Abstract:
Background: Food marketing has been implicated as a driver of obesity. However, few studies have examined point-of-purchase marketing in supermarkets and restaurants, or marketing in lower-income countries. Furthermore, policy solutions to counteract marketing and provide consumers with objective nutritional information require evidence of efficacy. Paper 1. We documented child-oriented marketing practices, product claims, and health-evoking images on 106 cereals sold in Guatemala City, Guatemala. Linear regression was used to evaluate the association between various marketing strategies and nutritional quality. We found that child-oriented cereals had worse overall nutritional quality and higher sugar content compared to non-child oriented cereals. Cereals with health claims were not significantly healthier than those without claims. Paper 2. Menu items marketed on general and kids’ menu boards and signage were recorded at McDonald’s, Burger King, Wendy’s, and Taco Bell throughout the United States in 2010 and 2013. Linear regression was used to model changes over time in nutritional quality of marketed foods and beverages. On general menu boards, marketed items became healthier, improving in overall nutritional quality and decreasing in calories. This pattern was evident in all chains except Taco Bell, where marketed items increased in calories. On general menu boards and signage, while marketed foods improved in nutritional quality, marketed beverages remained the same or became worse. However, on kids’ menu boards, both foods and beverages became healthier. Paper 3. 1,958 adults completed an online survey. Participants were randomized to one of six labeling groups: No label; Calories per bottle; Traffic light; Warning label; Calories+Warning; Traffic Light+Warning. Differences in purchase intentions and perceptions for SSBs across groups were assessed with ANCOVAs. Single health warning labels on SSBs appeared as effective as single traffic lights or combined calories plus warning labels. Warning labels were most effective when combined with traffic light labels in conveying health-related risks associated with SSB overconsumption. Conclusions: Although marketed products in fast food restaurants in the United States appear to be showing modest improvements in nutritional quality, the increase in child-oriented marketing on nutritionally-poor items in other countries is concerning. Continued research on nutrition-minded policy solutions is essential.

Abstract:
This research provides a thorough review of the research on priming and marketing (essay 1) as well as empirically explores several unintended consequences of priming (essay 2) and the antecedents to priming effects (essay 3). In essay 1, priming research is reviewed using a classification system based on priming outcome using the ABC model of attitudes (i.e., affective, behavioral, and cognitive priming). The priming process is discussed, and types of priming in each category are reviewed before challenges in the priming process are discussed. In essay 2, non-product-centric (i.e., collateral) primes (e.g., co-branding, sponsorship, cause marketing) are explored. This research explores how collateral information works as a prime to influence product evaluations, specifically with application to cause marketing. Study 1 of essay 2 explores the consumer outcomes of collateral communication primes by showing that adding a health cause to a cookie package (i.e., the prime) significantly increases product health perceptions. Study 2 explores limits on collateral communication priming and finds that health charities on product packaging increase brand attitude and purchase intentions, while disclaimers increase processing and reduce prime effects. Study 3 explores person specific antecedents to collateral communication primes revealing that an individual's theory of mind leads to ad skepticism that, in turn, influences reaction to primes. Essay 3 specifically examines the theoretical framework underlying priming effects by examining priming from two bodies of competing theory rooted in individual and social antecedents to behavior. Study 1 of essay 3 confirms past findings and develops materials to be used in studies 2 and 3 by showing that spokesfigures are marketer-supplied cues that vary in manipulativeness, and these cues interact with other cues, such as complexity and persuasion. Study 2 provides support for individual antecedents to cue-based primes (cognitive abilities, as measured by working memory capacity, and advertising skepticism). Study 3 builds on study 2 by adding in social antecedents (theory of mind and psychological reactance) to develop a comprehensive model of consumer information processing. All together, these three essays explore the literature on priming and marketing and provide a more holistic understanding of the antecedents to priming effects.

Abstract:
This thesis presents a case study of the drink drive initiatives, including marketing communications, legislation and enforcement practices implemented in the state of Victoria (Australia) between 1989-2000. It has been argued that the 51% reduction in road toll was related to these initiatives. In order to explore the veracity of these claims, a holistic case study approach was adopted. In addition to an examination of the communications tactics and extant practices of enforcement agencies, the study involved interviews with two distinct groups: professionals in various fields pertaining to road safety, and members of the general Victorian driving community. The focus of this work was on the advertising and communications campaigns that were run by the Transport Accident Commission from 1989-2000; however the policy and enforcement initiatives were also examined in terms of their potential impact on the lowering of the road toll. Suggestions for the improvement of policy and communication strategies within a social marketing context are made.

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior
A formulaÃÃo de polÃticas pÃblicas para o ordenamento da pesca da lagosta à papel do Governo Federal, visando compatibilizar interesses diversos na cadeia produtiva da lagosta. Esta Tese de Doutorado apresenta um estudo sobre a pesca de lagostas no Estado do CearÃ, Brasil, uma atividade tradicional desde meados dos anos de 1950, e que representa um importante produto pesqueiro de exportaÃÃo do Brasil, motivado pela escassez de informaÃÃes sobre pesquisa, estatÃstica, monitoramento e avaliaÃÃo. A situaÃÃo histÃrica do setor pesqueiro cearense apresentou alteraÃÃes mÃnimas na frota, nos tipos de embarcaÃÃes, nos aparelhos e mÃtodos de Pesca, assim como nas espÃcies capturadas. Houve um crescimento no contingente de pescadores de lagosta e do seguro-desemprego como benefÃcio social. Foram identificadas algumas lacunas existentes desde a concepÃÃo à aplicaÃÃo de parte da legislaÃÃo que envolve a lagosta, seja na identificaÃÃo de Ãreas de criadouros protegidas, no uso do tamanho das malhas e na alteraÃÃo no coeficiente de entralhe das malhas. Para otimizar o processo de comercializaÃÃo e posterior anÃlise de biologia pesqueira, foi proposta uma padronizaÃÃo internacional para classificaÃÃo da lagosta inteira relacionada ao crescimento coerente das gramaturas e dos tipos. Foram discutidos os vÃrios sistemas de bancos de dados existentes e empregadas por diversos ÃrgÃos no paÃs. No entanto, nÃo foi verificada a integraÃÃo necessÃria para agilizar os procedimentos de monitoramento e avaliaÃÃo, dificultando sobremaneira o processo de gestÃo das polÃticas pÃblicas. Os bancos de dados de embarcaÃÃes pesqueiras presentes nos mais diversos ÃrgÃos - Sisemb/DPC, MPA, SINE, MTE - deveriam se tornar Ãnico e com leitura biomÃtrica do proprietÃrio da tripulaÃÃo, evitando perda de tempo tanto para os usuÃrios, quanto para funcionÃrios pÃblicos que alimentam e atualizam diversas informaÃÃes anualmente. AlÃm disso, recomendaÃÃes ou sugestÃes foram apresentadas para a continuidade e o aprofundamento de temas para o desenvolvimento de futuros estudos empregados na gestÃo da cadeia produtiva da lagosta, ao identificar lacunas e Ãbices que impedem a implantaÃÃo, o monitoramento e a avaliaÃÃo da polÃtica de desenvolvimento da pesca de lagosta por ÃrgÃos pÃblicos. The role of public policies application for the development of lobster fishing is from the Federal Brazilian Government, aiming to reconcile various interests in the productive chain of the lobster fisheries. This D.Sc. thesis presents a study about lobster fishing in the State of CearÃ, Northeast region of Brazil, a traditional activity since the mid of the 1950 ́s, and represents an important fishing product of Brazil's exportation, driven by the lack of information on research, statistics, monitoring and evaluation. The history of the fishing in Cearà has shown minimal changes in the fleet, the types of vessels, the equipment and fishing methods, as well as in the species caught. There was a growing contingent of lobster fishermen and unemployment insurance as a social benefit. Some gaps were identified from design to application of the legislation involving lobster fisheries, since the identification of breeding areas protected, use the size of the meshes to the change on coefficient of the meshes. To optimize the process of commercialization and further analysis of Fisheries Biology, an international standardization was proposed for the classification of the entire lobster growth- related task to consistent weights and types. The various systems of existing databases and employed by various organs in the country were discussed. However, has not been verified the necessary integration to streamline monitoring and evaluation procedures, greatly hindering the process of management of public policies. The databases of fishing vessels present in the most diverse organs - Sisemb/DPC, MPA, SINE, MTE - should become single and with biometric reading by the boat owners, avoiding waste of time for both users, as for civil servants who feed and update information annually. In addition, recommendations or suggestions were presented to continuation and deepening of themes for the devel opment of future studies employed in productive chain management of lobster, and also to identify gaps and obstacles that hinder the implementation, monitoring and evaluation of development policy of lobster fishing by public agencies. The 21 undergraduate programs in Fishing Engineering existing in Brazil in 2013 and The Fishing Technology Colleges could contribute with their infrastructure, student body and teaching staff needed to achieve some goals of the MPA, as statistics and fishing extensions.

