Morabe, Joyce Ditsietsi. "Fiscal policy and microeconomic reform in South Africa / Joyce Ditsietsi Morabe." Thesis, North-West University, 2008. http://hdl.handle.net/10394/4090.

Abstract:
South Africa has embarked on fiscal policy reforms in an attempt to grow its economy and to resolve the structural problems in the country. The macroeconomic reform that was implemented in 1996 with the introduction of the Growth Employment and Redistribution Policy did not yield the intended results. This attests the notion that the macroeconomic reform is a necessary but not sufficient condition for economic growth. Once the macroeconomic policy is refined to provide an enabling environment for economic activity, then the country must reform its microeconomic policy. South Africa like other developing countries followed in the footsteps of the developed countries and implemented the aforementioned steps in their fiscal policy reforms. This research appraises the programmes that support the microeconomic reforms in South Africa, and assesses their value in driving growth. The findings reveal that the microeconomic reforms received substantial support from the fiscus and the policies developed are well aligned to addressing the challenges in the South African situation. Although both the process and fiscal framework are in place, the main challenge is effective implementation of the policy framework.

Abstract:
As a component of the regulatory structure controlling building construction and land development in Australia, the system of building regulation was reformed during a period of significant restructuring of the Australian economy. The microeconomic reforms aimed to find efficiencies in government and industry sectors, and with respect to the latter, facilitate the development of competitive trade structures across national and global markets. The research provides a critical narrative account of the development and outcomes of the microeconomic reform of building regulation between 1990 and 2003. The microeconomic reform process is examined in the context of the vastly differing approaches of two Australian states, Victoria and New South Wales, with respect to the national reform agenda which was initiated and led by the Commonwealth government in response to the increasing globalization of the national economy. An understanding of what happened and why and how t he states differed with respect to the national reform agenda enabled the outcomes of the reforms to be examined for their impact upon government, industry and the community. The regulation of building construction is a constitutional responsibility of the state governments and has traditionally been controlled by local government. However, control is increasingly being centralized at the national level, in response to international pressures to adopt performance-based regulations, standards and governance systems that accord to neoliberal ideology. This has resulted in a reduction of state and local government involvement in certain building control functions with a commensurate increased role for the private sector; an increase in the complexity and quantity of regulatory instruments; a reduction in government accountability for the standard of building construction; the development of structures to facilitate competitive intranational and international trade in construction-related goods and services and a reduction in the quality and standard of buildings. The principal benefits of the reforms have accrued to industry and to government and the least benefits have accrued to the community/consumer.

Hansen, Christopher Joshi. "A bottom-up model of electricity reform for developing countries : a case study of Gujarat, India." Thesis, University of Oxford, 2008. http://ora.ox.ac.uk/objects/uuid:dd6fd7af-b664-4fab-acc6-2be9efacf498.

Full text
Abstract:
In many developing countries, the electricity system is too weak to meet growing demand and the availability and reliability of generating capacity is inadequate. Protracted mismanagement, political interference, subsidised pricing, and corruption all undermine the ability of developing electricity supply industries to finance and deliver service or attract new private investment. Power sector reform is an acute need in developing countries where implementation of a top-down liberalisation approach has been pursued without adequately considering the social, political and economic conditions. The conventional response to low levels of electricity sector investment has been from the top-down: aim to create competitive electricity markets by encouraging new entry into the generation sector and by breaking up vertically integrated power companies. Using a case study from Gujarat, India, this thesis argues for an alternative approach—utilise distributed generation (DG) and captive power capacity (self-generation) of industry to reshape the generation and distribution sectors from the bottom-up. The thesis examines the economic viability of distributed generation in a rural setting and captive power for industrial use in Gujarat, India, taking into account the economic, technical and political factors that shape investment decisions. In India, 40 percent of the population still does not have an electricity connection, but an array of new energy technologies for small-scale electricity generation near the site of use may provide a new development path. The bottom-up model enables rapid addition of generation capacity to a system struggling to meet demand while increasing competition in the power market. The thesis concludes that more power from independent and industrial sources will best harness the financial and engineer resources of the Indian electricity supply industry (ESI) and ultimately benefit the economy. The solution proposed is not suggested as an optimal policy programme, but instead is advanced as the best of the feasible options available within current political and economic constraints.

The purpose of this work is to study, in the context of an agenda for microeconomic changes, what are the influences that a law, in special the Bankruptcy Law, can have in an economy. Since Brazil had undergone many macroeconomic changes in the 90’s, but that were not yet visible as changes in social equality in the country, there appeared what was called the “lost agenda”. Included in this agenda for microeconomic changes was the introduction of a new bankruptcy law that allowed creditors to recover the capital that they had lent, in case of insolvency or Judicial Recuperation. We try to asses here if this new law was capable or not of causing changes in Brazilian bank spread, due to a possible risk reduction.

