O objetivo desta tese é enfrentar o seguinte problema: há possibilidade de aplicação dos mecanismos consensuais e restaurativos na Justiça Militar Estadual? Existe uma série de pressupostos que apontam para a impossibilidade de aplicação desses novos modelos alternativos na Justiça Militar dos estados; dentre os quais se destacam a hierarquia e a disciplina como princípios que garantem a regularidade das instituições militares. Ocorre que os princípios constitucionais fundamentais ao exercício da plena cidadania no Estado Democrático de Direito deve servir de parâmetro para toda legislação pátria, inclusive a legislação militar. Além disso, a atividade de segurança pública, sendo exercida diretamente na sociedade, demanda um tratamento diferenciado ao policial militar. Por outro lado, nota-se uma crescente e inevitável demanda pela aplicabilidade da justiça restaurativa e, mais uma vez, a figura do policial militar somente aparece como agente de fomentação desse novo paradigma, assim como ocorre na mediação como “carro chefe” da filosofia do policiamento comunitário. Ao problema de tese formulado, levanta-se a hipótese – ao final confirmada - de que os militares dos estados podem ser beneficiários da justiça restaurativa e dos mecanismos consensuais em respeito aos princípios constitucionais fundamentais para o exercício pleno da cidadania no Estado Democrático de Direito. Entendimento lastreado em sua atividade de segurança pública que não se relaciona com a ideologia militar que lhes fora outorgada, posto que: a) o fato das Polícias Militares dos estados serem constitucionalmente previstas como força auxiliar e reserva do exército não é suficiente para que lhes sejam vedadas garantias e direitos constitucionais fundamentais; b) a hierarquia e disciplina não são exclusivas das corporações militares, portanto não são justificativas para vedação de institutos despenalizadores e/ou mecanismos consensuais na esfera policial militar. No entanto, elas representam conteúdos simbólicos repletos de valores e princípios que reforçam sofismas que permeiam o Direito Militar; c) os policiais militares, apesar de possuírem estética militar, têm seu mister profissional voltado para segurança pública como atividade de caráter civil, não guardando semelhança com a atividade fim das Forças Armadas; d) as justificativas utilizadas para o impedimento da aplicação dos benefícios de uma justiça consensuada aos policiais militares têm essência cultural e ideológica, resultando em constantes injustiças para esses profissionais de segurança pública; e) os entraves causados pela ideologia militar podem ser superados por meio de um acordo que mitigue o status social da categoria. No tocante às questões de viés metodológico, ressaltam-se o uso da vertente teórica jurídico-dogmática e do raciocínio hipotético-dedutivo. No campo procedimental, a tese se vale, especialmente, de literatura direta ou transversal à temática, bem como de dados do Judiciário Militar do Estado de Minas Gerais. Por fim, a hipótese de pesquisa levantada é corroborada e desenvolvida em termos conclusivos.
The purpose of this thesis is to address the following problem: is there a possibility of applying consensual and restorative mechanisms in the State Military Justice? There are a number of assumptions that point to the impossibility of applying these new alternative models in the military justice of the states; among which stand out the hierarchy and discipline as principles that guarantee the regularity of military institutions. It follows that the constitutional principles fundamental to the exercise of full citizenship in the Democratic State of Law should serve as a parameter for all domestic legislation, including military legislation. In addition, the public security activity, being carried out directly in the society, demands a differential treatment to the military policeman. On the other hand, there is a growing and inevitable demand for the applicability of restorative justice, and once again the figure of the military police officer only appears as an agent for fomenting this new paradigm, just as it occurs in mediation as “ “Of the philosophy of community policing. To the problem of the thesis formulated, the hypothesis - finally confirmed - arises that the military of the states can be beneficiaries of the Restorative Justice and the consensual mechanisms in respect to the constitutional principles fundamental for the full exercise of the citizenship in the Democratic State of Right. This understanding is based on their public security activity, which is not related to the military ideology granted to them, since: a) the fact that the military police of the states are constitutionally foreseen as an auxiliary force and reserve of the army is not enough to ensure that they are guaranteed fundamental constitutional rights and guarantees; b) hierarchy and discipline are not exclusive to military corporations, therefore they are not justifications for the prohibition of decriminalizing institutes and / or consensual mechanisms in the military police sphere. However, they represent symbolic contents replete with values and principles that reinforce sophisms that permeate Military Law; c) military police officers, despite possessing military aesthetics, have their professional mission turned to public safety as a civil activity, not keeping a resemblance to the activity of the Armed Forces; d) the justifications used to prevent the application of the benefits of a consensual justice to the military police have a cultural and ideological essence, resulting in constant injustice to these public security professionals; e) the obstacles caused by military ideology can be overcome by means of an agreement that mitigates the social status of the category. Regarding the questions of methodological bias, the use of the legal-dogmatic theoretical and deductive hypothetical reasoning is emphasized. In the procedural field, the thesis is based, in particular, on direct or transversal literature, as well as data from the Military Judiciary of the State of Minas Gerais. Finally, the research hypothesis raised is corroborated and developed in conclusive terms.

