Abstract:
SUMMARYThe objective of the current study was to develop, validate and describe a decision support system (DSS) to evaluate cull dairy cow finishing strategies. The DSS was developed within a Microsoft Excel framework. The purpose of a DSS is to assist the process of making accurate and repeatable calculations, assisting the decision on which cull cow finishing strategy is most profitable under individual farm circumstances. The model was based on data from two evaluation experiments including eight finishing strategies in total: ad libitum grass silage (GS); GS+3 kg concentrate (GS+3); GS+6 kg concentrate (GS+6); GS+9 kg concentrate (GS+9); ad libitum grass silage prior to ad libitum spring grass (GS+G); 0·75 grass silage and 0·25 straw prior to ad libitum spring grass (GS+S) and finally grass silage plus 6 kg concentrate dry matter (DM)/cow/day and milked twice daily prior to ad libitum spring grass (EXTLAC). Stochastic budgeting was included in the model to account for variability in key input and output variables on the overall profitability of various finishing strategies. The stochastic input and output variables included in the model were initial carcass value, feed strategy, concentrate cost and final carcass value. Net profit per cow was selected as the output distribution. The mean net profit per cow with the GS, GS+3, GS+6, GS+9, GS+G, GS+S and EXTLAC was €85·3, €73·7, €95·6, €58·5, €158·8 and €186·8 and €283·0, respectively. Profitability for the EXTLAC strategy was stochastically dominant to all other strategies evaluated meaning a higher level of profit and a lower level of risk is associated with the EXTLAC strategy. The optimal strategy of cull cow beef production depends greatly on the prevailing economic environment, purchase and sale price, milk price, feed costs, housing and labour.

Abstract:
The satellite remote-sensing-based damage-mapping technique has played an indispensable role in rapid disaster response practice, whereas the current disaster response practice remains subject to the low damage assessment accuracy and lag in timeliness, which dramatically reduces the significance and feasibility of extending the present method to practical operational applications. Therefore, a highly efficient and intelligent remote-sensing image-processing framework is urgently required to mitigate these challenges. In this article, a deep learning algorithm for the semantic segmentation of high-resolution remote-sensing images using the U-net convolutional network was proposed to map the damage rapidly. The algorithm was implemented within a Microsoft Cognitive Toolkit framework in the GeoAI platform provided by Microsoft. The study takes the 2011 Tohoku Earthquake-Tsunami as a case study, for which the pre- and post-disaster high-resolution WorldView-2 image is used. The performance of the proposed U-net model is compared with that of deep residual U-net. The comparison highlights the superiority U-net for tsunami damage mapping in this work. Our proposed method achieves the overall accuracy of 70.9% in classifying the damage into “washed away,” “collapsed,” and “survived” at the pixel level. In future disaster scenarios, our proposed model can generate the damage map in approximately 2–15 min when the preprocessed remote-sensing datasets are available. Our proposed damage-mapping framework has significantly improved the application value in operational disaster response practice by substantially reducing the manual operation steps required in the actual disaster response. Besides, the proposed framework is highly flexible to extend to other scenarios and various disaster types, which can accelerate operational disaster response practice.

Abstract:
Many companies are adapting cloud computing technology because moving to the cloud has an array of benefits. During decision-making, having processed for adopting cloud computing, the importance of risk management is progressively recognized. However, traditional risk management methods cannot be applied directly to cloud computing when data are transmitted and processed by external providers. When they are directly applied, risk management processes can fail by ignoring the distributed nature of cloud computing and leaving numerous risks unidentified. In order to fix this backdrop, this paper introduces a new risk management method, Enterprise Risk Management for Operationally Critical Threat, Asset, and Vulnerability Evaluation (ERMOCTAVE), which combines Enterprise Risk Management and Operationally Critical Threat, Asset, and Vulnerability Evaluation for mitigating risks that can arise with cloud computing. ERMOCTAVE is composed of two risk management methods by combining each component with another processes for comprehensive perception of risks. In order to explain ERMOCTAVE in detail, a case study scenario is presented where an Internet seller migrates some modules to Microsoft Azure cloud. The functionality comparison with ENISA and Microsoft cloud risk assessment shows that ERMOCTAVE has additional features, such as key objectives and strategies, critical assets, and risk measurement criteria.

