Abstract:
Guizhou, with a cluster of multiple ethnic groups, is located in the southwest of China. In the province, there is up to 49 ethnic minorities whose population occupies around 1/3 of the total. Thanks to this, the multi-ethnic region is endowed with various folk art and culture of distinctive minority styles. This paper briefly discusses the outline of minority folk art in Guizhou, including its development and features, analyzes the aesthetic expression ways and characteristics of the art, and finally, puts forward some further thoughts from fine art, dancing art and batik art. This paper aims to further facilitate the development and innovation of the minority folk art of Guizhou, and add lustre to the progress of our national minority cultures.

Abstract:
Objective To assess in ART-naïve pregnant women randomized to efavirenz- versus raltegravir-based ART (IMPAACT P1081) whether pretreatment drug resistance (PDR) with minority frequency variants (<20% of individual’s viral quasispecies) affects antiretroviral treatment (ART)-suppression at term. Design A case-control study design compared PDR minority variants in cases with virologic non-suppression (plasma HIV RNA >200 copies/mL) at delivery to randomly selected ART-suppressed controls. Methods HIV pol genotypes were derived from pretreatment plasma specimens by Illumina sequencing. Resistance mutations were assessed using the HIV Stanford Database, and the proportion of cases versus controls with PDR to their ART regimens was compared. Results PDR was observed in 7 participants (11.3%; 95% CI 4.7, 21.9) and did not differ between 21 cases and 41 controls (4.8% vs 14.6%, p = 0.4061). PDR detected only as minority variants was less common (3.2%; 95% CI 0.2, 11.7) and also did not differ between groups (0% vs. 4.9%; p = 0.5447). Cases’ median plasma HIV RNA at delivery was 347c/mL, with most (n = 19/22) showing progressive diminution of viral load but not ≤200c/mL. Among cases with viral rebound (n = 3/22), none had PDR detected. Virologic non-suppression at term was associated with higher plasma HIV RNA at study entry (p<0.0001), a shorter duration of ART prior to delivery (p<0.0001), and randomization to efavirenz- (versus raltegravir-) based ART (p = 0.0085). Conclusions We observed a moderate frequency of PDR that did not significantly contribute to virologic non-suppression at term. Rather, higher pretreatment plasma HIV RNA, randomization to efavirenz-based ART, and shorter duration of ART were associated with non-suppression. These findings support early prenatal care engagement of pregnant women and initiation of integrase inhibitor-based ART due to its association with more rapid suppression of plasma RNA levels. Furthermore, because minority variants appeared infrequent in ART-naïve pregnant women and inconsequential to ART-suppression, testing for minority variants may be unwarranted.

Abstract:
Ethnic dance is a part of minority culture and an important chapter of intangible cultural heritage. Because the art of dance does not exist in a certain physical form in a certain environment, it is difficult to record and preserve dance. In traditional recording work, dancers' dance movements are mostly recorded through text, photos, videos, etc. However, these methods can only record and preserve dance movements in a two-dimensional manner from a limited number of angles and cannot achieve accurate and comprehensive record protection of dance poses. Moreover, data preserved by traditional methods can only be simply copied and transferred, and cannot be exploited, developed, or innovated. Therefore, motion capture technology can be applied to the protection of ethnic dance art, and motion capture technology can be used to obtain 3D gestures of ethnic minority dance spaces, restore and optimize digital movements, such as establishing a national dance art movement technology database, and combine the protection of the original ecological cultural atmosphere. It can accurately and comprehensively preserve the essence of ethnic minority dance art and provide effective reference for many ethnic minority dances with ethnic characteristics, digital protection of sports, and the future.

Abstract:
The purpose of this study was to advance the understanding of the influence geo-political events and legislation can have on the accommodation of minority language voters. Particularly, this study focused on the effects of (1) the Voting Rights Act of 1965 on minority language voters in the USA, and (2) World War I on minority language voters in Austria. We use a most similar systems design with our case studies. The results from the most similar systems design suggest that while both the USA and Austria have similar constitutional structures, are stable democracies, and have laws enacted to help protect the rights of minority language speakers (the VRA of 1965 in the USA, and Art. 8 of the Austrian State Treaty of 1955), they have developed two different approaches to linguistic accommodation for minority language speakers at elections. This study has helped to further the researchers’ understanding of the influence geo-political events and legislation can have on the accommodation of minority language voters.