This thesis examines the ways in which the histories of the Military School of Realengo (EMR), the Military Police Academy of Barro Branco (APMBB) and the Officers’ Training School (EFO) of the Military Police of the Federal District (PMDF) are interwoven. The main objective was to uncover the process of the creation and consolidation of a particular military school model present throughout the country: Military Police Academies (APMs). The research sought to prove the hypothesis that the APM prototype would have resulted from a mixture of the curriculum of the professional course of the PMDF, created in 1920, and the traditions invented by the José Pessoa reform in the EMR, between 1931 and 1934, and also that the first school which underwent this transformation was the APMBB, between 1935 and 1938. From there, the model would have been disseminated to all Brazilian Military Police (PMs), including the PMDF itself. The research advances studies in the history of school institutions and educational intellectuals, with an emphasis on the processes of the invention of traditions, the reformulation of curricula, and the history of school subjects. Starting from a criticism of the theoretical-methodological reference of Althusserian structuralism, the work references ideas such as Thompson's notion of experience, Hobsbawm’s invention of tradition, and the meaning of the term intellectual as attributed by Sirinelli. This reference was supplemented by notions from Anthropology like Gilberto Velho's “field of possibilities” and Celso Castro's “military spirit”. Specific references from the history of education also provided support for the research, including notions of curriculum from Goodson, Forquin, Sacristan and Circe Bittencourt, as well as Cherval's ideas about the history of school subjects. As research involving the invention of traditions, the origins and the stabilization of these traditions were examined, which involved taking a historical cross-section covering the founding of the Military Division of the Royal Guard of Police in 1809 to the consolidation, in 1958, of the ceremony in which the cadets receive their swords in the EFO of the PMDF. For this purpose, an investigation of a variety of sources was necessary: personal archives, official documents, legislation, archives of materials, press, among others. It was possible to conclude that that the APMs were an invention of Brazilian army officers who adapted the traditions idealized for the EMR between 1931 and 1934 and the curriculum of the PMDF’s professional course from 1920. They created a new type of military school that was established in São Paulo at the APMBB between 1935 and 1938, and then disseminated throughout the country. The purpose of this invention would be to facilitate the transformation of state military forces into MPs, the army’s reserve and auxiliary force. However, such a standard was not imposed on state military forces, it was desired; and the companies not only assimilated but improved this new type of military school. As a result, state military forces became PMs, the army's reserve force, in order to survive the imminent threat of extinction after the Revolution of 1930 and the end of the governors' policies
A presente tese estuda as imbricações entre as histórias da Escola Militar do Realengo (EMR), da Academia de Polícia Militar do Barro Branco (APMBB) e da Escola de Formação de Oficiais (EsFO) da Polícia Militar do Distrito Federal (PMDF). O principal objetivo foi desvendar o processo de gênese e consolidação de um modelo específico de escola militar presente em todo o país: as Academias de Polícia Militar (APMs). Buscou-se comprovar a hipótese de que o protótipo de APM seria resultante de um amálgama entre os currículos do curso profissional da PMDF, criado em 1920, e as tradições inventadas pela reforma José Pessoa na EMR, entre 1931 e 1934, e que a primeira escola que sofreu essa transformação foi a APMBB, entre 1935 e 1938. A partir dela, o modelo teria sido disseminado para todas as Polícias Militares (PMs) do Brasil, incluindo a própria PMDF. A pesquisa avança nos estudos da história das instituições escolares e dos intelectuais da educação, com ênfase nos processos de invenção das tradições, reformulação de currículo e na história das disciplinas escolares. A partir da crítica ao referencial teórico e metodológico do estruturalismo althusseriano, foram utilizados referenciais como a noção de experiência de Thompson, o processo de invenção das tradições de Hobsbawm e a acepção de intelectual de Sirinelli. Esse referencial foi complementado por noções da Antropologia, como o “campo de possibilidades” de Gilberto Velho e o “espírito militar” de Celso Castro. Deram suporte ainda referenciais específicos da história da educação, como as noções de currículo de Goodson, Forquin, Sacristán e Circe Bittencourt, e as ideias sobre história das disciplinas escolares de Chervel. Por tratar-se de uma pesquisa que envolve a invenção de tradições, foram examinadas as origens e a estabilização dessas mesmas tradições, o que implicou um recorte histórico que englobou desde a fundação da Divisão Militar da Guarda Real de Polícia, em 1809, até a consolidação da solenidade de entrega de espadins na EsFO da PMDF, em 1958. Para tal, foi necessária a investigação em diversos tipos de fontes, como arquivos pessoais, documentos oficiais, legislação, acervo material, imprensa, entre outros. Pudemos concluir que as APMs foram uma invenção de oficiais do Exército brasileiro que adaptaram as tradições idealizadas para a EMR, entre 1931 e 1934, e os currículos do curso profissional da PMDF de 1920. Com isso, criaram um novo tipo de escola militar que foi implementado em São Paulo, na APMBB, entre 1935 e 1938, depois disseminado para o país. O objetivo dessa invenção seria facilitar a transformação das forças militares estaduais em PMs, força reserva e auxiliar do Exército. Porém, tal padrão não foi imposto às forças militares estaduais, foi desejado, e as corporações não só assimilaram como aprimoraram esse novo tipo de escola militar. Com isso, as forças militares estaduais transformaram-se em PMs, força reserva do Exército, visando sobreviver à ameaça iminente de extinção após a Revolução de 1930 e o fim da política dos governadores

Este estudo pretende identificar os fatores que condicionam o Planeamento Baseado em Capacidades (PBC) militares, com influência na programação dos investimentos da Força Aérea Portuguesa (FAP), bem como os fatores que afetam a eficiência dos processos internos. Com este objetivo, foram recolhidos dados por triangulação, sendo a amostra constituída por 18 entrevistados, militares e ex-militares. Os resultados sugerem algumas deficiências na pragmatização do PBC que resultam do efeito sinérgico entre fatores estruturais, conjunturais, doutrinários, falhas em ferramentas e metodologias, indicando que o modelo implementado terá de evoluir para configurar um PBC como definido concetualmente. As disfuncionalidades e/ou insuficiências em metodologias e ferramentas tendem a gerar soluções ad hoc e a distorcer a racionalidade do planeamento. Os dados também apontam para a inexistência de um efetivo mecanismo de avaliação que não tem possibilitado incorporar as lições aprendidas. Outras questões identificadas foram a coexistência de sistemas de gestão e a excessiva rotação dos Recursos Humanos que colocam limitações ao acesso de Recursos de Informação. O estudo permite, ainda, aferir restrições persistentes em Recursos Materiais e Recursos Financeiros, evidenciando uma programação do investimento de curto prazo, num quadro de marcada restrição de recursos. A análise aos processos da FAP indica que a prestação de contas tem sido influenciada por uma utilização insuficiente da plataforma de gestão de projetos, parcialmente afetada pelo reduzido número de efetivos e escassa formação e por apoiar as atividades num modelo de organização do trabalho que fragmenta a informação.
This study seeks to determine the factors that limit the Military Capability Based-Planning (CBP), which in turn, influence the programming of the Portuguese Air Force (PAF) investments, as well as the factors that have an effect on the efficiency of the internal processes. For this purpose, data was collected by triangulation. The sample consisted of 18 interviewed, military and ex-military personnel. The results suggest some shortcomings in the materialization of CBP, which result from a synergistic effect between structural, conjunctural, doctrinal, flaws in toolset and methodologies, indicating that the implemented model will have to evolve, in order to configure a CBP as conceptually defined. The dysfunctionalities in methodologies and tools tend to generate ad hoc solutions and to skew the logic behind the planning. The data also indicates the lack of an effective evaluation mechanism of the CBP, which makes it impossible to incorporate the lessons learned. Other issues identified were the coexistence of management systems and excessive rotation of Human Resources, which appear to limit access to Information Resources. The study also allows to determine persistent restrictions in Material Resources, and Financial Resources, showing a schedule of investment on a short-term, within a framework of marked resource constraints. The analysis of the processes of the PAF indicates that the external reporting has been influenced by an insufficient use of the project management platform, partially affected by the lack of Human Resources and training, and by supporting its activities in a model of work organization, that fragments the information.

