Abstract:
British ethnic minority unemployment rates are considerably higher than those of the white population. In 1991 the ethnic minority unemployment rate was more than double that of the white majority. One possible explanation is that Britain's ethnic minorities are concentrated in areas of economic disadvantage. The authors use the 2% Individual Sample of Anonymised Records (SAR) in conjunction with area-based census data for pseudo travel-to-work areas, to explore the relative importance of individual characteristics and area characteristics on ethnic minority unemployment rates. Multilevel modelling techniques are employed to estimate simultaneously variations between individuals and between areas after allowing for variables measured at both levels of analysis. The most important differences in the propensity to unemployment are shown to be between individuals, and, compared with whites, ethnic minority groups are shown to be disadvantaged wherever they live. In general, there is also evidence of greater variation in ethnic minority unemployment between areas than there is for whites. However, there is the same underlying geography of unemployment for the black and white populations, but a slightly different pattern for Asian ethnic groups. These differences can be explained only partially by area-level characteristics. In all, it is argued that at the spatial scale which is identifiable in the Individual SAR, ethnic minority unemployment cannot be attributed to geographical distribution, though data at a finer geographical scale are needed to test this hypothesis more fully.

Abstract:
The extent to which levels and trends in local unemployment and income influenced the Conservative vote in 633 separate British constituency elections in 1983 is estimated in several regression models. Long-term influences on voting are controlled by the endogenous variables of social class and territoriality. It is argued that this research design is superior to previous ones that have treated general elections as national elections in exploring the economic theory of voting. Sensitivity analysis (the use of several models to illuminate the research problem posed) suggests that, unlike America congressional elections, current rates and trends in local unemployment and income exerted a substantial and systematic influence on constituency voting.

Abstract:
The article considers the social conditions for the development of secondary education in Great Britain (XIX – first half of the XX century). It was founded that an important factor in the formation of the British education system was the influence of the ruling class of aristocrats (landlords) and the petty nobility. It was founded that education of the majority of the population depended on the area, financial status of the family and religion. It was emphasized that religion played a significant role in the field of mass education. It has been shown that in the early nineteenth century, English society was engulfed in a movement of evangelical revival, as a result of which the Anglican Church could not control all its faithful, unlike the Catholic Church in Europe. It is determined that industrialization, urbanization and democratization have created conditions for social, political and economic transformations that required educated personnel. As a result, a number of laws were passed initiating reforms in primary and secondary education.

In contemporary multicultural Britain, the concept of social cohesion has been a pressing priority for not only politicians and sociologists but also for the various British ethnic minorities. Race riots like those of 2001 in Northern Britain and the events of 7/7 in London (2005) put into question the allegiances of different British ethnic populations. They equally shed light on the real or perceived lack of social and cultural communication between the established British host population and the British ethnic and immigrant communities. Hence, social cohesion came to the fore as the new jargon of governance in contemporary Britain.This article analyzes on the concept of social cohesion and its applicability within an officially declared multicultural community like that of Great Britain. The concept will be reviewed, defined and approached from different liberal political perspectives (Robert Dahl’s pluralist approach and Arend Lijphart’s consociationalism to the more recent Will Kymlicka’s group-differentiated citizenship) while paying special attention to the British context. Bhikhu Parekh’s conception of the different theoretical approaches to the issue of social cohesion that are pertinent to liberal capitalist societies in general and the British context, in particular, is investigated. The aim of this study is to highlight the complexity of the normative accounts of the political scientists regarding the challenges that face multicultural Britain in coming to terms with its endeavour of creating “unity within diversity”. The 2002 White Paper and security speech of David Cameron (2011) political discourses are analyzed and evaluated to decipher how they understood national identity in relation to cultural diversity and social cohesion. Food bank use in Great Britain has risen substantially over the last decade. The considerable socioeconomic disadvantage of the food bank user population has been documented, but little research has examined whether housing problems intersect with insecure food access. Using data from 598 households accessing assistance from twenty-four food banks operating in Great Britain in 2016–2017, we found that nearly 18 per cent of households were homeless, with more having experienced homelessness in the past twelve months. Renters from both the private and social rented sectors were also overrepresented in the sample. Households in both private and social rented housing reported high rates of rent arrears and poor conditions; those in private housing were also more likely to live in homes with damp, to have moved in past year, and to be worried about a forced move in future. Overall, housing problems are widespread among food bank users; policy interventions are needed.

Does equality exist in the 21st century, or, are minorities still forced to fight for equality? In nineteenth century, Britain, racism was blatant in all spheres of cultural, social, and economic life to the point that it crossed over into literature and theatre. In 1978, UNESCO adopted the Universal Declaration of Human Rights. Forty years have since passed, but has it made any difference? Contemporary British playwright Debbie Tucker Green’s Eye for Ear (2018), staged at the Royal Court Theatre, reminds us that racism and inequality is still a key social-political issue. This three-act, avant-garde, colloquial play depicts how both African-Americans as well as Black British people still live with racism today. It also highlights racism’s linguistic and legal past. Tucker Green particularly focuses on the violent aspect of that racism through the lens of different characters: an academic, a black student, a black boy, and black parents. The play concludes with crushed hope, for it deduces that Caucasians both in the United States and in Great Britain still dominate practically every facet of society. This study will examine Green’s Ear for Eye, racial discrimination in the 21st century, and how Tucker Green projects her views upon her work through the theory of race and racism.

The New Deal marked a critical conjuncture of civil rights and welfare policy in American political development. During the Progressive Era, civil rights policy and social policy developed independently and often antithetically. While the American state expanded its reach in economic regulation and social welfare, laying the institutional and intellectual groundwork for the New Deal, policies aimed at protecting the rights of minorities progressed barely at all (McDonagh 1993). But with the Great Depression, the welfare and civil rights agendas came together powerfully. For African Americans, who had already been relegated to the bottom of the political economy, the Depression created even more desperate conditions, and issues of economic opportunity and relief became paramount. The African American political community pursued an agenda that linked advances in civil rights to expansions of the state's role in social welfare (Hamilton and Hamilton 1992).

