Abstract:
Native vegetation remnants represent a significant portion in the urban perimeter of several Brazilian cities. City master plan and zoning are tools that work together to balance the physical, biological, socioeconomic aspects of a city, and among its various attributions, it must also consider the specific laws, which provide vegetation protection. This paper objective is to delimit the remnants of native vegetation within the urban perimeter of Poços de Caldas and compare the results with city master plan 2018 proposal and applicable laws. The Integrated Geographic Information System was used to delimit vegetation, distinguishing the phytophysiognomies found between forest areas and altitude fields. According to the carried out characterization, the urban perimeter has 22.6% of its area composed of remnants of native vegetation, of which 44.2% are forested areas while 55.8% are composed of altitude fields. The Permanent Preservation Zones of city master plan proposal guarantee a fair protection of the forest areas, however most of high altitude fields lack of the same protection. In addition to guaranteeing the requirements required by law, the city can take advantage of various instruments that increase and improve measures to protect vegetation, what would return benefits to the community and environment.

Abstract:
Urban planning is a science that is reflected in the methods of land uses especially housing use, which is one of the most important sector in the city. It is considered the most important human requirement after food and wearer. The master plan is considered as one of the most important urban frame. It contains all the structural plans to control the urban expansion of all service sectors for the land uses in the city. It is planned for present and future status for the cites. The city master plan guarantees the equal distribution of urban land expansion from all sides. It secures the provision and implementation of housing projects to all residents in the city, Because of the economic growth that the city of Sulaimani witnessed after 2003. The city was suffering from a lack of attention to the issue of preparing a master plan. It did not have a master plan except for old studies that were carried out by the federal government. The master plan studies began from 2006 to 2009, then in 2009 it was recognized. Therefore, this subject is very substantial and the problem is that the implementation and site projection of housing was done in unappropriate manner with the stages of the master plan and the absence of evidence to invest in a housing sector. The purpose of this study is to identify a clear vision of housing investment projects, and shed the light on the necessary policies to be considered. Geography information system has been used to indicate the locations of housing projects in the city of Sulaimani. There is conformity with allocated lands for housing in the master plan. Then questions were addressed to specialists and agencies who had worked in housing projects such as the Directorate of Housing, Directorate of Investment, and the municipality. The questionnaire was proven after seeking the assistance of 9 experts to know the extent of the credibility of the questions that were laid down. The research found there are non-planning factors that affect the implementation of housing projects. Absence of laws and administrative errors in the implementation of housing projects playing the main role of having no clear housing implementation vision.

Abstract:
This paper analyzes the impacts of urban sprawl on arable land loss in Bamako district from 1990 to 2018 by using remote sensing and geographic information science capabilities. The analysis was based on satellite images classification of Landsat Thematic Mapper (TM) 1990, 2000, Landsat Enhanced Thematic Mapper Plus (ETM+) 2010, Landsat 8 Operational Land Image and Thermal Infrared Sensor (OLI/TIRS) image for 2018 to show land use and cover changes, in particular arable land loss. The results showed a significant evolution of land use and land cover and important arable land loss. From 1990 to 2018, the construction has increased by 73.06% while arable land decreased by 55.39%. The results also revealed that urban sprawl has exceeded the administrative boundaries of Bamako and is continuing in neighboring municipalities. This article recommends the adoption of legal measures, the development of urban development master plan, and close collaboration with different actors involve in land management for better management of arable land and urban sprawl. Finally, for a global understanding of the phenomenon in the urban area of Bamako, the study suggests a more in-depth study of a global approach to urban sprawl in the Bamako district, taking into account the surrounding rural communes, which affect today greatly the urban sprawl of Bamako.