Due to a number of factors, including lower educational standards and the pressures on publishers and booksellers to maximise profits by exploiting the mass market, the climate for publishing serious art books has become less favourable in recent years especially so far as commercial publishers are concerned. Art books are being published in greater numbers than ever before; many are of a popular and/or general nature; many too are produced specifically for the remainder market; yet these include some worthwhile books which are reaching a wide audience. The revolution in printing technology since the 1960s has facilitated large-scale mass production, but at the same time offers benefits to publishing of all kinds. While university presses are able to perform a crucial role in publishing scholarly works, there remains a need for commercial publishers to continue to publish quality art books which are accessible to the public.

Abstract This paper considers the artist Arnold Houbraken (1660–1719) as an unconventional Christian and sheds new light on his representation of artists from religious minority groups in his Great Theatre of Netherlandish Painters and Painteresses (1718–1721). By exploring Houbraken’s years within the Flemish Mennonite milieu in Dordrecht (1660–ca. 1685) and investigating his representation of religious difference in his biographies within The Great Theatre, this study extends scholarship on Houbraken beyond the current focus on his later years as a writer in Amsterdam, and it offers findings on the experience and reception history of nonconformists and religious minority group members, like the spiritualist David Joris and the Mennonite martyr Jan Woutersz van Cuyck (among others), within the Dutch art world. The paper also addresses the historiographical disconnect between literature in the disciplines of art history, intellectual history, and history of religion that persisted until very recently regarding Houbraken’s status as a heterodox Enlightenment thinker.

The “pluralistic integration” theory-based systematic analysis on the relationship between minority theme animation and Chinese social-economical development, national literature and art, ethnic policy, ethnic culture, etc. helps us to outline the nationalimage of new China.In the development of Chinese animation, tobacco advertising is often involved in the form of anime painting. In this context, the presented cultural phenomenon and value shouldattract the attention of scholars.

Abstract:
The elderly population have developed some resistance toward accepting community-based social services. Such resistance could be detrimental to the well-being of low-income seniors by hindering their chance of accessing services intended for them in the first place. Art therapy is seen as a promising intervention against client resistance. This study evaluated the effectiveness of art therapy on reducing resistance to services among low-income seniors living in independent living communities. Through a pre-experimental design, this study analyzed administrative data for a sample of 37 participants from a social service agency in Southern California. Results from two non-parametric tests (WilcoxonSigned-Rank and Mann-Whitney-U) revealed that art therapy is very effective in reducing resistance among seniors. Implications for gerontology and social services providers were discussed.

Abstract:
This thesis examines the use and promotion of shamanic themes in contemporary Canadian Inuit art, being the principle venue in which Inuit identity is presented to non-Inuit in Canada and internationally. The image of Inuit identity promoted through the arts since the mid-twentieth century is arguably the product of non-Inuit state authorities, but Inuit artists themselves are increasingly asserting their voice in their arts and crafts, thereby challenging the image of Inuit identity to non-Inuit. This project first problematizes the history of contemporary Inuit art, where the construction of Inuit identity was heavily prescribed, and then turns to the shifts occurring in Inuit art to highlight the process of identity construction and the agency of Inuit within it. In the process, this project challenges the static conceptualization of minority identities in diverse societies by both state authorities and majority populations. This dissertation contends that Inuit art and identity are fluid concepts and there must be an emphasis made to permit for their fluidity, to avoid affirming a static minority identity in a diverse society, whether in the public or state forums. Consequently, the effort to assert the authenticity of these intangible concepts is contrary to the ideals of diversity and equality promoted in Canada.

