Abstract:
The War Lawyer s: The United States , Israel, and Juridical Warfare examines the laws of war as interpreted and applied by military lawyers to aerial targeting operations carried out by the US military in Iraq and Afghanistan, and the Israel Defense Force (IDF) in Gaza. Drawing on interviews with military lawyers and others, this book explains why some lawyers became integrated in the chain of command whereby military targets are identified and attacked, whether by manned aircraft, drones and/or ground forces, and with what results. The analysis shows how a series of political, legal, and technological developments have given rise to a targeting apparatus that requires legal input. In examining the effects of this process, the book argues that when lawyers render legal advice on targeting, they effectively put the indeterminacy of law in the service of producing and extending military violence, as well as constraining it. This is an iterative and ongoing law-making enterprise carried out in concert with the commanders whom lawyers advise. The provision of legal answers and options takes place in a highly routinized fashion under the overarching imperatives of mission success, and crucially, under pressures of time and emergent events in the battlespace. Military lawyers respond to intelligence data from widely distributed actors—but also inevitable gaps, errors, and misinterpretations in such data. The War Lawyers examines the mutual influence of US and Israeli targeting policies and shows just how important law and military lawyers have become in the conduct of contemporary warfare.

Abstract:
The administration of President Richard Nixon presents several examples of how Nixon and his national security adviser, Henry Kissinger, used food aid as a tool to advance foreign policy goals that Congress was attempting to foreclose. This chapter discusses two such examples: (1) food aid to Thailand in 1971, intended to free other financial resources in support of Southeast Asian military purchases, and (2) White House intervention in food aid decisions involving East Pakistan/Bangladesh and India in the months after Pakistani leader General Yahya Kahn unleased military reprisals against East Pakistan that led to the latter’s war of independence and a consequent flood of millions of East Pakistani refugees into India. Nixon’s support of Yahya Kahn and reluctance to assist India and the food aid-related repercussions of that support are described in this chapter.

Urban elites sought the protection and advice of the new men in their dealings with the king and their consolidation of oligarchical power. Most of the new men acted as patrons to one or more towns, but Poynings’s relationships with the Cinque Ports were particularly close. Dudley had an intense but often confrontational engagement with London, where Lovell’s dealings were happier. In towns and in rural manors alike, stewardships, combining judicial oversight with military recruitment, were important offices in consolidating the new men’s power. They held them in large numbers, as they did other local posts, such as the constableships of castles and the keeperships of parks.

Abstract:
Maxwell Taylor’s Cold Wartraces the Cold War career of Maxwell Taylor, a Kennedy White House insider and architect of American strategy in Vietnam. After 1945 Taylor led the U.S. Military Academy, commanded American forces in Berlin and Korea, guided the army through declining budget shares, emerged as a critic of President Eisenhower’s nuclear deterrence strategy, and, in the 1960s, served as military advisor at the White House, Joint Chiefs of Staff chairman, ambassador in South Vietnam, and advisor to Lyndon Johnson. Taylor remained a public critic of defense policy and civil-military relations into the 1980s. Through Taylor’s career we can investigate the evolution of the national security establishment from the vantage points of the military and the executive branch: what is the role of the armed services in national and international security strategies? Where do service interests and national interest intersect and what happens when there is less-than-complete overlap? What is the role of the JCS and their chairman? This has implications for historical and contemporary issues: civil-military relations, the question at what levels professional military advice needs to be heard, and the ramifications of the evolving challenges of war and balance of strategy and force structure for conventional warfare and counterinsurgency. These issues are linked in the hierarchies of a nationalsecurity state built for industrial wars of the twentieth century (between states), which now faces varied threats in the twenty-first century (from insurgents and terrorist groups) that were at least partly foreshadowed in the Vietnam War era.
