Behind every challenge is an opportunity. As a milestone for both societal and scientific development, the new millennium highlights the growing challenge of change and diversity. Modelling the agentic self in context is the opportunity it reveals. Developmentalists can seize this opportunity by increasing our emphasis on three aspects of developmental research. First, developmental research can examine the influence of context on development more aggressively to test the generality of developmental mechanisms. Second, developmental research can integrate an organismic perspective on human development more explicitly to account for the role of human agency in development. Third, developmental research can apply advanced statistical and analysis methods more sophisticatedly to effectively model the agentic self as it evolves across time and context.

U.S. policy engagement in Africa has entered a phase of dramatic enlargement, begun during President Bill Clinton’s tenure and expanded—unexpectedly—under the administration of George W. Bush. In the last five years, several Africa-centered U.S. policy initiatives have been launched—in some instances backed by substantial funding increases—in trade and investment, security, development assistance, counterterrorism, and HIV/AIDS. By contrast with the Cold War era, recent initiatives—the Africa Growth and Opportunity Act, a counterterrorism task force in Djibouti, President Bush’s $15 billion HTV/AIDS proposal, and the $5 billion Millennium Challenge Account (MCA)—have been largely free of partisan rancor or controversy.

The question has always been asked as to whether training leads to a change in farmer behaviour in terms of labour for farm production. This question forms the main thesis of this paper. The paper investigates this question, among others, using panel data obtained from about 3,000 farmers and collected over the period February 2010 to January 2011. The paper employs a difference-in-difference estimator to test whether training provided to beneficiary farmers under the Millennium Challenge Account (MCA) Ghana programme did change labour use on the farms of these farmers. The main findings of the study are that the training seems to have impacted positively on households'decision to allocate labour hours to harvesting related activities for both the major and minor seasons. The study concludes by noting that there are significant differential impacts with respect to the type of labour, and/orzonefor which the estimates were generated. In general, the impact is positive for all the cases where evidence of impact is found. It is therefore suggested that farmers increased their labour use because of their expectations of positive returns due to the Millennium Development Authority (MiDA) intervention.

AbstractIn 2005, Cabo Verde became the second African country to receive the new foreign aid programme of the USA, the Millennium Challenge Account (MCA). It was among the few recipients of a second grant. Foreign aid has always been a controversial and hotly contested issue, and the MCA is no exception. This paper, based partly on personal experience with the programme, provides a critical examination of the nature, process and implementation of the MCA grants in Cabo Verde. The country had campaigned aggressively for the grants. The MCA not only financed important public investments, it was debt-free and without conditionalities. However, even while it allowed more leeway over its use and implementation compared with other aid programmes, it engendered its own challenges.

Models of the Mesolithic–Neolithic transition in Britain in recent years have tended to downplay the role of changes in the subsistence economy, emphasizing a very gradual adoption of new domesticated resources. This view has been particularly pervasive for the west coast of Scotland, which in the context of Britain presents a relatively marginal environment for farming. In this article, we challenge this too-quickly emerging orthodoxy through the presentation and discussion of both new and previously published stable isotope data and AMS dates. The palaeodietary information, while limited, strongly suggests a very rapid and complete change in the subsistence economy coincident with the earliest manifestations of the Neolithic on the west coast of Scotland early in the fourth millennium cal. BC. Whatever explanation is invoked to account for the transition needs to engage with the isotopic data. The possibility of colonization at some level needs to be seriously reconsidered.

In March 2002 President Bush announced the creation of the Millennium Challenge Account (MCA). Under the MCA, only countries that govern justly, invest in their people, and open their economies to foreign enterprise and entrepreneurship will qualify for funding. To this end the Bush administration has devised sixteen eligibility criteria -- ranging from civil liberties to ‘days to start a business’ – that each country must successfully pass prior to receiving aid. Despite its impact on normalising, and thus legitimating, the tendency toward the privatisation of aid and militarisation of development, there has been very little critical work on the MCA. This article attempts to understand historically the MCA as a moment of American empire. It is argued that while the form of the MCA represents an unabashed articulation of US-led imperialism vis-à-vis the poorest regions in the South, the content of this allegedly novel strategy reflects the same goals and interests that underlie the neoliberal agenda.

Malta's Neolithic megalithic ‘temples’, unique in the Mediterranean, provide a striking challenge to the archaeological imagination. Most explanations have employed a simple functionalism: the temples resulted from Malta's insularity. Such explanations lack the theoretical grounding provided by studies of agency and meaning, and they do not sufficiently account for Malta's pattern of integration into and differentiation from a central Mediterranean regional culture. I argue that: (a) contextual evidence suggests that the temples created settings for rites emphasizing local origins and identity; (b) even in periods of greatest cultural difference, the Maltese had contacts with nearby societies, and Maltese travellers probably recognized cultural differences in important ritual practices; and (c) when ritual practitioners began reinterpreting a common heritage of meanings to create the temple rites, they also created a new island identity based on these rites. In effect, after two millennia of cultural similarity to their neighbours, the Neolithic Maltesecreateda cultural island, perhaps in reaction to changes in the constitution of society sweeping Europe in the fourth millennium BC. The result was an island of cultural difference similar in scale and, perhaps, origin to many other archaeologically unique settings such as Val Camonica, the Morbihan, Stonehenge, and Chaco Canyon.

Today, we observe at the population level, that the improvement in comfort is accompanied by an increase in the electrical energy required. The predicted exhaustion of fossil energy resources maintains some speculation. Their unequal geographical distribution justifies the energy dependence of Benin overlooked from outside. So it is urgent to explore the various sources of renewable energy available to Benin. In this work, using measurements made ​​by the Millennium Challenge Account (MCA-Benin) as part of the extension of the port of Cotonou, with Boussinesq equations (Peregrine) and Stokes waves dispersion relation, we characterized the variations of various swell parameters (height, wavelength, velocities) in the shoaling zone on the study site and proceeded to estimate variations in wave energy power from deep waters to the bathymetric breaking point. Finally, the zone with high energy power (where the conversion of this energy into electrical energy would be profitable) of these waves is highlighted on the site, the local water depth at the point of breaking waves is evaluated and results obtained allowed to justify the very energetic character take by these swells on this coast when they are close to the beach.

The paper considers some of the reasons why governments develop food policies, gives examples of what is in food policies at the Scottish and UK levels and explores ways of effectively providing balanced evidence for policy development. It discusses the challenges of exchanging knowledge between the science and policy communities, given their different languages and cultures, highlighting the need for greater mutual understanding of roles and responsibilities. It draws on experience in the Scottish Government of developing the government's ‘Recipe for Success – Scotland's National Food and Drink Policy’ through engagement with stakeholders, scientists and analysts and touches on the more complex nature of the Department for International Development's contribution to meeting the first Millennium Development Goal. It compares the need for collation and analysis of existing evidence during the development of policy, with the desirability of providing policy direction for longer-term strategic research and the challenges of connecting the policy expectations with researchable questions. The paper concludes by emphasising the need to focus research in the short-term on mitigation of climate change through decreasing greenhouse gas emissions associated with the production of food, while also taking an account of economic, health and broader environmental sustainability objectives. A further challenge is to communicate complexity and uncertainty in ways which enable decision-makers from the consumer to policy-makers to make informed choices. Longer-term research needs to focus on the opportunities and risks associated with adapting to climate change.

