the mission. Definitions (a) to (h) of the Article that concern the various categories of persons whose appointment, privileges, and immunities are prescribed by the Convention are almost entirely formal in character. The last definition, definition (i) premises of the mission, is objective. According to the International Law Commission on their 1958 draft, premises include the buildings or parts of buildings used for the purposes of the mission.

This book features fourteen chapters that track changes in the ways Americans have perceived the Latter-day Saints since the 1830s. From presidential politics, to political violence, to the definition of marriage, to the meaning of sexual equality—the book places Mormons in larger American histories of territorial expansion, religious mission, Constitutional interpretation, and state formation. The chapters also show that the political support of the Latter-day Saints has proven, at critical junctures, valuable to other political groups. The willingness of Americans to accept Latter-day Saints as full participants in the United States political system has ranged over time and been impelled by political expediency, granting Mormons in the United States an ambiguous status, contingent on changing political needs and perceptions.

Abstract:
The terrorist attacks of September 11, 2001 caused a seismic shift in how the United States organizes and executes the mission of securing the homeland. The creation and growth of the Department of Homeland Security is the most visible manifestation of this change. However, the homeland security discipline contemplates shared responsibilities and a unity of effort among all levels of government, the private sector, and the general public. The wide array of stakeholders, alongside an expanding definition of what constitutes homeland security, presents complex challenges for policymakers. With the perspective of the more than fifteen years that have elapsed since 9/11, this chapter examines the evolution of homeland security from a near-exclusive focus on terrorism to a broader “all hazards” approach, the relationship between homeland security and national security, the roles of leading actors, and contemporary issues.

Abstract:
Innovation is crucial for development. A set of institutional capacities and coordinated actions between the public and private sectors are required to drive large mission-oriented innovation policies (MOIPs) to address priority issues and set a direction for the path of development. This work identifies what restrictions exist in institutional and policy capacities that hinder the design and implementation of MOPs in Chile. This work is based on a case study design. The study analyzes the design and implementation of two strategic programs for innovation and development in the solar energy and mining sectors. The study showed that the capacities of the programs analyzed were evident in the construction of a shared vision and the identification of innovation-led solutions for the development of the two sectors, but the lack of leadership from the government hinders the implementation of the programs, particularly because of the lack of coordination between government agencies and ministries for budget allocation and strategy definition.

The NASA Dawn mission, launched in 2007, aimed to visit two of the most massive protoplanets of the main asteroid belt: Vesta and Ceres. The aim was to further our understanding of the earliest days of the Solar System, and compare the two bodies to better understand their formation and evolution. The concluding section of the book of Isaiah, sometimes referred to as Third or Trito Isaiah, had a profound impact on the Christian movement in its formative phase, including such central issues as the identity of the founder, the profile of the disciple, and the Gentile mission. In this thorough and informative commentary, Joseph Blenkinsopp shows that while these chapters maintain continuity with Second Isaiah, they must be considered in the light of a new set of circumstances. The texts present a community beset by severe problems, attempting to cope with disappointed expectations and trying to maintain its faith in the reality, power, and benevolence of the God of traditional religion. Blenkinsopp discusses in detail the issues that divide the community, from concerns about the efficacy of religious practices (prayer, fasting, Sabbath observance, and sacrifice) to questions about who may claim the name of Israelite and under what conditions, to what kind of relations should be maintained with outsiders. In examining each of these topics, Blenkinsopp shows that they provide evidence of an emerging Judaism seeking its own identity and self-definition and testify to the existence of a prophetic discipleship inspired by the person and teaching of the charismatic servant whose fate is described in the previous section of Isaiah.
