Abstract:
This thesis explores a relatively new and arguably innovative United States (US) international development initiative called the Millennium Challenge Account (MCA), which was launched by President Bush in 2004 as his flagship development programme for combating global poverty. Inciting transformational change, both in the delivery of aid and within the recipient countries themselves, lies at the heart of the MCA, which is housed in a new development entity named the Millennium Challenge Corporation (MCC). In-depth semistructured interviews were utilised to facilitate the accumulation of rich and varied data, through which the rhetoric and discourses surrounding the MCA could be' challenged, contested and debated at a variety oflevels. This study critically engages with the MCA to reveal its core motivations and ideological underpinnings, through which we can better understand its origins and potential to deliver sustainable development in the South. In order to do this, specific attention is given to Nicaragua's involvement in the initiative; a country which has played host to a plethora of US foreign policy activities, actions and interventions over the years. An exhaustive exploration of Nicaragua's experience of the MCA is subsequently utilised as a platform for engaging with the core debates and issues surrounding the MCA and development discourse more broadly. In particular, the study's findings critically question the neoliberal model of development being promoted through the MCA and challenge the programme's ability to address the complexities of impoverishment. Part and parcel of this process involves examining the seemingly inseparable marriage between 'democracy' and market liberalisation in development, through which it is argued in this thesis that transnationalliberalism has been extended as the hegemonic ideology of this epoch and a polyarchic system of rule promoted across much of the South.

A discussão sobre a questão da efectividade da ajuda externa já dura há décadas. Se por um lado estão estudos que consideram que a ajuda externa tem um impacto positivo no crescimento económico, por outro estão aqueles que concluíram que os fluxos de ajuda apenas contribuem para aumentar a corrupção, a pobreza e perpetuar maus governos. Este trabalho de investigação discute a questão da efectividade das ajudas externas no caso concreto de Cabo Verde. O país passou recentemente a beneficiar de um novo programa de ajudas externas, o Millennium Challenge Account, pelo que é pertinente perceber se os fluxos de ajudas externas, em geral, e do programa MCA, em particular, têm dado resultados positivos para o país. Para a análise empírica, foram analisados os relatórios anuais do Banco de Cabo Verde e outras fontes complementares, e os dados usados são referentes a 23 anos. A conclusão da análise econométrica sugere que a ajuda externa se tem repercutido de forma positiva no crescimento económico de Cabo Verde, apesar da variável Assistência Oficial ao Desenvolvimento não ter apresentado significância estatística. Os fluxos privados são contudo fortemente positivos e significativos. O impacto do programa MCA também se revelou positivo para o crescimento económico do país, reforçando a ideia de que quando a ajuda é direccionada para sectores que dinamizam o crescimento da economia, o seu impacto no mesmo é positivo. ABSTRACT; The debate about the question of foreign aid effectiveness goes back decades. While on one side, there are researchers that conclude that foreign aid have a positive impact on economic growth, on the other side, there are those who conclude that the flows of aid only contribute to promote corruption, poverty and perpetuate bad governments. This work investigates the question of foreign aid effectiveness in the economic growth rates of Cape Verde. Since Cape Verde became recently a beneficiary of the new program of foreign aid, the Millennium Challenge Account, it would be interesting to understand if the flows of foreign aid and the MCA have given positive results in the case of Cape Verde. To reach these goals, the annual reports of the Central Bank of Cape Verde, together with other sources, have been analysed and the data refers to 23 years. The results of the econometric analyses suggest that foreign aid has had a positive impact on economic growth in Cape Verde. Even though the Official Development Assistance did not present statistically significant coefficient, the Private Flows seem to be largely positive and significant. The impact of the MCA program also revealed a positive impact on the economic growth of the Cape Verdean's islands, and it reinforces the idea that when the flow of aid is directed at those sectors that promote economic growth, its impact on the economy is largely positive and significant.

