Abstract:
Despite Dual Careers (sports and education) and mobility of students being priorities in the funding policies of the European Commission, migrating student-athletes report severe challenges and decreased performance or dropouts at sport and academic levels. The objective of this study was to depict and assess the perceptions on challenges, support services, and their effectiveness in consideration of specific characteristics of participants and migrations. Based on a meta-synthesis and previous findings, a 50-items questionnaire was developed and completed by 245 student-athletes in 5 European countries. Participants with Dual Careers migration experience (n = 140) were considered for analyses of qualitative and quantitative (ordinal 5pt-Likert-scaled and metric) data on the Dual Career status, migration characteristics, received services, and outcomes. Chi-square-tests were conducted for differences between countries and genders at a significance level of p < .05. Country-related differences were found for experiences and intentions to migrate (X2(12) = 50.52, p<0.001), duration of the migration (X2(16) = 38.20, p = 0.001), financial support (X2(8) = 29.87, p<0.001), and decreased performances in academics (X2(16) = 56.12, p<0.001) and sports (X2(16) = 31.79, p = 0.01). Gender-related difference emerged in financial support (X2(4) = 10.68, p = 0.03), duration of the migration (X2(4) = 14.56, p = 0.01), and decreased academic performance (X2(4) = 10.57, p = 0.03). Tutoring and counselling support was ranked as the most effective support, especially when received from the academic field (4.0±1.0 pt) and others (4.1±0.8 pt), followed by online services from sport and academic sectors (both: 3.9±0.9 pt). Considering the pervasive globalization of sport and education, Dual Career migration can contribute to the development of a European sport culture. The high ratio of migrating student-athletes underlines the relevance of migrations in the field of Dual Careers. This study contributes to the literature by adding insights on practices, challenges, supports, and outcomes perceived by student-athletes migrating in Europe. Moreover, country- and gender-related differences support the consideration of specific characteristics and reveal critical factors in specific target groups. The findings contribute to identifying requirements and effective support measures in Dual Career migrations and can be used to improve support services.

Abstract:
Purpose This study aims to evaluate the link between climate/weather change and farmer migration in Bihar, India. The influence of cognitive conditions and climate-related stress on farmer migration decisions and the socioeconomic characteristics of migrating and non-migrating farm households are analysed. The focus is the role of migration in access to climate and agricultural extension services and the contribution of migration to enhanced farmer coping capacity. Design/methodology/approach A primary survey was conducted of farm households in seven districts of Bihar, India. Farmer perceptions of climate change were analysed using the mental map technique. The role of socioeconomic characteristics in farm household migration was evaluated using binary logistic regression, and the influence of migration on access to climate and agricultural extension services and the adaptive capacity of migrating households was investigated using descriptive statistics. Findings Climate-induced livelihood risk factors are one of the major drivers of farmer’s migration. The farmers’ perception on climate change influences migration along with the socioeconomic characteristics. There is a significant difference between migrating and non-migrating farm households in the utilization of instructions, knowledge and technology based climate and agriculture extension services. Benefits from receipt of remittance, knowledge and social networks from the host region enhances migrating households’ adaptive capacity. Originality/value This study provides micro-evidence of the contribution of migration to farmer adaptive capacity and access to climate and agricultural extension services, which will benefit analyses of climate-induced migration in other developing countries with higher agricultural dependence. In addition, valuable insights are delivered on policy requirements to reduce farmer vulnerability to climate change.

Abstract:
Objective: The study has the purpose of evaluating the nexus between climate change and migration of farmers in Delta State, Nigeria. The influence exerted by cognitive situations and climate – driven stress on farmers’ decisions to migrate and the socioeconomic attributes of migrating and non-migrating farm families are examined. The emphasis is the function of migration in accessing climate and agricultural extension services as well as the contribution made by migration to promote farmers’ climate change coping capacity. Methodology: Survey was articulated using farming households in three agricultural zones of Delta State, Nigeria. Perceptions of farmers about alterations in climate were examined with the use of mental map technique. Binary logistic regression model was applied to assess the function of socioeconomic attributes of farm families while descriptive statistics was employed in evaluating the adaptive capacities of the migrating farming households. Findings: Climate – driven livelihood variables form part of the main propellers of migration among farmers. Migration as well as the socioeconomic attributes is influenced by perception of farmers about climate change. There appears significant difference between migrating and non-migrating farm families with respect to utilization of information, technology and knowledge emanating from agricultural and climate extension services. The gains from remittances, knowledge and social networks from host communities or zones raise migrating farm families capacity to adapt to climate change. Theoretical Implications: This paper contributes to the progressively dynamic body of knowledge by pointing out migration as an alternative climate change adaptation strategy to promote agriculture food security in any part of the world. Originality/Value: Micro – evidence is offered by this study with respect to contribution made by migration to adaptive capacity of farmers and their ability to have access to agricultural and climate extension services. This will be useful in the analysis of climate – driven migration in other nations that are agricultural economies. Insight is also offered regarding policy needs for the scaling down of farmers’ vulnerability to climate change.