Abstract:
The predictive utility of polygenic scores is increasing, and many polygenic scoring methods are available, but it is unclear which method performs best. This study evaluates the predictive utility of polygenic scoring methods within a reference-standardized framework, which uses a common set of variants and reference-based estimates of linkage disequilibrium and allele frequencies to construct scores. Eight polygenic score methods were tested: p-value thresholding and clumping (pT+clump), SBLUP, lassosum, LDpred1, LDpred2, PRScs, DBSLMM and SBayesR, evaluating their performance to predict outcomes in UK Biobank and the Twins Early Development Study (TEDS). Strategies to identify optimal p-value thresholds and shrinkage parameters were compared, including 10-fold cross validation, pseudovalidation and infinitesimal models (with no validation sample), and multi-polygenic score elastic net models. LDpred2, lassosum and PRScs performed strongly using 10-fold cross-validation to identify the most predictive p-value threshold or shrinkage parameter, giving a relative improvement of 16–18% over pT+clump in the correlation between observed and predicted outcome values. Using pseudovalidation, the best methods were PRScs, DBSLMM and SBayesR. PRScs pseudovalidation was only 3% worse than the best polygenic score identified by 10-fold cross validation. Elastic net models containing polygenic scores based on a range of parameters consistently improved prediction over any single polygenic score. Within a reference-standardized framework, the best polygenic prediction was achieved using LDpred2, lassosum and PRScs, modeling multiple polygenic scores derived using multiple parameters. This study will help researchers performing polygenic score studies to select the most powerful and predictive analysis methods.

Abstract:
We present a regression test selection technique for C# programs. C# is fairly new and is often used within the Microsoft .Net framework to give programmers a solid base to develop a variety of applications. Regression testing is done after modifying a program. Regression test selection refers to selecting a suitable subset of test cases from the original test suite in order to be rerun. It aims to provide confidence that the modifications are correct and did not affect other unmodified parts of the program. The regression test selection technique presented in this paper accounts for C#.Net specific features. Our technique is based on three phases; the first phase builds an Affected Class Diagram consisting of classes that are affected by the change in the source code. The second phase builds a C# Interclass Graph (CIG) from the affected class diagram based on C# specific features. In this phase, we reduce the number of selected test cases. The third phase involves further reduction and a new metric for assigning weights to test cases for prioritizing the selected test cases. We have empirically validated the proposed technique by using case studies. The empirical results show the usefulness of the proposed regression testing technique for C#.Net programs.

Abstract:
This work is devoted to the development of a distributed framework based on deep learning for processing data from various sensors that are generated by transducer networks that are used in the field of smart buildings. The proposed framework allows you to process data that comes from sensors of various types to solve classification and regression problems. The framework architecture consists of several subnets: particular convolutional net that handle input from the same type of sensors, a single convolutional fusion net that processes multiple outputs of particular convolutional nets. Further, the result of a single convolutional fusion net is fed to the input of a recurrent net, which allows extracting meaningful features from time sequences. The result of the recurrent net opera- tion is fed to the output layer, which generates the framework output based on the type of problem being solved. For the experimental evaluation of the developed framework, two tasks were taken: the task of recognizing human actions and the task of identifying a person by movement. The dataset contained data from two sensors (accelerometer and gyroscope), which were collected from 9 users who performed 6 actions. A mobile device was used as the hardware platforms, as well as the Edison Compute Module hardware device. To compare the results of the work, variations of the proposed framework with different architectures were used, as well as third-party approaches based on various methods of machine learning, including support machines of vectors, a random forest, lim- ited Boltzmann machines, and so on. As a result, the proposed framework, on average, surpassed other algorithms by about 8% in three metrics in the task of recognizing human actions and turned out to be about 13% more efficient in the task of identifying a per- son by movement. We also measured the power consumption and operating time of the proposed framework and its analogues. It was found that the proposed framework consumes a moderate amount of energy, and the operating time can be estimated as acceptable.

