Abstract:
Il presente articolo esamina l’annosa questione del ministero e dei ministeri nella Chiesa. Il principio ermeneutico che sta al fondamento del contributo è la corrispondenza tra modello di Chiesa e modello di ministero: laddove non si corrispondano, entrambi entrato in stato di sofferenza. L’approccio al tema è di tipo storico, per mostrare come il ministero abbia conosciuto un processo di clericalizzazione che ha determinato una identificazione dei due modelli nella struttura piramidale/clericale della Chiesa. Si comprende alla luce di tale processo la fatica a distaccarsi da quel modello, come dimostra la vicenda dei ministeri istituiti, a cinquant’anni dalla pubblicazione di Ministeria quaedam. La proposta di soluzione va nella direzione di un recupero della relazione tra sacerdozio comune e sacerdozio ministeriale (cf. LG 10): i ministeri battesimali si radicherebbero nel sacerdozio comune come forma peculiare di partecipazione al sacerdozio di Cristo.

Abstract:
Il presente articolo concentra la sua attenzione sulla teologia dei ministeri ecclesiali (soprattutto del vescovo e del presbitero) nella Chiesa ortodossa. La ricerca è strutturata in tre parti principali. Nella prima parte si analizza l’evoluzione dei ministeri summenzionati, la seconda parte si propone di osservare in particolare la situazione attuale nell’ortodossia, mentre nella terza parte, l’autore presenta un suo tentativo di prospettare il ministero del vescovo come ministero primariamente communionale, relazionale nei confronti di tutta la Chiesa. Così, le conclusioni affermano la prospettiva dell’ecclesiologia di comunione come il naturale quadro entro cui dobbiamo collocare tutti i ministeri della Chiesa.

Abstract:
We analyse the determinants of ministerial hazard rates in Britain from 1945 to 1997. We focus on three sets of attributes (i) personal characteristics of the minister; (ii) political characteristics of the minister; and (iii) characteristics pertaining to the government in which the minister serves. We find that educational background increases ministers' capacity to survive, that female ministers have lower hazard rates and older ministers have higher hazard rates. Experienced ministers have higher hazard rates than newly appointed ministers. Ministerial rank increases a minister's capacity to survive, with full cabinet members having the lowest hazard rates in our sample.We use different strategies to control for the characteristics of the government the minister serves in. Our results are robust to any of these controls.

The comments in this Note are not exhaustive, but intentionally offer a path (1. Feminine Typologies; 2. Testimonials relating to ministry; 3. Rites of Ordination (?); 4. The sacramental bond) wherein theological interpretation has a privileged place, deeply inscribed in the present commentary in regard to women’s problems and expectations in today’s Church. Although nothing certain and irrefutable emerges from the documentary evidence, in regard to women’s ministry, the situation of the Church has changed, as has the situation of women. The true sacramental bond concerns the theological understanding of ordained ministry. If this bond is reconnected to its original and constitutive character of service (diakonia), perhaps some of the reasons for excluding women will crumble. For there are women in the Church who continue to live and work within and for the Church.

Questo articolo vuole specificare i modelli di ministero sacerdotale più caratteristici nella Storia della Chiesa: missionario, cultico, sacrale, pastorale, presidenziale e funzionale.Di ogni modello l’Autore ci presenta l’origine, lo sviluppo storico teologico, le possibili deformazioni, l’assunzione eventuale di qualche prospettiva o di certi elementi da parte del Vaticano II, nonchè lo stato della sua ricezione nella Chiesa contemporanea. In questo caso, modello non viene inteso in senso prescrittivo, ma piuttosto euristico. Ciò nonostante, la verifica dei modelli può servire ad una più lucida percezione e una più oggettiva valutazione delle procedure ecclesiali, soprattutto quelle concernenti i ministeri.

Il contributo esplora la dimensione purgatoriale in Misteri dei Ministeri (Einaudi 1973), l’opera più significativa dello scrittore e traduttore Augusto Frassineti. Il primo paragrafo ripercorre in breve la storia del libro e ne illustra la struttura; l’analisi si concentra successivamente sui motivi purgatoriali presenti nelle pagine trattatistiche del libro, riconducibili alla tradizione kafkiana di medî regni novecenteschi. Echi purgatoriali vengono quindi rintracciati e verificati anche in alcuni degli inserti narrativi dell’opera. Dall’analisi Misteri dei Ministeri emerge come un esempio di umorismo etico e civile, in grado di saldare fra loro satira, invenzione e peculiari strategie di realismo.

