Abstract:
The morphology of a city undergoes transformation over time due to a variety of factors. One such factor is the master plan. The master plan is a powerful legal tool, the implementation of which has a lasting impact on the morphology of a town both built and unbuilt. The template for the master plans in India is the same be it a metropolitan city or a class III town. The resultant triggers and impact of this master plan are questionable more so in the case of smaller cities and towns. This paper investigates one such small city in the hinterland of Karnataka through a descriptive analysis of the compact historic city and the new developments; the impact of the master plan and the resulting changes. Through the analysis and arguments presented in the study for the reading of small towns and non metropolitan cities we support alternative readings of these towns and cities. Additionally through the analysis of compact city planning methodologies both historical and current we understand how the two aspects; that is small town urbanization and compact planning methodologies can be enmeshed to create new templates for master planning for small towns and cities. Our study is limited to the master planning exercise in the context of Karnataka and Gadag-Betageri in particular and needs to be further explored with respect to other urban development policies in order to be applicable to small towns and cities in general in India.

Abstract:
Based on a thorough research of Shizhong County in Fujian Province, some developing problems have been detected, such as shortage of land, backward transportation, negligence of historical building protection and unused tourism resources. The author puts forwards the planning scheme of the historic town after the study of master plan of Shizhong County, conservation planning of historic town, and tourism develop plan. For historic towns, a coordinated planning pattern is needed. This new pattern should take the master plan as the guideline, and the historical culture protection plan and tourist development plan as strategies. With the unfolding of the three plans, a harmonious development will be achieved.

Abstract:
With the broadening and deepening of economic development, the urban growth of many small cities begins to present sprawl in China in the new century. Replacing the original act of urban planning, the Town and Country Planning Act became effective in 2008. This paper compares the contents of the two acts, and especially analyses the stipulations about urban land scale and spatial construction activities from the perspective of the revised legislation. Based on the introduction of the master plan of Lianjiang Town in Fujian Province, the paper holds that China can take advantage of the legal effect of the new act to make the master planning of small cities more cautious and rational, as well as to promote the popularity of smart growth concept in small cities.

Abstract:
The development of the tourism, as a promising direction of socio-economic development of urban and rural areas, defines new approaches to the development of urban planning design documents. In this aspect, the connection is established between the types of tourism activities and urban planning facilities that are necessary for the implementation of the tourist approach. A matrix of town planning objects is proposed depending on the types of tourism. It allows to determine the direction and the formation of objects providing tourist activities, the placement of which should be reflected in the master plan of the city. The importance of developing regional and local standards for urban planning, taking into account the development of the tourism industry is demonstrated.

<p><em>This paper seeks to review the non-implementation of the Greater Jos Urban Master plan, considering some options and strategies. It was carried out by examining the current master planning approach and master planning-cum-spatial planning. The research strategy used is </em><em>“</em><em>mixed method</em><em>”</em><em> with a deductive-inductive reasoning. </em><em>Multiple sampling methods were adopted; t</em><em>he s</em><em>nowball to get </em><em>30 Town planners working in the 9 </em><em>case studies (</em><em>planning authorities</em><em>) to be engaged in the face-to-face interview</em><em>, Purposive and Convenience sampling methods were employed to select over 90 documents on planning authorities and implementation of master plan in Jos, metropolis, Nigeria. The instruments employed were face-to-face interviews and review of archived documents on the implementation of master plans and other options. </em><em>The data obtained through the face-to-face interviews and the 90 archive documents were analysed using the thematic and content analyses. The results obtained revealed that the implementation of the proposed greater Jos Urban master plan was affected by unproved legislations, the plethora of planning authorities covering the planning region and inadequate funding as well as its phasing. Hence the consideration of the strategies to employ for the implementation of plans which concluded with the recommendations to help practitioners (Town Planners), policy makers (Legislators in the area of planning) and the academia. </em></p>

Motivation for construction of Salt Lake City comes from the circumstances characterizing life in Calcutta known by its social, political and cultural activities. Among many problems, the City was faced with poverty and overcrowding. West Bengal Government realized that serious steps have to be taken to resolve the situation. One of the biggest actions of the Government was creation of so called 'NEDECO' Plan for reclamation certain area of the Salted Lakes, followed by the tender for urban planning. The enterprise for water ways Ivan Milutinovic was considered the most convenient for both: reclamation and planning. The Conceptualization covers the Main Aims and interests forming plan basis where three factors were selected: urban character, new vs old town, inhabitants and town growth. Follows Existing Land Use Pattern of the Municipal Area. The realization of the Salt Lake Master Plan, as a part of the Municipal Area, is shown through an Overview of Achieved Infrastructure covering Roads, Water Supply, Sewerage, Area Level Storm Water Drainage, Solid Waste Management and, finally, through the Other Municipal Services, such as: Administrative Infrastructure, Health Infrastructure, Greeneries, Water bodies, Socio-Cultural Infrastructure. .