Abstract:
This thesis examines the emergence of praetorianism in Pakistan and its relationship with militant Islamism from the establishment of Pakistan since independence in 1947. It analyses the evolution of civil-military relations in Pakistan, paying particular attention to the processes of state construction, inherent weaknesses of the country’s political and economic institutions, impact of significant regional events such as the Soviet-Afghan war, and chronic hostility with India. It focuses specifically on how these aspects of Pakistan’s historical experience impacted firstly, the phenomenon of military interventionism and, secondly, its evolving relationship with militant Islamism. This thesis also seeks to demystify the controversial relationship between the Pakistani military and Islamist militancy through a historically and conceptually grounded analysis. It does so by exploring the interface between praetorianism and militant Islamism in Pakistan through the lens of path dependency within a conceptual framework derived from historical institutionalism. Here it looks at the persistence of patterns in the course of the country’s institutional development as a reflection of the role of key players, their interests and strategies and the distribution of power amongst them. It factors in ideas of critical junctures, historical causation and increasing returns, to help to foment a deeper understanding of praetorianism and its evolving association with Islamism over time. Finally, it examines the constraints placed by Islamists, a combination of religiopolitical parties and militant groups, on the military’s expanding practical and political influence within the state. By bringing to light the historical role accorded to religious ideology within the Pakistani polity, it analyses the codification of a pervasive Islamist discourse within domestic and foreign policy. It reveals how powerful military regimes adopted and intensified the recourse to Islamism to augment their strategic and institutional ambitions, but in doing so were handicapped by this very dependence. Taken together the insights gleaned from this approach sets the thesis apart from the bulk of scholarship on civil-military relations in Pakistan, which has to date focused upon the overarching idea of military as a colossus or hegemon with few limitations on its power. This thesis advances two key arguments. First, it argues that the rise and entrenchment of praetorianism in Pakistan was based essentially upon the pathdependent trajectory of civil-military relations, incorporating Islamism as a selfreinforcing feature, to meet political, administrative and strategic needs. Second, it posits that this dependence in the long run served to limit the military’s power and influence over the state. By essentially re-contextualising the understanding of civil-military relations in Pakistan and situating the issue of Islamist militancy within this framework therefore, this thesis provides fresh insights on the contentious relationship between the Pakistani military and Islamist militancy.

This thesis examines the connection between technological change and military privatisation, which includes the privatisation of military assets, as well as the outsourcing of services from the armed forces to the private sector. The main argument is that increasing technological complexity of military equipment in the information age has led to an increasing reliance of the armed forces on private companies in respect to maintaining, managing, and even operating military equipment and networks. The armed forces lack already the competence and the resources for carrying out many important tasks including research, training, and operational support services.

Este estudo, de cunho histórico-social, tem como objeto a inserção de enfermeiras como oficiais da Força Aérea Brasileira (FAB) por meio do pioneiro Quadro Feminino de Oficiais (QFO). O marco inicial do estudo refere-se ao início do Estágio de Adaptação militar, em 02 de agosto de 1982 no Centro de Instrução Especializada da Aeronáutica (CIEAR), localizado na cidade do Rio de Janeiro. O marco final do estudo diz respeito ao término do período inicial obrigatório de dois anos de cumprimento de serviço ativo dessas enfermeiras, que culminou com a promoção das mesmas ao posto de 1Tenente (1984). Os objetivos do estudo são: descrever as circunstâncias de inserção das enfermeiras no processo seletivo do QFO, analisar o processo de incorporação do habitus militar durante o Estágio de Adaptação, e discutir as estratégias de luta das enfermeiras militares para ocuparem seus lugares devidos nos hospitais da FAB. A técnica de coleta de dados utilizada foi a entrevista e ocorreu no período de abril a maio de 2009 em hospitais da FAB da cidade do Rio de Janeiro. Foram entrevistadas cinco enfermeiras militares da primeira turma do QFO. O estudo foi cadastrado no SISNEP e aprovado pelo Comitê de Ética da FAB. Todos os sujeitos assinaram o Termo de consentimento livre e esclarecido e o Termo de doação de depoimento oral. O método utilizado foi o da História oral temática o referencial teórico do estudo foi baseado no pensamento do sociólogo francês Pierre Bourdieu, cujos conceitos de poder simbólico, habitus, campo, espaço social e violência simbólica sustentaram a construção desta dissertação. Para a análise e interpretação dos dados, seguimos os passos propostos por Maria Cecília Minayo de ordenação de dados, que compreendeu a transcrição na íntegra dos depoimentos; classificação cronológica e temática dos documentos escritos; classificação dos dados e a análise final. Evidenciou-se que diversos motivos incentivaram as enfermeiras a almejarem sua inserção na FAB como a boa remuneração, estabilidade financeira, progressão profissional, desbravamento de um novo campo de trabalho, clientela diferenciada, aposentadoria com salário integral e pioneirismo na FAB. O objetivo do Estágio de Adaptação militar foi inculcar do habitus militar nas candidatas a partir de ensinamentos baseados na hierarquia, disciplina, ética, dever e compromisso militar. Ao se inserirem nos hospitais da FAB, as enfermeiras receberam diversos cargos e funções, galgando um poder simbólico sobre a equipe de enfermagem. As inevitáveis lutas simbólicas dessas enfermeiras ocorreram com os médicos militares, com a equipe de enfermagem, com as enfermeiras civis e com a própria administração do hospital, e revelaram aspectos característicos de violência simbólica desencadeada por lutas de gênero e pela manutenção do poder, visto que as enfermeiras, dotadas de status de chefe e de militar, se inseriram num campo eminentemente masculino.
This study, historical-social, has as its object the inclusion of nurses as officers of the Brazilian Air Force (FAB) by the pioneer Table Female Officers (QFO). The first milestone in the study refers to the start of Stage Adaptation military on August 02th, 1982 in Center for Specialized Instruction Air Force (CIEAR), located in Rio de Janeiro. The final conquest of the study relates to the expiration of the initial mandatory two years of active service with these nurses, which led to the promotion of same to the rank of 1st Lt. (1984). The study aims to describe the circumstances of the nurses integration in the selection process of the QFO, analyze the process of incorporation of military habitus during Stage Adaptation, and discuss strategies to fight of the military to occupy their proper places in the FAB hospitals. The technique of data collection used was the interview and took place between April and May 2009 in hospital of FAB in the city of Rio de Janeiro. Five nurses from military first group of QFO were interviewed. The study was registered in SISNEP and approved by the Ethics Committee of FAB. All subjects signed the informed consent and donation term oral testimony. The method used was thematic oral history of the theoretical study was based on the thought of French sociologist Pierre Bourdieu, whose concept of symbolic power, habitus, field, social space and symbolic violence claimed the construction of this dissertation. For the analysis and interpretation of data, we follow the steps proposed by Maria Cecilia Minayo sort of data, which comprised the full transcript of testimony, chronological and thematic classification of the written documents, data classification and the final analysis. It was found that various reasons have encouraged nurses to aim their insertion in the FAB as good pay, financial stability, professional development, clearing a new field, distinguished clientele, retirement with full pay and pioneer in FAB. The goal of the adaptation was to inculcate the military habitus in military candidates from teachings based on hierarchy, discipline, ethics, duty and military commitment . When they entered in FAB hospitals, the nurses received a variety of positions and functions, climbing a symbolic power of the nursing staff. The inevitable symbolic struggles of nurses occurred with military doctors, with the nursing staff, with nurses and civilians, with proper administration of the hospital, and showed the characteristic features of symbolic violence triggered by gender struggles and maintaining power, as nurses, with their status as military chief and, inserted in a predominantly male field.