This exegesis frames my studio thesis, which explores whether visual art can be a site for reconciliation, a tool for healing, an educational experience and a political act. It details how my art work evolved as a series of cycles and stages, as a systematic engagement with people, involving them in a process of investigating 'their' own realities - both the stories of their inner worlds and the community story framework of their outer conditions. It reveals how for my ongoing work as an indigenous artist, I became the learner and the teacher, the subject and the object. Of central importance for my exploration was the concept and methodology of bothways. As a social process, bothways action-learning methodology was found to incorporate the needs, motivations and cultural values of the learner through negotiated learning. Discussion of bothways methodology and disciplinary context demonstrated the relationships, connections and disjunctions shared by both Aboriginal and Western domains and informed the processes and techniques to position visual art as an educational experience and a tool for healing. From this emerged a range of ARTsongs - installations which reveal possible new alternatives sites for reconciliation, spaces and frames of reference to 'open our minds, heart and spirit so we can know beyond the boundaries of what is acceptable, so that we can think and rethink, so that we can create new visions, transgressions - a movement against and beyond boundaries' (hooks, 1994 p.12). Central to studio production was bricolage as an artistic strategy and my commitment to praxis - to weaving together my art practice with hands-on political action and direct involvement with my communities. I refer to this as the trial and feedback process or SIDEtracks. These were documented acts of personal empowerment, which led to a more activist role in the political struggle of reconciliation. I conclude that, as aboriginal people, we can provide a leadership role, and in so doing, we can demonstrate to the wider community how to move beyond a state of apathy.

Cette thèse est consacrée à l’évolution de la place des femmes artistes d’origine miao, mongole et ouïgoure dans le champ artistique chinois 1950-2010. Son axe central consiste à montrer comment les mutations sociales ont modifié la place des femmes, et, plus précisément, comment leur place a été redéfinie dans un discours identitaire. Si dans les années 1950-1980, les œuvres portant sur l’idéologie collectiviste et la représentation de « la femme d’acier » occupaient une place primordiale, dans les années 1981-2000, les femmes artistes décrivent la situation réelle des femmes et mettent l’accent sur la question de l’identité des femmes modernes et sur des relations entre les femmes et les hommes. Elles cherchent à maîtriser des formes d’expression artistique ethnique plus variées et plus légitimes. Depuis 2001, afin de préserver les cultures ethniques face à la mondialisation, les femmes artistes essaient d’interpréter la profondeur de la culture ethnique dans leurs œuvres. C’est vers les traditions, telles que la mémoire historique, les mythologies, les chansons et les danses, que se tournent les artistes femmes issues des ethnies minoritaires à la recherche de racines culturelles. Cette recherche s’appuie à la fois sur l’analyse de la situation socio-culturelle des femmes artistes issues des ethnies minoritaires, l’analyse de la construction de l’identité féminine et l’analyse des particularités de l’expression des femmes artistes eu égard à leur appartenance ethnique
This thesis is devoted to studying the evolution of the place of female artists with Miao, Mongolian and Uygur origins in the Chinese artistic field 1950-2010. The central theme is to demonstrate how social changes have changed the place of women, and more specifically, how the place of women has been redefined in an identity discourse. If in the years 1960-1980, the art works dealing with the collectivist ideology and the representation of the ‘iron woman’ occupied a primordial place, in the years 1981-2000, the female artists describe the real situation of the women and put the focus on the question of the identity of modern women and the relations between women and men. They seek to master the different forms of ethnic artistic expression. Since 2001, in order to preserve ethnic cultures facing the globalization, the female artists are trying to interpret the depth of ethnic culture in their art works. It is towards traditions, such as historical memory, mythologies, songs and dances, that the female artists with ethnic minority origins are looking for their cultural roots. This research is based at the same time on the analysis of the socio-cultural situation of female artists with minority origins, the analysis of the construction of the feminine identity and the analysis of the particularities of the expression of female artists because of their ethnicity

AbstractThe debate(s) on the relationship between art, activism and academia is as old as knowledge-production itself. In keeping with this volume’s focus on reflexivity and representation, this contribution asks what role filmmakers, curators and artists play as knowledge producers and as knowledge-brokers when working on politicized issues such migration and/or ethnicity. This chapter looks at three European experiences that sit on the seam of curatorial practice, testimony and activism and address the (visual) narratives of minority groups. Exploring the emergence of these initiatives and drawing upon interviews with the curators and artists behind them, this chapter takes stock of ongoing debates on the complex relationship between political and artistic representation on minority groups. Adopting Mitchell’s (1995) approach to representation that sees it as always being ‘of someone, by someone, to someone’, particular attention is given to the implications of what kind of stories are told, for whom they are told, and of who does the storytelling.

