Abstract:
This thesis examines micro-enterprises (firms with under ten employees) pursuing some degree of gradual growth. While very little research specifically targets the growth of micro-enterprises, there was a host of possible influencing factors suggested by the rather broader small business literature. Less literature was found on how the complex interaction of these factors might stimulate a firm's development. A framework was derived which suggested how the factors identified might interact with four key growth drivers, namely; management expertise for growth, owner's growth motivation, resource access and demand. The framework contributed a clear agenda for analyzing a firm's growth, while allowing the specific issues of any particular firm to be investigated within its environmental context. Sixteen case studies were investigated to allow sufficient comparison across a number of firms for some generalisations to be made with a degree of conviction, while retaining adequate quality in the detailed analysis of each firm to allow the intricate configuration of factors to be understood. Two dimensions of comparison were followed. Firstly, comparison between firms that achieved different levels of growth (no attempted growth, attempted but not achieved growth and achieved growth) and secondly comparison between different sectors (retailing, service, wholesale and manufacturing). Patterns were discovered in the interaction of these factors which allowed the original framework to be empirically authenticated and improved. The quality of the data encouraged deep consideration of the process by which factors influence the growth of the firm. The analysis suggests that for a firm to grow through the micro-enterprise phase, the combined influence of factors on all four sets of growth drivers proposed in the framework needs to be positive. The possibility of a number of different factors influencing any particular set of growth drivers suggests that no factor, however strongly motivating, will itself be essential to the growth of the firm. The framework provides a useful structure to help micro-enterprise ownermanagers and their advisors formulate growth strategies by highlighting areas which require attention. It may also afford some degree of qualitative prediction of the likelihood of a firm achieving successful growth. These results reinforce the need for researchers to accept the complexity of growth factors and not to search for simplistic solutions.

The rapid proliferation of micro and small enterprises (MSEs) has become an increasingly important factor for economic growth in less developed countries. In Uganda, the micro and small enterprise sector has been particularly successful in providing employment opportunities for rural populations. As a result, the Government of Uganda has implemented policy initiatives designed to encourage their sustained development. In order to evaluate some of the policies that have been drafted by the government, survey work was carried out in two secondary towns of Uganda, Wobulenzi and Lugazi, in order to better characterize the enabling environment of MSEs and to study the effects of better water infrastructure provision on firm productivity. The empirical evidence obtained suggests that individuals are able to easily enter into the MSE sector but that firms are highly constrained once established, and therefore, unable to grow. Some of the most significant obstacles to growth for the MSEs surveyed are the taxation system, the limited access to financing and an unreliable electricity supply. It has also been found that the provision of piped water infrastructure in Wobulenzi has had a significant effect on the productivity of these micro and small enterprises. However, much must still be learned about these MSEs and their constraints to growth in order for government intervention to prove to be successful.

A problem of the South African economy is the pervasive unemployment in particular amongst the black population. Double-digit unemployment figures had become the norm within post - apartheid South Africa. The newly elected government in 1994 identified the informal sector as a strategic growth area. The SMME sector was seen as unexplored and a potential conduit and possible answer to create employment opportunities and address the unemployment crisis. The question that guided the research was What are the challenges faced by the SMME sector, in particular black SMMEs, in becoming a sustainable and financially viable business? The study was qualitative in nature and the case methodology was used for this research. The key findings were that, there is an over - reliance on the business owner that in many instances, has very little business experience. Furthermore ,that government support programmes are not well known amongst the SMMEs. The major recommendations are that Government must provide the support to the SMME sector to become sustainable and contribute to employment creation. Government must explore the possibility of financially supporting the SMMEs. Lastly, that Government must review the regulatory and policy framework to reduce and create an enabling environment for SMMEs to grow and become lucrative.

The aim of this study was to determine the extent of constraints to entrepreneurial development in the townships supporting the Cape Town economy, specifically that of Khayelitsha, and to establish whether any government incentives were available to develop this township economy. These small, medium and micro sized businesses face numerous constraints. The vital role of small businesses in stimulating economic activity, in poverty alleviation, and in the raising of living standards, has been widely recognised in most countries. In fact, in several countries, small businesses are used as catalysts to generate economic activities within relatively poor communities. The City of Cape Town has developed economic initiatives to provide assistance to entrepreneurs with recommendations on how innovations should be encouraged to help entrepreneurs in such poor communities as Khayelitsha to start new businesses, and to create jobs. In order to obtain information on the Khayelitsha business community both qualitative and quantitative approaches were used. Questionnaires were employed to answer open and closed ended questions dealing with economic activities in the area, as well as interviews with formal and informal business persons. Generally, the findings reveal numerous constraints of trade facing businesses in Khayelitsha including governmental restrictions, lack of a skilled workforce, poor infrastructure, and services delivery. The recommendations made could lead to an improvement in operating conditions as this study argues that the existence of positive business conditions, in terms of social, economic, and personal factors, are necessary for business ventures and entrepreneurs to succeed. However, innovation is essential for small businesses to be able to respond effectively to the changing environment that has been triggered by globalisation forces.

Abstract:
This thesis is about a participatory approach to evaluation of development programmes for micro, small and medium-sized enterprises (MSMEs) in Mexico. It advocates the use of intangible factors (stakeholders' claims, concerns and issues) and the participation of stakeholders in the process of evaluation. This evaluation approach could complement conventional approaches used to evaluate programmes for MSMEs in Mexico. In considering these ideas, this research explored the evolution of evaluation identified by Guba and Lincoln and noted some of the problems faced in the evaluation of programmes for MSMEs (e.g. absence of clear objectives, difficulties in expressing the objectives in quantifiable measures and inappropriateness to deal with social behaviour inquiry). This research proposed a shift towards a qualitative evaluation approach and developed a Situationally Responsive Practical Participatory Evaluation (SRPPE) approach. This approach relied upon the accommodation of Guba and Lincoln's Fourth Generation Evaluation and Patton's Utilization-focused evaluation. In this sense, the term accommodation refers to the integration of their methodologies from a practical point of view and their use in parallel from a theoretical point of view. The SRPPE approach considered the claims, concerns and issues (CC&I) of the programme stakeholders as inputs of the evaluation. These refer to the favourable and unfavourable assertions related to the programme and to the declarations of disagreement between stakeholders of the programme. The CC&I are used to analyse components such as decision-making, political, learning and characteristics of the evaluator. The output of the evaluation process promotes conceptual, symbolic and instrumental uses of the evaluation. This approach was tested using a constructivist and interpretivist methodology in which the nominal group technique and focus groups were used to collect information. The information was analysed and interpreted by following a qualitative approach and case studies were used to describe the structure and outcomes of the evaluation of two Mexican programmes for MSMEs. The findings of the research project suggested that an evaluation approach which considered intangible factors helped to understand the programmes, revealed the different views stakeholders had, unveiled conflicts due to different stakeholders' interests and provided a guide towards programme improvement.

In this study, the researcher employed literature review and an empirical study to: * Establish the effect of consumer behaviour on the expansion of the small, medium and micro manufacturing enterprises (SMMEs) in Welkom. * Determine the marketing strategies adopted by the manufacturing SMMEs in Welkom. The Government of South Africa (SA) enacted the Small Business Act to assist small, medium and micro enterprises (SMMEs) to contribute to job creation in SA (Lotter, 2009: 53). Furthermore, the government established the Small Enterprise Development Agency (SEDA) in an effort to relate more closely to the SMMEs, so that they could contribute more meaningfully to the economy of the country by creating employment. In addition, the Umsobomvu Youth Fund and Youth Commission were established by the Department of Trade and Industry (DTI) to assist young entrepreneurs financially and non-financially to start and run sustainable small enterprises (South Africa. National Small Business Act 102, 1996: 3). However, significant research done on SMMEs in SA found that they had made no meaningful contribution to job creation. This problem was in fact so serious that most SMMEs were shutting down, a problem which included SMMEs situated in Welkom (Lotter, 2009: 53). This research project therefore sought to investigate the possible sources of this shutdown of manufacturing SMMEs in Welkom. Many other researchers had investigated possible causes such as the effect of the lack of business management skills, the closure of local gold mines, etc. However, the effect of consumer behaviour (CB) as the possible source of this shutdown problem had not been investigated; hence, this researcher chose to investigate the effect of CB on the development of the manufacturing SMMEs in Welkom. The research design firstly identified the manufacturing SMMEs as the population for the study and the sample subjects as their top managers and supervisors. The mixed method was employed. The researcher used literature studies, the qualitative approach and the quantitative approach as the mixed method. Data collecting instruments were the personal interview and self administered questionnaires. The researcher employed the random sampling method and, in particular the systematic sampling method, to select the respondents. A letter of permission was obtained from the Matjhabeng municipality to conduct this research project and the subjects were given letters of assurance for ethical consideration. The aim of using literature studies was to determine the relevant model for this research study and to determine the findings of earlier researchers on this topic. The model was the theoretical foundation on which the research project was based. The model determined from the literature studies indicated that CB was influenced by internal and external factors. Examples of internal factors included perception, attitudes, learning, personality, and beliefs etc., while examples of external factors included family, marketing communication, friends, economic factors, etc. This model underpinned the empirical research conducted, and the interview and questionnaire items were based on the influencing factors outlined by this model. The empirical research was conducted to relevant collect data that could assist to answers the following research questions: * What are the effects of CB on the expansion of the manufacturing SMMEs in Welkom? * What are the growth strategies adopted by the manufacturing SMMEs in Welkom? Interviews with top managers were recorded on voice recorder and supervisors completed questionnaires. Qualitative data were transcribed from the voice recordings, themes were developed from the transcripts and descriptive statistics were used to analyse the themes. Data from the quantitative method were analysed through the social package for social sciences (SPSS), employing descriptive statistics to determine the findings. The analysis for quantitative data was represented by cumulative frequency distribution tables for each option of the questionnaire items, while the analysis for qualitative data was represented on a template for data coding and also compressed into frequency tables. The study‟s findings both from literature studies and from empirical research revealed that negative attitude, economic situation, cultural changes and improved education level of consumers resulted in non development of the manufacturing SMMEs in Welkom. The interview with the top managers further revealed that there was lack of specific marketing strategies adopted by the managers. Therefore, it was shown in this study that the effect of CB on the development of the manufacturing SMMEs in Welkom was non development.

