Abstract:

Projects have become a key strategic working form and it has been shown that all industries can benefit from project-based working. Each project is unique and present different challenges to managers, which requires good project management skills in order to face these chal-lenges. These skills are referred to as the science and art of project management. The science consists of skills in using different tools and techniques and the artistry refers to skills in practising leadership, which some researchers argue is the most important quality for manag-ers to posses. Since each project is a new situation, project manager s needs to be able to adapt their leadership style to the unique situation of the project. This way of exploring leadership has been done in the Situational Leadership Model originally developed by Paul Hersey and Kenneth Blanchard. The interaction between a leader’s behaviour and the situational factors, ability and willingness, of the members are em-phasized.

The purpose of this study is to study project management from a situ-ational leadership perspective, using the Situational Leadership Model.

The empirical research was conducted through interviews made with representatives from four different companies located in or just outside the city of Jönköping. The representatives included one project leader from each company as well as one or two project members.

The study showed that the Situational Leadership Model was able to predict the appropriate leadership behavior to adopt. Even though it was able to predict the appropriate behavior, it was not adopted in all projects. Two of the five project members were confronted with a faulty leadership behavior.

Abstract:
We sought to examine the potential differences between different types of risky decisions. While some decisions are easily represented as choices between future alternatives, other decisions may be better represented as the management of a personally owned situation. Schneider (2003) created the risk management task, which manifested these situated improvement decisions, and identified a unique pattern of risk preferences when compared to the standard gambling paradigm. To determine what cognitive processes might be differentially activated for each type of decisions so as to yield these risk preference differences, we incrementally manipulated the gambling paradigm to parse potentially influential elements of situational context from both risky choice and risk management. The elements of context found to be influential were (a) making an improvement of your situation rather than a choice within your situation, (b) integrating information into a more compact display, and (c) limiting the visual salience of consequence information. The implications of these results as they relate to current formal models of decision making and subsequent investigations of decision context are addressed. Future directions using a similar appreciation of individual perceptual and cognitive processes when studying decision making are also discussed.

Abstract:
The history of university, college, and high school campuses is eventful with man-made tragedies ensuing a tremendous loss of life. Virginia Tech's April 16 shooting ignited the discussion about balancing openness and safety in open campus environments. Existing campus safety solutions are characterized by addressing bits and pieces of the problem. The perfect example is the recent influx in demand for Electronic Notification Systems (ENS) by many educational institutions following the tragedies at Virginia Tech and Northern Illinois University. Installing such systems is important, as it is an essential part of an overall solution. However, without a comprehensive, innovative understanding of the requirements for an institution-wide solution that enables effective security control and efficient emergency response, the proposed solutions will always fall short. This dissertation describes an architecture for SINERGY (campuS sItuational awareNess and Emergency Response manaGement sYstem) – a Service-Oriented Architecture (SOA)-based network-centric system of systems that provides a comprehensive, institution-wide, software-based solution for balancing safety and openness on any campus environment. SINERGY architecture addresses three main capabilities: Situational awareness (SA), security control (SC), and emergency response management (ERM). A safe and open campus environment can be realized through the development of a network-centric system that enables the creation of a COP of the campus environment shared by all campus entities. Having a COP of what goes on campus at any point in time is key to enabling effective SC measures to be put in place. Finally, common SA and effective SC lay the foundation for an efficient and successful ERM in the case of a man-made tragedy. Because this research employs service orientation principles to architect SINERGY, this dissertation also addresses a critical area of research with regards to SOA; that area is SOA security. Security has become a critical concern when it comes to SOA-based network-centric systems of systems due the nature of business practices today, which emphasize dynamic sharing of information and services among independent partners. As a result, the line between internal and external organization networks and services has been blurred making it difficult to assess the security quality of SOA environments. In order to do this evaluation effectively, a hierarchy of security indicators is developed. The proposed hierarchy is incorporated in a well-established evaluation methodology to provide a structured approach for assessing the security of an SOA-based network-centric system of systems. Another area of focus in this dissertation is the architecting process. With the advent of potent network technology, software/system engineering has evolved from a traditional platform-centric focus into a network-centric paradigm where the “system of systems” perspective has been the norm. Under this paradigm, architecting has become a critical process in the life cycle of software/system engineering. The need for a structured description of the architecting process is undeniable. This dissertation fulfills that need and provides a structured description of the process of architecting a software-based network-centric system of systems. The architecting process is described using a set of goals that are specific to architecting, and the associated specific practices that enable the realization of these goals. The architecting process description presented herein is intended to guide the software/system architects.

Abstract:
In the present day fossil fuel availability, cost, security and the pollutant emissions resulting from its use have driven industry into looking for alternative ways of powering vehicles. The aim of this research is to synthesize/design and develop a framework of novel control architectures which can result in complex powered vehicle subsystems to perform better with reduced exogeneuous information. This research looks into the area of energy management by proposing an intelligent based system which not only looks at the beaten path of where energy comes from and how much of it to use, but it goes further by taking into consideration the world around it. By operating without GPS, it realies on data such as usage, average consumption, system loads and even other surrounding vehicles are considered when making the difficult decisions of where to direct the energy into, how much of it, and even when to cut systems off in benefit of others. All this is achieved in an integrated way by working within the limitations of non-fossil fuelled energy sources like fuel cells, ultracapacitors and battery banks using driver-provided information or by crafting an artificial usage profile from historicaly learnt data. By using an organic computing philosophy based on artificial intelligence this alternative approach to energy supply systems presents a different perspective beginning by accepting the fact that when hardware is set energy can be optimized only so much and takes a step further by answering the question of how to best manage it when refuelling might not be an option. The result is a situationally aware system concept that is portable to any type of electrically powered platform be it ground, aerial or marine since it operates on the fact that all operate within three dimensional space. The system´s capabilities are then verified in a virtual reality environment which can be tailored to the meet reseach needs including allowing for different altitudes, environmental temperature and humidity profiles. This VR system is coupled with a chassis dynamometer to allow for testing of real physical prototype unmanned ground vehicles where the intelligent system will benefit by learning from real platform data. The Thesis contributions and objectives are summarised next:  The control system proposed includes an awareness of the surroundings within which the vehicle is operating without relying on GPS position information.  The system proposed is portable and could be used to control other systems.  The test platform developed within the Thesis is flexible and could be used for other systems.  The control system for the fuel cell system described within the work has included an allowance for altitude and humidity. These factors would appear to be significant for such systems.  The structure of the control system and its hierarchy is novel.  The ability of the system to be applied to a UAV and as such control a ‘vehicle’ in 3 dimensions, and yet be also applied to a ground vehicle, where roll and pitch are largely a function of the ground over which it travels (so the UGV only uses a subset of the control functionality).  The mission awareness of the control structure appears to be the heart of the potential contribution to knowledge, and that this also includes the ability to create an estimated, artificial mission profile should one not be input by the operators. This learnt / adaptive input could be expanded on to highlight this aspect.