A domain name is a unique alphanumeric designation that facilitates reference to sets of numbers which actually locate a particular computer on the Internet. Domain names are a fundamental part of the Internet's user interface. Improving the usability of the Internet depends upon effective domain name policy. This study is intended to contribute to improvement in Internet usability for the end users of domain names. Benefits of more usable domain names include: higher sales, customer satisfaction and productivity, and reduced support costs. Domain name policies worldwide vary considerably. Consequently, end users are inconvenienced by contradictory domain name policies, diminishing the predictability of an entity's domain name, and thus decreasing usability for end users. The study objective was to develop criteria with which policy makers can evaluate their domain name policies, in order to improve the usability of domain names for end users. The main research question posed was: What are the criteria for an effective domain name policy? The research methodology included a literature review, domain name policy examination and an ethnographic narrative. The literature review found existing research examining either domain names or usability in isolation. However, research examining the intersection of the two is scarce. The existing research describes domain names as part of the web user interface. In practical terms, this is about how people use domain names to access web sites, email addresses and other Internet resources. It was established that the predictability (and thus usability) of domain names relies on effective domain name policy. The non-standardised and widely delegated process of domain name policy development leads to unpredictable and inconsistent domain names. The narrative recollection presented the researcher's inside perspective on the domain name industry, with a focus on domain name usability. The researcher provided first-hand insights into the evolution of the industry and policy development process, from Australian and international perspectives. To address the problem of poor domain name usability, a framework for domain name policy evaluation is proposed. The framework extends the current research that treats domain names as a user interface by proposing criteria which address usability concerns. The framework allows policy makers to critically assess domain name policies with end users in mind. Examples of the criteria include: understanding who are its intended and untended users, and whether it's consistent with other domain names. The framework has the potential to set an international standard for the critical evaluation of domain name policy, and become the basis for further research. This study was developed from the researcher's perspective as a participant in the domain name industry. A secondary lens regarding the usability of domain names was then applied. This study has only scraped the surface in terms of how the research fields of domain names and usability may be considered together. The research methodology for this study was primarily qualitative and interpretive. A quantitative study of domain name policies globally could provide further insight into areas including: the differences in second level country code domain names, and language implications of domain names.

Abstract:
The thesis aims to present a case for a rethinking of the paradigmatic frames underpinning food marketing control policy and research. In support of its contention, it reports on the methodological strategies, evidence outcomes and knowledge translation contributions of a series of research projects. The projects were commissioned by national and international policy makers during the period 2009-2015 in support of responsible food marketing policy development. They were conceptualised, developed and interpreted through participatory and iterative research planning processes. The research drew on theories and constructs from multiple disciplines. Public health, marketing and policy science contributed most, but information economics and management theories also informed research design and analysis and interpretation of findings. Its key generalizable findings can be summarised as follows: • The identification of a fragmented but convergent pool of evidence indicating contemporary food and beverage marketing is an interactive, dynamic phenomenon. • The identification of a fragmented but convergent pool of evidence demonstrating it significantly impacts sociocultural determinants of food behaviours. • The generation of evidence demonstrating a gap between the strategic aims of responsible marketing policy regimes and the inherent capacity of implemented interventions to constrain marketing’s food environment impacts. • The generation of evidence demonstrating that critical re-appraisal of food marketing policy research assumptions and preconceptions is a strategy supportive of policy innovation. • The generation of evidence that research intended to support real world multi-stakeholder policy development processes requires additional skills to those established and recognised as central to high quality research. These include the ability to engage with dynamic and politicised policy processes and their public communications challenges. • The generation of evidence that can inform future independent benchmark standard for responsible marketing development initiatives. • The generation of evidence that can inform future research on designing and developing policy that is ‘future proof’ and targets marketing’s sociocultural food environment impacts. Its most significant knowledge translation contributions have been: • Support for the WHO Set of Recommendations on the Marketing of Foods and Non-alcoholic Beverages to Children (subsequently endorsed at the 2010 World Health Assembly and the 2011 United Nations General Assembly). • Participatory research contributions to the Scottish Government’s responsible marketing standard development initiative (PAS2500). • Supporting the planning and development of the Scottish Government’s Supporting Healthy Choices Policy initiative. • Knowledge exchange with policy makers and stakeholders engaged in a scoping and prioritisation initiative commissioned by the United Kingdom’s Department of Health (An analysis of the regulatory and voluntary landscape concerning the marketing and promotion of food and drink to children). • Supporting responsible marketing policy agendas targeted to the engagement of a broad mix of stakeholders in innovative policy development processes. • Supporting policy makers’ efforts to increase popular support for stronger, more effective responsible marketing policy controls. The thesis therefore aims to present evidence that the programme of research presented here has made useful and original contributions to evidence and knowledge on contemporary food marketing and its impacts on food behaviours and the food environment. It aims to build on this by demonstrating how this evidence informed and supported policy development. Through this the thesis aims to support its case that a rethinking of food marketing policy research assumptions and conceptions can expand and enrich the evidence base as well as real world policy innovation.

Abstract:
Community coalitions are an important part of the public health milieu and thus subject to many of the same external pressures as public health organizations--including changes in required strategic orientation. Many funding agencies have shifted their funding agenda from program development to policy change. Thus, the Florida Prevention Research Center created the Community-Based Prevention Marketing for Policy Development framework to teach community coalitions how to apply social marketing to policy change. The dissertation research reported here was designed to explicate the framework's theory-of-change. The research question was: "What are the linkages and connections between CBPM inputs, activities, immediate outcomes, intermediate outcomes, and ultimate impacts?" The author implemented a case study design, with the case being a normative community coalition. The study adhered to a well-developed series of steps for system dynamics modeling. Results from model simulations show how gains in performance depend on a community coalition's initial culture and initial efficiency, and that only the most efficient coalitions may see benefits in coalition performance from implementing Community-Based Prevention Marketing for Policy Development. Theoretical implications for social marketers--e.g., real-world example of how to work `upstream'--and system dynamics modelers--e.g., application of generic structures--are discussed. Practical implications for the framework's developers--namely, the importance of managing the early expectations of framework adopters--are discussed as well.

Les politiques publiques environnementales cherchent à impacter des comportements de consommation. Néanmoins, la relation causale entre l’action publique mise en œuvre et le changement de comportement se caractérise par des discontinuités. Elle doit donc être approfondie en combinant l’angle d’analyse des politiques publiques et du processus de décision du consommateur. En effet, ce dernier dépend également d’autres déterminants psychosociaux et d’autres facteurs contextuels. L’impact spécifique des instruments des politiques publiques doit cependant pouvoir y être distingué. Notre étude sur la politique publique environnementale française visant à l’acquisition de voitures à faibles émissions de carbone permet de comprendre l’impact des instruments des politiques publiques sur le processus de décision d’achat du consommateur. En effet, l’attitude envers les instruments de l’action publique produit des effets sur le processus de décision du consommateur. Cet impact n’est pas direct, mais il modère les relations causales entre les principaux déterminants du comportement. Ces effets modérateurs dépendent de la nature psychologique ou structurelle des instruments des politiques publiques qui impactent des relations spécifiques du processus de décision du consommateur
Environmental public policy tools aim to impact consumer behavior. Nevertheless, the causal relationship system between the implementation of a public policy and behavior is full of disconnections. Thus, it should be deepen with the combined analysis of public policies and consumer decision process. Indeed, this latter also depends on others psychosocial determinants towards behavior and other contextual forces. The impact of public policy tools need to be distinguished among them.Our study on the French environmental public policy aimed at acquiring low-carbon emission cars focuses on understanding the impact of public policy tools on consumer buying decision process. Indeed, the attitude towards public policy tools affects consumer decision process. It results that the impact is not so direct but it moderates the relationship between the main determinants of behavior. These moderation effects depend on the psychological or structural nature of the public policy tools which impacts specific relationships of the consumer decision process

