Abstract:
Rising tuition fees in England have been accompanied by a policy mandate for universities to widen participation by attracting students from socio-economically disadvantaged backgrounds. This article focuses on one such group of high achieving students and their responses to rising tuition fees within the context of their participation in an outreach scheme at a research-intensive university in the UK. Our findings suggest that rather than being deterred from attending university as a result of fee increases, these young people demonstrated a detailed and fairly sophisticated understanding of higher education provision as a stratified and marketised system and justified fees within a discourse of ‘private good.’ Our analysis situates their ‘risk’ responses within the discursive tensions of the fees/widening participation mandate. We suggest that this tension highlights an intensified commodification of the relationship between higher education institutions and potential students from disadvantaged backgrounds in which widening participation agendas have shifted towards recruitment exercises. We argue that an ongoing effect of this shift has resulted in increased instrumentalism and a narrowing of choices for young people faced with the task of seeking out ‘value for money’ in their degrees whilst concurrently engaging in a number of personalised strategies aimed at compensating for social disadvantage in a system beset by structural inequalities.

Abstract:
The aim of this paper is to advance scholarship on the governance of religious difference and its relationship to social reproduction, inclusion and exclusion, with specific reference to parenting, schooling and childhood. Rather ask ‘how does the state and religion govern religious pursuits?’, the focus of this paper is ‘how might parents’ and children's religious expressions be already implicated, or caught up in, the ordering and coordination of complex social systems?’ Drawing on Foucault's concept of governmentality, it analyses how the political rationalities of freedom of choice and diversity are deployed through media discourse. The paper traces an iterative process of producing a symbolically ‘new’ national space, which re-legitimises state (and more ‘discerning’ school patron) power in a marketised, global age. It argues that ‘Irish’ parents are evaluated in this imagined space in terms of their capacity to combine consumption and religious practices responsibly and authentically. In its implicit citation and elision of generational, classed and racialised hierarchies, the mediated, moral governance of responsible religious and ethical subjects, expressions and practices becomes clear. The paper concludes by noting the potential contribution of governmentality thinking to contemporary debates on religious and secular governance.

Abstract The debate on the marketization of discourse in higher education has sparked and sustained interest among researchers in discourse and education studies across a diversity of contexts. While most research in this line has focused on marketized discourses such as advertisements, little attention has been paid to promotional discourse in public institutions such as the About us texts on Chinese university websites. The goal of the present study is twofold: first, to describe the generic features of the university About us texts in China; and second, to analyze how promotional discourse is interdiscursively incorporated in the discourse by referring to the broader socio-political context. Findings have indicated five main moves: giving an overview, stressing historical status, displaying strengths, pledging political and ideological allegiance, and communicating goals and visions. Move 3, displaying strengths, has the greatest amount of information and can be further divided into six sub-moves which presents information on campus facilities, faculty team, talent cultivation, disciplinary fields construction, academic research, and international exchange. The main linguistic and rhetorical strategies used in these moves are analyzed and discussed.

AbstractThis article assesses the implications of the shifting market-state relationship for feminism in the neoliberal era. In a case study of the private military and security industry as an actor that is uniquely positioned at the intersections of security governance and global markets, the analysis combines feminist security studies’ critique of securitized gender discourses and feminist global political economy scholarship on corporate-led equality initiatives. Based on a critical discourse analysis of documents from industry and nongovernmental organizations, such as codes of conduct and policy recommendations, I argue that the discourses on gender put forward in the context of security privatization merge securitized and marketized discourses to the effect that the emancipatory potential of “gender” is further curtailed, raising new challenges for feminist knowledge in powerful organizations. The article thus contributes to the critical gender research on private security, debates on the neoliberalization and securitization of feminism, and the integration of feminist security studies and feminist global political economy.

Studies in CDA have revealed the nature of the marketized language that now infuses universities and other public institutions, but there is no comprehensive study as to how this language enters the everyday practices of the university through different levels of steering documents and meetings. In this paper, taking one example from a corpus of data from a larger project on New Public Management in Sweden, we show how successively more detailed documents are created by professional administrators in order to present vision statements, that are first operationalized into strategies and then into more concrete ‘activities’ for the subject level that are related to bundles of performance indicators. These documents re-contextualize practices of teaching and research in line with marketized goals, yet do so through consistent lack of clear agency, causality and process. A number of linguistic and multimodal resources are deployed in a chain of interrelated documents legitimizing this process as one made by careful, technical, management expertise, although the result is a fragmentation of the actual interconnected processes that comprise university work.

Confucius Institutes (kongzi xueyuan) are prescribed by Confucius Headquarters in Beijing a cultural educational identity and the prescription implies that the identity construction may resort mainly to the culture- and education-related discourse, avoiding any use of the economy-relevant discourse. This paper uses Fairclough’s interactive perspective toward the relationship between discourse and society, his three-dimensional conception of discourse and the correspondent three-dimensional method of discourse analysis to carry out a detailed analysis of the discourse relevant to Confucius Institutes. The results show that the discourse is overloaded with the marketized languages; it is the final product of the struggle between Confucius Headquarters’ initial drive to build up a cultural educational identity for the new institutes and the prevalent marketization trend in the global context. Further discussion reveals that the discourse seduces people to discuss the organization not from the perspective of cultural exchange or educational cooperation but from the perspective of commodification and, more seriously, ruins the initial drive of the Headquarters to construct it a cultural educational identity and betrays the underlying political motive of the construction; the research instantiates again Fairclough’s observation that any discourse (practice) in the educational field nowadays can not be fully immune from the invasion of the marketized discourse; it also proves that Fairclough’s three-dimensional model of discourse analysis is effective in uncovering the commodified languages embedded in the discourse of various kinds.

The commercial bail bond industry is one of the most profitable as-pects of America’s highly marketized criminal justice system that is increasinglyshaped by neoliberal structures and ideologies. Drawing on a specialised corpusof “Home” and “About Us” pages from bail bond websites, this paper is the firstempirical linguistic examination of commercial bail bonds discourse grounded inits legal context. Using corpus-assisted critical discourse analysis, we examinehow bail bond companies 1) discursively present and promote their services, 2)represent the legal system and its processes, and 3) construe arrest and detentionto prospective service users. The findings show that bail bond companies positiontheir services as an unobjectionably common (Brookes and Harvey 2017a) partof legal and financial self-management by normalising, legitimising, and idealis-ing their use whilst seeking to minimise the power-imbalance between themselvesand their often financially and socially disempowered ‘clients’. By grounding ourlinguistic analysis in a legal context, we demonstrate that these discourses simul-taneously serve whilst oppress those they purport to help, offering an example ofa local form of structural violence that subtly perpetuates neoliberal agendas anda two-tier justice system.

Neoliberal marketisation is altering the nature of non-profit work, leaving workers to navigate a ‘double bind’ of mission- and market-based values. Some feminist scholars suggest these dynamics are particularly challenging for female workers. Drawing on a larger study of meaningful non-profit work and neoliberal marketisation as well as on contemporary critical and feminist scholarship, this exploratory study examines how neoliberalism’s entrepreneurial subject manifests along gender lines among non-profit managers. Data from interviews with 28 non-profit managers demonstrate that while both men and women evoke elements of neoliberalism’s entrepreneurial subject, female managers wrestle more with conflicting discourses of market and mission values and rhetoric as well as sociocultural expectations around gender, resulting in a ‘triple bind’. This article suggests that neoliberal market discourses are impactful in the manner suggested by feminist scholarship but not necessarily totalising nor deterministic.

Neoliberal rationalities predicated on consumer choice and market forces have increasingly positioned parents as consumers in early childhood and care markets. In this context, providers jostle to attract clientele by providing pathways through and around a milieu of parental anxieties and ambitions for their children. This article examines a chief marketing document – the early childhood education and care provider’s website – and reflects on the ways providers address parental ‘play anxiety’ in marketised times. It finds that differing and even contradictory discursive ideals about children’s risky, risk averse and guided play move in and out of the texts in ways that work to appeal to parents’ anxieties and desires. The emergence of a mosaic of differing discourses of play in marking texts highlights the complexities and contradictions that come with early childhood education and care provision, parenting and growing up in marketised neoliberal times.

In the period that has become known as late capitalism, processes of commercialization are continuously taking on new forms. These tendencies enact an influence on how people understand themselves, the social relations they engage in, and the world around them. Geographical knowledge is no exception and has become increasingly shrouded in the language, symbolism, and tropes of marketing. Following the work of Judith Butler, we explore how these tendencies have profound implications on our self-construal, making discursive “implacement” an expedient factor in the marketization of identity. Further, we examine how two interrelated marketing discourses deal with places as commercial entities: the country-of-origin effect and place branding. In their commercial vernacular, they provide salient examples of subtle yet inescapable effects on the understanding of self-construal. In presenting this sensitizing diagnostic, we hope to further advance issues of stakeholdership as it pertains to the place-world and to offer new trajectories of critical inquiry into the commercial relevance of place.

Reformers today maintain the use of civil rights rhetoric when advocating for policies that address educational inequity. While continuing the legacy of earlier civil rights activists, the leaders invoking this rhetoric and the educational platforms they promote differ greatly from previous decades. Not only does this new crop of reformers differ demographically, they also tend to promote market-oriented initiatives like the expansion of charter schools and other school choice initiatives, which embody market logics alongside a sharp retrenchment from the public sphere. While scholars have revealed how these policies generate questionable outcomes for students and communities of color, few have considered the manner in which marginalized racial groups are characterized and framed amidst these reforms and cries for civil rights. In this empirical paper, I use Critical Discourse Analysis (CDA) to analyze how race-based constructions complicate the use of civil rights rhetoric in today’s increasingly marketized educational context. Specifically, I investigate how two educational leaders discuss race within comments about education and its connection to civil rights. The findings suggest that the leaders allude to race without explicitly naming it in the context of civil rights discourse. In addition, their civil rights invocations exist alongside subtly constructed, negative racial narratives that they articulate in the context of their statements. Given these findings, this paper ends with a discussion of these seemingly incompatible discourses. In particular, I interrogate how these racial constructions reflect the characteristics of colorblindness and how this, in turn, may undermine policies the aim to address racial inequity.

After the democratisation of South Korea in 1987, political discourse on ‘big government’ nearly disappeared, largely because it recalled past authoritarianism. Authoritarian states are highly likely to employ ‘big government’ – exerting policy influence over the distribution of private resources – to sustain their political power, and Korea’s authoritarian state was no exception. Thus, newly inaugurated President Moon Jae-in’s official implication that he would pursue big government is notable, because he claimed to represent pro-democracy groups that opposed both historical authoritarianism and the former president’s undemocratic governance. In this context, this study examines external and internal political-economic factors behind the revival of big government discourse in Korea. Results show that critical factors included the lack of pressure in the global capitalist market and the dominance of governmentalists over marketists in the political-economic discourse influencing the administration’s maintenance and expansion of its political foundation.

The development of corporate communication in recent years has brought about a fading of the division of labor between commercial and non-commercial organizations. While the practices of commercial organizations are becoming increasingly ethicalized, so the practices of non-profit organizations are becoming increasingly commercialized. This paper explores the use of media discourse for the communication of ethical messages by humanitarian organizations, caught, as they are, in a tension between, on the one hand, the commercial strategies of visibility and still greater dependence on the media, and, on the other hand, the public’s skepticism toward mediated morality and what is commonly referred to as compassion fatigue. The issue is investigated through an analysis of a TV spot produced by the Danish section of Amnesty International in 2004. This spot is taken as an example of how the organization’s branding strategies testify to a high degree of reflexivity about the conditions of what Luc Boltanski calls a Crisis of Pity. The analysis illustrates how, in the face of compassion fatigue, the organization manages to carve out a new space for itself in the marketized ethical discourse, and leads to a discussion of the consequences of such rebranding for the construction of morality by the organization.