In historic towns, the planning of municipal facilities varies from that in the common towns. To maintain the original styles and features, the curve dominants the street form in the planning. Additionally, combining with the rails and rivers which goes across the town, the water supply and drainage is divided into two areas at the line of the valley with the narrow and branching terrain. The existing pipeline network is taken into account as possible with the aim to compensate the skill deficiency and expand the service scope. Based on the prerequisite of lowering investment and maintaining eco-appearance, the rainwater will be collected and discharged near the site through two ways: natural drainage and pipeline network drainage. Water supply and drainage have set up the treatment facilities of water respectively, which will be planned and constructed by stages according to the development of towns.

Este trabalho tem como objeto de estudo os planos diretores para Goiânia, elaborados na década de 60 pelo arquiteto Luís Saia, e pelo arquiteto Jorge Wilheim consorciado à empresa de engenharia Serete. Analisamos, além do conteúdo de cada plano, a trajetória profissional dos seus autores, a sua contratação e o processo de trabalho que desenvolveram. Para situar estes planos no contexto urbanístico local (Goiânia) e nacional, mostramos como a cidade-nova-planejada construída na década de 30 chegou à década de 60 e qual era o debate urbanístico no Brasil nos anos 50 e 60, destacando a inserção dos arquitetos. Na década de 60 a criação do SERFHAU dá continuidade ao processo de institucionalização do planejamento urbano no Brasil e traz uma mudança muito importante na inserção dos arquitetos neste campo: enquanto na década de 50 estes profissionais começavam a elaborar planos diretores como autônomos, com o SERFHAU os arquitetos passam a compor equipes multidisciplinares de planejamento associadas a empresas de consultoria. Luís Saia e Jorge Wilheim representam estas formas completamente distintas de inserção dos arquitetos no planejamento urbano nos períodos pré-SERFHAU e pós-SERFHAU.
This work has the study object the urban master plans to Goiânia, elaborated of the sixties by the architect Luís Saia and by the architect Jorge Wilheim combined with Serete engineer company. We analyses, besides the content at the each plan, the professional career of both authors, their engagement and the work process that they developed. To situation these plans at the local urban context (Goiânia) and national, we show how the town, planned and built of the thirties, arrives of the sixties and which was the urban debate in Brasil of the fifties and sixties, showing up the architects insertion. Of the sixties, the SERFHAU creation gives continuity to the institutionatization process of the town planning in Brasil and brings a very important change at the architects insertion in this camp: while of the fifties these professionals starts elaborate directors plans like autonomous, with the SERFHAU, the architecs begin to compose a multidisciplinary planning teams in association with consultancy companies. Luis Saia and Jorge Wilheim represents theses completely differents kinds of architects insertion at the town planning in preSERFHAU and postSERFHAU periods.

Este trabalho levanta as interfaces entre o planejamento municipal e as estratégias de desenvolvimento do aglomerado produtivo local (APL); tendo como estudo de caso o município de Tambaú em São Paulo e o seu APL de cerâmica vermelha, no período de 2003 a 2008. Nesta dissertação apresenta-se: o estudo das diferentes abordagens de aglomerações industriais produtivas, suas contribuições e pontos em comum; o conceito de Arranjo Produtivo Local, suas características essenciais, bem como suas diferenças com outros conceitos que tratam do tema; as diretrizes para a atuação em APLs do Governo Federal brasileiro e do Governo do Estado de São Paulo, como também do Sebrae e da Fiesp; análise do município de Tambaú; as delimitações físico-territorial, político administrativa e por bacias hidrográficas; processo de ocupação e desenvolvimento e a infra-estrutura tambauense; o setor de cerâmica vermelha no Brasil e a sua inserção na cadeia produtiva da construção civil; a caracterização do pólo ceramista tambauense; o processo de implementação da metodologia Fiesp no APL de cerâmica vermelha de Tambaú; os resultados averiguados; questões fundamentais na política urbana brasileira na atualidade; as diretrizes de desenvolvimento do Plano Diretor Municipal de Tambaú; os elementos estruturantes do planejamento do APL de cerâmica vermelha de Tambaú; e por fim, as interfaces entre o Plano Diretor Municipal e o Planejamento do APL de cerâmica vermelha de Tambaú.
The present work intends to set out the connections between municipal planning and development strategies for local productive arrangements (LPA), having studied the case of the town of Tambaú, in São Paulo, and its ceramic LPA, between 2003 and 2008. This dissertation presents: the study of the different approaches to the concept of productive industrial agglomeration, their contributions and common elements; the concept of LPA, its main characteristics, and the differences with other similar concepts; the operational guidelines for LPAs issued by the Brazilian federal government and the state of Sao Paulo´s regional government, and also by SEBRAE (Brazilian agency that gives support to micro and small enterprises) and FIESP (Federation that brings together the industries of the state of Sao Paulo); analysis of the town of Tambaú, center-east of Sao Paulo; geologic, geographic, politic and administrative delimitations; the process of the town´s occupation, development, and infrastructure; the ceramic sector in Brazil and its role in the production line of the Brazilian construction industry; the characteristics of Tambaú´s industrial district; the outcome of the implementation of FIESP´s methodology on the ceramic LPA; key questions in today´s Brazilian urban policy; development guidelines in Tambaú´s Master Plan; structural elements in Tambaú´s ceramic LPA; and, the connections between the town´s Master Plan and the plan for Tambaú´s ceramic LPA.