Abstract:
At the present stage of development of migration processes in Ukraine, the problem of improving the domestic migration services market has been actualized, turning it into a system of socio-economic relations to meet the needs of the population in services related to the possibility and improvement of conditions for migration movements, obtaining related services related to migration, minimizing risks (both for citizens and the State) related to migration processes. The research is aimed at identifying problematic aspects, as well as substantiating the directions and means of the State policy for the development of the migration services market in Ukraine. The object of research is the processes of improving the State policy of functioning and development of the migration services market in Ukraine, legalization of its subjects and improvement of institutional-economic opportunities in relation to the provision of high-quality migration services. In the process of research, general scientific and special methods were used: synthesis and system analysis, logical generalization, strategic management, and comparative analysis. The article identifies the current systemic problems in the functioning and development of the migration services market in Ukraine, in particular in terms of the predominance of unlicensed subjects – providers of migration services; low level of satisfaction of migrants with intermediary services; limited practices of bringing to justice shadow intermediaries in the migration services market; low level of socio-economic protection of migrant workers, etc. The authors define directions and means of improving the functioning of the migration services market of Ukraine in the areas of: legalization and licensing of activities; introduction of a monitoring system for the migration services market; conclusion of intergovernmental bilateral agreements to protect the rights of migrant Ukrainians; implementation of the Concept for regulating the development of the migration services market in Ukraine. Prospects for further scientific research in the analyzed sphere concern the substantiation of directions and means of implementation of positive foreign practices for the State-based regulation of the migration services market in Ukraine.

Abstract:
AbstractThe migration literature contends that, unlike other immigrants, refugees resettled in the US benefit from a federal program of integration. These claims do not consider the barriers that may complicate the implementation of resettlement policy. Based on 16 months of ethnographic fieldwork at a refugee resettlement agency in California, I argue that the organizational structure of the US Resettlement Program shapes how caseworkers provide resettlement services on a daily basis. The financial insecurity of Resettlement Agencies coupled with high stakes government oversight creates an organizational culture of vulnerability where caseworkers rely on discretion as they put resettlement policy into practice. Caseworkers develop coping mechanisms to get by as they simultaneously attend to the demands of their funders and their refugee clients. Given these structural constraints and limited resources, caseworkers instrumentalize paperwork as a discretionary tool. When files and documents are privileged over the quality and extent of resettlement services, caseworkers creatively utilize paperwork to separate policy from practice in order to protect themselves and appease their refugee clients. This policy of integration instead becomes a practice of paper integration, which problematizes prior theories and assumptions about US refugee resettlement. This practice of paper integration ultimately affects the services that arriving refugees receive and the degree to which they benefit from this ostensible program of integration.

Abstract:
The internet of things (IoT) is essential for the implementation of applications and services that require the ability to sense the surrounding environment through sensors and modify it through actuators. However, IoT devices usually have limited computing capabilities and hence are not always sufficient to directly host resource-intensive services. Fog computing, which extends and complements the cloud, can support the IoT with computing resources and services that are deployed close to where data are sensed and actions need to be performed. Virtualisation is an essential feature in the cloud as in the fog, and containers have been recently getting much popularity to encapsulate fog services. Besides, container migration among fog nodes may enable several emerging use cases in different IoT domains (e.g., smart transportation, smart industry). In this paper, we first report container migration use cases in the fog and discuss containerisation. We then provide a comprehensive overview of the state-of-the-art migration techniques for containers, i.e., cold, pre-copy, post-copy, and hybrid migrations. The main contribution of this work is the extensive performance evaluation of these techniques that we conducted over a real fog computing testbed. The obtained results shed light on container migration within fog computing environments by clarifying, in general, which migration technique might be the most appropriate under certain network and service conditions.