Дисертаційну роботу присвячено поглибленню теоретичних основ та методичних положень, наданню практичних рекомендацій щодо управління економічним розвитком енергогенеруючих підприємств в умовах економічної нестабільності. На основі аналізу наукових джерел проведено дослідження теоретичних засад та проблематики управління економічним розвитком, уточнено концептуальні положення та поглиблено понятійно-термінологічний апарат управління економічним розвитком підприємств. Здійснено діагностику стану економічного розвитку енергогенеруючих підприємств за функціональними зонами. Розроблено науково-методичний підхід до оцінювання якості управління економічним розвитком підприємств в умовах економічної нестабільності. Розроблено систему показників і запропоновано методичний інструментарій моніторингу результатів управління економічним розвитком енергогенеруючих підприємств. За результатами оцінювання якості управління економічним розвитком енергогенеруючих підприємств визначено важелі впливу на траєкторію управління. Розроблено науково-методичні положення щодо вибору форми економічного розвитку та відповідного їй інструментарію управління для енергогенеруючих підприємств. Сформовано механізм ситуаційного управління економічним розвитком енергогенеруючих підприємств та розроблено науково-практичні рекомендації визначення наслідків управління їх адаптивним розвитком на основі прогнозування.
The dissertation focuses on the development of theoretical positionsand methodological principles, providing practical recommendations for improving the management of economic development of energy generating enterprises in conditions of economic instability. Based on the analysis of scientific sources the research of the categorical apparatus and problems of management of economic development is carried out and the corresponding conceptual apparatus is deepened. The method of management of economic development of the enterprise on the basis of construction of its trajectory by situational transition between evolutionary and adaptive forms of development and a choice of effective tools of economic and administrative influence on functional zones is developed. Scientific approaches are analyzed and conceptual provisions of management of economic development of the enterprise which are based on adjustment of a current trajectory of management of economic development through application of the tools of economic and administrative influence chosen by the analysis of dynamics of indicators on functional zones of development are allowed. Scientifically substantiated methodological tools for evaluating the results of economic development management of energy generating enterprises and proposed a scientific and methodological approach to monitoring the results of economic development management of energy generating enterprises, which provides a step-by-step analytical procedure for determining the level of enterprise development. external environment. It allows you to choose between evolutionary and adaptive forms of development, to develop scenarios for optimal management in the final stages of monitoring. The state of energy generating enterprises is diagnosed by functional zones of economic development and it is revealed that the problem of economic development management is the lack of interconnection between functional zones, which causes intensification of negative changes in the enterprise. On the basis of calculations of dynamics of changes of average and chain absolute increments of indicators of activity on functional zones of economic development the system of indicators of an estimation of quality of management has been formed. Methodical provisions for assessing the quality of economic development management of energy generating enterprises in conditions of economic instability are proposed, which provide for evaluating the results of economic development management according to the system of financial, industrial, commercial, innovative, environmental indicators, their cluster analysis. The choice of levers influencing the adjustment of the management trajectory of economic development of energy generating enterprises is substantiated. The scientific and methodological principles for choosing the form of economic development and the corresponding management tools for energy generating enterprises have been developed and substantiated. They consist in the analysis of scenarios of management of economic development by means of simulation modeling that allows to choose between evolutionary and adaptive forms of economic development of the enterprise on the basis of forecasting of trends of economic indicators. The main advantage of this approach is the formation of various options for the behavior of the enterprise over time, depending on the available real and potential opportunities due to the stage and form of its development. This technique ensures the implementation of management decisions in conditions of high risk and uncertainty. The mechanism of situational management of economic development of energy generating enterprises is formed, which combines economic levers, methods and tools of situational adjustment of economic development management trajectory, is based on the principles of dynamism, adaptability, purposefulness, self-development, self-organization. Scientific and practical recommendations for determining the consequences of managing the adaptive economic development of an energy generating enterprise based on forecasting have been developed.

На базе анализа научных источников проведено исследование теоретических основ и проблематики управления экономическим развитием, уточнены концептуальные положения и развит понятийно-терминологический аппарат управления экономическим развитием предприятий. Проведена диагностика состояния экономического развития энергогенерирующих предприятий по функциональным зонам. Разработан научно-методический подход к оценке качества управления экономическим развитием предприятий в условиях экономической нестабильности. Сформирована система показателей и предложен методический инструментарий мониторинга результатов управления развитием энергогенерирующих предприятий По результатам оценки определены рычаги влияния на траекторию управления. Разработаны научно-методические положения по выбору формы развития и соответствующего ей инструментария управления для энергогенерирующих предприятий. Сформирован механизм ситуационного управления экономическим развитием энергогенерирующих предприятий и разработаны рекомендации для определения последствий управления их адаптивным развитием на основе прогнозирования.