Clean water and sanitation is a global issue that has recently received special attention from governments and international organizations, as they essential to enhance people’s health and foster socio-economic development in different countries. Therefore, one of the United Nations’ Millennium Goals is to ensure access to safe drinking water for all as its target by 2030. However, ensuring water supply in rural regions, especially in developing countries, is a challenge. To meet the target, investing in infrastructure and maintaining the sustainability of water systems is crucial. This study takes into account the role of the management model of rural water supply systems and its relationship with the sustainability of the water systems. A weighing procedure for a sustainability assessment of rural water systems for the current study was proposed, then an ordered logit regression model was applied to examine the relationship between types of water system management models and the sustainability of the water systems in the context of Vietnam. The results from this study showed that type of management model had an influence on the sustainability of rural water supply systems, and the private management model was considered the one that significantly contributed to the sustainability of the rural water systems in the study area. The study provides some lessons learned for researchers in the field of rural water supply to select appropriate approaches to assess the sustainability of water systems and for policymakers to modify current policies toward more sustainable development of water infrastructure in the future, especially in developing countries.

Abstract Background There is evidence that mental health problems are increasing and substance use behaviours are decreasing. This paper aimed to investigate recent trends in mental ill health and health-related behaviours in two cohorts of UK adolescents in 2005 and 2015. Methods Prevalences in mental health (depressive symptoms, self-harm, anti-social behaviours, parent-reported difficulties) and health-related behaviours (substance use, weight, weight perception, sleep, sexual intercourse) were examined at age 14 in two UK birth cohorts; Avon Longitudinal Study of Parents and Children (ALSPAC, N = 5627, born 1991–92) and Millennium Cohort Study (MCS, N = 11 318, born 2000–02). Prevalences and trend estimates are presented unadjusted and using propensity score matching and entropy balancing to account for differences between samples. Results Depressive symptoms (9% to 14.8%) and self-harm (11.8% to 14.4%) were higher in 2015 compared with 2005. Parent-reported emotional difficulties, conduct problems, hyperactivity and peer problems were higher in 2015 compared with 2005 (5.7–8.9% to 9.7–17.7%). Conversely, substance use (tried smoking, 9.2% to 2.9%; tried alcohol, 52.1% to 43.5%, cannabis, 4.6% to 3.9%), sexual activity (2% to 0.9%) and anti-social behaviours (6.2–40.1% to 1.6–27.7%) were less common or no different. Adolescents in 2015 were spending less time sleeping (<8 h 5.7% to 11.5%), had higher body mass index (BMI) (obese, 3.8% to 7.3%) and a greater proportion perceived themselves as overweight (26.5% to 32.9%). The findings should be interpreted bearing in mind limitations in ability to adequately harmonize certain variables and account for differences in attrition rates and generalizability of the two cohorts. Conclusions Given health-related behaviours are often cited as risk factors for poor mental health, our findings suggest relationships between these factors might be more complex and dynamic in nature than currently understood. Substantial increases in mental health difficulties, BMI and poor sleep-related behaviours highlight an increasing public health challenge.

ABSTRACT Recently van Dokkum et al. reported that the galaxy NGC 1052-DF2 (DF2) lacks dark matter if located at 20 Mpc from Earth. In contrast, DF2 is a dark-matter-dominated dwarf galaxy with a normal globular cluster population if it has a much shorter distance near 10 Mpc. However, DF2 then has a high peculiar velocity wrt. the cosmic microwave background of 886 $\rm {km\, s^{-1}}$, which differs from that of the Local Group (LG) velocity vector by 1298 $\rm {km\, s^{-1}}$ with an angle of $117 \, ^{\circ }$. Taking into account the dynamical M/L ratio, the stellar mass, half-light radius, peculiar velocity, motion relative to the LG, and the luminosities of the globular clusters, we show that the probability of finding DF2-like galaxies in the lambda cold dark matter (ΛCDM) TNG100-1 simulation is at most 1.0 × 10−4 at 11.5 Mpc and is 4.8 × 10−7 at 20.0 Mpc. At 11.5 Mpc, the peculiar velocity is in significant tension in the TNG100-1, TNG300-1, and Millennium simulations, but naturally in a Milgromian cosmology. At 20.0 Mpc, the unusual globular cluster population would challenge any cosmological model. Estimating that precise measurements of the internal velocity dispersion, stellar mass, and distance exist for 100 galaxies, DF2 is in 2.6σ (11.5 Mpc) and 4.1σ (20.0 Mpc) tension with standard cosmology. Adopting the former distance for DF2 and assuming that NGC 1052-DF4 is at 20.0 Mpc, the existence of both is in tension at ≥4.8σ with the ΛCDM model. If both galaxies are at 20.0 Mpc the ΛCDM cosmology has to be rejected by ≥5.8σ.

Ochratoxin A is historically the most notable secondary metabolite of Aspergillus ochraceus on account of its toxicity to animals and fish. Currently, over 150 compounds of diverse structure and biosynthesis is a challenge to predict the array for any particular isolate. A brief focus 30 years ago on the failure to produce ochratoxins in foods in Europe and the USA revealed consistent failures to produce ochratoxin A by isolates from some USA beans. Analysis for familiar or novel metabolites particularly focused on a compound for which mass and NMR analyses were inconclusive. Resort to 14C-labelled biosynthetic precursors, particularly phenylalanine, to search for any close alternative to ochratoxins, was combined with conventional shredded-wheat/shaken-flask fermentation. This yielded, for an extract, an autoradiograph of a preparative silica gel chromatogram, which was subsequently analysed for an excised fraction using spectroscopic methodologies. Circumstances then delayed progress for many years until the present collaboration revealed notoamide R. Meanwhile, pharmaceutical discovery around the turn of the millennium revealed stephacidins and notoamides, biosynthetically combining indole, isoprenyl and diketopiperazine components. Later, in Japan, notoamide R was added as a metabolite of an Aspergillus sp. isolated from a marine mussel, and the compound was recovered from 1800 Petri dish fermentations. Renewed attention to our former studies in England has since shown for the first time that notoamide R can be a prominent metabolite of A. ochraceus, sourced from a single shredded wheat flask culture with its structure confirmed by spectroscopic data, and in the absence of ochratoxins. Renewed attention to the archived autoradiographed chromatogram allowed further exploration, but in particular has stimulated a fundamental biosynthetic approach to considering influences redirecting intermediary metabolism to secondary metabolite accumulation.

The article examines the features of the formation of fractal-holographic thinking of students in the system of modern education, starting from kindergarten and ending with university, in the context of the methodology of transdisciplinary research, organically linked to the synergetic paradigm, the key point of which is the fractal approach. The purpose of the article is to consider the essence of fractal-holographic thinking of students and the features of its formation in the context of the perceptual challenges of the digital age. Methodology and methods of research. The methodological basis of the research is fractal and transdisciplinary approaches that allow us to consider the process of formation of fractal-holographic thinking of students, emphasizing the perceptual challenges of the digital era in the context of the interaction of trends in aestheticization and technologization. Building the scientific concept of “fractal-holographic thinking of students”, philosophical statements about man as a bio-psycho-socio-cultural-existential phenomenon are taken into account. The results of the study. For the first time, the authors explore the fractal-holographic thinking of man from the perspective of such fundamental concepts as the concept of “beauty of fractals”, expressing the laws of harmony of nature, the concept of T.V. Chernihovskaya “The universe is a work of Baroque art”, as well as the archetypes of the unconscious Jung. Special attention is paid to the mechanisms of formation of fractal-holographic thinking of students, which functions in the context of an aestheticized and technologized world. The content of the study describes fundamentally new approaches regarding the phenomenology of “perceptual challenge”, which make it possible to effectively form fractal-holographic thinking of students in the era of digitalization. For the first time, an attempt has been made to classify and describe the perceptual challenges underlying the formation of fractal-holographic thinking of students of the third millennium in the context of the interaction of aestheticization and technologization trends. Conclusion. When explaining the essence of fractal-holographic thinking, its relationship with holographic and synergetic thinking is shown, the role of fractal-holographic thinking in the hierarchy of human thinking types is determined, and the emphasis is on the importance of art, which among human activities has the highest degree of creativity.