Abstract:
In Africa, there is growing knowledge regarding the use of data obtained by remote sensing and analysed while using Geographic Information Systems for solving myriad problems. The awareness has largely arisen through the efforts of the Programme on Space Applications (PSA) of the United Nations Office for Outer Space Affairs (UNOOSA), and the subsequent UN resolutions for the establishment of Regional Centres for Space Science and Technology Education, to train scientists and researchers in different thematic areas of space, including Remote Sensing/Geographic Information Systems (RS/GIS). The African Regional Centre for Space Science and Technology Education in English (ARCSSTE-E) is one of these regional centres. The Centre has successfully trained 474 professionals from 18 countries since its inception in 1998; about 14% of these trainees have been female. This paper highlights the training programmes of ARCSSTE-E from its inception, and discusses the potential areas of improvement with a focus on the RS/GIS area. In 2019, a survey was conducted on alumni of the Postgraduate Diploma (PGD) programme of ARCSSTE-E. Based on the analysis of their responses and the progression of the PGD programme to a new Masters programme in RS/GIS at the university, there is clear evidence regarding the impact of the UNOOSA-assisted capacity building programme on the work and career of alumni, which has already produced an appreciable number of trained personnel in developing countries in Africa.

Abstract:
AbstractThere is increasing interest within Higher Education Institutions (HEIs) to examine curricula for legacies of colonialism or empire that might result in a preponderance of references to research from the global north. Prior attempts to study reading lists for author geographies have employed resource-intensive audit and data collection methods based on manual searching and tagging individual reading list items by characteristics such as author country or place of publication. However, these manual methods are impractical for large reading lists with hundreds of citations that change over instances the course is taught. Laborious manual methods may explain why there is a lack of quantitative evidence to inform this debate and the understanding of geographic distribution of curricula. We describe a novel computational method applied to 568 articles, representing 3166 authors from the Imperial College London Masters in Public Health programme over two time periods (2017–18 and 2019–20). Described with summary statistics, we found a marginal shift away from global north-affiliated authors on the reading lists of one Masters course over two time periods and contextualise the role and limitations of the use of quantitative data in the decolonisation discourse. The method provides opportunities for educators to examine the distribution of course readings at pace and over time, serving as a useful point of departure to engage in decolonisation debates.

Abstract:
Background Modern innovations, like machine learning, genomics, and digital health, are being integrated into medical practice at a rapid pace. Physicians in training receive little exposure to the implications, drawbacks, and methodologies of upcoming technologies prior to their deployment. As a result, there is an increasing need for the incorporation of innovation and technology (I&T) training, starting in medical school. Objective We aimed to identify and describe curricular and extracurricular opportunities for innovation in medical technology in US undergraduate medical education to highlight challenges and develop insights for future directions of program development. Methods A review of publicly available I&T program information on the official websites of US allopathic medical schools was conducted in June 2020. Programs were categorized by structure and implementation. The geographic distribution of these categories across US regions was analyzed. A survey was administered to school-affiliated student organizations with a focus on I&T and publicly available contact information. The data collected included the founding year, thematic focus, target audience, activities offered, and participant turnout rate. Results A total of 103 I&T opportunities at 69 distinct Liaison Committee on Medical Education–accredited medical schools were identified and characterized into the following six categories: (1) integrative 4-year curricula, (2) facilitated doctor of medicine/master of science dual degree programs in a related field, (3) interdisciplinary collaborations, (4) areas of concentration, (5) preclinical electives, and (6) student-run clubs. The presence of interdisciplinary collaboration is significantly associated with the presence of student-led initiatives (P=.001). “Starting and running a business in healthcare” and “medical devices” were the most popular thematic focuses of student-led I&T groups, representing 87% (13/15) and 80% (12/15) of respondents, respectively. “Career pathways exploration for students” was the only type of activity that was significantly associated with a high event turnout rate of >26 students per event (P=.03). Conclusions Existing school-led and student-driven opportunities in medical I&T indicate growing national interest and reflect challenges in implementation. The greater visibility of opportunities, collaboration among schools, and development of a centralized network can be considered to better prepare students for the changing landscape of medical practice.

Abstract:
In recent years, earthquakes have frequently occurred all over the world, which caused huge casualties and economic losses. It is very necessary and urgent to obtain the seismic intensity map timely so as to master the distribution of the disaster and provide supports for quick earthquake relief. Compared with traditional methods of drawing seismic intensity map, which require many investigations in the field of earthquake area or are too dependent on the empirical formulas, spatial information technologies such as Remote Sensing (RS) and Geographical Information System (GIS) can provide fast and economical way to automatically recognize the seismic intensity. With the integrated application of RS and GIS, this paper proposes a RS/GIS-based approach for automatic recognition of seismic intensity, in which RS is used to retrieve and extract the information on damages caused by earthquake, and GIS is applied to manage and display the data of seismic intensity. The case study in Wenchuan Ms8.0 earthquake in China shows that the information on seismic intensity can be automatically extracted from remotely sensed images as quickly as possible after earthquake occurrence, and the Digital Intensity Model (DIM) can be used to visually query and display the distribution of seismic intensity.