At the end of the 20th century, production in Bucovice was terminated and the abandoned site became the largest brownfield area in the city. In early 2018, the city bought the land and began demolition of the existing production facilities and buildings. The new city district will be created after demolition. The new area will offer significant urban development potential of the city of Bucovice.

The 2002 Master Plan in São Paulo establishes guidelines for the fair and effective use and occupation of land, applying instruments that allow new urban intervention. It grants additional rights to the legislation of municipal zoning with issuance of onerous concession or the auction of Certificates of Special Urban Zoning, traded at Stock Exchange. This generates off taxes revenues with the participation of private initiative, motivated by an dynamic real estate market. These off taxes revenues are important to supplement the budgetary resources that have been insufficient to meet the population needs, which have no financial capacity to accept any increase in compulsory taxation. This thesis introduces strategies to consolidate and overcome the actual constraints, enhancing this process in urban benefit that comprises: infrastructure, environmental preservation and quality of life, as it was achieved in other important city, such Vancouver, Canada.
O Plano Diretor 2002 em São Paulo estabelece diretrizes para o uso e ocupação do solo, contendo instrumentos que permitem intervenções urbanísticas, como a concessão de direitos adicionais à legislação municipal de zoneamento, com a emissão de outorga onerosa e o leilão de CEPACs das Operações Urbanas pelo BM&FBovespa. Assim, podem ser gerados recursos extra tributários através da participação da iniciativa privada motivada pelo dinâmico mercado imobiliário. Estes valores extra tributários são importantes para suplementar os recursos orçamentários insuficientes para atender às necessidades da população, que não tem capacidade financeira para aceitar qualquer aumento na tributação compulsória. Esta tese apresenta estratégias para consolidar e superar os atuais limites, promovendo este processo em benefício urbanístico, compreendendo: infra-estrutura, preservação ambiental e qualidade de vida, a exemplo do realizado em outro centro importante, como Vancouver, no Canadá.

Abstract:
This dissertation resituates C. A. Doxiadis in Post-War urban design history with a detailed examination of how urban growth and change was addressed by urban design strategies as applied in the master plan for Riyadh Saudi Arabia, undertaken between 1968 and 1972. The Riyadh master plan commission is important within Doxiadis' career, occurring in the midst of his prolific writing projects and approximately eight years after he completed the Islamabad master plan, his most renowned project. Most Post-War architects focused on the socio-spatial components of urban life, elaborating architectural projects that intertwined transportation, infrastructure, and concentrated on mass housing strategies. This dissertation argues that Doxiadis' contribution to urban design theory and practice during the Post-War period was to define a rational scientific methodology for urban design that would restructure settlements to enable urban expansion and change while addressing issues of community building, governance and processes of development. The applied urban design for Riyadh Saudi Arabia strongly exemplifies Doxiadis' rational strategy and methodology as outlined in Ekistics theory and the conceptual model of Dynapolis. The comparative analysis examines how Doxiadis applies the Dynapolis model in the urban spatial planning of Riyadh to organize urban territory at the macro and local urban scales, define neighborhood communities, and connect the new master plan to the existing spatial territory of the city. The longitudinal analysis contrasts the Doxiadis master plan, Riyadh's first urban development strategy, to the most recent comprehensive approach MEDSTAR to understand how the Doxaidis' urban design has sustained its spatial continuity over time. This dissertation makes two significant contributions. The first is to broaden knowledge of Post-War urban design specific to the spatial problem of urban expansion and change, and second to resituate Doxiadis within the Post-War history of urban design specifically revealing his previously unrecognized project of the Riyadh master plan undertaken from 1968-1972.

