Abstract:
Public relations educators delivering courses to international students find that each cohort of students interprets and understands public relations theory and its application to practice according to their respective cultures. The premise of this paper is to reflect on some of the interpretations and expectations of public relations students enrolled in postgraduate master classes from 2003 to 2007 in Singapore, Malaysia and Australia, at the University of South Australia. The Australian masters’ classes include cohorts of international students from diverse cultures. This paper suggests that public relations educators need to adapt their style of delivery and methods of assessment to facilitate optimum engagement of diverse groups of students taking account their varied political, religious and social backgrounds that shape their thinking and perception of public relations theory and practice.

Sir Herbert Butterfield, Master of Peterhouse, Cambridge (1955–68), Regius Professor of History (1963–68), and author of The Whig Interpretation of History (1931), was one of the leading historians of the twentieth century. A diplomatic historian and student of modern historiography, Butterfield was deeply concerned too with contemporary international relations, wrote much on the subject and, in 1958, created the ‘British Committee on the Theory of International Politics’. Drawing upon published and unpublished material, this article seeks to sketch an outline of Butterfield's career and thought, to examine his approach to international relations, and to reconsider his reputation in the field.

Abstract:
The article examines the concept of hybrid warfare as a major factor in shaping the system of modern international relations. Traditionally, this process took place in the military sphere: in the past, the most famous systems of international relations were created as a result of large-scale wars. Today, the main tool for achieving supremacy on the world stage are hybrid wars, the main danger of which is the lack of laws, principles and rules for hostilities. Hybrid wars are dangerous both for a particular region (leading to the loss of cultural and civilizational identity) and for the system of international relations in general (serving as a source of global instability and becoming more frequent). Such a war theoretically allows the attackers to maintain the conflict for a long hour: their financial costs and human losses will be incomparably less than in a normal war. The main features, examples and analytical model of hybrid warfare are considered. The difference between the concepts of hybrid warfare and hybrid threats as an element of the aggressor’s preparation for information warfare is considered. In the process of evolution, human society has become increasingly aware of the value, significance and effectiveness of information, not only as a tool for learning about the world and the basis for building communication, but also as an incredibly effective and powerful «weapon» that sometimes surpasses all known weapons. Current trends in global communication show that the flow of information is so diverse and contradictory that information is beginning to be both creative and destructive. Therefore, choosing relevant and important information is an important task for every Ukrainian. It is important to study and master media literacy, i. e., the the ability to find, navigate and critically evaluate information found in digital environments.

Nine years ago, Kenneth Abbott published an article exhorting international lawyers to read and master regime theory, arguing that it had multiple uses for the study of international law. He went as far as to call for a “joint discipline” that would bridge the gap between international relations theory (IR) and international law (IL). Several years later, one of us followed suit with an article mapping the history of the two fields and setting forth an agenda for joint research. Since then, political scientists and international lawyers have been reading and drawing on one another’s work with increasing frequency and for a wide range of purposes. Explicitly interdisciplinary articles have won the Francis Deák Prize, awarded for the best work by a younger scholar in this Journal, for the past two years running; the publication of an interdisciplinary analysis of treaty law in the Harvard International Law Journal prompted a lively exchange on the need to pay attention to legal as well as political details; and the Hague Academy of International Law has scheduled a short course on international law and international relations for its millennial lectures in the year 2000. Further, the American Society of International Law and the Academic Council on the United Nations System sponsor joint summer workshops explicidy designed to bring young IR and IL scholars together to explore the overlap between their disciplines.

Abstract:
The current study deals with the Foreign Language Training for university students seeking the Master Degree in International Relations. The research focuses on the efficient organization of Foreign Language for Specific Purposes (FLSP), including ESP, course regarding the professional competence: meeting specific needs of the program stakeholders, designing it for adult learners of intermediate or advanced levels, etc. The aim of the course participants’ training is to apply a foreign language in professional work situations. The learners are expected to get new knowledge and experience through integrated education that includes more than one subject and tends to be more effective. This article offers the theoretical and practical support for FLSP practitioners researching, designing courses and providing materials for learners of the Master programs in International Relations and related professional areas. The support includes problem-based training to develop students’ professional competence. The training focuses on the insights from designing an FLSP course for such students, the analysis of their future job responsibilities, the stakeholders’ needs, as well as the FLSP literature on integrated education approaches review, the Master study programs and Qualification Requirements.