AbstractSpeech–driven virtual assistants, known as smart speakers, such as Amazon Echo and Google Home, are increasingly used. However, commercial smart speakers only support a handful of languages. Even languages for which ASR and TTS technology is available, such as many official EU member state languages, are not supported due to a commercial disinterest derived from their – relatively speaking – rather small number of speakers. This problem is even more crucial for minority languages, for which smart speakers are not expected anytime soon, or ever. In this ELG pilot project we developed a Basque–speaking smart speaker, making use of the open source smart speaker project Mycroft AI and Elhuyar Foundation’s speech technologies for Basque. Apart from getting it to speak Basque, one of our goals was to make the smart speaker privacy friendly, non–gendered and use local services, because these are usual issues of concern. The project has also served to improve the state of the art of Basque ASR and TTS technology.

Abstract This chapter investigates a crucial turning point in the writing of Syrian dramatist Saadallah Wannous (1941–1997) in the late 1970s. This internationally acclaimed author belonged to a generation of Arab intellectuals and artists whose political and artistic identities were strongly shaped by the question of Palestine. After the Camp David Accords of 1978 and the resulting Egypt-Israel peace treaty, signed in 1979, Wannous attempted suicide and stopped writing plays for more than ten years. This chapter shows how the plays he published after this self-imposed silence moved away from a didactic, political theater and towards psychological studies focusing on individuals as well as minority and gender issues. This chapter asks whether the significant aesthetic and conceptual turn in Wannous’s work from the early 1990s onwards might go beyond the concerns of a specific individual artist. To what extent does it mark a generational shift in regard to the meaning and connotations of political art?

AbstractThe ambition of the Open Translation Models, Tools and Services (OPUSMT) project is to develop state-of-the art neural machine translation (NMT) models that can freely be distributed and applied in research as well as professional applications. The goal is to pre-train translation models on a large scale on openly available parallel data and to create a catalogue of such resources for streamlined integration and deployment. For the latter we also implement and improve web services and computer-assisted translation (CAT) tools that can be used in on-line interfaces and professional workflows. Furthermore, we want to enable the re-use of models to avoid repeating costly training procedures from scratch and with this contribute to a reduction of the carbon footprint in MT research and development. The ELG pilot project focused on European minority languages and improved translation quality in low resource settings and the integration of MT services in the ELG infrastructure.

Abstract:
This paper proposes a novel oversampling approach that strives to balance the class priors with a considerably imbalanced data distribution of high dimensionality. The crux of our approach lies in learning interpretable latent representations that can model the synthetic mechanism of the minority samples by using a generative adversarial network(GAN). A Bayesian regularizer is imposed to guide the GAN to extract a set of salient features that are either disentangled or intensionally entangled, with their interplay controlled by a prescribed structure, defined with human-in-the-loop. As such, our GAN enjoys an improved sample complexity, being able to synthesize high-quality minority samples even if the sizes of minority classes are extremely small during training. Empirical studies substantiate that our approach can empower simple classifiers to achieve superior imbalanced classification performance over the state-of-the-art competitors and is robust across various imbalance settings. Code is released in github.com/fudonglin/IMSIC.