Abstract:
The objective of this dissertation is to evaluate whether two different types of policy interventions in the United States are associated with health service utilization and economic outcomes. Paper 1: The number of government lawsuits accusing pharmaceutical companies of off-label marketing has risen in recent years. We use Medicare and Medicaid claims data to evaluate how an off-label marketing lawsuit and its accompanying media coverage affected utilization and spending on gabapentin as well as other anticonvulsant medications. In this interrupted time series analysis of dual eligible patients with bipolar disorder, we found that the lawsuit and accompanying media coverage corresponded with a decrease in market share of gabapentin, a substitution of newer and expensive anticonvulsants, and a substantial increase in overall spending on anticonvulsants. Paper 2: Medicare Part D was a major expansion of Medicare benefits to cover pharmaceuticals. There were initial concerns about how the dually eligible population who previously had drug coverage through Medicaid would fare after transitioning to Part D plans. Using a nationally representative longitudinal panel survey of Medicare Beneficiaries that are dually eligible for Medicaid, we investigated whether differences in generosity of Medicaid drug benefits were associated with differential changes in drug utilization and out-of-pocket spending for duals after they transitioned to Part D. Our finding suggest that those who previously encountered a monthly drug cap prior to Part D implementation experienced a differentially higher increase in annual prescription drug fills compared with those who did not face a cap.

Abstract:
The patient-as-consumer has emerged as a narrative in the government health care system that cares for beneficiary veteran patients, elevating the phenomenon of choice in health care legislation and administration. The problem of the submerged state of a health policy was the issue examined within the context of access to health care and what patients experience when choice is present. The purpose of this study was to explore the motivations of beneficiary veteran patients to choose a preventive care option, a seasonal flu shot, at a private sector retail pharmacy rather than at their government health care provider, with the goal of understanding what social marketing strategies supported their decisions, how they defined choice, and what they expected from their choice option. Research questions focused on reasons for patients’ decisions to choose outside preventive care within the context of a social marketing campaign and their interpretation of choice in health care policy. Drawing on the policy feedback theory, an interpretative phenomenological approach was employed. Purposive semistructured interviews of 7 patients were conducted. Data were analyzed using a 3 step process that included descriptive theme-centered coding, emergent sub-coding, and a clustered coding analysis. Two key themes emerged: first, choice in health care policy is relative to a patient’s individual circumstance, and in order to have choice, one must have options; and second, veterans value their earned health care benefits and trust their government provider. Implications for social change include policy maker awareness of the importance of social marketing as a tool for communicating a health policy and legislation so they can make more informed decisions and veterans can feel empowered as patients.

The thesis presents a comparative study of the Brazilian public and private organizations performance and the Spanish saving accounts and private companies in terms of their cultural marketing policies and corporative communication strategies, taking into account the resources supported by the governments through tax exemption encouragement policies. It has two main objectives. The first one was to identify the partnership between the government and companies towards cultural promotion. The second and the most important one, was to discover the multiple strategies for cultural visibility in the corporative segment through communication and marketing. Besides that, the reflexes of this relationship on the corporative social responsibility, on its reputation and on the cultural market were also verified. The research was based mainly on the peer quantitative content analysis and also on MIA Media Image Audit. Finally, it was concluded that although the exemption policies diverge between countries, the companies behavior is similar when it comes to culture investments as well as communication strategies. However, in Brazil, the investment income comes mainly from the fiscal disclaim, while in Spain the organizations themselves are responsible for that.
A tese apresenta um estudo comparativo entre a atuação das organizações públicas e privadas do Brasil e, as caixas de poupança e as empresas privadas da Espanha, no que concerne à política de marketing cultural e suas estratégias de comunicação corporativa, tendo como pano de fundo os recursos incentivados pelos governos através das leis de isenção fiscal. Com dois objetivos principais, procurou-se identificar, primeiramente, a parceria entre o Estado e as companhias na promoção da cultura. O segundo e principal intuito foi descobrir as múltiplas estratégias de visibilidade cultural no mundo corporativo através da comunicação e do marketing. Além disso, se verificou os reflexos dessa relação na responsabilidade social corporativa e na reputação, como também, no mercado cultural. O trabalho foi pautado, principalmente, na análise de conteúdo qualitativa por emparelhamento e ainda na AIM- Auditoria de Imagem na Mídia. Ao final, conclui-se que embora as leis de isenção sejam divergentes nos dois países, o comportamento das companhias é similar tanto no que concerne aos investimentos em cultura, como no que se refere às estratégias de comunicação. Contudo, no Brasil o dinheiro é quase, majoritariamente, vindo da renúncia fiscal do Estado, enquanto que na Espanha vem das próprias organizações.

In the last decade, the reach of New Public Management (NPM) has stretched well beyond its Western origins as modernising African governments and their global health partners have sought to import new approaches. Public health systems in Africa are entirely different to those of the West however, and this sort of application introduces a number of contextually-specific questions that are not considered by the majority of the NPM literature. The few studies that do investigate NPM in Africa are evaluative in content, seeking to understand whether reforms work and to identify barriers to success. Invariably, whether they find in favour of public management reform or not, the same issues are highlighted: lack of capacity, weak institutions, and improper implementation. This thesis will build a theory of NPM reform that is particular to the African context. I develop this theoretical extension through an intensive ethnographic case study of one of the most important on-going public health reform efforts in Africa—the transformation of the entire Ethiopian hospital system to an NPM-style administrative regime. I develop a constructionist theory of African NPM through thick description of the hospitals under reform. I detail the various ways in which the reforms are indigenised as they meet up with local understandings, institutions, and market contexts, and the inevitable unintended consequences as managers seek to ‘make do’ in environments radically different to those of NPM’s origins. I then conduct a detailed consumer analysis to describe the strategies employed by patients seeking care. Patients from different class positions use very different strategies to get health services and I demonstrate that the reform has very different consequences for Ethiopians across classes. Many patients are not recognisable as the ‘customers’ described in the reform documents, and so the hospitals do not organise their reform efforts to serve them.

Com a hipótese de que a aquisição de alimentos por meio da política pública do Programa de Aquisição de Alimentos (PAA) tem fortalecido o acesso aos mercados, a organização, a produção e a lucratividade dos agricultores familiares assentados da reforma agrária de Tangará da Serra-MT desenvolveu-se o presente estudo. Realizou-se a pesquisa de campo com a aplicação de formulário de perguntas a agricultores familiares assentados, feita em dois momentos e com objetivos distintos. O primeiro momento, entre junho e julho de 2015, com 14 agricultores familiares assentados, buscou retratar questões socioeconômicas, produtivas, de organização, participação e efeitos quali-quantitativos do PAA na vida e produção destes agricultores. No segundo momento, em novembro de 2015, com três agricultores familiares assentados, procurou-se estimar e analisar os custos de produção e a lucratividade das principais atividades comercializadas com o PAA pelos agricultores familiares assentados. Os resultados apontaram que o PAA promoveu comercialização de produtos agrícolas diversos, aumento da qualidade e quantidade de produtos, com destaque para a produção de banana, mandioca e abóbora, que na comercialização mostram resultados econômicos positivos tanto para o mercado tradicional quanto para o PAA, com desdobramentos positivos quanto à renda e às condições de vida das famílias. No entanto, observou-se que o associativismo tem por finalidade única a comercialização com o programa e que a falta de articulação entre as políticas públicas resulta em ausência de assistência técnica e extensão rural, além de se notarem preocupações quanto as interrupções de projetos do PAA. Ao final percebeu-se que os agricultores familiares assentados da reforma agrária de Tangará da Serra-MT conseguem produzir, tanto para atender à demanda da própria família quanto para comercialização, mas o vender desta produção ainda precisa de um suporte mais efetivo. Apesar de o PAA representar uma ferramenta importante no fortalecimento da agricultura familiar, ainda se mostra embrionário e incipiente na construção de acesso a novos mercados e na organização dos agricultores familiares assentados em Tangará da Serra-MT.
This research was conducted with the hypothesis that the acquisition of food through the public policy of the Food Purchase Programme (PAA) has strengthened access to markets, organization, production and profitability of settled family farmers in agricultural reform of municipality Tangará da Serra, Mato Grosso state, Brazil. The field research was performed based in application of forms, on two different occasions and objectives, to established family farmers. The first time, the form was carried out between June and July 2015 with 14 settled family farmers. It sought to expose socioeconomic, production and organization issues, as well participation and qualitative-quantitative effects of the PAA, in the production and life of these farmers. In the second phase, in November 2015, with three established farmers, the research aimed to estimate and analyze the costs and profitability of the main commercial activities under the PAA by settled established family farmers. The results showed that the PAA promoted the market diversity, and the increase the quality and quantity of products, especially in the production of bananas, cassava and pumpkin that show positive economic results in market, for both traditional market and the PAA, with positive developments related to income and living conditions of families. However, it is observed that the association has the sole purpose of commercializing with the program, and the lack of coordination between public policies results in absence of technical assistance and rural extension, in addition to concerns about interruptions of the PAA projects. At the end the study realized that family farmers settled in municipality Tangará da Serra can produce both to meet the family’s own demand, and to commercialize, but in order to sell this production, they still need a more effective support. Despite the PAA being an important tool in strengthening family farming, it is still emerging in constructing access to new markets and in the organization of family farmers settled in municipality Tangará da Serra.