Abstract:
This thesis explores the bilateral relationship between the European Union (EU) and Japan as interregional partners and as united global actors. The principal aim is to navigate the nature of relations between these two diverse entities asserting that ideology, culture and identity formation contribute significantly to the joint policies undertaken by these two groups. The theoretical assumptions of this thesis are discussed in parallel to observable phenomena relative to the nature of relations between the EU and Japan, 1990-2005. This research analyses EU and Japan interactions from the Joint Declaration 1991 and including the Action Plan 2001 and aims to use the theoretical concepts of Identity. The frameworks of the Four Point Plan and the Analytic Narrative are appropriate to gain insight to the nature of these relations. Both the Four Point Plan and the Analytic Narrative are broad in scope but defined in nature, thus they are most suitable for the purpose of this analysis. This multidisciplinary approach enables the deconstruction of the influence held by 'identity' in domestic and international policy, outlining that policy influences such as preference and 'stories'! affect the relationship between the EU and Japan. This modem research angle serves to emphasise the uniqueness of the EU and Japan as international actors. The United States and rise of China act as intervening variables, and their secondary role highlights the changing global environment over this period.

In recent years, many of South East Asian countries have experienced high levels of economic growth. Coupled with their sheer population, this has led to a huge demand for the improvement of infrastructure. The construction market is growing rapidly in these countries, with governments encouraging multinational companies to set up joint ventures with the local companies to bring in advanced construction technology. International Joint Venture (IJV) as a unique formation of project structure has become one of the most widely used methods for multinational construction companies to enter into the Asian market. Australia is building closer relationships with Asian countries and is playing an active role in the economy development of Asia Pacific region. Australian contractors are also trying to gain a foothold in the international construction market. They have the geographical advantage over their US or European competitors to target the Asian market. Despite all this, the Australian construction industry has been slow in accessing the Asian market, and has experienced many difficulties. As a result of the increasing interest in joint ventures in the business environment and the high failure rate of the IJV, the study of IJV is gaining increasing popularity among researchers. Most of the research has focused on the motivations to joint venture. For example, past studies have investigated joint ventures as means of coping with resource limitations and uncertainty, reduction of risk and/or uncertainty, and expediting entry into a new geographic or technological market. Another focus of joint venture research has been on joint venture performance and control. However, little literature is available on how to manage the IJV between Australia and Asian countries. As more and more Australian companies are forming joint ventures in Asian developing countries, it is important to investigate the performance of these joint ventures. This research project aims at the Australian IJV in Asia. After the analysis of existing joint venture problems, four areas of joint venture management - joint venture formation, joint venture partnership and negotiation, joint venture organisational management and joint venture project management have been identified as the research concentration. Industry interviews and a questionnaire survey has been used to collect data. Research findings are further developed into a theoretical model for Australian IJV management.

Abstract:
The Obama Administration’s Pivot to Asia policy was a grand shift in focus for U.S. foreign policy and sought to lay the foundation of U.S. policy in the region for the future. This paper derives three fundamental assumptions that the Pivot policy was based upon, from the articulations of the main architects of the Pivot Policy: former Secretary of State Hillary Clinton and former National Security Advisor Tom Donilon. These assumptions are as follows, pivoting to the Asia-Pacific will be beneficial to the U.S., engagement with China is central to the Pivot policy and the policy is not an effort to contain China, and finally the draw down in the Middle East will happen and the Pivot policy cannot happen without this draw down. Then, this paper assesses whether they were realistic to presume. It is found that the foundation of the Pivot policy was sound, but certain actions by they Obama Administration undermined these assumptions and overall hurt the effectiveness of the Pivot policy.

Abstract:
Peace has finally come to Aceh. The Indonesian province has suffered for over 30 years through conflict with the Indonesian army. Instrumental in having achieved this peaceful outcome has been the role of the European Union (EU). Its crucial monitoring role and long term commitment had a profound impact on the province, helping to end the hostilities and to rebuild Aceh. The EU-led Aceh Monitoring Mission (AMM) is the central feature of this thesis. Like Aceh, Europe has experienced wars. However, since the beginnings of Western European institution building, peace and cooperation in the region transpired. This phenomenon has spread across the continent. The progressive structure enabled the EU to flourish as a cooperative institution, especially in the aftermath of the Cold War east-west division. This period also gave the EU an opportunity to expand its peaceful legacy by exporting its values abroad. The development of the EU's external capability to deliver such aspirations is a central part of this thesis. The thesis seeks to draw a connection with the EU's quest to bring peace to Aceh with international relations (IR) theory. As such, it assesses the EU's motives and interests in the Aceh peace process to discover what they were based on. After assessing both realist and liberalist IR viewpoints, the thesis’ central findings confirm the liberal motives of the EU. The EU has predominantly acted in the interests of Aceh. It helped bring many liberal based values to the province and experienced constructive relations with Indonesia and other powers in the region. Whilst realist orientated EU power motives are outlined, the EU's liberal agenda based on mediation, peace and security, multilateralism, democracy and human rights - as core liberal elements - are more convincing explanations as this thesis argues.