Abstract. A number of scholars have noted a negative relationship between ethnic diversity and social capital or social trust, especially in the US. Evidence from other countries has been more mixed and sometimes contradictory. In this paper we provide the first Anglo-American comparative analysis of the relationship between neighbourhood diversity and social capital, and show how this relationship varies across ethnic categories. We apply multilevel structural equation models to individual level data from the 2000 Citizen Benchmark Survey for the US and the 2005 Citizenship Survey for Great Britain. The findings suggest that while for attitudinal social capital among Whites the negative underlying relationship with diversity is apparent in both countries, the effect is much weaker or reversed for minority groups. For structural social capital the negative relationship is apparent for minorities but not Whites, but this is mainly attributable to other neighbourhood characteristics.Résumé. Un certain nombre d'universitaires ont noté une relation négative entre la diversité ethnique et le capital social ou la confiance sociale, surtout aux États-Unis. D'autres pays, par contre, offrent des constats plus mitigés et parfois contradictoires. Dans cet article, nous présentons la première analyse comparative anglo-américaine de la relation entre la diversité du voisinage et le capital social et nous démontrons comment cette relation varie selon les catégories ethniques. Nous appliquons des modélisations par équation structurelle à multiniveaux à des données de niveau individuel provenant du Citizen Benchmark Survey de 2000 pour les États-Unis et du Citizenship Survey de 2005 pour la Grande-Bretagne. Les résultats démontrent que si, pour le capital social attitudinal, la relation fondamentale négative avec la diversité est évidente parmi les Blancs dans les deux pays, l'effet est cependant beaucoup plus faible ou renversé pour les groupes minoritaires. En ce qui concerne le capital social structurel, la relation négative est évidente pour les minorités, mais pas pour les Blancs, mais cette situation est principalement attribuable à d'autres caractéristiques du voisinage.

Abstract:
The article reveals development and essential changes of higher education in Great Britain in XX–XXI centuries. During last century Great Britain higher education system has changed dramatically – from elite higher education in the beginning of XX century, which was available for very small part of society, to mass higher education with variety of institutions and education programs. Nowadays there is almost half of Great Britain population (of certain age group) obtaining higher education certificate or diploma. The junction of XX and XXI centuries was signed with significant shift in the gender structure of higher education students: more women obtained fist university degree than men. Ten years later the same was recorded in higher degrees. The intense change of Great Britain higher education from elite to mass inevitably influenced the higher education finance sector. Great Britain used to cover all expenses of higher education from the budget. However, the financial crises occurred in the last decade of XX century, and the government was forced to seek for new financing models of higher education. First time in Great Britain higher education history the tuition fee was introduced. Striving to ensure the higher education accessibility for all social groups in Great Britain, the tuition fees were complemented with the grants and loans with special repayment (or without) conditions. Nevertheless, the financial reform, started in 1998, already was changed several times and has raised lots of critics. Along with the financial reform Great Britain deals with the higher education quality issues. There was no essential discussions about higher education quality in the beginning of the XX century as it was elite higher education. Moving to the mass higher education with variety of institutions and dramatically growing student number, the quality question becomes relevant. Despite the owning the largest number of worldwide level elite universities in Europe, Great Britain seeks to ensure the quality in all higher education institutions in the country. Therefore the Quality Assurance Agency for Higher Education was established. The Agency puts students and the public interest at the center of everything they do. Great Britain higher education quality policy is implemented basing on the Quality Code for Higher Education.

The subject of this research is the Russian-speaking community of Great Britain in the modern sociocultural context, which is traditionally characterized by distinct national, cultural and social disunity. The object of this research is the Russian world of Great Britain within the framework of modern Russian-British relations and sociocultural context of the country of residence. The attitude towards Russian-speaking immigrants from the former USSR republics was affected by multiple stereotypes. The current changes in foreign policy, deterioration of relations between the two countries, amendments to British legislation, Brexit, on the one hand, while economic cooperation and cultural exchange between the countries on the other hand, influence life of the community, forming a new context of being in a foreign cultural environment. The novelty of this research lies in the attempt to assess the impact of the ongoing social processes upon the image, public perception, and quantitative indicator of the Russian community in Great Britain, which is extremely relevant due to the absence of such data in the research literature. Based on the historical and analytical analysis of media materials, sociological surveys, legislative and diplomatic documents, it becomes evident that the number of Russian-speaking citizens who are ready to make Britain their place of residence has significantly reduced compared to the end of the previous century, and there are no prospects that this number would increase. The lifestyle these people is also undergoing changes due to the introduction of new laws in Great Britain. In the conditions of the overall deterioration of political situation, the contacts in economic and cultural spheres remain unchanged, creating a positive image of Russia in the eyes of the British people, as well as the presence of initiatives to improve cooperation between the two countries.

The ethnic problem had never before been such a pressing issue at the international level as it was in the initial post-war years, in particular, in the areas of Central and Southeast Europe. Based on post-war negotiations, the idea of international protection of national minorities was born, which was closely connected with the system of peace treaties concluded with defeated states. The submitted study uses unpublished sources of Czechoslovak (National Archives in Prague, Archives of the Ministry of Foreign Affairs in Prague) and British (National Archives in Kew) provenance, published sources and specialist publications to look at the complaints of national minorities to the League of Nations during the 1930s; specifically — at the petition of the Sudeten German Party in Czechoslovakia in 1936, which concerned an instruction from the Ministry of National Defence to companies intending to apply for state contracts about the ethnic composition of their employees. It uses this example to demonstrate the instrumental nature of Sudeten German Party policy, showing that it did not represent a real attempt at improving the living conditions for the German minority in the First Czechoslovak Republic but rather was a deliberate effort to increase the visibility of the political entity and to internationalize the issue of the cohabitation of Czechs and Germans in interwar Czechoslovakia. The study also demonstrates that another objective of the Sudeten German Party was to attract attention from Great Britain, which had been avoiding significant engagement in Central Europe.

The examination of a test case, the popular movement to abolish slavery, demonstrates that the insights of recent psychological research about moral judgment and motivated reasoning can contribute to historians’ understanding of why large-scale shifts in cultural values occur. Moral psychology helps to answer the question of why the abolitionist movement arose and flourished when and where it did. Analysis of motivated reasoning and the just-world bias sheds light on the conditions that promoted recognition of the moral wrongfulness of chattel slavery, as well as on the conditions that promoted morally motivated social action. These findings reveal that residents of Great Britain and the northern United States in the eighteenth and nineteenth centuries were in an unusually good position to perceive, and to act on, the moral problems of slavery. Moral psychology is also applicable to other social issues, such as women’s liberation and egalitarianism.

The article concentrates on the issue of Hungarian education reforms brought about by radical political changes, in particular, the country’s admittance to the European Union. The paper outlines priorities in educational process transformation, as well as risks emerging in the system of teacher education and lifelong learning. The challenges associated with our times transform the teacher’s consciousness, shiftingfocus to the mandatory use of information technology, the activation of students’ information mobility, and the detailed analysis of employers’ requirements. The study reveals the Hungarian government’s key activities in relation to the socialization of the Roma minority and other national minorities compactly residing in Ukraine. The research illustrated educational resources used to train teachers at educational institutions to instill tolerance and mutual respect. The 2020s’ are marked by powerful globalization and political factors penetrating all spheres of social life. The dynamic formation of the civilized information society is accompanied by a number of contradictions and conflicts, the strengthening of social ties, and changing living conditions (R.ti, 2009), (V.g. and Vass 2006). Despite numerous methodological and conceptual studies, the issues of updating the modern teacher’s training to enableteachers to train and educate students and adequately react to challenges imposed by digitalization remain open. In this respect, the experience of European states that successfully carried out a number of educational reforms is of great scientific interest and deserves to be systematically studied, popularized and introduced into the domestic educational system. One of such countries is Hungary, which borders on Ukraine both territorially and functionally (Transcarpathia is compactly inhabited by Hungarian national minorities). The aim of the article is to substantiate the essence of the key educational reforms in Hungary and to identify the risks and priorities brought about by transformational changes in the country.

