Model logika adalah alat untuk menceritakan program dalam rangka membantu pelaksanaan evaluasi. Secara sederhana, model logika terdiri dari keterkaitan elemen input-aktifitas-output-outcome. Tujuan kajian ini yaitu pengembangan model logika evaluasi program pengembangan sumber daya manusia (SDM) bidang energi dan sumber daya mineral (ESDM) terkait dengan isu pengarusutamaan gender. Pengembangan model menggunakan pendekatan kiri ke kanan atau logika maju. Hasilnya adalah sebuah model awal berdasarkan hasil penyusunan model yang dilakukan secara berulang-ulang untuk mendapat hasil yang mirip dengan kondisi nyata pengembangan SDM responsif gender. Outcome program yang diharapkan dengan meningkatnya partisipasi perempuan dalam mengikuti kegiatan pengembangan SDM seperti diklat/penyuluhan, bimbingan teknis, dan forum komunikasi adalah meningkatnya kompetensi dan kontribusi perempuan dalam pengelolaan sektor ESDM di unit kerjanya. Model ini dapat digunakan untuk evaluasi dan disempurnakan sesuai dengan kebutuhan dan masukan ide pemangku kepentingan. Logic model is a tool for telling the program in order to facilitate the evaluation. In a simple way, this model consists of the interrelation among the input-activity-output-outcome elements. This research aims to analyse the development of logic model for evaluating the human resources develoment in energy and mineral resources sectors related to the gender mainstreaming issue. It is developed through left-toright approach or forward logic. The result of study is the initial model based on the model development iteratively to achieve such outcomes the closest to the real conditions in gender-responsive human resources development. Expected program outcomes with increasing women’s participation in the following human resource development activities such as training, technical assistance, and the communication forum are increasing competence and role of women in the management of energy and mineral resources sector. This model can be used to evaluation process and enhanced in accordance with the needs and inputs from the stakeholders.

Mount Rinjani is a volcano with hot water, savanna, and other beauty of nature as one of the leading destinations in Lombok. Behind its beauty, Mount Rinjani National Park (TNGR) is in a natural hazard area, making it a disaster-prone area. The objective of this study is to identify the parties and roles of each party involved in the Ecotourism hazard management in TNGR based on their level of interest and influence. Determination of sampling used purposive sampling, as well as semi-structured key informant interviews with snowball sampling using interview guides. The study object of this study were the parties (stakeholders) and the relationship between the parties involved in the hazard management of TNGR ecotourism. The roles of stakeholders in managing the dangers of TNGR Ecotourism were divided into four: support, actors, decision-makers, and infrastructure providers. The key players were TNGR Center and West Nusa Tenggara (NTB) Provincial Tourism Office. The subjects were North Lombok Regency Tourism Office, Central Lombok Regency Tourism Office, East Lombok Culture and Tourism Office, EMHC (Edelweiss Medical Help Center), NTB Provincial Office of Environment and Forestry, Mataram Rescue and Search Office, BPMVG Sembalun, Rinjani Porter Guide Forum, Lombok APGI, Head of Sembalun Subdistrict, Head of Bayan Subdistrict, Sangkreang Nature Lovers Organization, and Tourism Activist Group (Pokdarwis) Rinjani Perkasa. The context setter was Regional Disaster Management Agency (BPBD) of NTB Province. The crowd was NTB Regional Police (Polda), Korem (Subregional Military Command) 162 Wira Bhakti Mataram, Regional Development Planning Agency (Bappeda) of NTB Province, Ministry of Energy and Mineral Resources of NTB Province, NTB Provincial Public Works and Spatial Planning Office, Rinjani Tourism Image Forum, North Lombok TO Association, Central Lombok TO Association, East Lombok TO Association, Daily Executor Board (DPH) Geopark UGG Rinjani Lombok and Grahaphala Unram. The research present describe the collaborative governance in environment policy in management waste of palm oil in Rokan Hulu regency. Rokan Hulu are one of regency in Riau Province that have a big potency in forestry especially about palm oil. In 2012 land of palm oil in Rokan Hulu are arround 208.475 Ha with production 525.079,93 miles CPO. Now days are 31 manufactured are productions of palm oil in 16 subdistrict. The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Rokan Hulu regency. Researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan head of village in Tuah Sakti Villages, Staff in PLBTG Tuah Sakti and society in Tuah Sakti Village. The conclusion of this research are collaborative governance are implemented in Rokan Hulu Regency are based on environment and supported with maintenance palm oil based on environment with program that held by Energy and Mineral Resources Ministry by independence village. Collaboration information are create a inhibition becaused changing the distirbution authority from regency to Province government. Conflict between PLTBG and PLN Bagan Batu, Mahato Sakti that have a difference region. It is caused a conflict between staff of PLBTG with PLN that have meets in forum but never get agreement.Keywords: collaborative governance, public policy and environment policy
