Abstract:
Abstract Genocide perpetrated against the Armenian population of the Ottoman Empire was both gender-oriented and age-oriented. The Armenian male population was generally killed before or at the beginning of deportation, while women and children, as well as being massacred, were also subjected to different forms of physical and sexual violence during the death marches. Children were also forcibly transfered to the enemy group, while women were abducted or forcibly married. The experiences and fates of Armenian women and children offer a perspective on how complex and multi-faceted the phenomenon of genocide is. Based on the surveys of rescued Armenian women kept in the archives of the League of Nations, this article will present the fate of women during and after the Armenian Genocide.

Abstract:

Abstract:

Abstract:

Abstract:

Abstract:
Some new results and preliminary remarks about the Plio–Quaternary structural and evolutionary characteristics of the outer Marche Apennines south in the Conero promontory are presented in this study. The present analysis is based on several subsurface seismic reflection profiles and well data, kindly provided by ENI S.p.A. and available on the VIDEPI list, together with surface geologic–stratigraphic knowledge of Plio–Quaternary evolution from the literature. Examples of negative vs. positive reactivation of inherited structures in fold and thrust belts are highlighted. Here, we present an example from the external domain of the Marche Apennines, which displays interesting reactivation examples from the subsurface geology explored. The study area shows significant evolutionary differences with respect to the northern sector of the Marche region previously investigated by the same research group. The areal distribution of the main structures changes north and south of the ENE–WSW oriented discontinuity close to the Conero promontory. Based on the old tripartite classification of the Pliocene, the results of this work suggest a strong differential subsidence with extension occurring during the Early Pliocene and principal compressive deformation starting from the Middle Pliocene and decreasing or ceasing during the Quaternary. The main structure in this area is the NNW–SSE Coastal Structure, which is composed of E-vergent shallow thrusts and high-angle deep-seated normal faults underneath. An important right-lateral strike–slip component along this feature is also suggested, which is compatible with the principal NNE–SSW shortening direction. As mentioned, the area is largely characterized by tectonic inversion. Starting from Middle Pliocene, most of the Early Pliocene normal faults became E-vergent thrusts.

Full text
Abstract:
Graphs have been successfully used in Pattern Recognition and Computer Vision domains for a number of years, due to their ability to represent relational patterns. However, their main limitation comes from the fact that they are only able to model pairwise affinities between elements of interest. In this work, we focus on exploiting the advantages of hypergraphs, which generalize the graph concept by providing the possibility to model relationships of higher dimension, in the domain of image analysis and more particularly image processing such as image or video segmentation. This thesis mainly focused on how we can represent the image data into a hypergraph-based model, and how we can handle such a representation in a particular application. In many of these applications the problem can be formulated as a partitioning of the underlying hypergraph structure, and consequently we developed a novel hypergraph partitioning and clustering approach (RHC), based on the reduction of the hypergraph structure. Two novel hypergraph reduction algorithms (HR-IH and HR-MST) have been designed for this purpose. The RHC framework has been exploited in different computer vision problems (image segmentation, object-based video segmentation and superpixels generation), for which appropriate hypergraph-based models have been designed. Finally, the notion of directed hypergraph has been introduced in the computer vision domain, by proposing both a directed hypergraph-based representation of the image content (DINH), and an interactive image segmentation algorithm by semi-supervised learning on such a DINH. The latter is formulated in terms of Markov random walks on directed hypergraphs, for which an appropriate transition matrix and important mathematical properties have been developed. Extensive experiments have shown that hypergraphs can in general provide a richer image representation model thangraphs, and that the proposed algorithms are efficient both in terms of segmentation quality and complexity. It has also been shown that using directed hypergraphs can provide an improvement to undirected hypergraphbased structures

Wu, Meng. "Analyses multifractales de certaines moyennes ergodiques non-conventionnelles." Amiens, 2013. http://www.theses.fr/2013AMIE0116.

