This study’s purpose was to link the length of decision-makers’ employment in a firm and their academic qualifications to their choice of capital budgeting methods and of cost of capital techniques. The results show that the net present value (NPV) is more popular than the internal rate of return (IRR) as a capital budgeting technique. Also, irrespective of how long respondents have been employed by a company, they all use a discount rate. However, there is a significant tendency among respondents with postgraduate qualifications to prefer the NPV as a capital budgeting technique. Thus, in South Africa, academic qualifications do play a role in decision-makers’ capital budgeting practices.

Abstract:
In this paper Swedish listed companies use of capital budgeting and cost of capital estimation methods in 2005 and 2008 are examined. The relation between company characteristics and choice of methods is investigated and both within-country longitudinal and cross-country comparisons are made. Larger companies seem to have used capital budgeting methods more frequently than smaller companies. When compared to U.S. and continental European companies, Swedish listed companies employed capital budgeting methods less frequently. In 2005 the most common method for establishing the cost of equity was by asking the investors what return they required. By 2008 CAPM was instead the most utilised method, which could indicate greater sophistication. The use of project risk when evaluating investments also seems to have gained in popularity, while the use of company risk declined. Overall, the use of sophisticated capital budgeting and cost of capital estimation methods seem to be rising and the use of less sophisticated methods declining.

This study empirically examines capital budgeting methods. Based on 115 responses from a cross-sectional survey and two approaches to contingency fit, this study produces three basic findings. First, both discounted cash flow (DCF) techniques and nonfinancial measures are widely used in capital budgeting. However, DCF techniques are more important than nonfinancial measures, and nonfinancial measures appear to serve as a partial substitute when DCF analysis is less efficient. Second, DCF techniques and nonfinancial measures are not unconditionally appropriate. Although the impact of firm strategy on capital budgeting methods is not supported by the present results, the study shows that product standardization affects both capital budgeting methods, as hypothesized. Firms with high product standardization tend to place more emphasis on DCF analysis, while firms with low standardization are more likely to focus on nonfinancial measures. Third, an appropriate fit under contingency theory between product standardization and the two capital budgeting methods is significantly associated with a firm's satisfaction with the capital budgeting process.

PurposeThis study aims to look at the conventional wisdom with regards to budgeting methods, processes, and sophistication in light of recent macro work relating budgetary approaches to risk‐taking.Design/methodology/approachBased on a survey of UK advertisers and personal interviews, current advertising and promotions budgeting methods and processes are summarized. A series of hypotheses relating risk, process and experience to advertising and promotions budgeting sophistication were tested.FindingsUK advertisers were found to use a variety of budgeting methods (two methods on average per company). Judgmental methods dominate, especially the “what is affordable” method, but at the same time more sophisticated methods like objective and task and measurement techniques (in particular return on investment) were solidly represented. The relationship between budgeting sophistication and risk was investigated, the premise being that risk and budgeting sophistication are inversely related, as well as budgetary processes and marketing experience.Research limitations/implicationsConsiderable insight is provided into the methods and processes being used. It is concluded that the explanation as to why firms use sophisticated or unsophisticated methods for setting their advertising and promotion budgets is largely related to organizational culture.Originality/valueJust over 1.5 percent of the UK's gross domestic product is spent on advertising and promotions (£19 billion). The study suggested that the primary reason for the lack of consensus on budgetary sophistication is that stakeholders involved with budgeting are far less concerned with specific methods than dealing with cultural norms, personalities, access to supporting data and policies and practices.

Abstract:
This study aimed to determine the scope to which budgeting is used as a management method in selected enterprises of the municipal sector in the Warmińsko-Mazurskie Voivodeship. The research goal was achieved through the following tasks: identification of the reasons for and methods of budgeting used in enterprises of the municipal sector in the Warmińsko-Mazurskie Voivodeship and determining the methods of controlling budget implementation in the examined entities. The use of budgeting in the practice of Polish municipal enterprises, as well as the knowledge of how to use this management instrument, seems to be relatively common. Nevertheless, there are still entities convinced of the insufficient amount of benefits resulting from budgeting and that these benefits may be lower than the labour input and costs incurred in budgeting. Research has revealed that budgeting is used primarily in medium and large companies with annual revenues of over PLN 50,000,000 and employing over 200 employees. An important feature that connects all entities using budgeting is the desire to reduce costs and improve financial results. The desire to increase internal control and make more effective decisions was the main reason for the implementation of budgeting in these enterprises. The dominant methods of budgeting are the top-down and incremental methods. Budget control is exercised by various people and units. Disclosed deviations most often relate to exceeding the planned level of costs and failure to meet the deadlines for renovation and investment tasks.

