Abstract:
The point of departure for this chapter is a little known work by Jožef Šubic, whose translation of Virgil’s Georgics, published in 1863, although largely unknown outside scholarly circles, nonetheless offers an important background to the Slovenian school of translation of Greek and Latin texts and of classics in general. Marinčič argues that this text, written in a hybrid metrical pattern, is by no means a literary masterpiece, but it is a groundbreaking work reflecting the contemporary debates concerning the use of classical metrical forms and implicitly opposing the Romantic ideology of agricultural self-sufficiency, which, in the course of the nineteenth century, resulted in a widespread prejudice against translation of world literature.

Neidorf, Leonard. The Transmission of "Beowulf". Cornell University Press, 2018. http://dx.doi.org/10.7591/cornell/9781501705113.001.0001.

Full text
Abstract:
Beowulf is a foundational work of Western literature that originated in mysterious circumstances. This book addresses philological questions that are fundamental to the study of the poem. Is Beowulf the product of unitary or composite authorship? How substantially did scribes alter the text during its transmission, and how much time elapsed between composition and preservation? The book answers these questions by distinguishing linguistic and metrical regularities, which originate with the Beowulf poet, from patterns of textual corruption, which descend from copyists involved in the poem’s transmission. It argues, on the basis of archaic features that pervade Beowulf and set it apart from other Old English poems, that the text preserved in the sole extant manuscript (ca. 1000) is essentially the work of one poet who composed it ca. 700. Of course, during the poem’s written transmission, several hundred scribal errors crept into its text. These errors are interpreted in the central chapters of the book as valuable evidence for language history, cultural change, and scribal practice. The book reveals that the scribes earnestly attempted to standardize and modernize the text’s orthography, but their unfamiliarity with obsolete words and ancient heroes resulted in frequent errors. The Beowulf manuscript thus emerges from his study as an indispensible witness to processes of linguistic and cultural change that took place in England between the eighth and eleventh centuries.

Abstract:
This book provides a framework for info-metrics—the science of modeling, inference, and reasoning under conditions of noisy and insufficient information. Info-metrics is an inherently interdisciplinary framework that emerged from the intersection of information theory, statistical inference, and decision-making under uncertainty. It allows us to process the available information with minimal reliance on assumptions that cannot be validated. This book focuses on unifying all information processing and model building within a single constrained optimization framework. It provides a complete framework for modeling and inference, rather than a problem-specific model. The framework evolves from the simple premise that our available information is often insufficient to provide a unique answer for decisions we wish to make. Each decision, or solution, is derived from the available input information along with a choice of inferential procedure. The book contains many multidisciplinary applications that demonstrate the simplicity and generality of the framework in real-world settings: These include initial diagnosis at an emergency room, optimal dose decisions, election forecasting, network and information aggregation, weather pattern analyses, portfolio allocation, inference of strategic behavior, incorporation of prior information, option pricing, and modeling an interacting social system. This book presents simple derivations of the key results that are necessary to understand and apply the fundamental concepts to a variety of problems. Derivations are often supported by graphical illustrations. The book is designed to be accessible for graduate students, researchers, and practitioners across the disciplines, requiring only basic quantitative skills and a little persistence.

Temperley, David. Rhythm and Meter. Oxford University Press, 2018. http://dx.doi.org/10.1093/oso/9780190653774.003.0004.

Full text
Abstract:
Simple duple meter is predominant in rock; the metrical structure is usually clearly conveyed by the alternating “kick-snare” pattern in the drums. An important aspect of rock rhythm is anticipatory syncopation, the placement of accented events (such as stressed syllables) on weak beats just before the strong beat on which they are understood to “belong.” Adjacent syncopations at different levels (e.g., eighth-note and sixteenth-note syncopations) can create cross-rhythms. Harmonic rhythm—the rhythm of changes in harmony—is occasionally used in interesting ways in rock. Hypermeter—meter above the level of the measure—is generally regular, but irregularities are not uncommon; sometimes irregular and shifting meter occurs at lower levels as well.