Magistriniame darbe nagrinėjamos pastarojo modelio taikymo Lietuvoje galimybės ir problemos. Magistrinio darbo tyrimas atliktas keliose ministerijose. Tyrimo metu gautų duomenų analizė patvirtino hipotezėje iškeltas prielaidas. Remiantis respondentų pateiktais atsakymais, galima daryti išvadą, kad bene didžiausi trukdžiai, taikant Naujosios viešosios vadybos teoriją praktikoje, kyla todėl, kad valstybės tarnautojai nėra pasirengę taikyti naujojo valdymo modelio principus. Viešojo sektoriaus tarnautojai neigiamai reaguoja į pokyčius, kadangi, paprastai, tai reiškia griežtesnius reikalavimus jų veiklai, iškyla tinkamos kvalifikacijos klausimas.
The main objective of master's paper is to find out and to analyse the implementation problems of New Public Managemnt, and to submit possible solutions. The hypothesis of this paper is that the implementation of New Public Management is complicated because of limited management reforms and thelack of political awareness and administrative skills. The assumption was confirmed by research datum. There are the ideas of New Public Management theory reviewed. The possibilities and problems of this model implementation in Lithuania are studied.

Japan is one of the world’s major importers of wood products. Most of the wood entering the country is destined to Japan’s house building industry. However, Japan has been an indifferent market regarding demand of wood products certified for sustainable forest management. Current pressures that may indicate a shift in market conditions include: the recent economic recovery, increasing Corporate Social Responsibility (CSR), and the new government’s public purchasing policies (PPP) titled Timber Procurement Policies. In order to assess the market prospect (in the next 5 years) for wood products certified as coming from sustainable and/or legal sources a study was completed focusing on Japanese home builders. Data was collected through a self administered mail survey of residential builders in Japan. Results show that there is a low level of understanding, as well as willingness to adopt, forest management certification among Japanese builders. Consequently, current market demand for certified products is low and builders expect little change in consumers’ demand for wood materials certified for sustainable management as well as those certified for legality in the next five years. Builders considered the most important potential drivers for increased demand for certified and/or legal wood products to be rigorously implemented public purchasing policies, followed by increasing final consumers’ demand and the growth in CSR. Builders also estimated that the positive impact of PPPs would be rather modest but widespread. Finally, builders indicated that PPPs would favour demand for certain product categories, such as: domestic wood, softwoods, wood from plantation and to a lesser degree wood from temperate forests.

É notória a importância social e econômica que a agricultura familiar brasileira exerce, além de representar 10% do PIB nacional é responsável por 70% da produção de alimentos consumidos pelos brasileiros, garantindo a segurança alimentar de toda a população. No entanto, nem sempre foi assim, a agricultura familiar nacional é reflexo de inúmeras transformações e um processo histórico complexo de muitas dificuldades. Apenas na década de 90, esse segmento passou a ganhar maior visibilidade perante o poder público, fazendo com que o setor muitas vezes marginalizado começasse a receber políticas públicas direcionadas ao sua manutenção e desenvolvimento. Inúmeras políticas públicas de incentivo foram criadas, entre elas as direcionadas a comercialização como o PNAE. Criado na década de 50, o PNAE é um programa público com o objetivo de garantir a segurança alimentar de crianças e jovens em idade escolar, porém em uma resolução em 2009 determinou que o Programa Nacional de Alimentação Escolar (PNAE) que é regido pela Lei nº 11.947 exigisse que do total dos recursos financeiros repassados pelo FNDE, no âmbito do PNAE, no mínimo 30% (trinta por cento) deveriam ser utilizados na aquisição de gêneros alimentícios diretamente da agricultura familiar e do empreendedor familiar rural ou de suas organizações, priorizando-se os assentamentos da reforma agrária, as comunidades tradicionais indígenas e comunidades quilombolas. Essa alteração tem como um de seus objetivos fortalecer a agricultura familiar local já que a compra deve favorecer a agricultura familiar de cada município e sua região. A agricultura familiar está presente em todo território nacional, em maior ou menor representatividade, dependendo das características regionais. O Alto Tietê faz parte da região metropolitana da cidade de São Paulo, Municípios como Biritiba-Mirim, Mogi das Cruzes e Suzano fazem com que essa região ainda seja reconhecida como cinturão verde perante o Estado. Sua produção agrícola familiar é concentrada nas hortaliças. Essa pesquisa teve como objetivo evidenciar os principais aspectos na condução do Programa Nacional de Alimentação Escolar (PNAE) na região do Alto Tietê SP. Os agricultores familiares dos municípios analisados embora tenham capacidade de fornecer seus alimentos para o PNAE esbarram em entraves fazendo com que não usufruam dos benefícios do programa
It is notorious the social and economic importance that the Brazilian family farming plays, and represents 10% of national GDP accounts for 70% of food production consumed by Brazilians, ensuring food security of the entire population. However, it was not always so, the national family farming is a reflection of many changes and a complex historical process of many difficulties. Only in the 90s, this segment began to gain greater visibility to the government, causing the often marginalized sector began to receive public policies to its maintenance and development. Numerous public policy incentives were created, including those aimed at marketing as PNAE. Created in the 50s, the PNAE is a public program in order to ensure food safety of children and young people of school age, but in a resolution in 2009 determined that the National School Feeding Programme (PNAE) which is governed by Law No. 11,947 require that the total financial resources transferred by the ENDF under the PNAE, at least 30% (thirty percent) should be used in the purchase of food directly from family farming and rural family entrepreneur or their organizations, giving priority If the agrarian reform settlements, indigenous communities and traditional maroon communities. This change has as one of its objectives to strengthen local family farming as the purchase should favor family agriculture in each municipality and its region. Family farming is present throughout the country, more or less representative, depending on regional characteristics. The Alto Tiete is part of the metropolitan region of São Paulo, municipalities as Biritiba-Mirim, Mogi das Cruzes and Suzano make this region is still recognized as green belt to the state. His family agricultural production is concentrated in vegetables. This research aimed to highlight the main aspects in the conduct of the National School Feeding Programme (PNAE) in the Alto Tietê region - SP. The farmers of the municipalities analyzed although their ability to provide food for the PNAE run into obstacles causing not reap the benefits of the program

Food insecurity and chronic hunger are devastating global problems currently facing more than a billion people. There are many actors involved in the response to stomp out world hunger, including International Non-Governmental Organizations (INGOs). These INGOs, however, work in tumultuous environments with limited resources. This dissertation examines the INGOs involved in the food security dilemma (N=51) to investigate how they use resources to reach hungry populations. It is hypothesized INGOs use a mix of material resources and social capital to enhance their organizational performance. However, little is known about the impact these resources have on reaching communities in need. Social network analysis is used to examine the connections between and among INGOs to create a measure of organizational social capital. In addition, material resources, such as human resources, revenue and volunteers are used to examine an organization's material capacity. Material and social resources are examined through a moderated regression analysis to evaluate how they interact, and if the promotion of both types of resources is beneficial to the INGOs and the communities they serve. With data from over 1186 projects globally, results are presented regarding the effectiveness of social capital and material resources in reaching the world's "bottom billion."