Eurostat and the Central Statistical Office (GUS) forecasts predict that the demographic aging rate will have doubled by 2050. The consequence of this situation will be an increasing death rate and a dynamic increase in the demand for space for depositing corpses and remains. Nowadays, no research has been conducted on the social infrastructure of burial nature. That is why the aim of the research, which results presents this article, was to determine the resource in the aspect of mentioned above infrastructure by voivodeships (number and distribution of cemeteries, crematoria, number of deaths, new cemetery investments). This research has been based on the data provided by the Local Data Bank, Polish Funeral Association, the District Sanitary and Epidemiological Stations, National Heritage Board of Poland and the Cremation Society of Great Britain. The results indicate regional differences in the development of burial facilities. In addition, the research allowed to determine the conditions and changes in the aspect of functioning of cemeteries and crematoria in Poland.

Abstract:
The article deals with the identification of a person’s communication abilities in social practice and in the Internet-related areas. Over the years, intercultural communication has attracted great interest among scientists. Numerous studies have been conducted on various aspects of its formation. In the process of this research the necessary conditions for the effectiveness of pedagogical communication have been presented. The nature of teacher-student behaviour and their social interaction allowing them to cooperate harmoniously with each other have also been identified. The article analyses in detail three directions in the study of the main purpose of intercultural communication: the specificity of culture, culture as a whole and intercultural interaction. Currently, modern cultures are losing their originality and isolation, and the boundaries between them are increasingly blurring and disappearing, so this study focuses on communication through social networks. The need for effective use of social networks to adapt minorities and immigrants to the new culture and to present them as a cultural phenomenon is stressed.

What did the public think about public health reform in mid-Victorian Britain? Historians have had a lot to say about the sanitary mentality and actions of the middle class, yet have been strangely silent about the ideas and behaviour of the working class, who were the great majority of the public and the group whose health was mainly in question. Perhaps there is nothing to say. The working class were commonly referred to as ‘the Great Unwashed’, purportedly ignorant and indifferent on matters of personal hygiene, environmental sanitation and hence health. Indeed, the writings of reformers imply that the working class simply did not have a sanitary mentality. However, the views of sanitary campaigners should not be taken at face value. Often propaganda and always one class's perception of another, in the context of the social apartheid in Britain's cities in the mid-nineteenth century, sanitary campaigners' views probably reveal more about middle-class anxieties than the actual social and physical conditions of the poor. None the less many historians still use such material to portray working-class life, but few have gone on to ask how public health reform was seen and experienced ‘from below’. Historians of public health have tended to portray the urban working class as passive victims who were rescued by enlightened middle-class reformers. This seems to be borne out at the political level where, unlike with other popular movements of the 1840s and after, there is little evidence of working-class participation in, or support for, the public health movement.

The article deals with history of interrelations between political centre and Celtic fringes of Great Britain in modern and contemporary times. As soon as nationalist movements in Celtic fringes became more active from the mid 1960s, the need appeared to analyze the history of interrelations between central power and Celtic regions in order to understand causes of Celtic people’s striving for obtaining more rights and even state independence. The article ascertains that attitude of central power to Celtic fringes was complicated by ethno-cultural differences between Englishmen and Celtic people, which resulted in discrimination of Scotland, Wales and Ireland by London's policy towards Celtic regions. Since British industrialization evolved the central power in Great Britain, it created conditions for balanced comprehensive development of industrial economy only in English counties, whereas Celtic regions were permitted to develop only branches of economic activity which were non-competitive to English business. The level of people’s income in Celtic fringes was always lower than in English parts of Great Britain. There was an established practice that English business dominated in Celtic regions and determined the economic development of Celtic regions. The English as distinct from Celts had prior opportunities to be engaged on more prestigious and highly paid positions. Celtic population’s devotion to preservation of their culture and ethno-cultural identity found expression in religious sphere so that Nonconformity and Presbyterianism accordingly dominated among Welshmen and Scotsmen. Political movements in Celtic fringes put forward ethno-cultural demands rather than social class ones in their activities. During the first half of the XX century the opposition between Celtic fringes and central power in Great Britain showed that in parliamentary elections Celtic population gave their votes mainly for the members of Labour Party. From the mid-1960s nationalist movements in Celtic fringes became more active. They began to make slogans of political independence. The author of the article comes to conclusion that interrelations of central power in Great Britain towards Celtic fringes can be adequately described by notions of I. Wallerstein’s world-system analysis and M. Hechter's model of internal colonialism.

The coronavirus Covid-19 pandemic has disrupted social stability in many countries around the world. This has consequences for sustainable development. In a situation of stability, two competing pillars of sustainable development: the economic and the environmental one, are in the lead – as long as the basic needs of most people are satisfied. In the conditions of instability, the social pillar begins to dominate, pushing the economic and environmental pillars to the background. The fight against the pandemic is or has been carried out in different countries in different ways. We can talk about the Chinese, Taiwanese, or European models, among others. In the United Kingdom, the laissez-faire model was used for a short time. This was an interesting strategy (though a very risky one) that attempted to reconcile different pillars of sustainable development in the face of crisis, seeking a compromise between health considerations, social situation, and the requirements of the economy. However, this approach was quickly rejected under the influence of public opinion, the media and scientific authorities. In the situation of impending crisis, the social pillar began to dominate. The dilemma economy vs. security was resolved according to the hierarchy of needs (with security being a more basic need). This is a tip for the future – for social policy and planning in times of stability. In a situation of deep biological crisis (as opposed to economic crises), the social factor comes to the fore in the end, at the expense of all others. Within the social factor, the hierarchy of goals will be established according to the hierarchy of needs.

British society realizes that education is very important for everyone to be more responsible. In fact, social relations that were conducive to change become individuals during war. The Napoleonic war had a negative impact on the life of British society, especially on psychological conditions and economic development. In conclusion, Britain's socio-economic life was destroyed after the war. All economic sources such as industry, agriculture and factories are getting worse. The author examines the policies and treatment of children institutionalized during and after the communist regime, the adoption policies for these children, the human rights claimed in the name of these children, and the ecology of disabilities in Romania. Institutionalized children fell into three categories: children who had one or more minor to severe disabilities, children who had been abandoned, and children who were part of ethnic minorities, especially the Roma. The author reviews the literature on these topics and adds her own perspective, as a Romanian special education teacher and researcher. While during communism, institutionalized persons were invisible to the public and kept in inhuman conditions, after communism, increased awareness about the situation in state institutions and about disabilities and human rights in general led to the adoption and implementation of new disability-friendly policies. Currently, there is increased advocacy for the rights of the people with disabilities, although great challenges remain.