Thirteen years in the new democratic South Africa, South Africa is still faced with socio-economic problems such as high rates of unemployment, shortage of housing, crime and HIV/Aids. Buffalo city falls within the Amathole District Municipality (ADM). ADM population is estimated at + 1, 67 million, being predominantly rural and living in low socio-economic conditions. The demographic trends of ADM population depict high poverty, illiteracy and unemployment rates, rendering them prone to high morbidity and mortality (www.amathole.gov.za, 2007). The aim of this research was to assess the role of the SMMEs in the socio-economic development of Buffalo City. This study is based on exploratory quantitative and qualitative research methodologies. Using a convenience sampling technique structured questionnaires were used to collect data amongst 28 SMMEs in Buffalo City. The findings of this study suggest that SMMEs play a vital role in the socio-economic development of Buffalo City. The SMMEs create employment and incomes; provide human capital investment in form of training programs and HIV/Aids programs; make donations to community structures; give sponsors to various sports clubs and food to the homeless. Finally SMMEs contribute towards tax revenues that in turn help reduce poverty and redistribute wealth. However, SMMEs in Buffalo City face a number of constraints, namely, lack of access to funding, lack of operating space, and high cost of property to lease and difficulty in finding trained competent staff. Further, the perceptions of the SMMEs about the adjudication of tenders was some biasness in the adjudication of tender in favour of those who were close to the public officials. There was no accountability and professionalism amongst the adjudicating officials. Finally the government was not doing enough to encourage SMME development in Buffalo City. In view of the socio-economic benefits of the SMMEs in Buffalo city, it is recommended that support programmes to the SMMEs should be enhanced. On the basis of the findings in this study, it is suggested that assistance to the SMMEs should go beyond institutional support such as Ntsika, Khula, DTI and/or SEDA but should be targeted to funding opportunities for the SMMEs. Commercial banks should be involved in ensuring that SMMEs obtain access to funding. Infrastructural facilities such as affordable business premises should be provided for the SMMEs. Affordable premises will reduce the overhead costs of the SMMEs and in turn increase the profits of these SMMEs. Increase the profits of the SMMEs will ensure the survival of the SMMEs and will in turn contribute towards the upliftment of the socio-economic status of the people who would have otherwise been unemployed, destitute and poor.

Abstract:
Economic growth and development are strategic for the overall development of a country. Micro, small and medium enterprises play a surmountable role in economic growth and development. Among other contributions, they provide jobs in an economy. Several developing countries, such as Eritrea, face limited private sector growth, yet also have the need to invest in the creation of enough and decent job for youths. Hence, this study intended to identify the prominent factors that deter the growth of micro, small and medium enterprises as well as the connection between their growth and youth employment, using a case study of Eritrea. The study used econometric research method. Through stratified sampling and a questionnaire, it collected data from 76 micro, small and medium enterprises. In the analysis, it used ordinal and binary logistic regressions, chi-square and correlation tests. The study concludes that there is no sufficient evidence that the growth of micro, small and medium enterprises influences youth employment. It finds that the growth of micro, small and medium enterprises is deterred by obstructive access to raw materials, obstructive banking regulations and obstructive general business regulations and policies. The study recommends improvement of the macro-economic conditions for pro-business sector growth, establishment of a policy on development of micro, small and medium enterprises, and a gradual liberalization of the private economy. Further, it proposes an impact investing based growth model of micro, small and medium enterprises to increase certainty on employment creation contribution. It suggests that an investment in micro, small and medium enterprises for youth employment creation that does not address the identified deterrents faces a significant impact risk.

Tourism is a fast growing industry and has the potential for poverty alleviation for rural persons. Butha-Buthe, being in a rural area of Lesotho, has magnificent scenery of mountains, attractions to be visited, and adventure activities to be done. However, tourism in Butha-Buthe is under-developed, and it is very important to identify tourism’s potential in this area and explore how SMMEs could contribute in the development of tourism. Therefore the objective of this study is to examine the economic role of small, medium and micro enterprises in the development of tourism in Butha-Buthe. Challenges faced by the SMMEs include lack of resources such as poor infrastructure poor roads, transportation, and a lack of network-communication. Other challenges would be poor business skills in regards to employment and management which leads to business failure. To accomplish the study objective, questionnaires were distributed to local entrepreneurs in Butha-Buthe, local communities, local government and other stake-holders in the district. In addition, a mixed method of research was carefully and logically planned and then implemented. A survey questionnaire was used to obtain the views of the different stakeholders. The questionnaires were collected and data analysed which allowed the researcher to draw conclusions and propose a range of recommendations based on the findings, to assist in the development of tourism in Butha-Buthe. The findings revealed that there is huge potential of tourism development in Butha-Buthe through the SMME sector, but that there are still challenges faced by SMMEs in this district, despite the economic contribution they make. However, through the support of the government and private sectors these challenges should be dealt with.

Abstract:
The potential of small and micro-enterprises (SMEs) in promoting economic growth in both developed and developing countries is widely accepted and documented by both scholars and policy makers. Lack of access to sufficient financing for these SMEs, especially in developing countries, has been identified as a major bottleneck in realising this potential. Bank credit is one of the major ways of addressing the challenge of inadequate funding that exists in the SME sector. This study was undertaken in order to explore the experiences of bank loan officers and SME borrowers in credit extension to the SME sector in Uganda. The research methodology used multiple methods of data collection which enabled an element of triangulation to be built into the study design. Data was collected both from the supply-side (bank loan officers) and the demand-side (SME borrowers), and entailed unstructured and semi-structured interviews and a questionnaire survey of loan officer and SME borrower experience. Further data was collected through direct observation of the interactive interviews between loan officers and borrowers, which enabled a unique opportunity to enhance the understanding of experiences of loan officers and borrowers. This method offers a development of extant methodologies that have been used to assess bank lending to SMEs, typically indirect methods such as verbal protocols and hypothetical business plans. The supply-side findings suggest that, in addition to the bank lending guidelines and procedures, the organisational context in terms of institutional structure, borrower attributes (especially their knowledge of bank lending guidelines and procedures) and level of congruence between loan officers and organisational goals are important determining factors of credit flow to SMEs. This implies that the context in which lending guidelines are implemented is as vital as the application of these guidelines. Banks are, therefore, challenged to ensure a favourable organisational context in order to facilitate loan officer decisions. On the credit demand side, it was found that borrowers seek to play an active role in the lender-borrower relationship which, in turn, influences decisions made by loan officers. It was established that, in pursuit of this role, borrowers deliberately pre-plan loan requests in an effort to influence the results of the evaluation of their loan applications by loan officers. At times, borrowers intentionally manipulate the information they disclose to loan officers in order to enhance their chances of obtaining credit from banks. The findings also suggest that, in most cases, the borrowers with some knowledge of bank lending guidelines and procedures find it easier to access credit than their counterparts who lack this knowledge. With regard to women-owned SMEs, while there little evidence of ‘official’ discrimination against women-owned SMEs by bank lending policies, there are systematic, cultural, social and legal impediments that lead most women-owned SMEs to access lower levels of credit than their male counterparts. The study recommends that banks should design lending guidelines that integrate both supply and demand factors, instead of focusing only on supply factors like project viability and collateral availability. It is also recommended that banks should develop comprehensive training programmes for borrowers about all aspects of the lending transaction in order to positively influence them. It is further recommended that there should be more consultations with loan officers and borrowers in order to develop a mutually acceptable set of lending policies. This approach, which integrates bank management, loan officers and borrowers in drawing up lending guidelines and procedures, is likely to minimise information asymmetry in SME lending decisions and create a more conducive environment for promoting credit availability to the Ugandan SME sector.

ENGLISH ABSTRACT: The purpose of this research project has been to investigate support provision for tourism-focused micro-enterprise development in the Eastern Cape Province of South Africa, and to evaluate the effectiveness of available support in assisting emerging micro-entrepreneurs to break into the tourism industry. General trends in the tourism sector are discussed, in relation to the province as a whole and more specifically concerning the areas in which research was undertaken, highlighting prospects for potential growth of the sector and its contribution to the local economy. Results of a survey undertaken among Eastem Cape tourism micro-enterprises are presented, and findings further explored through in-depth case studies and a sector sub-survey of crafters. Currently available support programmes are then assessed in terms of their relevance for the microenterprise sector and constraints identified. The research reveals that although the volume of assistance available may appear to be great, little of real significance is currently reaching emerging micro-entrepreneurs. Recommendations for future programmes to more effectively address the needs of tourism-focused micro-entrepreneurs are made.
AFRIKAANSE OPSOMMING: Die projek ondersoek ondersteunjngsmaatre~ls vir kleinsake in die toerismebedryf van die Ooskaap en evalueer die doeltreffendheid van bestaande ondersteunings ten voordele van opkomende mikro-ondernemings. Teen die agtergrond van die toerismebedryf in die Ooskaap val die klem van die studie op die sogenaamde Wild Coast asook op Mdantsane/Ooos-London. Algemene tendense in die toerismesector word bespreek, sowel wat die provinsie betref asook, meer spesifiek, die ondersoekgebiede. Die uitslae van 'n opname onder Ooskaapse mikroondernemers word uitgespel en bespreek, aangevul deur enkele gevallestudies en 'n sektoropname onder 'n groep kunsflyt-ondernemers. In die lig van die insette word bestaande hulpprogramme evalueer vir hulle toepaslikheid met betrekking tot mikro-ondernemers en die struikelblokke wat deur hulle ondervind word. Uit die evaluasies blyk dit dat, nieteenstaande die groot diversiteit van programme, min ondersteuning werklik die beoogde groep -beginners" bereik. Aanbevelings word gemaak met die oog op die teikengroep in die Ooskaap, maar word ook gemik op die wyer debat oor toerismebevordeirng by die opkomende kleinskaalbedrywe dwarsoor Afrika. Terwyl Suid-Afrika staan voor 'n deurbraak van (swart) kleinsake ondernemings in die toerisme sektor sal so 'n deurbraak in ander Afrikalande heelwat langer neem en inisi~el heel selektief ptaasvind.

The objective of this dissertation was to analyze the financing of training and technical support provided to micro and small enterprises of the secondary sector of the city of Manaus and its results in the production process. As for the methodology involved a literature search, a case study and documentary research, conducted in AFEAM and SEBRAE/AM. Present were also three cases relating to funding and technical training: MSEs Pipolico, Dexy e-Automation and Springs House. Among the survey results may be noted that the AFEAM has played an important role and developed a dynamic process with MSEs of Manaus, waging funding to support empowerment, sustainability and expansion of industrial activity, benefiting 23 000 micro, small, medium and large businesses in the amount of $ 154 million, generating or maintaining 76,000 jobs, reaching, in June 2010, marks an unprecedented 100,000 transactions across the state. Since the work done by SEBRAE/AM show results that directly influence the economic growth of the secondary sector through the training of business management and staff of enterprises, as well as increased productivity, improved quality of care, among other competitive advantages which have been enhanced through training courses, participation in events that guide small business people to knowledge and improvement of business management.
O objetivo geral dessa dissertação foi analisar os financiamentos e o suporte técnico de capacitação concedidos às micro e pequenas empresas do setor secundário da cidade de Manaus e seus resultados no processo produtivo. Quanto à metodologia contempla uma pesquisa bibliográfica, um estudo de caso e uma pesquisa documental, realizada na AFEAM e no SEBRAE/AM. Apresentam-se ainda três cases referentes aos financiamentos e à capacitação técnica: MPEs Pipolico, Dexy-í Automação e Casa das Molas. Dentre os resultados da pesquisa, pode-se destacar que, a AFEAM tem desempenhado um importante papel e desenvolvido um processo dinâmico com as MPEs de Manaus, empreendendo financiamentos para dar suporte ao fortalecimento, sustentabilidade e expansão da atividade industrial, beneficiando 23 mil micro, pequenos, médios e grandes empresários no valor de R$ 154 milhões, gerando e/ou mantendo 76 mil empregos, tendo alcançado, em junho de 2010, a marca inédita de 100 mil operações realizadas em todo o estado. Já os trabalhos desenvolvidos pelo SEBRAE/AM apresentam resultados que influenciam diretamente no crescimento econômico do setor secundário, através da capacitação de gestão dos negócios e dos colaboradores das empresas, bem como o aumento da produtividade, melhoria na qualidade do atendimento, dentre outras vantagens competitivas, que foram aperfeiçoadas através de cursos, treinamentos, participação em eventos que orientam o microempresário para o conhecimento e aperfeiçoamento da gestão empresarial.

