Abstract:
This research examines the agenda and frames used by the Reporter newspaper editorial coverage of issues and actors before and after the reform in Ethiopia. The study applies a quantitative content analysis method and examined 99 (Period 1 = 57 and Period 2 = 42) editorials in all periods. The source of data and the period of data collection were purposely selected. The results indicated that societal issues, government, and party issues were frequent in both periods. The professional journalist was the only Author in both periods. More government criticism and more reforms were mentioned before the reform. Compared with editorials published before and after the reform, noticeable changes were observed in government critique, attribution of responsibility frames, human interest frames and economic issue frames. However, content selection, sources of information, mentioned reforms, conflict relationship frames, and ideological frames didn’t have relationship with the date of publication. Finally, the Reporter editorials coverage did change significantly in many respects, although it is difficult to determine the causes of the changes—economic factors, reduced political control, social changes or globalization forces.

Abstract:
Mass media development, both in the form of content and technology, has been promoting the implementation of bureaucratic reform in Indonesia during the last fifteen years. In the world, it generally begins with the spirit of transparency, the spirit of accountability, the spirit of participatory, to the spirit of reforming the state bureaucracy. In Indonesia, these four subjects also appear, at least since the reformation era, mass media gives a new color in the overall Indonesian bureaucracy activity since the beginning of the reform to date, both in the central bureaucracy or regional bureaucracy. The main purpose of this study is to observe the role of mass media in constructing the reality of bureaucratic reform in Indonesia. This study provides overview of the mass media role through the social construction of bureaucratic reform in Indonesia, especially how the roles of social construction of mass media in the bureaucratic reforms. It used narrative method to describe the power of mass media social construction of bureaucratic reform in Indonesia. Based on the analysis, it indicated that Mass media shows the strong effect of people power in the state administration with the ideals for the clean executive, legislative, and judicial as well as bureaucratic administration and to perform their duties as excellent as possible.

The discourse of media reform emerged in southern Africa in the early 1990s on the back of a ‘democratisation agenda’ supported by policies by Western donors. While much academic attention has been paid to the analysis of media reforms in the region within democratisation and globalisation frameworks, less sustained analysis has been made in examining the role of bilateral and multilateral donors, in conjunction with various Western epistemic communities, in pushing a neo-liberal media reform agenda, which this paper argues is a continuation of the developmental project that started in the 1960s. In addition, discourses framing media reform policies and the manner in which domestic (read southern African) policy elites are incorporated into this neo-liberal transnational project have not been subject to systematic inquiry. This paper will dialogue with two conceptual positions: coloniality theories and postcolonial approaches to argue that the ‘media and democracy’ agenda, as a modernity project, has been an imposition of ideas and priorities from Western actors to advance certain material interests. In conclusion, this paper provides alternative ways of (re)conceptualising media reform in southern Africa.

Abstract:
The article aims to explore the specifics of coverage of reforms in the online edition «Ukrayinska pravda» to determine the features of the genre-thematic content of the publications. The study of the peculiarities of media coverage of reforms is relevant due to the lack of a detailed analysis of the thematic focus and structure of publications on reforms. Principal topics for journalists have been identified: medical reform, reform of the prosecution, reform of the army, civil service reform, sports reform. The publications highlight both the positive dynamics in the implementation of reforms and the obstacles to the successful implementation of reforms. Materials from the «NEWS» section are written for informational purposes and do not contain a subjective author’s assessment. Materials from the «COLUMN» section are written as analytical articles or contain elements of different genres. The publications are aimed to draw attention to the problem, assess the effectiveness of reforms, predict possible successes and failures of the reform.

This article argues that media regulations on correcting incorrect articles are in dire need of reform due to technological and behavioural changes. By using case studies from the UK, the authors demonstrate the huge difference between the number of people who were reached by the original article before the Independent Press Standards Organisation (the regulator in the UK) ruled it incorrect and the number reached by the correction or corrected article. The authors argue that media regulations must be reformed to ensure that corrections reach the same people as the original incorrect article to avoid misinformation impacting peoples’ decision-making, and that reforms must include social media platforms and search engines.

