Abstract:
Media have both direct and indirect influences on policy, and can, at various times, serve as a contributor to policy, a conduit of policy information, and a mirror to the policy process. Although the scholarly literature acknowledges media's role in the policy process, particularly their ability to affect policymakers directly, systematically push policy alternatives, or influence public opinion, the literature often omits a critical role for media: reflecting the policy process. Mass media are the public's largest source of information on policy, yet the volume and tone of media reporting on policy over time, not to mention what we can learn about public policy through media data, are often overlooked. This dissertation examines how we can use media as a tool to better understand the complexity of public policy narratives, framing and change. It also suggests an approach to using media data as a tool to examine the relationships between policy actors and domains. Using automated content analysis of over 25-years of comparative media data, this dissertation consists of three articles: each makes a contribution to the policy literature, namely in the areas of pension policy, immigration policy, and the literature on issue ownership. When taken together, these articles make a broader contribution to the field's understanding of how framing, language and narrative impact the public's understanding of many facets of the policy process. Results demonstrate the value of understanding media's role as a mirror. Additionally, the approach used can be considered a contribution to the methodological toolkit available to policy and political communications scholars to assist them in better understanding the complex relationships between policy and media.
Les médias ont des effets directs et indirects sur les politiques. À différents moments, les médias peuvent participer à la création et à la diffusion de politiques, tout comme ils peuvent éclaircir le processus d'élaboration de ces politiques. Le rôle des médias dans ce processus, surtout par rapport à leur capacité d'influer sur les décideurs de façon directe, d'avancer systématiquement des politiques de rechange ou d'influencer l'opinion publique, est reconnu dans la littérature spécialisée. Toutefois, on y aborde rarement un autre rôle fondamental des médias, qui est celui de nous faire comprendre le processus de création de politiques. Pour le public, les médias de masse constituent la principale source d'information sur les politiques, mais le volume et le ton des rapports médiatiques à ce sujet au fil du temps – sans oublier les apprentissages sur les politiques publiques que nous pouvons tirer des données des médias – sont souvent négligés. La présente dissertation traite de l'utilisation des médias comme outils pour approfondir notre compréhension du récit, de la formulation et de la modification des politiques publiques. Elle propose également une approche pour appliquer des données médiatiques à l'examen des rapports entre acteurs politiques et domaines. La présente étude s'appuie sur une analyse de contenu automatisée de données comparatives des médias, couvrant une période de plus de 25 ans. Chacune des trois grandes sections de l'analyse apporte une contribution à la littérature spécialisée, en explorant les politiques en matière de pension et d'immigration, ainsi que la question de l'adhésion aux politiques. Dans son ensemble, l'étude renseigne sur la portée de l'expression, du langage et du récit sur la compréhension populaire des nombreux aspects du processus d'élaboration de politiques. Les résultats de l'analyse soulignent l'importance de comprendre le rôle des médias dans la traduction de ce processus. De plus, les chercheurs qui s'intéressent aux politiques et à la communication politique peuvent utiliser l'approche méthodologique proposée pour étudier les rapports complexes entre les politiques et les médias.

Abstract:
A main purpose of the thesis is to demonstrate and explain to what extend do media influence foreign policy of a state. Foreign policy is always under internal and external influences and media are considered to be one of those external influences that shape it. Agenda setting theory forms the theoretical frame for this thesis because it takes into consideration not just direct media-government relations but the public as well that inside of this relation serves as some sort of mediator. Besides this theory and the CNN effect as its main 'extension' identifiable victim effect and third person effect as important elements in the process of influence will be introduced as well as influence of visualization. When word 'media' is mentioned in this case it implies to television and newspapers' (both printed and online versions) messages and their influences (not just verbal but the visual ones as well). Examples and case studies in this case focus mostly on the US foreign policy due to its influential role, fact that the US is still the country with the most superlatives inside of international arena and the size, influence and role-model identity of its big media companies (for ex. CNN).