This thesis investigates military discourse, comparing media representations and spoken interactions in battalions of the Brazilian Army. Considering the Brazilian Army as a closed environment, most of media representations tend to convey issues of authoritarianism and rudeness in relation to interactions between superiors and subordinates. Thus, I analyze one song, one TV program, two films, three magazine articles, and two comic strips from the media, and eight excerpts of spoken interactions between superiors and subordinates, recorded in two battalions of the Brazilian Army, in two different states in Brazil. I formulate the following research questions: 1) how does the media represent military discourse? 2) how does the Brazilian Army represent military discourse, in relation to issues of power, authority, discipline and politeness? 3) what are the main characteristics of institutional and casual conversation found in spoken interactions in the army? and 4) in what circumstances can casual conversation occur, involving superiors and subordinates in the Brazilian Army?. To answer my questions, I analyze the selected data according to the interpersonal metafunction and register, mood choices, modality, and characteristics of casual and pragmatic conversations, as proposed in Systemic Functional Linguistics and to the concepts of power, social order and social changes, presented in Critical Discourse Analysis. Results suggest that superiors modalize and modulate commands, in order to reduce the effects of power and authority; superiors do not use offenses to command subordinates; superiors consider and respect subordinates' opinions, since subordinates use a high proportion of declarative clauses in interactions; and occurrences of informality are permeated by minor clauses, slang, jargon, swearing and vocatives, reducing the effects of hierarchy. This thesis serves to demystify pre-judgments related to military discourse, and to distinguish it as an unknown, interesting and vast field to be studied. Esta tese investiga o discurso militar, comparando representações pela mídia e interações verbais em batalhões do Exército Brasileiro. Considerando o Exército Brasileiro como um ambiente fechado, muitas das representações pela mídia tendem a transmitir questões relativas a autoritarismo e aspereza em relação a interações entre superiores e subordinados. Assim, analiso uma música, um programa de TV, dois filmes, três artigos de revista e duas tiras de histórias em quadrinhos e oito extratos de interações verbais entre superiores e subordinados, gravadas em dois batalhões do Exército Brasileiro, em dois estados diferentes do Brasil. Formulo as seguintes perguntas de pesquisa: 1) como a mídia representa o discurso militar?; 2) como o Exército Brasileiro representa o discurso militar, em relação às questões de poder, autoridade, disciplina e educação?; 3) quais são as principais características das conversações institucionais e casuais encontradas em interações verbais no exército?; e 4) em quais circunstâncias pode ocorrer a conversação casual, envolvendo superiores e subordinados no Exército Brasileiro?. Para responder minhas perguntas, analiso os dados conforme a metafunção interpessoal e registro, escolhas de modo, modalização e características de conversações pragmáticas e casuais, de acordo com a Lingüística Sistêmica Funcional e os conceitos de poder, ordem social e mudanças sociais, apresentados na Análise Crítica do Discurso. Os resultados sugerem que superiores modalizam e modulam os comandos, para reduzir os efeitos de poder e autoridade; os superiores não usam ofensas para comandar subordinados; os superiores consideram e respeitam as opiniões dos subordinados, uma vez que os subordinados usam uma alta proporção de orações declarativas nas interações; ocorrências de informalidade são permeadas por orações mínimas, gírias, jargões, palavrões e vocativos, reduzindo os efeitos da hierarquia. Esta tese serve para desmistificar pré-julgamentos em relação ao discurso militar, e para destacá-lo como um campo desconhecido, interessante e vasto a ser estudado.

Com a decretação, pelo regime militar, do Ato Institucional n° 2 (AI-2), em outubro de 1965, todos os civis e militares acusados de infringirem a Lei de Segurança Nacional passaram a ser processados pela Justiça Castrense. Entre 1967 e 1968, surgiram no Brasil várias organizações comunistas que propunham o recurso às armas no combate contra o regime vigente e pela implementação do socialismo. Dentre estes agrupamentos, um dos mais importantes foi a Ação Libertadora Nacional (ALN), cuja principal liderança foi Carlos Marighella. O presente trabalho debruça-se sobre o julgamento de militantes da ALN por tribunais militares. Recorreu-se à análise de autos de processos instaurados contra a organização em São Paulo para embasar o estudo. É abordada a atuação dos delegados de polícia, responsáveis pelos inquéritos que originaram os processos, assim como a atuação dos procuradores, vinculados ao Ministério Público. Além disto, trata-se do comportamento e das estratégias utilizadas pelos réus e por seus advogados. Finalmente, são apresentados um levantamento quantitativo das decisões judiciais e os critérios decisórios dos juízes, enfatizando sua preocupação com a readequação social dos réus. O período abrangido pela pesquisa inicia-se em 1969 quando os primeiros processos contra a ALN foram abertos - e termina em 1979 ano em que todos os julgamentos de militantes da organização foram interrompidos, por conta da anistia política.
With the decree by the Brazilian military regime of Institutional Act No. 2 (IA-2) in October 1965, all civilian and military defendants accused of violating the National Security Law were to be judged by military tribunals. In 1967 and 1968 several communist organizations emerged to support armed resistance against the regime and the implantation of socialism. One of the most important of these groups was National Liberating Action (NLA), whose principal leader was Carlos Marighella. The present work analyzes the trials of NLA militants in military tribunals. The primary sources are the court documents of cases filed against the NLA in São Paulo. This study focuses on the actions of the police chiefs in charge of the investigations that led to charges and also the prosecutors employed by the Brazilian Justice Department. In addition, the study examines the behavior and strategies used by the defendants and their lawyers. Finally, this project presents a quantitative investigation of the judicial rulings and the criteria used by the respective judges, in particular their concern for the social readjustment of the defendants. The period covered begins with 1969 - when the first cases were brought against the NLA - and ends in 1979 - when all cases against the organization came to a halt because of the political amnesty declared by the government.