Abstract:
This thesis is mainly focused on the study of some multiple ergodic averages from multifractal analysis point of view. In a full symbolic space with finite symbols, for potentials depending only on the first coordinate, we obtain a complete solution to the problem of multifractal analysis of the limit of the multiple ergodic averages. To this end, we develop in this setting a non-invariant and non-linear version of thermodynamic formalism, which has its own interest. We also study v-statistics in saturated systems and we establish a variational principle for the entropy spectrum of the v-statistics. Finally, we study individual behaviors of oriented walks in rd and we give a complete multifractal decomposition of the asymptotic comportments of these oriented walks. In the two first cases mentioned above, new interesting phenomena appear, comparing to the case of classical ergodic averages. In the multiple ergodic average case, there are in general no invariant measure with the same dimension as the level sets. Moreover, the invariant and the mixing spectra differ. For the v-statistics, the entropy spectra may be discontinuous even for holder continuous potentials

Abstract:
Big walking robots are complex multi-joints mechanical systems which crystallize the human will to confer their capabilities on artefacts, one of them being the bipedal locomotion and more especially the balance keeping against external disturbances. This thesis proposes a balance stabilizer under operating conditions displayed on the locomotor system BIP 2000.This anthropomorphic robot has got fifteen electrically actuated degree of freedom and an Industrial controller. A new software has been developed with an object-oriented programming approach in order to propose the modularity required by the emulated and natural human symmetry. This consideration leads to the development of a mathematical tool allowing the computation of every modelling of a serial robot which is the sum of multiple sub robots with already known modelling. The implemented software also enables the robot to run offline generated dynamic walking trajectories and to test the balance stabilizer. We explore in this thesis the feasibility of controlling the center of gravity of a multibody robotic system with electrostatic fields acting on its virtual counterpart in order to guarantee its balance. Experimental results confirm the potential of the proposed approach

Abstract:

Wang, Lei. "A study of the performance of market oriented reforms in the chinese telecom industry." Thesis, Evry-Val d'Essonne, 2013. http://www.theses.fr/2013EVRY0027/document.

Abstract:
With the advent of information economy people all over the world have a higher and more extensive demand on the communications industry. Since the 1980s there has emerged a dominant trend in countries around the world to deregulate the telecom industry and introduce market-oriented reforms. Up until the 1980s the Chinese telecom industry was still monopolized by the government and the country’s market-oriented reforms in the industry lagged behind many other rapidly developing nations. The problem of high expense, low service quality, and insufficient service capacity made it urgent to open up the Chinese telecom market. Compared to other competitive industries it can be said that the telecom industry comprehensively and strategically influences the overall harmonious and sustainable development of a national economy. Reform in the telecom industry covers a wide range of areas and is closely associated with the national welfare and people’s livelihood. As such it attracts great attention from the public at large. Compared to other industries in China whichare also regulated by the government, China’s telecom industry (the first to carry our market-oriented reforms in the country) is relatively mature as such it can be said that its future reform provides a reference point for market-oriented reforms in other industries as well in the country. Taking this fact into consideration the present thesis chooses market-oriented reforms and the performance of that reform in China’s telecom industry as our research objective. We consider this to be an essential element for the harmonious economic and social development of modern China. It is therefore an urgent issue to be addressed. The whole thesis consists of six chapters and its main content and structure are as follows: Taking into account the characteristics of competition – regulation – reform as a starting point, the thesis utilizes natural monopoly theory, effective competition theory, and industrial organization theory as the conceptual and theoretical basis for our work.It reviews previous work completed in the area then conducts an in-depth analysis of the foundation, development, and characteristics of modern telecom industry, laying atheoretical foundation for studying the performance of market-oriented reform in China’s telecom industry. Secondly, taking into consideration the impact of institutional factors on industrialorganization, the present thesis puts forward a regulation–structure–conduct –performance (RSCP) theoretical framework based on China’s national conditions and takes effective competition as the goal of China’s telecom industry reform. Thirdly, the thesis groups, in a chronological manner, China’s telecom reform into four different phases (since the beginning of the reform and opening up of the economy) which have been identified as: monopoly operation, policy support, introducing competition, and preliminary perfect competition. It then conducts an analysis of the reform background, reform procedure, and reform measures. By analyzing the current situation in China’s telecom industry reform, the thesis attempts to evaluate the performance of the reform in China’s telecom industry. The thesis then calculates the performance index of China’s telecom industry reform and conducts a statistical analysis and hypothesis testing based on correlation analysis and multiple linear regression models respectively. The result shows that market-oriented reform in China’s telecom industry, to some degree, promotes the development of China’s telecom industry, effectively reduces the expenses in telecom services, boosts the number of telecom service users, and optimizes telecom service structure. These positive developments notwithstanding, the study also finds that service quality and capacity are yet to be significantly improved in China’s telecomindustry