Standard accounts of unemployment protection and labour market policy reform tend to put France and the UK at opposing ends of the spectrum of values and policy directions in Europe. British efforts in the 1990s of switching emphasis from ‘passive’ benefit payment towards promoting participation in ‘active’ programmes of labour market integration are widely understood as a product of liberalism, individualism and increasing labour market flexibility, introducing a degree of workfare into the overall structure of unemployment support. By contrast, in France the resistance of traditional values and a ‘social treatment of unemployment’ are often portrayed as having put a brake on labour market reform and retrenchment of unemployment protection. After a reflection on the respective national discourses, the article challenges this view and points to a more complex reality that includes not only acknowledgement of labour market differences but also trends of convergence and counterintuitive developments. Secondly, it claims that in the 1990s Britain and France have both moved increasingly towards an unemployment policy based on activation, but in forms which reflect, to a great extent, different political incentive structures. The political implications of differentially institutionalised interests have in this way driven unemployment policy in different, but not opposing, directions. Recognition of this more nuanced reality should enable a better theoretical understanding of the social and political conditions for successful activation policies.

In 1738, the English evangelist George Whitefield traveled to the new colony of Georgia intending to establish “a house for fatherless children.” Inspired by both August Hermann Francke, the German Pietist who had great success educating and maintaining poor orphans in Halle, and by charity schools established in Great Britain, Whitefield's orphan house and charity school, named Bethesda, opened its doors early in 1740. For years, Whitefield devoted himself tirelessly to ensuring the success of the Bethesda school, preaching throughout Britain and North America on its behalf. Whitefield's preaching tour on behalf of his beloved Bethesda is well known for its role in catalyzing the religious revivals known collectively as the Great Awakening. The tour also marked an important shift in the history of education in America. News of the establishment of the orphanage at Bethesda coincided with new efforts to school the poor throughout the colonies. Drawing on both the British and German models of charity schooling that were highly influential for Whitefield, eighteenth-century Americans began or increased commitments to charity schooling for poor children. But the European models were not adopted wholesale. Instead, local administrators of the schooling experiments deviated from these models in a striking way. In America, elites offered some children the opportunity for extensive charity instruction, but not necessarily children at the bottom of the social hierarchy. This article will argue that the execution of these charity schooling programs was contingent upon local social conditions, specifically what appears to have been local elites' desire to maintain a certain social order and ensure a continued supply of cheap labor.

Abstract Some nineteenth century writers like the Scottish born poet William Golder, used the term ‘the Great Britain of the south’ as a description of his new home. He was not alone in this characterisation. There were of course other possible perspectives, not least from the Māori point of view, which these British writers inevitably fail to capture. A third reality was more specific to lawyers or at least to those caught up in the legal system. The phrase ‘the Great Britain of the south’ fails to capture the complexity of the way that English law was applied in the early colony. The law administered throughout the British Empire reflected the common law origins of colonial legal systems but did not mean that the law was identical to that in England. Scholars have emphasised the adaptability of English law in various colonial settings. New Zealand contract law of this time did draw on some English precedents. The early lawyers were steeped in the English legal tradition. At the same time, English authorities were used with a light touch. The legal and social framework within which contract law operated was also quite different. This meant, for example, that mercantile juries were important in adapting the law to local conditions. Early New Zealand contract law provides a good example of both the importance of English law in a colonial setting and its adaptability.

AbstractLabour emigrants in the nineteenth century had ever-increasing access to a global employment market. Many of those who left Great Britain looked beyond Europe, to the British Empire and the United States. They took advantage of improvements in transportation, and followed a wide variety of occupations. Decisions to emigrate were often shaped by their involvement in trade unions and were based on concerns about living standards and working conditions. This study considers a selection of globetrotting British settlers and sojourners who went to Canada, the United States and Australia between 1815 and the 1880s. The article analyses the historiography of labour migration; carries out an empirical study constructed around four pieces of analytical scaffolding; and closes by identifying recurring threads in the multi-hued tapestry of labour emigration, highlighting how concerns and traditions about recruitment, wages and working conditions, which had emerged in the nineteenth century, created legacies that persisted into the period after the First World War.

This paper compares the cognitive test scores of children in Great Britain and the United States in vocabulary, reading, mathematics, and memory of words and numbers. Children aged 5–9 years in Britain systematically outperform their US counterparts on reading and mathematics tests, while children aged 10–14 years show far fewer differences. In most comparisons for white children aged 10–14 years, there are no statistical differences in the distributions of test scores between the British and United States children. The explanation for the observed differences between the younger children in the two nations in reading and mathematics may be the earlier age of entry into formal schooling in Britain. The similarity of the observed skills of the older children in the two nations, given the differences in social and economic conditions experienced by those children, challenges the notion that these differences are critically important in the children’s cognitive development. The six tests used in this study are the Peabody Picture Vocabulary Test, subsets of the Peabody Individual Achievement Test in reading and math, the Wechsler Memory for Digit Span, and a subscale of the McCarthy Scale for Verbal Memory.

The Object of the Study. Living standards and quality of life of the population in Great Britain. The Subject of the Study. The Brexit. The Purpose of the Study is exposing the impact of the Brexit on the living standards and quality of life in the country. The Main Provisions of the Article. Following a June 2016 referendum on continued European Union membership in which 52% voted to leave and 48% voted to stay the UK government announced the country's withdrawal from the EC (Brexit). In March 2017 it formally began the withdrawal process. The withdrawal was delayed by deadlock in the UK parliament. Having failed to get her agreement with the EC approved, Theresa May resigned as Prime Minister in July 2019 and was succeeded by Boris Johnson, an active supporter of the Brexit. An early general election was then held on 12 December. The Conservatives won a large majority. As a result, the parliament ratified the withdrawal agreement, and the UK formally left the EU on 31 January 2020. This began a transition period that is set to end on 31 December 2020, during which the UK and EU will negotiate their future relationship. The first round of negotiations between London and Brussels began in March 2020. The author investigates the consequences of the withdrawal of Great Britain from the EC on the living standards and quality of life, economic situation, labour market, social policy of the government. in this country. It analyzes on the impact of the Brexit on the major elements of human capital: education, science, health, living conditions, ecology. It found that short-term forecasts of what would happen immediately after the Brexit referendum were too pessimistic. Nowadays it is very difficult to give an accurate estimate of the future effect of the Brexit on cost of living in Great Britain – many essential issues in the relations between the UK and the EC remain open. Besides, the coronavirus crisis and lockdown measures may cause the grave damage to growth and jobs. Much evidence shows that in the medium- and long-term leaving the European Union damage the British economy and thus reduce the UK's real per-capita income level and may adversely affect jobs and earnings, income and wealth, life expectancy, education and skills, academic research, health status, environmental quality and subjective well-being in the UK. Finally, the author analyses the impact on the economic and social life in Great Britain of different Brexit scenarios after the end of the transition period. The consequences will differ sharply depending on whether the UK does a Soft or Hard (no deal) Brexit.