In this mini-thesis, I explore what impact a particular project in Indonesia on strengthening micro, small and medium enterprises (SMEs) has on economic development. I argue, firstly that the project makes a positive contribution to development and secondly that an approach which combines training programs and technical assistance with credit makes a greater contribution than training programs and technical assistance alone. I use the view that SMEs are very important for development as the basis of my argumentation. In spite of this, there is a lack of support for SMEs from the Indonesian government. This gap of support for SMEs was and is partially filled by non governmental organizations (NGOs). The NGOs support SMEs in dealing with problems such as the lack of working capital as well as the lack of knowledge about production, marketing, and management. I focused my field study on the USC-Satunama project. USC-Satunama is a non-governmental organization which works (amongst other activities) to strengthen SMEs. Its activities include the provision of training programs and technical assistance to improve the human capital of the entrepreneurs as well as providing credit. Training programs and technical assistance are provided to all the beneficiaries of the project. However, not all beneficiaries are provided with a credit facility. Therefore, the respective impact of the two different types of support, (i)' a combination of training programs and technical assistance with credit and (ii) training programs and technical assistance alone, can be explored. I use the improved welfare of the entrepreneurs indicated by the increase of their profits as yardstick to ascertain the impact of the project on development. The result of the field study is: the approach of the USC-Satunama project, according to which a training program and technical assistance are combined with credit, indeed makes a significant and positive contribution to the welfare of the entrepreneurs and thus it contributes to the development of Indonesia.

Abstract:
South Africa as a developing country experienced high levels of poverty and unemployment. These levels emanate from skills gap and low literacy rate in the townships populated by low income households. To an extent some households lacked access to participate in the economic sector, resulting from fragmented policies and apartheid regime. The lack of participation among the households placed pressure on government. These problems forced the state to provide social protection (grants). Such allowances are expensive especially where there are fewer opportunities for employment activities. The promotion of entrepreneurship and small business remains an important priority of the government of South Africa. The South African government is acknowledged for its commitments to ensure that small businesses progressively contribute to growth and performance of the South African economy. Globally, numerous policy legislative frameworks have been developed to support the SMMEs. This study aimed to discover the support given to the SMMEs by the South African government. In particular, the study is situated within the SMMEs in the SDM. The hypothesis for this study is premised on the fact that SMME`s can contribute immensely to job creation. The outcomes of this argument relies on the provisions based on a conducive environment which can enable the SMME`s to thrive. This statement was validated by means of literature review, interviews and site visits. This study found that the SMMEs are indeed the cornerstone of job creation and for sustainable livelihoods. LED programmes can create more jobs through the SMME sector. Literature worldwide confirms that the SMMEs are vital in creating employment opportunities. This research also confirmed that this is possible only if the environment in which SMMEs operate in is favourable for the SMMEs to prosper. In this regard many policy documents were developed to emphasize the stance of government to develop, grow and capacitate SMMEs in South Africa. It is indeed true that the LED can be used to grow and capacitate SMMEs in South Africa. Despite the progress being made on the development of the SMMEs, few issues need to be taken care off. The municipality indicated that there are no monitoring procedures in place which make it difficult to measure the infectiveness of their interventions and they further pointed out that they are working on the matter. The measurement of these milestones is not properly recorded to inform future generations. It is suggested that more research should be emphasised on the SMME sector, especially being the mandate of the municipality.

The role and impact of information and communications technologies (ICTs) towards enabling socio-economic development in small, medium and micro enterprises (SMMEs) has received attention from various scholars. South Africa as a lower middle-income developing country has a number of development priorities which include the urgent need to expand the economy and ultimately to eradicate poverty and unemployment. Based on evidence from more advanced economies, expanded access and usage of ICTs in SMMEs is considered an imperative to enable the acceleration of development goals. This study sets out to advance understanding of the role and impact of ICT usage by SMMEs on poverty reduction from a South African perspective. A systematic literature review methodology was applied to analyse previous theoretical and empirical studies conducted on the interplay between ICTs, SMMEs and poverty reduction. Empirical data was gathered from SMMEs through semi structured interviews and observations. A purposively selected case study was also carried out serving to enhance contextual insight into the role of ICTs in an SMME context. The thematic analysis method, Actor-Network Theory (ANT) and Sustainable Livelihood framework (SL) were applied as the data analysis methods. The combination of ANT and the SL framework for expanded analysis has not been applied before by similar studies that examine the interplay between ICT, SMMEs and poverty reduction. The process of triangulation was applied on the empirical findings in order to reduce bias and to construct a conceptual model. This study contributes to the body of knowledge by proposing a conceptual model that frames the role and impact of ICT usage by SMMEs towards improving their livelihoods and reducing poverty. Methodologically it offers an example of how method pluralism can be applied to gain a better understanding of the research phenomena. From a practical perspective, this study addresses real life challenges resulting in the suggestion of practical guidelines to ensure that the use of ICTs by SMMEs results in improvements in their financial and non-financial well-being. The findings of this study indicate that the relationship between ICT usage and poverty reduction is neither simple nor linear. Effective use of ICTs could result in SMMEs leveraging more benefits and thus improving their human capabilities as well as social and economic well-being resulting in poverty reduction.

O principal objetivo desta pesquisa foi descrever e analisar o desenvolvimento sustentável nos micro e pequenos empreendimentos para compreender suas ações representado pelos empreendedores e ou responsáveis nas empresas. Foram realizados oito estudos de casos em micro e pequenos empreendimentos industriais do setor têxtil e da confecção no município de São Paulo. Nesta tese, valendo-se da abordagem do tripé da sustentabilidade desenvolvido por Gro Brundtlad Triple Bottom Line, partiu-se do pressuposto que o desenvolvimento sustentável, requer uma articulação entre as ciências humanas e naturais, adequando-se as estruturas industriais aos custos e a legislação. Assim, o propósito principal desta pesquisa foi identificar a relações entre os custos para implantação de programas sustentáveis e o conhecimento da legislação inerente ao negócio. O referencial teórico desta pesquisa compreende um resgate da evolução do conceito sustentável e como nele se insere a abordagem econômica, social e do meio ambiente. Incluem-se ainda, aspectos ligados à ciência geográfica e como cada uma das áreas envolvidas se articula nos aspectos físicos e humanos. Como pesquisa inicial, verificou-se o estado atual do desenvolvimento sustentável nas organizações, comparando-se com preceitos teóricos que envolvem o desenvolvimento sustentável na abordagem da gestão estratégica. Na sequência, foram levantados aspectos específicos relacionados à sustentabilidade, à responsabilidade social e ao espaço geográfico. Para a coleta de dados, foram realizadas entrevistas com representantes de cada empresa ligados aos programas sustentáveis. Os resultados apontam para uma confirmação parcial das hipóteses de pesquisa. A partir da análise descritiva verificou-se que os custos estão vinculados a adoção de programas sustentáveis nas empresas. Identificou-se também que o conhecimento da legislação não possui associação com a não adoção de programas sustentáveis nas empresas pesquisadas. As principais conclusões apontam para a necessidade de um suporte específico aos micro e pequenos empreendimentos industriais enquanto os mesmos não alcançarem um estágio mínimo para o desenvolvimento de programas ligados ao desenvolvimento sustentável. Ao mesmo tempo, os órgãos de apoio devem estar mais próximos às empresas, e devem desenvolver ações orientadora e específica, apesar do apoio e proximidade dos serviços disponíveis às micro e pequenas empresas industriais e verificar se eles necessitam de uma preparação mais ampla para implantação dos programas.
The main objective of this research is to describe and analyze the sustainable development in micro and small enterprises and understand their approaches represented by the entrepreneurs and owners. Eight case studies were held with the micro and small industrial enterprises in the textile and clothing sector in São Paulo. Making use of Gro Brundtlads Triple Bottom Line, it is known that the sustainable development requires a link between the human and natural sciences to adapt the industrial structures to the costs and also to the legislation. So the main purpose of this research is to identify the connection between the costs of implementing sustainable programs and knowledge of the law in business. The theoretical framework of this research comprises a recovery of the sustainable development concept and how it works into the economic, social and environmental approach. It includes further aspects of geographic science and how each of the areas involved are articulated in physical and human aspects. As an initial study, the current state of the sustainable development in organizations was verified and compared with theoretical rules comprising the sustainable development in the approach to strategic management. Specific aspects related to sustainability, social responsibility and geographic space were held. For data collection, interviews were conducted with the representatives from each company linked to sustainable programs. The results show a partial confirmation of the research hypotheses. Due to the descriptive analysis it was found that the costs are tied to the use of the sustainable programs in the companies. It was also identified that the knowledge of the law does not have association with the non-use of sustainable programs in the surveyed companies. The main findings show a the need for specific support to micro and small industrial enterprises as they do not reach a minimum stage for the development of the programs related to sustainable development. At the same time, the support agencies should be closer to the companies, and should develop specific guiding actions, despite the support and closeness of services available to micro and small industrial companies and check if they need a broader preparation to implement the programs.