Por un lado, en el devenir del debate académico, cambios teóricos, conceptuales y metodológicos han permitido visibilizar patrimonios antes olvidados, aspecto que a su vez, en el plano político, se nutre de profundas reivindicaciones en la lucha por la diversidad cultural y la interculturalidad. En lo referente al rol del Estado, durante los últimos años, el Ecuador ha realizado una apuesta importante por la conservación y salvaguardia del patrimonio. La conservación y la salvaguardia del patrimonio cultural sustenta su accionar, principalmente, en los valores históricos, simbólicos, identitarios y de continuidad para los pueblos; sin embargo, y sumado a ello, el desafío actual es avanzar y profundizar en una nueva dimensión del patrimonio cultural, en tanto recurso social y económico. Los tiempos actuales plantean nuevos retos para la gestión de la cultura y del patrimonio, y nos obligan a pensar la cultura desde herramientas que no eranpropias del ámbito de la cultura y de las ciencias sociales, pero que hoy se vuelven indispensables en el mundo de la economía creativa. En este contexto, el presente artículo busca dar cuenta de esos cambios conceptuales y metodológicos y dejar planteado, aunque de manera preliminar, la necesidad de un abordaje del patrimonio cultural como recurso para el buen vivir, comprendiendo que los bienes y manifestaciones que integran el patrimonio cultural contienen un gran valor simbólico, en términos de historia, identidad cultural, memoria colectiva y cohesión social, pero también representan un enorme potencial para la generación de conocimiento y nuevas tecnologías, alternativas ambientales y dinamización de las economías locales. Abstract:In the first decade and half of the new millennium we have witnessed significant changes in the approach and management of cultural heritage. On the one hand, the future of academic debate, theoretical, conceptual and methodological changes have helped to expose assets before forgotten, something that in turn, on the political level, is nourished by deep claims in the struggle for cultural diversity and interculturalism. Regarding the role of the state in recent years, Ecuador has made a majorcommitment to conservation and preservation of heritage. The conservation and safeguarding of cultural heritage sustains its action mainly on historical, symbolic, identity and the continuity of the people’s values; however, and in addition to this, the current challenge is to further apply a new dimension of cultural heritage, in both social and economic resources. The actual times pose new challenges for the management of culture and heritage, and force us to think culture from tools that were not specific to the field of culture and the social sciences, but are indispensable in today’s world of creative economy. In this context, this article seeks to account for these conceptual and methodological changes and leave raised, although preliminary, the need for an approach of cultural heritage as a resource for the well-being , knowing that the assets and manifestations that integrate the Cultural patrimony contain a large symbolic value, in terms of history, cultural identity, collective memory and social cohesion, but also represent enormous potential for generating new knowledge, technology, environmental alternatives and revitalization of local economies. AbstractCommunity-based approaches to fisheries management has emerged as a mainstream strategy to govern dispersed, diverse and dynamic small scale fisheries. However, amplifying local community led sustainability outcomes remains an enduring challenge. We seek to fill a theoretical gap in the conceptualization of ‘scaling up community-based fisheries management’. We draw on literature of agriculture innovations to provide a framework that takes into account process-driven and structural change occurring across multiple levels of governance, as well as different phases of scaling. We hypothesize that successful scaling requires engagement with all aspects of a governing regime, coalescing a range of actors, and therefore, is an enterprise that is larger than its parts. To demonstrate where the framework offers value, we illustrate the development of community-based fisheries management in Vanuatu according to the framework’s main scaling dimensions.

Stunting is a chronic nutritional problem caused by insufficient nutritional intake over a long period of time due to providing food that is not in accordance with nutritional needs (Millennium Challenge Account – Indonesia, 2018). Prevalence of stunting in Indonesia, the aim of this research is to analyze risk factors for stunting, such as: LBW. Maternal Education, Family Income, Environmental Sanitation Hygiene, further research can identify methods for promoting stunting prevention in Arse District. This research was conducted from August 2022 to August 2023 at the Posyandu in the Hanopan Community Health Center, Arse District, South Tapanuli Regency. The research design used a cross-sectional approach. The population in this study was 130 people. The sampling technique uses total sampling. Data was collected using height and weight measurements as well as questionnaires and analyzed using chi square with a significant value of <0.05. The results of this research show that there is an influence of education, family income, LBW, provision of clean water and healthy latrines on the risk of stunting at the Posyandu in the Hanopan Community Health Center area. The most dominant risk factor is LBW in related agencies, it is necessary to increase education regarding nutrition in children's growth and development, provide training on processing nutritious foods and foods that are unique and attractive to children.

Van Praag states that the underlying psychic dysfunctions in psychopathology must be evaluated (and treated) in patient-centered treatments. In line with this idea, Blatt and colleagues propose the concept of self-critical (introjective) and dependent (anaclitic) functioning. The research program Millennium Initiative has studied self-critical and dependent functioning from different perspectives. The general aim of this paper is to share the results of the program that have contributed to clinical psychotherapeutic thinking. Its first specific aim is to summarize results reported elsewhere that support the predictive value of introjective and anaclitic functioning (Part I), while its second specific aim is to report original data that account for the structural functioning of personality underlying these two constructs (Part II). The results (Part I) show that self-critical functioning is associated with greater reactivity to stress (according to cortisol level in stress tasks) and less subjective awareness of stress, reduced performance in general tasks, and lower mentalization (errors in reading faces); also, patients with introjective (self-critical) depression receiving psychotherapy have more symptoms at onset, higher dropout rates, and poorer response to interventions than anaclitic (dependent) patients. Higher self-criticism was associated with higher depression scores; also, when comparing clinical and nonclinical samples, the latter showed less self-criticism. Therefore, self-critical functioning represents a challenge for researchers and clinicians. The evaluation of the structural functioning of personality showed (Part II) that self-critical functioning is associated with less integrated levels of structure and more depressive symptoms. This functioning is underlain by vulnerabilities in the abilities regulating object relationships and attachments to internal objects. Dependent functioning is associated with vulnerabilities in self-perception, self-regulation, and attachments to external objects. The psychotherapeutic implications of these results are discussed, paying special attention to aspects connected with structure-oriented psychotherapy.

