Full textThe thesis addresses the issue of the place of communal radio stations in the democratization process in Côte d'Ivoire. The return to a multi-party political system from 1990 onwards at the same time opened the way for the liberalization of the media space, which for several years remained closed to the private sector. The broadcasting license granted to licensees of private non-commercial radio stations (local radio stations) via the founding law of 27 December 1991 is accompanied by a ban on dealing with political news. Based on this legal framework, the information media landscape remains the monopoly of the public media and the private press. The temporal approach that feeds our reflection allows us to structure the thesis in three parts.The first part, after a description of the methodological approach, highlights the birth of traditional media (written press, television and radio) with particular emphasis on the role played by the Ivorian national radio in the process of socioeconomic development after the Independence on August 7, 1960 until 1990. The second part of the thesis deals with the impact of the written press on the democratic process since the advent of information pluralism in Côte d'Ivoire. To this end, it should be noted the fairly remarkable level of politicization in the Ivorian press in terms of the content offered. The third and last part, for its part, provides an inventory of local radio stations by answering the research question: how can municipal radio stations contribute to the implementation of discursive democracy in Côte d'Ivoire?The establishment of local radios within local authorities from 1998 aims to improve the exchange of information between municipalities and their citizens. Twenty years after their authorization to broadcast, local radio stations are an important lever for mass communication in the Ivory Coast. The case study of two communal radio stations (Radio Prestige de Gagnoa and Radio Fraternité de Yopougon) makes it possible to establish quite clearly the social importance of local radio stations, despite the particularly rigid legal framework regarding them. To make the action of local radios more visible, the thesis proposes in chapter 6 a project aimed at accelerating the process of professionalization of this category of radio.The concept of "Discursive Democracy" based on the traditional African model of social and political participation (the palaver tree) which underlies the project developed in Chapter 6 gives the thesis its scientific originality.On the empirical level, the thesis makes it possible to identify a certain number of indicators such as the place of local languages in the program schedule, the importance of the emotional link between radio actors and listeners or the precarious working conditions of the agents who allow reframing and improving development policies for radio stations belonging to local authorities in Côte d'Ivoire.On a theoretical level, the thesis relaunches the debate around the appropriate democratic model for developing countries like the Ivory Coast in the light of the repeated socio-political crises which precede and follow the electoral exchanges

Full textSince the introduction of radio and television in French-speaking black Africa, in the late 1950s, both media were subjected to an absolute state monopoly. It's only from 1990 onwards, subsequent to socio- political changes that many African States introduced a kind of pluralism in the media sector. This pluralism often results from a semi or complete liberalization of media. But this situation in not universal. Thus, in Ivory Coast, the example we selected to study in-depth, if the legislator has passed this laws providing for the possibility of setting up private radio and television channels, this always occurs in a system of state monopoly which was simply adapted. Hence, in this country the media are subjected to the system of concession of public service, unlike countries, which proclaimed the freedom of communication and where the radio and television are operated under an authorization status, more protective of freedom. .