O presente estudo analisa os processos políticos movidos contra a Vanguarda Popular Revolucionária (VPR), no período de 1969 a 1971, principalmente aqueles que se referem ao seu principal líder Carlos Lamarca. Trata-se da compreensão das facetas da Justiça Militar, buscando apreender na lógica dos textos dos processos seus objetivos e significado histórico. Sendo que a atuação da Justiça revelou-se extremamente complexa, no julgamento dos militantes de uma das principais organizações de esquerda que empreendeu a luta armada contra o regime. A pesquisa abordou a relação entre a administração da Justiça e o Estado, os mecanismos de repressão denunciados nos tribunais, como a tortura, desaparecimento e mortes de militantes e as irregularidades na aplicação da legislação. A figura emblemática de Carlos Lamarca que permeia todas as fases dos processo, o perfil dos réus e da organização, as formas de atuação e estratégias adotadas pelos representantes do Ministério Público e advogados de defesa. O enfoque centrou-se no rigor da Justiça em defesa da Segurança Nacional e na repressão judicial como parte das práticas repressivas do regime, em que legalidade e ilegalidade não se separavam.
With the instauration of the military government in Brazil, in 1964, and the Institutional Act no. 2 (IA-2), in 1965, the civilians who committed crimes against national security started facing trials in the Military Justice. The following study analizes the political processes moved against the "Vanguarda Popular Revolucionária" (PRV - Popular Revolutionary Vanguard), between 1969 and 1971, particulary those concerning its main leader, Carlos Lamarca. It deals with the comprehension of the many aspects of Military Justice, trying to learn, in the logic of the processes texts, its goals and historical meaning. The acts of the Justice revealed themselves as being extremely complex while judging the active members of one of the main left organizations that fought the Military Government. This research treated subjects like the relation of Justice and State, the repression mechanisms denounced in court, like torture, kidnapping and the killing of militants, and the irregularities in the applications of the law. It also deals with the emblematic figure of Carlos Lamarca, who appears during the whole process, the profile of defendants and their organization, the ways and strategies of both the Public Ministry ( who acted as Prosecutor) and the defense lawyers. The attention focused on the rigorous way the justice acted in defense of the national security, and in the judicial repression as a part of the repressive acts of State, where legal and illegal were very similar.

Military Media Machine is an investigation into the media management structure, and the increasingly dynamic communication processes, developed and implemented by the UK military. It explores – rather than explains – the proliferation in military media facilitation within defence, at a time when the British armed forces are concluding their nearly 13-year campaign in Afghanistan. During this extraordinary period of strategic pressure, telling a story of success has become a key factor in the military’s understanding of their own communication function. So this thesis suggests. It does so by demonstrating how strategic narratives are constructed to distance the soldier and the military institution from the war itself. It shows how the military shift from a combat to a ‘train and advice’ role has challenged the ways in which this distinction is upheld and communicated. This has a wider applicability too, as it testifies to the increasing conflation of military goals and political objectives. Using access to UK and NATO field settings and doctrinal discussions, the study documents a growing presence of media theory at the heart of military doctrine. It demonstrates how the British military have engaged large (and not necessarily efficient) resources to managing the story as part of their Afghanistan exit strategy. This includes new communication initiatives, online engagement procedures, information doctrine and media training facilitation. Thesis findings indicate that the purpose of these initiatives is to influence target audiences through the ‘means’ of the media. They paint a picture of an organisation that is increasingly engaged in catering to, and producing material for, the media. Media studies have generally not engaged in military communication research. Similarly, the military have shown little interest in involving external partners in their communication function. The thesis positions itself at the heart of this discussion. It recognises that new frameworks of understanding are needed; frameworks that do not attempt to improve the effectiveness of military messaging but which examine it and consider the practice. Unlike most work carried out in military academies the purpose of the study has not been to develop doctrine. Rather, by taking on an inside-out approach (as opposed to an outside-in approach) the thesis examines a fast-growing aspect of communication research that has so far been poorly documented within media and communications studies.

This thesis, an environmental history of a selected number of Swedish military training environments, is based on observation of military landscapes with a permanent presence of military-related objects and activities, all of which leave their traces in the environment, and how continued military activity is legitimised with environmental arguments. By also observing military policies and documents, I look into how the Swedish military frame their own training environments, and how ‘environmentalist’ discourses is adopted to justify past and present activities. The military landscapes must also be considered in a wider context of geopolitics and security; hence I also include an historical analysis of military land appropriation and defense policy in Sweden. An important contribution with this thesis, besides provide a Swedish context to studies of military landscapes, lies also in testing a historical ecological framework in analyses and methods when approaching research on military landscapes, as I consider this thesis as a pilot-project on Swedish military landscapes providing incentives for further studies. The Swedish military landscapes studied in this thesis have both a centennial and decadal presence of military activities. Some training sites such as Marma and Revinge, which are also Natura 2000 areas, have had a military presence since the 19th century, and the various military structures and buildings promote a kind of military biography, an identity tied to landscapes, reinforcing military presence. The presentation of military sites as ecological refuges for rare species and habitats is evident in the management plans for the studied landscapes. The way military space is understood, legitimised and produced from the perspectives of the military policy level is, as I will argue, centred on two core motivations. First, it is that military presence in a landscape is the product of a militarisation processes, considering a geopolitical context and defense policies. The military presence has long-term effects in form of an alteration of physical nature and development of a high biodiversity. Second, the long-term positive effects, enhances an environmentalist discourse within the military when it comes to legitimise past and present military space, and to justify a continued military presence in a landscape.
Denna uppsats, en miljöhistoria av ett utvalt antal svenska militära övningsområden, är baserat på en observation av militära landskap med en permanent närvaro av militärrelaterade objekt och aktiviteter vilka lämnar sina spår i miljön, och hur fortsatt militär aktivitet legitimeras genom miljöargument. Jag analyserar militära riktlinjer och dokument, för att se på hur svensk militär förhåller sig till dess övningsområden, och hur diskurser om miljövård används för att motivera fortsatt militär aktivitet. De militära landskapen bör studeras i en större geopolitisk säkerhetskontext; därför inkluderar jag också en historisk studie av svensk försvarspolitik och militära markanskaffningar. En viktig insats med denna uppsats, förutom att bidra med en svensk kontext till militära landskapsstudier, är att testa ett historiskt-ekologiskt ramverk i analys och metod vid studier av militära landskap då jag anser att denna uppsats är ett pilot-projekt för militära landskapsstudier i Sverige och ger incitament till vidare forskning i ämnet.   De svenska militära landskapen som studeras här har upp till en hundraårig närvaro av militär aktivitet. Vissa övnings- och skjutfält såsom Marma och Revingehed, vilka också är Natura 2000- områden, har haft militär aktivitet sedan slutet av 1800- talet, och de varierande militära ytorna och byggnaderna främjar en militär biografi, en identitet knuten till landskapet, vilken förstärker fortsatt militär närvaro. Presentationen av de militära fälten som ekologiska refuger av sällsynta arter och habitat är uppenbar i skötsel- och vårdplanerna av de studerade landskapen. Sättet som det militära landskapet förstås, legitimeras och produceras ur militärperspektiv i policy och dokument är, som jag kommer argumentera, koncentrerade kring två faktorer. För det första, militär närvaro i ett landskap är ett resultat av en militariseringsprocess baserat på en geopolitisk kontext och försvarsbeslut. Militär närvaro har en långsiktig effekt i form av en förändring av den fysiska naturen och utvecklingen av en biologisk mångfald. För det andra, de långsiktiga positiva effekterna underbygger en naturvårdsdiskurs inom militären när det kommer till att motivera dåtida och nuvarande militär landskapsanvändning, och för att rättfärdiga en fortsatt militär närvaro.