Financial security in retirement is an important social issue, yet many affluent women may have behaviors, attitudes or perceptions that could be detrimental to their financial security—putting them at risk for poverty in their retirement years. A survey was developed and implemented in 2009 to investigate the behaviors, attitudes, and perceptions regarding financial management among affluent ($250,000 or more of household investable assets) United States women in their prime years (aged 50–69) to determine if Social Norms Theory could be applied to this population. Three hypotheses were tested: 1.) most affluent prime-of-life women have “healthy” financial behaviors and attitudes; 2.) the majority of women in this group misperceive the reality, underestimating the percent of their peers who have “healthy” financial behaviors and attitudes; and 3.) the minority of women who have unhealthy financial behaviors/attitudes will be more likely than those who have healthy behaviors/attitudes to misperceive their peers as having unhealthy financial behaviors and attitudes. The results determined that Social Norms Theory does apply to affluent women in their prime years and that a Social Norms Marketing approach may be useful.

In contemporary society, social exclusion is an actual and pertinent theme, because it presents itself as a challenge to management and planning of the public policies. In this perspective, the thesis entitled "The Cultural Corridor: space materialization of social exclusion in Mossor?-RN" is a moment of apprehension and analysis of the local reality from the urban policy implementation that emphasized an enterprising model, which has, as the concrete space to urban renovation manifestation, the cultural complex called cultural corridor. Siekiant išsiaiškinti jaunimo politikos programų ir projektų valdymo aspektus efektyvumo kontekste, analizuojama viešųjų programų ir projektų sisteminė samprata, teoriniai programinio valdymo, „naujosios viešosios vadybos“ principai ir jų taikymas jaunimo politikos formavime, nagrinėjama teisinė bazė, reglamentuojanti jaunimo politikos viešųjų programų ir projektų formavimą ir įgyvendinimą, apibūdinamos organizacinės struktūros, formuojančios ir įgyvendinančios viešąsias programas ir projektus jaunimo politikos aspektu, išsiaiškinami jaunimo politikos programų ir projektų vertinimo sistemos privalumai ir trūkumai, atskleidžiama jaunimo politikos formavimo perspektyva ES kontekste, tiriama ekspertų, dirbančių su jaunimo politikos programomis ir projektais, nuomonė. Iš dalies patvirtinta autoriaus suformuluota hipotezė, kad viešųjų programų ir projektų valdymas įgyvendinant jaunimo politiką Lietuvoje atitinka programinio valdymo ir „naujosios viešosios vadybos“ principus, nes programos yra skaidomos į projektus, sudaromi programiniai planai, bei programinis biudžetas. Tačiau pasigendama programinių tikslų aiškumo ir uždavinių konkretumo, mažai reglamentuojama atskaitomybė, funkcinės organizacijos neskatina valdymo lankstumo, vis dar finansuojamos išlaidos programoms, o ne rezultatai.
The final study of Master‘s analyses the management of public programmes and projects‘ while implementing the Youth Policy in Lithuania. On purpose to clarify the programmes and projects‘ management efficiency, this study discusses the main aspects of programmes, projects, programming management theoretical conceptions, the principles of „new public management“ and their importance in formation of the Youth Policy. Moreover, it analyses legal formation and implementation acts of public programmes and projects‘ of the Youth Policy. This study describes organizational structures, formation and implementation aspects of public programmes and projects of the Youth Policy, clarifies the advantages and disadvantages of evaluation system and developes the perspective of the Youth Policy formation in the EU context. In conclusion, the author‘s formed hypothesis is partly approved and the management of public programmes and projects‘ while implementing the Youth Policy in Lithuania satisfies programming and “new public management” principles: programmes are divided into projects, making programming plans and forming program budget. On the other hand, there aren‘t any clear and emphesised programmes‘ purposes and goals. Furthermore, there is no regulated accountability, expances but not results are financed.

Abstract:
I examined the factors that led to the rise and fall of psychiatric hospitals and its impact on two select groups of individuals: adults and older adults with severe mental illness. To explore the reasons behind these fluctuations, the State of Texas was used as a case study. Additionally, the fluctuations occurred for different reasons in public vs. for-profit investor-owned psychiatric hospitals. Using an investor-owned psychiatric hospital organization as a case study, I investigated the differences in factors that influenced the growth and/or demise in public vs. investor-owned psychiatric hospitals. Evolution and devolution of psychiatric hospitals was assessed during select time periods: 1700 to1930, 1940 to1970, 1980 to 2000, and 2000 to present. Time period selections were relevant to the important drivers of the span of time that influenced the psychiatric hospitals. Historical review and trend analysis was used to identify the total number of psychiatric hospitals and/or total number of psychiatric hospital beds and psychiatric hospitals by type. Analysis showed there was a cyclical pattern of evolution and devolution of psychiatric hospitals and each cycle altered the form, function, and role of the psychiatric hospital along with altering the location of care for adults and older adults with severe mental illness. The research results suggest a long-stay residential facility, specializing in evidence-based treatment for adults and older adults with severe mental illness, to counter the dire shortage of psychiatric hospital beds.

The European Union’s finance policy, due to its nature, process of implementation and future tendencies, is of high importance in respect of the integration of European Union’s common and finance market and effective operation. Lithuania, following the requirements and milestones of the European Union’s finance policy, made a huge progress seeking for the integration into the common finance market of the European Union, moreover, Lithuania capacitated the market of public finance sector and the system of public finance to improve and ensured harmonious growth of the economy. If the European Union’s finance policy is implemented purposefully in the future, we may expect that the most competent and the most dynamic world’s economy, having the authentic common market and common currency, which is necessary for its existence, in order to guarantee that the common market will have the potential to grow and to flourish, will be created.

Abstract:

Inadequate resources, poor market strategy, competition, contract regulation, and disparate performance outcomes are issues small business owners face while competing for government contracts. The purpose of this correlational study was to examine the market orientation-business performance relationship and the influence of market factors among veteran-owned small businesses competing for government contracts in the United States. A survey with adapted MARKOR and Government Regulation Lassez-Faire scales was administered to 203 veteran-owned small business owners. Resource-advantage theory served as the theoretical foundation for this study. The results of the multiple linear regression were significant, suggesting that market orientation relates to firm performance and total contract revenue. However, the regression models had a poor fit, with R2 values ranging from .019 to .094, suggesting that significant results of this study lacked the power to conclude predictive accuracy. Market orientation did not significantly relate to contract bid to win rate and number of years in the government market. The PROCESS moderation analysis provided mixed results for market factors’ influence on the market orientation relationship with business performance outcomes. Study participants were market-oriented, with few seeing corresponding success. The introduction of new variables is necessary to make future models useful. Implications for positive social change include guidance for better-fitting models, ones that will inform the efforts to improve the survivability of small businesses in the B2G market. Veteran-owned small business owners should not waste resources on market orientation as a sole strategic focus for capturing and winning government contracts.

Consumers have begun to take a more proactive approach to their healthcare by accessing pharmaceutical companies Websites to obtain health and drug information, support groups, rebates, coupons, as well as free drug trials. In exchange for these benefits, companies require consumers to voluntarily disclose information. However, research has shown that consumers continue to be concerned about how their information is managed, used, and distributed by companies, especially if accessed via the Web. To date, there has been limited empirical research to examine the actual online practices of companies when it comes to privacy, especially those of pharmaceutical companies. Using Delphi expert panel process, the components of a benchmarking index were identified to examine the documented and actual online practices of 100 Website registrations with pharmaceutical companies. The evolution for the development of an index to measure the personal information privacy violations of pharmaceutical companies is presented. Second, empirical evidence is provided regarding the magnitude of voluntary adherence to the Fair Information Practices (FIPs) by pharmaceutical companies based upon the personal information privacy violations. The results revealed that companies with headquarters in Europe had fewer personal information privacy violations than those in Asia, UK, and the US. Moreover, the results indicate that fewer personal information privacy violations occur for chronic conditions than for non-chronic conditions, as well as fewer violations occur with Website registrations for updates than for discounts. Finally, both Europe and UK demonstrated more overall adherence to FIPs than the US and Asia. This suggests that self-regulation may not be sufficient, while more enforcement may be necessary to decrease personal information privacy violations.