Abstract:
This thesis examines the ability of the European Union (EU) to impact on the Palestinian people and their institutions. Before using the formal concept of actorness to examine the extent of this impact, it presents a model of actorness that synthesises aspects of Bretherton and Vogler’s and Sjösjedt’s models. It uses the components of this model as a series of lenses through which to focus on and examine various facets of the EU’s influence. The analysis deals with diplomacy, aid, and the effects of the unexpected Hamas victory in the 2006 Palestinian Legislative Council (PLC) elections. The thesis finds that the EU’s early lack of diplomatic direction improved for a period but was limited by its consistent inability to have an effect if it ignored the US. In the field of aid, the EU has been a more successful actor. However, the EU’s best efforts in these spheres have been undone by two EU blunders. First, it classified Hamas as a terrorist organisation and subsequently felt unable to provide aid to a Hamas-run government. Second it joined the Quartet in the hope of increasing its own diplomatic clout, but found that it had given the US the opportunity to erode its ability to act as an independent financial agent.

В качестве авторских разработок можно вынести следующие: оценено современное состояние и динамика развития российско-китайских внешнеторговых отношений; определены резервы и направления развития российско-китайского партнерства во внешней торговле. The master's thesis consists of an introduction, three chapters, a bibliographic list, including 62 titles, 2 appendices. The work includes 31 tables and 9 figures. The total volume of the dissertation is 138 pages. The purpose of the dissertation is to develop the theoretical and methodological foundations of the Russian-Chinese trade in ferrous metals. Scientific novelty of research in a comprehensive study of Russian-Chinese foreign trade cooperation and their perspective further development. As author's developments, the following can be taken out: assessed the current state and dynamics of the development of Russian-Chinese foreign trade relations; reserves and directions of development of the Russian-Chinese partnership in foreign trade. The practical significance of the work is expressed in the possibility of using the main provisions and results in the development of a strategy for the development of foreign economic activity between Russia and China.

Scientific and practical results: assessed the current state and dynamics of the development of Russian-Chinese foreign trade relations; revealed the specific features of foreign trade relations; potential directions of further development of the Russian-Chinese trade in non-ferrous metals have been proposed. The measures proposed in the work to solve the problems existing in the Russian-Chinese trade in non-ferrous metals will make it possible to move to a new stage of development. Further development of bilateral relations between China and Russia has broad prospects for long-term and close mutually beneficial cooperation.

This talk will reflect on the challenges of linking academic programmes and teaching, on the one hand, with the policy-makers and practitioners, on the other, with particular reference to the discipline of international relations (which focuses on relations between states, international organisations and global political and socio-economic dynamics). The talk will draw on experience from University College Cork’s Department of Government and Politics, which has an extensive, market-leading work placement programme, and from UCC’s MSc International Public Policy and Diplomacy, which is a new model of international relations masters seeking to bridge academia and the world of policy. Our experience shows that it is possible to link academia and the world of policy and practitioners, but that it is not easy, even in an apparently very policy-oriented discipline, and that it involves significant challenges. The talk will highlight a number of challenges involved in linking the academic study of international relations with the ‘real world’ of international politics: bridging academia and policy/practitioners is not easy in the disciplines of political science and international relations – the two have different needs and, often, different languages; the development and maintenance of work placements and other elements of engagement with policymakers and practitioners involves very significant workload and needs to be properly supported in terms of staffing and infrastructure; and in politics and international relations, the skill sets which policy-makers and practitioners need often differ from those that universities normally provide. Finding the ‘right’ balance between academic disciplinary requirements/standards and the needs of employers is a difficult task.

Abstract Well-trained personnel is decisive for a successful company. International business relations are increasingly demanding internationally recognised qualification and certification measures. The requirements are stringent particularly in sensitive fields, e.g. aviation and rail vehicles. No matter whether in aircraft engines, power station engineering or the printing and paper industries, numerous requirements on coatings are solved with the aid of thermal spraying. However, in order to be able to master what the language in standards calls a "special process" (i.e. a process whose final result can be checked by means of non-destructive testing to a limited extent only), there is a need for calibrated and monitored installations and parameters as well as for correspondingly experienced, trained and certified personnel. Frequently, ETSSs, ETSs as well as the qualification tests according to ISO 14918 are already integral constituents of contracts relating to thermal spraying (requirement of the German Railways according to DIN 27201-10). The article provides detailed information about training and qualification as well as about the certification of plants and personnel in the field of thermal spraying. Not only the significance of a quality management system but also the particular advantages of the GTS certification are highlighted in this respect.