Abstract:
Objective – As a follow-up to the first 2013 survey, the Visible Minority Librarians of Canada (ViMLoC) network conducted its second comprehensive survey in 2021. The 2021 survey gathered detailed information about the demography, education, and employment of visible minority librarians (VMLs) working in Canadian institutions. Data from the 2021 survey and the analysis presented in this paper help us better understand the current library landscape, presented alongside findings from the 2013 survey. The research results will be helpful for professional associations and library administrators to develop initiatives to support VMLs. Methods – Researchers created online survey questionnaires using Qualtrics XM in English and translated them into French. We distributed the survey invitation through relevant library association electronic mail lists and posted on ViMLoC’s website, social networking platforms, and through their electronic mail list. The survey asked if the participant was a visible minority librarian. If the response was “No,” the survey closed. Respondents indicating "Yes" were asked 36 personal and professional questions of three types: multiple-choice, yes/no, and open-ended questions. Results – One hundred and sixty-two VMLs completed the 2021 survey. Chinese remained the largest ethnic identity, but their proportion in the survey decreased from 36% in 2013 to 24% in 2021. 65% were aged between 26 and 45 years old. More than half received their library degree during the 2010s. 89% completed their library degree in Canada, a 5% increase from 2013. The majority of librarians had graduated from University of Toronto (25%), followed closely by University of British Columbia (23%), and Western University (22%). Only 3% received their library degree from a library school outside North America. 34% of librarians earned a second master’s degree and 5% had a PhD. 60% of librarians had less than 11 years of experience. Nearly half worked in academic libraries. Most were located in Ontario and British Columbia. 69% of librarians were in non-management positions with 5% being senior administrators. 25% reported a salary above $100,000. In terms of job categories, the largest group worked in Reference/Information Services (45%), followed by Instruction Services (32%), and as Liaison Librarians (31%). Those working in Acquisitions/Collection Development saw the biggest jump from 1% in 2013 to 28% in 2021. 58% of librarians sought mentoring support, of whom 54% participated in formal mentorship programs, and 48% had a visible minority mentor. Conclusion – 35% more VMLs responded to the 2021 survey compared to the 2013 survey. Changes occurred in ethnic identity, generation, where VMLs earned a Master of Library and Information Science (MLIS) or equivalent degree, library type, geographic location, and job responsibilities. The 2021 survey also explored other aspects of the VMLs not covered in the 2013 survey, such as librarian experience, salary, management positions, and mentorship experience. The findings suggested that the professional associations and library administrators would need collaborative efforts to support VMLs.

Abstract:
This article aims at analyzing the historic development of infrastructure asset management (IAM) resulting from the increase of challenges over time. Furthermore, it aims at suggesting the corresponding requirements for the enrichment of educational programs to provide the decision makers of tomorrow with the right competences. The evolution of IAM is here described as characterized by three periods introducing an increased complexity of analysis and thereby, a more powerful system for urban water management: (a) Data collection and development of computerized information systems including statistical methods for information management; (b) application of risk analysis including sources of hazards and their consequences; and (c) introduction of a holistic sustainable perspective including governance, social and economic aspects (circular economy), environmental impacts, and the condition of physical assets including digital systems. A variety of competencies are needed to obtain the safe management of urban water systems, in particular for the provision of water services in medium- and large-scale cities. Similar competencies are needed for other infrastructures, like buildings, roads and railroads, and IT systems. The elements of sustainability including risk assessment and digitalization should be incorporated in master programs for civil engineering world-wide. This paper is not designed as a scientific paper, but as inspirational for IAM practitioners and for the development of enriched educational programs of technical universities.