This study comprised an information audit of certain micro enterprises of Umkhanyakude District Municipality in northern KwaZulu-Natal. The purpose of this study was to investigate the information needs, information resources available and the information gaps that exist in these enterprises. The Umkhanyakude District Municipality consists of five local municipalities, but this study focused mainly on two, Jozini and Mtubatuba, because of their large number of local economic activities compared with the other local municipalities. The study primarily used questionnaires to collect data. These questionnaires were administered in the two municipalities identified. The results of the study revealed that technical information relating to business and financial management were the highest ranking information needs indicated by the sampled enterprises. Legal and business management information was the second most-needed information for these enterprises. The study also revealed a correlation between the academic level of the entrepreneurs, the type of business that the entrepreneurs operate and the kind of information they needed. The information resources that these enterprises had and used included newspapers, business magazines, market research documents and government documents. Based on the responses of the respondents, a gap was identified. This includes the lack of relevant sources of information that meet the respondents' information needs. This study also revealed that there are a number of institutions that provide information for these enterprises, such as community libraries, government information centres, bookshops, government offices and so on. Although these information resource institutions exist within the district municipality, these enterprises also have other information needs. This therefore led the researcher to conclude that these information resource structures are not providing their services according to the needs of the community at large. Based on the identified gaps the researcher recommends a participatory proactive approach. This approach uses participatory development communication platforms for the district municipality, the information resource institutions and local enterprises. The district municipality needs to have a platform which will identify information needs, gaps and pportunities for local enterprises. The information resource institutions need to provide platforms where they can assess the information needs of their customers and also have a customer management feedback system where they can assess whether they are responding to the customer needs. Finally, the micro enterprises need to use existing platforms to make the municipality and information resource institutions aware of their information needs. These platforms could include local and presidential izimbizo where the government comes to the people to address their concerns and issues. The approach recommended by this study is part of a development communication approach where participatory two-way communication platforms are used to bring about development. Copyright

ENGLISH ABSTRACT: Over the past few years considerable debate has taken place regarding the role of Local lndustrial Parks (LIPs) in stimulating the growth and development of Small, Medium and Micro Enterprises (SMMEs) in South Africa. LIPs are normally established to achieve specific development objectives, namely, job creation, sector specific support, entrepreneurship/small business promotion and the provision of affordable workspace. Through interviews with centre managersof each of the LIPs located in the Western Cape Province, and the collection of other relevant information, this document appraises the performance of UPs against those criteria. The author further postulates that the term UP has evolved from a variety of other "period-names" for facilities that provide accommodation/business premises to SMMEs, and has become the current term for defining such facilities. Given the high demand for appropriately priced business premises for SMMEs, and the decision by the Cape Metropolitan Council to actively promote the establishment of UPs as a core activity in its local economic development strategy, this document recommends what services should be provided by UPs to ensure that the services offered represent value for money, and achieve the desired goals of an UP programme.

PIP's word normaalweg ontwikkel om spesifieke mikpunte te behaal, naamlik werksskepping, sektor-spesifieke ondersteuning, entrepreneurship/kleinbesigheids promosie en verskaffing van bekostigbare werksareas. Deur 'n proses van onderhoude met sentrum bestuurders van elk van die PIPs geleë in die Wes-Kaap Provinsie, en die versameling van ander tersaaklike inligting, meet hierdie dokument die sukses van PIP's in die lig van bogenoemde kriteria. ENGLISH ABSTRACT: It has been suggested that without the ability to innovate, an organisation will not be able to survive the demands of an ever-changing operating environment. This raises the question: How can organisations ensure that they are able to innovate? Organisational culture has been identified as a critical variable in answering this question. The culture of the organisation determines to a large extent the degree of innovation in that organisation. Business leaders have made attempts to nurture a culture of creativity and innovation in their organisations through the recruitment of dynamic individuals with innovative traits. However, most of their attempts seemed insufficient in achieving their goals. The primary purpose of this research is to develop a framework for organisational culture that characterises an innovative organisation in small, medium and micro enterprises (SMMEs). The secondary objective is to identify the enablers and inhibitors of innovation. Research method: The research approach starts with a review of existing literature. This is followed by the development of the theory and empirical research. Data collection was also carried out in the form of semi-structured interviews with senior and middle management in innovative SMMEs. Main findings: The analysis of the findings indicates that an organisation cannot focus on any single aspect of organisational culture. Innovation is a system in the organisation that is strongly guided by the culture of the organisation. Recommendations: Future research on this subject will benefit from the selection of a larger sample of data. Given the dynamic nature of innovation and organisational culture, it is recommended to repeat this research over time in order to explore whether the same dimensions in determining innovative organisational culture still apply. The current research can also be followed up by a study on the sources of innovation in an organisation.
AFRIKAANSE OPSOMMING: Inleiding: Sonder die vermoë om te kan innoveer, sal ’n organisasie nie kan oorleef in ’n bedryfsomgewing wat voortdurend verander nie. Dit laat die vraag ontstaan: Hoe kan organisasies seker maak hulle die vermoë het om te innoveer? Organisasiekultuur is geïdentifiseer as ’n kritiese veranderlike in die beantwoording van hierdie vraag. Die kultuur van ’n organisasie bepaal grootliks die mate van innovering in daardie organisasie. Sakeleiers probeer om ’n kultuur van kreatiwiteit en innovering in hul organisasies te koester deur dinamiese individue met innoverende karaktereienskappe te werf. Dit blyk egter dat die meeste van hul pogings nie daarin kan slaag om hul doelwitte te bereik nie. Die primêre doel van hierdie navorsing is om ’n raamwerk vir organisatoriese kultuur te ontwikkel wat ’n innoverende organisasie in klein, medium-grootte en mikro ondernemings (KMMO’s) kenmerk. Die sekondêre doelwit is om die moontlikmakers en inhibeerders van innovering te identifiseer. Navorsingsmetode: Die navorsingsbenadering begin met ’n oorsig van bestaande literatuur. Dit word gevolg deur die ontwikkeling van die teorie en empiriese navorsing. Data-insameling is uitgevoer in die vorm van semi-gestruktureerde onderhoude met senior en middelvlakbestuurders van innoverende KMMO’s. Vernaamste bevindinge: Die ontleding van die bevindinge dui daarop dat ’n organisasie nie op een enkele aspek van organisasiekultuur kan fokus nie. Innovering is ’n stelsel in die organisasie wat baie sterk deur die kultuur van die organisasie beïnvloed word. Aanbevelings: Toekomstige navorsing oor hierdie onderwerp sal baat vind by die seleksie van ’n groter steekproef van data. Gegewe die dinamiese aard van innovering en organisatoriese kultuur, word daar aanbeveel dat hierdie navorsing mettertyd herhaal word om uit te vind of dieselfde dimensies vir die bepaling van innoverende organisatoriese kultuur steeds van toepassing is. Die huidige navorsing kan ook opgevolg word deur ’n studie oor die bronne van innovering in ’n organisasie.

Bakgrund och problemdiskussion: Mikro- och småföretag har fått en allt större betydelse för sysselsättningen och den ekonomiska tillväxten i Sverige. 22.6 % av Sveriges företag klassificeras som mikroföretag och denna storleksklass har svårt att växa vidare. I denna storleksklass är viljan att växa vidare god, dock avtar den då antalet anställda inom en organisation ökar. Detta då komplexiteten att styra och kontrollera företaget ökar. När ett företag växer ökar behovet av formell ekonomistyrning och att utveckla det kommer främja ett företags långsiktiga tillväxt. Att inte införa formell ekonomistyrning kan orsaka att ett företag inte uppnår dess fulla tillväxtpotential och kan medföra stor skada inom ett företag. Syfte: Det övergripande syftet är att utveckla en konceptuell modell som beskriver och förklarar behovet av formell ekonomistyrning hos mikroföretag i tillväxt, vilket ska möjliggöras genom två delsyften. Metod: En kvalitativ forskningsansats med flerfallstudie ansågs lämplig för studiens forskningsfråga och syfte. För empiriinsamling valdes semi-strukturerade intervjuer och dokument. Slutsats: Behovet av att införa formell ekonomistyrning tilltar under ett företags tillväxt. I uppstarten behövs det för att ett företag ska överleva, sälja och ha möjlighet att utveckla en produkt. Vid ökad efterfråga växer behovet av formell ekonomistyrning för att kontrollera tillväxten och möjliggöra arbete mot de uppsatta målen. Under ett företags utveckling utökas dess organisation vilket ökar behovet av att vidareutveckla den formella ekonomistyrningen.
Background and discussion: Micro- and small enterprises have become increasingly important for the employment and economic growth in Sweden. 22.6 % of the Swedish companies are classified as micro-enterprises, and this size class has difficulties to grow on. The desire to continue to grow in this size class is good, however it decreases as the number of employees within an organization increases. This is because the complexity of managing and controlling the company increases. When a company grows, the need for formal management control increases and to develop it will promote a company’s long-term growth. To not introduce formal management control may cause the company to not achieve its full growth potential and can also cause great damage within a company. Purpose: The overall purpose is to develop a conceptual model that describes and explains the need for formal management control of micro-enterprises in growth, which will be enabled through two smaller purposes. Method: A qualitative approach with a multiple case study was considered appropriate for the study’s research question and purpose. For empirical data collection was semi-structured interviews and documents selected. Conclusion: The need to establish formal management control increases during a company’s growth. In the start-up is it needed for a company to survive, to sell and have the opportunity to develop a product. In case of increased demand is the need for formal management control growing to control the growth and facilitate work towards the established goals. During the development of the company its organization expands, which increases the need to further develop the formal management control.

This study was undertaken to analyze progress and limitations in the implementation of the General Law of Micro and Small Enterprises, which establishes general rules relating to differential treatment and favored small businesses, that is in the Constitution of the Federative Republic of Brazil, 2006- 2013. Initially defines and characterizes the Micro and Small Enterprises, describes the main problems faced and the national scene. Describes the performance of the Brazilian Service of Support for Micro and Small Enterprises (Sebrae), in the field of public policy for small business, discusses the general law with a focus on benefits established, and efforts made to that enterprises are benefited. Advances established at initial hypothesis has been signed by the analysis of data on adherence to the National Simple, to the micro entrepreneur Individual and the evolution of the volume of public purchases from micro and small enterprises. . The limits in the implementation of the General Law of MPE were appointed through field research in the representative bodies of the business forum, technical experts of law and the demands of micro and small enterprises. The main constraints identified were the Tax Substitution, the REDESIM, ignorance and impunity to the fulfillment of the Law Finishing the job general aspects reported by respondents and the hook for other work from the creation of the Department of Micro and Small Enterprise with working on your goals public policy support for micro and small enterprises are cited.
Este trabalho foi realizado para analisar os avanços e limites na implementação da Lei Geral das Micro e Pequenas Empresas, que estabelece normas gerais relativas ao tratamento diferenciado e favorecido aos pequenos negócios, de que trata a Constituição da República Federativa do Brasil, de 2006 a 2013. Inicialmente o trabalho define e caracteriza as Micro e Pequenas Empresas, descreve os principais problemas enfrentados e o cenário nacional. Descreve a atuação do Serviço Brasileiro de Apoio às Micro e Pequenas Empresas (Sebrae), no campo das políticas públicas para os pequenos negócios, discorre a Lei Geral com foco nos benefícios estabelecidos, e o esforço empreendido para que as empresas sejam beneficiadas. Os avanços estabelecidos na hipótese inicial foram referendados pela análise dos dados referentes à adesão ao Simples Nacional, ao Microempreendedor Individual e pela evolução do volume de compras públicas junto às Micro e Pequenas empresas. Os limites na implementação da Lei Geral da MPE foram apontados por meio de pesquisa de campo junto a entidades representativas do fórum empresarial, técnicos conhecedores da lei e das demandas das micro e das pequenas empresas. As principais limitações apontadas foram a Substituição Tributária, a REDESIM, o desconhecimento e a impunidade ao cumprimento da Lei. Finalizando o trabalho são citados aspectos gerais relatados pelos entrevistados e o gancho para outros trabalhos a partir da criação da Secretaria da Micro e da Pequena Empresa que possui em seus objetivos trabalhar políticas públicas de apoio para as micro e pequenas empresas.