The role of domestic policy in solving of inter-regional conflicts and counteracting secessionist processes are disclosed in the article. A mixed populatіon in any area can live either in peaceful coexistence and political stability or in violent conflicts. This is mostly dependent on the internal ethnic policy. Variety of the government’s reactions to the strengthening of centrifugal tendencies in some regions are explored; among which the approval of separatist demands, the advancement of conditions of underprivileged minorities, adoption of “asymmetric federalism”, allowance for minorities to participate in politіcal debate through parliamentary voting, referendums, etc., establishment of a confederation with only limited links between countries are distinguished. Another way to solve regional conflicts is to create a “multinational federation.” The main features of the state policy of the European Union’s countries which have regions with high potential secessionist conflict are analyzed. The necessities of a balanced domestic policy of the government to prevent the escalation of internal contradictions are emphasized. The influence of the form of government on minimizing of inter-regional conflicts is investigating. After correlating data about current regional conflicts and the forms of government of the hosting countries, it was found that the form of government (from unitary to federalism) is not the only decisive factor for solving of regional conflicts. However, taking into account the historical, cultural, linguistic, economic factors, it is important to understand that political mechanisms can give an initial impulse, the first impetus to resolve the conflicts. Therefore, political factors are some of the key one in regularizing of secessionism. Moreover, examples of the successful resolution of regional conflіcts by particular European states are considered. Experience of an effective resolving of regional conflicts in western European countries showed that in all the cases (Switzerland, Germany, Spain and Great Britain) the mechanisms of the institution of parliamentarism and solving of the language issue were used. The geographic decentralization policy of the supreme power (Germany) and legitimization of government decisions through referendums (Switzerland) are equally effective.

It is noted that the economic development of the Russian Federation takes place in the conditions of digitalization of the economy, the construction of an innovative type of economy with the subsequent transition to a new technological order. It is established that the goals of innovative development and the results to which the economy should come are legalized in the decree of the Government of the Russian Federation and, therefore, are mandatory for implementation. It is stated that achieving the goals of innovative development requires the development of an appropriate economic theory, the methodology of which is based on an interdisciplinary approach to the analysis of economic relations. It is argued that the neoclassical economic theory, which uses mathematics and econometrics as a tool for constructing theoretical models and verifying their validity, cannot be recommended for further use as a scientific basis for the digitalization of the economy and its development as an innovation-type economy. It is proposed as a scientific basis for building a new economic policy of the state in the conditions of digitalization of the economy to apply institutional economic theory as a scientific basis that meets the modern requirements of economic development, the methodology of which involves taking into account in the course of economic analysis various aspects of social interaction directly or indirectly capable of influencing the behavior of economic agents. A brief analysis of the publications of Russian scientists in the field of institutional economic theory is carried out, it is concluded that the basis for the development of Russian institutionalism are the scientific achievements of scientists from the USA and Great Britain, but, due to the fact that the scientific achievements of foreign scientists are based on the study of the institutional environment of the USA and Great Britain, which differs in fundamental aspects from the institutional environment of the Russian Federation, the conclusion is made about the need to adapt institutional economic theory to the Russian institutional environment. Proposals are made to carry out priority measures for the development of institutional economic theory corresponding to the political, legal and other social characteristics of the Russian Federation.

In the burgeoning literature on war memorials and the commemoration of the war dead in Britain after 1918, the growth of village halls in rural areas has not been extensively analysed. K.S. Inglis has alerted us to the dichotomy of monuments to mourn the dead and amenities to serve the living. He noted that where a preference was made for utility over monumentality, local war memorial committees did not confine their attention to commemorating those who died on active service and made the Great Sacrifice, but also had in mind those who served and returned. The complex locally-determined processes of negotiating ways which would bring solace or comfort to the bereaved, through the creation of an object of mourning, has been examined with great care and detail, but analysis of urban-centred initiatives predominates.Consequently, the linkage which might be made between the experience of war and the participation of ex-servicemen in village war memorial debates, the demise of old elites and the quest for improved social and material conditions in rural areas, the diminishing support for parish churches as the focal point of community life and the emergence of undenominational social centres, all point towards the need for further examination of the proceedings of local committees, where parish records allow. As British participation in the Great War contained the powerful rhetoric of a religious crusade and was not connected to the improvement of social conditions until the publication of war aims in January 1918, many committees gave priority to the creation of sacred objects of mourning, with much use of exhortatory moral language and Christian iconography.

A large-scale reformation of Ukrainian schooling aimed at organizing modern educational process more efficiently and providing better services, thereby enhancing the competitiveness of each individual school and the education system as a whole, can benefit to a great extent from significant foreign experience. The article focuses on notable productive restructuring of British secondary education, which resulted in the essential raising standards in this sphere of the last decades, and therefore can be of special interest for Ukrainian educators. An attempt is made to analyze general results of structural reforming of secondary education in Great Britain at the end of ХХ – the beginning of ХХІ century. The possibilities of their creative implementation in Ukrainian schooling are considered. The investigation presupposed the use of the following methods: generalization , analysis, synthesis, comparison and generalization in the process of education documents study; typological and component analysis methods to define the specific activity of innovative schools in Britain; method of scientific extrapolation to define the innovative potential of British reforms for further development of Ukrainian secondary education. One of the major factors of successful reforming of secondary education in Great Britain is the consistency of schooling policy during the chain of political cycles. The awareness of British statesmen of the necessity to follow the consistent continuity of reforming processes is pointed out. The analysis of practical results of British education reforms reveals a range of perspectives for Ukrainian schooling: extending diversification in secondary education, developing a more diverse spectrum of schools with equal access to education and social justice; practical implementing of personalized studying; extending innovative school network (a complex of educational establishments united by the common innovative idea and activity which is aimed at the increase of the teaching and educational process efficiency); considering networks as an effective way of innovative educational development management under the conditions of the decentralization processes; transforming schools into the centre of community life by means of extended educational and social services. Further research of the issue can be focused on the problems and results of implementing the policies of the DfE's White Paper 'Educational excellence everywhere'.

