Il volume raccoglie dieci saggi sul tema generale dell’ampliamento del governo pubblico dell’economia durante il corporativismo fascista. Alcuni scritti affrontano il problematico rapporto tra intellettuali (come Luigi Einaudi, Attilio Cabiati, Ugo Spirito, Nino Massimo Fovel) e dittatura mussoliniana. Altri saggi discutono criticamente le scelte di politica fiscale del periodo e i vari aspetti connessi alla riforma della finanza pubblica. Alcuni autori indagano poi sui rapporti tra diritto amministrativo e diritto corporativo, dedicando un commento puntuale alle due leggi del 1939 sulla tutela del paesaggio e dei beni artistici. Occupano un posto a sé all’interno del volume uno scritto sull’interscambio tra pensiero economico italiano e tedesco dal 1918 al 1945, e quello di cui è autore Sabino Cassese, che, partendo dai suoi numerosi studi, riflette sul senso generale della vicenda storica del fascismo.

Giorgio Trentin (1917-2013), primogenito dell’esule antifascista Silvio e fratello del sindacalista Bruno, è stato uno dei massimi conoscitori, appassionati e ‘difensori’ dell’arte incisoria in Italia. Con questo convegno, promosso a pochi mesi dalla sua morte, l’Accademia di Belle Arti di Venezia e il Centro documentazione e ricerca Trentin hanno inteso – incrociando le ricerche di studiosi di diversa estrazione e le testimonianze di chi lo ha conosciuto – restituire unità alle due ‘facce’ della sua figura: da una parte la militanza civile e antifascista, marchio caratteristico e inconfondibile della famiglia, dall’altra l’impegno in campo artistico, che era invece lo spazio individuale di Giorgio o, meglio, la sua personale declinazione di quella militanza comune. Nella tecnica incisoria egli scorgeva, infatti, un paradigma irrinunciabile di rigore morale e di ricerca della verità.

Infra-red observations have been used by teams in California and Germany to measure the mass of the black hole at the centre of the Galaxy at just over 4 million times the mass of our Sun. ‘How do you weigh a black hole?’ shows that similar dynamic techniques can be used to measure the masses of the millions of black holes that pervade our Galaxy as stars and black holes are frequently found as pairs in a binary system. The smallest black hole that we can measure is a few times the mass of our Sun, but the heaviest stellar-mass black holes can exceed a hundred times the mass of our Sun.

È raro incontrare i termini “religiosa”, “sacra” o “devozionale” tra i diversi aggettivi che accompagnano il sostantivo “fotografia”. Si tratta di una tipologia non rilevata, a dispetto di un fenomeno che si presenta fin dalle origini di dimensioni rimarchevoli. Questo volume si prefigge di porre l’accento non tanto sulla fotografia come fonte per la storia religiosa, quanto sul suo utilizzo nei processi di promozione del culto dei santi e nella prassi devozionale: l’introduzione della macchina fotografica nella sfera del sacro e la sua evoluzione in una pratica di “massa” determinano l’inserimento dell’immaginario agiografico nell’universo mediatico in un processo di contaminazione tra sacro e profano. Il volume si caratterizza per un approccio marcatamente interdisciplinare in cui la prospettiva storico-religiosa e agiografica si confronta con la storia della fotografia, l’antropologia, la sociologia, la storia dell’arte.

Expectations are high regarding the potential benefits of public–private partnerships (PPPs) for infrastructure development in poor countries. The development community, led by the G20, the United Nations, and others, expects PPPs to help with “transformational” megaprojects as well as efforts to achieve the Sustainable Development Goals (SDGs). But PPPs have been widely used only since the 1990s. The discussion of PPPs is still dominated by best-practice guidance, academic studies that focus on developed countries, or ideological criticism. Meanwhile, practitioners have quietly accumulated a large body of empirical evidence on PPP performance. The purpose of this book is to summarize and consolidate what this critical mass of evidence-based research says about PPPs in low-income countries (LICs) and thereby develop a more realistic perspective on the practical value of these mechanisms. The focus of the book is on Sub-Saharan Africa (SSA), home to most of the world’s poorest countries, although insights from other regions and more affluent developing countries are also included. Case studies of many of the best-known PPPs in Africa are used to illustrate these findings. This book demonstrates that PPPs have not met expectations in poor countries, and are only sustainable if many of the original defining characteristics of PPPs are changed. PPPs do have a small but meaningful role to play, but only if expectations remain modest and projects are subject to transparent evaluation and competition. Experiments with PPP mechanisms underway in some countries suggest ways in which PPPs may be evolving to better realize benefits in poor countries.

Previously, we saw that variations in the time part of the spacetime metric cause free particles to accelerate, thus unifying gravity and relativity; and that orbits trace those accelerations, which follow the inverse‐square law around spherical source masses. But a metric that empirically models orbits is not enough; we want to understand how any arrangement of mass determines the metric in the surrounding spacetime. This chapter describes thinking tools, especially the frame‐independent idea of spacetime curvature, that helped Einstein develop general relativity. We describe the Einstein equation, which determines the metric given a source or set of sources. Solving that equation for the case of a static spherical mass (such as the Sun) yields the Schwarzschild metric. We compare Schwarzschild and Newtonian predictions for precession, the deflection of light, and time delay of light; and we contrast the effects of variations in the time and space parts of the metric.