Abstract:
Much has been written about the costs—and benefits--of migration--in terms of the costs to the US (or receiving regions) and of the benefits to migrants. Massey (2005) concludes that because (Mexican) immigrants pay taxes, they are not a drain on public services. In fact, migrants are less likely to use public services, and pay taxes for services they don’t use. Almost two-thirds have Social Security taxes withheld, only 10% have sent a child to public schools, and under 5% or have used food stamps, welfare, or unemployment compensation. They also pay sales taxes. In terms of criminality, Rumbaut and Ewing (2007) refute the myth that migrants bring crime. They find that Mexican immigrant men have a lower rate of incarceration (0.7%) than US born Latinos (5.9%) or for US born males (3.5%).

Abstract:
Nowadays, telecommunication services are commonly deployed in private networks, which are controlled and maintained by the telecommunication operators themselves, by co-location services providers, or, to some extent, by their hardware and software providers. However, with the present development of cloud computing resources, one might consider if these services could and should be implemented in the Cloud, thus taking advantage of cloud computing’s high availability, geographic distribution, and ease of usage. Additionally, this migration could reduce the telecommunication operators’ concerns in terms of hardware and network maintenance, leaving those to the Cloud computing providers who will need to supply a highly available and consistent service, to fulfill the telecommunication services’ requirements. Furthermore, virtualization provides the possibility of easily and rapidly changing the Cloud network topology facilitating the addition and removal of machines and services, allowing telecommunication services providers to adapt to their demands on the fly. The aim of this thesis project is to analyze and evaluate the level of performance, from the network point of view, that can be achieved when using Cloud computing resources to implement a telecommunication service, carrying out practical experiments both in laboratory and real environments. These measurements and analyses were conducted using an Ericsson prototype mobile switching center server (MSC-S) application, although the results obtained could be adapted to other applications with similar requirements. In order to potentially test this approach in a real environment, a prior providers’ survey was utilized to evaluate their services based on our requirements in terms of hardware and network characteristics, and thus select a suitable candidate environment for our purposes. One cloud provider was selected and its service was further evaluated based on the MSC-S application requirements. We report the results of our bench-marking process in this environment and compare them to the results of testing in a laboratory environment. The results of both sets of testing were well correlated and indicate potential for hosting telecommunication services in a Cloud environment, providing the Cloud meets the requirements imposed by the telecom services.
Actualmente, los servicios de telecomunicaciones se implementan comúnmente en redes privadas, controladas y mantenidas por los operadores de telecomunicaciones, por proveedores de servicios de colocación o, hasta cierto punto, por proveedores de hardware y software. Sin embargo, con el presente desarrollo de la tecnología de ’Cloud computing’, se puede considerar la posibilidad de implementar servicios de telecomunicaciones en la nube, aprovechando su alta disponibilidad, distribución geográfica y facilidad de uso. Además, este cambio puede reducir las preocupaciones de los operadores en relación al mantenimiento del hardware y de la red, delegando en los proveedores del servicio de ’Cloud computing’, los cuáles deberán proporcionar un servicio consistente, cumpliendo así con los requisitos de los servicios de telecomunicaciones. Por otra parte, la virtualización propociona la posibilidad de cambiar rápida y fácilmente la topología de la red, facilitando la adición y supresión de maquinas y servicios, y, por tanto, permitiendo a los operadores adaptarse a sus necesidades sobre la marcha. El objetivo de esta tésis es analizar y evaluar en nivel de rendimiento, desde el punto de vista de la red, que se puede conseguir usando recursos de ’Cloud computing’ para implementar un servicio de telecomunicaciones, llevando a cabo experimentos tanto en el laboratorio como en un entorno real. Estos análisis fueron realizados utilizando un prototipo de un servidor de conmutación móvil (MSC-S) de Ericsson, aunque los resultados pueden adaptarse a otras aplicaciones con unos requisitos similares. Para probar esta propuesta en un entorno real, se realizó una encuesta de proveedores de servicios de ’Cloud computing’, con el objetivo de evaluar sus servicios teniendo en cuenta nuestros requisitos de hardware y red. Finalmente, un proveedor fue escogido y su servicio evaluado basándonos en los requisitos de la aplicación MSC-S. En este documento proporcionamos los resultados de esa evaluación y los comparamos con los obtenidos en el laboratorio. Los resultados de ambas evaluaciones fueron satisfactorios e indican la posibilidad de implementar servicios de telecomunicaciones en la nube, siempre que la nube cumpla los requisitos impuestos por dichos servicios de telecomunicaciones.
Nuförtiden är telekommunikationstjänster ofta uppsatta i privata nätverk, som kontrolleras och underhålls av teleoperatörerna själva, av samlokaliserande tjänsteleverantörer eller i viss utsträckning av deras hårdvaruoch programvaru-leverantörer. Med den nuvarande utvecklingen av Cloud Computing-resurser kan man dock överväga om dessa tjänster kan och bör genomföras i ett Cloud, vilket drar fördel av Cloud Computings höga tillgänglighet, geografiska spridning, och enkla användning. Denna migration minskar även teleoperatörernas oro angående hårdvaru- och nätverks-underhåll genom att överlåta detta till Cloud Computing-leverantörerna, som kommer att behöva leverera en hög tillgänglighet och konsekvent service för att uppfylla telekommunikationstjänsternas krav. Dessutom ger virtualisering möjlighet att enkelt och snabbt ändra ett Clouds nätverkstopologi, vilket underlättar tillägg och borttagning av maskiner och tjänster, vilket hjälper teleoperatörer att snabbt anpassa sig till deras krav. Målet med examensarbetet är att analysera och uppskatta prestandan, från nätets perspektiv, som kan uppnås vid användning av Cloud Computingresurser för att genomföra en teletjänst, genom praktiska experiment både i laboratorium och i verkligheten. Dessa mätningar och analyser utfördes med en prototyp av en Ericsson mobilomkopplingscentralserverapplikation (MSCS), även om de erhållna resultaten skulle kunna anpassas till andra program med liknande krav. För att potentiellt kunna testa denna metod i en verklig miljö användes en tidigare leverantörs undersökning för att utvärdera deras tjänster baserat på våra krav på hårdvara och nätverksegenskaper, och genom detta välja en lämplig kandidatmiljö för våra syften. En Cloud-leverantör valdes och dess tjänster utvärderades vidare baserat på MSC-Ss applikationskrav. Vi redovisar resultatet av vår testprocess i den här miljön och jämför det med resultaten av tester i laboratoriemiljö. Resultaten från båda uppsättningarna av tester var väl korrelerade och visar på potentialen av att implementera telekommunikationstjänster i en Cloud-miljö, om detta Cloud uppfyller de kraven som ställs av telekommunikationtjänsterna.