Abstract:
The article gives an in-depth analysis of the modern Poland government policy in taking on public media and the European Union stance regarding these reforms. The author argues that Poland public media have been the subject of political disputes since the 90s of the last century. Noteworthy, in October 2015 the newly elected Polish government, namely, the ruling Law and Justice party (known by its Polish initials as PiS) announced its public media to radically reform. To be more precise, the government aimed at replacing the current public media with a national broadcaster that would promote national interests under closer government control. According to PiS elite, Polish public media is presently supervised by the National Media Council, an organization that consists of members elected by the president and the Lower House of the Polish parliament. This means that Poland’s public media is under direct control of the government. The reform of the public media has been part of PiS plans to re-orientate Polish society towards traditional values since the party came back to power. What is more, the heads of the ruling Law and Justice party consider that the present-day public media are the tools of propaganda of the ruling in 2007-2015 and currently the oppositional liberal party – the Civic Platform. The researcher notes that the Polish government launched a new parliamentary initiative as a result of legislative changes, and eventually, the government has returned to the state-known media-dependent government-owned model in the past. Furthermore, from the point of view of a democratic state, law and its main provisions, this reform stipulates the authorities and the mass media symbiosis. However, public media should guarantee freedom of speech, information and creative independence and the separation of public media from politics. Remarkably, in a country, where public media used to be a tool of the communist dictatorship until 1989, media and constitutional reforms pose threats to civil liberties. According to NGO ‘Freedom House’ research, freedom of the press suffers from oppression by the authorities, the government’s intolerance to independent or unbiased journalism, political influence on the media and restrictions on freedom of expression regarding Polish history and consciousness. Interestingly according to the latest studies done in 2017, Poland public media have become partially free for the first time since 1990. To conclude, in December 20, 2017 the European Parliament adopted the resolution, backing the European Commission decision, to initiate the sanctions imposition on Poland over judicial reform. Consequently, the European Commission triggered a procedure against undermining and shrinking of democracy, violation of human rights, freedom of speech, as well as pluralism and the formation of a dependent judicial system in Poland. ResumenLas reformas educativas iniciadas en Europa, influyeron en un gran número de países en el mundo incluido México; estos hechos se relacionan con las reformas curriculares del bachillerato en México. La Dirección General de Bachillerato (DGB), de México fue la encargada de impulsar estas para responder a los requerimientos de la sociedad del conocimiento y del desarrollo sustentable. En 2011 en el Instituto Nacional de Evaluación Educativa (INEE, 2011) se realizó un diagnóstico sobre la situación en que se encontraba la educación media superior en México y se encontró que una cantidad importante de estudiantes no lograba adquirir los aprendizajes previstos en la educación básica. Estos antecedentes fueron el origen de una investigación que tuvo como propósito analizar, mediante un estudio de caso, los elementos de la Reforma Integral de la Educación Media Superior (RIEMS) que han adoptado los profesores del nivel medio superior del Instituto Politécnico Nacional, como parte de sus conocimientos, de su práctica en el aula y de sus criterios de selección de libros de texto y materiales didácticos. Se diseñó un cuestionario de 32 ítems organizados en cuatro dimensiones; los ítems recaban información de la formación de los profesores; de su conocimiento de la reforma; de su actividad en el aula, y de los libros de texto que utilizan para su labor docente. Se concluye que el programa de estudios de Álgebra no se ha constituido como una herramienta de apoyo para que el docente trabaje conforme los lineamientos de la Reforma Integral de la Educación Media Superior en México. La principal debilidad identificada en el programa de la UA Álgebra fue la falta de información sobre materiales o libros de textos elaborados de acuerdo con los lineamientos de la RIEMS y que sean accesibles para los profesores.Palabras Clave: Competencias, Educación Media Superior, Libros de Texto, Práctica Docente, Reforma Curricular.AbstractEducational reforms initiated in Europe, influenced many countries in the world including Mexico; these facts relate to the start with school curriculum reform in Mexico. The General Leadership of Secondary Education in Mexico was in charge of promoting these, to meet the requirements of the knowledge society and sustainable development. In 2011 at the National Institute for Educational Evaluation (INEE, 2011) an assessment of the situation in the upper secondary education in Mexico was, and found that a significant number of students could not acquire the expected learning in basic education it expected. These backgrounds were the origin of an investigation that was aimed to analyze, through a case study, the elements of the Integral Reform of Higher Secondary Education (RIEMS) that have adopted by teachers from high school at the National Polytechnic Institute, as part their knowledge, their practice in the classroom and their criteria for selecting textbooks and teaching materials. A questionnaire of 32 items was designed and organized in four dimensions; items collected information training of teachers; his knowledge of the reform; of its activity in the classroom, and the textbooks used for teaching. We conclude that the algebra curriculum has not been established as a support tool for the teacher to work under the guidelines of the Integral Reform of School Education in Mexico. The main weakness identified in the program of the AU Algebra was the lack of information on materials or textbooks prepared in accordance with the guidelines of the RIEMS and are accessible for teachers.Keywords: Competences, Curriculum Reform, Higher Education, Textbooks, Teaching Practice.