The significance of SMME development as a route to creating jobs and enhancing skills development has been and is still on top of South Africa‟s developmental agenda. The escalating unemployment rate and skills shortage to meet with demands of globalization compels the government to develop strategies to respond to the crisis. It is eighteen years since South Africa became a democratic country but the job creation and skills development sectors remain in a crisis. Stagnant economic growth is as a result of high unemployment which is a factor of skills shortage in the black South African labour force. The government creates an enabling environment by developing flexible regulations for equal participation of historically disadvantaged individuals to participate the in mainstream economic activities. Public investment through infrastructure development is one of the labour intensive programmes to promote SMME development, job creation and skills development. It is against this background that this research aims to explore the effect of SMME development in creating jobs and its ability to serve as centres of skills development. Also, it is against this background that this study aims to assess the extent of government support in creating an enabling environment for SMME development to achieve its ultimate goals.

As micro e pequenas empresas (MPEs) são fontes geradoras de emprego e renda de um país, todavia, a maioria desses empreendimentos não conseguem sobreviver por muito tempo no mercado, e dada a essa informação, este estudo analisou os fatores que contribuem para o fechamento dessas empresas, como uma causa considerada relevante diante da importância que estas representam para o desenvolvimento econômico. Para tanto, a metodologia utilizada neste trabalho, segue o delineamento bibliográfico, por meio da pesquisa documental e de campo, utilizando-se do método descritivo-exploratório, com levantamento (survey), de natureza qualitativa, a partir de um roteiro de entrevista semiestruturada realizada com os (ex) proprietários das micro e pequenas empresas que encerraram suas atividades entre janeiro de 2006 a julho de 2011, com sede nos municípios de Augustinópolis, Araguatins e Tocantinópolis, estes, pertencentes à Microrregião do Bico do Papagaio, extremo norte do Estado do Tocantins. Os resultados documentais desta investigação revelam que entre os municípios analisados, o município de Tocantinópolis representou o maior índice de mortalidade de empresas, no qual, o segmento comercial apresentou as maiores taxas de encerramentos. Em seguida, a pesquisa de campo evidenciou que fatores como a carga tributária elevada, falta de capital de giro, falta de assessoria contábil, mão de obra pouco qualificada, concorrência, falta de clientes, baixo faturamento, problemas de saúde, dívidas, pouca disponibilidade para dedicar-se a empresa, falta de planejamento e competência gerencial, foram evidenciados pelos entrevistados como principais causas para a mortalidade das empresas estudadas. Conclui-se que os condicionantes apontados nessa pesquisa ratificam os resultados apresentados por estudos já realizados por outros pesquisadores, como por exemplo, os estudos do SEBRAE. Assim, foi possível identificar que os fatores que contribuem para a mortalidade dessas empresas estão na maioria dos casos interligados as habilidades e visão de negócio do empreendedor, uma vez que, este tem grande influência no desempenho da empresa e sua eventual morte ou sobrevivência.
Micro and small enterprises (MSEs) are sources of employment and income of a country, however, most of these enterprises cannot survive for long in the market, and given this information, this study examined the factors that contribute to closing these companies, as a cause considered relevant given the importance that they pose to economic development. Therefore, the methodology used in this study follows the design literature, through desk research and field, using the descriptive method-exploratory, lifting (survey) and qualitative, from a semi-structured interview conducted with the (former) owners of micro and small businesses that closed their activities from January 2006 to July 2011, with headquarters in the cities of Augustinópolis, Araguatins and Tocantinópolis, these belonging to Microrregião the Parrots Beak, far north of the State of Tocantins . The results documented in this research reveal that among the cities analyzed, the municipality of Tocantinópolis represented the highest mortality rate of companies in which the commercial segment showed the highest rates of closures. Then, the field research revealed that factors such as high taxes, lack of capital, lack of accounting advice, skilled labor, competition, lack of customers, low income, poor health, debt, limited availability to engage in business, lack of planning and managerial competence, were seen by respondents as major causes of mortality in the studied companies. We concludethat theconditionsmentioned in thisstudyconfirmthe results presented byprevious studiesby otherresearchers, for example, studies of SEBRAE.. Thus, it was possible to identify the factors that contribute to mortality of these companies are in most cases interrelated skills and business vision of the entrepreneur, once this has great influence on the performance of the company and his eventual death or survival.

Technical, vocational education and training (TVET) in Kenya has undergone major changes since colonialists introduced it at the beginning of the twentieth century. Since then, TVET has evolved in the areas of science, technology and innovation to provide skills that will propel the country to middle-level industrialised status by the year 2030. However, current training and development (T&D) processes in Kenya have been criticised for being rigid and irrelevant to industry, creating a mismatch of skills produced by the training institutions and those demanded by the industry; it is upon this criticism that this research is built. The focus of this thesis is to analyse key stakeholders‘ perceptions of TVET in the micro and small enterprises (MSE) in the motor vehicle service and repair industry (MVRSI). In Kenya vocational education and training (VET) is referred to as technical, vocational education and training—TVET. In this thesis a practical T&D framework is developed for use to analyse the stakeholders‘ perceptions. A generic organisational T&D model was examined as was the literature dealing with TVET sub-systems in Kenya and elsewhere. The organisational T&D model was then expanded to include relevant training areas and activities. Data were collected in two cities and four roadside towns. Interviews were held with 19 micro and small enterprises (MSE) employers and 57 of their employees, eight TVET trainers and four senior education officers. Four focus group discussions with final year trainees were held, and observations were made at the MSE and the training institutions. Content analysis was used to analyse data. Findings obtained indicated that TVET plays a vital role in furnishing its learners with skills that are required in the MVRSI. However, while the T&D program has very well crafted training objectives, it is beset by numerous challenges. The program has restricted methods of data gathering resulting in a system that has neither been able to compile an industrial skills inventory nor a skills-gap analysis that would inform training providers. Most training institutions are located in urban centres, curriculum implementation is generally theoretical, trainers are inadequately prepared and receive low salaries, training suffers from multiple and uncoordinated management, and the trainees view it as a last training option. In addition, examination results, enrolment and practical tests were identified as the primary methods used for monitoring and evaluation. Informal training providers lacked training implementation, monitoring and evaluation structures. Transfer of skills from training institutions to the workplace is inhibited by insufficient supervisor support, poor working conditions and inadequate tools and equipment. The T&D framework that was developed was found to be useful on several fronts. Firstly, the views of multiple stakeholders present diverse perspectives that provide unique and comprehensive insights into how different segments of society measure the same training. Secondly, methodological contributions have been made in terms of the research design, which used multiple data collection methods. Thirdly, the T&D framework was developed and then used to analyse the perceptions of the stakeholders, thereby answering the research questions. Since this framework was found to be sufficient for analysing the stakeholders‘ perceptions, it was found to be appropriate for designing a more responsive T&D program for the MVRSI. In addition, this study has made several practical implications.

This work had as main theme relate entrepreneurship to the survival of micro and small businesses in the state of Rio Grande do Sul. The overall goal was to bring arguments to the entrepreuners in order to potentializing the possibilities of success at opening of micro and small busines. To achieve proposed goal, this research was divided into two stages, each of these stages is presented in this document as a scientific paper. Initially it was performed a study that aims to identify the average rate of companies extinct in the five conties with the largest number of habitants of Rio Grande do Sul, except for the capital, Porto Alegre, and its metropolitan area. In the work s second stage the goal was to identify the mais factors that cause mortality of micro and small enterprises in the central region of the state of Rio Grande do Sul. The results demonstrated the hardest hit sectors of activities and interferences of the main factors causing mortality in companies compromising the development of the cities studied.
Este trabalho teve como tema principal relacionar o empreendedorismo com a sobrevivência das micro e pequenas empresas - MPEs no estado do Rio Grande do Sul- RS. Para isso, o objetivo geral foi trazer argumentos para os empresários, a fim de potencializar as possibilidades de sucesso na abertura de MPEs. Para atingir o proposto, a pesquisa foi dividida em duas etapas, sendo cada uma delas apresentadas no formato de artigo científico. Inicialmente foi realizado o levantamento do número de empresas constituídas e extintas nos cinco municípios mais populosos, exceto a capital, Porto Alegre e a região metropolitana. Após, fez-se o levantamento dos principais fatores causadores da mortalidade das MPEs na região central do RS. Os resultados demonstraram os setores de atividades mais atingidos e a interferência dos principais fatores causadores da mortalidade nas empresas comprometendo o desenvolvimento dos municípios estudados.

Abstract:
The role of Information and Communication Technologies (ICTs) as a facilitator and enabler for development and poverty reduction has been increasingly recognised by many international organisations. ICTs need to be diffused in society to have their effects realised. The diffusion of ICTs in developing countries is lagging behind the developed countries creating the digital divide. Although the divide is reducing in many sub-Saharan countries, in Ethiopia it is increasing. The purpose of this study is to find the factors that affect the adoption and nonadoption of ICTs in small and micro businesses in Addis Ababa, Ethiopia. A number of sectors were explored and the hotel and tour operator sector was found to have both adopters and non-adopters. The hotel and tour operator business in Addis Ababa was selected to be the study population. The main research question was to find the connection between the political, economic, and social factors and the adoption and use of ICT in this sector. While cultural, social-economic, political and legal factors affect the adoption of innovation in both developed and developing countries, these factors are more pronounced in the developing countries. Rogers’ diffusion of innovation theory is a good initial theoretical candidate for understanding the ICT diffusion factors. However, to include the national level factors, a theoretical framework was proposed based on Rogers’ diffusion of innovation theory. An exploratory research method was used to shed light on the adoption and non-adoption factors. It uses mixed methods research methodology in two phases to collect data from owners/managers. In the first phase in-depth interviews were conducted with 16 hoteliers who adopted ICT in their businesses. In the second phase survey questionnaires were used to collect data from 128 hoteliers and 57 tour operators. In this phase both adopters and non-adopters of ICT were included. Data were analysed using NVivo and Statistical Package for Social Sciences (SPSS) software packages. This study argues that the telecommunications monopoly, the non-affordability of ICT products and services, the general economic situation, lack of knowledge and awareness of the technology, and lack of legal protection for small hotels affect the adoption negatively. On the other hand, network externalities, competition among hoteliers, and major customers (foreign) act as a facilitator agent and have a positive impact on the adoption of ICT. The researcher argues that the political, social, economic, technological and legal policies are the sources of the adoption and non-adoption factors of ICTs in the hotel and tour operator business.