Depuis quelques générations, la libéralisation des échanges et des marchés facilite considérablement les mouvements transfrontaliers de biens, de services, de capitaux et d’informations. Ce processus d’intégration est porteur de gains de bien-être inédits pour la population mondiale. Des perspectives importantes s’ouvrent aussi pour les pays en développement, dont la croissance pourrait tirer de nouvelles stimulations de la mise en œuvre de réformes favorables aux échanges et à l’ouverture des marchés. Mais un pan de l’édifice de la mondialisation est demeuré en grande partie étranger à ce processus de libéralisation : les mouvements de capital humain, qui restent soumis à un contrôle et à des restrictions sévères. Il y a lieu de le déplorer, car la libéralisation des migrations temporaires de main-d’œuvre pourrait constituer un moteur de croissance économique et de développement plus efficace que tout autre levier d’action politique. Nombre de pays en développement sont doués d’un important capital humain. C’est un facteur de production et un mode de prestation de services où ils sont nombreux à jouir d’un avantage comparatif. Nous avons circonscrit notre champ d’étude à la migration temporaire de main-d’œuvre qualifiée des pays pauvres vers les pays riches. Notre exposé est axé sur trois études de cas poussées, celui de pays figurant parmi les principaux exportateurs de main-d’œuvre au monde – l’Égypte, l’Inde et les Philippines – dont nous examinons quelques-unes des activités de services les plus saillantes, à savoir respectivement : l’éducation, la santé et les technologies de l’information
More than half a century of trade and market liberalisation have greatly facilitated the movement of goods, services, capital and information across borders. This integration process has brought unprecedented welfare gains to the wor1d's population and there is much scope to stimulate further economic growth in developing countries through market and trade friendly reforms. One piece in the globalisation puzzle has largely been excluded from the liberalisation process: the movement of human capital remains highly controlled and restricted. This is regrettable since the liberalisation of temporary labour movement could have a greater impact on economic growth and development than any other single policy. Many developing countries are well endowed with human capital and it is a factor of production and a mode of service delivery in which many developing countries enjoy a comparative advantage. This dissertation focuses on temporary migration of skilled workers from poor to rich countries. The underlying assumption-based on economic models and empirical findings-is that a more liberal environment for temporary labour mobility would bring substantial welfare gains by stimulating economic growth and development. Consequently, the focal point is on trade rather than immigration (or so called 'brain circulation' rather than 'brain drain'). The dissertation is centred on three in-depth studies of some of the world's leading labour sending countries: Egypt, India and the Philippines; and some of their most prominent services sectors: education, IT, and health services