Abstract Fukushima nuclear accident occurred due to earthquake and beyond-design-basis tsunami, which is beyond design basis accident (BDBA); it is necessary to carry out relevant research on pressurized water reactor (PWR) nuclear power plant (NPP). Starting from the relations between various types of operating and accident conditions, this paper summarizes the BDBAs in the accident control guideline. During simulator training exercises with BDBAs including total loss to the steam generator feedwater and total loss of on-site and off-site electrical power supplies incident conditions, the evolution of nuclear safety-related parameters is studied, and the rules and the reasons of the evaluation are summarized. All this is helpful for the operator to master the principle of the accident.

The previously formulated analytical and experimental protocols for a single temperature conditions in [1] are extended to multi temperatures in order to develop shift factors and master relaxation curves. The system consist of unidirectional tensile creep or relaxation experiments performed on viscoelastic specimen. A combination of a photogrametric device and a tensile testing machine provides stress data in the loaded direction and strains in both longitudinal and transverse directions. The data is integrated through the use of the integral constitutive relations, and produce values for the creep compliance parameters. Subsequently, the viscoelastic Young’s, shear and bulk moduli are determined without the use of viscoelastic Poisson’s ratios (PR). Experimental results indicate strong time, temperature, stress and stress history dependencies of viscoelastic PRs.

We present a developed Web-based product design and manufacturing system that supports collaborative Concurrent Engineering. It models distributed systems and databases using Web technologies, so that these distributed system and databases can be accessed anywhere in the world. In such system, product developers can exchange and share product data, communicate with other team members, modify geometry data on particular aspects of the design and maintain operations consistency in all the distributed cooperative sites on a wide variety of platforms. The new system is a Client/Server architecture. The server manages the sharing of the common model, as well as the coordination among multiple users, in which different users can modify different parts of the shared model. In addition, the server supports many client through the Internet, and it also allows peer to peer negotiation, sharing different databases located in different machines, establishing relations between them at run time. A group of users can work together in a common single write mode, which continuously synchronized with the master copy on the central server. The proposal model is producing a new manner and has many algorithms for viewing, editing, synchronizing, and collaboration coordination. It utilizes Java 3D to view 3D CAD files in interactive manner. It introduces an intelligent user interface for editing and modification. STEP, which is international standard introduced by the International Standards Organization (ISO), is used to exchange engineering information. Java Server Page (JSP) is used for Collaboration coordination and semantic-based coordination.

Students’ well-being and life satisfaction have been the crucial trends in research and practice over the last decades. Often students, who come to study to another country encounter several challenges in the process of integration in the new host country environment. The article deals with the part of the broader research which aimed at fostering international students’ integration in the environment of the host country – Latvia. The aim of this article is to explore international students’ satisfaction as well as the problems they have encountered in Latvian higher education institutions and thus find out the level of their subjective well-being according to Ryff’s (1989) stated indicators: autonomy, environmental mastery, personal growth, positive relations with others, purpose in life, and self-acceptance. The data reveal the average score 5.6 out of highest score 7 and the highest scores are for self-acceptance and positive relations with others. The research also coincided with the beginning of the outbreak of COVID-19 pandemic, thus influencing the number of respondents and representation of the countries in the research sample. The research was conducted in the framework of the project “Multilingual and Multicultural University: Preparation Platform for Prospective International Students” (No. 1.1.1.2/ VIAA/1/16/019) co-funded by ERDF.

This report is made by students at the International Master’s Programme in Ethnic and Migration Studies (EMS), Campus Norrköping, Linköping University (LiU). Every Spring we give the first-year students the task to apply their knowledge in migration and ethnic relations on a chosen topic. The report is produced during few weeks by the students themselves. This is the sixth issue of REMS – Reports from the Master of Arts program in Ethnic and Migration Studies. This year we focus on the ongoing war in Ukraine and specifically its consequences for Ukrainian refugees fleeing the war, as well as on the Swedish and European reception of refugees. We cover far from all, but some important, aspects of the ongoing catastrophe this war entails for everybody involved. Despite a feeling of powerlessness and despair when war takes over and seem to block our capacity to think and act, it is even more important that intellectuals, researchers, and students, stick to the pens and insist on trying to understand, continue to analyse and investigate what is going on.