The last decade, Nordic families have started to employ nannies and au pairs to an extent previously never experienced. Political initiatives such as tax deductions for household services, together with global trends of ‘care chains’, have created a private market for care services, which have made it possible for families to hire cheap female, and often migrant, care labour. In the case of Sweden, this is an indication of a re-familializing trend in politics of care and family; a move away from a social democratic welfare regime, towards the privatized and marketized care/family solutions of other Western countries. This qualitative study of Swedish families who hire nannies/au pairs shows how the dual earner/dual carer ideal is being replaced by a dual earner/privately outsourced care ideal, a shift that requires particular forms of accounting for their practices on the part of the parents, related to the discourse of gender equality as well as narratives of what is ‘best for children’. This, we argue, indicates that gender equality and ‘good care’ for children is increasingly becoming a class privilege.

Evaluation of widening participation (WP) activity is becoming a core expectation within higher education. It now forms a central focus to access and participation plans: a key document to qualify as a higher education provider within England. The new regulator for English higher education providers, the Office for Students (OfS), has placed their evaluation strategy within discourses of value for money, risk and accountability, reflecting the marketised higher education system (OfS, 2018).<br/> This innovative practice article extends a concept presented at the Open University's Access, Participation and Success event 'Evaluating WP initiatives: Overcoming the Challenges' in February 2019. In this article we provide an example of how the Southern Universities Network (SUN) is developing the concept of the rhizome into evaluative practice that challenges established evaluation methods currently celebrated by the regulator. As part of the strategically funded Uni Connect programme (OfS, 2020), our evaluation practice is expected to provide evidence of 'what works' in wid ening participation activity. As evaluators, our practice should ensure our activities are fit for purpose and provide positive outcomes for our participants. Within this article we outline why our current evaluative practice does not allow for transformative widening participation (Jones and Thomas, 2005) and why we must think wider than linear timelines and fixed measurements to truly understand what works.

This paper analyzes how conflicting understandings of housing – housing as a commodity, a financial asset, a human right, and/or a form of service provision – coalesce in and are negotiated by nonprofit organizations that oversee low-income housing in Buffalo, New York. Critically analyzing nonprofit organizations as sites where discourses about housing come into conflict, I argue that the work of nonprofit staff materializes into the conditions of the contemporary system of housing provision and these organizations are important sites of everyday resistance to the marketization of low-income housing in the US. Through an institutional ethnography, I track how nonprofit workers fill the gaps in the private housing market in meeting the housing needs of low-income households. I also show how the marketization of low-income housing constrains nonprofit workers’ ability to enact a politics of housing as a right or a form of care. I look to the literature of feminist care ethics to argue that a broader, communal, and embodied understanding of housing provision could provide an alternative, non-marketized basis for a more just housing system – but one that must necessarily exceed the contemporary housing system.

Biodiversity offsets are part of a new suite of biodiversity conservation instruments designed to mitigate the impacts of economic developments on species, habitats and ecosystems. Led by an international collaboration of representatives from companies, financial institutions, governments and non-governmental organizations (NGOs), the Business and Biodiversity Offsets Programme (BBOP) of the market-oriented Forest Trends group, has created a global framework through which principles and standards for biodiversity offsets are being established. These enable the apparently unavoidable harm caused by development to be exchanged for investment in conservation activities both at different geographical locations and in the future. Offsets can also be traded via bespoke markets for environmental conservation indicators. Given a globalizing ‘green economy’ discourse that conservation can be a profitable enterprise if guided by market-based mechanisms and the entwining of ecological with economic spheres, biodiversity offsets are becoming key to current entrepreneurial interest in biodiversity conservation. The ‘green rush’ of my title refers to both this interest in conservation activities that can be marketized, and to an associated appetite in business and financial sectors for incorporating biodiversity offsets as part of a strategy for ‘greening’ the environmental harm caused by developments. I illustrate the uses to which biodiversity offsets are being put, through a case study connecting the extraction of uranium in Namibia for the generation of nuclear power in the UK. Biodiversity offsets are invoked to satisfy requirements for off-site mitigation of environmental harm at points of both extraction and ‘consumption’ of uranium in this case. I highlight some of the (anti-)ecological assumptions guiding calculations of complex ecological assemblages so that they can become biodiversity offsets, and draw attention to the intensified distributions of new environmental values with which biodiversity offsets may be associated.

This article is an empirical investigation into the visual mobilization strategies by far-right political parties for election campaigns constructing Muslim immigrants as a “threat” to the nation. Drawing on an interdisciplinary theoretical approach of social movement studies and research on media and communication, I focus on the far-right political party Alternative for Germany (AfD), which has produced several widespread inflammatory series of visual election posters featuring anti-Islam rhetoric, combined with provocative images of gender and sexuality. By approaching visual politics through a perspective on actors constructing visual forms of political mobilization, I show how far-right populist “movement parties” are supported by professional graphic designers commercializing extremist ideologies by creating ambivalent images and text messages. My findings on the AfD’s visual campaign politics document the instrumentalization and appropriation of the rhetoric of women’s empowerment and LGBT rights discourse, helping the AfD to rebrand its image as a liberal democratic opposition party, while at the same time, maintaining its illiberal political agenda on gender and sexuality. Visual representations of gender and sexuality in professionally created election posters served to ridicule and shame Muslim minorities and denounce their “Otherness”—while also promoting a heroic self-image of the party as a savior of white women and Western civilization from the threat of male Muslim migrants. By documenting the visual politics of the AfD, as embedded in transnational cooperation between different actors, including visual professional graphic designers and far-right party activists, my multimodal analysis shows how far-right movement parties marketize and commercialize their image as “progressive” in order to reach out to new voters.

Исследование направлено на установление причин и способов заботы женщин о здоровье и красоте для увеличения своего человеческого капитала в условиях, когда государство рассматривает здоровую женщину и как рабочую силу, и как производителя будущей рабочей силы и русской нации. Изучается, как контроль вопросов питания и ухода за телом российских женщин может выступать весомым фактором биополитических методов.Исследование основано на концепции государственного управления Фуко, которая требует двух взаимодополняющих измерений – биополитики и неолиберальной рациональности. Мы исследуем треугольник: неолиберальный рынок – биополитическая рациональность – женщины как активные агенты.Рассматривается, как неолиберальный рынок через рекламный дискурс об идеальной женщине демонстрирует преимущества здоровья и красоты и продвигает соответствующие продукты, ведя женщин по пути, в котором заинтересовано государство. Женщины-предприниматели вкладывают время и деньги в свой человеческий капитал, чтобы быть заметными в обществе и достигать успехов в деятельности. Это не объективация тел, а, скорее, новая форма субъективации. С одной стороны, пропагандируя здоровое питание и умеренное употребление алкоголя, государство получает здоровую рабочую силу. С другой стороны, натурализация половых различий путем акцентирования внимания на привлекательном женском теле материализует женское тело, обещающее гетеросексуальность и продолжение рода. Более того, привлечение женщин к заботе о своей внешности обеспечивает поддержание мифа о потрясающей красоте русских женщин, «усовершенствованное» тело которых может отражать и расовое превосходство. Делается вывод, что присутствие гетеронормативности во всех трех сторонах упомянутого треугольника свидетельствует о том, что Россия обращается к традиционной гетеронормативности как к способу управления критической демографической ситуацией.Феминистский взгляд на российскую биополитику определяет способ регулирования женского тела, противопоставляющий жизнеспособных субъектов, обладающих здоровым, стройным, подтянутым и привлекательным телом, и обладателей «жалких» тел, угрожающих российской демографии и нации. Доказано, что самоконтроль женщин с целью обретения одобренной государством субъектности способствует формированию здоровой женщины как человеческого капитала. Кроме того, ассоциация специфических черт с женским телом конструирует представления о нормальном женском теле, побуждая женщин добиваться некоторого идеала, натурализованного как существенная черта. Приписывание определенных свойств женскому телу и идеализация его особенностей, привлекательных для мужчин, подчеркивает половые различия и способствует распространению гетеросексуальности, что является способом решения демографических проблем. Here, we explore how biopolitical techniques regulating women’s bodies address the health, longevity and propagation problems to approach the demographic crisis that Russia is facing. The research is the establishment of how and why women willingly care about their health and beauty, so that the state will enjoy healthy women as human capital, the labor force and the producer of the future labor force and Russian race. We study how the control of issues of Russian women’s diet, drinking, and beauty care can be influential factors as biopolitical techniques. The survey is based on the Foucauldian concept of governmentality that demands two complementary dimensions of biopolitics and neoliberal rationality. We investigate a triangle of neoliberal market, biopolitical rationality and women as active agents. We examine how neoliberal market produces knowledge via advertisement discourse about the ideal female subject; we demonstrate that neoliberal market marketizes health and beauty, leading women towards the state-desired way. Women as entrepreneurs invest their time and money in their human capital to enjoy social visibility and promotion. This is not objectification of bodies, rather a new form of subjectification. Habituating women toward healthy diet and moderate drinking, the state enjoys a healthy labor force. On the other hand, naturalization of sex difference by highlighting the essentially fit and attractive female body materializes the female body promising heterosexuality and obviously propagation. Moreover, conducting women to care about the beauty assures the maintenance of the myth of Russian woman’s stunning beauty. Beautified improved Russian woman’s body can mirror the superiority of race. We conclude that the reiteration of heteronormativity in all three sides of the mentioned triangle manifests that Russia uses traditional heteronormativity as a technique for managing the critical demographic situation. A feminist perspective on Russian biopolitics establishes the way the female body is regulated to divide the border between the viable subjects, the healthy, thin, fit and attractive female body and the opposing abject bodies threatening Russian demography and race. The analysis confirms that the conduct of women toward self-monitoring to gain the approved subjectivity promises healthy women as human capital. Besides, association of peculiar features to the female body constructs a truth about the normal female body, driving women to quest the constructed truth, which is naturalized as an essential feature. Attribution of properties to the female body and idealization of its man-pleasing peculiarities highlight the sex difference and contribute to the circulation of heterosexuality, which is a way to manage demographic problems.

We present data from an exploratory qualitative interview-based pedagogical research project on the development of student agency in higher education. Our aim was to respond to Nick Zepke’s claim that what is often missing from the current neoliberal discourse of higher education ‘is students having a voice in what and how they learn and how they can action their voice in the wider community as agentic citizens.’ Informed by Lacanian discourse analysis, our project investigated the opportunities and threats facing some of our undergraduate students as they struggled to exercise agency and develop autonomy in the marketised university. Repeat interviews (n = 15) with final year students focussed on the psychosocial categories of power, affect, intersubjectivity and desire. The analysis was guided by Lacan’s theory of the four discourses, an account of the vicissitudes of agency. We found that students can move between discourses depending on the extent to which their agency (operationalised here as Lacan’s ‘object cause of desire,’ the objet petit a) was enabled or thwarted. Our critique of the metaphor of the ‘student journey’ addresses the implications for learning and teaching and the university’s mission to develop its students in light of perceived commercial pressures.

Previous research on the corporate culture construction in China primarily highlights how Chinese firms draw on its traditional culture and socialist heritages as two crucial intellectual resources. The highly marketised high-tech sector with declining employment security and changing political environment renders a new context and dual process for the ‘engineering’ of corporate culture in China’s platform economy. An ethnographic study of Alibaba unveils the resources the management draws on to construct its culture, including not only the founder’s entrepreneurial stories but also the economic and social changes allegedly brought by Alibaba’s platforms and technologies. This article theorises a new tripartite state–employer–employee relationship manifested through corporate culture by showcasing how the discourses of market meritocracy in China’s reform era and national renaissance based on technological progressivism have both fuelled the corporate culture construction, delineating its simultaneous yet paradoxical decoupling from and recoupling with the national political discourse in China’s high-tech industries.