Abstract:
As resident space object populations grow, and satellite propulsion capabilities improve, it will become increasingly challenging for space-reliant nations to maintain space situational awareness using current human-in-the-loop methods. This dissertation develops several real-time adaptive approaches to autonomous sensor network management for tracking multiple maneuvering and non-maneuvering satellites with a diversely populated Space Object Surveillance and Identification network. The proposed methods integrate suboptimal Partially Observed Markov Decision Processes (POMDPs) with covariance inflation or multiple model adaptive estimation techniques to task sensors and maintain viable orbit estimates for all targets. The POMDPs developed in this dissertation use information-based and system-based metrics to determine the rewards and costs associated with tasking a specific sensor to track a particular satellite. Like in real-world situations, the population of target satellites vastly outnumbers the available set of sensors. Robust and adaptable tasking algorithms are needed in this scenario to determine how and when sensors should be tasked. The strategies developed in this dissertation successfully track 207 non-maneuvering and maneuvering spacecraft using only 24 ground and space-based sensors. The results show that multiple model adaptive estimation coupled with a multi-metric, suboptimal POMDP can effectively and efficiently task a diverse network of sensors to track multiple maneuvering spacecraft, while simultaneously monitoring a large number of non-maneuvering objects. Overall, this dissertation demonstrates the potential for autonomous and adaptable sensor network command and control for real-world space situational awareness.

Don Bosco Technical School in Phnom Penh is a typical example of a long-running non-profit institution in Cambodia. In this part of the world it is plainly called an NGO – a non-governmental organization. It provides vocational skills training education to some four hundred out-of-school youth every year. And yet it does not charge for tuition; nay more it even provides free lunch at noon. So how does Don Bosco Technical School survive this monetary based and profit oriented society? What are its sustainability secrets?This capstone project strives to look at the institution from a business perspective with organizational behavior, strategic planning, and human resource management as criteria.To achieve this, the process will include: •A critical evaluation of its organic strategic plan through a thorough analysis of its strategic documents like: logical framework, organizational charts, and programming sheets.•A structured interview of key employees gauging factors such as: their job satisfaction, job fit, and job identification with organizational values. •An in-depth analysis of its human resource management through observation of operations and investigation of corresponding documents like: salary scales, contracts, policies and procedures.The results of the study show that Don Bosco’s main strength lies in the staff’s strong commitment to the mission of the organization thereby providing the motivation to continue the work in spite of financial odds. On the other hand it has room for improvement in terms of organizing a more formal human resource management system due to its institutionalizing trend and for sustained sustainability of its work.

Abstract:
This Q study revealed how dominant coalition members of an Indianapolis, Ind. —based non-profit organization approached and interpreted problems within a strategic management process — a necessary area to study in pubic relations considering the dearth of research of internal publics within the field.The same forty-eight statement Q sort was used in two time periods to track movement of communication behavior among members: a pre-sort before the process and a post-sort at the end.Using a public relations theory, the situational theory of publics, as a framework, the Q sort was aligned with the theory's dependent variables of active and passive communication behavior. The data from the completed Q sorts was then entered into the PQMethod software. Four factors were identified in the pre-sort, and two factors were identified in the post-sort.Findings indicate that the four pre-sort groups lacked consensus in their behavior on how to approach problems. However, the two post-sort groups exhibited a change in behavior, showing consistency in their interpretation of problems. In the context of this research, dominant coalition members can be segmented by their communication behavior, not just by their positions inside an organization.

Abstract:
Traditional management-leadership and organizational literature depicts the individual as conflated with their role and instructs them to handle their employees and the situations that arise daily and over the course of business cycles instrumentally and for the purposes of control and productivity. This more traditional and mainstream literature does not adequately address, if at all, the unconscious factors influencing people or the management situations in which they find themselves. Using a model based upon the theory of the Swiss psychologist Carl Gustav Jung and the relationship of consciousness to the unconscious, this dissertation looks at situational management cases and reveals the existence of the unconscious in the midst of our strongest claims to rationality. Present and active, the cases show the unconscious to be a significant factor in creating subjective meaning and ordering our world even in the most "rational" moments of our lives in public administration. They further describe how it is that the individual in the manager-leader role is implicated in and caused by the very situations they are attempting to manage and the way in which acknowledging and relating to the unconscious provides an additional resource for public managers.

An individual’s bad news reporting behavior has been studied from a number of perspectives and has resulted in a variety of research streams including the MUM effect (or reluctance to transmit bad news), whistle-blowing, and organizational silence. While many scholars in different areas have studied reporting behavior, it has not been widely discussed in the information systems literature. This dissertation research addresses an individual’s bad news reporting behavior (and its antecedents) in the troubled IT project context. Many social phenomena are multi-causal (Hollander 1971). The silence phenomenon involved in an individual’s bad news reporting behavior is multi-causal too. While prior research has identified many antecedents to the bad news reporting behavior, it has not provided any systematic approach for categorizing them. In this dissertation, the antecedents are categorized into three different levels: personal factors (i.e., individual-level factors), situational factors (i.e., project-level factors), and organizational factors. This research empirically investigates how the antecedents at different levels affect (i.e., encourage or discourage) an individual’s decision to report or not report bad news in the IT project context. The dissertation follows a multi-paper model, and includes three independent, empirical studies, each with its own research model focusing on personal, situational, and organizational factors.

Abstract:
The present research, conducted with the ultimate goal of preventing, detecting, and controlling harmful deception, aims to understand deceptive behaviour by exploring the potential effects of situational factors on interpersonal deception. Given the deliberateness of the deception targeted in this research, the first part focuses on how situational factors influence the early stage of deception, i.e. the forming of intentions and the second part focuses on how situational factors alter the late stage of deception, i.e. the exhibition of behaviours (in this study I target nonverbal behaviours). By conducting six experimental studies in diverse research contexts, this research contributes to the knowledge of deceptive behaviour in four major areas: (1) It reveals that the situational factor of the probability associated with receiving negative outcomes for deceiving influences deception from the forming of intentions to the exhibition of nonverbal behaviours. (2) It shows that situational factors enhancing the fundamental psychological processes of deception (i.e. emotion, cognitive effort, and attempted behavioural control) can consequently alter deceptive intentions as well as elicit nonverbal indicators associated with these processes. (3) Specifically, the findings suggest that people tend to deceive when they perceive serious negative impact for themselves if not doing so, and such a trend is moderated by the extent of the negative impact in relation to the victims of their deception. (4) The findings also partially support my proposition that explains deception leakages using the failure of self-regulation of behaviour led by ego-depletion, which suggests that self-regulation failure is a key part of the cognitive mechanism behind the behavioural leakages of deception. This research also benefits practitioners with the understanding regarding deceptive behaviour in a range of contexts, as well as providing useful information about the situational factors that can influence deceptive intentions and behaviours.