Abstract:
A small body of mostly anecdotal evidence suggests that governments have undertaken legal, policy, institutional, and regulatory reforms to enhance their chances of becoming eligible for assistance from the Millennium Challenge Corporation (MCC). But we know little about the strength and scope of the so-called "MCC Effect”—in particular, why it seems to exert varying levels of influence across time, space, and policy domains. I collect two novel sources of data on the MCC Effect in order to explain the conditions under which the MCC eligibility standards have influenced the reform efforts of developing country governments. Through formal coding of archival data, I construct a database of more than 14,000 country policy-domain-year observations that measures whether and how governments change their policy behavior in order to achieve or maintain MCC eligibility. I then employ logit, rare event logit, and three-level random intercept modeling techniques as well as propensity score matching methods to explain the policy responses and non-responses of governments to the MCC eligibility criteria. I also draw on data from a first-of-its-kind survey of 640 development policymakers and practitioners in 100 low income and lower-middle income countries to "ground truth" inferences drawn from analysis of the archival data. My findings suggest that a range of factors influence the probability that a government will pursue reform ctivities in response to the MCC eligibility criteria. However, the central contribution of this thesis is the theoretical and empirical argument that the network positions of change management teams shape whether, when, and how externally inspired reforms get adopted and implemented. In this regard, I call attention an underappreciated factor that shapes the adoption and implementation of externally-influenced reforms: the presence of a policymaking team that has sufficient autonomy to introduce disruptive changes to the status quo, but also sufficient embeddednesss to overcome domestic political opposition.

Abstract Chapter 5 examines the strategy of coercive diplomacy embraced by George W. Bush to confront Saddam Hussein. After learning that covert action was not likely to be effective, Bush decided that the threat of military force might compel Hussein to allow inspections and relinquish his weapons of mass destruction. Alternatively, that threat might impel Hussein to flee or inspire a military coup to overthrow him, thereby producing regime change. Still fearing that Hussein might supply al Qaeda or other terrorist groups with weapons of mass destruction, Bush asked Secretary of Defense Donald Rumsfeld and General Tommy Franks, head of CENTCOM, to prepare a new war plan. Bush stressed, however, that he had not resolved to go to war. Bush hoped that coercive diplomacy might reduce the threat emanating from Iraq while he launched other initiatives like the Millennium Challenge Account to allay the conditions that produced more terrorists.

Abstract Chapter 3 deals with the challenge of development, which Kofi Annan saw as central to his mandate. It discusses one of his main achievements as Secretary-General: spearheading the adoption of the Millennium Development Goals, an ambitious time-bound, integrated, and measurable framework for development cooperation. It examines his advocacy on HIV/AIDS, which he argued was not just a health issue but a threat to development in many parts of the world, and his role in the creation of the Global Fund to Fight AIDS, Tuberculosis and Malaria. The chapter also provides an account of his calls for the world to come together to find fair and just solutions to the existential climate crisis. It analyzes his role in setting up the Global Commission on International Migration, which emphasized the potential benefits of migration for development; convening the General Assembly’s first High-Level Dialogue on International Migration and Development; and creating the Global Forum on Migration and Development.

This chapter reviews how the political settlements and legal understandings canvassed in the account continue to affect the Chicago lakefront today. It offers brief snapshots of five more recent developments on the lakefront that reflect the influence of the past — and that may be indicative of the future. The chapter begins by recounting the boundary-line agreement of 1912 which planted the seeds of the Illinois Central's demise on the lakefront. Today, the railroad has largely disappeared from the lakefront, in both name and fact. The chapter then shifts to discuss the Ward cases, which continue to affect the shape of the lakefront. It chronicles the success of Millennium Park and the Illinois Supreme Court's demotion of the public dedication doctrine to a statutory right limited to Grant Park. The chapter also recounts the Deep Tunnel project and the challenges in the South Works site. Ultimately, it discusses the appearance of the public trust doctrine on the lakefront, being invoked by preservationist groups to challenge both a new museum and the construction of President Barack Obama's presidential library (called the Obama Presidential Center).