ENGLISH ABSTRACT: This study assesses public participation in public policy making by way of a case study approach. The Regional Education Boards and the Regional Services Council form part of the case study evaluation of public participation in public policy making. In essence, a structural-functionalist analysis of the two cases is given. From this approach this study points out what the activities of the two institutions are, what services they render and the policy measures with which they are engaged in. This is imperative because by way of an analysis, the extent to which the public is allowed to participate in the policy making process, with reference to the two institutions, is determined. Before the assessment of the two cases a conceptual framework pertaining to public participation in public policy making is given. In this conceptual framework the different typologies, policy levels, participants and the modes of public participation in public policy making are highlighted. In earlier years public participation in public policy making was simply seen as being confined to voting turn-out. As the study of public policy making expanded the operational definition of public participation was broaden to include activities such as campaigning, handing petitions to members of parliament, attending political meetings, writing letters to communication media, written representations submitted to a minister and protest action. Thus, as the study of public policy making expanded it became clear that separate participation modes exist because the activities which emanates from the implementation of public policy differ systematically in the requirements it place on the citizens. What is significant of this thesis is that it proposed a nine-point criteriological model for effective participation in public policy making. Each criterium is analyzed in depth and it is indicated how important it is for effective public participation in public policy making.
AFRIKAANSE OPSOMMING: Hierdie studie bepaal publieke deelname in openbare beleidmaking by wyse van 'n setwerklike benadering. Die Onderwysstreekrade en die Streekdiensterade vorm deel van hierdie evaluering van publieke deelname in openbare beleidmaking. Vir hierdie benadering word 'n strukturieel - funksionele uiteensetting van die werkswyse en beleidsmaatreëls van die twee instansies gegee. Hierdie uiteensetting is belangrik omrede, deur middel van 'n analise, daar bepaal word tot watter mate die publiek deel uitmaak van die beleidmakingsproses ten opsigte van die twee instansies. Voor die uiteensetting van die setwerklike benadering word 'n raamwerk met betrekking tot die konsepte wat van toepassing is op publieke deelname in openbare beleidmaking, gegee. In hierdie raamwerk word die verskillende tipologieë, beleidsvlakke, deelnemers en die verskillende maniere van publieke deelname in die openbare beleidmakingsproses, uitgebeeld. In vroeër jare was publieke deelname in openbare beleid gesien as bloot deelname aan verkiesings. Namate die studie van openbare beleid uitgebrei het, het die operasionele definisie van publieke deelname groter geword om aktiwiteite soos petisies aan parlementslede, bywoning van politieke vergaderings, briewe aan kommunikasiemedia, geskrewe voorleggings aan ministers en protesaksies in te sluit. Dit het derhalwe duidelik geword dat daar verskillende maniere is betreffende publieke deelname omrede die aktiwiteite wat vloei uit die implementering van openbare beleid in verskillende gemeenskappe, verskillend is. Wat die studie merkwaardig maak is dat dit 'n nege-punt kriteriologiese model vir effektiewe publieke deelname in die openbare beleidmakingsproses voorstel. Elke kriteria word in diepte geanaliseer en dit word uitgewys hoe belangrik dit vir effektiewe publieke deelname in die openbare beleidmakingsproses is.

Abstract:
The public health field exists to safeguard the general public from health risks by controlling risk factors, classically through immunization programmes that prevent or control epidemics, or through actions such as monitoring the quality of drinking water. In our post-industrialised society, risk factors other than the environment, such as diet, exercise, tobacco and alcohol use, have grown in importance. The policy response to the growing demand upon healthcare services arising from chronic diseases caused by changing lifestyle factors has taking different forms, and these include targeting vulnerable groups using health promoting campaigns. This thesis addresses some of the challenges and opportunities in public health campaigns and healthcare planning that arise from the growing repositories of data that can be made available for targeting at the individual and small area level in a public health setting. The first part sets the scene by describing the concepts of health, public health and social marketing. The intention is to pave the way for broader discussions – in the progress of the thesis – about healthcare planning, population health, and social processes in the light of targeted public health interventions. Part two addresses the problems and possible solutions to a number issues in healthcare planning, starting with studies at the individual, then moving to organisations and ending with area classifications. The thesis draws on a number of case studies for targeting in a public health context including frequent accident and emergency users, teenage users of abortion services, women’s breast screening uptake, GP registration, and the neighbourhood characteristics of chronic disease patients. Finally, part three provides a synopsis of both context (part one), results (part two) and future perspectives on how routinely collected healthcare data can be used to create evidence for the planning of new cost-effective interventions.

Background: The theater market has matured – supply now exceeds demand. Government funds are on a decrease, replaced by other means of financing. The city of Stockholm will be introducing a bonus system that will benefit independent theater groups that succeed to increase their revenue and attendance. Hence, the audience will play an even greater role, a tendency some free theater groups come to terms with by interacting with the audience to create value.

Thesis statement: What factors lead to the long-term survival of the independent theater groups, allowing them to benefit from the imminent bonus system?

Purpose: To analyze and evaluate the marketing strategies of the independent theater groups, in reference to their capability of long-term survival through value creation along with the audience, thereby increasing attendance and ticket revenue.

Methodology: The study combines quantitative and qualitative approaches and methods. Interviews were conducted with the producers at three independent theater groups in the city of Stockholm. The questionnaire was answered by 90 members of the independent theater group audience.

Areas of theory: Value creation, marketing communication and customer characteristics.

Results: There is a lack of coherence between the marketing strategies of the independent theater groups and the characteristics of the audience. Hence, the independent theater groups are currently facing poor conditions for long-term survival through growth in audience and revenue. However, if the strategies are adjusted to the audience’s inclination to participate in the value creation, the conditions may improve.

Conclusions: The important factors leading to long-term survival of the independent theater groups, thereby increasing audience participation and ticket revenue, are: ”Co-production of values”, ”Enabling” and ”Word of mouth”. Co-production of value must however not apply to the artistry, since the audience seems to guard artistic freedom.


Bakgrund: Teatermarknaden har mognat – utbud övergår efterfrågan. Bidragen minskar till förmån för en breddad finansiering. Ett bonussystem ska införas i Stockholms stad, vilket kommer att gynna fria teatergrupper som ökar sina intäkter och sitt publikantal. Publiken spelar således en allt viktigare roll och vissa fria teatergrupper försöker hantera detta genom att värdeskapa i interaktion med publiken.

Problemformulering: Vilka faktorer är viktiga för att fria teatergrupper ska överleva långsiktigt och sedermera gynnas av det förestående bonussystemet?

Syfte: Att analysera och utvärdera fria teatergruppers marknadsföringsstrategier med avseende på deras förutsättningar att överleva långsiktigt genom att värdeskapa med publiken och på så sätt öka sitt publikantal och sina biljettintäkter.

Metod: Studien kombinerar kvantitativa och kvalitativa ansatser och metoder. Intervjuer har genomförts med producenterna för tre fria teatergrupper i Stockholms stad och enkätundersökningar har genomförts med totalt 90 personer i de fria teatergruppernas publik.

Teoriområden: Värdeskapande, marknadskommunikation och kundegenskaper.

Resultat: Studien visar att de fria teatergruppernas publik är villig att skapa värde tillsammans med teatergrupperna. Såtillvida har de fria teatergrupperna goda förutsättningar att överleva långsiktigt genom att värdeskapa med sin publik. Det råder dock brist på överensstämmelse mellan de fria teatergruppernas strategier och publikens egenskaper. För att uppnå långsiktig överlevnad genom att öka sitt publikantal och sina biljettintäkter måste de fria teatergrupperna anpassa sina strategier till publikens vilja att deltaga i värdeskapandet.

Slutsats: De faktorer som är viktiga för att de fria teatergrupperna ska överleva långsiktigt och sedermera gynnas av det förestående bonussystemet är ”samproduktion av värde”, ”möjliggörande” och ”word-of-mouth”. Samproduktionen av värde bör dock inte gälla den konstnärliga verksamheten, då publiken tycks värna den konstnärliga friheten.

Abstract:

The thesis consists of three self-contained essays on public policy in the macroeconomy.