The changing role of housing associations in neighbourhood regeneration This study aims to increase our understanding of the role of social housing organisations in neighbourhood regeneration governance networks, in order to enhance the performance and outcomes of these networks. Our understanding of how governance networks work is still limited, especially concerning the role of non-state actors like housing associations. Hierarchical government steering is increasingly mixed with market mechanisms and networked forms of decision-making. These shifts in governance often result in more complex decision-making that can easily lead to deadlocks, low-quality outcomes and ambiguous anchorage of democratic principles. Neighbourhood regeneration takes place in rather exceptional governance networks. The organisations involved, and the problems at hand, are place-based. Actors, like housing associations, local authorities and community organisations, are more or less ‘locked’ into the regeneration network and need to collaborate in order to solve the problems. The complexity of neighbourhood renewal processes is often very high, due to the large number of actors involved, and the combination of insufficient housing quality, lack of affordability and supply, along with social and economic problems that need to be addressed. Housing associations focus on the delivery of affordable decent quality housing; but, in many countries—like the Netherlands and England—these organisations also have an important role in neighbourhood regeneration. Housing associations are non-profit organisations that provide housing for low and moderate-income households. They operate largely autonomously from the government, although they are often strongly regulated and dependent on government subsidies. Housing associations in England and the Netherlands share many organisational characteristics and hybrid third-sector values emerging from the need to balance social and economic objectives. They have largely similar tasks and responsibilities, but work in very divergent contexts. This study devotes careful attention to the contingencies of time and place of decisionmaking in order to regenerate insights that are also relevant outside the case-study areas. Therefore, this study places Dutch and English housing associations in their respective political economies, welfare regimes and rental housing systems. The study also highlights the ambiguous position—between state, market, and society—of housing associations. Neighbourhood regeneration evolved from slum clearance and complete area redevelopment in the 1950s and 1960s, towards more integral place-based approaches—in the 1970s and 1980s—with a stronger emphasis on improving the existing housing stock and involving local communities. The nature of the involvement of housing associations in neighbourhood regeneration has changed over time in response to government policies, public opinion, their own strategies, and the strategies of their umbrella organisations. In both England and the Netherlands, their increasingly prominent role —especially after the start of the new millennium—was driven by pressures on housing associations to take a leading role in neighbourhood regeneration. A governance network perspective on neighbourhood regeneration The emergence of the ‘network society’ has led to a fragmentation of power and resources. This fragmentation has led to increased interdependence of actors; public, private and community actors need to collaborate to solve problems. This study uses a governance network approach to explore the complexity and uncertainties involved in neighbourhood regeneration decision-making. The study explores five interrelated questions [see Chapter 1, §1.2], each related to a component of a theoretical framework on decision-making in a network setting. These questions involve context, networks, actors, processes and outcomes. In order to answer the research questions, a qualitative, comparative, longitudinal exploration based on a case study methodology, was conducted. To ensure that comparable cases were explored, similar ‘focal actors’ were chosen (i.e. housing associations), as well as similar ‘policy outputs’ as starting points for the study (i.e. the drafting of neighbourhood regeneration plans). Based on these criteria, housing association Midland Heart, and the neighbourhood Lozells in North/West Birmingham, was selected as the English case study. In the Netherlands, housing association De Huismeesters, and De Hoogte, a neighbourhood in Groningen, were selected. Personal accounts have been an important data source for this study; 70 interviews with 45 different individuals were conducted between 2007 and 2014 in Groningen, and Birmingham. In addition, for the case study in The Hague (Chapter 5), around 25 interviews were conducted in 2004. That chapter was a first introduction to the explanatory capabilities of the network governance perspective. Research results The introductory chapter explores contextual factors—such as economic, social and political developments—that affect the role of housing associations in neighbourhood regeneration. Chapters 3 through 7 contain sections which describe the context relevant to that specific chapter. Chapter 8 is more reflective in nature and discusses the impact of post-crisis ‘Big Society’ (UK), and Participation Society (NL) government policies, as contingency factors for the role of housing associations in relation to local communities. Finally, Chapter 9 brings all the components of the theoretical framework together and especially reflects on the significant impact of contextual developments on the role played by housing associations in neighbourhood regeneration decision-making, and delivery. This research also highlighted the strong network relationships between housing associations and local authorities, but also revealed the often troublesome interactions between housing associations and residents. The title of this thesis: “Networks and Fault lines” is intended to reflect this. This research took place in a period of unexpectedly dynamic economic, social and political developments, i.e. the global financial crisis, the housing-market downturn, government austerity, and a more restricted interpretation of the state’s role in delivering welfare services. The impacts of these developments varied across the two cases. The Dutch housing association proved more resilient to contextual developments than its English counterpart; especially its ability to continue the neighbourhood investment programme. National government funding was less important to the Dutch housing association: the organisation already had access to neighbourhood regeneration investment resources. Other contextual factors, such as the characteristics of the national political economies, welfare and housing systems, indirectly affected the role played by housing associations. These factors mainly influenced the characteristics of the governance networks and the decision-making processes within these networks. Explored through the networks component are the characteristics of the governance networks that housing associations participate in: interdependencies, strength of network relations, and the nature of the coordination mechanisms that underline decision-making. The key concepts to exploring networks are introduced in Chapter 2, and further developed in Chapters 3, 5 and 7. We found high levels of uncertainty, generated by the variety of, and the interdependencies between, actors, the closed-mindedness of actors to the arguments of other parties, and the changes in composition of the governance network. For example, the research found substantial cross-national differences, and indications that network characteristics change and fluctuate over time. In contrast to the situation in Groningen, the dependency of the Birmingham network on external government funding negatively affected the stability and the performance of that network. In Groningen, top-down government intervention also negatively affected the stability of the network, but for other reasons. The, short-lived, abundance of resources for regeneration led to such a high number of new actors, issues, goals and decision-making arenas that the governance network was unable to function properly for some time. The network actors increased the complexity of policy games of their own volition. Sometimes, this was induced by the national government, when local network actors responded to steering instruments such as government subsidies. This led to more network complexity and dynamics in the form of new goals, network actors and decision-making arenas. The third research component—the actors— explored the perceptions and objectives of housing associations, and other key network actors concerning neighbourhood regeneration investments and activities. Housing associations in both case-study areas took a prominent role in neighbourhood regeneration activities, and collaborated closely with local authority departments in drafting regeneration plans. The housing associations regarded improving the quality and variety of the local housing stock as an important element in creating a more mixed community, and retaining and attracting more affluent households. The local authorities supported this predominantly longterm ambition. Residents were more concerned with tackling short-term liveability issues, such as anti-social behaviour, crime and litter. The role of housing associations changed during the 2007-2014 fieldwork period. From occupying a leading role in the regeneration process—in partnership with the local authority—at the start of the exploration in 2007, this role transformed into a more facilitating and supporting role. This appears to have been brought about by two related factors: a serious decline in available