Abstract:
This research investigates language use in Linguistic Landscapes (LLs) of an urban center of post-Soviet eastern Ukraine The major focus is on how the signs represent linguistic, social and ideological phenomena in the context of competing local, national, and global language ideologies with Ukrainian, Russian and English in Cyrillic and Roman scripts. More than 100 pictures of public signs were selected and analyzed, from more than one thousand photographs.Detailed analyses of the signs show that the `one state - one language' official language policy is not effective in the predominantly Russian-speaking eastern Ukraine: the signs frequently use Russian, and blend in Ukrainian. There were revealing differences between establishment categories. Bank signs were almost all in Ukrainian, because they are government regulated. In contrast, local clothing store signs used Russian, along with English and European languages to convey `modernity', `prestige' and `high fashion'; other establishment (casinos and electronics stores) mixed Russian and Ukrainian with some English. English and European languages with Roman script were also frequently used to `smooth over' the conflict between Ukrainian and Russian.The genetic closeness of Ukrainian and Russian allows a linguistic phenomenon that reconciles the languages, `bivalency'. Bivalency refers to shared linguistic elements between the languages, allowing the signs to appeal to the local population, while complying with the official Ukrainian language policy. This work analyzes and documents bivalency at phonological, morphological, and lexical levels, introducing a new sensitive tool for quantifying language dominance in signs.The overall conclusion is that signs in the LLs reveal that despite the official language policy, both Ukrainian and Russian appear in signs. In this way, Linguistic Landscapes may predict a future Ukraine in which both Russian and Ukrainian are accepted as official languages.This work contributes several new perspectives to the analyses of LLs. It demonstrates that LLs are multimodal, multilayered and multidimensional to be studied from a multidisciplinary perspective; the methodology integrates Critical Discourse Analysis and grounded theory; LLs are considered as texts analyzed on multiple discourse levels. The work invents and applies continua of bivalency as a multilevel phenomenon. The research focuses on LLs in eastern Ukraine.

Abstract:
A sophisticated and high tech form of state-to-foreign population diplomacy based on the use of the latest communication technologies has developed rapidly in recent years and has acquired an increasingly important position within a significant number of foreign affairs systems. Pioneered by the heavyweights of the international stage, the phenomenon has spread rapidly to secondary powers and is progressively extending itself to varying degrees to all states around the globe. This thesis grapples with the enigma raised by the brisk re-emergence of this foreign policy concentration by attempting to understand the reasons behind both the quantitative increase in public diplomacy activities and the qualitative evolution of these activities in terms of planning, organisation and implementation. The first argument that this thesis broaches is that the sudden growth of public diplomacy is the result of the shift to a new phase of the information revolution (necessary enabling force) which has been amplified by contingent factors: the explosion of global terrorism (accelerator) and the perception of leaders and foreign policy makers of this new environment (prism). The second argument is that, beyond quantitative growth, the new operational context born of the advent of the global information society provoked a qualitative evolution of the public diplomacy inherited from the Cold War towards what is today mass diplomacy. The result is the appearance of a market driven diplomacy employing persuasive techniques borrowed from the world of public relations and marketing. The new diplomacy is an entrepreneurial diplomacy that limits governmental leadership to a necessary minimum and encourages the participation of private and foreign sub-contractors. It is also a cyber-space diplomacy equipped with new diplomatic instruments such as high-resolution satellite imagery, high-speed networks, digital broadcasting and other marvels of the late twentieth cen

Abstract:
The 1996 Port Arthur massacre in Tasmania in which 35 people were shot and killed and several others wounded was an alarming event in Australia's history. The Port Arthur massacre showed Australians that they were not immune from terrible acts of violence. The massacre dominated discussions, conversations and attention in the Australian community and also received international attention. It was an emotional and heart felt incident which caused a nation to pause at the devastation but also question the very fabric of Australian society and personal and public safety and the availability and access to firearms in the community. The media identified the story and reported it substantially. They identified community concerns at the event and the perceived inadequacies of the existing gun laws. The framing of the issue by the media and its ongoing interest and reportage of gun laws was a key factor in the action and policy response by the Government. Being aware of the community concern, Government's responded quickly to the tragedy, announcing an historic agreement among state police Ministers and the Commonwealth Government to introduce National Uniform Gun Laws. The massacre and the gun laws reform was a major issue of reporting by the media. The coverage was extensive and ongoing. While not in a position to enact decisions on policy-making, the media was an active participant in lobbying for reform, keeping the issue alive and pressuring government through its reporting to act decisively towards reform.