The software products developed by micro and small brazilian enterprises have stood out on the world IT market which mostly are dedicated to the development, the production, the software distribution and the provision of services. However, new software products available on the market fail because most of these micro and small enterprises are more focused on product quality rather than the processes used in its development. Despite these organizations realize the importance of improving their processes and their working techniques, lack resources and knowledge so that this practice is applied. In recent decades, increasing demand and complexity of software products made that micro and small software development enterprises worry and invest more in quality assurance to provide continuous improvement of the techniques, the criteria, the methods and the tools used in the construction of software products. Through some national initiatives maturity models and international standards such as the Freetest Method, the MPT.BR and the ISO/IEC/IEEE 29119-2 can satisfy the needs and expectations of users of these products. However, the implementation and institutionalization of structured testing process maturity in these models and this standard are costly and complex for micro and small software development enterprises. This work developed a maturity model considering the limitations of micro and small software development enterprises, and an approach to implement the test procedures defined in this model.
Os produtos de software desenvolvidos pelas micro e pequenas empresas brasileiras têm se destacado no mercado mundial de TI que em sua maioria estão dedicadas ao desenvolvimento, à produção, à distribuição de software e à prestação de serviços. No entanto, os novos produtos de software disponibilizados no mercado falham devido a maioria dessas micro e pequenas empresas estarem mais centradas na qualidade do produto em vez dos processos adotados no seu desenvolvimento. Apesar dessas organizações perceberem a relevância de melhorar os seus processos e suas técnicas de trabalho, faltam recursos e conhecimento para que essa prática seja aplicada. Nas últimas décadas, a crescente demanda e a complexidade dos produtos de software fizeram com que as micro e pequenas empresas de desenvolvimento de software se preocupassem e, investissem cada vez mais na garantia da qualidade para prover a melhoria contínua das técnicas, dos critérios, dos métodos e das ferramentas empregadas na construção dos produtos de software. Através de algumas iniciativas nacionais de modelos de maturidade e normas internacionais tais como, o Método Freetest, o MPT.BR e a ISO/IEC/IEEE 29119-2 é possível satisfazer as necessidades e expectativas dos usuários desses produtos. Porém, a implementação e a institucionalização do processo de teste estruturado nesses modelos de maturidade e, nessa norma são onerosas e complexas para as micro e pequenas empresas de desenvolvimento de software. Neste trabalho foi desenvolvido um modelo de maturidade considerando as limitações das micro e pequenas empresas de desenvolvimento de software, e uma abordagem para implementar os processos de teste definidos nesse modelo.

A partir da missão do SEBRAE, que é promover o desenvolvimento sustentável, a competitividade das micro e pequenas empresas e o fomento ao empreendedorismo nos municípios paraenses, o estudo objetiva tratar a contribuição do órgão no desenvolvimento sócio-empresarial do Estado do Pará a partir de um foco empreendedor dentro de uma concepção teórica schumpeteriana. O SEBRAEPARÁ proporciona a criação de ferramentas de gestão e de consultorias (capacitação, mobilização, disseminação do empreendedorismo e do associativismo, entre outros) para a construção de um ambiente favorável à sustentabilidade e à ampliação dos pequenos negócios. A metodologia adotada para a pesquisa foi o estudo de caso, por se tratar de uma estratégia de pesquisa muito empregada em problemas contemporâneos. Com isto, as micros e pequenas empresas assistidas no órgão, no Estado do Pará, estão se tornando mais focadas na qualidade, na competitividade e na sustentabilidade dos negócios implementados.
From the mission of SEBRAE, which is to promote sustainable development, competitiveness of micro and small enterprises and foster entrepreneurship in the municipalities of Pará, the study aims to address the contribution of the organ in socio-entrepreneurial Pará State from a entrepreneurial focus within a Schumpeterian theoretical concept. SEBRAE-PARÁ provide the creation of management tools and consulting services (training, mobilization, dissemination of entrepreneurship and associations, among others) to build an environment conducive to the sustainability and expansion of small businesses. lhe methodology for the research was a case study, because it is a research strategy widely used in contemporary problems. lhe findings emphasize that SEBRAE-PARA is a fully aligned to its mission and the challenges imposed by globalization and trade liberalization that are still in progress at the current stage of the Brazilian economy. With this, the micro and small businesses assisted in the organ, in Pará, are becoming more focused on quality, competitiveness and sustainability of businesses implemented.

Através da metodologia de investigação foram feitas 6 entrevistas , com isso, buscou-se, verificar se a fiscalidade em Angola contribui para o crescimento das empresas, o ambiente empresarial e suas relações com o sistema tributário. Com base nas respostas dos entrevistados, constatou-se que existe um desgaste no sistema fiscal angolano, ou seja, o sistema não consegue contribuir para o crescimento empresarial, sendo o mesmo responsável pelo fracasso de muitas empresas e contribuir com a manutenção do mercado informal.
The study focuses on Micro, Small and Medium Enterprises and their relationship with the Angolan tax system. Through the investigation methodology 6 were chosen, with this, it was sought, to verify if the taxation in Angola contributes to the growth of the companies, the business environment and its relations with the tax system. Based on the responses of the interviewees, it was found that there is wear and tear on the Angolan tax system, that is, the system fails to contribute to business growth, being the same responsible for the failure of many companies and contributing to the maintenance of the informal market.

The lack of knowledge concerning business practices and saving habits in developing countries is still very significant. This paper analyzes the relation that record keeping and saving habits have on business profits and revenues. A survey was conducted among micro-entrepreneurs (grocers) in the city of Maputo, in Mozambique, in order to evaluate their business practices and what their saving habits were. It was found that record keeping and saving habits are strong determinants of business profits and revenues, particularly when used together – an indication of potential synergies between these two variables.

Isso se dá pela inadequação do Planejamento Estratégico denominado como Tradicional a essa modalidade de empresa. Este estudo tem por objetivo avaliar a contribuição dos momentos do Planejamento Estratégico Situacional na gestão das Micro e Pequenas Empresas, a fim de obter um caminho alternativo para a formulação da estratégia e auxiliar a gestão de forma prática, simples e eficiente. O Planejamento Estratégico Situacional foi criado para ser aplicado em instituições públicas e contesta em alguns pontos do método Tradicional. Diante disso, pautado em referenciais teóricos, realizou-se um estudo de caso comparativo em Micro e Pequenas Empresas da Indústria, Serviços e Comércio da cidade de Itapeva, SP. Para a análise dos dados, criou-se e aplicou-se um método próprio, denominado Análise Estratégica Tridimensional, que considerou a participação, utilidade e importância dos médotos de Planejamento Estratégico estudados. Os resultados demonstram as diversas características das empresas estudadas e conclui-se que os momentos do Planejamento Estratégico Situacional apresentam diversos aspectos que contribuem com a gestão das Micro e Pequenas Empresas. Além disso, este estudo deixa como legado um construto teórico e prático para a avaliação da prática estratégica qual pode ser aplicado em organizações que demandam estratégia.
The Strategic Planning stands out as an important management tool for the sustainability of organizations, however, most of the losses and failure of Micro and Small Enterprises are attributed to lack or failure of Strategic Planning. This happens by the inadequacy of the Strategic Planning termed as Traditional to this type of company. This study aims to evaluate the contribution of the moments of the Situational Strategic Planning in the management of Micro and Small Enterprises in order to find alternative way to formulate the strategy and assist in management practice, simply and efficiently. The Situational Strategic Planning was created to be used in public institutions and disputes in some points of the Traditional method. Given this, based on theoretical references, we performed a comparative case study in Micro and Small Enterprises of Industry, Trade and Services in Itapeva city, SP. For the analysis of the data was created and applied a method, termed Strategic Analysis Three Dimensional, which made participation, utility and importance of Strategic Planning médotos studied. The results demonstrate the various features of the studied companies and concludes that the moments of the Strategic Planning Situational present various aspects that contribute to the management of Micro and Small Enterprises. Moreover, this study leaves a legacy of a theoretical and practical construct for the evaluation of strategic practice which can be applied to organizations that require strategy.

The objective of this treatise study was to determine the leading causes which limit the development of SMME contractors, to ascertain the accessibility of SMME incubators available to support SMME development and to identify the cause of poor management performance by SMME contractors based in the Nelson Mandela Bay Metropolitan Municipality. A qualitative method was adopted for this study. The primary data was collected using a structured interview guide which incorporated the sub problems and the research questions. The salient findings of this study are: SMME contractors are unaware of the available business information and government support programmes designed to assist them; SMME contractors do not receive capital from banks when they don‟t have collateral; Desperation to secure projects among SMME contractors is the leading cause for under-pricing; SMME contractors are still paid later than the 30 day period for completed work; SMME owners who had started their construction companies lacked training and do not have the relevant experience and knowledge required to manage a construction company. In summary the study concluded that SMME who have access to capital have high growth prospects than those that have not. Accessibility to information and awareness of available opportunities remains significant for the growth of SMMEs. Construction related knowledge and training for SMME owners contributes vastly to the success of SMME companies. The study recommended that; Government needs to promote the accessibility of SMME incubators and ensure institutions designed to assist SMMEs with finance are accessible; The effectiveness of current development programs for small enterprises and skills development programs should be reviewed; MMBM should setup a mentoring program to help train SMME contractors theoretically and practically; NMBM local government should promote women to own SMMEs in order to close the gap of inequality in the built environment; Banks must work with government institutions to ensure that they are able to fund SMMEs.

ENGLISH ABSTRACT: An effort to enhance job creation and to alleviate poverty amongst the youth as an important sector of the South African society has created a need to determine the relevance of training as a way of promoting SMME development in the KOSH area. Training is an important tool for SMME development. Based on the above analysis, the objectives of the study are to assess the relevance of training provided in relation to the economic profile and business opportunities in the KOSH area and to assess the effectiveness of training that is provided by various agencies in the KOSH area. The study also looks into the business and employment opportunities put in place to help youth participation after undergoing training. The study focuses on training as a tool for SMME development within the youth sector of the KOSH area. It mainly deals with the importance of training, which if conducted in a proper manner, should contribute to the development of SMME. While policies and institutions have been put in place to provide technical and business training skills in the KOSH area, targeting both women and youth who aspires to be entrepreneurs, there seem to be not significant expansion of the small business in order to create job opportunities. The status quo remains. Participants from these training programmes are pursuing their traditional form of business and there is little, if any, innovation and diversification in economic activities in this sector. Conclusions based on the study indicate that training should be an integral component for any SMME development strategy. Programmes promoting entrepreneurial culture should target all studying young people, and also those not enrolled at institutions of learning. The private sector seems to be playing a minimal role in the provision of training. This sector's contribution in training programmes, in a partnership with pubic institutions, is lacking. After care services to trainees is not provided for adequately. Planning for effective SMME training in the KOSH area should further take into consideration technology, social, economic, political and institutional factors which are affecting it at the moment.
AFRIKAANSE OPSOMMING: In 'n poging om werkskepping te bevorder en armoede onder die jeug te verlig, as 'n belangrike fokuspunt in die Suid-Afrikaanse gemeenskap, is dit belangrik om te bepaal wat die relevansie van opleiding is ter bevordering van SMME ontwikkeling in die KOSHgebied. Gebaseer op 'n ontleding in die verband is die oogmerke van die studie om 'n waardebepaling te doen ten opsigte van die toepaslikheid van opleiding in die KOSH-gebied, en om die doeltreffendheid van opleiding wat veskaf word deur die onderskeie agentskappe in die KOSH-gebied te evalueer. Die studie fokus op opleiding as instrument vir SMME ontwikkeling. Dit ontleed hoofsaaklik die belang en waarde van die opleiding wat, indien korrek toegepas, kan bydra tot die ontwikkeling van SMME's. Alhoewel beleid en institusionele reelings voorsiening maak vir opleiding in tegniese- en besigheidsvaardighede, en bemarking spesifiek fokus op vrouens en die jeug wat entrepreneurskap bevordering betref; blyk dit dat daar nie beduidende groei is in die skepping van werksgeleenthede nie. This study identifies, integrates and tests those design development practices that are crucial to facilitating creative innovation and supporting the sustainability of Indonesian Micro-Small-Medium Enterprises (MSMEs), local Indonesian communities and sustainability of the natural environment. The study investigates how design principles can be integrated into a holistic framework – Welas Asih, or Compassion Design model - and tested as an approach to promoting design responsibility in local and global issues with impact on social welfare and benefit to local creative communities. Three principal research strategies were used in this research design: case study, practice-based research, and iterative design research. The study evaluated Welas Asih model in an exhibition setting to inform its future implementation, indicating perceived benefits to local MSMEs, community and the environment.