regeneration resources, and an increased emphasis on the responsibilities of individual residents and local communities under the influence of the Participation Society agenda, in the Netherlands, and the Localism agenda in England. Residents and private-sector organisations were rarely directly involved in regeneration decision-making. With a little hindsight, one could formulate the contention that these actors were not fully represented in the governance network because the incumbent network actors (i.e. the housing associations and local authorities) chose the devil they knew. They opted for state involvement to acquire investment resources, rather than facing the uncertainties that would have resulted from expanding the network to include residents and private-sector organisations as full and mature network actors. Decision-making processes constitute the fourth component of this study. It explored the decision-making interactions inside the neighbourhood regeneration networks, with a special focus on the interaction strategies used by housing associations. This study found that housing associations in the Groningen and Birmingham cases had a prominent and often leading role in the policy arenas where regeneration policies were developed. National governments in both countries had a strong impact on how these processes evolved, leveraged by the alluring investment resources offered by national regeneration programmes, and the preconditions accompanying these resources. Decision-making took place in arenas that almost exclusively consisted of housing association and local authority professionals. Residents were largely given a consumerist role in the process: their views on neighbourhood needs were collected through various instruments to involve residents, such as surveys and street interviews. Their views were, implicitly, taken into account in the decision-making. Residents were most often not part of these processes and not involved in the development of regeneration investments plans. Not all decision-making arenas were closed to residents. The housing associations in both case-study areas did involve residents as co-decision-makers in more ‘hands-on’ neighbourhood issues such as improving playareas, tackling garbage and litter problems. Decision-making conflicts and deadlocks were rather limited in the investigated governance networks. There was a strong impetus for the housing associations and the local authorities to reach agreements: no consensus would very likely mean no national government funding. Housing associations and local authorities used rather traditional instruments to facilitate decision-making, such as limiting the number of actors involved, and enforcing strict time constraints on decision-making processes. Outcomes are the fifth and last component of this study. In this component we explored how the network—and housing associations in particular—contributed to decision-making and neighbourhood regeneration outcomes. It is evident that the housing associations in the case-study areas contributed significantly to neighbourhood regeneration activities, not only because they channelled considerable investments into the areas, but also due to their strong network relations and frequent interactions with government agencies and local communities. The actions of network actors have improved the quality of some parts of the housing stock. Joint projects have been delivered to improve the public realm and contribute to neighbourhood safety. The research found that actors used very divergent process, input, output and outcome yardsticks to measure success, ranging from the number of projects and activities started, to the amount of money spent, the increase in resident satisfaction, the number of decision-making conflicts overcome, and the improvement achieved in quality-of-life indicators. These yardsticks changed over time and varied from actor to actor. This demonstrated how fluid the assessment of regeneration outcomes can be. New rounds of decision-making, as well as new network actors, led to a review of old decisions, sometimes with a different assessment of the outcomes achieved. Challenges for governance network approaches The governance network perspective has supported the exploration of the role played by housing associations in neighbourhood regeneration decision-making. It has increased our understanding of the complexity and the uncertainties involved in networked forms of decision-making. Governance network theory helped us identify instruments and strategies used by housing associations and local authorities to support regeneration decision-making. The governance network perspective is a rather new academic discipline that can be further developed. This study contributed to this development by addressing some issues and challenges; firstly, the role of residents in decision-making arenas, and secondly, the assessment of governance network outcomes. The theoretical and methodological implications of residents as neighbourhood regeneration co-producers Policy-makers expect a more active role of residents and local communities in the co-production of neighbourhood regeneration. This more inclusive approach may contribute to the quality and legitimacy of decisions made in governance networks, but the efficiency of decision-making will most probably not benefit. The trade-off between efficiency and legitimacy that arises from increased resident involvement is a challenge that calls for the further development of the governance network theory. This research suggests several avenues that could be followed to address this challenge. Firstly, a more extensive use of Habermas’s Theory of Communicative Action, as explored in Chapter 8, might be undertaken to supplement the governance network theory. Secondly, more use could be made of the body of knowledge and theories developed in England during the New Labour government (1997-2010), which was often explicitly concerned with networks that linked governments with citizens and local communities [see Chapter 9]. The assessment of governance network outcomes Co-production of neighbourhood regeneration can lead to more democratic and inclusive approaches to decision-making. This is likely to result in better outcomes, but not necessarily in greater consensus among the actors involved. Within network governance approaches, there is a tendency to define satisfactory outcomes as those that enjoy the greatest joint support of the actors involved in the process. More inclusive approaches, which engage a wider range of actors, might appear to be less successful as the benchmark of satisfaction is raised to include a wider range of preferences and experiences. Therefore, we need a more refined assessment of outcomes produced by increasingly heterogeneous networks. Governance network approaches could develop methods – or develop connections with other theories and methodologies – that help evaluate the success of governance networks by combining substantive regeneration outcomes, actor and stakeholder satisfaction, and network learning. Preventing ‘cherry picking’ in the use of assessment yardsticks is essential, given the disinclination of actors to closely scrutinise the outcomes produced by governance networks (as found in this research). Further development of network governance approaches may increase our understanding of how actors construct the yardsticks to evaluate success, and provide tools to facilitate a more comprehensive assessment of network outcomes [See chapter 9]. Housing associations as champions of networks in vulnerable neighbourhoods This research demonstrated that housing associations can play an important stabilising and cohesion-enhancing role in neighbourhood regeneration networks. Their interests are vested in the value of the local housing stock, and this financial incentive secures some level of commitment to vulnerable neighbourhoods. Their hybrid characteristics enable housing associations to collaborate with community, market and government organisations. Moreover, their professional capabilities and their relatively-easy access to resources allow them to champion neighbourhood needs, in cases where communities lack the capacity or cohesiveness to champion their own. Using the leeway that housing associations have, as a hybrid organisation, is an extremely delicate exercise. They should seek a balance between the very different and variable expectations of the outside world. This balancing act is only attainable when housing associations can combine proficiency in network management, with increased accountability. Each neighbourhood is different, and housing associations should take a role that is appropriate to each neighbourhood. To do this, they should increase their knowledge of the neighbourhood challenges and assess the capabilities of residents and the local community to address these problems. Housing associations can support the development of governance networks to address these problems by helping craft networks in such a way that they include all relevant parties, and by providing small but stable funding to support network development and by improving accountability in decision-making processes. There are strong arguments for housing associations to take a central role in neighbourhood regeneration. Housing associations are among the most prominent frontline agencies supporting vulnerable people and places. Through their housing stock, they are literally ‘anchored’ in the most deprived communities. Housing associations should not become the ‘jack-of-all-trades’ in neighbourhood regeneration, but can help develop, nurture and maintain well-functioning and stable regeneration networks which vulnerable neighbourhoods need. Housing associations can be the long-haul champion that neighbourhoods and local communities need.