Capital budgeting is an important tool in corporate finance, which is supported with numerous methods. Previous researches in this field shows that simple methods of capital budgeting are preferred over complex methods. With an objective to adopt relevant modification in the academic sector this paper evaluates the preferred capital budgeting practices in Kuwait, one of the strongest economy in the world, through a structured questionnaire distributed among 100 firms. The study also reveals the significance of demographic factors on real life capital budgeting practices as well as it probes in to the significance of the subjects; introductory finance, financial management and risk management. The results of the study are consistent with the previous researches in this field, that majority of the respondents use the NPV. Furthermore, age, educational qualification, managerial levels, years of experience, company size, among others all have significant effects on most capital budgeting methods.

The article considers some approaches of domestic and foreign scholars to the interpretation of the concept of state’s budgeting mechanism. It involves the following: a set of types, forms, methods and means through which the state establishes budgetary relations; a number of forms, methods, instruments and tools of budgeting process and using budget resources; a practical model of implementation of the state budget policy; a set of tools and methods for government regulation of social and economic development of the state. It is proposed to interpret a budgeting mechanism of the state’s socio-economic development as a set of financial forms, methods, tools, and instruments which ensure a broad range of distribution and redistribution processes; the formation and use of a centralized fund of monetary resources; functioning of the budget system in general and implementation of the budget policy aimed at socio-economic development of the state. The budgeting mechanism of the state’s socio-economic development is viewed through ontological considerations. Taking into account some peculiarities of budgetary relations, two components are highlighted: the mechanism of budgeting process and the mechanism of using budget resources. It is found that the key aspects of functioning and the role of budgeting mechanism in regulating social and economic processes depend on a combination of elements of both components: methods, forms, tools and instruments. Similiarities and differences of financial and budgeting mechanisms of the state are outlined, which provide grounds for interpreting the budgeting mechanism as a special type of financial mechanisms.

Purpose Beyond budgeting has received an increased amount of scholarly attention in recent years. However, because most of the published research is discrete and unconnected, an overall picture of what is known about beyond budgeting has not evolved. Therefore, the purpose of this paper is to provide an overview of the available research on beyond budgeting. In particular, the authors compare conceptual papers that mostly stress the benefits of beyond budgeting with empirical evidence on beyond budgeting implementation and offer ideas for future research on beyond budgeting. Design/methodology/approach This paper uses systematic literature review methods. After an extensive database search and examination of references/citations, 32 papers were analysed with regard to bibliographical information, research design and findings. Findings Although proponents of beyond budgeting have put substantial effort into developing and promoting this concept, numerous empirical studies demonstrate that many organizations being investigated would still rather improve traditional budgeting than abandon it completely. This review also highlights the main criticisms of traditional budgeting, development of management control systems under beyond budgeting and factors hindering the implementation of beyond budgeting. Research limitations/implication This paper suggests that further research is needed on the scaling of beyond budgeting, organizational changes under beyond budgeting and challenges resulting from the implementation of beyond budgeting. Originality/value The paper is the first comprehensive literature review on beyond budgeting.

Subject. We address proactive budgeting, based on the application of responsible and appropriate approach to the issues of local budget spending, and taking into account the interests of the population. Nowadays, there are many approaches to proactive budgeting, however, in some cases, the authors fail to explore the financial aspects. Objectives. The aim is to provide a theoretical foundation for the nature, principles, and functions of proactive budgeting in the financial context. Methods. The study employs the comprehensive approach and methods of systems analysis. The techniques of observation, specification, abstraction, synthesis, comparison, generalization of theoretical and practical material serve as our research tools. Results. We justified the nature, principles and functions of proactive budgeting in the financial context. The findings can be used by the actors of proactive budgeting. Conclusions. Proactive budgeting is a set of budget relations between government (municipal) authorities, citizens and business entities, which are based on citizens’ initiative concerning the budget planning, movement and control of budgetary funds to realize local projects. The principles of proactive budgeting include integration, initiative, competitiveness, co-financing, and transparency. Accordingly, it has communicative, analytic, coordinating, and stabilization functions.