In the past decade, electronic negotiation has become an important research topic in the field of information systems. A desirable goal of negotiation agents is to understand their owners' requirements, and to learn their opponents' behavior, thereby lessening the involvement of human beings. Studies on human negotiation bring out that several issues can affect a human's negotiation behavior, including learning an opponent's behavior, exerting power on an opponent, and setting an individual goal to improve the level of accomplishment. Research on incorporating these issues into negotiation agents is, however, still at an infancy state. We therefore take up this topic in this thesis. Researchers have proposed many different negotiation agents that follow a preset behavior based on human models of negotiation. In this thesis, we consider one such model, known as the time-dependent-tactical model, which is used by human negotiators and in which the values of the negotiating issues are determined based on the time elapsed in the negotiation. A learning mechanism for this model might be beneficial, because this model is frequently used in electronic negotiation. Thus, we propose heuristic algorithms that estimate the parameters of an agent's time-dependent-tactical model, and that then react to the estimated parameters for achieving higher negotiation performance. Besides learning, we incorporate two other factors that have been found to affect a human negotiation outcome. These are situational power, which represents differences in negotiators' status based on market conditions, and goal constraints, which stand for the levels of accomplishment negotiators try to strive for. To validate the impacts of learning, situational power and goal constraints in electronic negotiation, we first present how to integrate these features into negotiation agents, and then conduct simulations. With 187,500 simulation runs, we observe that our learning algorithms are effective in improving both individual and dyadic negotiation performances. For the effects of situational power and goal constraints, we obtain congruent results between human and electronic negotiations. By incorporating learning into situational power and goal constraints, we achieve significant joint effect between learning and situational power as well as that between learning and goal constraints. In summary, this thesis provides three primary contributions to the fields of information systems and electronic-commerce research. First, we have designed algorithms for learning an opponent's negotiation behavior. Second, our learning algorithms are found to be effective in improving negotiation performance. Third, we have shown how learning can be integrated with situational power and goal constraints, although this is not a major focus in this study. Finally, the agreement on the joint effects of learning, situational power and goal constraints between human and electronic negotiations suggests that our integrated design of the agent appears to be effective.

Nesse trabalho propomos um mecanismo com detecção de falhas, replicação e gerenciamento de grupos para instrumentação de sistemas de gerenciamento de workflow com tolerância a falhas. Sistemas de gerenciamento de workfow demandam alguns recursos específicos de replicação, pois realizam operações não-determinísticas e não dependem de chamadas externas para atualização do seu estado. Como estudo de caso, utilizamos um sistema de automação de procedimentos industriais e analisamos as modificações necessárias para utilização desse sistema com o mecanismo de tolerância a falhas proposto. Também avaliamos o impacto no desempenho do sistema decorrente do uso do mecanismo proposto.
In this work we propose a mechanism for failure detection, group management and service replication, providing fault tolerance for workflow management systems. Workflow management systems require specific replication features, since such systems deal with non-deterministic operations and update their s internal state without any external calls. As a case study we use an industrial automation system and analyze the needed modifications to use the proposed mechanism and evaluate the impact of the mechanism in the system s performance.