The central objective of this research is to understand the relations established between the first instance of the Brazilian Military Justice the military audits and the repressive apparatus built by the Brazilian military regime in the period of institutionalization that starts with the edition of the second Institutional Act, in October of 1965 and finishes with the publication of the fifth Institutional Act, in December of 1968. The choice of this organ as an object of investigation is essentially, due to its importance in the legal architecture of the regime, mainly after the alterations established by the second Institutional Act, that transferred to the Military Justice the competence to prosecute and judge civil accused of crimes against the national security. The main analytic focus concentrated in the political judgments realized by this instance and the empirical material consisted essentially in primary fonts, of documentary character.
O objetivo central desta pesquisa é entender as relações estabelecidas entre a primeira instância da Justiça Militar brasileira as auditorias militares e o aparato repressor montado pelo regime militar brasileiro no período de institucionalização que se inicia com a edição do segundo Ato Institucional, em outubro de 1965 e termina com a publicação do quinto Ato Institucional, em dezembro de 1968. A escolha deste órgão como objeto de investigação se deve, essencialmente, à sua importância na arquitetura jurídica do regime, principalmente depois das alterações estabelecidas pelo segundo Ato Institucional, que transferiu para a Justiça Militar a competência para processar e julgar civis acusados de crimes contra a segurança nacional. O foco analítico principal se concentrou nos julgamentos políticos realizados por esta instância e o material empírico consistiu essencialmente em fontes primárias, de caráter documental.

Abstract:
Despite the picture portraying the U.S as a western, democratic and equal country, the U.S military has faced several downfalls when it comes to its female force, especially in relation to sexual assault. This study poses the question of how can western ‘model countries’ such as the U.S, promote democracy when its military institution seem to miss one of the central pillars to a democratic society that is equality. Furthermore, the study seeks to dive further into the military culture of the U.S military in order to understand if women adjust to the military culture or if the military culture adjusts to the influx of women. By examining narratives of male and female soldiers and veterans, who tell their stories online, this research is conducted as a case study, using Pierre Bourdieu’s theory of cultural capital and Judith Butler’s theory of performative gender as an analytical tool in order to recontextualize the findings and gain a further understanding of the military culture from an inside perspective. In conclusion, the study essentially confirms the notion of the military constituting a male centered culture, as well as a crowd oriented culture, which contributes to females adjusting to the culture rather than it adjusting to the influx of women. In addition to this, gender equality is perceived as something applied by actors from the outside when it is convenient or solely talked about with respect to physical capabilities. Ultimately, research in relation to the U.S military needs to include a focus on culture in order for it to change and become gender equal.

Abstract:
Military readiness--the ability to field trained forces that are able fight and win wars--is a top concern for military leaders. The ability of the services to retain highly trained personnel contributes, in large part, to military readiness. Readiness is negatively affected when a subgroup within the military is retained at a lower rate than the majority of military members. Such is the case of service members who are part of dual-military couples, that is, a couple consisting of two military members. The data presented in this thesis strongly support the theory that both male and female officers who are members of dual-military couples begin their careers highly motivated to remain in the service for a full 20-year career. However, after they pass the 10 year point in their careers, their comparative intention to remain for a full 20 year career is lower than their non-dual military contemporaries. The analysis also supports the idea that integrating work and family life remains one of the main challenges for dual-military service members. Overall, recommendations to ameliorate the problem of lower retention of dual-military members focus on flexibility. Enacting policies that help dual-military members deconflict and/or synchronize deployments and one-year remote tours will help relieve stress on the family. Providing increased opportunities for members to be stationed together during assignments by increasing opportunities to work outside of the memberâ s main career field, as well as maintaining the current increased tour length, will also help dual-military members to balance work and home life. Working to increase flexible Department of Defense-provided childcare options will allow dual-military members to meet their caregiving requirements as well as their military service requirements, enhancing their retention. Finally, providing a range of return-to-service options would increase all military membersâ control over their careers and provide them the flexibility to meet their caregiving responsibilities.

The Small Business Innovation Research (SBIR) program was created in 1982 to stimulate research and development among small businesses while providing the government innovative technical and scientific solutions to challenging problems. In SBIR, Phase I awards are made for research projects to evaluate the scientific and technical merit of an idea. Phase II awards are made to further develop selected Phase I projects that demonstrate the greatest potential. In Phase III commercialization occurs, however no SBIR funding is available. This research identifies and measures the variables that shape the success of the Naval Air System Command's (NAVAIR) SBIR program from the stakeholders' point of view. As different stakeholders have different perspectives on how they perceive success in this program, this study identifies the variables that shape the success of NAVAIR's SBIR program from the firms' viewpoint. To identify the variables that shape the success of NAVAIR's SBIR program from the firms' perspective, we conducted a qualitative research. The analysis and results were generated based on the interviewees' perceptions and responses. This study concluded with the factors influencing the success of the firms in the SBIR and from the findings several recommendations were made for the SBIR program and future research.

Este trabalho se baseia na teoria da “construção social da realidade”, de Peter Berger e Thomas Luckmann. Eles mostram como as ciências sociais têm de lidar com uma realidade que tem relação dialética com o conhecimento que temos sobre ela, então, para entender a realidade social, temos que entender como o próprio conhecimento é produzido e adquirido. Esta teoria deve ser adequada a um estudo de caso especial de construção social da mentalidade militar no Brasil. Para este estudo, considerou-se uma escola militar, e para se ter uma concepção básica da mentalidade militar, a obra clássica de Samuel Huntington, com um tipo ideal daquela mentalidade, é levada em conta. Esta descrição é comparada com a ética militar prescrita no Exército Brasileiro. Depois de revisar a teoria de Berger & Luckmann, apresenta-se uma descrição de como uma escola constrói a mentalidade militar típica. Pretende-se que este trabalho seja um teste para a teoria do construtivismo num caso real, particular de pesquisa de campo.
This work is based upon the theory of “the social construction of reality”, by Peter Berger and Thomas Luckmann. They show how social sciences have to deal with a reality which has a dialectic relation with the knowledge we have about it, so, to understand the social reality, we have to understand how knowledge itself is produced and acquired. This theory should fit a special case study of social construction of the military mind in Brazil. To this study, a military school is considered, and to have a basic conception of the military mind, the classical work of Samuel Huntington, with an ideal type of that mind, is taken into account. This description is compared with the military ethic prescribed in the Brazilian Army. After Berger & Luckmann‟s theory is reviewed, a description of how a school constructs the typical military mind is provided. This work is intended to be a test to constructivism theory in a real, particular case of a field research.