AbstractThe main purpose of the research is to address the real, operational context of participatory budgeting. It is argued that this method of budgeting might be a useful tool for developing various ideas at a local level, including social/spatial justice, civil society, human capital, information society, or sustainable development. However, the implementation of participatory budgeting might, conversely, result from development processes. A combination of quantitative methods (principal component analysis and regression analysis) was applied to define the real motives for local authorities to employ participatory budgeting. To address the research questions mentioned in the paper, all rural communes employing participatory budgeting in Poland in 2017 were investigated. It was confirmed that participatory budgeting is an effect of development processes rather than a tool for achieving development goals. Interestingly, social/spatial injustice might significantly stimulate inhabitants’ engagement in participatory budgeting. On the other hand, the development of information society supports processes related to social involvement, including participatory budgeting.

The purpose of this article was to study budgeting process from the point of its structure, analyze the Russian and European models of budget planning. Russian experts seem to favor a combination of rolling budgeting and top-down approach. Zero based method is preferred for larger projects with strict budgeting culture. For smaller and medium business, there remains lack of attention to budgeting. It is caused by lack of finance, experience and prioritization of other financial management tools. The classical approach used in the beginning stage would definitely be the top-down approach, which despite some its flaws can work well in the beginning stage of business development, when the strategy is rather aggressive and growth-oriented. Larger better-established organizations tend to realize importance of budgeting process and devote greater attention to developing its structure. The combination of methods is rather appropriate and additional investment should be made specifically into the Information System used in the budgeting process, as it is associated with reducing labor costs and accelerating processes. Unfortunately, Russian companies still find it difficult to keep up with development of new techniques on budgeting process overseas. This was shown in detailed comparison of Russian budgeting model with the European one.

This research's title is "Applications of Capital Budgeting Method in Feasibility Study of Rooms and Ballroom Investment at Hotel Panorama Lembang", the purpose of this research are to know the feasibility of hotel investment based on financial projection aspect which using Capital Budgeting Method at Hotel Panorama Lembang. The feasibility of investment evaluate by the tools of capital budgeting model, which is have aspect of Discounted Payback Period, Net Present Value, Internal Rate Of Return, and Profitability Index in Hotel Panorama Lembang. The results of this research from the financial projection evaluated with the tools of capital budgeting evaluation which have the results can be seen that investment is feasible, as calculated by the method of discounted payback period is 8 years and 2 months based on hotel evaluation and 6 years and 11 months based on writer's evaluation, net present value in positive result (NPV > 0) in the amount of Rp. 1.743.693.325 , Internal Rate of Return is higher than the discounted factor of 12% in the amount of 23.9303%, profitability index is in positive result higher than 1. Based upon this calculation summarised that the feasibilty of investment based on financial projection are accepted. Based on the evaluation from the capital budgeting method, the criteria of investment at Hotel Panorama Lembang are accepted. The management used the methods which doesn't improve a good result in feasibility. Methods that used by the author more improve a good result in investing decisions, because using a selection of forecasting methods for future revenues. The author used a time series forecasting methods to improve more revenues for hotel. This forecasting method can provide the closest forecast result and the highest rate of accuracy. The author recommends to the management of Panorama Hotel Lembang to continue and accepted the investment of new rooms and ballroom. Considering the result of a feasebility study with a capital budgeting methods are accepted. The author also recommends to the management of Panorama Hotel Lembang to use a proper forecasting methods, such as time series methods.

Capital Budgeting Practices: A Survey of Croatian FirmsThis paper reports the results of a mail survey of capital budgeting practices among Croatian firms and compares the results with those from similar studies in the USA, UK, Sweden, and other European countries. It is based on a questionnaire sent to 200 firms selected from 400 of the best Croatian firms (special edition of Privredni vjesnik) and to 34 banks from a ranking of Croatian banks (special edition of Privredni vjesnik). The response rate was 25,21%. The goal of the empirical survey was to determine the present application of quantitative capital budgeting methods, cost of capital and cash flow estimation, risk analysis and application of a real options approach in capital budgeting practices in Croatian firms. This is the first empirical survey of Croatian capital budgeting practices that has been undertaken.