Abstract:
Over the last forty years, we have witnessed the birth of a new phenomenon in the Western world, that of 'the dream retirement. ' This study examines a group of (mainly) Northern European older people who move to Spain in search of the culmination of their life-project. Following years of working to the clock they move away from the 'rat-race' to find warmth, good health, company, friendship and enjoyment. Yet [...] the experience is often judged negatively by outsiders. The Costa is portrayed as a slightly unreal world, a liminal zone beyond the 'normal' realm of work. This thesis, an ethnographic exploration of life for older migrants in Spain takes seriously this 'unreal' world. It explores the negotiation of the designated 'free-time' at the end of the working life. The creation of retirement at a determined legal cut-off point has forced a separation between working identities and identities in the life beyond, which previously had (if at all) a ragged boundary between them. In short, it is a modern-day rite of passage. Now, as retirement approaches, new questions come to the fore. Where should we retire? How do we negotiate that culturally created 'time off' at the end of the working years? Do we find satisfaction, companionship, hope and fulfilment of dreams? Perhaps more mundanely,what do we actually do with that time? This thesis is an ethnographic study devoted to exploring the lives and worlds of older people who, in answering the above questions, chose to migrate to Spain from Northern Europe. Its focus is the new brand of 'woopies' (well off older persons) seeking the 'rewards' of leisure following a lifetime of working. They enter an interstitial space devoted to the pursuit of adult play. The thesis interrogates the reality of such rewards, looking at the tensions inherent in the 'freedom' sought within utopian spaces such as Spain. I reveal how the imagined freedoms necessitate some form of regulation, and I employ a re-examination of anthropological models of ritual to do so.

Abstract:
Chapter 1 Low-skilled Migration and Altruism: Population ageing has become a common concern among welfare states, including Canada and most of the OECD countries. Immigration has been identified as a solution to help sustain labour-force growth in industrialized countries, and as the factor most able to mitigate dire predictions of future fiscal imbalances. This chapter examines the impact of low-skilled immigration in a host country where households are altruists with a pay-as-you-go pension system to support the elderly. It demonstrates that low-skilled immigration does not harm the welfare of the domestic population. We use an overlapping-generations model similar to the work of Razin and Sadka (2000) but introduce paternalistic altruism into the life-cycle framework. Within this context of inter-generational altruism and pay-as-you-go pension systems, the initial negative fiscal impact of low-skilled migrants is compensated, thus, all income groups (high and low) and all age groups (young and old) benefit from migration. // Chapter 2 Growth and Sustainability: In light of the major environmental issues experienced by several countries in the last decades, several papers have advocated the rethinking of the role of governments in environmental preservation. This chapter develops an overlapping-generations model of environmental quality and production and investigates the potential role of governmental participation in the preservation of the quality of the environment so as to achieve both economic growth and environmental sustainability. The analysis suggests that long term economic growth and environment sustainability can be maintained with tax-funded environmental programs in a context of a negative production externality on the quality of the environment. // Chapter 3 The Incidence of Geography on Canada’s Services Trade: We estimate geographic barriers to export trade in nine service categories for Canada's provinces from 1997 to 2007 using the structural gravity model. Constructed Home, Domestic and Foreign Bias indexes capture the direct plus indirect effect of services trade costs on intra-provincial, inter-provincial and international trade relative to their frictionless benchmarks. Barriers to services international trade are huge relative to inter-provincial trade and large relative to goods international trade. A novel test confirms the fit of structural gravity with services trade data.