Abstract:
Stereology has been earlier defined by Wiebel (1970) to be: "a body of mathematical methods relating to three dimensional parameters defining the structure from two dimensional measurements obtainable on sections of the structure." SHTEREOM I is a simple windows-based software for stereological estimation. In this first part, we describe the implementation of the number and volume estimation tools for unbiased design-based stereology. This software is produced in Visual Basic and can be used on personal computers operated by Microsoft Windows® operating systems that are connected to a conventional camera attached to a microscope and a microcator or a simple dial gauge. Microsoft NET Framework version 1.1 also needs to be downloaded for full use. The features of the SHTEREOM I software are illustrated through examples of stereological estimations in terms of volume and particle numbers for different magnifications (4X–100X). Point-counting grids are available for area estimations and for use with the most efficient volume estimation tool, the Cavalieri technique and are applied to Lizard testicle volume. An unbiased counting frame system is available for number estimations of the objects under investigation, and an on-screen manual stepping module for number estimations through the optical fractionator method is also available for the measurement of increments along the X and Y axes of the microscope stage for the estimation of rat brain hippocampal pyramidal neurons.

Abstract:
Urban land use information is critical to urban planning, but the increasing complexity of urban systems makes the accurate classification of land use extremely challenging. Human activity features extracted from big data have been used for land use classification, and fusing different features can help improve the classification. In this paper, we propose a framework to integrate multiple human activity features for land use classification. Features were fused by constructing a membership matrix reflecting the fuzzy relationship between features and land use types using the fuzzy c-means (FCM) clustering method. The classification results were obtained by the fuzzy comprehensive evaluation (FCE) method, which regards the membership matrix as the fuzzy evaluation matrix. This framework was applied to a case study using taxi trajectory data from Nanjing, and the outflow, inflow, net flow and net flow ratio features were extracted. A series of experiments demonstrated that the proposed framework can effectively fuse different features and increase the accuracy of land use classification. The classification accuracy achieved 0.858 (Kappa = 0.810) when the four features were fused for land use classification.

This practice-oriented paper presents a human-centered design (HCD) framework that we developed to perform a comprehensive evaluation of a new health information technology (HIT) system under development, intended to replace a legacy system. The Department of Veterans Affairs (VA) Veteran Crisis Line (VCL) program provides a vital service in crisis intervention and suicide prevention. VCL staff rely on a Customer Relationship Management (CRM) legacy system, Medora. VCL intended to replace Medora with Microsoft Dynamics 365 (D365) CRM system. Due to wide-spread criticism of D365, the VA Human Factors Engineering (HFE) team engaged in a multi-study, mixed-method HCD evaluation to investigate the legacy system and intended replacement in terms of ability to support VCL staff needs. The HCD framework we developed to perform this evaluation may be adapted for other large-scale HIT transitions and may provide human factors practitioners with guidance to make evidence-based decisions to support (or abandon) such transitions.

Abstract:
A flood is an overflow of water that swamps dry land. The gravest effects of flooding are the loss of human life and economic losses. An early warning of these events can be very effective in minimizing the losses. Social media websites such as Twitter and Facebook are quite effective in the efficient dissemination of information pertinent to any emergency. Users on these social networking sites share both textual and rich content images and videos. The Multimedia Evaluation Benchmark (MediaEval) offers challenges in the form of shared tasks to develop and evaluate new algorithms, approaches and technologies for explorations and exploitations of multimedia in decision making for real time problems. Since 2015, the MediaEval has been running a shared task of predicting several aspects of flooding and through these shared tasks, many improvements have been observed. In this paper, the classification framework VRBagged-Net is proposed and implemented for flood classification. The framework utilizes the deep learning models Visual Geometry Group (VGG) and Residual Network (ResNet), along with the technique of Bootstrap aggregating (Bagging). Various disaster-based datasets were selected for the validation of the VRBagged-Net framework. All the datasets belong to the MediaEval Benchmark Workshop, this includes Disaster Image Retrieval from Social Media (DIRSM), Flood Classification for Social Multimedia (FCSM) and Image based News Topic Disambiguation (INTD). VRBagged-Net performed encouraging well in all these datasets with slightly different but relevant tasks. It produces Mean Average Precision at different levels of 98.12, and Average Precision at 480 of 93.64 on DIRSM. On the FCSM dataset, it produces an F1 score of 90.58. Moreover, the framework has been applied on the dataset of Image-Based News Topic Disambiguation (INTD), and exceeds the previous best result by producing an F1 evaluation of 93.76. The VRBagged-Net with a slight modification also ranked first in the flood-related Multimedia Task at the MediaEval Workshop 2020.