The changing role of housing associations in neighbourhood regeneration This study aims to increase our understanding of the role of social housing organisations in neighbourhood regeneration governance networks, in order to enhance the performance and outcomes of these networks. Our understanding of how governance networks work is still limited, especially concerning the role of non-state actors like housing associations. Hierarchical government steering is increasingly mixed with market mechanisms and networked forms of decision-making. These shifts in governance often result in more complex decision-making that can easily lead to deadlocks, low-quality outcomes and ambiguous anchorage of democratic principles. Neighbourhood regeneration takes place in rather exceptional governance networks. The organisations involved, and the problems at hand, are place-based. Actors, like housing associations, local authorities and community organisations, are more or less ‘locked’ into the regeneration network and need to collaborate in order to solve the problems. The complexity of neighbourhood renewal processes is often very high, due to the large number of actors involved, and the combination of insufficient housing quality, lack of affordability and supply, along with social and economic problems that need to be addressed. Housing associations focus on the delivery of affordable decent quality housing; but, in many countries—like the Netherlands and England—these organisations also have an important role in neighbourhood regeneration. Housing associations are non-profit organisations that provide housing for low and moderate-income households. They operate largely autonomously from the government, although they are often strongly regulated and dependent on government subsidies. Housing associations in England and the Netherlands share many organisational characteristics and hybrid third-sector values emerging from the need to balance social and economic objectives. They have largely similar tasks and responsibilities, but work in very divergent contexts. This study devotes careful attention to the contingencies of time and place of decisionmaking in order to regenerate insights that are also relevant outside the case-study areas. Therefore, this study places Dutch and English housing associations in their respective political economies, welfare regimes and rental housing systems. The study also highlights the ambiguous position—between state, market, and society—of housing associations. Neighbourhood regeneration evolved from slum clearance and complete area redevelopment in the 1950s and 1960s, towards more integral place-based approaches—in the 1970s and 1980s—with a stronger emphasis on improving the existing housing stock and involving local communities. The nature of the involvement of housing associations in neighbourhood regeneration has changed over time in response to government policies, public opinion, their own strategies, and the strategies of their umbrella organisations. In both England and the Netherlands, their increasingly prominent role —especially after the start of the new millennium—was driven by pressures on housing associations to take a leading role in neighbourhood regeneration. A governance network perspective on neighbourhood regeneration The emergence of the ‘network society’ has led to a fragmentation of power and resources. This fragmentation has led to increased interdependence of actors; public, private and community actors need to collaborate to solve problems. This study uses a governance network approach to explore the complexity and uncertainties involved in neighbourhood regeneration decision-making. The study explores five interrelated questions [see Chapter 1, §1.2], each related to a component of a theoretical framework on decision-making in a network setting. These questions involve context, networks, actors, processes and outcomes. In order to answer the research questions, a qualitative, comparative, longitudinal exploration based on a case study methodology, was conducted. To ensure that comparable cases were explored, similar ‘focal actors’ were chosen (i.e. housing associations), as well as similar ‘policy outputs’ as starting points for the study (i.e. the drafting of neighbourhood regeneration plans). Based on these criteria, housing association Midland Heart, and the neighbourhood Lozells in North/West Birmingham, was selected as the English case study. In the Netherlands, housing association De Huismeesters, and De Hoogte, a neighbourhood in Groningen, were selected. Personal accounts have been an important data source for this study; 70 interviews with 45 different individuals were conducted between 2007 and 2014 in Groningen, and Birmingham. In addition, for the case study in The Hague (Chapter 5), around 25 interviews were conducted in 2004. That chapter was a first introduction to the explanatory capabilities of the network governance perspective. Research results The introductory chapter explores contextual factors—such as economic, social and political developments—that affect the role of housing associations in neighbourhood regeneration. Chapters 3 through 7 contain sections which describe the context relevant to that specific chapter. Chapter 8 is more reflective in nature and discusses the impact of post-crisis ‘Big Society’ (UK), and Participation Society (NL) government policies, as contingency factors for the role of housing associations in relation to local communities. Finally, Chapter 9 brings all the components of the theoretical framework together and especially reflects on the significant impact of contextual developments on the role played by housing associations in neighbourhood regeneration decision-making, and delivery. This research also highlighted the strong network relationships between housing associations and local authorities, but also revealed the often troublesome interactions between housing associations and residents. The title of this thesis: “Networks and Fault lines” is intended to reflect this. This research took place in a period of unexpectedly dynamic economic, social and political developments, i.e. the global financial crisis, the housing-market downturn, government austerity, and a more restricted interpretation of the state’s role in delivering welfare services. The impacts of these developments varied across the two cases. The Dutch housing association proved more resilient to contextual developments than its English counterpart; especially its ability to continue the neighbourhood investment programme. National government funding was less important to the Dutch housing association: the organisation already had access to neighbourhood regeneration investment resources. Other contextual factors, such as the characteristics of the national political economies, welfare and housing systems, indirectly affected the role played by housing associations. These factors mainly influenced the characteristics of the governance networks and the decision-making processes within these networks. Explored through the networks component are the characteristics of the governance networks that housing associations participate in: interdependencies, strength of network relations, and the nature of the coordination mechanisms that underline decision-making. The key concepts to exploring networks are introduced in Chapter 2, and further developed in Chapters 3, 5 and 7. We found high levels of uncertainty, generated by the variety of, and the interdependencies between, actors, the closed-mindedness of actors to the arguments of other parties, and the changes in composition of the governance network. For example, the research found substantial cross-national differences, and indications that network characteristics change and fluctuate over time. In contrast to the situation in Groningen, the dependency of the Birmingham network on external government funding negatively affected the stability and the performance of that network. In Groningen, top-down government intervention also negatively affected the stability of the network, but for other reasons. The, short-lived, abundance of resources for regeneration led to such a high number of new actors, issues, goals and decision-making arenas that the governance network was unable to function properly for some time. The network actors increased the complexity of policy games of their own volition. Sometimes, this was induced by the national government, when local network actors responded to steering instruments such as government subsidies. This led to more network complexity and dynamics in the form of new goals, network actors and decision-making arenas. The third research component—the actors— explored the perceptions and objectives of housing associations, and other key network actors concerning neighbourhood regeneration investments and activities. Housing associations in both case-study areas took a prominent role in neighbourhood regeneration activities, and collaborated closely with local authority departments in drafting regeneration plans. The housing associations regarded improving the quality and variety of the local housing stock as an important element in creating a more mixed community, and retaining and attracting more affluent households. The local authorities supported this predominantly longterm ambition. Residents were more concerned with tackling short-term liveability issues, such as anti-social behaviour, crime and litter. The role of housing associations changed during the 2007-2014 fieldwork period. From occupying a leading role in the regeneration process—in partnership with the local authority—at the start of the exploration in 2007, this role transformed into a more facilitating and supporting role. This appears to have been brought about by two related factors: a serious decline in available regeneration resources, and an increased emphasis on the responsibilities of individual residents and local communities under the influence of the Participation Society agenda, in the Netherlands, and the Localism agenda in England. Residents and private-sector organisations were rarely directly involved in regeneration decision-making. With a little hindsight, one could formulate the contention that these actors were not fully represented in the governance network because the incumbent network actors (i.e. the housing associations and local authorities) chose the devil they knew. They opted for state involvement to acquire investment resources, rather than facing the uncertainties that would have resulted from expanding the network to include residents and private-sector organisations as full and mature network actors. Decision-making processes constitute the fourth component of this study. It explored the decision-making interactions inside the neighbourhood regeneration networks, with a special focus on the interaction strategies used by housing associations. This study found that housing associations in the Groningen and Birmingham cases had a prominent and often leading role in the policy arenas where regeneration policies were developed. National governments in both countries had a strong impact on how these processes evolved, leveraged by the alluring investment resources offered by national regeneration programmes, and the preconditions accompanying these resources. We found high levels of uncertainty, generated by the variety of, and the interdependencies between, actors, the closed-mindedness of actors to the arguments of other parties, and the changes in composition of the governance network. For example, the research found substantial cross-national differences, and indications that network characteristics change and fluctuate over time. In contrast to the situation in Groningen, the dependency of the Birmingham network on