Abstract:
Seven European Regional Governments, together with Earlall and universities and research centres, have undertaken to refine a first draft of a Joint Progress Report of Regions on Implementation of European Lifelong Learning Strategies in the perspective of the Europe 2020 Strategy. The purpose of this exercise is to demonstrate the usefulness and need to make an instrument available to European Regional Governments that helps to understand and evaluate the educational conditions of the regional population when compared with other regions. The Report shows how, over the decade, all the Regional Governments have undertaken to adapt training systems to the demographic dynamics characterised by the general ageing of the population and by migratory phenomena. Simultaneously the Report also shows the need for urgent improvements in some fields where the impact of policies is still too modest and where the risk of stagnation must be dealt with (for example, lifelong learning policies and NEET reduction).

Abstract:
The present issue focuses on the practice of medical thermal imaging in patients with paranasal sinusitis and pneumonia. The description of thermograms is based on a quantitative analysis of temperature gradients and trends in temperature of different body regions (Projection «head front» for paranasal sinusitis, «breast front» and «back», in a defined layout formed in «cloud» thermograms analysis program "Tvision" of «Dignosis», Russia) with values of thermographic markers that demonstrated their differentiating capabilities when compared with reference methods. Thus, the thermographic conclusion is formed not simply by thermal phenomenon «hot-cold», but on the basis of numerical values of markers, which indicate hypothetical nosological diagnosis and significantly simplifies the algorithm for those physicians who use this method as an additional. The publication is intended for doctors of any speciality who, in their daily clinical practice, treat the patients with suspicions disease of respiratory system

Abstract:
In the monograph, the region is presented as a complex, multilevel socio-economic system consisting of many heterogeneous, interacting economic entities of different levels (economic agents and markets, management, resources and economic processes), jointly organizing reproduction processes embedded in the economic space of the national economy on the local territory. Currently, the role of rational management of the socio-economic development of the region is increasing. In such conditions, it is advisable to use strategic planning, which, in turn, has increasingly been carried out using a simulation model. The simulation model in regional strategic planning allows government agencies to predict their activities in the presence of various controlled and uncontrolled factors of the external and internal environment. In this study, the list of principles of strategic planning focused on the processes of strategic planning of the region using the method of simulation modeling is supplemented. A methodology for organizing strategic planning processes at the meso-level using simulation modeling technology is proposed. For a wide range of readers interested in the problems of regional strategic planning.

Abstract:
The monograph presents a methodology for assessing the vulnerability of landscapes to external influences. A comparative analysis of the concepts of "stability", "sensitivity", "vulnerability" in relation to natural complexes. An overview of existing methods for assessing the vulnerability of natural complexes is presented. The author's method of assessing the vulnerability of landscapes to anthropogenic impacts is described. The methodology is based on: selection and justification of criteria for assessing the vulnerability of landscapes; preparation of a parametric matrix and gradation of assessment criteria in accordance with the developed vulnerability classes; calculation of weighting factors of vulnerability assessment parameters; selection of optimal territorial operational unit for landscape vulnerability assessment. The method is implemented in the GIS environment "Assessment of vulnerability of landscapes of the Kaliningrad region to anthropogenic impacts", created by the authors using modern geoinformation products. The specificity of spatial differentiation of different landscapes in terms of vulnerability to anthropogenic impacts at the regional and local levels is revealed. It is stated that the use of the methodology for assessing the vulnerability of landscapes to anthropogenic impacts and its integration into the system of nature management will ensure a balanced account of geoecological features and environmental priorities in territorial planning. It is of interest to specialists in the field of rational nature management, environmental protection, spatial planning.
