This article examines the tropes of ghosting in Margo Lanagan’s ‘The Point of Roses’ in relation to Judith Butler’s theory of the performative construction of identity through reiteration and foreclosure. The story illustrates the ghosting effect of normative subjectivities and the spectral, disruptive return of the contingent, socially erased subjectivities. Ghosting is considered in the light of the dual nature of the spectral as ‘a dispossessing erasure or disappearance’, and also a ‘powerful ability to rematerialize as a disturbing force’ (Maria del Pilar Blanco and Ester Peeren). In this sense, the ghost is that which is ontologically invisible because of absence/erasure; but which is also visible because it is haunting those who try to erase it. The article examines the role of the uncanny in disrupting the ontological conditions of time, space, character, substance and language. Then, it focuses on the traces of invisibility as signs of erasure and foreclosure that are meant to institute and suture an identity, while relegating other layers of subjectivity to oblivion. Finally, the article studies the disruptive return of the excluded and its dual consequences on the haunted subject, on the one hand by establishing a liminal condition of unknowing and, on the other hand, by opening up to a condition of ‘transformative recognition’ (Avery Gordon).

Se analiza en este trabajo la nueva configuración legislativa de la Comisión Permanente del Consejo General del Poder Judicial. Para su mejor encuadramiento, se examinará en primer lugar el marco constitucional aplicable, y se trazará una panorámica del Derecho comparado. A continuación, se expondrán las novedades esenciales (composición, estatuto de sus miembros y funciones de la Comisión Permanente), introducidas en la Ley Orgánica del Poder Judicial por la Ley orgánica 4/2013, y se efectuarán, a modo de conclusión, algunas reflexiones finales en torno a estas modificaciones legislativas y su encaje constitucional. This paper analyzes the new legislative configuration of the Permanent Commission of the Spanish General Council of the Judiciary. For a better understanding, it first deals with the existing constitutional framework and makes next an overview of the applicable comparative law. It surveys then the essential amendments introduced in the Spanish Organic Act of the Judiciary by the Organic Act 4/2013, and concludes with some thoughts on the constitutional insertion of these legislative changes.

Laburpena: Administrazio publiko guztietan telelanaren modalitatea 2021eko apirilaren 1a baino lehen arautzeko tresna arautzaile bat onartu behar denez, beharrezkoa da haren maila, lantze-prozedura eta prestatu beharreko funtsezko edukiak zehaztea; eta, horretarako, urrutiko lanaren erregulazioak Autonomia Erkidegoko eta Tokiko Administrazioan urte luzez egituratu dituen erakunde- eta antolaketa-formen gordailua hartu behar da oinarri moduan. Jarduteko esparrua hobeto ezagutzeko, erabili beharreko estandar operatiboak eta erabil daitezkeen formulak aurkezten dira, eta telelana sartzeak ekarriko duen antolaketa-aldaketa nabarmentzen da. Resumen: La necesidad de aprobar un instrumento normativo regulador de la modalidad de teletrabajo antes del 1 de abril de 2021 en todas las Administraciones públicas, exige precisar su rango, procedimiento de elaboración y contenidos esenciales que se han de elaborar en base al depósito de formas institucionales y organizativas que la regulación del trabajo a distancia ha ido articulando durante largos años en la Administración autonómica y local. Para conocer el marco en el que se va a tener que actuar se presentan los estándares operativos al uso y las fórmulas que se pueden utilizar, enfatizándose el cambio organizativo que la introducción del teletrabajo va a suponer. Abstract: The need to approve a normative instrument regulating the telework modality in all Public Administrations before April 1, 2021 requires the specification of their rank, procedure of production and essential contents which must be drawn up based on the repository of institutional and organizational formats that the regulation of remote work has articulated over a long number of years in the autonomous and local administration. To know the framework in which action will have to be taken the usual operating standards and the formulas that can be used are presented, emphasizing the organizational change that the introduction of teleworking will represent.