Abstract In recent years, social and political commentators have criticised the ongoing marketisation of the UK’s state-based healthcare system, the National Health Service (NHS). This paper examines the websites of 187 NHS’s Clinical Commissioning Groups (CCGs), exploring how the CCGs represent themselves and their actions, and considering the extent to which these reflect and indeed enact this process of marketisation. Taking a corpus-based approach to Critical Discourse Studies, the analysis shows how the CCGs represent themselves as accountable, collaborative, patient-centred, responsive and self-determining organisations. It is thus argued that these websites function as forms of ‘prestige advertising’, reflecting the increasingly marketised nature of contemporary UK healthcare. Following the analysis, the potential motivations for these representations are considered, as are their possible implications for website users and the broader UK healthcare landscape.

We investigate how competing forces interdiscursively manifest in Japan-based higher education through a critical discourse analysis (Fairclough, 1993, 1995). Higher education job advertisements are constitutive of institutions’ public images that are targeted toward academics in specific fields. They are discursive spaces where marketized discourse has colonized previously dominant discourses of universities as independent authorities (Fairclough, 1993, 1995). Such marketized discourses within higher education express neoliberal ideologies and free-market conventions (Ball, 1998; Pack, 2018). However, the international extent of university discourse marketization is largely implicitly assumed rather than empirically examined, hence we investigate these forces with respect to Japanese higher education.

Background/Context: The business and philanthropic sectors have been a persistent force in shaping U.S. schools. Recently, they have used their resources to advance policies that embody newer principles of industry—reforms that suggest that competition, choice, and deregulation can spur improvement and effectiveness. This has most notably included deep investments in the proliferation of charter schools, surfacing questions as to the sector’s reliance on private dollars as well as the equitable and democratic impact of advancing this manifestation of neoliberal reform. Purpose/Objective/Research Question/Focus of Study: While scholars have elucidated the role of business and philanthropic funding in promoting charter schools, less is known about how the well-substantiated connections between charters and the private sector have been facilitated or how discourse—the ideas, representations, and argumentation conveyed in acts of communication—is mobilized to create a rationale for support. To date, research has typically examined the discourse and messaging intended for families navigating choice settings. Yet, how these depictions are crafted for donors, who typically inhabit positions of economic and social power and are critical actors in charter growth, remain comparatively less understood. Research Design: This study fills this empirical gap and investigates the tactics used to solicit donor investment by charter management organizations (CMOs). It uses a conceptual framework that synthesizes tenets from the research on neoliberal policy networks and the sociology of race to enable a multifaceted analysis of the discursive tactics used to secure donor support while attending to the often-nuanced ways in which race may be invoked in those efforts. Methodologically, this study follows an embedded case study design to investigate the tactics deployed by a population of CMOs in Northern California and relies on observational and documentary data to examine how CMOs design and execute donor outreach and the resonant messages they aim to elevate. Conclusions/Recommendations: I find that CMOs elevated business-friendly themes related to workforce preparation, impact, and return on investment in their outreach and at times commodified their constituents by offering their labor as exchangeable resources to elevate donor profiles. Simultaneously, CMOs advanced color-evasive discourse, relying on deficit-laden racial narratives to create a reinforcing and complementary rationale for intervention. These findings suggest that CMOs relied on market and racialized logics as the persuasive fodder for donor investment, leaving the economic and racial status quo—and the democratic and equity implications it perpetuates—unchallenged.

AbstractSignificant evidence highlights processes of marketisation within British higher education since the 1980s, with changes to the funding, management, and expectations of higher education institutions, students, and staff. Through a cross-national and cross-institutional analysis, this paper explores the identities of students within a marketised British higher education landscape, and specifically, explores the identity of the ‘student-consumer’. Using a mixed methods approach with students from 37 higher education institutions across Britain, this research explores the attitudes, expectations, behaviours, and relationships held by students regarding higher education. Student identity orientations are explored, before the extent to which students’ express attitudes of instrumentalism and entitlement is investigated. The paper concludes that whilst there is evidence of consumerist discourses framing students’ relationship to higher education, students challenge the perception that they are passive consumers, and instead recognise the need to remain active co-producers throughout higher education. These findings have implications for policy and have resonance beyond Britain, as the marketisation of higher education is an increasingly international phenomenon.

The massive introduction of face-masks across the world after the outbreak of the COVID-19 pandemic has transformed how they are designed and branded. Instead of merely focusing on functional qualities, face-mask producers have started to draw upon symbolic values in their branding discourse. Against this background, the present study investigates how face-masks are branded in Hong Kong by analyzing the design, packaging and websites for face-mask products, as well as the design of offline franchised stores using a social semiotic approach. Analysis of the multimodal data of four leading Hong Kong brands, with a focus on the use of verbal evaluation, iconography, typography, color, and materiality, reveals three symbolic meanings that are used in face-mask branding: (1) professionalism, which refers to the representation of face-masks as a symbol of advanced technology, (2) Hong Kong identity, which includes evoking pride in the past economy and exploiting the cultural symbol of the Lion Rock, and (3) fashion lifestyle, in which face-masks are associated with the values of stylishness, individuality, and luxuriousness. The exploitation of symbolic values and multimodal design in face-mask branding reflects the influence of the neoliberal ideology in the highly marketized Hong Kong society.

The early twenty-first century is characterised by rapid change. Commentators note how permeating digital technologies engage increasing numbers of children, young people and adults as consumers and also producers. In the shifting technological landscape, childhood and youth are changing. Connectivity around the clock, with a parallel existence in virtual space, is seamlessly integrated with actual lives. Young people are skilful collaborators, navigating digital gaming and social networking with ease, capably generating and manipulating content, experimenting virtually with versions of their 'social face'. They are implicit, inherent and immersed consumers. They are digital possibility thinkers posing 'what if?' questions and engaging in 'as if' activity. This paper seeks to theorise such possibility thinking in a digital, marketised age, using two competing discourses: young people as vulnerable and at risk; or alternatively as capable and potent. The former perspective imbues anxiety about the digital revolution; the latter embraces it as exciting and enabling. As education providers seek to re-imagine themselves, neither is sufficient. Local and global challenges urgently demand our creative potential and wisdom. Drawing from work with schools, the paper argues for co-creating with students their education futures through dialogue to nurture the 4 Ps: plurality, playfulness, participation and possibilities.

The marketization of higher education entails a radical reshaping of the educational relationship as one in which the lecturer is recast as a professional service worker, implicitly or explicitly tasked with ensuring the satisfaction of fee-paying students as sovereign consumers. What does an organizational discourse of high customer satisfaction mean for the emotional experiences of lecturers on the frontline? In this article, we conduct a psychosocial analysis of academics’ experiences of interacting with students in a marketized higher education context. We illustrate how institutional imperatives readily align with lecturers’ internalised professional duty of care for students who are discursively constructed as highly anxious and vulnerable. At the same time, changing power differentials wrought by marketization heighten the likelihood of emotional responses in the relationship that are intense, spontaneous, and sometimes involuntary – and thus appear replete with unconscious meanings. Informed by Freudian psychoanalysis, we illustrate how academics enact various defence mechanisms in response to unconscious feelings of dependence, subordination, vulnerability and resentment of the student as an authority figure. We conclude that organisational imperatives to ‘corporately care’ for students have the unintended consequence of generating acute ambivalence that drastically intensifies the psychological demands on teaching staff.

This article adds to our knowledge of precarious journalist work in advanced welfare states. By drawing on the literature on neoliberal governmentality, it explores how entrepreneurial subjects are constituted, and the particular role of freelance work in this process. The article is based on interviews with 52 freelance journalists in Sweden. The study illustrates how the impermanent and marketized forms of freelance work enforces an entrepreneurial subjectivity onto the individuals who engage in it – a subject position which in turn seems to be necessary when it comes to making it in a fierce freelance market. In this way, the neoliberal discourse of entrepreneurship has a performative effect in that it helps to produce the kind of entrepreneurial subjects needed in order for a competitive precarious labour market to function. At the end of the article, I discuss how the particular role of the Swedish setting, that is, an advanced welfare state with strong worker protection, paradoxically seems to amplify the precarious work done by some professionals as it only protects those on the ‘inside’ of traditional employment, while leaving increasing groups of outsiders, such as freelance journalists, exposed to precarization.

AbstractIn this article, I deal with the notion of ‘academic identity’ holistically, seeking to bring together the teacher and researcher roles of academics in the neoliberal university. The article begins from the perspective of early-career academics who occupy the majority of fixed-term, teaching-only contracts in Higher Education, arguing that such casualisation of academic labour entrenches the role of the academic as Homo economicus. Drawing on the work of Foucault, I demonstrate how a neoliberal governmentality is now not only exerted upon academics from without, but increasingly they are subjecting themselves to the logic of efficiency and effectiveness too. The neoliberal governmentality of the university thus influences and shapes academic subjectivities, such that what it means to be an academic is confined to this marketised logic. Despite the pressures placed on academics to ‘produce’ measurable outputs and demonstrate their impact, I argue that moving beyond Homo economicus is possible, arguing instead for a re-claiming of ‘the academic’ as Homo academicus. The idea of Homo academicus can only be supported when three conditions are present: collegiality is afforded greater importance than competition; the discourses of ‘productivity’ and performativity are balanced against simply ‘doing good work well’ (Pirrie in Virtue and the quiet art of scholarship, Routledge, London, 2019), and; academics are mindful to practice the ‘quieter’ intellectual virtues, including the virtue of ‘unknowing’ (Smith in J Philos Educ 50:272–284, 2016).

AbstractCrowdfunding platforms apply a marketized, competitive logic to healthcare, increasingly functioning as generative spaces in which worthy citizens and biopolitical subjects are produced. Using a lens of biopower, this article considers what sort of biopolitical subjectivities were produced in and through New Zealand crowdfunding campaigns during the 2020 COVID-19 lockdown. It focuses on a discursive and dialogical analysis of 59 online medical crowdfunding campaigns that were active during lockdown and chose to mention the pandemic. These pages pointed to interrelated biological, social and economic precarities, speaking to questions about how citizens navigate uneven needs during uncertain times. Findings showed that crowdfunders referred to the pandemic in order to narrate their own situation in culturally coherent ways and to establish context-specific relations of care. This included contextualising their needs through establishing shared crisis narratives that also made the infrastructural contexts of healthcare visible and performing relational labour in ways that aligned with nationally specific affective regimes. By highlighting their own vulnerability, crowdfunders strategically mobilised broader lockdown discourses of self-sacrifice on behalf of vulnerable people. In this way, New Zealand’s lockdown produced subjectivities both drawing on wider neoliberal moral regimes and specific to the nuanced and emergent moral systems of pandemic citizenship.

This article studies how the new cultural form of food vlogging intervenes the perennial debate on tradition and modernity by focusing on the case of Li Ziqi, whose cinematic videos celebrating bucolic life won her popularity in China and overseas. A study of the production and reception of Li’s videos not only shows urbanites’ nostalgia for a pastoral way of life, but also reveals the role played by the more structural forces, i.e., the market and the state, in appropriating and managing the desire for and consumption of the pastoral for the construction of “modern identities” – both individually as a consumer and collectively as a nation. The market forces, including the ideology of consumerism, its attendant aesthetics as well as the entire regime of social media marketing, were present throughout Li’s celebrification. Meanwhile, the state got involved after Li’s rise to fame, when it became aware of her value for domestic and international publicity. If the market promotes a narrative that caters to the “aesthetical turn” in everyday life in late modernity, the state’s validation and appropriation of Li evinces “cultural nationalism” that departs from political nationalism and is more commensurate with consumerism. However, the Chinese state also tries to transcend the market discourse whose egalitarian form conceals substantive inequality, by positioning itself as an integrative force that bridges urban-rural gap. In creating Li Ziqi as a social media phenomenon, the market uses the rural as a resource to meet the urban desire for authenticity, while the Chinese state re-appropriates the icon of marketized media in its “rural rejuvenation” design to help the disadvantaged rural “other” regain its agency.