Abstract:
We propose a fully convolutional neural network based on the attention mechanism for 3D medical image segmentation tasks. It can adaptively learn to highlight the salient features of images that are useful for image segmentation tasks. Some prior methods enhance accuracy using multi-scale feature fusion or dilated convolution, which is basically artificial and lacks the flexibility of the model itself. Therefore, some works proposed the 2D attention gate module, but these works process 2D medical slice images, ignoring the correlation between 3D image sequences. In contrast, the 3D attention gate can comprehensively use the information of three dimensions of medical images. In this paper, we propose the Attention V-Net architecture, which uses the 3D attention gate module, and applied it to the left atrium segmentation framework based on semi-supervised learning. The proposed method is evaluated on the dataset of the 2018 left atrial challenge. The experimental results show that the Attention V-Net obtains improved performance under evaluation indicators, such as Dice, Jaccard, ASD (Average surface distance), and 95HD (Hausdorff distance). The result indicates that the model in this paper can effectively improve the accuracy of left atrial segmentation, therefore laying the foundation for subsequent work such as in atrial reconstruction. Meanwhile, our model is of great significance for assisting doctors in treating cardiovascular diseases.

This paper makes the case for the close involvement of engineers in the financial appraisal of proposals for capital expenditure on plant and machinery. Post-tax assessments are now essential for the great majority of companies and this requires a coherent analytical framework which encompasses both the tax cash flows and the impact of tax upon the cost of capital in an inflationary environment. This paper deals with the impact of taxation upon the cost of capital, the discount rate and the yield (internal rate of return) which forms an essential component of modern methods of discounted cash flow financial appraisal. A companion paper considers tax cash flows and shows that the net present value discounted at the net cost of capital may be distorted in comparison to the pre-tax NPV discounted at the gross cost of capital.

Abstract:
In this paper, the super-resolution structural point cloud matching (S2-PCM) framework is proposed for video synthetic aperture radar (SAR) inter-frame registration, which consists of a feature recurrence super-resolution network (FRSR-Net), structural point cloud extraction network (SPCE-Net) and robust point matching network (RPM-Net). FRSR-Net is implemented by integrating the feature recurrence structure and residual dense block (RDB) for super-resolution enhancement, SPCE-Net is implemented by training a U-Net with data augmentation, and RPM-Net is applied for robust point cloud matching. Experimental results show that compared with the classical SIFT-like algorithms, S2-PCM achieves higher registration accuracy for video-SAR images under diverse evaluation metrics, such as mutual information (MI), normalized mutual information (NMI), entropy correlation coefficient (ECC), structural similarity (SSIM), etc. The proposed FRSR-Net can significantly improve the quality of video-SAR images and point cloud extraction accuracy. Combining FRSR-Net with S2-PCM, we can obtain higher inter-frame registration accuracy, which is crucial for moving target detection and shadow tracking.

Abstract:
Introduction:Methods that accommodate heterogeneity in outcomes are not widely used in economic evaluation. With the growth of precision medicine (PM), where choice of treatment is informed by the molecular characteristics of the patient or disease, we expect to see greater heterogeneity in effectiveness and cost of interventions. Our objective was to compare analytical frameworks for valuing heterogeneity in economic evaluation, and consider their strengths and weaknesses for applications in PM.Methods:We conducted a literature review to identify papers that proposed an analytical framework for economic evaluation of a health intervention, and that placed a value on heterogeneous effects. We compared the frameworks considering the purpose of the analysis, including where in the product lifecycle the framework could be used, the types of PM interventions where the framework could be applied, and its ability to address methodological challenges of evaluating PM.Results:Five analytical frameworks were identified: covariate adjustment methods, value of stratification, value of heterogeneity (VoH), expected value of individualized care (EVIC), and loss with respect to efficient diffusion (LED) metrics. Each framework addresses a slightly different research question, and is suited to different settings and interventions. With the exception of covariate adjustment, all focus on maximizing net benefit within certain constraints and quantify the opportunity cost of ignoring heterogeneity. Only VoH considers the relationship between heterogeneity and uncertainty, and no framework explicitly includes the cost or uncertainty associated with identifying subgroups. Conclusions:The ability to value heterogeneity is a critical component of economic evaluations of PM. The choice of an appropriate analytical framework will help strengthen the quality of economic evidence available to support health technology assessment of PM technologies, informing PM adoption decisions, and supporting efficient allocation of health care resources.