LABURPENA: Herritarrei emaitza onak eskaintzeko orduan, Administrazio Publikoa ez dute beti gidatu izan bere xede eta betebeharrekin bat egiten duten jarduera-ereduek, eta administrazio txarra deritzona ekarri du horrek. Horren ondorioak ahultzeko, administrazio ona edukitzeko eskubidea eta administrazio onaren printzipioa agertu ziren, administrazioak jarduteko esparru gisara. Hala ere, enplegatu publikoek jarduteko esparrua izateko sortu ziren batez ere, horiexek baitira gizarteak eskatzen duen administrazioaren benetako egileak. Kontzeptu horretara hurbildu ondoren, eta hortik abiatuta, printzipio horren eta enplegatu publikoek kalitateko administrazioa lortzeko egiten duten jardueraren arteko harremana aztertuko dugu. RESUMEN: La Administración Pública no siempre se ha guiado por modelos de actuación acordes con sus objetivos y obligaciones a la hora de ofrecer resultados satisfactorios a los ciudadanos, dando lugar a lo que se ha venido en llamar una mala Administración. Para contrarrestar sus defectos apareció el derecho-principio de buena Administración como marco de actuación de aquella, pero sobre todo de los empleados públicos, verdaderos artífices de la Administración que reclama la sociedad. Partiendo de una aproximación a tal concepto, analizamos la relación existente entre dicho principio y la actuación del empleado público para el logro de una Administración de calidad, abordando en particular su conexión con la conducta profesional y con la evaluación del desempeño, herramienta esencial, por otra parte, por la información que ofrece a la hora de comprobar el grado de cumplimiento de esa buena Administración. ABSTRACT: Public Administration has not always been guided by models of action according to its objectives and duties in order to offer satisfactory results to the citizens. This has gave rise to what it has been called a bad Administration. In order to counteract its shortcomings the right-principle of good Administration has appeared as a framework of the Administration action, but above all of the public employees, real authors of the Administration that the society demands. On the basis of an approach to this concept we analyze the existing relationship between this principle and the public employee performance in order to achieve the quality in the Public Administration, addressing, in particular, its con nection with professional behaviour and job evaluation, which is an essential tool, on the other hand, due to the information it offers to verify the degree of compliance of that good Administration.

La formación de empleados públicos ha sido objeto de una atención marginal. El objeto de este estudio es analizar hasta qué punto la aprobación del EBEP y los instrumentos de innovación de la gestión de personas allí recogidos suponen realmente un cambio de paradigma en la manera de comprender la formación de empleados públicos. La política de formación de empleados públicos tiene un carácter transversal y tiene, asimismo, una naturaleza instrumental. El presente trabajo desarrolla un análisis integral de la formación en el marco del cambio de paradigma que representa el EBEP en la gestión de recursos humanos, poniendo en valor la importancia que la formación tiene para articular políticas selectivas, la carrera profesional o la evaluación del desempeño en el empleo público. Superar el actual «modelo agotado» de formación exige ver la misma como un deber o responsabilidad del empleado público. Enplegatu publikoen prestakuntza baztertu samar egon da. Lan honek, hain zuzen, aztertzen du noraino aldatuko ote duten paradigma, enplegatu publikoen prestakuntza ulertzeko moduan, Enplegatu Publikoaren Oinarrizko Estatutua onartzeak eta han jasotzen diren pertsonen kudeaketa berritzeko tresnek. Enplegatu publikoak prestatzeko politika zeharkakoa izateaz gain, instrumentala ere bada. Azterlan honetan oso-osoan aztertzen da enplegatu publikoen prestakuntza, aipatu estatutuak baliabideen kudeaketari dagokionez dakarren paradigma-aldaketaren ikuspegitik. The civil servants¿ training has been subject of marginal attention. The aim of this study is to analyzse to what extent the passing of the Basic Statute for the Civil Servants and the instruments of innovation for the personal administration therein do really imply a change in the paradigm of understanding the civil servants¿ training. The policy on the civil servant¿s training has a transversal character and also an instrumental nature. This present work develops an integral study on the training within the framework of the change of paradigm which entails the EBEP for the management of human resources, by enhacing the importance training has in order to articulate selection policies, the professional career or the evalutaion of the performance of the public employment. Overcoming the current «outdated model» of training calls for considering it as a duty or responsibility by the civil servant.