The greenhouse genie is out of the bottle, but the best that appears to be on offer is a gradual transition to the pro-growth, pro-consumption discourse of “ecological modernisation” (EM); anything more seems politically unpalatable (Barry, Ecological Modernisation; Adger et al.). Here, I aim to account for how cheaply EM has managed to allay ecology. To do so, I detail the operations of the co-optive, definitional strategy which I call the “high-ground” strategy, waged by a historic bloc of actors, discourses, and institutions with a common interest in resisting radical social and ecological critique. This is not an argument about climate laggards like the United States and Australia where sceptic views remain near the centre of public debate. It is a critique of climate leaders such as the United Kingdom, Germany, and the Netherlands—nations at the forefront of the adoption of EM policies and discourses. With its antecedent in sustainable development discourse, by emphasising technological innovation, eco-efficiency, and markets, EM purports to transcend the familiar dichotomy between the economy and the environment (Hajer; Barry, ‘Towards’). It rebuts the 1970s “limits to growth” perspective and affirms that “the only possible way out of the ecological crisis is by going further into the process of modernisation” (Mol qtd. in York and Rosa 272, emphasis in original). Its narrative is one in which the “dirty and ugly industrial caterpillar transforms into an ecological butterfly” (Huber, qtd. in Spaargaren and Mol). How is it that a discourse notoriously quiet on endless growth, consumer culture, and the offshoring of dirty production could become the cutting edge of environmental policy? To answer this question we need to examine the discursive and ideological effects of EM discourse. In particular, we must analyse the strategies that work to continually naturalise dominant institutions and create the appearance that they are fit to respond to climate change. Co-opting Environmental Discourse Two features characterise state environmental discourse in EM nations: an almost universal recognition of the problem, and the reassurance that present institutions are capable of addressing it. The key organs of neoliberal capitalism—markets and states—have “gone green”. In boardrooms, in advertising and public relations, in governments, and in international fora, climate change is near the top of the agenda. While EM is the latest form of this discourse, early hints can be seen in President Nixon’s embrace of the environment and Margaret Thatcher’s late-1980s green rhetoric. More recently, David Cameron led a successful Conservative Party “detoxification” program with an ostentatious rhetorical strategy featuring the electoral slogan, “Vote blue, go green” (Carter). We can explain this transformation with reference to a key shift in the discursive history of environmental politics. The birth of the modern environmental movement in the 1960s and 70s brought a new symbolic field, a new discourse, into the public sphere. Yet by the 1990s the movement was no longer the sole proprietor of its discourse (Eder 203). It had lost control of its symbols. Politicians, corporations, and media outlets had assumed a dominant role in efforts to define “what climate change was and what it meant for the world” (Carvalho and Burgess 1464). I contend that the dramatic rise to prominence of environmental issues in party-political discourse is not purely due to short-term tactical vote-winning strategy. Nor is it the case that governments are finally, reluctantly waking up to the scientific reality of ecological degradation. Instead, they are engaged in a proactive attempt to redefine the contours of green critique so as to take the discourse onto territory in which established interests already control the high ground. The result is the defusing of the oppositional element of political ecology (Dryzek et al. 665–6), as well as social critique in general: what I term the gentrification of climate change. If we view environmentalism as, at least partially, a cultural politics in which contested definitions of problem is the key political battleground, we can trace how dominant interests have redefined the contours of climate change discourse. We can reveal the extent to which environmentalism, rather than being integrated into capitalism, has been co-opted. The key feature of this strategy is to present climate change as a mere aberration against a background of business-as-usual. The solutions that are presented are overwhelmingly extensions of existing institutions: bringing CO2 into the market, the optimistic development of new techno-scientific solutions to climate problems, extending regulatory regimes into hitherto overlooked domains. The agent of this co-optive strategy is not the state, industry, capital, or any other manifest actor, but a “historic bloc” cutting across divisions between society, politics, and economy (Laclau and Mouffe 42). The agent is an abstract coalition that is definable only to the extent that its strategic interests momentarily intersect at one point or another. The state acts as a locus, but the bloc is itself not reducible to the state. We might also think of the agent as an assemblage of conditions of social reproduction, in which dominant social, political, and economic interests have a stake. The bloc has learned the lesson that to be a player in a definitional battle one must recognise what is being fought over. Thus, exhortations to address climate change and build a green economy represent the first stage of the definitional battle for climate change: an attempt to enter the contest. In practical terms, this has manifest as the marking out of a self-serving division between action and inaction. Articulated through a binary modality climate change becomes something we either address/act on/tackle—or not. Under such a grammar even the most meagre efforts can be presented as “tackling climate change.” Thus Kevin Rudd was elected in 2007 on a platform of “action on climate change”, and he frequently implored that Australia would “do its bit” on climate change during his term. Tony Blair is able to declare that “tackling climate change… need not limit greater economic opportunity” and mean it in all sincerity (Barry, ‘Towards’ 112). So deployed, this binary logic minimises climate change to a level at which existing institutions are validated as capable of addressing the “problem,” and the government legitimised for its moral, green stand. The Hegemonic Articulation of Climate Change The historic bloc’s main task in the high-ground strategy is to re-articulate the threat in terms of its own hegemonic discourse: market economics. The widely publicised and highly influential Stern Review, commissioned by the British Government, is the standard-bearer of how to think about climate change from an economic perspective. It follows a supremely EM logic: economy and ecology have been reconciled. The Review presents climate change, famously, as “the greatest market failure the world has ever seen” (Stern et al. viii). The structuring horizon of the Stern Review is the correction of this failure, the overcoming of what is perceived to be not a systemic problem requiring a reappraisal of social institutions, but an issue of carbon pricing, technology policy, and measures aimed at “reducing barriers to behavioural change”. Stern insists that “we can be ‘green’ and grow. Indeed, if we are not ‘green’, we will eventually undermine growth, however measured” (iv). He reassures us that “tackling climate change is the pro-growth strategy for the longer term, and it can be done in a way that does not cap the aspirations for growth of rich or poor countries” (viii). Yet Stern’s seemingly miraculous reconciliation of growth with climate change mitigation in fact implies a severe degree of warming. The Stern Review aims to stabilise carbon dioxide equivalent concentrations at 550ppm, which would correspond to an increase of global temperature of 3-4 degrees Celsius. As Foster et al. note, this scenario, from an orthodox economist who is perceived as being pro-environment, is ecologically unsustainable and is viewed as catastrophic by many scientists (Foster, Clark, and York 1087–88). The reason Stern gives for not attempting deeper cuts is that they “are unlikely to be economically viable” (Stern et al. 231). In other words, the economy-ecology articulation is not a meeting of equals. Central to the policy prescriptions of EM is the marketising of environmental “bads” like carbon emissions. Carbon trading schemes, held in high esteem by moderate environmentalists and market economists alike, are the favoured instruments for such a task. Yet, in practice, these schemes can do more harm than good. When Prime Minister Kevin Rudd tried to legislate the Carbon Pollution Reduction Scheme as a way of addressing the “greatest moral challenge of our generation” it represented Australia’s “initial foray into ecological modernisation” (Curran 211). Denounced for its weak targets and massive polluter provisions, the Scheme was opposed by environmental groups, the CSIRO, and even the government’s own climate change advisor (Taylor; Wilkinson). While the Scheme’s defenders claimed it was as a step in the right direction, these opponents believed it would hurt more than help the environment. A key strategy in enshrining a particular hegemonic articulation is the repetition and reinforcement of key articulations in a way which is not overtly ideological. As Spash notes of the Stern Review, while it does connect to climate change such issues as distributive justice, value and ethical conflicts, intergenerational issues, this amounts to nothing but lip service given the analysis comes pre-formed in an orthodox economics mould. The complex of interconnected issues raised by climate change is reduced to the impact of carbon control on consumption growth (see also Swyngedouw and While, Jonas, and Gibbs). It is as if the system of relations we call global capitalism—relations between state and industry, science and technology, society and nature, labour and capital, North and South—are irrelevant to climate change, which is nothing but an unfortunate over-concentration of certain gases. In redrawing the discursive boundaries in this way it appears that climate change is a temporary blip on the path to a greener prosperity—as if markets and capitalism merely required minor tinkering to put them on the green-growth path. Markets are constituted as legitimate tools for managing climate change, in concert with regulation internalised within neoliberal state competition (While, Jonas, and Gibbs 81). The ecology-economy articulation both marketises “green,” and “greens” markets. Consonant with the capitalism-environment articulation is the prominence of the sovereign individual. Both the state and the media work to reproduce subjects largely as consumers (of products and politics) rather than citizens, framing environmental responsibility as the responsibility to consume “wisely” (Carvalho). Of course, what is obscured in this “self-greening” discourse is the culpability of consumption itself, and of a capitalist economy based on endless consumption growth, exploitation of resources, and the pursuit of new markets. Greening Technology EM also “greens” technology. Central to its pro-growth ethos is the tapering off of ecosystem impacts through green technologies like solar, wind, tidal, and geothermal. While green technologies are preferable to dependence upon resource-intensive technologies of oil and coal, that they may actually deliver on such promises has been shown to be contingent upon efficiency outstripping economic growth, a prospect that is dubious at best, especially considering the EM settlement is one in which any change to consumption practices is off the agenda. As Barry and Paterson put it, “all current experience suggests that, in most areas, efficiency gains per unit of consumption are usually outstripped by overall increases in consumption” (770). The characteristic ideological manoeuvre of foregrounding non-representative examples is evident here: green technologies comprise a tiny fraction of all large-scale deployed technologies, yet command the bulk of attention and work to cast technology generally in a green light. It is also false to assume that green technologies do not put their own demands on material resources. Deploying renewables on the scale that is required to address climate change demands enormous quantities of concrete, steel, glass and rare earth minerals, and vast programs of land-clearing to house solar and wind plants (Charlton 40). Further, claims that economic growth can become detached from ecological disturbance are premised on a limited basket of ecological indicators. Corporate marketing strategies are driving this green-technology articulation. While a single advertisement represents an appeal to consume an individual commodity, taken collectively advertising institutes a culture of consumption. Individually, “greenwash” is the effort to spin one company’s environmental programs out of proportion while minimising the systemic degradation that production entails. But as a burgeoning social institution, greenwash constitutes an ideological apparatus constructing industry as fundamentally working in the interests of ecology. In turn, each corporate image of pristine blue skies, flourishing ecosystems, wind farms, and solar panels constitutes a harmonious fantasy of green industry. As David Mackay, chief scientific advisor to the UK Government has pointed out, the political rhetoric of green technology lulls people into a false sense of security (qtd. in Charlton 38). Again, a binary logic works to portray greener technologies—such as gas, “clean coal”, and biomass combustion—as green. Rescuing Legitimacy There are essentially two critical forces that are defused in the high-ground strategy’s definitional project. The first is the scientific discourse which maintains that the measures proposed by leading governments are well below what is required to reign in dangerous climate change. This seems to be invisible not so much because it is radical but because it is obscured by the uncertainties in which climate science is couched, and by EM’s noble-sounding rhetoric. The second is the radical critique which argues that climate change is a classic symptom of an internal contradiction of a capitalist economy seeking endless growth in a finite world. The historic bloc’s successful redefinition strategy appears to jam the frequency of serious, scientifically credible climate discourse, yet at the level of hegemonic struggle its effects range wider. In redefining climate change and other key signifiers of green critique – “environment”, “ecology”, “green”, “planet”—it expropriates key properties of its antagonist. Were