The process of water allocation between different and competing uses in an uncertain climate scenario reinforces the motivation to study risk management of water systems. In this way, the purpose of this study is to propose the incorporation of a climate risk management mechanism in the process of water allocation, aiming an equitable and efficient management of these resources. For this, an aggregate model consisting of a reservoir of regulation and two users (urban supply and irrigation) was used to build and evaluate a financial mechanism. Afterwards, a disaggregation model consisting of multiple reservoirs was used to apply the concepts defined in the previous model. Initially, an indicator was chosen to be used as a trigger for the financial mechanism. This trigger started the mechanism whenever any rigorous state of drought in the water system was detected, which were classified in four different types: moderate drought, severe drought, extreme drought and exceptional drought. The amount of compensation was calculated based on the benefits achieved by the sector that lost water guarantee during the scarcity period. This evaluation was performed by the application of two methods for apportioning the water availability: linear apportionment and priority system. The available water flow for allocation was calculated using the reservoir operation strategy with inflows zero in the semester of the year. However, the incorporation of climate information in the process was also tested. Two triggers were proposed for the financial mechanism: Drought indices and Rationing level. The drought indices were built based on the average precipitation (standardized precipitation index), the inflow (standardized index flow) and the final volume of system operation (synthetic index). The rationing level mechanism is based on the available water flow for allocation and it was chosen due to its existing relation with the volume stored. This relationship allows the trigger to perform well both for the drought detection probability as for the false alarm. In addition, a conceptual framework for incorporating the financial mechanism to charge for the water use was elaborated, as well as an evaluation of the performance of the system as for the incorporation of the financial mechanism through two indicators: economic efficiency and equity (allocative justice). The performance evaluation showed that the payment of compensation in a period of drought due higher warranty (priority) of other uses operates to a greater equity and efficiency in water allocation. In order to keep the funds collected by the charge to cover the compensation, a regularization fund that has annual revenues of parcels carried out by the urban water supply and by the government was created. This regularization fund ensures the financial sustainability and also a good ability to adapt the incorporation mechanism to the collect instrument. Consequently, the financial compensation is a viable option for both water managers, who will have greater flexibility in their decisions, as well as for the water resources system, that will have more equity in their process of water allocation.
O processo de alocaÃÃo de Ãgua entre usos diferentes e conflitantes em um cenÃrio de incerteza climÃtica reforÃa a motivaÃÃo para estudar a gestÃo de riscos em sistemas hÃdricos. Dessta forma, o presente estudo propÃe a incorporaÃÃo de um mecanismo de gestÃo de risco climÃtico no processo de alocaÃÃo de recursos hÃdricos visando o gerenciamento equitativo e eficiente desses recursos. Para isso, utilizou-se um modelo agregado composto por um reservatÃrio de regularizaÃÃo e dois usuÃrios abastecimento urbano e irrigaÃÃo, para construir e avaliar o mecanismo financeiro. Em seguida, utilizou-se um modelo desagregado, com mÃltiplos reservatÃrios, para aplicar os conceitos definidos no modelo anterior. Inicialmente, foi definido um indicador para ser utilizado como gatilho do mecanismo financeiro. Esse gatilho acionou o mecanismo sempre que foi detectado algum estado de severidade seca no sistema hÃdrico, sendo utilizado quatro estados: seca moderada, seca severa, seca extrema e seca excepcional. O valor da compensaÃÃo foi calculado com base nos benefÃcios alcanÃados pelo setor que perdeu garantia hÃdrica no perÃodo de escassez. Essa avaliaÃÃo foi realizada por meio da aplicaÃÃo de dois mÃtodos de rateio das disponibilidades hÃdricas: rateio linear e sistema de prioridades. A vazÃo disponÃvel para alocaÃÃo foi determinada utilizando a estratÃgia de operaÃÃo do reservatÃrio com afluÃncias zero no semestre do ano. Entretanto, tambÃm testou-se a incorporaÃÃo da informaÃÃo climÃtica nesse processo. Foram propostos dois gatilhos para o mecanismo financeiro: Ãndices de seca e NÃvel de Racionamento. Os Ãndices de seca foram construÃdos com base na precipitaÃÃo mÃdia (Ãndice padronizado de precipitaÃÃo), na vazÃo afluente (Ãndice padronizado de escoamento) e no volume final da operaÃÃo do sistema (Ãndice sintÃtico). O nÃvel de racionamento possuiu como base a vazÃo disponÃvel para alocaÃÃo (retirada controlada). A escolha dessa variÃvel deu-se pela relaÃÃo existente entre ela e o volume armazenado Essa relaÃÃo permite que o gatilho obtenha um bom desempenho tanto para a probabilidade de detecÃÃo de seca quanto para o falso alarme. AlÃm disso, elaborou-se uma base conceitual para incorporar o mecanismo financeiro a cobranÃa pelo uso da Ãgua e avaliou-se o desempenho do sistema quanto à incorporaÃÃo do mecanismo financeiro por meio de dois indicadores, eficiÃncia econÃmica e equidade (justiÃa alocativa). A avaliaÃÃo de desempenho mostrou que o pagamento da compensaÃÃo em um perÃodo de seca devido à maior garantia (prioridade) de outros usos opera no sentido de uma maior equidade e eficiÃncia na alocaÃÃo de Ãgua. No intuito de guardar os recursos financeiros arrecadados pela cobranÃa para a cobertura das compensaÃÃes propÃs-se um fundo de regularizaÃÃo que possui parcelas de arrecadaÃÃo anual realizadas pelo abastecimento urbano e pelo governo. O fundo de regularizaÃÃo garante a sustentabilidade financeira e a incorporaÃÃo do mecanismo ao instrumento de cobranÃa uma boa capacidade de adaptaÃÃo ao sistema. The purpose of this dissertation is to examine how the method used to a score situational judgment test (SJT) affects the validity of the SJT both in the presence of other predictors and as a single predictor of task performance. To this end, I compared the summed score approach of scoring SJTs with item response theory and multivariate items response theory. Using two samples and three sets of analyses, I found that the method used to score SJTs influences the validity of the test and that IRT and MIRT show promise for increasing SJT validity. However, no individual scoring method produced the highest amount of validity across all sets of analyses. In line with previous research, SJTs added incremental validity in the presence of GMA and personality and, again, the method used to score the SJT affected the incremental validity. A relative weights analysis was performed for each scoring method across all the sets of analyses showing that, depending on the scoring method, SJT score may account for more criterion variance than either GMA or personality. However, it is likely that the samples were influenced by range restriction present in the incumbent samples.

The IEEE 802.16-2004 wireless standard is a robust, wireless, longhaul solution for connecting remotely located, forward operating bases. Proof of concept for this capability is the NPS OFDM testbed for the research and support of the communications and collaborative processes between tactical operators within a wireless network. This thesis will attempt to develop strategies for implementing network management, establish a performance baseline for the NPS testbed and define the acceptable metrics for QoS. Field experimentation scenarios, network performance management tools and modeling tools are the techniques that we are using to assess the operation of 802.16 NPS testbed for its quality requirements. A baseline is conducted to record the state of the network operation and investigate the operational guidelines and conditions for the network to support collaborative applications. The baseline provides good organization, status monitoring and planning capabilities that will help in troubleshooting future failures. Using OPNET Modeler ACE we examine the network traffic flow and diagnose performance issues for critical applications. Finally, we develop appropriate policies to fine-tune network behavior within a holistic ad hoc collaborative environment.

Despite the criminal nature of intimate partner violence, scholars infrequently apply general theories of crime to understanding its causes (Dixon, Archer, & Graham-Kevan, 2012). Indeed, some scholars reject the notion that the causes of intimate partner violence align with the causes of general crime and violence (Dobash, Dobash, Wilson, & Daly, 1992). A second area of contention is whether male and female violence can be explained within the same theoretical framework (Dutton & Nicholls, 2005). In this thesis I argue that as a type of criminal behaviour, understanding the causes of intimate partner violence from a criminological perspective is a valid and necessary research endeavour. Further, guided by the principles of the theoretical framework of this thesis, I submit that both male and female intimate partner violence can be explained within the same general theory of crime. This thesis applies situational action theory, a general theory of crime that places morality at the centre of its explanatory framework, to the understanding and explanation of intimate partner violence. This thesis concentrates on the roles of personal morality and provocation in intimate partner violence perpetration. Partner conflict is defined as the experience of provocation, while friction sensitivity and low partner cohesion are included as key factors leading to partner conflict. Specifically, this thesis examines whether the strength of personal morality influences whether individuals respond to provocation with violence against a partner. To address the aims of the research, this thesis uses data from the Peterborough Adolescent and Young Adult Development Study, a study designed to test situational action theory. Participants are a representative sample of males and females between 24 and 25 years of age. Path analyses using a multiple-group method revealed that high friction sensitivity and low partner cohesion contributed to increased partner violence perpetration by influencing the level of partner conflict. Morality had a significant moderating effect on the path between partner conflict and partner violence perpetration. Namely, individuals with weak morality, and who frequently engaged in partner conflict, were significantly more likely to perpetrate acts of partner violence than individuals with strong morality who engaged in frequent conflict with a partner. These findings were replicated across males and females. The findings of this research illustrate the importance of morality in the explanation of partner violence, and provide evidence that both male and female partner violence can be explained within the framework of situational action theory.