My research investigated the extent to which the Nigerian media have alerted the public and key opinion formers to risk-related issues/conflict in Nigeria’s Niger Delta region in order to shape the Nigerian public policy sphere as a response to the reoccurring [1958-2009] conflict between the government, oil host communities and independent multinational oil companies operating in the Nigeria’s Niger Delta region over economic embarrassment due to underdevelopment and environmental degradation. Drawing on the recent academic literature on policy agenda-setting, risk communication and trust communication, my research explored Research Questions on risk communication and risk perception linking policy agenda-setting that would be of great benefit for the Nigerian policy-makers, and indeed oil companies to understand. The researcher addressed these Research Questions through a survey [1,200 questionnaires] of Nigerians and interviews [10] with key people in Nigeria. These Research Questions are very timely and penetrating, in what has been, to date, a very under-researched area – namely, investigating the flows and impacts of trust-risk communication in agenda setting in a less-developed country. The researcher used three states in Nigeria’s Niger Delta region namely, Delta, Bayelsa and Rivers for the purpose of this research because conflict and risk issues is most pronounced in the aforementioned states due to oil exploration/exploitation and underdevelopment. Findings from this research revealed that the Nigerian media-policy-public agendas face specific problems in influencing one another on environmental risk issues and other facet of the conflict in Nigeria’s Niger Delta region. These specific problems which reflect gaps in knowledge in the Niger Delta conflict have now been outlined, so needing further attention and work by stakeholders in the public policy field with regards to the Niger Delta conflict. To this end, areas in need of research focus were outlined and several recommendations were made by the researcher which if adopted by the Nigerian government/policy makers, the media, oil companies and other stakeholders will help douse Nigeria’s Niger Delta conflict.

The evolution of television and broadcasting technology from analogue to digital brings about changes in the global television industry. This technological transition is related to a political push which is highly concerned with national public interest in relation to socio-economic forces. Thailand's TV industry has also adopted and used digital television (DTV) technologies since the late 1990s in its TV production and broadcasting. The Thai government broadcasting regulators are expected to play a key role in launching and issuing national DTV policy. However, they seem to be involved in a conflict of interest which has negatively impacted Thailand's DTV transition. --This study selects Thailand's TV industry as a case study of a developing country in response to global technological transition. The thesis aims to explore major drives influencing Thai broadcasting in the shift from analogue to digital. It provides recommendations vis-à-vis the establishment of national DTV policy, and the current use of DTV technologies by Thai TV stations. The research project was conducted in Bangkok, Thailand, between October 2006 and October 2007, after the September coup in 2006. Two research methodologies employed in the study are (1) in-depth interviews with 26 experts (TV station administrators and mass communication scholars), and (2) observations of the nine TV stations. --Theoretical concepts in globalisation of communication echnologies and communication policy are reviewed. The research reveals two major pushes significantly forcing Thailand's TV industry into a newly administrative sphere. These are: (1) global push, and (2) domestic push; both are extensively addressed in this thesis.

The traditional news media is being reshaped by the phenomenon known as media convergence. This thesis, which is presented as a journalistic, multimedia website (see http://www.artsweb.aut.ac.nz/mediaconvergence), explores media convergence in New Zealand. Its primary objective is to gauge the impact of convergence on the extent to which journalism fulfils its public interest duties. To this end, the defining elements of convergence are examined, along with its driving factors and impact on day-to-day newsroom practices. The research project is based on in-depth interviews with news media experts and practitioners and the results of an industry survey. The research findings indicate that convergence poses significant risks to public interest journalism. At present, however, there is more evidence of benefits than detriments.

Abstract:
Are foreign policy officials responsive to policy preferences of the mass media and the public in making their decisions? That question has dogged scholars for decades but there has been little agreement among them on what is the true nature of mass media- and public opinion-foreign policy link. In terms of mass media impact, there are two media theories which dominate the debate. First, the CNN Effect theory claims that, by their nature, the mass media have the power to compel policy officials to adopt their policy preferences. Second, the Manufacturing Consent theory counters with the claim that foreign policy is too serious a matter for officials to yield to mass media demands. Scholars are similarly divided on the impact of public opinion on foreign policy. Lacking in almost all the known studies is an appreciation that foreign policy emerges out of a process involving policy stages. These policy stages have different characteristics. In addition to the nature of those stages in themselves, relationships between policy actors - including the mass media, the public and officials - are different in those stages. Officials tend to react differently at each stage of policy when pressured by the mass media and public opinion. Therefore, in this study, I propose that we will have a better understanding of mass media and public opinion influence on foreign policy officials if we study official responsiveness or sensitivity at the stages of the foreign policy process - policy initiation, policy implementation and policy review. I further argue that official responsiveness to mass media and public opinion depends largely on the stage of policy. For this research, I carried out a case study of Britain's war with Iraq in 2003 to test my theory. Principally, I tried to answer the question: Does foreign policy officials' responsiveness to mass media and public opinion depend on the stage of policy? I found that official response to the mass media and public opinion was not as precise as suggested by the dominant camps in the debate. More importantly, Official response to mass media and public opinion varied in the stages of policy. Specifically, I found that British officials were most responsive to mass media and public opinion at the policy initiation stage, very unresponsive at the implementation stage and even more unresponsive at the policy review stage. As a result of the variations in official responsiveness at the stages, I argue that there is a need to re-evaluate the way we study mass media- and public opinion-foreign policy link. To better understand the impact of the mass media and public opinion on foreign policy, I conclude that we need to examine how policy actors interact at different stages of the foreign policy process.