O objetivo deste trabalho foi verificar a presença de alterações leucocitárias indicativas de estresse, secundárias à pratica de manejo e avaliação parasitológica em ovinos. Foi realizado acompanhamento clínico e laboratorial quinzenal de 17 ovelhas lanadas tipo carne, de setembro de 2009 a março de 2010. As avaliações clínicas consistiram na mensuração do grau FAMACHA© e do escore corporal (EC). O grau FAMACHA© foi atribuído pela comparação da coloração da conjuntiva ocular dos ovinos com um cartão padrão, enquanto o escore corporal foi definido em uma escala de 1 (muito magro) a 5 (muito gordo) através da palpação lombar. Também foi procedida individualmente a coleta de uma amostra de fezes para determinação do número de ovos de helmintos por grama de fezes (OPG) e de uma amostra sangue total com EDTA para realização do leucograma. As médias de leucócitos totais, neutrófilos, linfócitos e eosinófilos declinaram gradativamente no período de lactação das ovelhas. Após o desmame dos cordeiros, foi observado aumento na média destas mesmas variáveis. As médias de neutrófilos, linfócitos e monócitos permaneceram dentro do valor de referência para espécie ovina. As médias de eosinófilos das coletas de 12/01/2010 (1.813 ± 1.310); 01/02/2010 (2.337 ± 2.195) e 03/03/2010 (1.229 ± 563) foram maiores que o valor superior de referência para espécie ovina. Apesar das alterações relatadas, nenhum animal apresentou leucograma de estresse agudo, caracterizado por neutrofilia e linfocitose durante as coletas realizadas, indicando que as práticas de manejo utilizadas para acompanhamento parasitário dos animais, além da própria coleta de sangue realizada para realização deste trabalho, foram toleradas pelos animais.

Os objetivos do presente trabalho foram: avaliar, na primavera e verão (novembro a março), a concentração plasmática de progesterona em ovelhas lanadas e deslanadas criadas no oeste paulista; avaliar a concentração plasmática de progesterona em função do tempo de permanência do progestágeno (6, 9 ou 12 dias) em protocolo de inseminação artificial em tempo fixo (IATF). No experimento 1 foram utilizadas 12 ovelhas mestiças: 6 padrão Texel (Te) e 6 Santa Inês (SI), nas quais foram feitas, entre novembro e março, sete colheitas de sangue (C1 a C7), por venopunção da jugular, para posterior dosagem de progesterona (P4)por radioimunoensaio (RIA). No experimento 2 foram utilizadas 38 ovelhas Te e SI divididas aleatoriamente em três grupos: G-6 (n= 13); G-9 (n= 13); e G-12 (n= 12). Inicialmente cada ovelha recebeu uma esponja intravaginal de progestágeno (D0) que permaneceu por 6 (G-6), 9 (G-9) ou 12 dias (G-12). Na retirada da esponja foram administrados, por via intramuscular, 0,1315 mg de prostaglandina F2α (PGF2α) e 300 UI de gonadotrofina coriônica equina (eCG). A IATF, por via laparoscópica, foi feita a partir de 50 horas após a retirada do progestágeno. Trinta dias após foi realizado diagnóstico de gestação através de ultrassonografia transabdominal. Exp. 1. Com exceção da colheita 7 (C7), em todas as outras o grupo SI apresentou concentração de P4 estatisticamente superior (P<0,05) ao grupo Te. Exp. 2. No momento da retirada do progestágeno o G-12 apresentou concentração de P4 significativamente (P<0,05)menor (0,342 ng/mL) que o G-6 (1,684 ng/mL) e G-9 (1,762 ng/mL). No entanto não houve diferença na taxa de prenhez entre os grupos G-6 (76,9%), G-9 (61,5%) e G-12 (91,6%). As ovelhas SI apresentaram concentração plasmática de P4 maior que as ovelhas Te nos períodos avaliados. A duração da permanência do progestágeno não afeta a taxa de prenhez em ovelhas.

Since its release in 2008 as a Young Adult (YA) text, Tender Morsels has been subject to widespread praise and censure. In reviews and reading groups it has been criticised by adults (including educators), as well its target audience of fourteen plus readers, for containing circumstances too challenging and traumatic for young readers; and with incestuous sexual abuse and gang rape in the first few pages it is easy to see why that has been the case. By juxtaposing the dominant psychoanalytic theories of literary criticism, with the fairytale retellings by feminist authors from the 1970s to the present time, as well as key second wave feminist texts like Simone de Beauvoir’s The Second Sex (1949) and Susan Brownmiller’s Against Our Will (1975), this novel can be seen to not only challenge the prevalence of a ‘real’ feminism in our literary criticism, but also in the Western world at large.
