Abstract:
The article is of theoretical and methodological nature and allows you to look at the methodological problems of managing a modern metropolis from various theoretical-economic and conceptual-philosophical perspectives. The authors consider various approaches to understanding the specifics of the urban environment and global social shifts connected with an increase of the concentration of the population of various countries within large megalopolises and a shrinkage of economic space; they also analyze the socio-economic, cultural and worldview aspects predetermined by these tendencies. A distinctive feature is a systematic view of the processes taking place in megalopolises under the influence of modern trends in informatization and digitalization of social development. The article considers the megalopolis as an object of scientific knowledge, assesses the relationship of urban studies, as an extremely important modern interdisciplinary science with other sciences, which makes it possible to understand the internal laws of the development of large cities, and presents the current trends and contradictions of their development.

Abstract:
Health scales or indices are composite tools aiming to measure a variety of clinical conditions, behaviors, attitudes and beliefs that are difficult to be measured quantitatively. During the past years, these tools have been extensively used in cardiovascular disease prevention. The already proposed scales have shown good ability in assessing individual characteristics, but had moderate predictive ability in relation to the development of chronic diseases and various other health outcomes. In this review, methodological issues for the development of health scales are discussed. Specifically, the selection of the appropriate number of components, the selection of classes for each component, the use of weights of scale components and the role of intra- or inter-correlation between components are discussed. Based on the current literature the use of components with large number of classes, as well as the use of specific weights for each scale component and the low-to-moderate inter-correlation rate between the components, is suggested in order to increase the diagnostic accuracy of the tool.

over the last five years, the crowdfunding (collective financing with the use of new information technologies) has captured the markets of all developed countries, and it has received proper legal regulation in the majority of them. In Russia, the unified legal rules for crowdfunding relations have not yet been developed, although the law project work has been actively performed during the last two years. This article presents the juridical methodological analysis of Federal Law "On Raising Investments Using Investment Platforms" that passed the first reading in the State Duma. A conclusion is made about the necessity to improve the juridical methodology of the draft law.

This article is the fifth in a series of papers on the International Law Association’s assertion that the principle of prevention (i.e. the obligation of states in international law to prevent transboundary harm, also known as the no-harm rule) properly belongs to the corpus of international climate change law.1 I have been the only participant in the debate so far to refute the ila’s position. Here, I respond to the fourth article in the series, by Benoit Mayer. While Mayer has produced a lucid and helpful argument, he commits several errors in the process of defending and elaborating the ila thesis. I address them under this essay’s broad title because they are essentially errors of method.

Abstract:
This article addresses limitations of Logistics Performance Index (LPI) and suggests remedies. Reliability of the instrument used in LPI may be better found by Angular Association method or Bhattacharyya’s measure, using only the frequencies or probabilities of item–response categories without involving assumptions of continuous nature or linearity or normality for the observed variables or the underlying variable being measured. The suggested methods also avoid test of uni-dimensionality, assumption of normality, bivariate normality. The problems of outlying observations and linear assumptions in principal component analysis for finding reliability theta are also avoided in each proposed method. Geometric mean approach provides a better alternative to compute LPI scores avoiding scaling and calculation of weights satisfies many desired properties and reduces level of substitutability between components, facilitates statistical test of equality of two geometric means and identifies critical areas for corrective measures. Such identifications are important from a policy point of view. The graph of LPI for a country over a long period of time reflects pattern of growth of LPI for the country. The method helps to rank and benchmark the countries, if the target vector is taken as LPI score of the best performing country. JEL Codes: C43, C54