Abstract:
Nigeria faces a myriad of development challenges in her efforts to grow the economy, create jobs and achieve the Sustainable Development Goals by 2030. Since independence, the Government has developed many Plans and Strategies, including the current Economic Recovery and Growth Plan, in an attempt to address these challenges. The ERGP, which is broadly aligned to the SDGs, is aimed at improving macroeconomic stability; fostering economic growth and diversification; improving competitiveness; fostering social inclusion; and enhancing governance and security. Recent information, communication and technological advances have led to data -from both conventional and unconventional sources- to be readily available in high volumes and velocity and in a variety of forms, or simply, to a Data Revolution. This paper examines the role of Big Data and Data Revolution in promoting sustainable development in Nigeria, as well the emerging opportunities for Statisticians in this regard. The paper posits that the attainment of the SDGs will be greatly hampered if Statisticians do not ask the right questions; access relevant data information and, crucially, perform deeper analytics around data and information. Statisticians have an important role to play in promoting Nigeria’s sustainable development agenda, but only if they become more entrepreneurial; and adequately master and apply the requisite technical and non-technical skills.

Abstract:
The image of the Chinese businessman pervades the contemporary Asia-Pacific. Whether seen as the cutting edge of a new Asian capitalism, as the source of unsound practices that precipitated the crash of 1997, or as small-scale opportunists symbiotic to the primal creative force of large transnational corporations, diasporic Chinese businessmen are a fixture in discussions of regional Asia-Pacific economies. Their depiction as small shopkeepers and clannish ethnic minorities is becoming a thing of the past. Now, they are astute, cosmopolitan (although still a bit clannish) businessmen, linked through their cell phones, masters at negotiating the everchanging terrain of global capitalism and flexible accumulation. They are “astronauts” in constant movement around the globe, seeking out property, education, citizenship, and market opportunities in myriad nations, feeling comfortable anywhere as long as it is near an airport. Even Chinese who haven’t advanced to the jetsetting class still carry a certain mystique, an aura of privileged access to shadowy flows of information, interpersonal trust, and rapid deals made on a nod and a promise. Their ephemeral firms, dense networks, rapid adaptability, and geographic dispersion are said to confound familiar methods of measuring economic success and to challenge us with new ways of conceiving and doing business.

Abstract:
Ecosystem services (ES) are a fundamental component of well-being and sustainable urban development with tremendous potential to enhance urban planning. Recently, several studies have evaluated the environmental performance of urban plans using the ES approach. To strengthen this science-policy integration, it is still necessary to perform ES assessments within the urban planning practice as well as to collect empirical evidence on the impacts of envisioned planning measures on the supply of ES in urban environments across the world. In this research, we analyzed the state-of-the-art of China’s new environmental governance, which aims to change China’s land use policy and particularly the role of Green Infrastructure (GI) regarding urban planning and ES. We focused on the Shanghai Baoshan district Master Plan as a case study, and analyzed it under the lenses of the supply of ES using the matrix approach. We ascertained the supply of ES as delineated in the ecological network plan for 2035, and developed an evaluation framework based on CICES v5.1 and two expert workshops. Our approach used an integrated preliminary ES-assessment, and evaluated the consequences for the supply of ES in Baoshan district, which is adaptable to varying urban geographies. The results of our assessment show that, if realized as planned, the district will increase the overall supply of ES, especially regulating and cultural services, that play an important role within GI on the urban level. In general, the land use plans should include fine-grained information within building blocks to allow for even better assessing of the spatial structure of the supply of ES

Abstract:
The concentration of facilities, services and activities in an area leads to massive migration in the territory and neglect of existing capacities and resources in the territory, which is a critical situation in the long run. If the location of the capital is not correct, it will cause problems whether in terms of defense and security or in terms of natural resources and urban infrastructure, not only for the capital but also for the whole country. In this study, we seek to examine the situation of Kabul as a capital city and provide proposed solutions to improve the current situation and the possibility of moving the capital. For this purpose, the required information was collected using a documentary study, available information, and the latest master plan of Kabul city, which was carried out by Russia in 1964. Due to the lack of financial resources and the political situation in Afghanistan, it is suggested to transfer the capital to Parwan by planning new cities with a limited population. The new towns, are designed according to the culture of the citizens of Afghanistan and with the thinking of Talibanism in architecture and urban planning. These new towns are at certain distances from each other, next to the main road and fruitful arteries between Kabul and Parwan city, and finally, the capital will be transferred to Parwan. In that case, we will have the capital with a limited population that will reduce any risk and enable political control.