This dissertation investigates how credit institutions’ market power limits the effects of creditor protection rules on the interest rate and the spread of bank loans. We use the Brazilian Bankruptcy Reform of June/2005 (BBR) as a legal event affecting the institutional environment of the Brazilian credit market. The law augments creditor protection and aims to improve the access of firms to the credit market and to reduce the cost of borrowing. Either access to credit or the credit cost are also determined by bank industry competition and the market power of suppliers of credit. We derive a simple economic model to study the effect of market power interacting with cost of lending. Using an accounting and operations dataset from July/2004 to December/2007 provided by the Brazilian Central Bank, we estimate that the lack of competition in the bank lending industry hinders the potential reducing effect of the BBR on the interest rate of corporate loans by approximately 30% and on the spread by approximately 23%. We also find no statistical evidence that the BBR affected the concentration level of the Brazilian credit market. We present a brief report on bankruptcy reforms around the world, the changes in the Brazilian legislation and on some recent related articles in our introductory chapter. The second chapter presents the economic model and the testable hypothesis on how the lack of competition in the lending market limits the effects of improved creditor protection. In this chapter, we introduce our empirical strategy using a differences-in-differences model and we estimate the limiting effect of market power on the BBR’s potential to reduce interest rates and on the spread of bank loans. We use the BBR as an exogenous event that affects collateralized corporate loans (treatment group) but that does not affect clean consumer loans (control group) to identify these effects, using different concentration measures. In Chapter 3, we propose a two-stage empirical strategy to handle the H–Statistics proposed by Panzar and Rosse as a measure of market competition. We estimate the limiting effects of the lack of competition in replacing the concentration statistics by the H–Statistics. Chapter 4 presents a structural break test of the concentration index and checks if the BBR affects the dynamic evolution of the concentration index.

Abstract:

My dissertation is a collection of three essays in applied microeconomics. Chapters 1 and 2 are sole-authored papers. In Chapter 1, I investigate the impact the Affordable Care Act's 2014 Medicaid expansion had on Medicaid spending by the government. I apply a difference-in-differences study design using data from the Centers for Medicare and Medicaid Services on all Medicaid expenditures over an 18 year period, including three years post-expansion. I find that the expansion increased total Medicaid spending by 14 percent in participating states, but this masks the substantive heterogeneity in Medicaid spending across the 21 health care service categories. Most notably, dental and rural health clinic services increased by 201 and 99 percent, respectively. In Chapter 2, I study the effect of the first multi-country antimalarial subsidy on the type and source of treatment taken for children under five years of age reporting a fever. I use nationally representative, repeated cross-sectional survey data from 15 malaria endemic African countries over an 11 year period. Among children reporting a fever, countries offering subsidized ACTs increased ACTs taken in the private sector by 8.2 percentage points and decreased treatment with lesser effective antimalarial monotherapies by 7.9 percentage points. In Chapter 3, I collaborate with economists at RAND Corporation to investigate the direct effects of the 2010 Deepwater Horizon oil spill on the Gulf fisheries industry. Our research shows that the dynamic path of certain indicators, such as fisheries landings and revenues, can provide information about the resilience of fisheries to oil spill events at the sectoral level, aggregating the various physical, policy, and behavioral responses that combine to form the latent resilience construct.

Abstract:
The purpose of this thesis is to examine the role of organizations in extending individuals’ careers, ensuring that they remain healthy, active, and productive at work. This thesis includes four empirical studies. In the first study (Chapter 2), generational and age differences in work values are explored. The findings demonstrate that the number of age differences in work values surpasses the number of generational differences, suggesting that age might be a more accurate predictor of inter-individual differences than generations. In the second study (Chapter 3), the role of age-diversity practices in reducing turnover intention is investigated. Such practices reveal to be important to workers engagement and commitment, which decreases their intention to leave the organization. Further, the indirect effect via work engagement is especially important for those individuals who assign less importance to work. The third study (Chapter 4) suggests that older workers who perceive the existence of age-diversity practices in their organizations feel more engaged at work and desire to retire later, especially if they experience low work ability. Finally, the fourth study (Chapter 5) investigates the factors that influence individuals’ decision about retirement timing, suggesting that positive work experiences are crucial for their desire to retire after the statutory retirement age. In current times of aging and shrinking workforces, and increasing age diversity at work, this thesis contributes to the understanding of how employers and managers can create better workplaces for attracting and retaining workers of all ages.