It has been established that regardless of the fact that journalism in not a one-gender- profession anymore, news is still defined from a male perspective. A number of studies through the years examined the news content and determined that it continued male.Though news veterans acknowledge significant changes in m coming of women to the newsrooms, those changes sometimes are hard to detect on the personal level. Male and female reporters claim that even though gender can affect their approach to reporting, the final product they produce does not have gender marked on it. The present Q study is examined whether gender has an influence on reporter’s preferences in choosing a topic while covering gender-neutral issues. The participants of the study were 17 employees of the major Ukrainian TV channel "Novy Kanal.” In February of 2003 they were e-mailed 50 story ideas (constructed to include either two of five news values, such as magnitude, conflict, oddity, prominence and impact) and asked them to sort them according to their desire to cover these topics. Fourteen journalists and three editors responded. In May 2003 the sorts were analyzed with the PQMethod program, and three factors emerged representing three groups of people (Maximalists, Conservatives and Commoners) with different attitudes toward gender-neutral issues. The Maximalists, the largest group consisted only of reporters, were a sensation-oriented group of people. Magnitude and conflict were the most important news values for this factor. The Conservatives were characterized by the strong inclination towards official news, where conflict and impact played an important role. The Commoners preferred the human interest stories with oddity and impact.Each group consisted of an even number of men and women, and thus the study failed to support the notion that males and females share different attitudes toward neutral issues. No discrimination was evident toward women stories on the “Navy Kanal” TV channel. Surprisingly, men were more likely than women to choose active participants or acted as newsmakers.The findings suggested that it is women who are creating problems for the feminist movement, not men. Women correspondents at "Novy Kanal" are more immersed in patriarchal values than their male colleagues.

The study concentrates on Africa and argues that development strategies are dependent on a clear understanding of the contexts and constraints of a situation. It is argued that Africa's history and present political and socio-economic situations have contributed to the instability and poverty facing many of its nation states. It is also argued that continued dependency by African nations on richer Western nations is a problem originating from colonial imperialism and the failed dominant paradigm, recently reinvented as globalisation and global economic rationalisation. The work presents a view of communication for development which can only be achieved with an understanding of the relations between media, culture, dependency and the making of meaning.Solutions to Africa's problems may require Africans themselves undertaking development in a concept of their own 'voice' and self-representation. With this view, a model for how journalists, using media, should actively engage in development is suggested. Two case studies are presented : a study of communication dysfunction at Kakuma refugee camp in Kenya and a study of the concept of Edutainment by South Africa's Soul City's organisation. Further, selections of media programs are presented as part of the dissertation's proposed body of work.