The principal aim of this article is to introduce a new criminal law reform initiative: The Criminal Law Reform Now Network (CLRN Network). The article begins in Part 1 by setting the scene for law reform in this jurisdiction, exposing and discussing four major challenges that await any would-be reformer or network: 1) The Political Red Line, 2) The Political Preference for Simple Headlines, 3) The Political Indifference to Principles of Criminalisation, and 4) The Division Between Academics and Practitioners. From here, in Part 2, we introduce the ambitions and processes envisaged for the new CLRN Network. Launched in 2017, the mission of the CLRN Network is to facilitate collaboration between academics and other legal experts to gather and disseminate comprehensible proposals for criminal law reform to the wider community. The aim is to include members of the public and mainstream media as well as legal professionals, police, policymakers and politicians. Proposals from the CLRN Network might require legislation, but will not be restricted to such projects. Reforms which public bodies such as the Home Office, Police or CPS could bring about by internal policies may be included, as well as reforms which require the support of some of the judiciary, bearing in mind the proper judicial constraints on law making. The CLRN Network will be ready to consult with and make suggestions to anyone who has the power to bring about reform.

Abstract The 1940s was a contentious decade for US media policy. Activists, policymakers, and communication industries grappled over media's normative foundations and regulatory guidelines. At this time, a reform agenda was taking shape at both the grassroots social movement level and inside elite policy circles. This paper examines the tensions within this nascent media reform movement, many of which are still negotiated among media activists today. By recovering contingency and conflict, this research sheds light on larger paradigmatic shifts. It suggests that despite significant reform activism in the 1940s, a commercial, self-regulated media system emerged largely inoculated against further structural challenges. The failures of this reform movement hold important lessons for contemporary activists.

The educational reforms carried out in Sweden have aroused persistent interest in the French public debate. This paper focuses on the evolution of the media’s portrayal of an alleged Swedish “educational model,” by highlighting cross-national influences over an extended time horizon. The origin of a stereotype is addressed from the point of view of the interaction between the Swedish branding of its own model and the demand, on the part of French elites, for a handy reform paradigm. Two crucial phases of idealisation are identified. At first, the popularity of the Swedish experiment in education coincides with the idealisation of Sweden as a laboratory for social reform. Since 2010, TV reporting has focused on both the resistance of this myth and the diversity of its possible uses. The expansion of market-oriented principles in educational culture is stigmatised as a “betrayal” of values associated with the Swedish reform experience (pupil autonomy, inclusiveness, anti-authoritarianism), while other players—such as international ranking organisations—intervene in shaping the media image.

Abstract:
This article explores the role of media in Freedom of Information (FOI) policy transfer, using a case study of Queensland’s 2009 FOI reforms. A multi-dimensional analysis was used to discover how newspapers reported changes in Queensland’s public sector information (PSI) policy to identify whether stories on PSI policy were reframed over time. At a quantitative level, the text analytics software Leximancer was used to identify key concepts, issues and trends in 786 relevant articles from national, metropolitan and regional newspapers. At a qualitative level, discourse analysis was used to identify key themes and patterns from the newspaper articles. Both qualitative and quantitative shifts in the media reporting of Right to Information (RTI) and FOI were revealed across three time periods representing the periods before, during and after the reform implementation. The findings offer insights into the role of newspapers in policy diffusion, revealing how Queensland media reports framed the shift in PSI policy from pull model FOI to push model RTI.