it not that climate change is now defined on the cheery, reassuring ground of EM discourse, the gravity of the alarming—rather than alarmist (Risbey)—scientific discourse may just have offered radical critique the ammunition it needed to provoke society into serious deliberations over its socioeconomic path. Radical green critique is not in itself the chief enemy of the historic bloc. But it is a privileged element within antagonistic discourse and reinforces the critical element of the feminist, civil rights, and student movements of the 1960s and 1970s. In this way ecology has tended to act as a nodal point binding general social critique: all of the other demands began to be inscribed with the green critique, just as the green critique became a metaphor for all of the others (Laclau). The metaphorical value of the green critique not only relates to the size and vibrancy of the movement—the immediate visibility of ecological destruction stood as a powerful symbol of the kernel of antagonistic politics: a sense that society had fundamentally gone awry. While green critique demands that progress should be conditional upon ecology, EM professes that progress is already green (Eder 217n). Thus the great win achieved by the high-ground strategy is not over radical green critique per se but over the shifting coalition that threatens its legitimacy. As Stavrakakis observes, what is novel about green discourse is nothing essential to the signifiers it deploys, but the way that a common signifier comes to stand in and structure the field as a whole – to serve as a nodal point. It has a number of signifiers: environmental sustainability, social justice, grassroots democracy, and peace and non-violence, all of which are “quilted” around the master-signifiers of “ecology”, “green”, or “planet”. While these master-signifiers are not unique to green ideology, what is unique is that they stand at the centre. But the crucial point to note about the green signifier at the heart of political ecology is that its value is accorded, in large part, through its negation of the dominant ideology. That is to say, it is not that green ideology stands as merely another way of mapping the social; rather, the master-signifier "green" contains an implicit refutation of the dominant social order. That “green” is now almost wholly evacuated of its radical connotations speaks to the effectiveness of the redefinitional effort.The historic bloc is aided in its efforts by the complexity of climate change. Such opacity is characteristic of contemporary risks, whose threats are mostly “a type of virtual reality, real virtuality” (Beck 213). The political struggle then takes place at the level of meaning, and power is played out in a contest to fix the definitions of key risks such as climate change. When relations of (risk) definition replace relations of production as the site of the effects of power, a double mystification ensues and shifts in the ground on which the struggle takes place may go unnoticed. Conclusion By articulating ecology with markets and technology, EM transforms the threat of climate change into an opportunity, a new motor of neoliberal legitimacy. The historic bloc has co-opted environmentalist discourse to promote a gentrified climate change which present institutions are capable of managing: “We are at the fork in the road between order and catastrophe. Stick with us. We will get you through the crisis.” The sudden embrace of the environment by Nixon and by Thatcher, the greening of Cameron’s Conservatives, the Garnaut and Stern reports, and the Australian Government’s foray into carbon trading all have their more immediate policy and political aims. Yet they are all consistent with the high-ground definitional strategy, professing no contraction between sustainability and the present socioeconomic order. Undoubtedly, EM is vastly preferable to denial and inaction. It may yet open the doors to real ecological reform. Abstract:
The Australian Government has been actively evaluating how best to merge the functions of the Australian Communications Authority (ACA) and the Australian Broadcasting Authority (ABA) for around two years now. Broadly, the reason for this is an attempt to keep pace with the communications media transformations we reduce to the term “convergence.” Mounting pressure for restructuring is emerging as a site of turf contestation: the possibility of a regulatory “one-stop shop” for governments (and some industry players) is an end game of considerable force. But, from a public interest perspective, the case for a converged regulator needs to make sense to audiences using various media, as well as in terms of arguments about global, industrial, and technological change. This national debate about the institutional reshaping of media regulation is occurring within a wider global context of transformations in social, technological, and politico-economic frameworks of open capital and cultural markets, including the increasing prominence of international economic organisations, corporations, and Free Trade Agreements (FTAs). Although the recently concluded FTA with the US explicitly carves out a right for Australian Governments to make regulatory policy in relation to existing and new media, considerable uncertainty remains as to future regulatory arrangements. A key concern is how a right to intervene in cultural markets will be sustained in the face of cultural, politico-economic, and technological pressures that are reconfiguring creative industries on an international scale. While the right to intervene was retained for the audiovisual sector in the FTA, by contrast, it appears that comparable unilateral rights to intervene will not operate for telecommunications, e-commerce or intellectual property (DFAT). Blurring Boundaries A lack of certainty for audiences is a by-product of industry change, and further blurs regulatory boundaries: new digital media content and overlapping delivering technologies are already a reality for Australia’s media regulators. These hypothetical media usage scenarios indicate how confusion over the appropriate regulatory agency may arise: 1. playing electronic games that use racist language; 2. being subjected to deceptive or misleading pop-up advertising online 3. receiving messaged imagery on your mobile phone that offends, disturbs, or annoys; 4. watching a program like World Idol with SMS voting that subsequently raises charging or billing issues; or 5. watching a new “reality” TV program where products are being promoted with no explicit acknowledgement of the underlying commercial arrangements either during or at the end of the program. These are all instances where, theoretically, regulatory mechanisms are in place that allow individuals to complain and to seek some kind of redress as consumers and citizens. In the last scenario, in commercial television under the sector code, no clear-cut rules exist as to the precise form of the disclosure—as there is (from 2000) in commercial radio. It’s one of a number of issues the peak TV industry lobby Commercial TV Australia (CTVA) is considering in their review of the industry’s code of practice. CTVA have proposed an amendment to the code that will simply formalise the already existing practice . That is, commercial arrangements that assist in the making of a program should be acknowledged either during programs, or in their credits. In my view, this amendment doesn’t go far enough in post “cash for comment” mediascapes (Dwyer). Audiences have a right to expect that broadcasters, production companies and program celebrities are open and transparent with the Australian community about these kinds of arrangements. They need to be far more clearly signposted, and people better informed about their role. In the US, the “Commercial Alert” <http://www.commercialalert.org/> organisation has been lobbying the Federal Communications Commission and the Federal Trade Commission to achieve similar in-program “visual acknowledgements.” The ABA’s Commercial Radio Inquiry (“Cash-for-Comment”) found widespread systemic regulatory failure and introduced three new standards. On that basis, how could a “standstill” response by CTVA, constitute best practice for such a pervasive and influential medium as contemporary commercial television? The World Idol example may lead to confusion for some audiences, who are unsure whether the issues involved relate to broadcasting or telecommunications. In fact, it could be dealt with as a complaint to the Telecommunication Industry Ombudsman (TIO) under an ACA registered, but Australian Communications Industry Forum (ACIF) developed, code of practice. These kind of cross-platform issues may become more vexed in future years from an audience’s perspective, especially if reality formats using on-screen premium rate service numbers invite audiences to participate, by sending MMS (multimedia messaging services) images or short video grabs over wireless networks. The political and cultural implications of this kind of audience interaction, in terms of access, participation, and more generally the symbolic power of media, may perhaps even indicate a longer-term shift in relations with consumers and citizens. In the Internet example, the Australian Competition and Consumer Commission’s (ACCC) Internet advertising jurisdiction would apply—not the ABA’s “co-regulatory” Internet content regime as some may have thought. Although the ACCC deals with complaints relating to Internet advertising, there won’t be much traction for them in a more complex issue that also includes, say, racist or religious bigotry. The DVD example would probably fall between the remits of the Office of Film and Literature Classification’s (OFLC) new “convergent” Guidelines for the Classification of Film and Computer Games and race discrimination legislation administered by the Human Rights and Equal Opportunity Commission (HREOC). The OFLC’s National Classification Scheme is really geared to provide consumer advice on media products that contain sexual and violent imagery or coarse language, rather than issues of racist language. And it’s unlikely that a single person would have the locus standito even apply for a reclassification. It may fall within the jurisdiction of the HREOC depending on whether it was played in public or not. Even then it would probably be considered exempt on free speech grounds as an “artistic work.” Unsolicited, potentially illegal, content transmitted via mobile wireless devices, in particular 3G phones, provide another example of content that falls between the media regulation cracks. It illustrates a potential content policy “turf grab” too. Image-enabled mobile phones create a variety of novel issues for content producers, network operators, regulators, parents and viewers. There is no one government media authority or agency with a remit to deal with this issue. Although it has elements relating to the regulatory activities of the ACA, the ABA, the OFLC, the TIO, and TISSC, the combination of illegal or potentially prohibited content and its carriage over wireless networks positions it outside their current frameworks. The ACA may argue it should have responsibility for this kind of content since: it now enforces the recently enacted Commonwealth anti-Spam laws; has registered an industry code of practice for unsolicited content delivered over wireless networks; is seeking to include ‘adult’ content within premium rate service numbers, and, has been actively involved in consumer education for mobile telephony. It has also worked with TISSC and the ABA in relation to telephone sex information services over voice networks. On the other hand, the ABA would probably argue that it has the relevant expertise for regulating wirelessly transmitted image-content, arising from its experience of Internet and free and subscription TV industries, under co-regulatory codes of practice. The OFLC can also stake its claim for policy and compliance expertise, since the recently implemented Guidelines for Classification of Film and Computer Games were specifically developed to address issues of industry convergence. These Guidelines now underpin the regulation of content across the film, TV, video, subscription TV, computer games and Internet sectors. Reshaping Institutions Debates around the “merged regulator” concept have occurred on and off for at least a decade, with vested interests in agencies and the executive jockeying to stake claims over new turf. On several occasions the debate has been given renewed impetus in the context of ruling conservative parties’ mooted changes to the ownership and control regime. It’s tended to highlight demarcations of remit, informed as they are by historical and legal developments, and the gradual accretion of regulatory cultures. Now the key pressure points for regulatory change include the mere existence of already converged single regulatory structures in those countries with whom we tend to triangulate our policy comparisons—the US, the UK and Canada—increasingly in a context of debates concerning international trade agreements; and, overlaying this, new media formats and devices are complicating existing institutional arrangements and legal frameworks. The Department of Communications, Information Technology & the Arts’s (DCITA) review brief was initially framed as “options for reform in spectrum management,” but was then widened to include “new institutional arrangements” for a converged regulator, to deal with visual content in the latest generation of mobile telephony, and other image-enabled wireless devices (DCITA). No other regulatory agencies appear, at this point, to be actively on the Government’s radar screen (although they previously have been). Were the review to look more inclusively, the ACCC, the OFLC and the specialist telecommunications bodies, the TIO and the TISSC may also be drawn in. Current regulatory arrangements see the ACA delegate responsibility for broadcasting services bands of the radio frequency spectrum to the ABA. In fact, spectrum management is the turf least contested by the regulatory players themselves, although the “convergent regulator” issue provokes considerable angst among powerful incumbent media players. The consensus that exists at a regulatory level can be linked to the scientific convention that holds the radio frequency spectrum is a continuum of electromagnetic bands. In this view, it becomes artificial to sever broadcasting, as “broadcasting services bands” from the other remaining highly diverse communications uses, as occurred from 1992 when the Broadcasting Services Act was introduced. The prospect of new forms of spectrum charging is highly alarming for commercial broadcasters. In a joint submission to the DCITA review, the peak TV and radio industry lobby groups have indicated they will fight tooth and nail to resist new regulatory