Abstract:
Since the early 1990s, regulators in the UK and in many other countries have faced increasing pressure from media industry participants to liberalise media and cross-media ownership restrictions. Many countries, including the UK, have responded to this pressure by amending their domestic legislative frameworks in such ways as to remove at least some restrictions which had previously been established in order to protect pluralism. The main aim for this study has been to assess the 'economic' case in favour of de-regulating media and cross-media ownership in the UK. The principal method of investigation has been to analyse the relationship between, on the one hand, the size and vertical or diagonal structure of a selection of UK media firms and, on the other, their recent economic performance. Findings suggest that, although factors other than size will affect performance, there is generally a strong and positive correlation between the market share and the operating profitability of firms who are involved in either television or radio broadcasting, or national newspaper publishing. This correlation reflects efficiency gains through economies of scale and scope and, also, revenue advantages arising from increased market power. On the other hand, there is little evidence that previous monomedia ownership restrictions represented a threat to the economic viability of the industry or that developments in the late 1990s have introduced significant 'new' gains for enlarged monomedia enterprises. Nor is there evidence that de-regulation of monomedia restrictions would have any positive impact on the exports performance of traditional UK media firms. With regard to diagonal expansion, there is no evidence that cross-ownership between radio and television or between television and national newspapers yields important economic benefits. This thesis would argue that, taken as a whole, the de-regulation of UK media ownership in 1996 has delivered relatively few enhancements to the economic efficiency or prospects of the UK media industry while, at the same time, has engendered a considerable welfare loss through lower safeguards for pluralism. This outcome reflects serious systemic problems at the national UK level in the policymaking mechanism which is supposed to curb the political influence of media owners. This study finds that the scope - via a shift in responsibility for policy-formulation to the transnational European level - for overcoming such problems will be limited, not least because the protection of pluralism remains outside the official competence of the European Commission.

This thesis explores the potential of the theory of legal pluralism. It examines the extent to which such a theory can contribute to an understanding of the regulatory crisis of the nation-state and serve as a point of departure for new regulatory approaches. A historical overview which looks at the disciplinary origins of legal pluralism is followed by an analysis of several legal pluralist concepts. This analysis serves as the basis for an elaboration of the descriptive and normative aspects of legal pluralism. The concept is compared with other social theories which are concerned with similar questions as legal pluralism. To illustrate the legal pluralist approach, same specific examples from the media sector are introduced. The thesis concludes by showing where a legal pluralist analysis might be appropriate and, moreover, how the theory can contribute to regulatory ways alternative to direct state intervention and market conceptions.

Following the 1999 Columbine High School shooting, it was hypothesized that offenders used knowledge gained from news media reports about previous events to plan mass shootings. Although researchers have studied active shooter events, little research has been conducted on the factors that influence an active shooter's decision and ability to carry out such events. The purpose of this study was to evaluate the relationship between the rate of news media reporting about an active shooter event and the casualty rate of the ensuing event in the United States. The bracketed time of this assessment was between April 20, 1999, and June 15, 2016. The age and regional location of the subsequent shooters were examined as moderating variables. Social learning and social cognitive theories constituted the theoretical framework. Data were gathered from existing mass shooting and active shooter studies, Google News, and the ProQuest Central database. A Spearman's correlation analysis revealed no significant relationship between the rate of news media reporting about an active shooter event and the casualty rate of the ensuing event. The age and regional location of subsequent shooters were not moderating variables. However, a Spearman's correlation analyses did reveal a significant relationship between the casualty rate of an active shooter event and the amount of news media coverage the event received prior to the ensuing event. The study finding clarified the need for active shooter reporting guidelines, similar to existing suicide reporting guidelines. The implementation of such guidelines could reduce the regularity and severity of active shooter events, thereby improving public safety in the United States by reducing the regularity and severity of active shooter events.

This study explores the extent to which news media agendas relate to each other in a microblogging environment, how the Obama administration's agenda relates to them in this realm, and how these agendas align with the public's list of top policy issues in the real world. A content analysis of more than 4,600 tweets from six accounts in 2013 were ranked and compared to a list of 20 public policy priorities. Findings support previous research that found a significant relationship among traditional media agendas in print. Measures of association between news media and administration agendas show some consistency and some discrepancy. This study did not find as significant a correlation between news media and administration agendas and the public's list of top priorities. These findings suggest a substantial disconnect in Twitter between news coverage and federal-level political leadership focus in relation to the issues that matter most to citizens of the United States.