Production costs have been analyzed in several studies using such normative approaches as budgeting and mathematical programming, and positive approaches as estimation of production, cost, or profit functions. This study used budgeting methods to analyze the costs and benefits of adopting integrated crop management (ICM) or organic methods versus conventional agriculture for tomatoes (Lycopersicon esculentum Mill.), sweet corn (Zea mays L. var. saccharada), and pumpkins (Cucurbita pepo L.). Data were collected using field studies conducted at the Rutgers University Snyder Research and Extension Farm, Pittstown, N.J. Time and motion study techniques were used to record machinery use and labor quantities. Records of production inputs and yields were also collected. These records were then converted to a 1.0-acre (0.4-ha) basis to constructed crop budgets. Results show that ICM systems are more profitable than conventional and organic systems. Organic systems had the lowest net returns. However, because of the organic price premium, the net returns were fairly close to those for conventional and ICM systems.

<p>The article features the development of initiative budgeting practices in Russia and some elements of foreign experience. It highlights the lack of theoretical elaboration and methodological support of the initiative budgeting process, which does not contribute to the objective institutionalization of initiative budgeting and prevents the dissemination of best practices and social learning among stakeholders. The research reveals the importance of solving the fundamental scientific problem and developing evaluation methods to measure the effectiveness of budget expenditures in various discrete institutional alternatives as well as forming the mechanisms of product budgeting at the level of Russian municipalities is shown. Elements of scientific discourse in this sphere are shown in the context of the development of issues of public management modernization and the budget process in particular. With regard to development practices in the regions, it is noted that processes in the sphere of open budgeting and initiative budgeting are more likely to occur at the stage of «informing», whereas for the success of the system it is necessary to move to the stage of citizens engagement and coproduction. The article lists some opportunities of open budgets and initiative budgeting use as elements of direct democracy for the development of single-industry cities along with other instruments of strategic management.</p>

Organizational and legal conditions influencing the investment policy of Polish self-government units can be judged as still uncertain. The need for strengthening the rple of long term planning in public finance remains one of the most vital and current problems, which is especially important in accotdance to the investment projects in the public sector. The research indicatet that effectiveness of the investment projects executed by the self-government units can be significantly improved by using elements of taks budgeting methodology. Task budgeting can be therefore considered as an instrument of management which helps to link strategic planning with the investment project management. Widening the scope of implementation of task budgeting should lead to the improvement of methods of theeconomic evaluation of investment projects as well as annual and ling-term programs. The important factor is that the terms: 'budgetary task' and 'investment project' are highly similar. That similarity can stimulate developing analitical methods which are based on financial and material indicators. Main conclusions of the conducted research are that the most important advantages of implementing the task budgeting methods derive from their role as strong analytic tool helping to manage any types of the unit's resources and concentrating on achieving strategic goals. The conducted analysis also proved that with the use of wide scope of analitical tools, the task budgeting methodology strongly stimulates expansion of implementing quantitative indicators in evaluation of the public investment projects.

Policy formulation by the authorities, especially local governments, is faced with the demand for sustainable development due to the obstacles and risks that have arisen. The purpose of the paper was to create a model for an intelligent information system to rank input qualitative information as an object in accordance with sustainability criteria for determining the local government’s policy on budgetary support for entrepreneurial activity. Fuzzy informatics methods used in soft computing based on fuzzy logic improve estimation potential. The activity in сommunity-based tourism (CBT) was chosen as a basis for simulating the “Intelligent Ranking System” for local budgeting. In the paper, the system ranks four factors of sustainability according to the importance of local government activity by nine criteria, whose fuzzy values are calculated based on expert judgments within the framework of six linguistic variations. Simulation of future directions of budgeting was developed using unified answers from the example of India for applying in local tourism. The basis of the system matrix is formed through the subsequent analysis of deviations from the limiting variations of the maximum positive and maximum negative impressions of experts. The model of this ranking system will be useful for service-oriented activities where consumer impressions are an important development requirement.