Micro-enterprises play a vital role towards the South Africa’s economic growth by contributing towards job creation. Despite the importance of the role of micro-enterprises, micro-enterprises face several challenges such as lack of finance, lack of skilled workers and lack of technological resources. Previous studies indicate that Information Technology has a distinct role in assisting micro-enterprises overcome several challenges. It is further evidenced in the extant literature that cloud computing, provides a low cost entry for enterprises to support several facets of their business operations. In the current era cloud computing requires a constant as well as fast internet connection and the South African government has various interventions to address the infrastructure divide. However, we have a scant understanding of the adoption challenges amongst micro-enterprises to adopt cloud solutions, which to date feature more prominently amongst larger organisations. This research investigated the factors that influence cloud computing adoption in the micro-enterprise sector in Cape Town. This is a city that promotes the contribution of micro-enterprises to their economic activity, and was such an ideal location to investigate cloud computing adoption amongst the micro-enterprise sector. This research provides a rich understanding of the factors that influence micro-enterprises in Cape Town to adopt cloud computing services and proposes guidelines to encourage micro-enterprises in Cape Town to use cloud services to improve their productivity. The researcher uses the UTAUT model as a framework and a qualitative research methodology to investigate the research question. Data for this research study was collected via face to face interviews with semi-structured questions of ten micro-enterprises and an IT expert. The findings showed that the factors influencing the adoption of cloud computing services are performance expectancy, effort expectancy, social influence, facilitating conditions, lack of training, cost efficiency and reduction of working hours.

Small, medium and micro enterprises (SMMEs) are an important sector of any construction economy. The need for efficient SMMEs is well documented and cannot be over-emphasised. SMMEs are vital in their contribution to employment creation and value reorientation. However, their in process operations are not well understood and have rarely been addressed. The aim of this research was therefore to establish a base level of understanding of the operational core-face of SMMEs in Malawi. The methodology used included an extensive literature review and field survey conducted on 52 SMMEs. The field survey used the questionnaire instrument and random sampling. The critical findings from the literature were that there are binding constraints in the operations of SMMEs. The field survey confirmed the issues raised in the literature and posited the operational challenges as lack of finance, training and business skills; limited skills in Construction Information Technology (IT), and prevalence of unethical conduct amongst some of the stakeholders. The findings make an invaluable contribution to the search for solutions to the problems faced by construction SMMEs in Malawi and provide insight for further research in institutional weaknesses and policy issues regarding in this part of the world. The implications of the findings are that unless the limitations named above are resolved, SMMEs in Malawi will continue to experience poor growth and competitiveness. The recommendations include the developing of training programmes in business management, introduction of sector specific financing programmes and the provision of an appropriate regulatory and legislative framework. By establishing the core issues affecting the operations of SMMEs in the Malawian construction industry, the research has contributed to the enhancement of the understanding of this elusive subject.

Increased mobility and a growing presence in the workforce by millennial employees are pushing sustainability to the forefront of concerns for business leaders. Especially for small to medium enterprises (SMEs) with limited human capital resources and no formal succession plans. Thus, increasing the need for insight on millennial employee development to mitigate voluntary turnover. The purpose of this multiple case study was to explore successful millennial employee developmental strategies employed by 3 SMEs leaders in southern New Jersey. These SMEs leaders were the ideal population with millennial employees with 3 or more years of employment and not solely family-run organizations. The unfolding model of voluntary turnover, expectancy theory, and the human capital theory was the conceptual framework that guided introspection into this phenomenon. Semistructured interviews collected data about the perceptions held by the SMEs leaders of the phenomenon in their respective organizations. Methodological data triangulation enabled the identification of evident millennial employee development themes and the basis of millennial employment development strategies as mitigation or the exertion of motivational force. The effort to answer the posed questions identified 4 prevalent themes (a) flexibility, (b) organic culture, (c) self-governance, and (d) laissez-faire leadership, which aligned with the mitigation versus motivational conceptions. The findings may contribute to societal change by broadening perceptions held by individuals and communities, particularly leaders, about millennial employees to dispel preconceived stigmas, reduce interaction ambiguities, and minimize the escalation of generational conflicts and discourse within respective communities.