AbstractThis essay examines the concept of the Anglican via media and its historical development into its present form. It argues that the Anglican via media is properly understood not as a fixed program of reform, but as moderation in reform, following the classical notion of moderation as a mean between two extremes. The essay traces the theological theme of moderation in reform through the figures of Jewel, Parker, Hooker, Hall, Montagu, Cosin, Forbes, Bramhall, Puller, Knox, to Jebb’s idea of Anglican exceptionalism, and, ultimately, to Newman’s attempt to create the doctrine of the Anglican via media.

The dynamics of educational policy discourse in the USA are illustrated by the highly contested positions on charter schools in three arenas: media debates, national policy and local school reform. In media debates, civil society actors – including teachers’ unions, think tanks and print media – engage in polarized exchanges notable for their name-calling and vitriol. In national policy, after two decades of much consensus where charters were viewed as a way of raising standards, policy formation is presently shaped by deep splits on funding and privatization initiatives; charters are increasingly short on the former and seen as potential vehicles for the latter. This manifests itself on the level of local reform, where charters are a component part of numerous school reforms, including a systematic overhaul of the nation's largest school district. There, a corporate model that emphasizes the chief executive officer's role in selecting among productive and unproductive employees has been deployed. The title image (wolf, ears) responds to some of the discourse and is taken from Thomas Jefferson's explanation of the dilemma slavery posed for the USA. As the privatization of standards seems to advance incrementally, the article suggests that a similar dilemma now confronts advocates for public education, especially teachers’ unions, who have previously supported standards-based reform and the use of charters for the purpose of educational innovation.

A reforma do ensino médio sancionada no ano de 2017 apresenta alterações e acréscimos de artigos nos dispositivos educacionais, como a LDB/1996 e na Lei do Fundeb, que impactam diretamente no currículo e alteram os recursos públicos destinados à educação básica, além de apresentar um forte apelo à melhoria da educação no ensino médio. Nesse contexto, o presente trabalho teve por objetivo geral analisar os desafios e as possibilidades da educação integral a partir da referida reforma. O percurso metodológico amparou-se em estudos bibliográficos que versam sobre a temática, tendo como embasamento teórico Cardozo (2009); Ferreti e Silva (2017); Saviani (2011); Gadotti (2009); Gomes e Colares (2018), entre outros, além da análise documental dos dispositivos legais, como a LDB (Lei nº 9.394/96) e a Lei da reforma do ensino médio (nº 13. 415/2017). Os resultados da pesquisa apontaram o total de nove artigos alterados e/ou acrescentados na LDB/1996, no Fundeb e na CLT. As alterações fazem referência à ampliação da carga horária, à flexibilização curricular, à jornada de trabalho do professor e ao financiamento da reforma por meio de recursos públicos do FUNDEB e do FNDE. A reforma representa uma transição para o ensino médio em tempo integral. Em relação à educação integral os desafios são evidentes, tendo em vista que não há uma concepção clara no documento preliminar da base, além de priorizar aspectos cognitivos em detrimento de outras dimensões, contrapondo-se, assim, à formação integral. In this context, the main objective of the present study was to analyze the challenges and possibilities of integral education through the reform of secondary education. The methodological course was based on bibliographical studies that deal with the thematic, having as theoretical background Cardozo (2009); Ferreti e Silva (2017); Saviani (2011); Gadotti (2009); Gomes and Colares (2018), among others, in addition to documentary analysis of legal provisions such as LDB (Law 9,394 / 96) and the Law on the reform of secondary education (nº 13 415/2017). The results of the research indicated the total of nine articles altered and / or added in LDB / 1996, Fundeb and CLT. The changes refer to increasing workload, curriculum flexibilization, teacher's working hours and funding of the reform through public resources of FUNDEB and FNDE. Reform represents a transition to full-time high school. In relation to integral education the challenges are evident, since there is no clear conception in the preliminary document of the base, besides prioritizing cognitive aspects to the detriment of other dimensions, opposing integral formation.
