Abstract:
Ten cases of hypoplastic thumbs were treated by abductor digiti minimi opponensplasty in order to restore opposition of the thumb and reform the wasted thenar eminence. In eight of these ten cases operations were combined with multiple Z-plasty or rotation flap to correct the narrowing of the first web space. Adductor plasty using extensor indicis proprius was performed in six cases to restore the stability of the metacarpophalangeal joint of the thumb and ligament reconstruction of the carpometacarpal joint in one hand. In all cases, the transferred abductor digiti minimi was strong enough to abduct the thumb and provide good functional and cosmetic results. We modified Littler’s procedure by transferring the origins of abductor digiti minimi muscle from the flexor carpi ulnaris to the palmaris longus tendon. Our modified method gave a better cosmetic appearance than that provided by Littler’s method.

Persistent abduction of the little finger after ulnar nerve palsy has been attributed to the unopposed action of extensor digiti minimi. Evidence is presented that the deformity can also result when re-innervation reaches abductor digiti minimi but not the palmar interossei. Operative correction of the deformity, if required, should be delayed until it is clear that no further muscle recovery is likely to occur.

Abstract:
<p>The aim of this paper is the concept of the settlement of criminal cases committed Din Minimi Group. The amnesty is the prerogative of the President specified in the Constitution of 1945. Amnesty NRI is a form of pardon to political prisoners to be free from legal sanctions. The legal basis for amnesty stipulated in the Emergency Law No. 11 of 1954 on Amnesty and Abolition. The method used in this paper is a conceptual approach. Related to peace efforts in Aceh, the President has issued Presidential Decree No. 22 of 2005 on Amnesty and Abolition against GAM members. Once that happens again insurgency by Din Minimi caused dissatisfaction with the policy of the Governing of Aceh. Counterinsurgency is done by giving amnesty to the group Din Minimi so willing to surrender. When viewed in this aspect of the law, amnesty if forced to give to Din Minimi, it is destructive to the prevailing laws in Indonesia. Do not rule out the possibility of regulation will hit Indonesia polemic, so the solution had to pay attention to various aspects of both of the victim, the offender, and the community by not disregard the rule of law and justice.</p>

Abstract:

Full text
Abstract:

Abstract:

Abstract:

Abstract:

Abstract:

Abstract:

Abstract:
This work represents an extension of the earlier research on inverse determination of proper locations and sizes of a given number of coolant flow passages (holes) subject to specified surface temperatures and heat fluxes. The methodology is extended to allow designer to guess the required number of holes and the minimal allowable diameter of a hole. A constrained optimization algorithm is then used to minimize the total number of cooling holes, while satisfying user-specified hot surface temperatures and heat fluxes. Premature termination of the optimization process due to the existence of local minimas has been satisfactorily resolved by automatic switching of the objective function formulation whenever the local minima is detected. The convergence criteria of the iterative process, which can be specified by the user, was found to have a strong influence on the accuracy of the entire inverse design optimization algorithm.

Full text
Abstract:
The retina of the primate contains two main classes of ganglion cells: tonic wavelength-opponent cells and the phasic nonopponent cells. When tested with flicker photometry, phasic cell activity goes through minima at intensities close to those set by human observers. Spectral sensitivity so determined approximates the V function. The activity of tonic cells shows a complex pattern and does not go through a minimum at any flicker frequency. Further properties of flicker photometry are applicability of laws of linearity and independence of flicker frequency. We tested ganglion cells of the macaque with such paradigms. Response minima of phasic cells showed both transitivity and additivity. For transitivity, if intensities of wavelengths A and B were adjusted to give minimum response, and also of A and C, then B and C when alternated also provided a minimum. For additivity, alternation of A with 1/2B + 1/2C provided a minimal response. Response minima of phasic cells were also temporal frequency independent. Responses of tonic cells with such paradigms were complex and not to be related to flicker photometric performance. We conclude that phasic ganglion cells are responsible for human performance on this task.

Abstract:
Abstract We describe a system for routing cable harnesses in complex, three-dimensional environments. The approach taken is to automate the basic routing process as much as possible, while allowing designers to guide the system and modify the numerically generated results at any stage. The system begins by quickly generating a coarse routing based on an initial guess of the cable harness configuration (topological structure). Paths are then successively refined to minimize a cost function, while satisfying physical constraints such as minimum bending radius. Human input is useful both for guiding the system away from local minima and for responding to case-specific constraints not encoded in the router.

Abstract:

Abstract:
This report presents detailed histograms of data from the Regulated Substances Library (RSL) developed by the Illinois Department of Transportation (IDOT). RSL data are provided for state and IDOT region, IDOT district, and county spatial subsets to examine the spatial variability and its relationship to thresholds defining natural background concentrations. The RSL is comprised of surficial soil chemistry data obtained from rights-of-way (ROW) subsurface soil sampling conducted for routine preliminary site investigations. A selection of 22 inorganic soil analytes are examined in this report: Al, Sb, As, Ba, Be, Cd, Ca, Cr, Co, Cu, Fe, Pb, Mg, Mn, Hg, Ni, K, Se, Na, Tl, V, and Zn. RSL database summary statistics, mean, median, minimum, maximum, 5th percentile, and 95th percentile, are determined for Illinois counties and for recognized environmental concern, non-recognized environmental concern, and de minimis site contamination classifications.