Abstract:
In the Westminster system the prime minister's active participation in parliamentary proceedings is a key mechanism for ensuring the accountability of the executive. We survey the evolution of the four main prime ministerial activities across the period 1868–1990. There has been a long-term decline in prime ministers' speeches in the Commons, a stepped decline in debating interventions and a significant decrease in question-answering from the late nineteenth century to the 1950s. But prime ministerial statement-making increased after 1940, ebbing away again in the 1980s. And the downward drift in question-answering was halted by procedural innovations since the 1960s, which standardized the frequency of prime ministers' appearances and lead to the dominance of ‘open’ questions. We trace the varied impacts of institutional changes and shorter-term political or personal influences. The direct accountability of the prime minister to Parliament has undoubtedly declined, a trend probably paralleled by decreasing indirect accountability. These findings raise fundamental questions about executive-legislature relations in the United Kingdom

- In this short article the author illustrates the checks carried out on the state expense distributed by the Ministries at central level. After explaining the former means of assessing, the author presents the new laws of expense controls, dating back to ‘90ie. The offices charged of monitoring, once called "Ragionerie centrali", have been named Central offices of balance. These offices, linked to the Ministries, control the state expense at central level; the "Ragionerie territoriali" of the State check it at local level. The Central offices of balance refer to the Department of the Central State "Ragioneria", which is one of the four Department the Ministry of Economics and Finance consist of. The Central offices make an inner public administration check, the "Corte dei conti" makes an external assessment. Moreover the article describes the checks of estimated and final balance carried out by "Corte dei conti" and illustrates the inner assessment due to "Decreto Legislativo" nr.286/99. Finally this essay remarks some experts'opinions about budget controlling and the Industrial Plan to reform the public administration by the Minister of Public Administration and Innovation.

Empirical evidence suggests that a prime minister benefits from firing ministers who are involved in political scandals. We explore a model in which scandals are positively related to policy activism, so that a prime minister may wish to protect a minister from resignation calls. We find that protection can sometimes discourage activism: it enhances the value of a minister's career and hence encourages him to “sit tight” by moderating his activities. On the other hand, an exogenous increase in exposure to scandals may lead a minister to “live for today” by pursuing controversial policies. The prime minister's ability to protect ministers is limited by her short-term incentive to fire. She may, however, enhance her credibility by building a collective reputation with the cabinet; the heterogeneity of cabinet membership plays an important role.

La presente tesis doctoral pretende examinar los procesos de profesionalización de las personas que se consideran fans. En este sentido, este trabajo propone una nueva taxonomía sobre las características de distintos tipos de fans, tanto a nivel consumidor como productivo. Asimismo, se han elegido dos estudios de casos, que se corresponden con las comunidades de fans castellanoparlantes de las series de televisión Doctor Who y El Ministerio del Tiempo, con el objetivo de identificar y comprender a los actores involucrados en estos procesos de profesionalización, sus motivaciones, así como qué estrategias llevan a cabo y cómo han aprendido a desarrollarlas. Finalmente, esta tesis presenta una nueva teoría centrada en el diseño y control de comunidades de fans dentro del ecosistema transmediático actual.
This doctoral thesis aims to examine the professionalization processes of people who consider themselves fans. In this sense, this work proposes a new taxonomy on the characteristics of different types of fans, both in consumer and a productive levels. Likewise, two case studies have been chosen, which correspond to the Spanish-speaking fan communities of the tv series Doctor Who and El Ministerio del Tiempo (The Department of Time), with the aim of identifying and understanding the actors involved in these professionalization processes, their motivations, as well as what strategies they carry out and how they have learned to develop them. Finally, this thesis presents a new theory focused on the design and control of fan communities within the current transmedia ecosystem.
La present tesi doctoral pretén examinar els processos de professionalització de les persones que es consideren fans. En aquest sentit, aquest treball proposa una nova taxonomia sobre les característiques de diferents tipus de fans, tant a nivell consumidor com productiu. Així mateix, s'han triat dos estudis de casos, que es corresponen amb les comunitats de fans castellanoparlants de les sèries de televisió Doctor Who i El Ministerio del Tiempo (El Ministeri del Temps), amb l'objectiu d'identificar i comprendre als actors involucrats en aquests processos de professionalització, les seves motivacions, així com quines estratègies duen a terme i com han après a desenvolupar-les. Finalment, aquesta tesi presenta una nova teoria centrada en el disseny i control de comunitats de fans dins de l'ecosistema transmediàtic actual.