Abstract:
This thesis analyses the concept of military objective in international law and in the practice of states. It examines all the components of the definition enshrined in Article 52.2 of the 1977 Additional Protocol I to the four 1949 Geneva Conventions. This involves considering the meaning and interpretation of the terms involved, such as effective contribution to military action and definite military advantage. The thesis also discusses subsequent practice in the application of the treaty. Such practice, in line with the Vienna Convention on the Law of Treaties, assists in the clarification of the interpretation of the phrases used in the test. This thesis also examines how the definition works in practice. It seeks to identify what state practice can tell us about the interpretation of the definition, and the problems states may encounter when applying it. The practice in this thesis is analysed from two angles. First, the thesis looks at how military doctrine - which influences how armed forces conceptualize military operations - may affect the behaviour of states during armed conflict. Such behaviour contributes to what is regarded as the practice of states, which further assists in clarifying of the interpretation of the definition. The analysis of military doctrine comprises a general overview of strategic, operational and tactical doctrine, and a discussion of specific targeting doctrine. Second, the thesis will consider practice in the specific context of coalition warfare. This analysis highlights the fact that states' behaviour may be affected by a number of factors, including political imperatives and military considerations. This complicates the evaluation of such practice. A separate issue results from the research conducted, and concerns the standard of evidence required for the legal assessment of targets.

From 1994, the Baltic states (Estonia, Latvia and Lithuania) undertook a number of cooperative regional military projects with the support of numerous Western countries. In particular, the Baltic Peacekeeping Battalion (BALTBAT) was an example of efficient Western defence cooperation to generate outcomes in order to achieve military and political goals. BALTBAT became the template for other Baltic programmes: the Baltic Naval Squadron (BALTRON), the Baltic Air Surveillance Network (BALTNET) and the Baltic Defence College (BALTDEFCOL). This thesis analysed the Baltic programmes, particularly BALTBAT, as a case study for identifying the elements of a model for effective military assistance projects. The focus was on the broad political decisions agreed upon by the donor and recipient states, such as the selection of development of peacekeeping capabilities, as the basis for military assistance, which provided the foundation for these initiatives. The value of the Baltic programmes as a case study and basis for identifying the elements of a model was enhanced by the fact that they succeeded at a delicate time in a sensitive region. The Baltic states had virtually no military forces upon regaining independence. Russia objected to Baltic state membership in NATO and was sensitive about a build-up of military capabilities close to Russian borders. In spite of these obstacles, the Baltic projects achieved outcomes which supported the military and political goals of the donor and recipient states. Analysis of the Baltic projects highlighted the importance of broad political decisions between donor and recipient states for military assistance initiatives. It also indicated the major factors (subsequently called Mechanisms) resulting from those decisions which were important to the outcomes from these programmes. These Mechanisms comprise the elements of a model which could be of value to academics and practitioners working in the area of military assistance.

Abstract:
This study sheds light on the relationship between military privatisation and state-centrism in international relations. The growth of the private military industry has led many to consider the operational implications of the military privatisation program, focusing on the merits of the industry and its inadequate regulation. Few have considered the ontological implications of military privatisation; that as the state outsources what many consider to be its core function and purpose – public security – military privatisation challenges the nature of the state and its central role in international relations. This thesis seeks to further the ontological argument by employing an English School approach to international relations. This approach allows for the puzzle to be interrogated at multiple levels and within three separate yet overlapping realms; the International System, International Society, and World Society. In contrast to existing research, I find that the state remains central to international relations. I conclude that although private military companies do not challenge the notion of state-centrism in international relations, the English School remains a powerful tool for exploring international phenomena. I also demonstrate the need for international relations theory to account for the changing identity of security actors and interplay between states.

Some veterans transitioning from military duty to the classroom are not obtaining college degrees. The purpose of this study was to investigate student veterans’ perceptions of the transition services and support systems at their college that might impact the challenges they face while pursuing a college degree. The theoretical framework for this study was Schlossberg’s Theory of Transition. The guiding research question asked how military veterans perceived the transition services and support systems at their university in the context of their decision to obtain their degrees. A purposeful sampling approach was used for selecting student veteran participants who had returned from active duty and were enrolled at the university for 1 year. Moustakas’s transcendental approach was the model used for interviewing 12 veterans. Inductive analysis was used to analyze data, including coding the interview transcripts and identifying themes to capture the collective experience of the veterans. Participants indicated that existing emotional or social support programs, organizations, and personnel to assist them on campus were inadequate. Implications for social change include increasing faculty and staff understanding of veterans’ needs, which may lead to improved transition services, support systems, and communications within the university. Results may be used to improve retention and degree completion rates of student veterans.

There are over 615,000 women military spouses and 1,786 known military spouse business owners who relocate every 2 to 3 years to follow their active duty spouse. The research problem addressed was the lack of strategies military spouse small business owners used to sustain their business during a mandatory military relocation. The purpose of this multiple case study was to explore the strategies that 5 women military spouse small business owners, located near Shaw Air Force Base or Fort Jackson, South Carolina, used to sustain their businesses during a relocation. The sampling method used was census sampling. The systems theory was the conceptual framework of this research supported by sustainability theory, strategic management theory, and event system theory. In-depth semistructured interviews and archival documentations (e.g., pamphlets, flyers, websites) were the chosen methods of data collection. A CADQAS software program was used to organize the data and content analysis method was to analyze the data gathered from the interviews and documents. The emergent themes were small businesses, work-life balance, business finance, barrier to business ownership, initiatives to support military spouses, and personal finances quality of life. For the military spouse small business owners or other potential business owners, a simple and accessible method to obtain information and access to government grants could assist the implication for positive social change to create new employment opportunities, growth, and innovation in communities and the economy. Additionally, the results from the study may provide insight and strategies to assist other military spouse business owners or other business owners in sustaining their business when relocating.