Human modification of the landscape can increase the transmission of schistosomiasis, a snail-borne parasitic infection prevalent in Sub-Saharan Africa. The construction of dams and irrigation schemes increases the habitat available for the freshwater snails that serve as the parasite’s intermediate host. Schistosomiasis is considered both a cause and consequence of poverty. The disease is treatable, but its persistence in the environment makes it difficult to prevent reinfection after treatment. Interventions that address the environmental source of infection are a necessary complement to mass treatment campaigns. We present a promising ecological solution for schistosomiasis control that harnesses predator-prey dynamics to suppress snail populations and parasite transmission. We present data on the ecological and epidemiological impacts of restoring Macrobrachium vollenhovenii, a freshwater prawn native to the Senegal River. Harnessing ecology to control disease transmission may be a viable strategy in other geographic regions and other disease systems.

La tematica del consenso dell’avente diritto viene affrontata con particolare riferimento al fondamento, alla collocazione sistematica e ai limiti di efficacia di questo istituto, attraverso un percorso che coinvolge profili di diritto costituzionale, di filosofia morale e di criminologia, oltre, che, naturalmente, più prettamente penalistici. Il riconoscimento di una rilevanza alla volontà della vittima nell’ambito dell’ordinamento penale non è un dato di immediata evidenza, essendo il diritto penale ramo del diritto pubblico caratterizzato da un rapporto di subordinazione del singolo allo Stato; ciononostante il consenso ha sempre avuto un ruolo nella determinazione della responsabilità penale. Negli attuali ordinamenti democratici, soprattutto con l’entrata in vigore delle Costituzioni repubblicane, si riscontra una tendenza ad una sempre maggiore valorizzazione della libertà di autodeterminazione del soggetto in relazione alla gestione dei propri beni e/o diritti. Affrontare la questione del fondamento del consenso dell’avente diritto e della sua efficacia nell’ambito del diritto penale significa interrogarsi sul fondamento e sui limiti del diritto di autodeterminazione, essenza del consenso stesso. Poter individuare un fondamento costituzionale del diritto di autodeterminazione significa, oggi, garantire la massima estensione al consenso dell’avente diritto. È in questa ottica che si snoda il percorso di approfondimento seguito dall’autrice, al fine di ampliare l’alveo dei diritti disponibili, con un rifiuto netto del principio del c.d. paternalismo (forte) quale criterio di legittimazione dell’intervento penale e negazione, dunque, della legittimità di una tutela (penale) dell’individuo "da se stesso". Silvia Tordini Cagli è attualmente ricercatore di Diritto penale presso la Facoltà di Giurisprudenza dell’Università degli Studi di Bologna. È altresì titolare dell’insegnamento di Diritto penale generale e del lavoro nell’ambito del corso di laurea per Consulente del lavoro. Jorge Baños Orellana, Mauro Vallejo y Mariano Ruperthuz Honorato dieron cuenta de parte de su investigación, indicándonos al mismo tiempo, cómo se debe investigar a un buen nivel. ¿Es demasiado temprano para nuestra cultura provinciana tocar, por parte de investigadores reconocidos en su medio –Argentina, Chile– estos temas de cuyo desarrollo nos percatamos con admiración? ¿O es demasiado tarde, puesto que las críticas al psicoanálisis abundan desde diferentes perspectivas y la descalificación de Freud por algún filósofo francés de impacto en los mass media, y antes por un libro que lleva el poco amable título de El libro negro del psicoanálisis? ¿Qué podemos aprender de estos documentados conferencistas y cómo estimularán las investigaciones sobre el psicoanálisis en nuestro medio? Ya se ha visto que la sola presencia de propulsores de una disciplina no basta para que sus semillas caigan en tierras feraces. Hay algo más que esas presencias esporádicas no pueden suplir. En el caso del psicoanálisis es patente y para decirlo con un lugar común, patético.

This chapter introduces the basics of radiative transfer, which is a primary energy-transport mechanism inside stars, and also contributes to keeping stars ‘inflated’ and balanced against gravity. The roles of opacity and cross-sections in scattering photons are described. With the help of some drastic but still insightful approximations, the luminosity of a star can be related to its mass, and its surface temperature to its interior temperature. Not all types of stars are covered with analytical approximations, and only the simplest cases are studied here: the high-mass main sequence stars where radiation-pressure dominates, and the intermediate mass range that includes the Sun, where gas pressure dominates but convection is not yet important.