Ministerial advisers have become part of the standard advisory arrangements in Westminster governments, yet there is disagreement about their roles and behaviour. In Australia, some academic work has considered their involvement in scandals like the 2001 children overboard affair and the 1993 sports rorts controversy. However, the focus on exceptional events means advisers’ everyday roles and conduct have not been given sufficient weight and those conclusions are therefore distorted. This paper finds that ministers exert a dominant influence over their advisers’ behaviour and that advisers continue to see themselves as agents of their ministers. Based on interviews with four Rudd government ministers and their advisers, the research shows advisers have strong norms of behaviour and that formal and informal accountability mechanisms operate to constrain their conduct. Advisers are not ‘out of control’ or operating in a ‘black hole of accountability’ as often claimed

This thesis is a piece of practitioner research located in the context of the author’s practice as Tutor in Pastoral Studies at Regent’s Park College. It is written from the context of change, both from denominational reviews, university restructuring and government funding and from wider changes in theological education and arises from a sense of dissatisfaction that recent debates have tended to separate out a discussion about the preparation for ministry from an understanding of ministry itself. The thesis explores ideas of ministry and leadership, arguing that, in the face of the challenge posed by leadership language and thought, a historic and contemporary Baptist understanding of ministry is best understood through a dialectical model of ministry, a habitus, rather than through a habitus of leadership. It then charts the history of preparation for ministry among Baptists and explores the contemporary developments in language and suggests that formation is the most appropriate and helpful description of the process.

O presente estudo analisa a teoria criada sobre o inquérito civil a partir de uma paradigma constitucional, no qual se reconhece uma normatividade forte dos princípios que instrumentalizam direitos fundamentais. Deste ponto de vista, os princípios constitucionais proporcionam o fechamento interpretativo do sistema jurídico, preservando a autonomia, a integridade e a coerência do direito. Como resultado da análise doutrinária e dos dados empíricos levantados na dissertação, observou-se a extrema dificuldade em se defender a manutenção da clássica teoria do inquérito de natureza civil, na medida em que se mostrou inviável sustentar uma atuação legítima do Ministério Público sem a sua abertura aos princípios processuais constitucionais. A partir desta nova leitura, esse instrumento processual deixa de ser tido como mero procedimento facultativo e inquisitorial, destituído de maiores formalidades, cujo objetivo é apenas o levantamento de dados para o ajuizamento de ação judicial e passa a ser visto como verdadeiro processo administrativo necessário para a solução extrajudicial de conflitos coletivos. Os métodos utilizados foram a análise da bibliografia específica, o estudo documental de decisões judiciais prolatadas pelos Tribunais Superiores do Brasil e a discussão de dados obtidos nos arquivos da Procuradoria Regional do Trabalho da 6 Região.

AbstractMagnúsdóttir and Jónasson explore the formation of three documents: the first white paper (WP2014) issued by Icelandic state educational authorities and two background papers (WP2017 and GP2014) co-authored by the OECD and EAIE. These papers are explored through content and bibliographic network analysis and semi-structured interviews with Ministry officials. The main results show minimal use of academic references and unsystematic use of green and white papers when forming policy. A low interconnection is between these three documents in terms of content, bibliography, and ministerial procedure. The WP2014 base their data and values mainly on OECD references. The analysis reveals a scarcity of professional resources in the Ministry, a culture of short time-frames, and loosely defined protocols in the policy making that contribute to ministerial governance and externalization.

Con el propósito de facilitar el proceso de selección y priorización de barrios para el Programa de Recuperación de Barrios del Ministerio de Vivienda y Urbanismo, se ha desarrollado una metodología de focalización territorial que busca identificar Áreas de interés para la gestión pública. Dicho desafío no sólo resulta consistente con la necesidad de establecer criterios objetivos, cuantificables y transparentes para orientar la inversión ministerial en la escala barrial, sino que tiene relevancia con miras a construir unidades de gestión urbana funcionales a la planificación estratégica de las ciudades en coherencia con una visión integral de los territorios urbanos. Con este objetivo, el presente artículo da cuenta de las decisiones que determinan la metodología, exponiendo sus resultados y las posibilidades que nos ha develado la configuración de Zonas Prioritarias para contribuir en los procesos de regeneración urbana de las ciudades. In order to facilitate the process of selecting and prioritizing neighborhoods for Neighborhood Recovery Program of the Ministry of Housing and Urban Development ha s developed a territorial targeting methodology that seeks to identify areas of interest for public management. This challenge is not only consistent with the need to establish objective, quantifiable and transparent investment guide ministerial neighborhood level, but has relevance with a view to building functional units of urban management to strategic planning of cities in line with a comprehensive view of urban territories. With this objective, this article reports on the decisions that determine the methodology, explaining their results and the possibilities has unveiled Priority Zones settings to contribute to urban regeneration processes of cities.