O consumo de bebidas alcoólicas está classificado pela Organização Mundial de Saúde (OMS) entre os 10 comportamentos de maior risco à saúde na atualidade. Dentre todas as drogas, o álcool é a mais utilizada no mundo inteiro. No Brasil, como destaque está a cerveja, fazendo parte do contexto sociocultural como forma de socialização. A ingestão abusiva de bebidas alcoólicas necessita de maior atenção pela sociedade e serviços de saúde. O alcoolismo tem um efeito negativo quando presente na esfera do trabalho, assim, quando o trabalhador se depara com a impossibilidade de executar suas atividades laborativas devido ao uso abusivo do álcool ele se depara com confrontos e insatisfações, por estar rompendo seu ritual de tarefas e vínculos, e isto pode ser considerada a maior perda social na vida do trabalhador, sobretudo porque outras perdas estão associadas ao trabalho, tais como, a redução salarial, a restrição do núcleo social e a ociosidade, gerando assim, um meio mais propício ao alcoolismo. O estudo tem a intenção de contribuir para a classe de servidores militares no que tange o cuidado específico e a colaboração da enfermagem para levantamento de estratégias de melhorias na qualidade de vida dos servidores militares. O diagnóstico e o tratamento do transtorno neste grupo se torna cada vez mais importantes. Trazendo a relevante na Universidade no qual se produzem novos estudos sobre o tema alcoolismo e militares adensando mais a temática e justificando a elaboração deste estudo que tem como objeto: identificar através das narrativas de vida as vulnerabilidades dos servidores militares ao uso abusivo de álcool. Os seguintes objetivos: Identificar as vulnerabilidades dos servidores militares decorrente do uso abusivo de álcool. Analisar os tipos de vulnerabilidades nas narrativas dos servidores militares frente ao uso abusivo de álcool. Discutir as repercussões decorrentes do uso abusivo de álcool no ambiente familiar e de trabalho do servidor militar. Tomando-se por base os objetivos propostos para esta pesquisa, optamos pela abordagem de natureza qualitativa. O método adotado nesta pesquisa será a Narrativa de Vida, que permite obter informações na essência subjetiva da vida de uma pessoa, o que vai ao encontro do objeto de estudo. Foi através da história que os elementos de vida foram transmitidos. O local do estudo foi o serviço de tratamento psicossocial de álcool e outras drogas do Corpo Militar da Marinha do Brasil, situado no Hospital Central da Marinha o Centro de Dependência Química (CEDEQ). Desta forma, o processo analítico que foi empregado foi a análise temática conforme Bertaux, o material que foi fornecido pelo participante, propiciou a construção das categorias, em ordem diacrónica e distribuição do tempo de acordo com o narrador. Para discussão dos dados utilizamos o Referencial conceitual de vulnerabilidade e Risco de Ayres e o Referencial Teórico de Afaf Meleis com a teoria das transições. Concluímos que as vulnerabilidades dos servidores militares ao uso abusivo de álcool estão interligadas entre as vulnerabilidades individual, social e programática onde os fatores favoráveis são: a predisposição ao alcoolismo, conflitos familiares, entrada no serviço militar, a facilidade de beber em serviço, transferências e punições juntamente com as transições de saúde/doença e transições organizacionais descritas por Meleis.
Alcohol consumption is classified by the World Health Organization (WHO) among the 10 risk behavior health today. Among all drugs, alcohol is the most widely used worldwide. In Brazil, as highlighted is the beer as part of the socio-cultural context as a form of socialization. Abusive drinking alcohol needs further attention by society and health services. Alcoholism has a negative effect when present in the sphere of work, so when the worker is faced with the inability to perform their work activities due to alcohol abuse he faces conflicts and grievances, to be breaking your task and ritual ties, and this can be considered the largest loss in the social worker's life, especially because other losses are associated with the work, such as wage reduction, restriction of social core and idleness, generating a way more conducive to alcoholism . The study intends to contribute to the class of military employees regarding the specific care and collaboration of nursing-raising strategies improvements in the quality of life of military servers. Diagnosis and treatment of this disorder group becomes increasingly important. Bringing relevant in University where occur the new studies on the subject alcoholism and military more thicken the theme and justifying the preparation of this study whose object: identify through life narratives vulnerabilities of military servers to alcohol abuse. The following objectives: Identify the vulnerabilities of military servers resulting from alcohol abuse. Analyze the types of vulnerabilities in the narratives of the military front servers to alcohol abuse. Discuss the repercussions of alcohol abuse in the family environment and work of military server. Taking as a basis the proposed objectives for this research, we chose the qualitative approach. The method adopted in this research will be the Narrative of Life, which provides information on the subjective essence of a person's life, which is consistent with the object of study. It was through the story the life elements were transmitted. The study site was the psychosocial treatment service of alcohol and other drugs of the Military Corps of the Navy of Brazil, located in the Navy Central Hospital Chemical Dependency Center (CEDEQ). Thus, the analysis method that was used was thematic analysis as Bertaux, the material that was provided by the participant, provided the construction of categories, in diachronic order and distribution of time according to the narrator. For discussion of the data we use the conceptual Reference Vulnerability and Risk Ayres and the Theory of Reference Afaf Meleis with the theory of transitions. We conclude that the vulnerabilities of military servers to alcohol abuse are connected between the individual, social and programmatic vulnerabilities where the favorable factors are: the predisposition to alcoholism, family conflicts, entry into military service, ease of drinking on duty, transfers and punishments along with health transitions / disease and organizational transitions described by Meleis.

Abstract:

Over two million military personnel will leave the service over the next decade (Cook & Kim; 2009). The majority of these veterans will receive the most generous GI Bill since its inception (United States Department of Veterans Affairs [VA], 2011). Institutions will covet these students to offset discounting (Barr & McClellan, 2011; Basch, 1997; Curs & Singell, 2010; Parrott, 2008; United States Senate Health, Education, Labor and Pensions Committee [HELP], 2012). To recruit and retain these students, military veterans must view these institutions as friendly (Bean & Metzner, 1985; Radford, 2011; Vacchi, 2012).

Previous studies focused on transition and access to veteran services (Ackerman, DiRamio, & Garza-Mitchell, 2009; Cook & Kim; 2009; Diamond, 2012; DiRamio, Ackerman, & Mitchell, 2008; Griffin & Gilbert, 2012; McBain, Kim, Cook, & Snead, 2012; Rumann & Hamrick, 2010). They identified factors that contribute to military friendliness along dimensions of cost, culture, collaboration, convenience, caring, and characteristics; however, they did not correlate these variables with veteran perceptions of friendliness (Ackerman et al., 2009; Diamond, 2012; DiRamio et al., 2008; Rumann & Hamrick, 2010). These studies were qualitative and used small samples (Ackerman et al., 2009; Diamond, 2012; DiRamio, et al., 2008; Rumann & Hamrick, 2010). This study determined how military veterans ranked these variables, compared how they differed by demographics, and determined to what extent these factors explained impressions of military friendliness at their institutions.

This quantitative correlational study surveyed veteran populations (N=188) at five institutions in the New England. Data were analyzed using the Statistical Package for Social Sciences (SPSS) to run descriptive and inferential statistics to rank military friendliness factors and compare these rankings along various demographics. Findings revealed significant differences in student perceptions based on gender, marital status, children, age, combat experience, military status, educational assistance eligibility, academic status, institution type, and college residency. Findings also determined to what extent and in what manner these factors explained respondents' perceptions of military friendliness at their own institutions. The results of this study may inform higher educational leaders how to prioritize initiatives and to provide better support to military veteran students.