external government funding negatively affected the stability and the performance of that network. In Groningen, top-down government intervention also negatively affected the stability of the network, but for other reasons. The, short-lived, abundance of resources for regeneration led to such a high number of new actors, issues, goals and decision-making arenas that the governance network was unable to function properly for some time. The network actors increased the complexity of policy games of their own volition. Sometimes, this was induced by the national government, when local network actors responded to steering instruments such as government subsidies. This led to more network complexity and dynamics in the form of new goals, network actors and decision-making arenas. The third research component—the actors— explored the perceptions and objectives of housing associations, and other key network actors concerning neighbourhood regeneration investments and activities. Housing associations in both case-study areas took a prominent role in neighbourhood regeneration activities, and collaborated closely with local authority departments in drafting regeneration plans. The housing associations regarded improving the quality and variety of the local housing stock as an important element in creating a more mixed community, and retaining and attracting more affluent households. The local authorities supported this predominantly longterm ambition. Residents were more concerned with tackling short-term liveability issues, such as anti-social behaviour, crime and litter. The role of housing associations changed during the 2007-2014 fieldwork period. From occupying a leading role in the regeneration process—in partnership with the local authority—at the start of the exploration in 2007, this role transformed into a more facilitating and supporting role. This appears to have been brought about by two related factors: a serious decline in available regeneration resources, and an increased emphasis on the responsibilities of individual residents and local communities under the influence of the Participation Society agenda, in the Netherlands, and the Localism agenda in England. Residents and private-sector organisations were rarely directly involved in regeneration decision-making. With a little hindsight, one could formulate the contention that these actors were not fully represented in the governance network because the incumbent network actors (i.e. the housing associations and local authorities) chose the devil they knew. They opted for state involvement to acquire investment resources, rather than facing the uncertainties that would have resulted from expanding the network to include residents and private-sector organisations as full and mature network actors. Decision-making processes constitute the fourth component of this study. It explored the decision-making interactions inside the neighbourhood regeneration networks, with a special focus on the interaction strategies used by housing associations. This study found that housing associations in the Groningen and Birmingham cases had a prominent and often leading role in the policy arenas where regeneration policies were developed. National governments in both countries had a strong impact on how these processes evolved, leveraged by the alluring investment resources offered by national regeneration programmes, and the preconditions accompanying these resources. Decision-making took place in arenas that almost exclusively consisted of housing association and local authority professionals. Residents were largely given a consumerist role in the process: their views on neighbourhood needs were collected through various instruments to involve residents, such as surveys and street interviews. Their views were, implicitly, taken into account in the decision-making. Residents were most often not part of these processes and not involved in the development of regeneration investments plans. Not all decision-making arenas were closed to residents. The housing associations in both case-study areas did involve residents as co-decision-makers in more ‘hands-on’ neighbourhood issues such as improving playareas, tackling garbage and litter problems. Decision-making conflicts and deadlocks were rather limited in the investigated governance networks. There was a strong impetus for the housing associations and the local authorities to reach agreements: no consensus would very likely mean no national government funding. Housing associations and local authorities used rather traditional instruments to facilitate decision-making, such as limiting the number of actors involved, and enforcing strict time constraints on decision-making processes. Outcomes are the fifth and last component of this study. In this component we explored how the network—and housing associations in particular—contributed to decision-making and neighbourhood regeneration outcomes. It is evident that the housing associations in the case-study areas contributed significantly to neighbourhood regeneration activities, not only because they channelled considerable investments into the areas, but also due to their strong network relations and frequent interactions with government agencies and local communities. The actions of network actors have improved the quality of some parts of the housing stock. Joint projects have been delivered to improve the public realm and contribute to neighbourhood safety. The research found that actors used very divergent process, input, output and outcome yardsticks to measure success, ranging from the number of projects and activities started, to the amount of money spent, the increase in resident satisfaction, the number of decision-making conflicts overcome, and the improvement achieved in quality-of-life indicators. These yardsticks changed over time and varied from actor to actor. This demonstrated how fluid the assessment of regeneration outcomes can be. New rounds of decision-making, as well as new network actors, led to a review of old decisions, sometimes with a different assessment of the outcomes achieved. Challenges for governance network approaches The governance network perspective has supported the exploration of the role played by housing associations in neighbourhood regeneration decision-making. It has increased our understanding of the complexity and the uncertainties involved in networked forms of decision-making. Governance network theory helped us identify instruments and strategies used by housing associations and local authorities to support regeneration decision-making. The governance network perspective is a rather new academic discipline that can be further developed. This study contributed to this development by addressing some issues and challenges; firstly, the role of residents in decision-making arenas, and secondly, the assessment of governance network outcomes. The theoretical and methodological implications of residents as neighbourhood regeneration co-producers Policy-makers expect a more active role of residents and local communities in the co-production of neighbourhood regeneration. This more inclusive approach may contribute to the quality and legitimacy of decisions made in governance networks, but the efficiency of decision-making will most probably not benefit. The trade-off between efficiency and legitimacy that arises from increased resident involvement is a challenge that calls for the further development of the governance network theory. This research suggests several avenues that could be followed to address this challenge. Firstly, a more extensive use of Habermas’s Theory of Communicative Action, as explored in Chapter 8, might be undertaken to supplement the governance network theory. Secondly, more use could be made of the body of knowledge and theories developed in England during the New Labour government (1997-2010), which was often explicitly concerned with networks that linked governments with citizens and local communities [see Chapter 9]. The assessment of governance network outcomes Co-production of neighbourhood regeneration can lead to more democratic and inclusive approaches to decision-making. This is likely to result in better outcomes, but not necessarily in greater consensus among the actors involved. Within network governance approaches, there is a tendency to define satisfactory outcomes as those that enjoy the greatest joint support of the actors involved in the process. More inclusive approaches, which engage a wider range of actors, might appear to be less successful as the benchmark of satisfaction is raised to include a wider range of preferences and experiences. Therefore, we need a more refined assessment of outcomes produced by increasingly heterogeneous networks. Governance network approaches could develop methods – or develop connections with other theories and methodologies – that help evaluate the success of governance networks by combining substantive regeneration outcomes, actor and stakeholder satisfaction, and network learning. Preventing ‘cherry picking’ in the use of assessment yardsticks is essential, given the disinclination of actors to closely scrutinise the outcomes produced by governance networks (as found in this research). Further development of network governance approaches may increase our understanding of how actors construct the yardsticks to evaluate success, and provide tools to facilitate a more comprehensive assessment of network outcomes [See chapter 9]. Housing associations as champions of networks in vulnerable neighbourhoods This research demonstrated that housing associations can play an important stabilising and cohesion-enhancing role in neighbourhood regeneration networks. Their interests are vested in the value of the local housing stock, and this financial incentive secures some level of commitment to vulnerable neighbourhoods. Their hybrid characteristics enable housing associations to collaborate with community, market and government organisations. Moreover, their professional capabilities and their relatively-easy access to resources allow them to champion neighbourhood needs, in cases where communities lack the capacity or cohesiveness to champion their own. Using the leeway that housing associations have, as a hybrid organisation, is an extremely delicate exercise. They should seek a balance between the very different and variable expectations of the outside world. This balancing act is only attainable when housing associations can combine proficiency in network management, with increased accountability. Each neighbourhood is different, and housing associations should take a role that is appropriate to each neighbourhood. To do this, they should increase their knowledge of the neighbourhood challenges and assess the capabilities of residents and the local community to address these problems. Housing associations can support the development of governance networks to address these problems by helping craft networks in such a way that they include all relevant parties, and by providing small but stable funding to support network development and by improving accountability in decision-making processes. There are strong arguments for housing associations to take a central role in neighbourhood regeneration. Housing associations are among the most prominent frontline agencies supporting vulnerable people and places. Through their housing stock, they are literally ‘anchored’ in the most deprived communities. Housing associations should not become the ‘jack-of-all-trades’ in neighbourhood regeneration, but can help develop, nurture and maintain well-functioning and stable regeneration networks which vulnerable neighbourhoods need. Housing associations can be the long-haul champion that neighbourhoods and local communities need.