Abstract:
The earth, a futility in space, is the only home for all humans and, at present, the theatre of the globalization of our society. Humanity has always been wondering about the origin of our blue planet. This is rather irrelevant for everyday life however. What really matters is that all of us can live in harmony and diversity on ‘Mother Earth’ and preserve our environment for future generations. Our planet is inhabited by an amazing variety of living creatures, among which at present are 7 billion humans. This number has risen at an alarming rate for more than a century and will reach the 10 billion mark around the year 2100. But whether the earth resources can cope with the growing demands is most uncertain. What will be our common future? This global issue has been the focus of the Reports of the so-called Club of Rome,1 the Brundtland Report,2 etc, but the responses of society are as yet inadequate. Science and technology can now unravel the many subtle interrelations between geosphere, atmosphere and biosphere and monitor the worldwide growing impact of human activities on the environment.3 Earth observation from aerospace and geo-information systems have opened new vistas in this field. It is evident that there are limits to growth and that the present ‘rape of the earth’ should be stopped and a master plan for global sustainability be made. This plan should not be imposed top-down but be rooted in our free will and thus have a polycentric structure. The political agenda for globalization should not be a flywheel for economic growth but be oriented to the tripartite: sustainability–social balance–economic requirements. Can we make this happen?

Abstract:
The 20th century witnessed the rise of social physics: the application of models and techniques developed for physical processes to social phenomena. Social physics left an enduring legacy in human geography via its stepchildren, spatial analysis and GIS, shifting geography from microgeography (description-seeking) and towards macrogeography (law-seeking). Social physics is back in the 21st century, and its renaissance with a concurrent rise in computational and data-driven approaches to science and policy raises a wide range of concerns, including the claim that this is just macrogeography writ large: a single-minded pursuit of social laws at the cost of treating people as particles and spatial context as abstract and sterile. I argue that this time is different: a more sophisticated social physics, spatial analysis and GIScience are emerging that emphasize heterogeneity and spatial context as key drivers of interesting behavior. I also argue that new social physics suggests another path to geographic knowledge somewhere in the middle: mesogeography – a focus on how processes evolve in spatial context. I discuss GIScience techniques and approaches that can facilitate the quest for mesogeographic knowledge.

Rome, Maxime, and Geo Coppens d’Eeckenbrugge. "Imprecise descriptions of Passiflora riparia Martius ex Masters led to redundant descriptions as P. emiliae Sacco, P. crenata Feuillet & Cremers, P. pergrandis Holm-Nielsen & Lawesson and P. fernandezii Escobar." PhytoKeys 117 (February 4, 2019): 9–35. http://dx.doi.org/10.3897/phytokeys.117.30672.

Full text
Abstract:
Passiflorariparia was incompletely described by Masters, who cited specimens of Martius and Spruce. While Spruce 2191, the unique syntype with an observable corona, exhibits a reduced outermost series of filaments, the accompanying iconography represents two equal outer series. Later descriptions have neither added significant information nor corrected the inconsistency in the corona description, so that four closely related species have been distinguished on the basis of traits not properly documented for P.riparia: P.emiliae (unequal outer series of filaments), P.crenata (bract color), P.pergrandis (flower size and sepal awn length), and P.fernandezii (hypanthium pubescence and shape). The present study compares (i) the descriptions of the above-mentioned taxa and (ii) 43 associated vouchers, as well as live specimens from two associated P.crenata populations. These and other specimens were georeferenced for a comparison of their distribution and habitat. Of the five P.riparia descriptions found in floras, only that of the Flora of Ecuador appears clearly divergent, corresponding in fact to P.tolimana. Those of the four other taxa only differ by unequal corona filaments (except for P.crenata) and the pubescence of floral parts. However, 22 vouchers associated with all these descriptions (including 16 for P.riparia), as well as the live specimens, share both these traits; the other 21 vouchers were uninformative and/or could not be assigned to any of the five species. The wider sample of 62 specimens indicates no significant differences in either geographic or in climatic distribution (lowlands of the Amazon basin), and a marked preference for riparian habitats. Thus, their very close morphology and ecology justify the placement of P.emiliae, P.crenata, P.pergrandis and P.fernandezii as synonyms of P.riparia, designating Spruce 2191 as epitype. The most similar species, P.ambigua (20 specimens mapped), differs in corolla and bract color, as well as a distribution centered along the tropical Andes of South America and in Central America, in more diverse habitats.