The objective of the article is to present the complexity and diversity of methodical approaches to study the quality of life, including the category of happiness. An attempt was made to quantify the subjective quality of life based on Polish research, among others, Social Cohesion Research (BSS, conducted since 2011), European Survey of Living Conditions (EU-SILC, since 2005) and Social Diagnosis (DS, from 2000) and international research, among others Gross National Happiness (GNH, from 1972), European Quality of Life Survey (EQLS, since 2003), European Social Survey (ESS, since 2002) and Measurement of National Welfare, implemented by the Office for Nation-al Statistics in Great Britain (ONS, from 2010). The analyzes carried out show that the researchers did not accept one valid definition of happiness; there is also no one way to measure it. Common approaches to studying the problems of happiness include the conviction that the quality of life and the sense of happiness of citizens are the same priority as measurable economic problems.

One of the basic characteristics of the social conditions that marked political life in the Arab states in the 1920s, 1930s, and 1940s was the complex relationship between the politicians from among the elites of traditional notables of the Fertile Crescent cities and theeffendiyya, or Westernized middle stratum. These elites consisted not only of traditional notable families, but also of families newly risen since the Tanzimat reforms in the 19th-century Ottoman Empire. Since the end of World War I, these elites had stood at the center of the new states established by the Western powers—Great Britain and France—and it was now the politicians from within those elites who headed the struggle of those states for independence. This relationship, as well as the character of the elite of notables and theeffendiyya, constituted an important element in the social conditions characterizing the political and ideological environment in which the Iraqi politicians from the elite of notables had operated, and in which Arab nationalism and Pan-Arab ideology became a highly influential factor.

Abstract The anarchist movement utilizes non-statist and anti-statist strategies for radical social transformation, thus indicating the limits of political opportunity theory and its emphasis upon the state. Using historical narratives from present-day anarchist movement literature, we note various events and phenomena in the last two centuries and their relevance to the mobilization and demobilization of anarchist movements throughout the world (Bolivia, Czech Republic, Great Britain, Greece, Japan, Venezuela). Labor movement allies, failing state socialism, and punk subculture have provided conditions conducive to anarchism, while state repression and Bolshevik success in the Soviet Union constrained success. This variation suggests that future work should attend more closely to the role of national context, and the interrelationship of political and non-political factors.

He had died ignominiously and swiftly of pneumonia following measles, without ever having gotten any closer to the Yankees than the camp in South Carolina.(Mitchell 1960 [1936])Writing for an American audience in the 1930s, Margaret Mitchell was able to dispatch the husband of Scarlett O’Hara with a certain irony. By then measles had become a childhood disease that was seldom fatal. During the nineteenth century, however, measles was not so lightly dismissed. Epidemics in populations with high proportions of susceptible individuals could be dangerous indeed. This article traces the history of measles in South Africa, showing how political and economic changes temporarily produced conditions that led to a devastating epidemic during the Boer War (1899–1902). It then compares the history of measles in South Africa with that in Great Britain and closes with a discussion of the relationship between human and biological causes in the history of the disease.

Aim and tasks. The purpose of the publication is to summarize United Kingdom practices in the management of intellectual resources of innovatively active enterprises. Results. The purpose of the United Kingdom science and innovation policy is to develop the professional skills of the population, to organize world-class research and education, to apply knowledge and skills to develop a competitive economy. The established network of science and innovative policy management entities is in line with the open innovation demand model, which implies the establishment of effective cooperation between universities, business organizations, suppliers, consumers. The generalized model of organizational and economic mechanism of regulation of intellectual resources of innovatively active enterprises personnel as knowledge-intensive sociocentric networks is presented in the form of a structured system focused on the behavioral aspects of the activity of subjects of production of new knowledge of means of regulatory and indicative influence on the configuration of regulatory objects that are subordinated to the sub-system in the conditions of global competition. Conclusions. To fully meet the requirements of innovating the organizational and economic mechanism regulation of intellectual capital’ innovatively active enterprises corresponds to the incorporation into the toolkit of realization of the purpose and tasks of development of the means of forecasting the future state, structure, prospects of increasing the value of its elements. This trend of modernization provides an opportunity to increase intellectual capital through the introduction of Foresight procedures for analysing the impact on it of scientific and technological innovations, formulating and modernizing the mission of forecasting inclusive social capital, comprehensive specification of the regulatory sector, taking into account economic macro and mesoscenarios. At the same time, the proposed means increase the degree of scientific substantiation of the processes of regulation of enterprise development by implementing the analysis of alternative scenarios of intellectual capital growth of innovatively active ecosystems of microeconomic level, open the possibility of developing technological roadmaps for the implementation of targeted programs for long-term research, long-term research development of themes and programs for the implementation of applied social technologies at the request of stakeholders.

In this study we aim to study in what way the Strength of motivation of the Romanian medical students has been influenced by harsh economic conditions that led to a massive migration. We conducted a cross-sectional study on a sample size of N=1516. We applied The Strength of Motivation for Medical School-Revised (SMMS) questionnaire and a questionnaire that examines the opinion of the students about migration. The mean value of motivation was 48 (maximum score is 75), 85% of the students have the intention to migrate. The determining factor of studying medicine abroad that correlates significantly with the Strength of motivation is represented by the better work conditions. Students studying in the South of the country want to practice primary in France, students in the North West and in the Center choose to practice medicine in Germany, and students from the East would like to go to Great Britain. The students with a high Strength of motivation are driven by the desire of the students to practice medicine abroad. Higher salaries don’t represent the principal factor for leaving the country. The percent of 85% of the students aiming to practice medicine abroad, represent a concerning result for all of us because it took the form of brain drain.

AbstractResearch demonstrates that diaspora movements play a powerful role in contentious politics and social change in their homelands under a range of conditions. However, few have systematically explained the conditions that facilitate diaspora movements’ “voice” after “exit” across cases or over time. The article addresses this shortcoming by explaining how and to what extent diaspora movements became auxiliary forces for anti-regime rebellions during the Arab Spring. Using data that include 239 original interviews on Libyan, Syrian, and Yemeni mobilization from the US and Great Britain, the analysis finds that only some diaspora groups played a sustained, full-spectrum role in their home-country’s rebellion by broadcasting their allies’ claims, remitting resources homeward, representing the rebellion to external audiences, brokering between parties, and volunteering on the front lines. The article then demonstrates how differences in (1) the rebellion’s needs, (2) geopolitical support, (3) activist resources, and (4) access to the front lines produced variation in auxiliary activism by national group, host-country, and over time. In so doing, the article contributes to theories of transnationalism, social movements, diaspora politics, and cross-border contentious politics more generally.