Les avancées des techniques de virtualisation et la maturité des langages d'orchestration ont contribué à la conception et au déploiement de services cloud composites. Ces services cloud peuvent être sujets à des changements dans le temps, en raison de la migration de leurs ressources. Cela peut introduire de nouvelles vulnérabilités, qui compromettent un service cloud dans son ensemble. Dans ce contexte, cette thèse propose d'améliorer et d'automatiser la sécurité des services cloud composites selon trois axes principaux. Le premier axe consiste en un framework de sécurité automatique basé sur SMT pour prendre en charge les migrations dans les services cloud composites, comme ceux orchestrés avec le langage TOSCA (Topology and Orchestration Specification for Cloud Applications). Il s'appuie sur des techniques de vérification pour évaluer automatiquement les changements de configuration qui affectent les composants des services cloud pendant leurs migrations, déterminer les vulnérabilités potentielles et sélectionner des contre-mesures adéquates. Le deuxième axe étudie la conception d'un tiers de confiance inter-cloud, appelé C3S-TTP (Composite Cloud Configuration Security-Trusted Third Party). Celui-ci est capable de réaliser une évaluation précise et exhaustive des vulnérabilités, tout en limitant les informations partagées entre le fournisseur cloud et le client cloud. The advances in virtualization techniques and the maturity of orchestration languages have contributed to the design and deployment of cloud composite services. These cloud services may be subject to changes over time, due to the migration of their resources. This may introduce new vulnerabilities, that compromise the whole services. In that context, this thesis proposes to enhance and automate the security of cloud composite services, according to three main axes. The first axis consists in an automated SMT-based security framework for supporting migrations in cloud composite services, such as those orchestrated with the TOSCA (Topology and Orchestration Specification for Cloud Applications) language. It relies on verification techniques for automatically assessing the configuration changes that affect the components of cloud services during their migrations and determining adequate countermeasures. The second axis investigates the design of an inter-cloud trusted third party, called C3S-TTP (Composite Cloud Configuration Security-Trusted Third Party). This one is capable to perform a precise and exhaustive vulnerability assessment, without requiring the cloud provider and the cloud tenant to share critical configuration information between each other. The third axis is centered on the investigation of a moving target defense strategy which combines artificial intelligence algorithms together with verification techniques. The purpose is to deceive reconnaissance activities performed by attackers through a large exploration of states, while minimizing the occurrence of new vulnerabilities that may impact on the attack surface of cloud composite services

Abstract:
The purpose of this thesis is to examine the relationship between expenditures on local public services and the net migration rate for Swedish urban and rural municipalities. Data from Statistics Sweden over all Swedish municipalities between 2004 and 2014 was used for the empirical analysis. The data also included control variables to control for differences in economic and demographic conditions in the municipalities. The result found using pooled OLS with instrumental variables reveals great differences on the significance of local service expenditure in relation to migration for the two types of municipalities. Childcare was found to be of great significance for rural regions. In contrast, social assistance had a positive association in urban regions while it had a negative insignificant correlation in rural regions. Moreover, culture and education were found to be insignificant in relation to migration for both regions. The results also showed similarities such as elderly care and local taxes were significantly negatively correlated with migration in both type of regions. Overall, the results show that certain local services, such as childcare, are correlated with migration. Nevertheless, economic conditions such as low local taxes, presence of a university campus and having low unemployment are as well of importance to attract residents to both types of municipalities.

Abstract:
Economic reasons are among the basic explanatory factors of migration, whether international or internally within a country. In turn, migratory movements have effects on the economy in terms of economic growth in general, but also in the different markets (work, housing, consumer goods, etc.) and public services (education, health, social services, etc.). The purpose of this document is to offer an overview of these interactions between migration and the economy in the case of the Canary Islands. To do this, certain conceptual clarifications will be made initially involving the mutual determination of both processes, before later providing specifics with evidence on the Canarian case for the main issues considered: the economic reasons for migration, and its impact on economic growth, the labour market and the living conditions of the immigrant population. The final section alludes to the importance of the institutional framework that regulates these relations between migration and the economy, which are far from being interpretable as a mechanical relationship and isolated from the political sphere.