Abstract:
At the end of the 15th century, Italian painters explored the new effects made possible by the use of the oil medium. They created a sense of depth and relief by following the Flemish technique of glazes, which allowed the spreading of very thin and translucent layers, rich in medium and with low pigment content. A striking example is given by the realization of the shadows in the paintings of Leonardo da Vinci: the Master used the so-called ‘sfumato’ technique based on the use of glazes to obtain a ‘smoky’ aspect for the creation of flesh tones, with very subtle contours that seem to have no hard edges. Since the 16th century, his technique was famous due to the perfection of the works of art that glazes have allowed artists to reach. Analytical characterizations of painting materials have helped us to improve our knowledge about this technique. X-ray fluorescence measurements were carried out on seven paintings by Leonardo da Vinci preserved in the Louvre museum. This technique is widely used for qualitative determination of the pigments but it is very difficult to interpret the data quantitatively in the case of layered structures such as easel paintings. As well as the characterization of the palette, we obtain in-depth information on how Leonardo modelled his shadows. Comparisons between the different paintings of Leonardo highlight the specific features in the Leonardo technique.

Abstract:
The aim of the study is to determine the current state and trends in the development of models of higher library and information education in Asian countries, establishing opportunities for borrowing their best educational practices in Ukraine. The article identifies Asian countries-leaders in the modernisation of national systems of higher library and information education, including both developed countries (Japan) and rapidly developing countries (China, the Republic of Korea, Singapore, Indonesia, Malaysia, Turkey, and the Philippines). The research methodology is based on the use of heuristic possibilities of socio-cultural and systematic approaches, source studies and comparative methods, and content analysis of bachelor’s and master’s educational programmes in library science. The scientific novelty of the research consists in proving the common and different in the systems of higher library and information education of the leading Asian countries, introducing into scientific circulation the results of the content and structure analysis of library science educational programmes of the best universities in the leading Asian countries. It is noted that these educational institutions have successfully implemented all the basic principles of the Bologna Process into educational practice, thus contributing to the quality improvement of the library specialists’ training and their competitiveness on the global labour market. The author of the article draws conclusions regarding the main principles underlying the modernisation of library science educational programmes and establishes the socio-cultural, economic, geographical, and political factors that led to the diversity of training models for information specialists at different levels. The special features of degree training of bachelors, masters, and doctors of philosophy in the “Library and Information Sciences” specialty in leading Asian universities are determined; the profiles and content of their educational programmes are characterised. The organisational and cognitive features of the library and information personnel training of various educational levels are established; the key competencies acquired by students during their mastering are characterised. Emphasis is placed on promising achievements and innovations of the best training models of library and information specialists in Asian countries, which should be implemented within the framework of a single integrated specialty 029 “Information, Library and Archival Science”.

Abstract:
Background Malnutrition arises from multifaceted causes and requires action from multiple sectors to address. Consequently, oversight and direction are said to be required to ensure that public goods and services needed to reduce malnutrition are delivered by the sectors responsible in a coordinated fashion. To do so, many countries have established cross-sectoral national nutrition coordination agencies. Objective The performance of such agencies established recently in three African countries is evaluated to determine how critical their intersectoral coordination function is to national public efforts to reduce malnutrition. Methods This evaluation uses qualitative information on the national institutional frameworks within which nutrition activities are carried out in Mozambique, Nigeria, and Uganda, countries with such agencies, and in Ghana, which has none. Results None of the agencies has so far effectively carried out the three functions on which they were evaluated: cross-sectoral coordination, advocacy to sustain political commitment to address malnutrition, and resource mobilization. No cross-sectoral national nutrition initiatives are being implemented. Nutrition does not feature strategically in the master development frameworks in any country. No additional government resources have been mobilized, although international resources have been. Conclusions The agencies have proven of limited value to the malnourished in these countries. However, cross-sectoral barriers are not the primary reason for this ineffectiveness. Rather, inability to maintain continued political commitment for efforts to address malnutrition—in short, advocacy—is the principal deficiency in performance. Cross-sectoral coordination only becomes important if malnutrition itself is treated as a politically important problem, thereby stimulating action in various sectors.