This Thesis is included on the discussion about the integration of the environmental dimension in the territorial management. More specifically, discuss the manner how the environmental issues have been treated in the tools and practices of management located at two territorial limits: in the municipal planning and in the regional planning by river basin. Even there have been advances related on the environmental concern in the territorial policies, this is one of the major frontiers of confrontation between agents who act and transform spaces, presenting situations of conflicts. The implementation of an integrated environmental management and planning deals with one of these challenges, the build of interfaces and joints among the tools and levels of the environmental policy with the municipal and regional policies. In this context, the general goal of this work is to analyze the relation between the environmental dimension and the municipal and regional planning, respectively, by the River Basin Plans and the Master Plans, specifically the Unit of Water Resources Management Tietê‐Jacaré from São Paulo State (UGRHI‐13). As research objects, were selected the River Basin Tietê‐Jacaré Plan and the Master Plans of Araraquara and São Carlos, both municipalities located at this territory. The research is exploratory, descriptive and analytic, considering the following categories of analyzes: definition of the local and regional units of management and planning; environmental tools in the river basin plan and in the urban plans; forums of local and regional management and planning; influence degree among the analyzed tools. Bibliographic and documentary revision and analyses, semi‐structured interviews and questionnaires were done. The regional planning by river basin presents a great potential about the integration aspects between the natural and human systems, from the proper use and occupation of territory, taking in account the social and environmental conditions. The River Basin Plan is a reference tool to guide the water use and land use in the respective region, although there are still gaps and difficulties in a more effective and expanded implementation. In the actual manner, it is considered as a tool extremely technical which has being poorly used in the management forums. It has being used more as a diagnosis of the environmental condition of the river basin than as a really inducer tool for policies. It doesn´t recognize the conflicts of land use and territorial organization as a vulnerability which needs to be addressed. The town planning is the principal conductive agent to the land use, mainly urban. In terms of territorial policies, the decisions are made at municipal levels. The master plans present opportunities to guide public policies which have been built from social forces, although still concentrate on the application of tools to urban zoning. The environmental conditions and aspects are presented as a margin thematic and weakly articulated with other policies. In the same way, there is a lack of regional aspects in the master plans, in order to understand that the environmental discussion presents an extension beyond the municipal limits. In the master plans appear few references to other forums and tools of regional planning, as the River Basin Plans and Committees. Therefore, the analysis of this work tried to demonstrate the complex relation among the policies, tools and forums of municipal and regional management and planning, showing the technical, political‐institutional and legal barriers which hinder the application of the Integrated Territorial Management concept.
Esta Tese se insere no debate sobre a integração da dimensão ambiental na gestão territorial. Mais especificamente, discute como a questão ambiental vem sendo tratada nos instrumentos e nas práticas de gestão localizadas em dois recortes territoriais: no planejamento municipal e no planejamento regional por bacias hidrográficas. Ainda que estejam ocorrendo avanços relativos à preocupação ambiental nas políticas territoriais, esta é uma das maiores fronteiras de embate entre os diversos agentes que atuam e modificam os espaços, apresentando situações de conflitos. A implementação de um planejamento e gestão ambiental integrados enfrenta como um de seus desafios, a construção de interfaces e articulações entre os instrumentos e esferas da política ambiental com as políticas regional e a municipal. Nesse contexto, o objetivo geral do trabalho é analisar a relação da dimensão ambiental com o planejamento regional e municipal, respectivamente, por meio dos instrumentos Planos de Bacia Hidrográfica e Planos Diretores Municipais, tendo como locus para análise a Unidade de Gerenciamento de Recursos Hídricos Tietê‐ Jacaré do Estado de São Paulo (UGRHI‐13). Como objetos de pesquisa, são selecionados o Plano de Bacia Hidrográfica Tietê‐Jacaré e os Planos Diretores de Araraquara e São Carlos, municípios inseridos nesse mesmo território. A pesquisa é exploratória, descritiva e analítica, considerando as seguintes categorias de análise: definição das unidades de planejamento e gestão regional e local; instrumentos de caráter ambiental contidos no Plano de Bacia e nos Planos Diretores; instâncias de planejamento e gestão regional e local; grau de influência entre os instrumentos analisados. São realizados levantamentos e análises bibliográficas e documentais, entrevistas semiestruturadas e questionários. O planejamento regional por bacias hidrográficas apresenta um grande potencial no que concerne aos aspectos da integração dos sistemas naturais e antrópicos, a partir do adequado uso e ocupação do território, tendo em vista as condições socioambientais. O Plano de Bacia Hidrográfica é um instrumento de referência para direcionar os usos da água e os usos do solo na respectiva região, embora ainda apresente lacunas e dificuldades para uma implementação mais efetiva e ampliada. Nos moldes atuais, trata‐se de uma peça excessivamente técnica que vem sendo pouco incorporada no cotidiano das instâncias de gestão. Tem se apresentado mais como um diagnóstico da situação ambiental da Bacia do que um instrumento indutor de políticas de fato. Não reconhece os conflitos de uso da terra e de organização territorial como uma vulnerabilidade que precisa ser enfrentada. O planejamento municipal é o principal agente condutor do uso do solo, sobretudo urbano. Em termos de políticas territoriais, é na escala municipal onde as decisões são tomadas. Os Planos Diretores Municipais têm potencial em nortear políticas públicas que foram construídas a partir das forças sociais, embora ainda concentram‐se na aplicação dos instrumentos voltados ao parcelamento e ao zoneamento urbano. As condições e os aspectos ambientais ainda apresentam‐se como uma temática periférica e pouco articulada com as demais políticas. Do mesmo modo, há uma falta de tratamento de questões de caráter regional nos Planos Diretores, no sentido de compreender que a discussão ambiental tem uma espacialidade que vai além dos limites municipais. Aparecem poucas referências a outras instâncias e instrumentos de planejamento regional, como os Planos e Comitês de Bacias Hidrográficas. Desse modo, as análises que percorreram as reflexões deste trabalho procuraram demonstrar a complexa relação entre as políticas, os processos, os instrumentos e as instâncias de planejamento e gestão municipal e regional, explicitando os obstáculos técnicos, político‐institucionais e legais que dificultam a aplicação do conceito de Gestão Territorial Integrada.