By the turn of the twentieth century the west of Ireland had become a geographical expression synonymous with poverty and destitution. Whilst in the eighteenth century Connacht was regarded as inaccessible, it was not considered to be overpopulated, hungry or poverty-stricken. Its economic and social condition began to change for the worse in the nineteenth century. From 1816-17 onwards the western seaboard was affected more and more severely by a series of famines and localised distress and typhus. Hardship on the islands off Mayo and Galway was so severe in 1822-3 that London philanthropists set up a committee to launch a large-scale relief programme. The committee blamed the distress on potato failure, ‘want of employment’, high rents and low agricultural prices.The deterioration in economic and social conditions is considered to have been exacerbated by the equalisation of the currencies of, and the removal of tariffs between, Ireland and Great Britain in the mid 1820s. Some rural industries, like textiles, glass and kelp-production, were wiped out. The resistance of the western economy to natural disaster was thereby severely weakened. The western isles were hit badly by the distress of 1835 and even more so by the Great Famine ten years later. Rents remained high whilst incomes fell.

This article draws on research with adult sex workers in indoor settings in Great Britain to explore diverse forms of self-employment, employment relationships and small business development, set within the context of changes to the wider economy. It considers how external constraints such as the legal context, social stigma and dominant policy discourses can impact on sex workers’ autonomy and actively work against their safety and wellbeing. The article argues that broad policy and legal approaches which fail to recognise the complexity of sex work constrain sex workers’ opportunities for business development and improvement of their working circumstances. It suggests the need for recognition of sex work as legitimate labour, as a prerequisite for policy changes to support sex workers and pave the way for improved working conditions, not only in managed settings but also facilitating collective arrangements and independent lone working.

Pharmacists are increasingly moving into complex areas of practice, a move supported by policy and education/training changes. Aim To understand the nature of extended roles for pharmacists practising at an advanced level in primary care and community pharmacy settings, to explore how clinical and physical examination was incorporated into practice and to understand the impact of providing such examination on practice and on patient relationships. Method Telephone interviews (N = 15) were conducted with a purposive sample of pharmacists using clinical and physical examination in their practice in Great Britain. The sample included primary care pharmacists (N = 5), community pharmacists (N = 4), pharmacists working across settings (N = 5) and one working in another primary care setting. Participants were recruited through professional networks, social media and snowballing. Results Primary care pharmacists and community pharmacists were utilising clinical and physical examination skills in their practice. Some community pharmacists were operating locally-commissioned services for low acuity conditions. Incorporating such examinations into practice enabled pharmacists to look at the patient holistically and enhanced pharmacist/patient relationships. Barriers to practise included lack of timely sharing of patient data and perceived reluctance on the part of some pharmacists for advanced practice. Conclusion With growing opportunities to provide patient-focussed care, it remains to be seen whether pharmacists, both in Great Britain and elsewhere, are able to overcome some of the organisational, structural and cultural barriers to advanced practice that currently exist in community pharmacy.

Purpose This study aims to conceptualise how the occupational socialisation of young chefs is conducted in Michelin-starred restaurants in Great Britain and Ireland; the key role of banter and bullying in this process is explored and critically discussed. Design/methodology/approach This qualitative research critically discusses the data from 54 in-depth, face-to-face interviews with male and female Michelin-starred chefs in Great Britain and Ireland. A flexible interview guide was used to ensure all key areas, and topics discussed earlier in the literature review were covered. The rich data from the interviews were categorised in four different themes. Findings Drawing upon the fieldwork, fresh insights into the social structures, processes and group dynamics which underpin the socialisation process of young chefs are revealed in the participants’ own words. Four areas emerged from the usage of thematic analysis: occupational status, discipline and hierarchy in kitchen brigades, gender segregation in kitchen brigades and the role of banter and bullying in occupational socialisation. Research limitations/implications This study generates empirical data that inform contemporary debates about the role of banter and bullying in the occupational socialisation process of new members in Michelin-starred restaurants. A conceptual framework on the process of occupational socialisation in Michelin-starred kitchen brigades in Great Britain and Ireland is also provided. Practical implications The findings of this study suggest that banter and bullying are deeply embedded in chefs’ occupational culture; they also play a key role in the process of induction and occupational socialisation of the new recruits. In addition, gender segregation was found to be a persistent problem in commercial kitchens – young female chefs have to endure the same harsh conditions during the induction and occupational socialisation process. A recommended course of action to eradicate this phenomenon involves HR professionals, hospitality managers and the Michelin Guide. Originality/value The understanding of chefs’ induction and occupational socialisation is deemed crucial for successful hospitality operations; nevertheless, this still remains an under-researched area. This study is unique in terms of scale and depth; it is expected to provide useful insights in both theoretical and practical perspective, regarding the induction, socialisation and eventually, retention of young chefs in Michelin-starred restaurants.

The following paper deals with the views of the ambassadors of the USSR, the USA and Great Britain, expressed in telegrams for foreign affairs agencies. Rolling the world to a new global confrontation, the aggressive rhetoric of each participating country, specific actions to build up political and military capabilities required some kind of balanced assessment from experts who were well-versed in the political and social development of states that appeared after the Second World War on different sides of the barricade. In addition, the third world acquired special importance in the new conditions. The disintegration of the colonial system opened great prospects for each of the great powers. Therefore, besides the analyses of prospects and characteristics of relations between the USSR and Western countries, diplomats in their analytical reports affected the prospects for the development of the former colonies, as well as tried to forecast the actions of the probable enemy and the closest allies, comprehended the existing contradictions on this issue and tried to give some assessment, propose solutions to these problems. Considering the influence of the telegrams analyzed in the framework of this study on the formation of the Cold War, conclusions are drawn about the impact of assessments expressed by diplomats on the development of relations with the countries of the third world. The analysis of J. Kennan, N. Novikov and F. Roberts notes shows the difference in the approaches and understanding of each country, both its opponents and its allies, a different view of the process of decolonization and its prospects. The paper is based on the sources on the diplomatic history of the Cold War and on some references on the topic.

Numerous tree planting initiatives have been launched worldwide, based on the idea that carbon capture by trees can help to limit global warming. A recent study estimated the additional tree canopy cover that could be established given the growing conditions in every square kilometre of land on earth that is not already forested, urbanised, or used for crop production. It reported a total “tree restoration potential” of >900 million ha worldwide and identified hotspots where opportunities for tree planting initiatives may be the greatest. With the potential for an estimated 4.2 million ha of additional canopy cover, one such hotspot is Great Britain. We quantify the extent of habitats, land uses, and protected areas that would be impacted by tree planting on this scale in Great Britain and discuss the potential social–ecological trade-offs involved. Our findings show that realising the “tree restoration potential” would mean a considerable upheaval for the British landscape with 30–50% of ecologically valuable habitats lost and a reduction of 44% in the area of improved grassland. Up to 21% of land protected by law for its ecological, scientific, scenic, or cultural value would be impacted. Importantly, we demonstrate that an alternative approach based on increasing tree canopy cover by up to 20% in urban areas and on cropland could make a substantial contribution to tree planting targets, potentially offsetting losses elsewhere. Such shifts in the structure and function of the British landscape will depend on deep changes in the food system, evidence-based decisions about which existing habitats to protect, and a long-term commitment to tree planting and maintenance.