arrangements that would see a move away from the existing licence fee arrangements. These are paid as a sliding scale percentage of gross earnings that, it has been argued by Julian Thomas and Marion McCutcheon, “do not reflect the amount of spectrum used by a broadcaster, do not reflect the opportunity cost of using the spectrum, and do not provide an incentive for broadcasters to pursue more efficient ways of delivering their services” (6). An economic rationalist logic underpins pressure to modify the spectrum management (and charging) regime, and undoubtedly contributes to the commercial broadcasting industry’s general paranoia about reform. Total revenues collected by the ABA and the ACA between 1997 and 2002 were, respectively, $1423 million and $3644.7 million. Of these sums, using auction mechanisms, the ABA collected $391 million, while the ACA collected some $3 billion. The sale of spectrum that will be returned to the Commonwealth by television broadcasters when analog spectrum is eventually switched off, around the end of the decade, is a salivating prospect for Treasury officials. The large sums that have been successfully raised by the ACA boosts their position in planning discussions for the convergent media regulatory agency. The way in which media outlets and regulators respond to publics is an enduring question for a democratic polity, irrespective of how the product itself has been mediated and accessed. Media regulation and civic responsibility, including frameworks for negotiating consumer and citizen rights, are fundamental democratic rights (Keane; Tambini). The ABA’s Commercial Radio Inquiry (‘cash for comment’) has also reminded us that regulatory frameworks are important at the level of corporate conduct, as well as how they negotiate relations with specific media audiences (Johnson; Turner; Gordon-Smith). Building publicly meaningful regulatory frameworks will be demanding: relationships with audiences are often complex as people are constructed as both consumers and citizens, through marketised media regulation, institutions and more recently, through hybridising program formats (Murdock and Golding; Lumby and Probyn). In TV, we’ve seen the growth of infotainment formats blending entertainment and informational aspects of media consumption. At a deeper level, changes in the regulatory landscape are symptomatic of broader tectonic shifts in the discourses of governance in advanced information economies from the late 1980s onwards, where deregulatory agendas created an increasing reliance on free market, business-oriented solutions to regulation. “Co-regulation” and “self-regulation’ became the preferred mechanisms to more direct state control. Yet, curiously contradicting these market transformations, we continue to witness recurring instances of direct intervention on the basis of censorship rationales (Dwyer and Stockbridge). That digital media content is “converging” between different technologies and modes of delivery is the norm in “new media” regulatory rhetoric. Others critique “visions of techno-glory,” arguing instead for a view that sees fundamental continuities in media technologies (Winston). But the socio-cultural impacts of new media developments surround us: the introduction of multichannel digital and interactive TV (in free-to-air and subscription variants); broadband access in the office and home; wirelessly delivered content and mobility, and, as Jock Given notes, around the corner, there’s the possibility of “an Amazon.Com of movies-on-demand, with the local video and DVD store replaced by online access to a distant server” (90). Taking a longer view of media history, these changes can be seen to be embedded in the global (and local) “innovation frontier” of converging digital media content industries and its transforming modes of delivery and access technologies (QUT/CIRAC/Cutler & Co). The activities of regulatory agencies will continue to be a source of policy rivalry and turf contestation until such time as a convergent regulator is established to the satisfaction of key players. However, there are risks that the benefits of institutional reshaping will not be readily available for either audiences or industry. In the past, the idea that media power and responsibility ought to coexist has been recognised in both the regulation of the media by the state, and the field of communications media analysis (Curran and Seaton; Couldry). But for now, as media industries transform, whatever the eventual institutional configuration, the evolution of media power in neo-liberal market mediascapes will challenge the ongoing capacity for interventions by national governments and their agencies. Abstract:
This article analyses the public persona of Jeremy Gilley, a documentary filmmaker, peace campaigner, and the founder of the organisation Peace One Day (POD). It begins by outlining how Gilley’s persona is presented in a manner which resonates with established archetypes of social campaigners, and how this creates POD’s legitimacy among grassroots organisations. I then describe a distinct, but not inconsistent, facet of Gilley’s persona which speaks specifically to entrepreneurs. The article outlines how Gilley’s individuality works to simultaneously address these overlapping audiences and argues that his persona can be read as an articulation of social entrepreneurship. Gilley represents an example of a public personality working to “crystallise issues and to normativise debates” (Marshall “Personifying” 370) concerning corporate involvement with non-profit organisations and the marketisation of the non-profit sector. Peace One Day (POD) is a UK-based non-profit organisation established in 1999 by actor-turned-documentary-filmmaker Jeremy Gilley. In the 1990s, while filming a documentary about global conflict, Gilley realised there was no internationally recognised day of ceasefire and non-violence. He created POD to found such a day and began lobbying the United Nations. In 2001, the 111th plenary meeting of the General Assembly passed a resolution which marked 21 September as the annual International Day of Peace (United Nations). Since 2001, POD has worked to create global awareness of Peace Day. By 2006, other NGOs began using the day to negotiate 24-hour ceasefires in various conflict zones, allowing them to carry out work in areas normally too dangerous to enter. For example, in 2007, the inoculation of 1.3 million Afghan children against polio was possible due to an agreement from the Taliban to allow safe passage to agencies working in the country during the day. This was repeated in subsequent years and, by 2009, 4.5 million children had been immunised (POD Part Three). While neither POD nor Gilley played a direct part in the polio vaccination programmes or specific ceasefires, his organisation acted as a catalyst for such endeavours and these initiatives would not have occurred without POD’s efforts.Gilley is not only the founder of POD, he is also the majority shareholder, key decision-maker, and predominant public spokesperson in this private, non-charitable, non-profit organisation (Frances 73). While POD’s celebrity supporters participate in press conferences, it is Gilley who does most to raise awareness. His public persona is inextricably linked with POD and is created through a range of presentational media with which he is engaged. These include social media content, regular blogposts on POD’s website, as well as appearances at a series of speaking events. Most significantly, Gilley establishes his public persona through a number of documentary films (Peace One Day; Day After; POD Part Three), which are shot largely from his perspective and narrated by his voiceover, and which depict POD’s key struggles and successes.The Peace Campaigner as an Activist and Entrepreneur In common with other non-profit organisations, POD relies on celebrities from the entertainment industries. It works with them in two key ways: raising the public profile of the organisation, and shaping the public persona of its founder by inviting comparisons of their perceived exceptionalness with his ostensible ordinariness. For example, Gilley’s documentaries depict various press conferences held by POD over a number of years. Those organised prior to POD recruiting celebrity spokespeople were “completely ignored by the media” whereas those held after celebrity backing from Jude Law and Angelina Jolie had been secured attracted considerable interest (Day After). Gilley explains his early difficulties in publicising his message by suggesting that he “was a nobody” (POD Part Three). This representation as a “nobody” or, more diplomatically, as “ordinary,” is a central component of Gilley’s persona. “Ordinariness” here means situating Gilley outside the political and entertainment elites and aligning him with more everyday suburban settings. This is done through a combination of the aesthetic qualities of his public presentation and his publically narrated back-story.Aesthetically speaking, Gilley presents his ordinariness through his casual attire and long hair. His appearance is similar to the campaigners, youth groups and school children he addresses, suggesting he is a representative of that demographic but also distancing him from political elites. The diplomats Gilley meets, such as those at the UN, wear the appropriate attire for their elite political setting: suits. In one key scene in the documentary Peace One Day, Gilley makes his first trip to the UN to meet Kofi Annan, UN General Secretary at the time, and appears at their doors clean cut and suitably dressed. He declares that his new appearance was designed to aid his credibility with the UN. Yet, at the same time, he makes explicit that he borrowed the suit from a friend and the tie from his grandfather and, prior to the meeting, it was decided, “the pony tail had to go.” Thus Gilley seeks the approval of both political elites and the ordinary public, and constructs a persona that speaks to both, though he aligns himself with the latter.Gilley’s back-story permeates his films and works to present his ordinariness. For example, POD has humble beginnings as an almost grassroots, family-run organisation, and Gilley depicts a campaign run on a shoestring from his mother’s spare bedroom in an ordinary suburban home. Although British Airways provided free flights from the organisation’s outset, Gilley shows his friends volunteering their time by organising fundraising events. POD’s modest beginnings are reflected in its founder, who confides about both his lack of formal education and lack of success as an actor (Day After). This “ordinariness” is constructed in opposition to the exceptional qualities of POD’s A-list celebrity backers—such as Angelina Jolie, who does enjoy success as an actor. This contrast is emphasised by inviting Jolie into Gilley’s everyday domestic setting and highlighting the icons of success she brings with her. For example, at his first meeting with Jolie, Gilley waits patiently for her and remarks about the expensive car which eventually arrives outside his house, denoting Jolie’s arrival. He notes in the voiceover to his The Day after Peace documentary, “this was unbelievable, Angelina Jolie sat on my sofa asking me what she could do, I couldn’t stop talking. I was so nervous.”Gilley promotes his ordinariness by using aesthetics and personal narrative. Evidence of how he struggled to realise his goals and the financial burdens he carried (Peace One Day) suggest that there is something authentic about Gilley’s vision for Peace Day. This also helps Gilley to align his public persona with common understandings of the political activist as a prophetic social visionary. POD is able to tap into the idea of the power of the individual as a force for change with references to Martin Luther King and Gandhi. Although Gilley makes no direct comparison between himself and these figures, blog entries such as “ten years ago, I had an idea; I dared to dream that I could galvanise the countries of the world to recognise an official day of ceasefire and nonviolence. Mad? Ambitious? Idealistic? All of the above” (Gilley “Dream”), invite comparisons with King’s “I Have a Dream” speech. This is further augmented by references to Gilley as an outsider to political establishments, such as the UN, which he is sure have “become cynical about the opportunity” they have to unite the world (BBC Interview).Interestingly, Gilley’s presentation as a pragmatic “change-maker” whose “passion is contagious” (Ahmad Fawzi, in POD Concert) also aligns him with a second figure: the entrepreneur. Where Gilley’s performances at school and community groups present his persona as an activist, his entrepreneur persona is presented through his performances at a series of business seminars. These seminars, entitled “Unleash Your Power of Influence,” are targeted towards young entrepreneurs and business-people very much consistent with the “creative class” demographic (Florida). The speakers, including Gilley, have all been successful in business (POD is a private company) and they offer to their audiences motivational presentations, and business advice. Although a semi-regular occurrence, it is the first two events held in July 2010 (Unleash 1) and November 2010 (Unleash 2) that are discussed here. Held in a luxury five-star London hotel, the events demonstrate a starkly different aspect of POD than that presented to community groups and schools, and the amateur grassroots ethic presented in Gilley’s documentary films—for example, tickets for Unleash 2 started at £69 and offered ‘goody bags’ for £95 (author’s observation of the event)—yet consistencies remain.Aesthetically speaking, Gilley’s appearance signifies a connection with these innovative, stereotypically young, founders of start-up companies and where Gilley is an outsider to political organisations; they are outsiders to business establishments. Further, many of these companies typically started, like POD, in a spare bedroom. The speakers at the Unleash events provide insights into their background which frequently demonstrate a rise from humble beginnings to business success, in the face of adversity, and as a result of innovation and perseverance. Gilley is not out of place in this environment and the modest beginnings of POD are relayed to his audience in a manner which bears a striking similarity to his for-profit counterparts.An analysis of Gilley’s presentations at these events demonstrates clear links between the dual aspects of Gilley’s public persona, the political economy of POD, and the underlying philosophy of the organisation—social entrepreneurship. The next section sets out some of the principals of social entrepreneurship and how the aspects of Gilley’s persona, outlined above, reinforce these.Personifying Social EnterpriseGenerally speaking, the business literature greatly