Based on the results of integral structure analysis, a practical program for the reliability analysis of the members is introduced for engineering application. The .NET framework and SAP2000 API were combined to develop this program. The probability distribution parameters of the load and the material are the input parameters and then based on the integral structure analysis results, by combining the Monte Carlo simulation methods and the JC methods, the probability distribution of the load effects and the resistance of the members can be calculated, thus the reliability indices of each member could be obtained. Furthermore, an example was introduced and the comparative study between this proposed method and the conventional method for evaluation of a structure was carried out. The results show that it is a feasible method to evaluate the bearing capacity of a structure by exploiting reliability indices directly and this method can offer more quantitative reliability indicators of the structures.

Abstract:
Recently, Zoom and Microsoft Teams have emerged as the most common tools for lecturing activities in higher education institutions. The fact that these platforms were not originally developed for educational purposes resulted in a significant reduction in learning effectiveness, especially in STEM subjects that require a lot of practical knowledge. Despite the enhancements and updates made to these platforms, they have failed to meet the learning effectiveness criteria. A major hindering to learning effectiveness on such systems can be traced not only to the absence of learning-related features but also to their usability. In this research, we propose a framework for evaluating the usability of online lecturing platforms. The proposed framework introduces a new set of heuristics that are specifically designed for lecturing activities and considers VAK learning styles. Since students with different learning styles learn differently, we developed the first cognitive style-based usability heuristics that can reliably assess the usability of online learning environments for various types of learners. We present a case study that uses the suggested evaluation framework to assess the usability of Zoom and Teams in higher education lecturing activities. The findings of this study, however, can be applied to almost any online lecture platform.

Abstract. Surface water and energy fluxes are essential components of the Earth system. Surface latent heat fluxes provide major energy input to the atmosphere. Despite the importance of these fluxes, state-of-the-art datasets of surface energy and water fluxes largely differ. The present paper introduces a new framework for the estimation of surface energy and water fluxes at the land surface, which allows for temporally and spatially high resolved flux estimates at the global scale (HOLAPS). The framework maximizes the usage of existing long-term satellite data records and ensures internally consistent estimates of the surface radiation and water fluxes. The manuscript introduces the technical details of the developed framework and provides results of a comprehensive sensitivity and evaluation study. Overall the results indicate very good agreement with in situ observations when compared against 49 FLUXNET stations worldwide. Largest uncertainties of latent heat flux and net radiation were found to result from uncertainties in the global solar radiation flux obtained from satellite data products.

Abstract:
Security-constrained unit commitment (SCUC) is an important tool for independent system operators in the day-ahead electric power market. A serious issue arises that the energy realizability of the staircase generation schedules obtained in traditional SCUC cannot be guaranteed. This paper focuses on addressing this issue, and the basic idea is to formulate the power output of thermal units as piecewise-linear function. All individual unit constraints and systemwide constraints are then reformulated. The new SCUC formulation is solved within the Lagrangian relaxation (LR) framework, in which a double dynamic programming method is developed to solve individual unit subproblems. Numerical testing is performed for a 6-bus system and an IEEE 118-bus system on Microsoft Visual C# .NET platform. It is shown that the energy realizability of generation schedules obtained from the new formulation is guaranteed. Comparative case study is conducted between LR and mixed integer linear programming (MILP) in solving the new formulation. Numerical results show that the near-optimal solution can be obtained efficiently by the proposed LR-based method.