Full textThe advent of political pluralism in 1990 saw the rise of a private written press that established itself quite early as a central component of the democratic process. Given the conditions of its birth, this new press became an instrument in the hands of political parties in order to spread their ideologies. Hence, thanks to the private written press a new public sphere – in Habermas’ words – was brought to life. The development of the public sphere in Côte d’Ivoire will be subject to this particular context of emergence. The process of democratization underway in this country through the newspapers is implicitly marked by strong competitive identity stakes based on ethnic group, region and religion. Manipulated by the political parties either to takeover power or remain in force, these three ingredients have been fuelling stormy debates in the newspapers. As such, the written press can be considered as a cause of social dislocation. Moreover, the political culture that prevails in Côte d’Ivoire was forged in the mould of a one-party-system and is not enough permeated with democratic principles. Therefore, the many spheres of discussion existing all over the country were taken over by political parties and diverted from their essential aim: discuss freely of the societal problems so as to influence the political action. Full textThis work addresses, in the light of the case of Market for African Performing Arts (MASA), the question of media issues in the promotion of cultural policies of the continent. It follows from the observation that the market for cultural products is increasingly confronted with profound changes: extension of the provision of recreation are now perceived as cultural activities among others (sport , tourism, etc. . ) development of cultural industries that contribute to increased production and dissemination of new series in cultural property; dazzling breakthrough strategies for corporate communication, marketing and advertising that determine, in part, the success or failure of a cultural project. Indeed, the observation of crisis in the dissemination, promotion and circulation of African artists and their works has prompted the creation of a market with the intention to serve as spearhead for operators. At its inception, MASA has actually met their expectations. Through its market size, festival or professional meetings, the event has taken on important issues. First, contribute to the preservation of cultural diversity, facing the threat of globalization seen as a possible factor in the standardization of cultures. Then economic, to the extent that artists could now offer their works to buyers from various backgrounds. After six editions, it seems appropriate to develop a factual record of this market to determine what are its policies for the promotion and repositioning. The key assumption made here is based on the realities of the terrain and elements, from questioning established themselves on facts, findings and statements of resource people. Ranging from a qualitative study aims to better understand the reasons which tests MASA faced in recent years in achieving its missions. The analysis of its policy to promote and fits into a comprehensive paradigm and a logic of construction, from an inductive reasoning. Theories of information science and communication convened to grasp this reality are: cybernetics and the two step flow of communication. Full textThe different sociopolitical and military crises that have hit Ivory Coast since the death of the country’s first president Félix HOUPHOUËT-BOIGNY (1905-1993) exposed the responsibility of the politicians and the media. Stuck in their connivance (media and politics), the Ivoirian press abandoned its primary role of information and anti-establishment force to interfere easily with the political arena which is itself particularly violent, full of conflicts and hatred. By producing unplanned effects which are controlled by a series of calls to hatred, division, rejection and violence, the Ivorian media spread and inoculated the infectious poison of armed conflicts. Thus, the attempt coup of September 2002 which subsequently turned into a rebellion naturally found supports in the Ivoirian media. But in search of lasting peace in Ivory Coast via its own radio station, the United Nations aimed at starting a media interposition in order to reverse the role of the media on the conflict zone. For this Institution in charge of guaranteeing the peace process it is necessary to make the mass media a major player in the broadcasting of positive thinking. This doctoral dissertation goes back over the question of peace journalism and its role in armed conflicts resolution. It allows rephrasing the question of peace journalism in Ivory Coast as follows: How is it possible to be a skilled journalist and make forget resentments, injustice, hatred, frustrationas well as fight against revenge and help the Ivorians to reconcile and get to peace? Skilled journalism, free and independent and at the same time factor of emancipation and peace is then in the centre of this research. But in this thesis, the United Nations’ radio station is not considered with euphoria and enthusiasm as it is often the case everywhere else. It is neither examined through its desired role, but rather in the light of its actual task throughout the daily management of the peace process. This approach emphasizes the way media interposition can be articulated with a military and political conflict. Seen in its worthy peace mission, the ONUCI-FM radio was the principal media of this study. The research was carried out in Ivory Coast and precisely in the parts of the country controlled by the former rebels of the Forces Nouvelles as well as the areas under control of the regime of the former president Laurent Gbagbo

Full textThe process of democratization began in 1990 is facing severe political and institutional crises. The Ivorian press, through its excesses, has contributed to the exacerbation of social tensions and divisions btween people. The content analysis of five newspapers of general information during the period marked by reports of the elections (october 2005-october 2006) has revealed that the various editorial sensitivities are strongly influenced by partisan political speeches. The reconstruction of public space must be based on genuine democratic institutions, but also non media that are involved in the fight against corruption, violations of human rights, and abuses of all kinds. The challenge of the upcoming elections, postponed since 2005, should bring the media to adopt a new approach to information based on the ethics of the profession, but especially along the lines of "public journalism. "

Full textDans un tel contexte, nous pensons que les bibliothèques des universités ivoiriennes devraient profiter des fonctionnalités qu’offrent gratuitement les RSN, pour rattraper leur retard technologique et améliorer leurs offres de services. Cependant, force est de constater que cela n’est pas le cas. Contrairement à leurs homologues des pays du Nord, les bibliothèques des pays ouest-africains ne semblent pas intéressées par ces opportunités offertes par les RSN, ni les enjeux et les défis qu’ils imposent aux bibliothèques et aux métiers de bibliothécaires.
Face à ce constat, nous nous sommes posé la question de savoir ce qu’il faudrait faire pour amener les bibliothécaires ivoiriens à utiliser les RSN dans leurs pratiques professionnelles ?Autrement dit, quels sont les facteurs qui pourraient favoriser l’adoption des RSN en situation professionnelle ?C’est donc à cette question principale de recherche que notre étude intitulée « Les déterminants de l’adoption en situation professionnelle des réseaux sociaux numériques :étude au sein des bibliothèques des universités ivoiriennes » se propose de répondre.
Notre recherche a pour objectif principal d’identifier et d’évaluer les facteurs déterminants de l’adoption des réseaux sociaux numériques au sein des bibliothèques des universités ivoiriennes afin d’en proposer un modèle théorique prédictif. Full textModel materials used were obtained by adding known quantities of ferric compound (the ferrihydrite) in 3 reference kaolins. During heating, the particles of ferrihydrite deposited on the surface of the kaolinite platelets are transformed into hematite at 300ʿC. After the kaolinite dehydroxylation, the iron ions diffuse in metakaolin above 900ʿC. The structural reorganisation of the metakaolin, observed towards 980ʿC, which should correspond to a demixtion of the amorphous phase into silica and alumina rich domains, is very sensitive to the presence of iron ions. Fe3+ ions favor diffusional and athermic process (spinodal demixtion) to the detriment of the exothermic phenomenon. The presence of iron ions also accelerates mullite formation above 1000ʿC ; the transformation into mullite of 50 weight % of the metakaolin can be obtained at temperature since 1150ʿC. Therefore, the presence of iron species in kaolin must contribute to an improvement of the mechanical properties of derived ceramics, especially, when fired in the range 1100-1150ʿC. The study performed on two Ivory Coast clays have shown that the iron enriched kaolins and kaolinitic clays have similar behaviour, at least until 1000ʿC