This study investigates the impact of the Times of Zambia gender policy on journalistic practices. The policy was formulated to address issues of representation of women both in news coverage and at an institutional level. In spite of the implementation of the editorial gender policy, no change in gendered representation is evident. As a media practitioner and a Zambian woman concerned with social justice, I set out to investigate the impact of this policy on journalistic practices. The study is informed by a Cultural Studies approach to media studies, specifically drawing on the 'circuit of culture' (du Guy et ai, 1997) and focused on two specific 'moments', namely representation and production. Data was collected using two qualitative methods, namely document analysis and semi-structured in-depth interviews. The document analysis established that this policy is informed by a liberal feminist approach to media and identified the weaknesses in its formulation. The subsequent semi-structured in-depth interviews probed the practices and perceptions of male and female journalists and editors in relation to the degree of change in gendered representation in the news. This study finds that the editorial gender policy at the Times of Zambia has not had any significant impact on the journalistic practices and it probed the reason for this lack of effectiveness. It argues that this can be partially attributed to the orientation of the policy within a liberal feminist paradigm which neglects the internal and external factors that influence the representation of women and men in news production. Further, this position ignores the societal structures and power relations which impact, albeit unintentional, on the treatment of news. Inter-organisational factors such as profit maximisation, political interference, the use of news values and news beats are identified as leading to the exclusion of representations of women in hard news. At an intra-organisational level, lack of importance attached to the policy by senior staff and their attitudes to news production in general have meant that the policy was not enacted or ensured in any meaningful way. The study also established that the patriarchal values that characterise Zambian society influence journalists ' and editors' treatment of news, thus making the implementation of the policy ineffective.

This thesis examines the intersection of popular cultural representations of HIV and AIDS and the discourses of public health campaigns. Part Two provides a comprehensive record of all HIV related storylines in Australian television drama from the first AIDS episode of The Flying Doctors in 1986 to the ongoing narrative of Pacific Drive, with its core HIV character, in 1996. Textual representations are examined alongside the agency of "cultural technicians" working within the television industry. The framework for this analysis is established in Part One of the thesis, which examines the discursive contexts for speaking about HIV and AIDS established through national health policy and the regulatory and industry framework for broadcasting in Australia. The thesis examines the dominant liberal democratic framework for representation of HIV I AIDS and adopts a Foucauldian understanding of the processes of governmentality to argue that during the period of the 1980s and 1990s a strand of social democratic discourse combined with practices of self management and the management of the Australian population. The actions of committed agents within both domains of popular culture and health education ensured that more challenging expressions of HIV found their way into public culture.

The purpose of this thesis is to examine British foreign policy-making towards the armed conflict that broke out in former Yugoslavia in June 1991, focusing on the role of the media as a domestic variable in the foreign policy-making process. After the end of the Cold War, British foreign policy-making was faced with a set of changing variables on the international level and attempted to adjust policy to them. This thesis, using the theoretical basis provided by Foreign Policy Analysis on the role of the media - in our case, representative samples of the British press and electronic media - as a domestic input in the foreign policy-making process, examines the various aspects of British policy towards the dissolution of former Yugoslavia as it attempted to reconcile the demands made by the international and domestic environment. Focusing on the issues of recognition of the breakaway republics of Slovenia and Croatia and armed intervention by the international community, which determined to a large extent the policy that would be followed by Britain and the EC/EU in the later stages of the Yugoslav conflict, this thesis argues that the influence of the media was not as great as has been often assumed, especially by policy-makers themselves. Looking at the conditions under which media influence can be maximised, it will be argued that these conditions were not present during the period under examination. Instead, British policy was formulated taking mainly into account stronger domestic and international concerns. However, the main traits that characterise media coverage of the first six months of the conflict, leading to the recognition of Slovenia and Croatia, are important on their own account, as they set the stage for the intensive coverage of the war in Bosnia and Herzegovina, where conditions for media influence were maximised.

Abstract:
This thesis explores the shape, the dynamics, and the main reasons for media capture and collusion in Croatia since the second transition in 2000. Using principal-agent theory to refer to the basic relation-ship between politicians, media and citizens, I intend to explain why politicians make use of particularism - behaviour aiming at the limitation of horizontal accountability - to force the media into cooperation with politicians (media capture) or to engage in an illicit, mutually agreed deal (collusion). Located in the literatures on democratization, party research and media studies, I aim to connect these fields in arguing that intra-party dynamics such as party leaders' rootedness, contestation and the institutionalization of rules play an important role in incentivizing executive politicians to capture or collude with media outlets. The empirical outcome of the study showing drastic failures of horizontal accountability contradicts dominant narratives of Croatia's high level of democratic consolidation between 2000 and 2014 and therefore challenges the suitability of indicators primarily designed to capture the institutionalization of institutions rather than the institutionalization of particularism. Croatia is a particularly appropriate case to study in this context since none of the traditional incentives such as Europeanization, inter-party competition, a strong civil society or economic modernization can fully explain shifts in the way politicians limit or reinforce horizontal accountability of the media. In order to address this puzzle I adopt a two-pronged research strategy based on both qualitative and quantitative elements in order to reliably and validly measure the shape and development of media capture and collusion.