“Government Policy in the Formal and Informal Sectors” quantitatively investigates the interaction between the firms' choice to operate in the formal or the informal sector and government policy on taxation and enforcement. Taxes, enforcement, and regulation are incorporated in a general equilibrium model of firms differing in their productivities. The model quantitatively accounts for the keys aspects in the data and allows me to back out country-specific enforcement levels. Some policy reforms are analyzed and the welfare gains can be fairly large.

“Determinants of Capital Intensive and R&D Intensive Foreign Direct Investment” studies the determinants of capital intensity and technology content of FDI. Using industry data on U.S. FDI abroad and data on many different host countries' institutional characteristics, we show that there is a differential response of FDI flows to investment climate according to the capital intensity of the industries receiving the investments. We find that better protection of property rights has a significant positive effect on R&D intensive capital flows. We find evidence that an increase in workers' bargaining power results in a reduction of both kinds of FDI.

“Ambiguity Aversion, the Equity Premium, and the Welfare Costs of Business Cycles” examines the relevance of consumers’ ambiguity aversion for asset prices and how consumption fluctuations influence consumer welfare. First, in a Mehra-Prescott-style endowment economy, we calibrate ambiguity aversion so that asset prices are consistent with data: a high return on equity and a low return on risk-free bonds. We then use this calibration to investigate how much consumers would be willing to pay to reduce endowment fluctuations to zero, thus delivering a Lucas-style welfare cost of fluctuations. These costs turn out to be very large: consumers are willing to pay over 10% of consumption in permanent terms.

The theme of this research work is citizen involvement in public policy.Participation is both a subject of the research and the perspective through which a range of different policy areas are approached. These include land-use planning, social services, community care, poverty, child care and the future of welfare. Participation is also central to the chosen research methodology and methods. A particular focus is placed on the perspective of the subjects of public policy. The research also explores social care service users' discourses on their rights and needs and the relation of public policy to them, particularly the discourses of psychiatric system survivors and disabled people. 23 publications have been submitted as part of this application (see Appendix). They' are part of a much larger body of work undertaken by the candidate over the same period. They have been selected to reflect some of the key themes identified, explored and developed in the candidate's work. These works have been undertaken over a period of 18 years. Such a length of time means that there have not only been significant developments in the research, but also in its subject matter. The two are in close and dynamic relationship. Over this period, there have been major changes and developments in public policy, politics, welfare and academic debates. The research work has responded to these broader developments.They have influenced its focus and direction and it has sought to influence them. There is currently considerable interest in issues of participation and empowerment. They have gained priority over the period of this work as subjects of study, research, practice and public policy. They are now embodied in a wide range of UK government legislation and guidance. However this is a relatively recent development. The candidate's work starts at a time when participation was much lower on political, academic and professional agendas and it both reflects and takes forward discussion and developments in this field. The particular history of participation has implications both for the kind of questions which the research has asked and the way in which it has been financed and supported. Participation is also associated with a range of key concepts which currently have high priority on public and academic agendas. These include: citizenship, social exclusion, empowerment, community, identity and diversity. The research work has addressed all of these. The work has sought to address a series of key research questions which participation raises. These have emerged, changed and developed over time.

Phénomène encore peu étudié par le management public, le parti pris est celui d’une exploration hybride susceptible d’inclure dans l’analyse les contextes, les contenus et processus mobilisés. La compétitivité territoriale est donc appréhendée comme un construit et non comme une donnée. L’approche par la complexité vise à re-construire les pratiques effectivement mise en œuvre par les managers territoriaux au travers d’une confrontation de la théorie et de l’empirie.La première partie est destinée à formaliser un cadre conceptuel et méthodologique pour le management de la compétitivité territoriale. Suivant une approche transdisciplinaire, les contours de la mise en action publique pour la compétitivité des territoires y sont délimités. L’heuristique d’axiome global permet la prise en compte des influences des contextes selon une logique « en marché » et une logique « en société ». Les dimensions idiosyncrasiques et diachroniques de la compétitivité territoriales sont définies pour analyser contenus et processus de l’objet de la recherche. Les analogies mécaniques et biologiques permettent ainsi de faciliter la compréhension des modalités managériales émergentes. La deuxième partie passe l’objet de la recherche à l’épreuve empirique. Une étude de cas longitudinale avec deux unités d’analyse encastrées est menée en pays d’Aix. Quatre modalités de management de la compétitivité territoriale sont ainsi dégagées. Suivant un régime d’accumulation, la délimitation du périmètre de la mise en action publique est l’étape initiale. La construction par les managers des arènes collaboratives via les structures génériques de projets des politiques publiques volontaristes dégagent des bouquets de services. La transition de la logique « en marché » à la logique « en société » est assuré par une modalité de proximité sociétale qui émerge des politiques publiques territoriales. La construction d’une arène de convergence des intentions finalisées d’acteurs hétérogènes passe alors par une chaîne locale de l’innovation tissée entre des managers experts. L’écosystème local de l’innovation est constitué par l’encastrement des réseaux personnels de chaque manager et permet de relier des structures hétérogènes aux finalités diverses. Cet écosystème doit alors être managé pour assurer la pérennité du système de compétitivité territoriale au travers du temps. A ce titre, les modes de gouvernance de la compétitivité territoriale doivent favoriser des configurations souples, différenciées et partagées. Des configurations susceptibles de voir se croiser les chemins de la prospérité avec ceux de la compétitivité (différenciées) ; des configurations susceptibles encore de permettre la dialogique des processus d’actions publiques pour arbitrer entre polarisation et dispersion des activités productives (souples) ; des configurations susceptibles enfin de permettre à l’énergie cinétique de se déployer sur un territoire pour le rendre compétitif au travers de la construction d’une arène de convergence des intentions par la proximité sociétale (partagées)
This research considers the understanding and representation of the phenomenon of territorial competitiveness. The thesis is an hybrid exploration of new phenomenon studied by the Public Management and may be included analysis of the contexts, contents and processes used. Territorial competitiveness is understood as a framework, not a fact. The complexity approach is to re-build practices effectively implemented by managers through a territorial confrontation of theory and empiricism. The first part formalizes a conceptual and methodological framework for the management of territorial competitiveness. As a transdisciplinary approach, the outlines of public policy-making are defined for the competitiveness of territories. The overall heuristic axiom allows the consideration of the influences of contexts according to a market logic and society logic. Idiosyncratic and diachronic dimensions of territorial competitiveness are defined to analyze contents and processes of the subject of research. Thus, the mechanical and biological analogies allow a better understanding of the emergent management modalities.The second part goes over the empirical test. A longitudinal case study based on two embedded units of analysis is conducted at Aix-en-Provence. Four modalities of territorial competitiveness management have been found. The boundaries lines of public policy-making are defined by the growth of continuous additions. The packages of services emerge from the construction of collaborative arenas by managers through proactive public policies projects. The transition from market logic to society logic is provided by a form of societal proximity that emerges from the territorial public policies. The erection of an arena to lead intentions finalized of heterogeneous actors goes through a local chain of innovation between managers. The local ecosystem of innovation is constituted by the embedding of personal networks of each manager and for linking heterogeneous structures with different purposes. This ecosystem must be managed to ensure the sustainability of the system of territorial competitiveness. Tree types of territorial competitiveness governance would appear concurrently: flexible, differentiated and shared. The first one type will mix the paths of prosperity with those of competitiveness (differentiated). The second type may allow the dialogical processes of public policy-making to arbitrate between polarization and dispersion of productive activities (flexible). The last one may permit the kinetic energy to deploy in an area to be competitive through the construction of an arena of convergence of intentions by social proximity (shared)

Abstract:
This thesis provides and ethical discussion of the place of marketing in U.S. public schools.  This problem is especially interesting in a time where schools are having their budgets vastly cut.  The importance of education is lauded as the reason to allow marketing, along with it being used as a teaching tool, among other reasons.  The opponents of in-school marketing are discussed, such as health and psychological problems and the social functions of school.  I conclude that marketing in U.S. public schools should no longer be allowed, but that it is only realistic to eliminate it gradually.