"Prehistoric Town Planning in Crete" was published in 1950 by Richard Hutchinson. He determined there was no evidence of town planning on Minoan Crete except for two instances. Hutchinson's approach compared the layout of the few excavated Minoan towns to other contemporary sites, such as Kahun, Egypt and Harrappa, India. These towns were laid out in grid-like squares, on flat, level ground. Compared to these sites the settlements on Crete appeared as an amalgamation of disorganized, organic growth. More than half a century has elapsed between Hutchinson's article and this study. Within that time many more Minoan sites and towns have been excavated and published. This greater corpus offers an opportunity to examine Minoan town planning with a new eye. This greater number of excavated Minoan towns allows for a study of town planning by comparing Minoan communities to one another. When an investigation is done comparing sites within Crete only, a pattern starts to emerge. To accomplish this analysis nine elements of Minoan town planning are defined, examined at individual sites, and compared among settlements. These nine elements are: 1. A street system adhering to the natural contours of the land 2. Buildings arranged in irregular, attached blocks defined by the street system 3. A large plateia or centrally located community court easily accessible from all parts of the town 4. Other open public spaces throughout the settlement 5. An elite building near the plateia 6. Public buildings in which there is no habitation 7. Semi-public buildings 8. Built fortifications 9. Extramural dependencies, which are structural features or natural areas outside the borders of the town proper but are an integral part of the community This comparison elucidates a very specific and existing type of Minoan town planning. It began at least as early as Early Minoan II and reached its apogee in Late Minoan I. What at first glance looks random, is not. Minoan towns were laid out within the constraints of the local landscape and with the desired aesthetic. The result was a lifestyle in LM I far beyond subsistence living.

A Lei Federal nº 10.257, de 10 de julho de 2001, regulamentou os artigos 182 e 183 da Constituição da República do Brasil e estabeleceu as “diretrizes gerais da política urbana”. Trata-se do Estatuto da Cidade que, em seu artigo 40, afirma: “o plano diretor, aprovado por lei municipal é o instrumento básico da política de expansão e desenvolvimento urbano”. O parágrafo 2º do referido artigo, entretanto, fixa que “o plano diretor deverá englobar o território do município como um todo”. O território da grande maioria dos municípios brasileiros não é exclusivamente urbano. Porções significativas de muitos desses municípios são utilizadas para atividades do setor primário e, em outros casos, compreendem áreas peculiares por suas características naturais (matas, dunas, mangues, mananciais hídricos, etc.). Portanto, o Estatuto da Cidade, pelo menos de maneira indireta, introduz a necessidade da planificação também das áreas rurais e/ou não-urbanas. É uma importante inovação considerando-se que, no Brasil, os planos diretores tradicionalmente limitaram sua abrangência ao perímetro urbano. Resultado de uma Campanha desenvolvida pelo Ministério das Cidades a partir de 2004, desde então um grande número de planos diretores foi produzido no Brasil. O objetivo central da pesquisa é saber como tais planos abordaram áreas municipais rurais, ou não-urbanas e quais relações levaram a distintos graus de aprofundamento da questão. Para tanto, constrói-se um método de análise, cujo objeto é o texto das leis de uma amostra de municípios centrada no estado do Rio Grande do Sul. Através do cruzamento de dados: os buscados nos planos diretores, versus a caracterização dos municípios investigados – construída a partir de indicadores estatísticos – tem-se a leitura dos graus de aprofundamento atingido na questão das áreas rurais, verificados no estudo.
The federal law nº 10.257, 10th of July, 2001, in the articles 182 and 183 of the Brazilian Constitution, regulated and established the "general directives of urban politics". It's the Estatuto da Cidade which explains on its 40th article: "the master plan, approved by municipal law, is the basic tool for the political expansion and development". Nevertheless, according the 2nd paragraph of the referred article, "The range of the planned urban areas shall consider the territory as a whole". The territory of the majority of the Brazilian cities is not necessarily and exclusively urban. A significant portion of their territory is utilized for activities related to primary sector and in some other cases are peculiar areas for its natural resources (dunes, forestland, mangroves, wellheads, etc.). So, the Estatuto da Cidade promulgation, even though not directly, introduces the need of planning also in the rural areas and/or non-urban ones. It's an extremely important innovation, considering that in Brazil, master plans traditionally were limited to the width of urban perimeter. As a consequence of the campaign led by the Ministry of the Cities which has begun in 2004, a great number of urban plans were made in Brazil until nowadays. The main idea of this research is to find out how these master plans ranged the rural municipal areas and non-urban areas and, also, what relations will take them to all these different degrees of deepening. Therefore, a method of analyses was created, which has as object the text of the laws from sample cities, located on the state of Rio Grande do Sul, Brazil. By data cross-checking, searched on the law texts, with the profile built on statistics indicators for the cities researched, this study shows a read-out of the deepening levels that have been reached by the plans on rural areas issues.