Abstract:
In an article entitled "Palming the Planet", Ron Jasper, a marketing executive, is quoted describing his car trip from Seattle to Vancouver: "'The whole way up,' he says with glee ... 'I had my laptop [wirelessly connected to the office]. I was reading my e-mail. At the same time I checked my stock on this' -- he waves a new smart phone, sleek and easily palmed. 'At one point, I was talking on the phone, checking my stock on the laptop and steering with my knee'", he confided, "slightly embarrassed" by his admission. He concludes with the observation: "'These devices are making it possible for everyone to work in ways they never imagined before'". Leaving aside the obvious concerns over highway safety, I want to register the observation that Jasper's enthusiasm for the possibilities offered by his new phone and his elation over his ability to get more work done faster, are not in fact 'never-imagined' ways of working. Visions of efficiency and connectivity have been integral to the representations of communication technologies, especially the telephone, since the beginning of the twentieth century. Looking back on the images and descriptions of the telephone in the early 1900s reveals a similar fascination with the ability to transcend the mundane realities of time and space. The idea that 'faster is better' is not one born of our times, it is one that emerged and evolved out of the preoccupations of an earlier era. The contemporary obsession with faster connections and multiple function technologies is an amplification of a century-old preoccupation with speed and efficiency; just as the passion for "multi-tasking" is today's version of what a 1909 AT&T advertisement referred to as "the multiplication of power". The recurrence of similar utopic and dystopic themes seems to suggest that our hopes and fears about the possibilities of telephonic communication are regenerated with each technological advance. In this paper I explore some of the concepts which inform these representations and suggest that they function simultaneously as a critique and a celebration of the renewal of capitalism that seems to accompany technological progress. Capitalist Reveries In a speech to the New York Electric Club in 1889, Erastus Wiman, president of the Canadian telegraph system remarked: "if to accomplish things quickly, close transactions promptly, and generally to get through with things is a step toward a business man's millennium, then we must be nearing that heavenly expectation". He praises electricity, the telegraph, and the "most marvelous" telephone for making the businessman "almost divine in what he can achieve". Throughout the twentieth century, technology and technological developments have been embraced because they provided the means to radically improve speed, efficiency, and connectivity. As Wiman makes clear though, these attributes were not, and are not now, neutral or arbitrary values. Their worth is located in their application to the flow of goods, information, and ultimately to the circulation of capital. They are valuable because they facilitate a renewal of capitalism itself: the tremendous expansion of both capital and markets occurring at the end of both the nineteenth and the twentieth centuries is not unrelated to the technological developments of these eras. In the Grundrisse, Marx writes that "Capital by its nature drives beyond every spatial barrier. Thus the creation of the physical conditions of exchange -- of the means of communication and transport -- the annihilation of space by time -- becomes an extraordinary necessity for it". Improvements in the speed and flexibility of communication 'renew' capitalism because they overcome the temporal disadvantages associated with distance and facilitate the expansion of markets in geographic space. Perhaps more than any other communication technology, the telephone has encouraged and anticipated capitalism's utopic fantasies. It is no coincidence that in early advertisements, its promoters referred to the telephone as the "annihilator of time and space". Whatever other benefits the telephone came to be seen as offering, its ability to instantaneously transfer information and credit was perceived and promoted as its most perfect attribute. Linking together buyers and sellers in cities all across the country, the telephone re-organised the 'playing field' of capitalism. By making distance an increasingly irrelevant factor in the transaction of business, the telephone rearranged space and distance "to fit the rather strict temporal requirements of the circulation of capital". Time and Money According to Marx, "economy of time, to this all economy ultimately reduces itself". Wiman's celebration of the telegraph and the telephone at the New York Electric Club in 1889 is not much different than Jasper's delight with his smart phone and laptop computer as he careens down the highway towards Vancouver. Simply understood, the ability to save time translates into a saving of money but the relationship between time and money is not a straightforward one. Time and money appear as commensurate albeit inverse values because of the effect of the velocity of circulation on the accumulation of capital. They had come to be linked with the rise of wage labour and the practice of paying workers by the hour and in this sense, "money appears as measure". When in the mid-1700s Benjamin Franklin proclaimed that "time is money", and went on to explain their enigmatic relationship, he was describing more than a simple ratio. He that can earn ten shillings in a day by his labour, and goes abroad, or sits idle, one half of that day, though he spends but sixpence during his diversions or idleness, ought not to reckon that the only expense; he has really spent, or rather thrown away, five shillings besides. Franklin not only equates time spent working with money, but also proposes a conception of unproductive time as a negative cost, a tangible loss against potential profit. Following the logic of his formula, if misspent time is perceived as a deficit, time saved can be counted as a profit. This way of thinking counts all time as potentially profitable in an economic sense and confers a speculative value on time. Telephone advertising in the first decades of the twentieth century made explicit use of this formula and, in so doing, not only asserted the value of the instrument but also provided a way of imagining time in terms of its market value. The text of a 1909 advertisement reads: The mere item of time actually saved by those who use the telephone means an immense increase in the production of the nation's wealth every working day in the year ... just counting the time alone, over $3,000,000 a day is saved by the users of the telephone! Which means adding $3,000,000 a day to the nation's wealth. (Italics in original) Contemporary representations of the telephone continue to employ the idea that savings of transaction time can be accumulated and converted into working capital. In a 1990 article on mobile offices in the financial magazine Money, a Los Angeles attorney is quoted as saying that his cell phone and mobile fax machine have "added two hours to my day and 25% to my annual gross". A 1993 survey of cell phone users by Motorola reported its findings in similar terms. Those canvassed claimed that a cellular phone "added 0.92 hours to their productive working day [and] increased their own or their company's revenues by 19 percent". This kind of temporal accounting involves two basic conceptual manoeuvres which can only occur if time is 'emptied' of its social value or meaning, leaving it available to take on a new and purely economic significance. First, in order to calculate time in terms of both its actual and speculative monetary value, it must be conceived in abstract terms, the value of each minute standardised and conceived as a unit of measurement. Second, and following from the first, because now each minute of the day has the same relative monetary value, the entire 24-hour day, not just the traditional 8-hour workday, comes to be imagined as zone for commercial activity. Prior to the telephone, the partition of the day into work and family time was safeguarded by the physical separation of the business and the domestic spheres. Even the telegraph, because its use was largely restricted to the workplace, did little to challenge the partition between public and private domains. The telephone, as it became increasingly ubiquitous in both offices and homes, disturbed these boundaries and expropriated time previously reserved for rest, relaxation and social activities for all manner of commercial uses. AT&T's declaration in an ad entitled "The Always-on-Duty Telephone" (1910) that "the whole Bell System is on duty 1440 minutes a day" also must have stirred anxiety with its conclusion that "if any of these minutes are not used, their earning power is irrevocably lost". As the "1440 minute" day expanded the potential for profit, it also increased competition and established new expectations. Social Anxieties The logic of capital's never-ending drive to renew itself dictates that time saved by technology is perceived not as "free time" but as potential profit, which must be reinvested or lost. Booster though he was of modern communication technologies, Wiman could not help but observe: One would think that the ability ... to talk freely over the telephone would so facilitate business pursuits and close up transactions so quickly that it would beget leisure, rest and quiet, but such is not the case. The thirst for achievement is so great ... that the more we do, the more we seek to do. We are no more encouraged to use the extra two or .92 hours gained by the cellphone for play or relaxation than we were when the telephone first began to speed up the tempo of our lives. Anxieties about the social effects of communications technologies are not new although they rarely manifest themselves in business discourse. Today, as business and technology publications celebrate each new communications innovation, general interest and women's magazines are more often questioning the impact of cell phones, pagers, palm pilots, and portable computers on family life and mental health. It is somehow both ironic and appropriate that during both periods, concerns about the social effects of telephone -- a medium of disembodied communication -- should manifest as anxieties about its negative corporeal effects. In 1889, an account in the British Medical Journal reported a new medical condition called "aural overpressure", an affliction suffered by those who used the telephone for extended periods of the work day. The "constant strain of the auditory apparatus" by prolonged telephone use was said to be responsible for "nervous excitability, buzzing in the ear, giddiness, and neuralgic pains". The Electrical Review recounted cautionary tales of individuals driven mad by the telephone's "constant ringing". In 2000, we find Scientific American and Time investigating the possible links between cellphone use and brain tumors. Despite the consistently inconclusive findings of multiple scientific studies, the British government ruled that cellphones sold in the United Kingdom must carry health notices that warn "people to be careful about where and how long they use them", and American cellphone retailers have voluntarily begun to include "a one page health-and-safety bulletin" with all cellphones they sell. Warren Susman suggests that examining the anxieties associated with any given technology can provide useful insight into the cultural values at stake for its users. According to the scientific experts of their day, both "aural overpressure" and brain tumors are avoided by reducing the amount of time spent on the telephone, perhaps less time working and possibly more time in the pursuit of other more socially oriented activity. It is possible to look at these panics around physical and mental well-being as a reassertion of the social, of the body, a sort of return of the repressed, at those historical moments the alienating effects of capitalism are being exacerbated by the uses to which we put technology. If, as Marx writes, the "circulation of capital constantly ignites itself anew" then it seems logical that the discourses which circulate around the telephone and communications technologies will continue to renew themselves at key historical moments. Advances in telecommunications at the end of both the nineteenth and twentieth centuries have inspired similar desires and elicited comparable anxieties because they have been driven by a common motive: the search for the competitive advantage that drives both capital and technological development alike.