Supplier integration in category management means that a supplier takes part in the activities that are traditionally performed by retailers. These activities are the selection of which products to sell, decisions on how to price and market the products, and making sure that the products are delivered to the stores in a timely manner. Depending on the situation, an integration of suppliers in these activities can be more or less suitable. As more research is needed to understand when supplier integration in category management is suitable, the purpose of this thesis is to describe and analyze how situational factors affect the relationship consequences of supplier integration in category management. Specifically, the relationship consequences are expressed in terms of relationship performance and interdependence between the firms. The study builds on empirical data about British and Swedish builders’ merchants and their suppliers, with a particular focus on timber suppliers. Data has mainly been collected through participative observations and interviews. Five situational factors that improve the relationship performance of supplier integration in category management are identified: large retailer firms, supplier product knowledge, homogeneity of market demands for the supplier’s products, mutual trust and a shared view on customer value between the supplier and retailer. Three situational factors are identified that affect the interdependence between the retailer and the supplier when supplier integration in category management is implemented: supplier product knowledge, whether the supplier or the retailer initiates the integration and whether coercive or non-coercive power has to be used in the implementation. This thesis contributes to retail literature by highlighting the need to include situational factors in the analysis of supplier integration, clarifying which activities are comprised by category management and suggesting a theoretical foundation based on the resource-based view and the transaction cost framework to analyse relationship performance in retailer-supplier dyads. When making decisions on integration, managers of retailers and their suppliers are advised to consider the fit with their overall strategy, the fit with the surrounding situation and the effects both in terms of interdependence and relationship performance.

The emergence of mobile technologies and social media applications has led to a shift in the emergency/disaster related communication environment. Citizens are playing an increasingly important role in providing real time information to emergency organizations. This shift has resulted in an expectation by the public that emergency management (EM) organizations monitor and respond to calls for help disseminated via these applications. The purpose of this study is to explore the extent to which Florida EM agencies have incorporated the monitoring of social media into their organizational processes. The state of social media use in Florida is under researched. In this explanatory sequential design study, Florida EM personnel was surveyed using the CNA Analyst/National Emergency Management Association (NEMA) survey (Su et. al, 2012) on the use of social media in EM. Subsequently, a subset of respondents was interviewed to determine to what extent they have incorporated the monitoring of social media into their organizational processes. Several recommendations can be made related to the use of social media in emergency management in Florida. Each of these is discussed in detail: 1.) Reverse mentoring programs; 2.) Development of social media policies; 3.) Continue to attend trainings and conferences; 4.) Explore promising practices; and 5.) Social marketing campaigns for citizens. Overall, it appears that Florida has an immature yet evolving system for use of social media in emergency management. While Florida EM agencies are knowledgeable about social media in general, they lack policies, systems, and staff to take full advantage of social media as a tool in emergency management. As more training is offered, and promising practices are shared, systems will likely continue to evolve. The evolution of systems within agencies will depend largely on leadership attitudes, organizational policies, and staffing resources.

However, it was not until 1991 that some similar collecting organizations started to operate in Taiwan. Compared with some countries around the world, the development experience is quite different. After the formal legalization—the enactment of the Copyright Intermediary Organizations Act on November 5 1997, there were lots of argues emerged in the aspect of law enforcement. Besides, Taiwan’s government has promoted the development of digital content industry in recent years. The issues concerning copyright licensing will have a big impact on the development of audio-visual application industry in the future. It is therefore, necessary to raise concerns and re-scrutinize Taiwan’s copyright collective management mechanism. Since 2006, Taiwan Intellectual Property Office (TIPO) has started to gather public opinion for revising the act. Except the revolution in Taiwan, people started to examine the exercise situation of copyright collective management internationally in last ten years. This is because the advent of digital technologies, such as: the Internet, digital rights management, peer-to-peer file sharing, has changed the environment surrounding the copyrighted works. International copyright societies started to think about how to deal with the challenges brought in digital era. This thesis aims to discuss some of these issues by exploring the current situation of Taiwan’s copyright collective management mechanism, the obstacles encountered in the past practice, the process of law revising, and the latest development trends worldwide. First of all, Chapter One is an Introduction to this thesis. Then Chapter Two discusses the historical and legal background, definition, functions, and operating guidelines of the mechanism for future reference when Taiwan intends to modify current mechanism. Chapter Three describes the developing situation of Taiwan’s copyright industries. Chapter Four adopts “Stakeholder Analysis” to clarify who are the stakeholders in Taiwan’s mechanism, their pursuing goals, and conflicts of interest between them. Chapter Five traces the developing process, content and revision in relation to Taiwan’s copyright collective management legislation. Chapter Six outlines the two latest development trends: digital and cross-border copyright collective management. At first, it analyzes the impact of new digital technologies and the new role of copyright collective management mechanism. Integration trends: one-stop-shop, cross-border collective management and antitrust concerns, are explored as well. At the end of this thesis, Chapter Seven, I propose three recommendations for Taiwan’s mechanism in the future: the urgent missions of Taiwan’s collective management organizations, the role of government, and the self-examination. It is my hope the recommendations contribute to the better resolution of existing and future challenges.

The study concluded that, payment services, application services, ticket booking services, digital lifestyle services, and download and print services are the relational contract and the dividends exchange was recycling contract. The reasons for this result is the convenience store’s essence, case’s company and partners with a common objective, and by differences in transaction costs. The results of this study provide the convenience store thinking the situation of the cooperation partners and management mechanisms. And this result also provide that the partners to understand how to reach consumers through a MMK. Although the circumstances of each case is different, but still be a reference.