Slowing economic growth, the spread of destructive demographic and environmental processes, increasing inequality in access to participation in economic, social and political life of the country necessitate the search for innovative budgeting technologies that would include elements of inclusion. The purpose of the article is justification of the theoretical foundations of inclusive budgeting, determination of preconditions and necessity of introduction of this technology into budgetary practice of Ukraine. Methods. In the course of research systematic approach to study widespread budgeting technologies, used in foreign and domestic practice, and the following methods of scientific cognition: induction and deduction, analysis and synthesis, comparison, generalization, associations, analogies and others, were used. Results. In order to ensure the socio-economic development of Ukraine on the basis of the concept of inclusive sustainable growth, the necessity of introducing technology of inclusive budgeting, which would take into account the benefits of practical use of program-targeted, participatory and gender-based budgeting, has been proved. The main features of inclusive budgeting include: existence of legislatively approved rules, norms and procedures that maximally involve citizens into filling budgets of different levels on the basis of the principle of progressive taxation and provide them with equal access possibilities to public services; maximize the involvement of society members in formulation of the budget programs on the basis of which budget expenditures are determined, as well as in monitoring their implementation, including the reporting procedure. Interpretation of the terms “budgetary inclusion” and “inclusive budgeting” is proposed. The main elements of inclusive budgeting include: budget programs; performance indicators for evaluating the implementation of budget programs; budget program executors; initiative, active, financially competent citizens; participatory budgeting. The main stages of integration of inclusive aspects in the budget process are defined: carrying out inclusive budget analysis (analysis of budget requests, budget programs and the state of their financing, budgets in order to identify problems of unequal access of citizens to budgetary resources and public services); formulation of the goals and recommendations to enhance inclusion; making changes to budget requests, budget programs, budgets; monitoring and evaluation of the results of changes made to budget requests, budget programs, budgets. Perspectives. The subject of further research is an in-depth study of the problems of budget inclusion.

Formulation of the problem. The article presents the author's opinion on the possibilities of using the mechanisms of budgeting the activity of the enterprise as tools of financial security management. The liberalization of financial relations and the free cross-border movement of capital led to the intensification of internal and external shocks on the development of economic entities. The purpose of the article is to study the theoretical aspects of the budgeting system as a tool for managing the financial security of an enterprise, in order to form a holistic view of budgeting as an economic category. The object of the study is the process of budgeting the activity of the enterprise, its organizational and economic capabilities and tools for managing the financial security of the enterprise. Methods used of the research: systematic approach, method of generalization, comparison, logical-meaningful method, monographic method, methods of induction and deduction, etc. The main hypothesis is that the financial stability of a functioning enterprise depends on the economic policy option, which is formed by the structure of the budgeting instruments of the enterprise. Presenting main material. The reasons for using this tool at the enterprise are revealed. The efficiency of the use of budgeting in the management of financial security of the enterprise is shown. Budgeting makes it possible to increase the financial soundness of management decisions and the effectiveness of information support of enterprise management; to differentiate between the leaders of different levels of the organizational hierarchy for results and to make a positive impact on their motivation; to agree on the different lines of activity of the units and the work of the enterprise as a whole on the basis of a single coordinated budget; improve current budgets by matching planned and actual indicators with results; to predict volumes of material and financial flows, cost structure. The originality and practical significance of the research. The basis of the mechanism of ensuring the financial security of the enterprise is a systematic combination of certain tools, methods, levers and information and analytical support, created on the basis of the principles of financial security, which objectively exist as economic laws, as well as produced by entities of financial security management of the enterprise to achieve and protecting the latter's financial interests. Conclusions of the research. The introduction of the entity's budgeting system enables the planning of financial and economic activities with the expectation of achieving a specific financial result and financial targets. Thus, budgeting is an effective tool for managing the financial security of an enterprise and acts as one of the main processes in the financial planning system.

Objectives. The study aims to justify principles of data modeling in management accounting and budgeting; to develop data modeling tools aimed at achieving the objectives of an enterprise or a group of companies. Methods. In the study, I employ logical analysis methods and a systems approach. Results. The paper substantiates data modeling principles in management accounting and budgeting systems of enterprises and groups of companies. Based on the formulated principles, I developed data modeling tools for implementation in spreadsheets, special applications, and cloud-based technologies. Conclusions. Developing and elaborating the budgeting system of enterprises and groups of companies should be based on data modeling under the principles and approaches to their systematization and structuring formulated in the paper. Purpose – The purpose of this paper is to optimize manure allocation through nutrient budgeting strategy to meet crop nutrient requirements under maximizing economic returns and environmental constraints, and then to evaluate the economic and environmental effects of different nutrient budgeting strategies in animal excreta treatment. Design/methodology/approach – In this study, a holistic integrated “ecological-economic” model is developed. It incorporates the systems of animal-crop production and waste treatment is developed for a pilot pig farm in China in order to simulate the economic and environmental effects of several nutrient budgeting strategies in excreta treatment for resource use. Findings – The results reveal nutrient management deficiencies cause some serious environmental problems. The operations including biogas and composting are economically and environmentally efficient methods for manure management through nutrient budgeting strategy in an intensive animal farming with limited access to cropland. The nutrient budgeting strategy of constrained phosphorus, however, creates better environmental effects and brings more income from the waste treatment than the strategy of constrained nitrogen. The current standard of manure application in cropland which emphasizes on crop requirements for nitrogen should be reconsidered. Originality/value – The paper is an original work and its methodology makes a meaningful contribution to understanding the relations between different nutrient budgeting strategies and their economic and environmental effects.