The purpose of the article is to trace the formation and development of Afrikaner nationalism, which played an important role in the political life of the Union of South Africa in the first third of the 20th century; to find out the origins of the formation of Afrikaner nationalism and what factors influenced this formation; to analyze which groups of the white population of the Union of South Africa were close to the ideas of Afrikaner nationalism, to show how Afrikaner nationalism diverged from other ideologies in the Union of South Africa and how it influenced the political life of the dominion, how it influenced the relations of the Union of South Africa with Great Britain and, consequently, the formation of the British Commonwealth. The relevance of the topic is due to the fact that nationalism is still an ideology that unites various social groups in many countries of the world. The conditions for the formation of Afrikaner nationalism are similar to the conditions for the formation of nationalism of other ethnic groups.

Крупнейший город и порт Соединённого Королевства Великобритании и Ирландии одним из первых ощутил на себе все негативные последствия промышленного переворота, урбанизации и миграции населения. Как и многие другие города Великобритании, Ливерпуль фигурировал в прессе, медицинских, статистических и парламентских отчётах, как город подвалов, центр массовой миграции, трущоб, высокой смертности населения, отсутствия санитарно-технических норм и антисанитарии. Парламентские расследования и пресса указали на Ливерпуль, а также Вулверхемптон, Глазго, Дублин, Лидс, Лондон, Манчестер, Шеффилд, как города, где необходимо первоочередное проведение социальных реформ. В середине XIX в. в эпоху королевы Виктории Ливерпуль израсходовал значительные суммы денег на решение проблемы антисанитарии, уборки и мощения города, водоснабжения и освещения, жилищную реформу, организацию прачечных, общественных бань, библиотек, парков. The article examines the features of Liverpool's social development in the context of its role in the domestic politics of Great Britain in the era of Queen Victoria. The largest city and port of the United Kingdom of Great Britain and Ireland was one of the first to feel all the negative consequences of the industrial revolution, urbanization and population migration. Like many other cities in the UK, Liverpool appeared in the press, medical, statistical and parliamentary reports as a city of basements, a center of mass migration, slums, high mortality, lack of sanitary standards and unsanitary conditions. Parliamentary investigations and the press have pointed to Liverpool, as well as WolverHampton, Glasgow, Dublin, Leeds, London, Manchester, Sheffield, as cities where social reforms are needed as a priority. In the middle of the XIX century in the era of Queen Victoria, Liverpool spent significant amounts of money on solving the problem of unsanitary conditions, cleaning and paving the city, water supply and lighting, housing reform, the organization of laundries, public baths, libraries, and parks. The pioneers of municipalization and health care in Liverpool were Dr. William Duncan, S. Holm, J. Thinn. Prior to the introduction of the National Public Health Law of 1848, Liverpool initiated the Institute of inspection and sanitary doctors, housing reform, and systematic state intervention in solving social problems.

The research is based on the features of the influence of interethnic relations on the development of cross-border cooperation. It is noted that, provided effective ethno-national policies are implemented, multi-ethnic border regions have the advantage that national communities facilitate cross-border cooperation, and they often act as intermediaries in inter-regional relations. It has been proven that interethnic relations have a significant impact on the development of cross-border cooperation, in particular the importance of local authorities and national governments, which have a significant role to play in the issues of inter-ethnic relations in the region. It is argued that in the development of cross-border cooperation, greater emphasis should be placed on programs and projects aimed at improving the coexistence and development of national minorities in the border regions where they are most often living compactly, in particular representatives of national minorities; as a factor of European integration. For the successful development of cross-border cooperation, it is important to understand the needs and interests of the ethnic communities of a particular region, and to take into account historical, cultural factors. It is noted that the integration model is effective in the development of cross-border cooperation, since it enables different ethnic groups and national minorities to maintain their national identity, as well as to participate in regional and inter-state cooperation. Each interethnic community in Europe has its own peculiarities, and therefore the general list of recommendations included in the European Charter does not list the granting of large permits to municipal regions. However, these documents formed the basis for cross-border cooperation in European regions, and the provisions contained therein strengthened activities in this field. An important fact is that most inter-ethnic cooperation activities are within the structures of the European Union. The most common term is "territorial cooperation" or "cross-border cooperation", which are understood as different types of cooperation programs. These programs support the promotion and implementation of joint projects of an international nature throughout the European Union and its neighbors. A specific form of cross-border cooperation is Euroregional. Its characteristic feature is the institutionalization of cross-border cooperation structures. These structures may be: interethnic associations, councils, secretariats, committees, working groups, etc. Euroregional cooperation is carried out within the Euroregion. The Euroregion can be seen as a formal structure of cooperation, adopted on the basis of agreements between interethnic local and regional authorities in order to deepen economic and social cooperation. It is emphasized that the European experience of using the opportunities of cooperation with national minorities in multiethnic regions is of great importance for Ukraine, in particular, the work of the Council of Europe, the EU Strategy for the Danube Region (EUSDR), the Association of European Border Regions, which receive considerable attention, is useful. national minorities in the development of cross-border cooperation. European experience demonstrates that, with proper organization of state policy and historical experience, the involvement of ethnic groups in cross-border cooperation can have a positive impact. Interethnic cooperation promotes political stability and reduces tensions in border areas, and has a positive impact on economic cooperation, development of education, science and culture. It is proved that cross-border cooperation must take into account the nature of ethno-political relations in the border regions, promote the provision of conditions for the development of ethno-cultural characteristics of national minorities and develop mechanisms of interethnic interaction, cooperation of local authorities and public organizations of national minorities.

Abstract The article deals with scientific and applied topicality of studying the problem of children and youth social activity. Spheres of social activity display in European tradition, in particular, the European Charter, Great Britain, have been revealed. Comparative analysis of understanding the essence of such a phenomenon in Western theories and scientific pedagogical thought in Russia has been given. The changes occurred in the context of the analysis of the notion during last decades and connected with the development of volunteering, motivation and forms of youth services have been emphasized. The most important tasks in developing social activity of Russian youth have been stated. Different scientific approaches to studying the notion of “social activity” enriching its characteristics have been analyzed. Based on the analysis of results on the organized events the drawbacks, neglects and causes of poor quality of working on the development of youth social activity have been shown. The experience in choosing activities and technologies demonstrated by teachers and pupils from different regions of Russia has been presented. Theoretical analysis of foreign and domestic experience in education has enabled to offer suggestions for the expansion of pupils and students’ social activity in the frame of different models presenting a wide scope for mastering and developing social competency of children and youth. These models have become the foundation for creating a general algorithm for the expansion of children and youth social activity.