More than a quarter of all overseas Indians resided in Gulf Cooperation Council (GCC) countries in 2020. Migration to Gulf countries is dominated by unskilled and semi-skilled workers who work on a contract basis and who must return home once their contract expires. The Indian government has introduced measures to promote safe overseas migration for work, but labor exploitations in the India-GCC migration corridors are widely documented. The Global Fund to End Modern Slavery (GFEMS) in partnership with the Norwegian Agency for Development Cooperation (Norad) supported the Association for Stimulating Know-how (ASK) in pilot-testing a project to build a safe labor migration ecosystem in source communities in Bihar and Uttar Pradesh, India. The project established Migrant Resource Centres (MRCs), integrated six intervention activities, and worked with Civil Society Organizations to build their internal systems and resilience to establish, sustain, and effectively run MRCs and provide services. The Population Council in partnership with GFEMS and Norad undertook a community-based quantitative study to assess male migrants’ awareness of and engagement with ASK’s project. The success in improving male migrants’ knowledge about safe migration pathways was also examined.

Abstract:
Youth unemployment is a major issue in many developing countries, particularly in locations not well connected with large urban markets. A limited number of available job opportunities in urban centres may reduce the benefit of policies that encourage rural–urban migration. In this project, we investigated the feasibility of ‘virtual migration’, by training rural youth in Bangladesh to become online freelancers, enabling them to export their labour services to a global online marketplace. We did this by setting up a ‘freelancing incubator’, which provided the necessary workspace and infrastructure – specifically, high-speed internet connectivity and computers. Close mentoring was also provided to participants to assist in navigating the competitive online marketplace. We show the exciting potential of online work for improving the incomes of poor youth in developing countries. We also highlight the constraints to this type of work: financing constraints for the high training cost, access to the necessary work infrastructure, and soft skills requirements to succeed in the market. We also shed light on some promising possibilities for innovative financial contracts and for ‘freelancing incubators’ or ‘virtual exporting companies’ to assist students in their sourcing of work and skills development.

Discussions of migration and urbanization in Canada and many other nations typically focus on the experiences of individuals. By doing so, the importance of their family relationships and circumstances may be overlooked. A failure to account for broader family networks has wellbeing consequences for both the people who migrate and/or move to urban locations and their family members who have stayed behind. Beyond the individual-level focus, policies related to migration are usually developed as population-level initiatives. This means that families that are considered vulnerable or at-risk due to certain health and/or demographic factors can remain unnoticed and their special needs unaccounted for. The experiences of these families during migration and urbanization merit greater attention so that policy makers and support services can ensure more equitable opportunities and better family wellbeing outcomes. This paper explores migration and urbanization in Canada in relation to family wellbeing with attention to two at-risk population groups: families with a member who has a disability and families that identify as Indigenous. Both groups experience exclusion, that is, systematic actions resulting in being overlooked, ignored, and at-risk. Indigenous families have endured a long history of colonialism, racism, and oppression (Saul, 2014), resulting in a legacy of grievous harm to families and the chronic underfunding of support services such as healthcare, housing, and child welfare (Government of Canada, 2018a; Truth and Reconciliation Commission of Canada, 2015). Families in which there is a member with a disability1 require ready access to affordable healthcare and related services to ensure appropriate support, which is linked to the wellbeing of all family members.

This paper computes several indicators of water coverage, quality, and prices in Ecuador's two largest cities: Quito and Guayaquil- both before and after the privatization of water services in Guayaquil. The type of data sources that are used make it possible to specifically control for income and, thus, to evaluate changes in water provision, particularly among the poor. These indicators provide useful information about how certain water-related services have changed over time and facilitate evaluating the performance of each company. It should be emphasized, however, that such estimates cannot be used to identify the causal effects of the privatization of water provision. In particular, differences in a) before-concession water-coverage trends, c) rural-to-urban migration patterns, and c) other idiosyncratic institutional characteristics between these two cities, suggest that Quito may not be a suitable control group for identifying the casual effects of privatization.