This research paper aims to find the degree of the use as well as the trust of the Net Present Value (NPV), Payback Period (PBP), Internal Rate of Returns (IRR) and Accounting Rate of Returns (ARR) as a key capital budgeting method. The research conducted on the listed corporations in Palestine which are 48 company. A questionnaire distributed on 77 financial and project/operations managers in these corporations with 67 responds. The result shows that both discounted and non-discounted cash flows methods are used and trusted by Palestine public corporations. However, on the other hand, the above four methods are volatile in term of use and trust. The most used and trusted capital budgeting method is the Payback period (PBP). This followed by the Net Present Value (NPV). Accounting Rate of Retunes (ARR) becomes third. Thus the least used and trusted method is the Internal Rate of Returns (IRR).

In total, 41 completed questionnaires are received; 12 follow-up interviews are conducted with respondents to indicate the reasons for use and non-use of capital budgeting practices.FindingsCapital budgeting practices are not widely used by firms in Barbados. The payback method (PBM) is determined to be the preferred method of choice because of its simplicity, agility and cultural practices. Based on contingency theory, organisations in Barbados believe that the PBM is a better fit for them. Top management drives the capital budgeting process with crude and non-traditional methods for the acceptance of capital projects. While there are no statistically significant differences in the capital budgeting practices used in different sectors, professional accountants are more likely to use net present value and sensitivity analysis than non-professional accountants.Research limitations/implicationsThe sample is small, and consequently, findings may not be generalisable to the population.Originality/valueThis study makes a significant contribution to the body of literature in emerging countries such as Barbados on the usage of capital budgeting practices and factors that may influence their usage. It further contributes to policymakers, practitioners, organisations and stakeholders of organisations.

The type of research used is a mixed methodology that combines qualitative methods and quantitative methods. The data source of this research is members of the Bone Regency DPRD 2014-2019 membership period. The results showed that the legislative function was in the medium category, the budgeting function was in the medium category. For this reason, efforts should be made to improve the performance of the DPRD by improving the quality of the human resources of DPRD members and following comprehensive training, especially in the field of legislation and budgeting. Overall the performance of the DPRD Bone Regency 2014-2019 membership period in the implementation of the supervisory function shows a fairly good performance.

This paper upgrades generic and partial information from parasitological research for farm-specific decision support, using two methods from managerial sciences: partial budgeting and frontier analysis. The analysis focuses on strategic deworming in pig finishing and assesses both effects on economic performance and nutrient efficiency. The application of partial budgeting and frontier analysis is based on a production-theoretical system analysis which is necessary to integrate parasitological research results to assess aggregate economic and environmental impacts. Results show that both statistically significant and insignificant parasitological research results have to be taken into account. Partial budgeting and frontier analysis appear to be complementary methods: partial budgeting yields more discriminatory and communicative results, while frontier methods provide additional diagnostics through exploring optimization possibilities and economic-environmental trade-offs. Strategic deworming results in a win-win effect on economic and environmental performances. Gross margin increases with 3 to 12 &euro; per average present finisher per year, depending on the cyclic pig price conditions. The impact on the nutrient balance ranges from +0.2 to &ndash;0.5 kg nitrogen per average present finisher per year. The observed efficiency improvements are mainly technical and further economic and environmental optimizations can be achieved through input re-allocation. A user-friendly spreadsheet is provided to translate the generic experimental information to farm-specific conditions.