Es un gran avance teniendo en cuenta que en Brasil, los planes maestros tradicionalmente han limitado su cobertura al perímetro urbano. Resultado de una campaña desarrollada por el Ministerio de las Ciudades a partir de 2004, desde entonces se ha producido un gran número de planes maestros en Brasil. El objetivo central de la investigación es cómo estos planes se han ocupado de las áreas rurales o no urbanas de los municipios, y cuales relaciones motivaran diferentes grados de profundización de la cuestión. Para eso, se construye un método de análisis, cuyo objeto son los textos de las leyes de una muestra de municipios del estado de Rio Grande do Sul, en Brasil. It is considered that the emergence of the urban village is part of a continuing process of urbanization. However, the urban village is seen as an opportunity rather than an inevitability. 1. 00 Origins of the Urban Village The investigation village seeks to into the origins of recognize the initial the urban process of urbanization. The intent is to recognize the process towards the morphological product. 2.00 Urban Social Organization It is proposed that social organization is the vehicle of the process of urbanization. Therefore, the quality of urban design must be a process based upon its capacity to respond to those issues. 7.00 Case Study: Fortitude Valley A study of Fortitude Valley, Brisbane, is to be the reference for ideas and issues which are discussed on either a theoretical or practical level. Although Fortitude Valley is not an urban village, the potential for nurturance is seen as existing within the following dissertation. All information in this study is confined to the period up to December, 1990.

The book advances a hypothetical reconstruction of the planning and programming of the building site, the executive process, the construction and decoration, and ultimately the deconsecration and abandonment of an ancient Buddhist stupa in Gandhara. The chronological context is the mid-first to the early fourth century CE. The stupa is located near the town of Saidu Sharif in the fertile and rich Swat valley, a northern region of ancient Gandhara (today in Pakistan). The study is based on archaeological excavation data conducted at the site over several seasons. The narrative frieze of the stupa of Saidu Sharif represents one of the highest moments of Gandharan Buddhist art. The frieze is the product of a sculptural school guided with a sure hand by an anonymous Master, to whom the responsibility for the entire project should be attributed – architect, master builder and workshop master all in one.

AbstractIn this chapter, we discuss the application of space syntax in consultancyforurbanplanningdesign and practice. First, we present the scientific challenges to tying general understandings and theoriesto urban planning and design practice. Some elementary principles for communicating results from research and theories to practitioners are demonstrated. We further explain the principles for successful master planning and the principles for designing vital and safe public realms related to the use of space syntax. This is followed by a discussion on how to avoid common errors when planning for vital neighbourhoods and cities. We present examples from practice where space syntax has played a major role. These include regenerating Trafalgar Square in London, evaluating various proposals for a new road link in the Dutch city of Leiden, developing strategies for the whole province of North Holland, and densification strategies in the Norwegian town of Bergen. In the conclusion, we discuss major pitfalls when applying space syntax to urban design and planning projects in practice. Exercises are provided at the end of the chapter.