Having developed a framework for subsuming gravity into relativity, we examine how gravity behaves as a function of the source mass (Earth, Sun, etc.) and distance from that sourcemass.We develop Newton’s inverse‐square law of gravity, and we examine the consequences in terms of acceleration fields, potentials, escape velocities, and surface gravity. Chapter 17 will build on these ideas to show how orbits are used to probe gravity throughout the universe.We also develop a tool for exposing variations in the acceleration field: the tidal acceleration field in any region is defined as the acceleration field in that region minus the average acceleration. This enables us to restate Newton’s lawof gravity as: the acceleration arrows surrounding any point show a net convergence that is proportional to the density of mass at that point. Chapter 18 will use this to develop a frame‐independent law of gravity.

Millions of Southerners left the South in the 20th Century in a mass migration that has had a lasting impact on the U.S. Leaving the South focuses on narratives by and about those who left and how those narratives challenged concepts of Southern nationhood and remade how Southernness is interpreted and represented. Identifying “the South” as an idea, this study works under the assumption that because borders are social constructs, movements of people across borders are controlled not only by physical barriers, but also by the narratives that define that movement. Framed with a look back to the Southern history of border building and a look ahead to the impact of borders in the 21st Century, Leaving the South focuses on 20th century Southern Border Narratives in prose, poetry, visual arts, and music and how they were used to create group affiliation, encourage divisiveness, and formulate and perpetuate new individual and group identities. Taking an expansive approach, this book crosses temporal, textual, gendering, and racial boundaries in order to examine the parallel, intersecting, and divergent narrative paths of various groups of Southerners as they left the South. In a time of calls for building a wall between the United States and Mexico, and growing nationalistic movements and isolationist tendencies around the globe, Leaving the South reflects on that friction between the human capacities to, on the one hand, build walls and, on the other, to break them down.

Primary prevention has enormous potential to reduce the human, social, and economic costs of cancer worldwide. The following sections discuss the development and application of preventive interventions in six broad areas of public health: tobacco control, the prevention of obesity and physical inactivity, prevention of infection-related cancers, protection against excessive exposure to ultraviolet light, preventive drug therapies (chemoprevention), and the regulation of carcinogenic exposures. All of these areas affect multiple types of cancer and massive numbers of people. Different interventions are at varying stages of development. For example, effective, evidence-based approaches have been developed over several decades to reduce tobacco use, prevent chronic infection with hepatitis B virus, protect children from excessive sun exposure, regulate exposures in high-income countries, and reduce breast cancer incidence and recurrence in high-risk women. More recent efforts are seeking to identify upstream measures to prevent excessive weight gain, reduce caloric intake, and increase physical activity.

Eventually this leads to alpha particles, the mass-four nucleus of helium, releasing kinetic energy. Schrodinger’s equation allows particles to penetrate classically forbidden Coulomb barriers with small but important probabilities. The approximation known as Wentzel–Kramers–Brillouin (WKB) is used by Gamow to predict the rate of proton–proton fusion in the Sun, shown to be in agreement with measurements. A simplified formula is given for the power density due to fusion in the plasma constituting the Sun’s core. The properties of atomic nuclei are briefly summarized.

This book examines how those who lived through the Reign of Terror of the French Revolution struggled to come to terms with it. It shows that, contrary to claims that are made often in the literature, there were complicated, painful, and often honest debates about how to deal with the effects of mass violence on self and society after the Terror. Revolutionary leaders, relatives of victims, and ordinary citizens argued about how to hold those responsible for the violence accountable, how to offer some sort of relief to the victims, and how to commemorate this controversial episode in the politically charged climate of post-revolutionary France. Their solutions were not perfect, but their debates were innovative. The dilemmas that they struggled with, dilemmas around retribution, redress, and remembrance, derived from the democratizing impulses of the Revolution. Drawing on the concept of transitional justice and on the literature about the major traumas of the twentieth century, this book argues that the modern question of what to do with difficult pasts was born out of the social and political upheavals of the 18th century’s Age of Revolutions.

The contribution of these sui generis mechanisms towards accountability for heinous crimes is largely unaddressed in academic literature. This chapter intends to fill this gap by exploring their potential contribution towards accountability for heinous crimes, alongside the International Criminal Court (ICC). In short, the chapter explores how community-based judicial mechanisms and the ICC, two types of accountability mechanisms with different methodologies and approaches, can work side by side to eradicate impunity regarding, and also to prevent, mass atrocities on the African continent.

Abstract:
This chapter gives a brief description of Hawking radiation, which involves a combination of general relativity and quantum field theory and leads to a thermodynamical interpretation of the laws governing the evolution of black holes. The study of the Penrose process near a Kerr black hole leads to the conclusion that its irreducible mass can only increase. A similar but more general conclusion was reached by Hawking, who showed that the sum of the areas of the horizons of black holes interacting with matter can only increase, with the condition that the cosmic censorship hypothesis is valid and that the matter obeys the so-called weak energy condition. The chapter concludes with the Israel theorem, which allows one to argue that if gravitation is described by general relativity, then not only do black holes exist, but all black holes are represented by the Kerr–Schwarzschild solution.