There are many problems occurred commonly and frequently in production, manufacturing and construction of steel structure in Taiwan, such as disputes arose from the determination of the inspection frequency for material quality, the inconsistency between designed construction standard and current status, and the determination of material inspection and specification. In addition, all these aforesaid issues are commonly caused by designers’ incapability of certainly understanding about related standards and criteria of steel structure, or their unfamiliarity with the current construction status of steel structure; moreover, there are few relevant domestic researches and reference materials on the quality management of steel structure engineering; therefore, this study has proposed that a more exact and careful management scheme should be established in order to integrate with all quality management works of the steel structure system to make the quality control (QC) of steel structure engineering quality control (QC) to become more definitely and smoothly. This study is adopted methods of Cognitive Work Analysis (CWA) and SOP (Standard Operational Procedure) to analyze works and situation processes and establish the thinking pattern of “engineering situation process”; and then used the Control Task Analysis (CTA) to think and consider the environment and work for workers; as a result, it will not only construct detailed process situation of steel structure engineering, but also establish various feasible control and management methods for the aspect of engineering quality management. This study has organized and made the quality control procedures and the management standards for the steel structure engineering, and also emphasized the on-site and management autonomy and accountability. However, various processes and forms/tables that organized and integrated in this study will be helpful to improve contractors’ own capability of the quality management to facilitate the quality assurance/ quality control works, as well as to achieve the expected goal of steel structure engineering. By implementing the expert interview and questionnaire survey, this study has summarized and analyzed issues related to engineering quality management; therefore, engineering process situation and quality management procedure and standard proposed in this study can consequently improve relevant issues and upgrade workers’ concept and knowledge of quality assurance in order to achieve the “standardization”, “proceduralization” and “professionalization” of quality management and the goal of “defect prevention”, “quality improvement” and “dispute avoidance” for the steel structure engineering.

Abstract:

The motivation for this research stems from the promise of coupling multi-sensory systems and advanced data analytics to enhance holistic situational awareness and thus prevent fatal accidents in the construction industry. The construction industry is one of the most dangerous industries in the U.S. and worldwide. Occupational Safety and Health Administration (OSHA) reports that the construction sector employs only 5% of the U.S. workforce, but accounts for 21.1% (1,008 deaths) of the total worker fatalities in 2018. The struck-by accident is one of the leading causes and it alone led to 804 fatalities between 2011 and 2015. A critical contributing factor to struck-by accidents is the lack of holistic situational awareness, attributed to the complex and dynamic nature of the construction environment. In the context of construction site safety, situational awareness consists of three progressive levels: perception – to perceive the status of construction entities on the jobsites, comprehension – to understand the ongoing construction activities and interactions among entities, and projection – to predict the future status of entities on the dynamic jobsites. In this dissertation, holistic situational awareness refers to the achievement at all three levels. It is critical because with the absence of holistic situational awareness, construction workers may not be able to correctly recognize the potential hazards and predict the severe consequences, either of which will pose workers in great danger and may result in construction accidents. While existing studies have been successful, at least partially, in improving the perception of real-time states on construction sites such as locations and movements of jobsite entities, they overlook the capability of understanding the jobsite context and predicting entity behavior (i.e., movement) to develop the holistic situational awareness. This presents a missed opportunity to eliminate construction accidents and save hundreds of lives every year. Therefore, there is a critical need for developing holistic situational awareness of the complex and dynamic construction sites by accurately perceiving states of individual entities, understanding the jobsite contexts, and predicting entity movements.

The overarching goal of this research is to minimize the risk of struck-by accidents on construction jobsite by enhancing the holistic situational awareness of the unstructured and dynamic construction environment through a novel data-driven approach. Towards that end, three fundamental knowledge gaps/challenges have been identified and each of them is addressed in a specific objective in this research.

The first knowledge gap is the lack of methods in fusing heterogeneous data from multimodal sensors to accurately perceive the dynamic states of construction entities. The congested and dynamic nature of construction sites has posed great challenges such as signal interference and line of sight occlusion to a single mode of sensor that is bounded by its own limitation in perceiving the site dynamics. The research hypothesis is that combining data of multimodal sensors that serve as mutual complementation achieves improved accuracy in perceiving dynamic states of construction entities. This research proposes a hybrid framework that leverages vision-based localization and radio-based identification for robust 3D tracking of multiple construction workers. It treats vision-based tracking as the main source to obtain object trajectory and radio-based tracking as a supplementary source for reliable identity information. It was found that fusing visual and radio data increases the overall accuracy from 88% and 87% to 95% and 90% in two experiments respectively for 3D tracking of multiple construction workers, and is more robust with the capability to recover the same entity ID after fragmentation compared to using vision-based approach alone.

The second knowledge gap is the missing link between entity interaction patterns and diverse activities on the jobsite. With multiple construction workers and equipment co-exist and interact on the jobsite to conduct various activities, it is extremely difficult to automatically recognize ongoing activities only considering the spatial relationship between entities using pre-defined rules, as what has been done in most existing studies. The research hypothesis is that incorporating additional features such as attentional cues better represents entity interactions and advanced deep learning techniques automates the learning of the complex interaction patterns underlying diverse activities. This research proposes a two-step long short-term memory (LSTM) approach to integrate the positional and attentional cues to identify working groups and recognize corresponding group activities. A series of positional and attentional cues are modeled to represent the interactions among entities, and the LSTM network is designed to (1) classify whether two entities belong to the same group, and (2) recognize the activities they are involved in. It was found that by leveraging both positional and attentional cues, the accuracy increases from 85% to 95% compared with cases using positional cues alone. Moreover, dividing the group activity recognition task into a two-step cascading process improves the precision and recall rates of specific activities by about 3%-12% compared to simply conducting a one-step activity recognition.

The third knowledge gap is the non-determining role of jobsite context on entity movements. Worker behavior on a construction site is goal-based and purposeful, motivated and influenced by the jobsite context including their involved activities and the status of other entities. Construction workers constantly adjust their movements in the unstructured and dynamic workspace, making it challenging to reliably predict worker trajectory only considering their previous movement patterns. The research hypothesis is that combining the movement patterns of the target entity with the jobsite context more accurately predicts the trajectory of the entity. This research proposes a context-augmented LSTM method, which incorporates both individual movement and workplace contextual information, for better trajectory prediction. Contextual information regarding movements of neighboring entities, working group information, and potential destination information is concatenated with movements of the target entity and fed into an LSTM network with an encoder-decoder architecture to predict trajectory over multiple time steps. It was found that integrating contextual information with target movement information can result in a smaller final displacement error compared to that obtained only considering the previous movement, especially when the length of prediction is longer than the length of observation. Insights are also provided on the selection of appropriate methods.