‘Public memores’ are an imporant aspect in preserving a place’s culture and heritage. Actions of the government and society many times define/redefine identities of places, impacting collective memory of people in perceiving places. Conscious efforts are required to make and keep public memories alive. Insensitive and uninformed Urban Planning can lead to erasing history and heritage not just physically but from public memories as well. This Paper discusses the issues of Fading Urban Memories by taking case studies of two historic towns in the South Indian State of Telangana. Most of the Small & Medium Towns in Telangana, India, developed over the last two centuries from their historic core areas of the Capitals of erstwhile Samsthans/Zamindaris, land revenue admistration units/sub-regional authorities under the British and the Princely States’ Rulesin India till Independence in 1947. These Samsthans/Zamindars/ Jagirdars were ‘Chieftains’ of their own territories and ruled from ‘Palaces’ located in their Capital city/town. The palaces and historic areas of old Samsthan/Zamindari settlements represent local histories whose significance, memory, heritage needs to be preserved for posterity. Gadwa and Wanaparthy were two such towns, which developed mid-17 Century onwards becoming present day Municipalities of different Grades. The Department of Town and Country Planning, Govt. Of Telangana, prepares Master Plans for development of Municipalities. The surviving Fort/Palaces is marked by their present land use in the development plans, unrecognized for thier heritage status, thus posing threat to heritage being erased from collective Urban memory. The case studies presented in this paper are from the ongoing doctoral research work being done by the author at School of Planning and Architecture, Jawaharlal Nehru Architecture and Fine Arts University, Hyderabad, on the topic of ‘Planning for Conservation of Samshtan/Zamindari Palaces of Telangana and Andhra Pradesh’.

As one of the leading factors of China's economic growth, Shanghai has ranked atop of global metropolitan. Recently, Shanghai has just completed the compilation of a new version of Shanghai 2035 Master plan. Under the guidance of ‘outstanding global city’ of Shanghai, one of the most remarkable changes is the redefinition of cities and regions. This master plan introduces a five-level spatial layout structure system of 'Central Activity Zone-Main City Zone-Suburban Town Circle-Near Shanghai Collaborative Zone-Yangtze River Delta Regional Urban Agglomerations'. The Central Activity Zone is the core area of the main city, the Main City Zone is the key upgrading area around the main city, the Suburban Town Circle is the suburban development complex composed of the suburban New city-new town-ordinary town and village. the Near Shanghai Collaborative Zone emphasizes the strategic coordination and interactive promotion between Shanghai and its surrounding areas, and the Yangtze River Delta Regional Urban Agglomerations refers to Shanghai driving more than ten cities in the Yangtze River Delta to form a world-class metropolis area. In different spatial scales, this pattern has given a coordinated and unified spatial planning arrangement for urban and rural areas and different regions, which provides a guideline for the world's megacities' spatial planning. The disadvantage is that the multi-scale spatial governance system matched with the multi-scale spatial layout structure system has not yet matured in Shanghai and its surrounding areas, resulting in difficulties in planning and implementation. Now, China is commencing a large-scale reform of its spatial planning system, which offers a great opportunity for the implementation of new planning concepts.

Abstract:
From 1962 Lancashire, in England, became the focus of a major renewal scheme: the creation of a ‘super-city’ for 500,000 people. The last and largest New Town designated under the 1965 Act, Central Lancashire New Town (CLNT) differed from other New Towns. Although influenced by the ideals and example of Garden City model, its master plan followed new and proposed infrastructure to connect the sub-region’s poly-centricity. By unifying and expanding existing towns and settlements it aimed to generate prosperity on a sub-regional scale using the New Towns Act, rather than creating a single new self-sufficient urban development. CLNT’s scale, poly-centricity and theoretical growth made it unique compared to other new town typologies and, although not realised, its planning can be traced across Lancashire’s urban and rural landscape by communication networks and city-scale public and civic buildings. With reference to diagrams for the British New Towns of Hook, Milton Keynes and Civilia, this paper will contextualize and evaluate CLNT’s theoretical layout and its proposed expansion based on interdependent townships, districts and ‘localities’. The paper will conclude by comparing CLNT’s theoretical diagram with its proposed application and adaptation to the sub-region’s topographical physical setting. Barbara van den Broek (1932-2001) trained as an architect in Auckland, New Zealand before moving to Brisbane with her husband and fellow architect Joop, where they established an architectural practice. van den Broek went on to run an office as a sole practitioner and took on architecture and landscape architecture projects. Over the course of her career she completed post-graduate diplomas in Town and Country Planning, Landscape Architecture and Education, and a Master of Science – Environmental Studies, and collaborated on a number of key projects in Queensland and Papua New Guinea (PNG). Our paper will build an account of her career. In assessing the significance of her contribution to landscape architecture, planning and architecture in Australasia, it will bring a number of other spheres into the frame: conservation and Australia’s environment movement; landscape design and the bush garden; and van den Broek’s personal development that included artistic expression, single parenthood, teaching, and the navigation of male-dominated professional environments to develop a practice that contributed to town planning projects in cities across Australia, and made significant contributions to landscape projects in Queensland and PNG.