Abstract:
Based on the analysis of macroeconomic statistics, the article reveals the significance of programmatic approaches in budgeting concerning Russia’s state reflation. The purpose of the article is to identify problems impeding results-based budgeting in Russia and to find the ways to solve them. The methods of dynamic, system and factor analysis have been used. Foreign experience and best practices of program approaches in budgeting have been analyzed. It has been concluded that the following problems impede the effectiveness of introducing program approaches into Russia’s budgeting process: insufficient methodological elaboration of state programs; underdevelopment of planning institutions; low efficiency level of investment projects; poorly developed corporate sector of the economy. The authors have developed recommendations on increasing the effectiveness of the program approaches in Russia’s budgeting process: to create a specialized body responsible for developing the methodological support for results-based budgeting; to process current methodological support and to develop recommendations on improving the quality of economic planning; to introduce holding competitions for investment projects to get the right to implement them at the expense of the state budget. Further development of the results-based budgeting in Russia depends on the quality of the developed state programs and the effectiveness of individual investment projects. This requires improving the quality of planning and analytical calculations at the planning stage. The state should raise its attention to the quality of state programs as well as to the methodological support for planning investment projects implemented within the framework of the program approach.

Abstract:
The aim of this study was to examine the differences of the choice of capital budgeting practices in terms of firms’ characteristics of Sri Lankan companies. The primary data were garnered from 186 financial officers using self-administered questionnaires. Collected data were then analysed using independent sample t- test. The Results of the study revealed that the use of simple capital budgeting practices were mostly preferred by small sized firms and mainly managed by finance professionals with non-MBA educational qualifications and short tenure. Sophisticated and advanced capital budgeting practices were used mostly by large firms; and were mainly managed by finance professionals with master of business administration qualification and long tenure. According to the industry differences, accounting rate of return was primarily applied by non-MBA qualified financial officers and was also preferred by non-manufacturing firms. None of the other methods made any significant differences in terms of type of industry. Sophisticated capital budgeting practices were determined by the size of the capital budget, advanced capital budgeting practices were determined by both the size of the capital budget and the educational qualifications of the finance professionals. In a similar vein, simple capital budgeting practices were determined by the size of the capital budget, the educational qualifications of the financial officers, and type of industry. Overall, this study has made parametric contributions to the choice of capital budgeting practices in terms of firms’ characteristics of Sri Lankan companies. The findings of the study are useful to the investment decision makers when they are appraising investment projects.

Abstract:
Purpose – The purpose of this paper is to investigate prevailing capital budgeting practices in Sri Lankan listed companies. Design/methodology/approach – A comprehensive primary survey was conducted of 32 out of 46 chief financial officers (CFOs) of manufacturing and trading companies listed on the Colombo Stock Exchange in Sri Lanka. Garnered data were then analyzed using appropriate statistical techniques. Findings – The results revealed that net present value (NPV) was the most preferred capital budgeting method, followed closely by payback (PB) and internal rate of return (IRR). Similarly, sensitivity analysis was regarded as the dominant capital budgeting tool for incorporating risk and the widely used method for calculating cost of capital was the weighted average cost of capital. Moreover, results revealed that size of the capital budget affects the use of the capital budgeting methods (NPV, IRR and PB) and incorporating risk tool (sensitivity analysis and simulation). Further, results revealed that CFOs had higher educational qualification were preferred to use sophisticated capital budgeting practices dominantly NPV, IRR and incorporating risk tool of sensitivity analysis although they were found to be reluctant in use of accounting rate of return. In a similar vein CFOs with higher experience were preferred using IRR and sensitivity analysis. Originality/value – This study contributed to academics, practitioners, policy makers and stakeholders of the company. Moreover, this research has proffered a more reliable and comprehensive analysis of capital budgeting practices in Sri Lankan listed manufacturing and trading firms. Since Sri Lanka is an unexplored country on capital budgeting practices, this research was originally contributed to the extant literature per se.

Abstract:
In the context of transparency and accountability of public money management, the Bandung City Government uses a tool called e-budgeting. Not only has the objectives of transparency and accountability, but the use of a budget formulation application system using e-budgeting is also expected to be able to improve the government's financial performance to be more economical, efficient, and effective. This study aims to measure the financial performance of the Bandung City Government before and after the use of e-budgeting using the concept of value for money for the 2014-2019 fiscal year. Data analysis used descriptive analysis with quantitative research methods. The results of the study are based on the Analysis of the Bandung City Government Budget Realization Report for the 2014-2016 fiscal year (before the use of e-budgeting) using the concept of Value for money, Bandung City Government financial performance shows economic criteria (78.72%), inefficient (98.04%) and effective (90.65%). Meanwhile, for the 2017-2019 fiscal year (after the use of e-budgeting) the financial performance of the Bandung City Government shows economic criteria (83.39%), inefficient (99.48%), and quite effective (88%).