Abstract:
This article discusses the problem of evaluating the economic efficiency of investment in production capital. The article provides an overview of the theoretical and methodological framework developed by Russian scholars and practitioners. In the Soviet period, when the model of centrally planned economy prevailed, the evaluation methodology comprised the following methods: comparing the result of capital investment and its amount (calculation of the coefficient of capital investment effectiveness); comparing the coefficient’s estimated value with its normative value set for specific sectors of economy; and the category of national income (net production) being taken as the result of capital investment. The methodology was described in the officially approved document ‘Methodological Guidelines for Evaluation of the Effectiveness of Investment Projects (Second Edition)’, which corresponded to the guidelines of the research centre of the United Nations Industrial Development Organization. Our analysis brings to light certain drawbacks in the methods described in this document, more specifically, the inaccuracies in the evaluation criteria, the lack of methods for calculation of the corresponding indicators, and the shortcomings of the established indicators of economic effectiveness, in particular the main indicator -the net present value. In accordance with the established methodology, we calculate not the amount of net present value but only a part of it and the method of calculating this part boils down to testing whether the desired level of profitability is ensured or not. To improve this methodology, it is proposed to apply a combination of income- and property-based approaches. The newly generated value should be taken as the result of investment (on the national level — national income, on the level of production entities — net output). Since this approach focuses on the satisfaction of the economic interests of the government, investors and employees, apart from general effectiveness, it is recommended to differentiate between entrepreneurial, budget-related and labour-related components of effectiveness.

Abstract:
Understanding nonfunctional aspects of system behavior is an essential component of practical software development and maintenance. Many nonfunctional system properties, such as reliability and availability, involve time and probabilities. In this paper, we present a framework for runtime verification and prediction of timed and probabilistic nonfunctional properties of component-based architectures, built using the Meta-Object Facility and the Distributed Management Task Force's Common Information Model (CIM) standard. We describe a Microsoft .NET-based implementation of our framework. We define a language for describing timed probabilistic behavior based on Probabilistic Computational Tree Logic (PCTL). We provide a formal semantics for this language in terms of observed application execution traces. The semantics is interesting in that it permits checking of required timing behavior both over the overall average of traces and also over local "trends" in traces. The latter aspect of the semantics is achieved by incorporating exponential smoothing prediction techniques into the truth function for statements of our language. The semantics is generic over the aspects of an application that are represented by states and state transitions. This enables the language to be used to describe a wide range of nonfunctional properties for runtime verification and prediction purposes. We explain how statements of our language are used to define precise contracts for system monitoring, through relating the semantics to an extended CIM monitoring infrastructure.

Abstract:
The objective of this work is to analyze the effectiveness of two widely used methods for collecting aquatic macroinvertebrate samples: the semiquantitative kick and sweep (K&S) and quantitative Surber net (SN) techniques. Based on our data, the methods were fully comparable as regards analysis of the macroinvertebrate metrics most often used in ecological status assessment (sensitivity/tolerance parameters), while K&S was found to be more successful in the evaluation of biodiversity. Thus, both methods could be used for routine monitoring of the status of water bodies, according to the recommendation of the EU Water Framework Directive, while for research, K&S is more advanced. K&S is also more effective timewise for material collecting. SN sampling is a quantitative method and could thus be used in studies of aquatic ecosystem productivity.

Abstract:
The specifications for this study were set by the need for researchers in the Sustainable Grazing Systems (SGS) Program to have a consistent framework to evaluate experimental results across research sites and to share those results in a comprehensive way with livestock producers, allowing them to consider the full range of outcomes and impacts. To achieve this, the framework needed to account for production, economic and natural resource impacts, and other issues associated with making changes on farms. It also had to be easily applied, and readily understood by all segments of the SGS Program. This approach demanded some elements of pragmatism. Economic analysis of production data was based around net cash flow analysis. Spreadsheet programs were written for beef, self-replacing Merino and prime lamb enterprises. These incorporated the capacity to graph results automatically, provide sensitivity analysis tables, and project net cash flow results averaged over a 10-year period. Net cash flows were given for 2 levels of management skills — 'district average' and 'high'. Placing dollar values or costs on resource impacts was not as simple and could not be achieved within the practical framework required. A qualitative approach to the evaluation of resource impacts was developed in collaboration with researchers, advisors and collaborating producers. A framework was constructed which allows the likely on- and off-farm impacts of any experimental treatments to be identified and subjectively rated for likely importance.A practical tool for integrating and reporting the production and resource impact information was constructed. This captures the net cash flow, the key production data, the off-farm and on-farm impacts and provides an overview assessment of the treatment in a simple table. It provides producers with sufficient information to allow an assessment as to whether adoption of any 'treatment' could improve the profitability and sustainability of their grazing system. This tool was tested across all treatments at the SGS National Experiment sites and found to work well. Examples are presented, covering a range of resource impact and net cash flow combinations.