Inspired by the influential ‘reflective practitioner’ ideas of Donald Schön (1983), there is an established pedagogical tradition in the University College Cork, Centre for Planning Education & Research, in active learning, and using real projects with real clients as a teaching methodology. In semester two 2019, the first year Masters in Planning students engaged with the Glounthaune community to identify the community’s values and aspirations. Concurrently, the second year students prepared a masterplan for a new town centre, drawing on field work, research and findings from the aforementioned community engagement process. Personal reflection was formally embedded in both processes: students considered their professional and personal skills including working together, dealing with communities; active listening and thinking creatively. These reflections deepened the students’ learning through revisiting the experiences guided by a framework of prompted questions. In her discussion of the challenges in developing excellence in planners, Reeves (2009) insists that ‘Planners need to demonstrate their ability to transform understanding into practical and achievable outcomes… Employers want to see more than credentials; they want to see people demonstrating competence. One’s ability to do a job depends on knowledge, skills and qualities.’ Working on real projects with local communities while using reflection-on-action (Schön, 1983) to revisit the experience further develops their competencies.

Taking advantage of Conzen’s methodology, the building is tightly related with its plot, which means the certain building pattern can be described by examining the generation of the building arrangement within the plot. Simultaneously, the building pattern is highly affected by the plot pattern it is located. In view of these, plot patterns together with land property and site coding could be taken as the clue for understanding both building patterns and urban spatial configuration. 35 commercial blocks in Nanjing downtown areas are chosen as research samples. Firstly, the internal structure of the blocks will be studied by analyzing the patterns, functions and land utilities of its plots. Focusing on the site coding and regulation, the building arrangement could be clarified and mapped. The results will identify the urban spatial patterns in downtown of Nanjing by mapping the characteristics of plot size, shape, properties and boundary lines. Therefore, the method on describing urban spatial configuration in modern cities could be developed. TMG’s Urban Food Futures programme closes its scoping phase with a series of reports summarising the main insights lying the foundation for the next phase of action research. This working paper, written in collaboration with partners African Centre for Cities (ACC), FACT and Muungano AMT, argues that for the progressive realization of the right to food in urban settings, food sensitive planning and urban design must be integrated into urban governance actions. Findings from Ouagadougou, Nairobi, and Cape Town indicate the necessary steps that need to be taken toward more food-sensitive planning: clearly defining the mandate to govern urban food systems by national and local governments; drawing from community knowledge and experience for strategic thinking around food systems, and politicising urban food system issues to create the momentum needed in holding relevant authorities accountable.

The U.S. Army Engineer Research and Development Center, Construction Engineering Research Laboratory (ERDC-CERL) and Fort Leonard Wood, MO, are in the sixth year of efforts to plan and implement a program in support of installation sustainability. As part of this effort, ERDC-CERL personnel supported the Fort Leonard Wood Directorate of Public Works (DPW) by conducting a deconstruction assessment of multiple buildings in the warehouse district. The project delivery team visited Fort Leonard Wood in April 2017 to conduct quantity take-offs of the buildings. An abbreviated interim report that focused exclusively on Bldgs. 2338 and 2339 was provided to the Chief, Master Planning Branch, at that time. These two buildings were representative of the majority of the buildings in the assessment and thus became the model that we describe in detail in the sections below. Differences between the other warehouses and the model are discussed. Several buildings that had configurations different from that of the model were evaluated independently.

Abstract:
The article deals with the problem of introducing cloud calculations into 10th-11th graders’ training to solve optimization problems in the context of the STEM-education concept. After analyzing existing programmes of optional courses on optimization problems, the programme of the optional course Optimization Problems has been developed and substantiated implying solution of problems by the cloud environment CoCalc. It is a routine calculating operation and not a mathematical model that is accentuated in the programme. It allows considering more problems which are close to reality without adapting the material while training 10th-11th graders. Besides, the mathematical apparatus of the course which is partially known to students as the knowledge acquired from such mathematics sections as the theory of probability, mathematical statistics, mathematical analysis and linear algebra is enough to master the suggested course. The developed course deals with a whole class of problems of conventional optimization which vary greatly. They can be associated with designing devices and technological processes, distributing limited resources and planning business functioning as well as with everyday problems of people. Devices, processes and situations to which a model of optimization problem is applied are called optimization problems. Optimization methods enable optimal solutions for mathematical models. The developed course is noted for building mathematical models and defining a method to be applied to finding an efficient solution.