The results and findings of this dissertation will augment the holistic situational awareness of site entities in an automatic way and enable them to have a better understanding of the ongoing jobsite context and a more accurate prediction of future states, which in turn allows the proactive detection of any potential collisions.

In this study, by using interviews to specific for children’s real life, the result are prepared to develop the questions of story situation, the preparation of the story situations in line with its real-life situation and response solution, the preparation process and completed, the expert teacher scale content of the review, in order to meet the real life of the 3th to 6th grades children from the experience of the real life children experiences. Of this study applied the test subjects for the New Taipei City Elementary School 3th to 6th grade students, an effective sample of 534 people, by extreme groups t test, correlation test, after deleting inappropriate topics, the sub-items related to the number of questions were, 6 questionnaire on achievement motivation, 5 on delay of gratification, 10 on questions of autonomy, 5 on frustration endured, 8 on the self-control and 6 on the commitment, the total number of questions are 11. According to the reliability analysis, the correlation coefficient of the grader reliability is from .490~.993, the composite reliability are above .9, ,the correlation coefficient of the test-retest reliability is from .553 to.675(the value of Pearson correlation coefficient towards CPS is all up to the level of significance), further in the validity analysis, the correlation coefficient of the criterion-related validity on the ability of serving others is .544 and the correlation coefficient of the criterion-related validity on the ability of intimating with others is .349 the value of Pearson correlation coefficient towards CPS is all up to the level of significance. In summary, based on the findings and conclusions, [The Research on Scale Development by Computerized Situational Judgment Test for Children’s Self Management], on behalf of the scale for this assessment and with considerable reliability and validity, this study can serve as reference for the future studies.

Abstract:
This thesis presents an extensive survey of 100,000 websites as the basis for understanding the deployment of cookies across the Internet. The survey indicates cookie deployment on the Internet is approaching universal levels. The survey identifies the presence of P3P policies and dynamic web technologies as major predictors of cookie usage, and a number of significant relationships are established between the origin of the web application and cookie deployment. Large associations are identified between third-party persistent cookie usage and a countrys e-business environment. Cookie collection testing (CCT), a strategy for testing web applications, is presented. Cookies maintained in a browser are explored in light of anti random testing techniques, culminating in the definition of seeding vectors as the basis for a scalable test suite. Essentially CCT seeks to verify web application robustness against the modificationintentional or otherwiseof an application's internal state variables. Automation of CCT is outlined through the definition of test oracles and evaluation criterion. Evolutionary adaptive random (eAR) testing is proposed for application to the cookie collection testing strategy. A simulation study is undertaken to evaluate eAR against the current state-of-the-art in adaptive random testingfixed size candidate set, restricted random testing, quasi-random testing, and random testing. eAR is demonstrated to be superior to the other techniques for block pattern simulations. For fault patterns of increased complexity, eAR is shown to be comparable to the other methods. An empirical investigation of CCT is undertaken. CCT is demonstrated to reveal defects within web applications, and is found to have a substantial fault-triggering rate. Furthermore, CCT is demonstrated to interact with the underlying application, not just the technological platform upon which an application is implemented. Both seeding and generated vectors are found to be useful in triggering defects. A synergetic relationship is found to exist between the seeding and generated vectors with respect to distinct fault detection. Finally, a large significant relationship is established between structural and content similarity measures of web application responses, with a composite of the two similarity measures observed to be superior in the detection of faults.

Current designs of smartphones usually provide several communication interfaces such as GPRS, EDGE, WCDMA, UMTS, WLAN, and Bluetooth,...etc, and support various personalized applications such as mails, internet surfing, IPTV, and games,...etc. However, battery life time for smartphones is becoming a major drawback because those media-rich functionalities are so diversified that they can bring high power consumption to the smartphones. In order to resolve these power-related problems, we measure the total power consumption of smartphones under a variety of scenarios. In fact, the power consumption of applications can be split from the total power consumption of the smartphones. In our measurement experiments, the power consumption per byte is obtained after distinguishing the energy-efficiency of applications, themselves, the backlight power, and the power consumption per byte of receiving and transmitting data over wireless interface. Based on this fact, we propose a mechanism which focuses on the optimization of Mobile Phone''s Push Mail. According to the simulation results, our proposed mechanism can improve the expected battery life. Finally, we propose a systematic approach to optimize the power-consumption for smartphone applications. The systematic approach can predict the battery life time based on the previous users'' behavior and the condition of the selected network.

A policy-based firewall management mechanism was proposed in this study. The policy-based firewall management mechanism is mainly used to set integrated management among firewalls from different vendors, and to set central-controlled hierarchical policy management. Settings among different equipments will be different in a complex network environment. The repeated setup operations increase the probability of errors. The policy-based management mechanism can reduce mistakes due to reducing the operation burden of network managers. This study also builds up a back-end policy base interface for different hierarchical roles to setup the policy rules to achieve the goal of effective management. This mainly use XML to create a rule broker among firewalls, and then setting firewalls with retrieved rules from the rule base through the policy base via graphical user interface(GUI) to the network managers, which can reduce efforts required and the loss of operation-induced errors, and can increase the network managers’ setup efficiency.

Because of the Taiwan government’s policy to develop infrastructure with private finance approach,the number of BOT projects increases rapidly in these years. There are many aspects that are different between the traditional method and BOT menthod, and therefore, we should reconsider the construction management system. In this research, the first task is to identify the role of the government in infrastructure development, then to study the quality and progress control system currently used in practice, followed by finding out an appropriate and efficient mechanism for BOT mornitoring and management, and lastly to build the principles for government’s quality and progress control system. Case study is one of the most import methods in this reasch. The case study is to study the systems that are currently applied in different countries such as UK and Japan, and to identity the government position regarding quality and progress management in different BOT cases. According to the results of this pilot study, we will conclude some rules for government to estibilish the mechanism of BOT quality and process managemnt. mechanism for BOT mornitoring or management.and make up a practicable principle of quality and progress contoral system for government.