Abstract:
Treće zasjedanje ZAVNOBiH-a održano je od 26. do 28. aprila u oslobođenom Sarajevu, u svečano uređenoj sali bivšeg Sokolskog doma. Na zasjedanju, prisustvovalo je 155 vijećnika. Razmatrani su Politički izvještaji Predsjedništva i Izvještaj o radu Predsjedništva ZAVNOBiH-a od Drugog do Trećeg zasjedanja. Referenti su bili Rodoljub Čolaković i Hasan Brkić. Na Trećem zasjedanju donesene su odluke kojim je dovršena državna organizacija Bosne i Hercegovine na ideji ZAVNOBiH-a, kao narodnog predstavništva i nosioca volje naroda Bosne i Hercegovine da sami upravljaju svojim državnim razvojem. Na Trećem zasjedanju ZAVNOBiH-a donesene su dvije historijske odluke: ZAVNOBiH je prerastao u Narodnu skupštinu Bosne i Hercegovine, a Predsjedništvo ZAVNOBiH-a postalo je Predsjedništvo Narodne skupštine Bosne i Hercegovine. Svi vijećnici koji su imali vijećničku punomoć za Treće zasjedanje ZAVNOBiH-a, postali su prvi narodni poslanici Narodne skupštine Bosne i Hercegovine.Druga odluka Trećeg zasjedanja ZAVNOBiH-a odnosila se na formiranje prve vlade federalne Bosne i Hercegovine. Vlada je formirana nakon što je Narodna skupština Bosne i Hercegovine 27. aprila prihvatila Zakon o Narodnoj vladi Bosne i Hercegovine. Za predsjednika vlade izabran je Rodoljub Čolaković, a prvi potpredsjednik je bio dr. Zaim Šarac, ministar lokalnog saobraćaja i drugi dr. Jakov Grgurić. Za ministra unutrašnjih poslova bio je izabran Đuro Pucar Stari, ministra bez portfelja Ilija Došen, ministra pravosuđa Hamdija Ćemerlić, ministra prosvjete profesor Ante Babić, ministra finansija Hasan Brkić, ministra trgovine i snabdijevanja Pašaga Mandžić ministra industrije i rudarstva ing. Ćazim Ugljen, ministra poljoprivrede i stočarstva general-major Vlado Šegrt, ministra šumarstva profesor Ante Martinović, ministra narodnog zdravlja dr. Nedo Zec, ministra građevina dr. Cvitan Spužević i ministar socijalne politike Novak Mastilović. Vlada je imala 11 ministarstava. S izborom prve vlade, federalna Bosna i Hercegovina je konstituisala svoju izvršnu vlast, a prerastanjem Trećeg zasjedanja ZAVNOBiH-a u Narodnu skupštinu zaokružena je izgradnja državnosti Bosne i Hercegovine koja je utemeljena odlukama Prvog zasjedanja ZAVNOBiH-a, 1943. godine. Osim zvaničnim referatima zasjedanja posebna pažnja je posvećena izlaganju govornika koji su ukazivali na ostvarene rezultate NOR-a.

Abstract:
The author analyzes the provisions of the Vidоvdan Constitution which regulate the position and competence of the executive branch. With the Vidovdan Constitution, the Kingdom of Serbs Croats and Slovenes was proclaimed a constitutional parliamentary and hereditary monarchy in which the King has a central constitutional position and the position of an undisputed holder of executive power. The executive power is made available to the king, which is exercised by the ministers for him, with him and his subordinates. Ministers form the Council of Ministers (Government) and are at the head of certain administrative departments. Although the Constitution proclaimed parliamentarism, there was no classic parliamentary responsibility of ministers before the Assembly. The king was a political factor that enters the field of competence of other holders of power, and thus the division of power provided by the constitution "falls away". The king's power extends to the civil and military field of life of the state, to the external and internal spheres. Although the adoption of the Vidovdan Constitution aimed to create a unified system of organization and division of power, the internal state and political situation in the country, after the adoption of the Constitution, became more complicated and filled with frequent ministerial crises and conflicts of political parties. The King's domination and his frequent "going out" outside the constitutional framework resulted in increasing centralization and, in the end, a coup d'etat and the establishment of King Alexander Karadjordjevic's personal dictatorship.