emphasises entrepreneurs as “resourceful, value-creating change agents” who are “never satisfied with the status quo [... and are] a forceful engine of growth in our economy” (Dees and Economy 3-4). More recently, the focus of discussion has included social entrepreneurs. These individuals work within “an organisation that attacks [social and environmental] problems through a business format, even if it is not legally structured as a profit-seeking entity” (Bornstein and Davis xv) and advocate commercially oriented non-profit organisations that establish “win-win” relationships between non-profits and business.This coming together of the for- and non-profit sectors has range of precedents, most notably in “philanthrocapitalism” (Bishop and Green) and the types of partnerships established between corporations and environmentalists, such as Greenpeace Australia (Beder). However, philanthrocapitalism often encompasses the application of business methods to social problems by those who have amassed fortunes in purely commercial ventures (such as Bill Gates), and Beder’s work describes established for- and non-profit institutions working together. While social entrepreneurship overlaps with these, social entrepreneurs seek to do well by doing good by making a profit while simultaneously realising social goals (Bornstein and Davis 25).Read as an articulation of the coming together of the activist and the entrepreneur, Gilley’s individuality encapsulates the social enterprise movement. His persona draws from the commonalities between the archetypes of the traditional grassroots activist and start-up entrepreneur, as pioneering visionary and outsider to the establishment. While his films establish his authenticity among politically attuned members of the public, his appearances at the Unleash events work to signify the legitimacy of his organisation to those who identify with social entrepreneurialism and take the position that business should play a positive role in social causes. As an activist, Gilley’s creates his persona through his aesthetic qualities and a performance that draws on historical precedents of social prophets. As an entrepreneur, Gilley draws on the same aesthetic qualities and, through his performance, mitigates the types of disjuncture evident in the 1980s between environmental activists, politicians and business leaders, when environmentalist’s narratives “were perceived as flaky and failed to transform” (Robèrt 7). To do this, Gilley reconstitutes social and environmental problems (such as conflict) within a market metric, and presents the market as a viable and efficient solution. Consequently, Gilley asserts that “we live in a culture of war because war makes money, we need to live in a culture of peace,” and this depends on “if we can make it economical, if we can make the numbers add up” (Unleash).Social enterprises often eschew formal charity and Gilley is consistent with this when he states that “for me, I think it has to be about business. [...] I think if it’s about charity it’s not going to work for me.” Gilley asserts that partnerships with corporations are essential as “our world is going to change, when the corporate sector becomes engaged.” He, therefore, “want[s] to work with large corporations” in order to “empower individuals to be involved in the process of [creating] a more peaceful and sustainable world” (Unleash). One example of POD’s success in this regard is a co-venture with Coca-Cola.To coincide with Peace Day in 2007, POD and Coca-Cola entered into a co-branding exercise which culminated in a sponsorship deal with the POD logo printed on Coca-Cola packaging. Prior to this, Gilley faced a desperate financial situation and conceded that the only alternative to a co-venture with Coca-Cola was shutting down POD (Day After). While Coca-Cola offered financial support and the potential to spread Gilley’s message through the medium of the Coke can, POD presumably offered good publicity to a corporation persistently the target of allegations of unethical practice (for example, Levenson-Estrada; Gill; Thomas). Gilley was aware of the potential image problems caused by a venture with Coke but accepted the partnership on pragmatic grounds, and with the proviso that Coke’s sponsorship not accompany any attempt to influence POD. Gilley, in effect, was using Coca-Cola, displaying the political independence of the social visionary and the pragmatism of the entrepreneur. By the same token, Coca-Cola was using POD to garner positive publicity, demonstrating the nature of this “win-win” relationship.In his film, Gilley consults Ray C. Anderson, social enterprise proponent, about his ethical concerns. Anderson explains the merits of working with Coke. In his Unleash addresses, such ethical considerations do not feature. Instead, it is relayed that Coca-Cola executives were looking to become involved with a social campaign, consistent with the famous 1970s hilltop advertisement of “teaching the world to sing in harmony.” From a meeting at Coca-Cola’s headquarters in Atlanta, Gilley reveals, a correlation emerged between Gilley’s emphasis on Peace Day as a moment of global unity—encapsulated by his belief that “the thing about corporations [...] the wonderful thing about everybody […] is that everybody’s just like us” (Unleash)—and the image of worldwide harmony that Coca-Cola wanted to portray. It is my contention that Gilley’s public persona underpinned the manner in which this co-branding campaign emerged. This is because his persona neatly tied the profit motive of the corporation to the socially spirited nature of the campaign, and spoke to Coca-Cola in a manner relatable to the market. At the same time, it promoted a social campaign premised on an inclusiveness that recast the corporation as a concerned global citizen, and the social campaigner as a free-market agent.Persona in the Competitive Non-Profit SectorThrough a series of works P. David Marshall charts the increasing centrality of individuality as “one of the ideological mainstays of consumer capitalism [...and] equally one of the ideological mainstays of how democracy is conceived” (Marshall “New Media-New Self” 635). Celebrity, accordingly, can be thought of as a powerful discourse that works “to make the cultural centrality of individuality concretely real” (Marshall “New Media-New Self” 635). Beyond celebrity, Marshall offers a wider framework that maps how “personalisation, individuality, and the move from the private to the public are now part of the wider populace rather than just at play in the representational field of celebrity” (Marshall, “Persona” 158). This framework includes fundamental changes to the global, specifically Western, labour market that, while not a fait accompli, point to a more competitive environment in which “greater portions of the culture are engaged in regular—probably frequent—selling of themselves” and where self-promotion becomes a key tool (Marshall, “Persona” 158). Therefore, while consumerism comprises a backdrop to the proliferation of celebrity culture, competition within market capitalism contributes to the wider expansion of personalisation and individualism.The non-profit sector is also a competitive environment. UK studies have found an increase in the number of International NGOs of 46.6% from 1995/6-2005/6 (Anheier, Kaldor, and Glasius. 310). At the same time, the number of large charities (with an income greater than £10 million) rose, between 1999-2013, from 307 to 1,005 and their annual income rose from approximately £10bn to £36bn (Charity Commission). These quantitative changes in the sector have occurred alongside qualitative changes in terms of the orientation of individual organisations. For example, Epstein and Gang describe a non-profit sector in which NGOs compete against each other for funds from aid donors (state and private). It is unclear whether “aid will be allocated properly, say to the poorest or to maximize the social welfare” or to the “efficient aid-seekers” (294)—that is, NGOs with the greatest competitive capabilities. A market for public awareness has also emerged and, in an increasingly crowded non-profit sector, it is clearly important for organisations to establish a public profile that can gain attention.It is in this competitive environment that the public personae of activists become assets for NGOs, and Gilley constitutes a successful example of this. His persona demonstrates an organisation’s response to the competitive nature of the non-profit sector, by appealing to both traditional activist circles and the business sector, and articulating the social enterprise movement. Gilley effectively embodies social entrepreneurship—in his appearance, his performance and his back-story—bridging a gap between the for- and non-profit sectors. His persona helps legitimate efforts to recast the activist as an entrepreneur (and conversely, entrepreneurs as activists) by incorporating activist ideals (in this instance, peace) within a market framework. Abstract:
In post-socialist China, gender norms are marked by rising divorce rates (Kleinman et al.), shifting attitudes towards sex (Farrer; Yan), and a growing commercialisation of sex (Zheng). These phenomena have been understood as indicative of market reforms unhinging past gender norms. In the socialist period, the radical politics of the time moulded women as gender neutral even as state policies emphasised their feminine roles in maintaining marital harmony and stability (Evans). These ideas around domesticity bear strong resemblance to pre-socialist understandings of womanhood and family that anchored Chinese society before the Communists took power in 1949. In this pre-socialist understanding, women were categorised into a hierarchy that defined their rights as wives, mothers, concubines, and servants (Ebrey and Watson; Wolf and Witke). Women who transgressed these categories were regarded as potentially dangerous and powerful enough to break up families and shake the foundations of Chinese society (Ahern). This paper explores the extent to which understandings of Chinese femininity have been reconfigured in the context of China’s post-1979 development, particularly after the 2000s.The popular television dramas Chinese Style Divorce (2004, Divorce), Dwelling Narrowness (2009, Dwelling), and Divorce Lawyers (2014, Lawyers) are set against this socio-cultural backdrop. The production of these shows is regulated by the China State Administration of Radio, Film, and Television (SARFT), who has the power to grant or deny production and distribution permits. Post-production, the dramas are sold to state-owned television stations for distribution (Yu 36). Haiqing Yu summarises succinctly the state of Chinese media: “Chinese state manipulation and interference in the media market has seen the party-state media marketized but not weakened, media control decentralized but not reduced, and the media industry commercialized but not privatized” (42). Shot in one of the biggest cities in Shandong, Qingdao, Divorce focuses on Doctor Song Jianping and his schoolteacher wife Lin Xiaofeng and the conflicts between Song and Lin, who quits her job to become a stay-at-home mom after her husband secures a high-paying job in a foreign-invested hospital. Lin becomes paranoid and volatile, convinced that their divorced neighbour Xiao Li is having an affair with Song. Refusing to explain the situation, Song is willing to give her a divorce but fights over guardianship of their son. In the end, it is unconfirmed whether they reconcile or divorce. Divorce was recognised as TV Drama of the Year in 2004 and the two leads also won awards for their acting. Reruns of the show continue to air. According to Hui Faye Xiao, “It is reported that many college students viewed this TV show as a textbook on married life in urban settings” (118). Dwelling examines the issue of skyrocketing housing prices and the fates of the Guo sisters, Haizao and Haiping, who moved from rural China to the competitive economically advanced metropolis. Haiping is obsessed with buying an apartment while her younger sister becomes the mistress of a corrupt official, Song Siming. Both sisters receive favours from Song, which leads to Haiping’s success in purchasing a home. However, Haizao is less fortunate. She has a miscarriage and her uterus removed while Song dies in a car accident. Online responses from the audience praise Dwelling for its penetrating and realistic insights into the complex web of familial relationships navigated by Chinese people living in a China under transformation (Xiao, “Woju”). Dwelling was taken off the air when a SARFT official criticised the drama for violating state-endorsed “cultural standards” in its explicit discussions of sex and negative portrayals of government officials (Hung, “State” 156). However, the show continued to be streamed online and it has been viewed and downloaded more than 100 million times (Yu 34). In Lawyers, Luo Li and Chi Haidong are two competing divorce lawyers in Beijing who finally tie the knot. Chi was a happily married man before catching his wife with her lover. Newly divorced, he moves into the same apartment building as Luo and the drama focuses on a series of cases they handle, most of which involve extramarital affairs. Lawyers has been viewed more than 1.6 billion times online (v.qq.com) and received the China Huading award for “favourite television drama” in 2015. Although these dramas contain some conventional elements of domestic melodramas, such as extramarital affairs and domestic disputes, they differ from traditional Chinese television dramas because they do not focus on the common trope of fraught mother-in-law and daughter-in-law relationships.Centred on the politics of family ethics, these hugely popular dramas present the transformation in gender norms as a struggle between post-socialist and pre-socialist understandings of femininity. On the one hand, these dramas celebrate the emergence of a post-socialist femininity that is independent, economically successful, and sexually liberated, epitomising this new understanding of womanhood in the figures of single women and mistresses. On the other hand, the dramas portray these post-socialist women in perpetual conflict with wives and mothers who propound a pre-socialist form of femininity that is sexually conservative and defined by familial relationships, and is economically less viable in the market economy. Focusing on depictions of femininity in these dramas, this paper offers a comparative analysis into the extent to which gender norms have been reconfigured in post-socialist China. It approaches these television dramas as a pedagogical device (Brady) and pays particular attention to the ways through which different categories of women interrogated their rights as single women, mistresses, wives, and mothers. In doing so, it illuminates the