Abstract:
This chapter discusses measures of interim relief. The general purpose of interim measures is to prevent or minimize any disadvantage to a party which may occur before the final resolution of the dispute and enforcement of an arbitral award. A party to an HKIAC arbitration may apply for a wide range of interim relief from different authorities depending on the stage of the proceedings. The Arbitration Ordinance and the HKIAC Rules have both adopted the definition of interim measures set out by Article 17(2) of the UNCITRAL Model Law, which the chapter discusses in more detail. In addition, it also discusses interim relief from an emergency arbitrator, interim relief from an arbitral tribunal, interim relief from a court, and security for costs.

Abstract:
Drowsy driving increases risk of traffic accidents. A major problem remains in the identification of drowsy drivers at risk for traffic accidents. Drowsy driving is the consequence of various behavioural factors (e.g. sleep duration, work duration, shift-work schedules) combined or not with sleep and iatrogenic disorders (e.g. obstructive sleep apnoea syndrome, hypersomnia, drug-induced sleepiness). Severity of sleep disorders is a non-linear predictor of traffic accident risk. In comparison, sleepiness at the wheel (SAW) can be considered as a reliable indicator of a combination of behavioural and sleep disorder factors, and is a better risk predictor. It remains thus very important to question patients about SAW when clinicians have to determine the medical fitness to drive of such patients. Because of the potential risk of under-reporting of SAW, especially in professional drivers, objective measures can help to complement the clinical evaluation. Further researches are needed to optimize objective measures able to predict the risk of traffic accidents due to drowsy driving.

Abstract:
The purpose of this chapter is to overview the sport mood model and mood research conducted in disability sport. Researchers in disability sport have examined mood in a limited fashion, with an overreliance on the Profile of Mood States (POMS) scale, which measures vigor, confusion, depressed mood, anger, fatigue, and tension. A clear limitation of the POMS scale is the underrepresentation of positive mood states that athletes experience. Many of the researchers in disability sport have asked modest questions, such as do athletes with acquired versus congenital disabilities have more positive mood states? Other researchers have used the positive and negative affective schedule and have been able to offer a more well-rounded commentary on various positive and negative affective states and how they are related to other cognitions and sport performance. The chapter concludes with the recommendation that researchers use models of emotion and mood such as the 12-point affect circumplex (12-PAC) model and address how core affect can be assessed to reflect mood or emotion.

Abstract:
Unlike conventional trade agreements, the scope of the General Agreement on Trade in Services (GATS) extends beyond the treatment of products to cover that of suppliers (producers, distributors, etc) as well. Trade problems confronting small and medium-sized enterprises (SMEs) supplying services have thus been raised by WTO Members at different stages of the Doha Round negotiations and meetings of regular WTO bodies. However, such issues have rarely been explored in a systemic way. This chapter provides an overview of SME-related policies, whether reflected in schedules of services commitments or consisting of ‘non-schedulable’ measures, which are being pursued by WTO Members at multilateral (GATS) or regional level. It also seeks to identify the scope for further initiatives to promote SME-related interests, from fostering compliance with existing transparency disciplines under the GATS to advancing the Agreement’s liberalization and rule-making mandates with an SME focus.

Abstract:
This chapter discusses changes in the categories of ethnicity and immigration in the US census. From the beginning of the twentieth century to the 1930s, statistics on immigration and ethnicity took first place in schedules, published reports, and public policy. Not only did census figures establish immigration quotas, but census statisticians, with their methods and their culture, constructed the mechanism for exclusion by national origin. However, after 1928 there was a retreat from measuring ethnicity, which became evident in the 1930 and 1940 censuses by a marked lack of interest in questions of place of birth, mother tongue, and degree of assimilation. The history of the categories that made it possible to measure ethnicity is a complex one, involving three main groups of actors: advocates of immigration restriction, representatives of immigrant populations, and Census Bureau statisticians, with each group attempting to respond to contradictory demands and to defend their own interests.