ENGLISH ABSTRACT: The hypothesis explored in this thesis is that the application of marketing in the public sector will improve public service delivery. Three different areas of academic enquiry are examined in an effort to prove a beneficial relationship between marketing and public service delivery. These three areas are Public Management, Marketing, and Services Management. Certain challenges for improving service delivery are identified in each of these disciplines, and the current status of public sector marketing is described. The study is applied to the Cape Metropolitan Area, and specifically the Cape Metropolitan Council. This does however not rule out the application of the findings of the study to other areas. Additional to the normal literature study, research for the thesis involves personal interviews with public managers, and on-line questionnaires on the Internet and the Intranet of the Cape Metropolitan Council. Combining the results of the literature study and the physical research with the argument constructed in the thesis, it is found that many of the challenges identified in the three disciplines address each other, and that marketing can definitely prove useful as a tool with which to improve public service delivery. A model for marketing-oriented public service delivery is proposed.
AFRIKAANSE OPSOMMING: Die hipotese wat in hierdie tesis aangespreek word is dat die toepassing van bemarking in die openbare sektor sal meebring dat openbare dienslewering sal verbeter. Drie studievelde word verken om te bepaal of enige afleidings gemaak kan word oor die positiewe invloed van bemarking op dienslewering. Die drie studievelde is Openbare Bestuur, Bemarking, en Dienstebestuur. Sekere uitdagings om dienslewering te verbeter word in elke veld geïdentifiseer, en die huidige status van openbare bemarking word verduidelik. Die studie word toegepas op die Kaapse Metropolitaanse Gebied, met spesifieke verwysing na die Kaapse Metropolitaanse Raad. Die toepassing van die bevindings van die studie op ander gebiede word egter nie hierdeur uitgesluit nie. Bykomend tot die literatuurstudie word persoonlike onderhoude met openbare sektor bestuurders en vraelyste op die Internet en die Intranet van die Kaapse Metropolitaanse Raad as deel van die navorsingspoging gebruik. Deur die resultate van die navorsing en die literatuurstudie te vergelyk met die argument in die tesis, word dit bevind dat die uitdagings uit die verskillende velde mekaar aanvul. Dit word bevind dat bemarking aansienlik sal kan bydra tot die verbetering van dienslewering in die openbare sektor. 'n Model vir bemarkings-georiënteerde openbare dienslewering word voorgestel.

Abstract:
The overall aim of this study was to explore the reciprocal impact of health policy on public health nursing and public health nursing on policy. This study uses a new approach to considering public health nurses’ engagement in policy: one which puts public health nurses, as actors in the policy process, at the centre of the investigation. The overall philosophical lens through which the research was conducted was critical social theory and the methodology was a grounded theory influenced research design. The study adopted a three stage data collection and analysis process: primary data (questionnaires and interviews), detailed policy analyses of two specific White Papers and secondary data (extant documents). The data were collected and analysed through a grounded theory approach in order to answer four research questions: 1. What do public health nurses know about policy, specifically in relation to two English Department of Health White Papers: Creating A Patient-Led NHS (DOH 2005) and Our Health, Our Care, Our Say (DOH 2006)? 2. How do they engage in the policy process? 3. What affects their implementation of policy? 4. Is there a policy-practice gap? A triangulated approach to data collection and analysis was used. Primary data were collected through questionnaires and follow up telephone interviews with public health nurses (health visitors and school nurses) in four PCTs and one social enterprise in five different geographical areas of England. Further data from detailed policy analyses using frameworks by Popple and Leighninger (2008) and Walt and Gilson (1994) were also considered. Finally, secondary data from extant documents including newspapers, websites and organisational documents were reviewed. At the end of the research process, it was possible to answer the four research questions. In addition to this, new knowledge and theory emerged around three main themes: i) A proposal for a new combined framework for policy analysis which leads to a comprehensive and analytical account of policy content and context combined with a detailed consideration of the role of public health nurses as actors in the policy process. ii) Theories as to why and how public health nurses lack influence in the policy process. iii) Analysis of the effect of lack of resources on inhibiting practice innovation in response to policy agendas. Consideration of these theories led to several recommendations for practice. Throughout the research process, there was continued interaction between the three phases of data collection, analysis and theory development.

Abstract:
This thesis is an attempt to constructively interpret and critically evaluate the liberal doctrine that we may not limit a person’s liberty for her own good, and to discuss its implications and alternatives in some concrete areas of public health policy. The thesis starts theoretical and goes ever more practical. The first paper is devoted to positive interpretation of anti-paternalism with special focus on the reason component – personal good. A novel generic definition of paternalism is proposed, intended to capture, in a generous fashion, the object of traditional liberal resistance to paternalism – the invocation of personal good reasons for limiting of or interfering with a person’s liberty. In the second paper, the normative aspect of this resistance is given a somewhat technical interpretation in terms of invalidation of reasons – the blocking of reasons from influencing the moral status of actions according to their strength. It is then argued that normative anti-paternalism so understood is unreasonable, on three grounds: 1) Since the doctrine only applies to sufficiently voluntary action, voluntariness determines validity of reasons, which is unwarranted and leads to wrong answers to moral questions. 2) Since voluntariness comes in degrees, a threshold must be set where personal good reasons are invalidated, leading to peculiar jumps in the justifiability of actions. 3) Anti-paternalism imposes an untenable and unhelpful distinction between the value of respecting choices that are sufficiently voluntary and choices that are not. The third paper adds to this critique the fourth argument that none of the action types typically proposed to specify the action component of paternalism is such that performing an action of that type out of benevolence is essentially morally problematic. The fourth paper ignores the critique in the second and third papers and proposes, in an anti-paternalistic spirit, a series of rules for the justification of option-restricting policies aimed at groups where some members consent to the policy and some do not. Such policies present the liberal with a dilemma where the value of not restricting people’s options without their consent conflicts with the value of allowing people to shape their lives according to their own wishes. The fifth paper applies the understanding of anti-paternalism developed in the earlier papers to product safety regulation, as an example of a public health policy area. The sixth paper explores in more detail a specific public health policy, namely that of mandatory alcohol interlocks in all cars, proposed by the former Swedish government and supported by the Swedish National Road Administration. The policy is evaluated for cost-effectiveness, for possible diffusion of individual responsibility, and for paternalistic treatment of drivers. The seventh paper argues for a liberal policy in the area of dissemination of information about uncertain threats to public health. The argument against paternalism is based on common sense consequentialist considerations, avoiding any appeal to the normative anti-paternalism rejected earlier in the thesis.

Abstract:
Ayahuasca is an entheogenic decoction prepared from two Amazonian plants containing controlled substances, including dimethyltryptamine. Traditionally drunk ritually (and revered as a healing “plant teacher”) by Amazonian indigenous and mestizo peoples, in the 20th century ayahuasca became a sacrament for several new Brazilian religions. One of these, the Santo Daime, has expanded into Canada, where in 2001 a Montreal-based chapter applied for a federal legal exemption to allow drinking of the brew in its rituals. This dissertation undertakes a critical policy analysis of Health Canada’s decision on the Santo Daime request, using government documents obtained through an Access to Information request as data. My goals are to illustrate how modern stereotypes about “drugs” and “drug abuse” in dominant public and political discourses may hinder well-informed policy decision making about ayahuasca, and to consider how entheogenic practices such as ayahuasca drinking are traditional indigenous ways of knowing that should be valued, rather than reflexively demonized and criminalized. My research method is a critical discourse analysis approach to policy analysis, an eclectic means of demonstrating how language contributes to conceptual frames and political responses to public policy issues. I combine insights from recent research on language, discourse and public policy to show how ayahuasca has become an unexpected policy conundrum for liberal democratic states attempting to balance competing interests of criminal justice, public health, and human rights such as religious freedom. I trace ayahuasca’s trajectory as a contemporary policy concern by sketching histories of psychoactive substance use, today’s international drug control regime, and the discursive foundations of its underlying drug war paradigm. Regarding Health Canada’s 2006 decision “in principle” to recommend exemption for the Daime brew, I critique how the government defined ayahuasca as a policy problem, what policy stakeholders it considered in its decision making, and what knowledge about ayahuasca it used. To conclude, I explore modern schooling’s systemic antipathy to wonder and awe, and propose that policy reforms allowing circumspect use of entheogens such as ayahuasca as cognitive tools may help stimulate re-enchantment and appreciation of the need to address human and planetary ecological predicaments of the 21st century.