Abstract:
A ‘Second Occurrence Focus’ (SOF) is the semantic focus of a focus sensitive operator (likeonly) which is contextually given. SOF has been claimed to be phonologically unmarked, which poses a problem for association with focus theories assuming a direct relation between focus and pitch accent. This chapter discusses the main semantic-pragmatic accounts of the SOF challenge but also empirical investigations which found that SOF actuallyismarked by secondary (i.e. non-nuclear) prosodic prominence, providing evidence in favour of association with focus theories. A similar prosodic pattern could be found in semantically and prosodically comparable structures such as cases of implicational bridging. Finally, an outlook on a possible unified approach of the phonological representation of second occurrence expressions is presented which is based on metrical stress.

Abstract:
Children have been guaranteed an equal right to life, yet millions of them continue to die due to preventable causes. Their deaths are widely perceived as a biomedical issue, with vaccinations being presented as the ultimate life-saving intervention. This book argues that a clear and consistent pattern of preventable child deaths is primarily a problem of justice. It engages with the debate on ‘equalisandum’—what (metric) needs to be equalized across individuals in a just society—in modern theories of justice in the context of trends in child survival and access to its determinants among selected groups in India. It argues that Amartya Sen’s multifocal metric of justice—with a central focus on ‘maximal potentials’ or ‘capabilities’—is more plausible than its counterparts since it allows equity considerations to be met without compromising the potentials of the better-off or aggregative concerns. It concludes that such an approach to justice is relevant for affirmative action policies too, which have long been a source of enormous resentment, especially in India and the United States.

Abstract:
The research problem undertaken in the study is the occurrence of dispersed and concentrated built-up (in particular residential) area patterns caused by suburbanisation processes in a large urban agglomeration, on the example of the Warsaw metropolitan area. The research concerned the period after 1989, when the political and economic transformation in Poland began. The historical and contemporary socio-economic conditions of suburbanization and urban sprawl are described, which have the features of a spontaneous, chaotic dispersion, quite different than in Western countries. It is partly to blame for faulty spatial planning. The succession of urban development into rural areas is subordinated to the factors of the construction market. In the empirical part of the analysis, topographic data on all buildings in the urban agglomeration and databases on land use derived from satellite images were used to investigate settlement changes. A multidimensional study was carried out relating to various spatial scales, types of spatial relations and territorial units. Measures of spatial concentration of point patterns as well as landscape metrics were used for this purpose. The indicators used were subject to critical methodological evaluation afterwards. The study was performed in several temporal cross-sections. The locations of new development in agricultural, forest and wasteland areas have been identified. Finally, recommendations for the implementation of appropriate spatial policy and improvement of the spatial order in the Warsaw agglomeration were formulated

Abstract:
This chapter addresses a persistent tension in current debates over food security, with illustrative data from India. The case allows us to disaggregate concepts in food policy that are often lumped together, so as to better understand what is at stake in rapidly changing economies more generally. Despite rising incomes, there has been sustained decline in per capita nutrient intake in India in recent years. The assertion by Deaton and Dreze (2009) that poverty and undernutrition are unrelated is critically examined. A demand-based model in which food prices and expenditure played significant roles proved robust, while allowing for lower calorie “requirements” due to less strenuous activity patterns, life-style changes, and improvements in the epidemiological environment. This analysis provides reasons for not delinking nutrition and poverty; it confirms the existence of poverty-nutrition traps in which undernutrition perpetuates poverty. A new measure of child undernutrition that allows for multiple anthropometric failures (e.g., wasting, underweight, and stunting) points to much higher levels of undernutrition than conventional ones. Dietary changes over time, and their nutritional implications, have welfare implications at both ends of the income and social-status pyramids. Since poverty is multidimensional, money-metric indicators such as minimum income or expenditure are not reliable, because these cannot adequately capture all the dimensions. The emergent shift of the disease burden toward predominately food-related noncommunicable diseases (NCDs) poses an additional challenge. Finally, the complexity of normative issues in food policy is explored. Current approaches to food security have veered toward a “right-to-food” approach. There are, however, considerable problems with creating appropriate mechanisms for effectuating that right; these are explored briefly. Cash transfers touted to avoid administrative costs and corruption involved in rural employment guarantee and targeted food-distribution programs are likely to be much less effective if the objective is to enable large segments of the rural population to break out of nutrition-poverty traps. The chapter ends by exploring an alternative model, based on the same normative principle: a “right to policies,” or a “right to a right.”