politics through which a liberal post-socialist femininity unleashed by market transformation is controlled in order to protect the integrity of the family and maintain social order. Post-Socialist Femininity Unleashed: Single Women and Mistresses A woman’s identity is inextricably linked to her marital status in Chinese society. In pre-socialist China, women relied on men as providers and were expected to focus on contributing to her husband’s family (Ebrey and Watson; Wolf and Witke). This pre-socialist positioning of women within the private realm of the family, though reinterpreted, continued to resonate in the socialist period when women were expected to fulfil marital obligations as wives and participate in the public domain as revolutionaries (Evans). While the pressure to marry has not disappeared in post-socialist China, as the derogatory term “leftover women” (single women over the age of 27) indicates, there are now more choices for single women living in metropolitan cities who are highly educated and financially independent. They can choose to remain single, get married, or become mistresses. Single women can be regarded as a threat to wives because the only thing holding them back from becoming mistresses is their morals. The 28-year-old “leftover woman” Luo Li (Lawyers) is presented as morally superior to single women who choose to become mistresses (Luo Meiyuan and Shi Jiang) and therefore deserving of a happy ending because she breaks up with her boss as soon as she discovers he is married. Luo Li quits to set up a law firm with her friend Tang Meiyu. Both women are beautiful, articulate, intelligent, and sexually liberated, symbolising unleashed post-socialist femininity. Part of the comic relief in Lawyers is the subplot of Luo’s mother trying to introduce her to “eligible” bachelors such as the “PhD man” (Episodes 20–21). Luo is unwilling to lower her standards to escape the stigma of being a “leftover woman” and she is rewarded for adhering to her ideals in the end when she convinces the marriage-phobic Chi Haidong to marry her after she rejects a marriage proposal from her newly divorced ex-lover. While Luo Li refuses to remain a mistress, many women do not subscribe to her worldview. Mistresses have existed throughout Chinese history in the form of concubines and courtesans. A wealthy and powerful man was expected to have concubines, who were usually from lower socio-economic backgrounds (Ebrey and Watson; Liu). Mistresses, now referred to as xiaosan, have become a heated topic in post-socialist China where they are regarded as having the power to destroy families by transgressing moral boundaries. Some argue that the phenomenon is a result of the market-driven economy where women who desire a financially stable life use their sexuality to seek rich married men who lust for younger mistresses as symbols of power. Ruth Y.Y. Hung characterises the xiaosan phenomenon as a “horrendous sex trade [that is] a marker of neoliberal market economies in the new PRC” (“Imagination” 100). A comparison of the three dramas reveals a transformation in the depiction of mistresses over the last decade. While Xiao Li (Divorce) is never “confirmed” as Song Jianping’s mistress, she flirts with him and crosses the boundaries of a professional relationship, posing a threat to the stability of Song’s family life. Although Haizao (Dwelling) is university-educated and has a stable, if low-paying job, she chooses to break up with her earnest caring fiancé to be the mistress of the middle-aged Song Siming who offers her material benefits in the form of “loans” she knows she will never be able to repay, a fancy apartment to live in, and other “gifts” such as dining at expensive restaurants and shopping at big malls. While the fresh-faced Haizao exhibits a physical transformation after becoming Song’s mistress, demonstrated through her newly permed hair coupled with an expensive red coat, mistresses in Lawyers do not change in this way. Dong Dahai’s mistress, the voluptuous Luo Meiyuan is already a successful career woman who flaunts her perfect makeup, long wavy hair, and body-hugging dresses (Episodes 12–26). She exudes sexual confidence but her relationship is not predicated on receiving financial favours in return for sexual ones. She tells Dong’s wife that the only “third person” in a relationship is the “unloved” one (Episode 15). Another mistress who challenges old ideas of the power dynamic of the rich man and financially reliant young woman is the divorced Shi Jiang, Tang Meiyu’s former classmate, who becomes the mistress of Tang’s husband (Cao Qiankun) without any moral qualms, even though she knows that her friend is pregnant with his child. A powerful businesswoman, Shi is the owner of a high-end bar that Cao frequents after losing his job. Unable to tell his wife the truth, he spends most days wandering around and is unable to resist Shi’s advances because she claims to have loved him since their university days and that she understands him. In this relationship, Shi has taken on the role traditionally assigned to men: she is the affluent powerful one who is able to manipulate the downtrodden unemployed man by “lending” him money in his time of need, offering him a job at her bar (Episode 17), and eventually finding him a new job through her connections (Episodes 23–24). When Cao leaves home after Tang finds out about the affair, Shi provides him with a place to stay (Episode 34). Because the viewers are positioned to root for Tang due to her role as the female lead’s best friend, Shi is immediately set up as one of the villains, although she is portrayed in a more sympathetic light after she reveals to Cao that she was forced to give up her son to her ex-husband in America (who cheated on her) in order to finalise her divorce (Episode 29).The portrayal of different mistresses in Lawyers signals a transformation in the representation of gender compared to Divorce and Dwelling, because the women are less naïve than Haizao, financially well-off because of their business acumen, and much more outspoken and determined to fight for what they want. On the surface these women are depicted as more liberated and free from gender hierarchies and sexual oppression. Hung describes xiaosan as “an active if constrained agent . . . whose new mode of life has become revealingly defensible and publicly acceptable in socioeconomic terms that reflect the moral changes that follow economic reforms” (“State” 166). However, the closure of these storylines suggest that although more complex reasons for becoming a mistress have been explored in the new drama, mistresses are still regarded as a threat to social stability and therefore punished, challenging Hung’s argument about the “acceptability” of mistresses in post-socialist China. Post-Socialist Femininity Restrained: Wives and MothersCountering these liberal forms of post-socialist femininity are portrayals of righteous wives and exemplary mothers. These depictions articulate a moral positioning grounded in pre-socialist and socialist understandings of a woman’s place in Chinese society. These portrayals of moral women check the transgressive powers of single women and mistresses with the potential to break families up. More importantly, they remind the audience of desired gender norms that retain the integrity of the family and anchor a society undergoing rapid transformation.The three dramas portray wives who are stridently righteous in their confrontations with women they perceive as a threat to their families. These women find moral justification for the violence they inflict on transgressors from cultural understandings of their rights as wives. Lin Xiaofeng (Divorce) repeatedly challenges Xiao Li to explain the “logic” underlying her actions when she discovers that Xiao accompanied Song Jianping to a wedding (Episode 14). The “logic” Lin refers to is a cultural understanding that it is her right as wife to accompany Song to public events and not Xiao’s. By transgressing this moral boundary, Xiao accords Lin the moral authority to cast doubt on her abilities as a doctor in a public confrontation. It also provides moral justification for Lin to slap Xiao when she suggests that Lin is an embarrassment to her husband, an argument that underscores Lin’s failure and challenges her moral authority as wife. Jiang Miaomiao (Dwelling) draws on similar cultural understandings when she appears at the apartment Haizao shares with Song Siming (Episode 33). Jiang positions herself in the traditional role of a wife as a household manager (Ebrey) whose responsibilities include paying Song’s mistresses. She puts Haizao into a subordinate position by arguing that since Haizao is less than a mistress and slightly better than a prostitute, she is not worth the money Song has given her. When Haizao refuses to return the money a tussle ensues, causing Haizao to have a miscarriage. Likewise, Miao Jinxiu (Lawyers) draws on similar cultural understandings of a wife’s position when she laments popular arguments that depict mistresses such as Luo Meiyuan as usurping the superior position of wives like herself who are less attractive and able to navigate the market economy. Miao describes these arguments as “inverting black into white” (Episode 19). She publicly humiliates Luo by throwing paint on her at a charity event (Episode 17) and covers Luo’s car with posters labelling Luo a “slut,” “prostitute,” and “shameless” (Episode 18). Miao succeeds in “winning” her husband back. The public violence Miao inflicts on Luo and her success in protecting her marriage are struggles to reinforce the boundaries defining the categories of wife and mistress as these limits become increasingly challenged in China. In contrast to the violent strategies that Lin, Jiang, and Miao adopt, Tang Meiyu resists Shi Jiang’s destructive powers by reminding her errant husband of the emotional warmth of their family. She asks him, “Do you still remember telling me what the nicest sound is at home?” For Cao, the best sounds are Tang’s laughter, their baby’s cries, the sound of the washing machine, and the flushing of their leaky toilet (Episode 43). The couple reconciles and even wins a lottery that cements their “happy ending.” By highlighting the warmth of their family, Tang reminds Cao of her rightful place as wife, restrains Shi from breaking up the couple, and protects the integrity of the family. It is by drawing on deeply entrenched cultural understandings of the rights of wives that these women find the moral authority to challenge, restrain, and control the transgressive powers of mistresses and single women. The dramas’ portrayals of mothers further reinforce the sense that there is a need to restrain liberal forms of post-socialist femininity embodied by errant daughters who transgress the moral boundaries of the family. Lin Xiaofeng’s mother (Divorce) assumes the role of the forgiving wife and mother. She not only forgives Lin’s father for having an affair but raises Lin, her husband’s love child, as her own (Episode 23). On her deathbed, she articulates the values underlying her acceptance of this transgression, namely that one needs to be “a little kinder, more tolerant, and a little muddleheaded” when dealing with matters of the family. Her forgiveness bears fruit in the form of the warm companionship and support she enjoys with Lin’s father. This sends a strong pedagogical message to the audience that it is possible for a marriage to remain intact if one is willing to forgive. In contrast, Haizao’s mother (Dwelling) adopts the role of the disciplinary mother. She attempts to beat Haizao with a coat hanger when she finds out that her daughter is pregnant with Song Siming’s child (Episode 31). She describes Haizao’s decision as “the wrong path” and is emphatic that abortion is the only way to right this wrong. She argues that abortion will allow her daughter to start life anew in a relationship she describes as “open and aboveboard,” which will culminate in marriage. When Haizao rejects her mother’s disciplining, her lover dies in a car accident and she has a miscarriage. She loses her ability to speak for two months after these double tragedies and pays the ultimate price, losing her reproductive abilities. Luo Li’s mother (Lawyers), Li Chunhua, extends this pedagogical approach by adopting the role of public counsellor as a talk show host. Li describes Luo’s profession as “wicked” because it focuses on separating the family (Episode 9). Instead, she promotes reconciliation as an alternative. She counsels couples to remain together by propounding traditional family values, such as the need for daughters-in-law to consider the filial obligations of sons when managing their relationship with their mothers-in-law (Episode 25). Her rising ratings and the effectiveness of her strategy in bringing estranged couples like Miao Jinxiu and Dong Dahai back together (Episode 26) challenges the transgressive powers of mistresses by preventing the separation of families. More importantly, as with Haizao’s and Lin’s mothers, the moral force of Li’s position and the alternatives to divorce that she suggests draw on pre-socialist and socialist understandings of family values that underscore the sanctity of marriage to the audience. By reminding errant daughters of deeply embedded cultural standards of what it means to be a woman in Chinese society, these mothers are moral exemplars who restrain the potentiality of daughters becoming mistresses. ConclusionMarket reforms have led to a transformation in understandings of womanhood in post-socialist China. Depictions of mistresses and single women as independent, economically successful, and sexually liberated underscores the emergence of liberal forms of post-socialist femininity. Although adept at navigating the new market economy, these types of post-socialist women threaten the integrity of the family and need to be controlled. Moral arguments articulated by wives and mothers restrain the potentially destructive powers of post-socialist womanhood by drawing on deeply embedded understandings of the rights of women shaped in pre-socialist China. It is by disciplining liberal forms of post-socialist femininity such that they fit back into deeply embedded gender hierarchies that social order is restored. By illuminating the moral politics undergirding relationships between women in post-socialist China, the dramas discussed underscore the continued significance of television as a pedagogical device through which desired gender norms are popularised. These portrayals of the struggles between liberal forms of post-socialist femininity and conservative pre-socialist understandings of womanhood as lived in everyday life serve to communicate the importance of protecting the integrity of the family and maintaining social stability in order for China to continue to pursue development.