On a ainsi tendance à négliger l’importance des disparités et des relations familiales. Or, l’omission de tenir compte des réseaux familiaux élargis a non seulement des conséquences sur le bien-être des personnes qui immigrent ou qui s’installent dans les milieux urbains, mais aussi sur celui des membres de la famille qu’ils laissent derrière eux. Au-delà de cet horizon individuel, les politiques liées à la migration se traduisent souvent par des initiatives qui visent l’ensemble de la population. On oublie en quelque sorte les familles vulnérables ou à risque – en raison de certains facteurs sanitaires et/ou démographiques – et leurs besoins particuliers. Il conviendrait donc de s’attarder davantage à leur expérience de la migration et de l’urbanisation afin que les décideurs et les fournisseurs de services soient en mesure de leur offrir des perspectives équitables et favorables à leur bien-être. Le présent article s’intéresse aux effets de la migration et de l’urbanisation au Canada sur le bien-être des familles, en portant une attention particulière à deux groupes de population plus vulnérables : les familles dont l’un des membres a une incapacité et les familles autochtones. Ces deux groupes connaissent davantage l’exclusion, c’est-à-dire qu’ils ont tendance à être systématiquement exclus, ignorés, voire exposés à des risques. Les familles autochtones sont marquées depuis longtemps par le colonialisme, le racisme et l’oppression (Saul, 2014), ce qui a eu de graves conséquences sur les familles et le sous-financement chronique des services de soutien, tels que les soins de santé, le logement et la protection de l’enfance (Gouvernement du Canada, 2018a; Commission de vérité et réconciliation du Canada, 2015). Les familles dont l’un des membres a une incapacité1 doivent être en mesure d’accéder facilement à des soins de santé et à des services connexes abordables qui répondent à leurs besoins, afin d’assurer le bien-être de l’ensemble des membres de la famille

Abstract:
This report shares findings from qualitative research on the impacts of Covid-19 on Cambodian migrant workers in four sites along the Cambodia-Thai border. Government restrictions in Thailand and the border closure in February 2020 led to job losses and reduced working hours, and ultimately to an increase in the rate of return migration. Return migrants were forced to use informal points of entry with the facilitation of informal brokers, facing increased costs and risks and, in the process, becoming undocumented. This report shows an unequal access to health services between documented and undocumented migrants. Even in the context of Covid-19, some migrants continue to travel with young children who support the family, mostly through light agricultural work. URI

Abstract:
According to the World Migration Report 2020, the number of international migrants increased from 84 million in 1970 to 272 million in 2019, accounting for 3.5% of the world’s population. This paper investigates the aggregated effect of emigration on the tax revenue of sending countries with a focus on developing nations. Using a gravity approach, we construct a time-varying exogenous instrument out of geographic time-invariant dyadic characteristics that allow us to estimate the predicted emigration rate for every country. Then, we follow an instrumental variable approach where we use our predicted emigration rate as an instrument of the observed migration rate. The results show that the predicted emigration rate is a good instrument of the current emigration rate for developing countries, and that there is a positive aggregated effect of emigration on tax revenue of sending countries. The results vary depending on the type of tax: emigration increases goods and services tax revenue, but it decreases income, profit, and capital gains tax revenue.

Abstract:
Irregularly staying migrants are more likely to face material deprivation, instability and are more vulnerable to exploitation and crime than legal residents (FRA, 2011). Ultimately, they may face deportation to their country of origin. The fear of detection and deportation can lead to underutilisation of public services (Vintila and Lafleur, 2020). The recent introduction of the Regularisation of Long-Term Undocumented Migrants Scheme (discussed below) is a major policy development that should improve the situation of many people living in Ireland. However, it is likely that irregular migration will persist, and related policy challenges will remain. This report aims to provide an overview of the situation of irregularly staying migrants in Ireland, including access to public services, and to outline major public debates and policy measures introduced to address related issues.

Abstract:
The article is devoted to the systematization of experience in the deployment, maintenance and servicing of the private academic cloud. The article contains model of the authors’ cloud infrastructure. It was developed at Ternopil Volodymyr Hnatiuk National Pedagogical University (Ukraine) on the basis of the Apache CloudStack platform. The authors identify the main tasks for maintaining a private academic cloud. Here they are making changes to the cloud infrastructure; maintenance of virtual machines (VM) to determine the performance and migration of VM instances; work with VMs; backup of all cloud infrastructure. The analysis of productivity and providing students with computing resources is carried out. The main types of VM used in training are given. The number and characteristics of VM that can be served by a private academic cloud are calculated. Approaches and schemes for performing backup are analysed. Some theoretical and practical experience of using cloud services to perform backup has been studied. Several scripts have been developed for archiving the platform database and its repositories. They allow you to upload backups to the Google Drive cloud service. The performance of these scripts for the author’s deployment of private cloud infrastructure was evaluated.