In the spring of 2021, the Danish Borderland Association published the book Danskerne findes i mange modeller – portrætter af 15 unge med bindestregsidentitet by Marlene Fenger-Grøndahl. The book consists of fifteen interviews with young so-called cultural ambassadors of the Borderland Association, as well as essays on the history of the Danish-German borderland and the concept of a hyphenated identity that the young respondents refer to. In minority research, the concept of a hyphenated identity is both used and contested. However, the interviews underline that the concept can serve as an important backdrop for the empowerment of young people with minority identities. Where do European minority issues stand following Russia’s invasion of Ukraine? What are the dimensions of this crisis that pose a particular challenge to the European minority rights regime? Does the renewed sense of purpose among liberal democracies augur a revitalization of minority issues or continued business as usual? The ECMI’s Director Vello Pettai looks at the stakes involved with the war in Ukraine. Already before the crisis, minority issues were operating in an increasingly crowded landscape of societal concerns: populism, climate change, the COVID-19 pandemic. Russia’s aggression has brought together a further cocktail involving autocratization, kin-state activism and geopolitical disorder. Key institutions governing and promoting the European minority rights regime will need to be regrouped before a new impulse for minority issues can be found.

Shia account for approximately 10–15 per cent of the Muslim population in Pakistan, which has a largely Sunni Muslim population. Anti-Shia violence, led by extremist militant groups, dates to 1979 and has resulted in thousands killed and injured in terrorist attacks over the years. Hazara Shia, who are both an ethnic and a religious minority, make an easy target for extremist groups as they are physically distinctive. The majority live in Quetta, the provincial capital of Balochistan in central Pakistan, where they have become largely ghettoised into two areas as result of ongoing attacks. Studies on the Hazara Shia persecution have mostly focused on the killings of Hazara men and paid little attention to the nature and impact of religious persecution of Shias on Hazara women. Poor Hazara women in particular face multi-layered marginalisation, due to the intersection of their gender, religious-ethnic affiliation and class, and face limited opportunities in education and jobs, restricted mobility, mental and psychological health issues, and gender-based discrimination.

This volume is part of the Intersections series which explores how the intertwining of gender, religious marginality, socioeconomic exclusion and other factors shape the realities of women and men in contexts where religious inequalities are acute, and freedom of religion or belief is compromised. This volume looks at these intersections in the context of Iraq. Its aim is to amplify the voices of women (and men) whose experiences of religious otherisation have accentuated the impact of the intersections of gender, class, geography and ethnicity. At time of publication, in December 2022, the country is going through a particularly turbulent phase, prompting some to wonder why now? Isn’t it bad timing to focus on the experiences of minorities, let alone inter- and intra-gender dynamics? Iraq is caught in the middle of geo-strategic struggles of tectonic proportions but this is all the more reason to understand the dynamics of micro-politics through a gender-sensitive lens. Doing so sheds light on the interface between global, regional and local power struggles in tangible and concrete ways.

On 4 February 2022, the Polish Journal of Laws published a new ordinance of the Minister of Education and Science, implementing cuts in the funding of education of German as a minority language. Consequently, the hourly length of such lessons will be significantly reduced. This regulation applies exclusively to the German minority, and the official motive for introducing discriminatory measures is to improve the situation of Polish diaspora in Germany. This is the first time after 1989 when the Polish state authorities introduce a law limiting the rights of Poland’s citizens belonging to a national minority (in this situation children), as a retaliation for the alleged situation of a kin-community elsewhere. Importantly, the adopted regulations are not only discriminatory towards one of the minorities; their implementation may in fact contribute to the dysfunctionality of the entire minority education system in Poland. This is also an obvious violation of the constitutional principle of equality before the law, the right of minorities to ‘maintain and develop their own language’, international standards of minority rights protection, as well as a threat to the very functioning of human rights protection mechanisms in the country.

The theme of this special collection of papers, the lived experiences of women who belong to religious minorities, has been a blind spot both in international development policy engagement and in much of the international scholarship on women, security and peace. Women who belong to religious minorities, who are socioeconomically excluded and are vulnerable to multiple sources of gender-based violence in Pakistan seem to have fallen through the cracks of the ‘leave no one behind’ agenda. The aim of this volume is to shed light on the day-to-day experiences of women and their families who belong to the Ahmadiyya, Christian, Hindu and Hazara Shia religious minorities in Pakistan. Each of the papers in this collection exposes the complexity of the intersections of gender, class and religious marginality in shaping the realities for women from these religious minorities.