ENGLISH ABSTRACT: The cultural industries have been identified by the South African government as having significant potential to generate employment and hence alleviate the wide spread poverty suffered by many in the country. They have invested in the cultural industries with a view to developing SMMEs that have the potential to generate sustainable livelihoods. Craft, in particular is seen as an ideal vehicle through which poverty alleviation can take place, due to the combination of low technology requirements with high levels of manual labour. This study looks at one such multi-site craft-based poverty alleviation programme, Phumani Paper, and assesses the impact that it has had on the poverty of its participants (so far). Drawing on relevant theory “poverty” is defined as a deficiency with regard to three aspects of people’s lives: income, “human development” and capacity building. The results of the study indicate that the program did contribute to human development, but that income generation was less successful. In this regard success seems to depend on conditions at three levels of a programme: the programme management, the project model and the individual participants. Strategic intervention on these three levels will ensure that the impact of craft on poverty is more effective.
AFRIKAANSE OPSOMMING: Die kulturele nywerhede is deur die Suid-Afrikaanse regering geïdentifiseer as ‘n potensiële bron van werkskepping om te help om wydverspreide armoede in die land aan te spreek. Die regering het op kulturele terrein belê in klein- en medium sakeondernemings met die hoop dat hulle kan bydra tot die skepping van volhoubare bestaansgeleenthede. Kunsvlyt word as ‘n ideale roete tot armoede verligting gesien a.g.v. die kombinasie van lae tegnologie vereistes en intensiewe handearbeid. Die studie kyk na een sodanige kunsvlyt-gebaseerde programme vir armoedeverligting, nl. Phumani Paper, en meet die impak wat dit (tot dusver) op die armoede van diegene gehad het wat aan die program deelneem. Gebasseer op relevante teorie word “armoede” in hierdie studie gedefinieer as 'n gebrek op drie terreine van mense se lewens: inkomste, “menslike ontwikkeling” en kapasiteitsbou. Die resultate van die studie toon aan dat die program bygedra het tot menslike ontwikkeling, maar dat die skepping van inkomste minder suksesvol was. Sukses in hierdie verband blyk af te hang van kondisies op drie vlakke van 'n program: die programbestuur, die projek-model en die individuele deelnemers. The Thesis analyzed and described in the first stage through the literature in the Micro, Small and Medium Enterprises: the Micro, Small and Medium Enterprises’ role in the society – definitions, conceptions, phases and processes; political, economical, social and legal aspects, management aspects, success, perennity, failure and mortality of Brazilian reality; comparative data of Micro, Small and Medium Enterprises in some countries and the Large Enterprise. After, the Conceptual Pattern of Integrated Sustainability Management, its Dimensions, Components and Variables; the Integrated Sustainability Management as Professional Management for the enterprises based in Entrepreneurism in two areas of literature: Economical and Managerial; and the World and Brazilian wide view about Entrepreneurism. Then, the Integrated Sustainability Management in two sceneries: Scenery I – the Integrated Sustainability Management and the impact in Management, Success and Perennity of industrial Micro, Small, Medium and Large Enterprises in the State of Maranhao; and Scenery II – the impact of perennity of industrial Micro, Small, Medium and Large Enterprises in the Industrial Development in the State of Maranhão. In the second stage, the study presents the results and data analyses of the Field Research performed in the sample of industrial Micro, Small, Medium and Large Enterprises of State of Maranhao in 14 (fourteen) counties, representing the universe of the 170 (a hundred seventy) ones that have formal industries based on Federation of the Industries of the State of Maranhao cadaster (2006). From the analysis of literature and of the managers’ view of industrial sample, the Thesis analyzed the problem of: 'How does the Integrated Sustainability Management befriend Management, Success and Perennity of industrial Micro, Small, Medium and Large Enterprises and how does these Micro, Small, Medium and Large Enterprises’ perennity impact the Industrial Development of State of Maranhao?', in which the results confirm that ' The management of industrial Micro, Small, Medium and Large Enterprises of State of Maranhao, when applied in Integrated Sustainability Management, according to the managers, befriends Management, Success and Perennity of Micro, Small, Medium and Large Enterprises'; and 'The perennity of industrial Micro, Small, Medium and Large Enterprises in the State of Maranhao, according to the managers, impacts positively the Industrial Development of State of Maranhao'. A Tese analisou nas Micro, Pequenas e Médias Empresas, em sua primeira etapa, através da literatura, e descreveu: o seu papel na sociedade – suas definições, concepções, fases e processos; aspectos políticos, econômicos sociais, legais, de gestão, sucesso, perenidade, insucesso e mortalidade da realidade brasileira; dados comparativos das Micro, Pequenas e Médias Empresas em alguns países e a Grande Empresa. Prosseguindo, o Modelo Conceitual da Gestão por Sustentabilidade Integrada, suas Dimensões, Componentes e Variáveis, como Gestão Profissional para as empresas fundamentada no Empreendedorismo em dois ramos da literatura: a Econômica e a Gerencial; e o panorama mundial e brasileiro do Empreendedorismo. Na sequência a Gestão por Sustentabilidade Integrada em dois cenários: no Cenário I – o impacto na Gestão, Sucesso e Perenidade das Micro, Pequenas, Médias e Grandes Empresas industriais do Estado do Maranhão; e no Cenário II – o impacto da Perenidade das Micro, Pequenas, Médias e Grandes Empresas industriais no Desenvolvimento Industrial do Estado do Maranhão. Na segunda etapa, apresenta os resultados e análises de dados da Pesquisa de Campo realizada na amostra das Micro, Pequenas, Médias e Grandes Empresas industriais do Estado do Maranhão em 14 (quatorze) municípios, representando o universo dos 170 (cento e setenta) que tem indústrias formais com base no cadastro da Federação das Indústrias do Estado do Maranhão (2006). A partir da análise da literatura e da visão dos gestores da amostra industrial, a Tese analisou a problemática de 'Como a Gestão por Sustentabilidade Integrada favorece a Gestão, Sucesso e Perenidade das Micro, Pequenas, Médias e Grandes Empresas industriais do Estado do Maranhão e da perenidade dessas Micro, Pequenas, Médias e Grandes Empresas no Desenvolvimento Industrial?', em que os resultados confirmam que 'A Gestão das Micro, Pequenas, Médias e Grandes Empresas industriais do Estado do Maranhão, quando aplicada na Gestão por Sustentabilidade Integrada, na visão dos gestores , favorece a Gestão, Sucesso e Perenidade das Micro, Pequenas, Médias e Grandes Empresas'; e 'A perenidade das Micro, Pequenas, Médias e Grandes Empresas industriais do Estado do Maranhão, na visão dos gestores, impacta positivamente no Desenvolvimento Industrial do Estado do Maranhão'. L'objectiu d'aquesta tesi és entendre i explicar l'efecte de la creació, l'ús i l'administració del coneixement com a factor del rendiment econòmic de la petita i la microempresa, utilitzant una aproximació qualitativa, basada en l'ús de narratives. Per assolir-lo, s'ha seguit un esquema de dues fases. La primera desenvolupa un model per entendre'n les variables principals i com s'apliquen a l'anàlisi del fenomen objecte d'estudi, mentre que la segona proposa investigar la naturalesa d'aquest coneixement, és a dir, identificar el tipus de coneixement que fan servir els petits emprenedors, com el fan servir efectivament i com es relaciona amb els factors que s'han definit a la primera fase de l'estudi.
El disseny d'aquesta recerca es basa en el marc conceptual proposat per John W. Creswell (2003 i J. Creswell, 2005) i la metodologia de treball en l'ús de narratives a la investigació de ciències socials que proposa Barbara Czarniawska (B. Czarniawska, 2004). En l'àmbit del coneixement, he partit dels estudis sobre creixement endogen de Paul Romer (P. Romer, 1989), que argumenta que el coneixement és un factor important en el rendiment econòmic de les empreses i els països, que he complementat amb l'enfocament particular del pragmatisme americà (J. Dewey, 1910), les definicions de simplicitat en la transferència de coneixement (J. Dewey, 1916), el concepte d'intermediaris del coneixement (A. Hargadon i R. Sutton, 2000) i les definicions de Cook i Brown per a les classificacions d'ús i possessió del coneixement (S. Cook i J. S. Brown, 1999).
Aquesta tesi ha descobert que els elements principals relacionats amb el rendiment econòmic de la petita i la microempresa es basen en l'ús del coneixement que posseeix l'emprenedor, el coneixement que és creat per l'entorn de la petita empresa i la relació dels emprenedors amb aquest entorn, i finalment amb el rol que fan els intermediaris entre l'emprenedor i el seu entorn.
D'altra banda, contribueix amb un patró per entendre la relació entre els petits i els microemprenedors amb el seu entorn, i com crear, usar, compartir i administrar el coneixement ajuda a millorar el rendiment dels seus negocis.
Entender y Explicar el efecto de la creación, el uso y la administración del conocimiento como factor del rendimiento económico de la pequeña y micro empresa, utilizando una aproximación cualitativa basada en el uso de narrativas, es el propósito de esta disertación. Para lo cual se ha utilizado un esquema de dos fases, en la primera fase se desarrolla un modelo para entender las principales variables y su aplicación en el análisis del fenómeno en estudio y la segunda fase, propone investigar la naturaleza de este conocimiento, esto es identificar el tipo de conocimiento usado por los pequeños emprendedores, como este es efectivamente usado y como se relaciona con los factores definidos en la primera fase del estudio.
El diseño de esta investigación se base en el marco conceptual propuesto por John W. Creswell (2003 & J. Creswell, 2005) y la metodología de trabajo en el uso de narrativas en la investigación de ciencias sociales propuesta por Barbara Czarniawska (B. Czarniawska, 2004). En el campo del conocimiento, he partido de los estudios basados en el crecimiento endógeno propuesto por Paul Romer (P. Romer, 1989), quien argumenta que el conocimiento es un factor importante en el rendimiento económico de empresas y naciones, esto es suplementado con el enfoque particular del pragmatismo americano (J. Esta disertación ha encontrado que los elementos principales relacionados con el rendimiento económico de la pequeña y micro empresa, están basados en el uso del conocimiento que está en posesión del emprendedor, por el conocimiento que es creado por el entorno de la pequeña empresa y por la relación del los emprendedores con este entorno, y finalmente con el rol que juegan los intermediarios entre el emprendedor y su entorno.
Por otro lado, este contribuye con un patrón para entender la relación entre los pequeños y micro emprendedores con su entorno, como el crear, usar, compartir y administrar el conocimiento contribuye con el rendimiento de sus negocios.
To Understand and Explain about the effect of creation, use and management of knowledge as a factor of economic performance in the micro and small business, utilizing a qualitative approximation based on the use of narratives, is the purpose of this dissertation. For which a scheme in two phases have been utilized; the first that develops a model to understand the most prominent variables and their application in the analysis of the phenomenon being studied and the second one, proposes to investigate the nature of this knowledge, that is to say to identify the type of knowledge that is used by the small entrepreneurs, how this is effectively used and how is it related to the determined factors in the first phase of the study.
The design of this research is based on the conceptual framework proposed by John W. Creswell (2003 & J Creswell 2005) and methodology in the work on the use of Narratives in the Social Science Research by Barbara Czarniawska (Czarniawska B 2004). In the field of knowledge I started from the basis of studies based on endogenous growth proposed by Paul Romer (P Romer, 1989), who argue that knowledge is an important factor in the economic performance of firms and nations, this is supplemented with particular focus of American pragmatism John Dewey (J Dewey 1910), the definitions of simplicity in the transmission of knowledge (J Dewey 1916), the concept of knowledge brokers or intermediaries (Hargadon A & Sutton R 2000) and the definitions of Cook and Brown to the classifications of use and possession of knowledge ( Cook S & Brown JS 1999).
This dissertation has found that the main elements related to the economic performance of the small and micro enterprises, in relation with knowledge, are based on the use of knowledge in possession of the entrepreneur, to the knowledge created by the environment of the small business and the relation of the entrepreneur with this environment, and finally to the role of the broker knowledge between the entrepreneur and his environment.
On the other hand, it contribute with a pattern to understand the relation between the micro and small enterprising with their environment, as the creation works, use, share and manage the knowledge which contributes to the economic performance of the micro and small business.

Abstract:
This thesis presents the result of research into small-scale enterprise in Borno State of Nigeria. The development of the small-enterprise sector has been a policy objective in the country over the past decade. Its main contributions are envisaged as creating employment, contributing to industrialisation, spreading industry to rural areas, and mobilisation of local resources. The growth of the sector and its contribution have, however, not been as great as desired.Lack of information and advice for potential and existing small-scale enterprises can restrict their development and growth. This aspect had not previously been studied in depth in the Nigerian environment. This created the need to study the information needs of and sources available to small firm entrepreneurs. The research was concentrated in Borno State. The method of study involved interview with small firm agencies and with small firm owner/managers.The study found that there are quite a number of programmes for assisting small firm entrepreneurs but emphasis is mainly laid in providing material and technical assistance rather than information and counselling. The existing agencies are also found to be constrained in providing effective assistance to small firm entrepreneurs by inadequate organisation. The perceived needs of small firm entrepreneurs on the other hand are mainly related to finding resources. Need for management competence is unrealised or suppressed. They tend to look for information on their perceived needs through informal personal sources and business contacts and are reluctant (due to a lack of confidence) to contact Government sponsored services for assistance.The main recommendation is for an overhaul of government aided assistance to small firms and a need to stress the development of management competence rather than emphasis on material support. In particular it is recommended that the several existing services be coordinated into an information network of assistance programmes. This will consist of consultancy units, a business information unit, a coordination centre and a credit guarantee scheme.

Abstract:
This thesis provides a critical evaluation of the inter-relationship between finance and other key factors and SME development. However, the study places much emphasis on issues relating finance and SME development since studies have shown that financial constraint is the major factor affecting SME entrepreneurs in Ghana. Issues of finance and small and medium-sized enterprises (SMEs) in developing countries have dominated the research agenda at various policy levels. However, very little empirical analysis, that is, hypothesis testing, has been carried out to ascertain the relationship between finance and enterprise performance. Although a few studies have attempted to examine this relationship, there remain large gaps in our knowledge concerning the relationship between finance and SME development. This thesis aims to fill these gaps in our knowledge. The objective of the study is to provide a better understanding of the relationship between finance and other key factors such as exports, education, inter-fiem linkages and small and medium enterprise development in Ghana. It will conduct hypothesis testing on key relationships on the financial structure of small and medium enterprises in Ghana and also ascertain how firms differ in their demand for internal and external sources of finance. The study will also investigate the determinants of growth and SME entrepreneur's access to finance. The analysis is based on firm level data gathered in 1999 from 208 small and medium enterprises located within a 50 Kilometre geographical radius of five principal cities in Ghana. The Study employed a combination of analytical techniques, namely, tile 'Basic Detailed Characteristics' approach and regression analysis (Two Stage Least Squares and Logistic Regression Analysis). This allowed for an exhaustive analysis of the SME sector and its potential for income, employment, and economic growth. The empirical issues revealed by the analysis were: First, results from the regression equation on the determininants of firm growth confirmed the principal hypothesis of the thesis, that is, access to finance exerts a significantly positive effect on growth. This indicates the need to improve the availability of credit to SMEs to enable*the sector realise its potential. Another major finding is, increases in firm size exert a negative and statistically significant effect on growth (when defined as growth in sales). However, when growth is defined as value added, increases in firm size have a positive and statistically significant effect on growth. This has very useful implications for policy, that is, support programmes should be equally targeted towards small and medium enterprises. Another major finding is, exporting firms perform better than non-exporting firms. This re-emphasizes the need for policies to support upgrading of SME products to meet acceptable standards and compete internationally. Higher levels of education of SME entrepreneurs also exert a statistically significant effect on growth. There is therefore the need to educate entrepreneurs especially on production techniques and managerial abilities. The second regression equation investigated the determinants of access to finance and found that frill size exerts a significantly positive effect on access to finance. This implies small firms are often marginalized in the allocation of credit, hence there is the need to target more credit to the small-scale sector. Secondly, older firms tend to have better access to finance than newly established firms. An export equation was also estimated and very interesting findings were revealed. First, foreign owned firms are more likely to export than locally owned enterprises. Educated entrepreneurs are more likely to export than tile less educated ones. Also, males are more likely export than their female counterparts. Finally, medium-sized firms are more likely to export than small-scale enterprises.