Full textAt the end of the year 2010, the Ivorians organized a presidential election after a decade of civil war. Since then, these elections are still in the news because of their critical outcome: murderous post-electoral crisis in 2011, complicated national reconciliation and, since the year 2016, mutinies in the ranks of a composite and transitional army. This study considers the Ivorian presidential elections of 2010 as a social sciences study subject and is devoted to the political campaign communication of three "great candidates" : Henri Konan Bédié of the Democratic Party of Côte d'Ivoire (PDCI), Laurent Gbagbo of the Presidential Majority (LMP) and Alassane Ouattara of the Rally of Republicans (RDR). The scientific purpose here is to determine the different axes of partisan communication, which illuminate the socio-political profile and behavior of the Ivorian voter in the 2010 presidential election. More specifically, our investigations are devoted, on the one hand, to the determination of the Ivorian electorate in its social, political and cultural composition, but also psycho-sociological dimension. This electorate is here defined in terms of voting intentions, or motivation to vote for a particular candidate. On the other hand are observed the means of communication used by these major candidates who become structuring points of the Ivorian political field by endorsing the mandatory parties. In this electoral confrontation to capture the majority of voices, the study shows how interfere a very strong political representations and imaginings, which consecrate these candidates into challengers of national political life and polls of the moment. These issues affect and differentiate campaign political communication strategies, which the thesis analyzes by collecting data and resources that influence them below and structure both the speeches and the media practices of the candidates studied. Full textThis thesis presents and questions the various policies aimed at professionalizing the 1990 Ivorian written press, thanks to the "spring of the press". Indeed, from that date onwards, many private titles have developed over the years. Problems related to compliance with ethics and ethical rules arise very quickly.In 1991, with the implementation of the first press law in Côte d'Ivoire, many other measures followed. They all aim to achieve the main objective mentioned above. Both on the government side and professional groups of journalists supported by non-governmental organizations, it became essential to mobilize to help journalists to become aware of their responsibility in society and to perfect their practice according to standards local.After more than twenty years of implementation of these various initiatives, we will first consider their real impact in the production of newspapers. We would then like to show how the Ivorian government has been heavily involved in the press sector, to the point of seeming to control it almost. Finally, we will try to explain on the one hand the important role played by the actors of the sector to reinforce the capacities of the journalists and to reduce the state interference, and on the other hand the new challenges that face in the rise of The Internet in Côte d'Ivoire. Full textWaste management is an important issue for Côte d‟Ivoire. Among many possibilities, recycling wastes as aggregates for concrete is a solution that deserves to be evaluated. In this study four recycled aggregates are tested: crushed glass, tire cut rubber, hardened cement and fresh concrete waste. There properties are compared to those of natural aggregates.A first study is realized in Côte d‟Ivoire on glass, rubber and hardened cement. Concrete is realized and tested in compression (cylindrical 16x32 specimens). A mix with an increasing quantity of coarse aggregates is tested for each recycled material (20 %, 25 %, 30 % and 50 % in mass of fine and coarse aggregates). It is shown that the strength decreases with the replacement rate and that the decrease depends on the replacing material. The materials ranged in the following increasing order: rubber, glass, hardened cement and natural aggregates. A power law is established which gives the compressive strength as function of the mix and the materials characteristics. Analytical modeling was proposed for predincting the strength with respect to recycled aggregates size and volume.Another experiment is also made on glass and rubber, where partial replacement in increasing percentage is tested. Natural aggregates are partially replaced in the mix with the ranges of 5, 10, 20, 25 and 30 % by rubber and glass. The compressive strength is determined and a decrease is observed for the two materials. In the case of rubber a high decrease in observe with the replacement. In the case of glass a decrease occurs between 0 and 5 % replacement then the strength remains constant with the replacement rate. The third experiment is made with partial replacement of fresh recycled concrete (excess of ready-mixed concrete from concrete mixing plant which is hardened and then crushed). A plan of experiments is made which allows a polynomial law to be drawn giving the strength as a function of the recycled proportion. Other properties (Young modulus, P wave velocity, porosity, density, etc) have been determined and their relation with replacement rate computed