Abstract:
This paper provides an international overview of the mining global value chain (GVC) and its most recent transformations and trends, focusing on Argentina, Brazil, and Peru. The study uses international trade data and patent and scientific publications data. By using trade in value added, we first investigate the role of those countries in the international mining trade, and their specialization, participation, and position in the mining GVC for the period 2005-15. The analysis is carried out for both mining products and mining-related services, and also looks at the contribution of services to mining exports. Second, we analyze the evolution of innovative activity and the direction of technological change in the mining sector over the past 40 years by looking at patent applications, both internationally and with attention to the three target countries. We also provide an overview of, and some insights on, knowledge flow in the mining sector based on scientific production.

Abstract:
Based on scientific analysis the authors of the article argued the necessity of solving priority tasks – the development of new educational technologies aimed at supporting the training of engineers in terms of the mining engineering as high-tech industry. The features of mining computer technologies are determined. There was worked out the project of the adaptive system of a mining engineer individual training "Electronic manual" aimed at the development of future professionals. The essence of individual preparation of future mining engineer ICT is defined. It is proved that the efficiency of the designing and planning of mining operations through the introduction of ICT at present is the real way to influence the quality of mining products that will promote individual learning orientation. For the first time pedagogical foundations for introducing adaptive training of mining engineers are clarified.

Abstract:
CONTEXT: Social Licence to Operate (SLO) encompasses the broad socio-political understanding on the part of multiple stakeholders that a mining operation’s social and environmental impacts and measures are legitimate and acceptable. The multiple and variously interacting stakeholder groups— local communities, environmental actors, Indigenous communities, regulators, local governments, industry peak bodies, financiers, affiliated businesses—have the proven capacity to confer and/or disrupt a mining operation’s SLO. The presence or absence of a SLO can have significant consequences not only for stakeholder groups, including the mining operation, but also for the shared development of a good mining future. Conceptualisation of what is ‘good mining’ is central to future planning and decisions around development, adoption and reception of new technologies and sustainable mining futures. CHECKLIST PURPOSE This first of its kind tool seeks to facilitate genuine multistakeholder interactions and development of a dynamic shared SLO to advance good mining.

Abstract:
This report presents a statistical analysis of the Regulated Substances Library (RSL) developed by the Illinois Department of Transportation. The RSL is comprised of surficial soil chemistry data obtained from rights-of-way subsurface soil sampling conducted for routine preliminary site investigations. The 3.7-million-record RSL database is compared with four independent studies of inorganic soil constituents of naturally occurring soils in Illinois. A selection of 22 inorganic soil analytes are examined in this study: Al, Sb, As, Ba, Be, Cd, Ca, Cr, Co, Cu, Fe, Pb, Mg, Mn, Hg, Ni, K, Se, Na, Tl, V, and Zn. RSL database summary statistics, mean, median, minimum, maximum, 5th percentile, and 95th percentile, are determined for Illinois counties and for recognized environmental concern, non-recognized environmental concern, and de minimis site contamination classifications. The RSL database at a 95% confidence level is compared with current and proposed thresholds for defining naturally occurring soil concentrations for the selected analytes. The revised thresholds proposed by Cahill in 2017 are predominantly larger than the current standards found in the Tiered Approach to Corrective Action Objectives rules and are in better agreement with observed distributions of soil concentrations for both naturally occurring and RSL soils. A notable exception is antimony (Sb), for which Cahill proposed a reduced threshold similar in magnitude to the median for many Illinois Department of Transportation districts.

Baader, Franz, Stefan Borgwardt, and Barbara Morawska. Computing Minimal EL-Unifiers is Hard. Technische Universität Dresden, 2012. http://dx.doi.org/10.25368/2022.187.

Full text
Abstract:
Unification has been investigated both in modal logics and in description logics, albeit with different motivations. In description logics, unification can be used to detect redundancies in ontologies. In this context, it is not sufficient to decide unifiability, one must also compute appropriate unifiers and present them to the user. For the description logic EL, which is used to define several large biomedical ontologies, deciding unifiability is an NP-complete problem. It is known that every solvable EL-unification problem has a minimal unifier, and that every minimal unifier is a local unifier. Existing unification algorithms for EL compute all minimal unifiers, but additionally (all or some) non-minimal local unifiers. Computing only the minimal unifiers would be better since there are considerably less minimal unifiers than local ones, and their size is usually also quite small. In this paper we investigate the question whether the known algorithms for EL-unification can be modified such that they compute exactly the minimal unifiers without changing the complexity and the basic nature of the algorithms. Basically, the answer we give to this question is negative.