Abstract:

Abstract:
Our goal is to design and to develop a meta-case (computer assisted software engineering) tool to design training systems. Our meta-case tool allows us to generate design tools based on a training system design method. To reach this goal, we developed a dual problematic : firstly we designed a method meta-model, specific to the educational domain that is based on three components (meta-concepts, meta-rules and metaformalisms) and secondly, we developed a complete set of rules concerning the method meta-model. These rules have three objectives : to ensure the designer's modelling integrity, to define the meta-case design process and to help the expert to use the meta-case tool

Abstract:
In the airline industry, problems are various and complicated. Solving these problems aims at reducing costs and maximizing revenues. Revenues can be increased while improving the quality of service. For example, one way is to catch new passengers on existing flight connections or on new markets. The selection of new markets consists in determining network structure to operate, and to estimate passengers flow, their choice of itineraries as well as incomes and costs incurred by these decisions. Our research is about improving market planner engine. Milanamos develops an application for the analysis and simulation of markets intended for air-ports and airlines. It offers its customers a decision-making tool to analyze historical data andto simulate markets in order to find an economic opportunity. This project takes place earlierin the decision process. Thanks to a thorough data analysis, the air transport network could be modelized as a time-independent graph and stored in the Neo4j graph database. We then defined the Flight Radius problem which resolution allows to determine a sub-network centered around a flight for which market shares of the flight are meaningful. Several methods have beenproposed based on queries or on shortest path algorithms combined with acceleration and parallelism techniques. Our algorithms identify some new markets for a flight. Combining graph theory with databases offers new opportunities for analyzing and studying large networks

Abstract:
Almost everyone who has ever dealt with business management issues has already encountered the term Hidden Champions. But what is actually meant by a "hidden champion"? Hidden champions are usually not listed on the stock exchange, but are rather owner-managed companies. Most of the time, they are medium-sized companies. Often they focus on niche markets and in some cases occupy leading positions worldwide. Baden-Württemberg in particular is home to numerous hidden champions. These hidden champions are important for the strongly export-oriented German economy, so it is very important to decipher their secrets of success and learn from them. AbstractThis chapter documents and theorizes community-based film festival programming and organizing tactics during the first wave of the Covid-19 pandemic between March and September 2020. Drawing from autoethnographic experience and personal conversations with organizers of the Toronto Queer Film Festival (TQFF) and Toronto Outdoor Picture Show (TOPS), I offer the neologism “cinegoraphilia”—a portmanteau of cinephilia and the Ancient Greek agora—to theorize both festival’s strategies to capture the love of watching cinema in public together. As a theory that centers the communal, public features of cinemagoing, cinegoraphilia orients us toward the ways community-based film festivals creatively tried to retain and engage their audiences. I situate TOPS’s and TQFF’s efforts to capture cinegoraphilia within the broader context of public health restrictions in the Canadian province of Ontario, as well as changes to the arts funding ecosystem and funding policy locally in Toronto, provincially in Ontario, and nationally across Canada.

Abstract:
In spite of the fact that relational databases still hold the first place in the market, object-oriented databases are becoming, each day, more widely accepted. Relational databases are suitable for traditional applications supporting management tasks such as payroll or library management. Recently, as a result of hardware improvements, more sophisticated applications have emerged. Engineering applications, such as CAD/CAM (Computer Aided Design/ Computer Aided Manufacturing), CASE (Computer Aided Software Engineering) or CIM (Computer Integrating Manufacturing), office automation systems, multimedia systems such as GIS (Geographic Information Systems) or medical information systems, can be characterized as consisting of complex objects related by complex interrelationships. Representing such objects and relationships in the relational model implies that the objects must be decomposed into a large number of tuples. Thus, a considerable number of joins is necessary to retrieve an object and, when tables are too deeply nested, performance is dramatically reduced (Bertino and Marcos, 2000).

This chapter surveys the rise of the Mind Cure movements that spread outward from the teachings of Quimby, including Christian Science and New Thought. Like most histories of these movements, it discusses the contributions of Warren Felt Evans, Mary Baker Eddy, the Dresser family, and Emma Curtis Hopkins, as well as the major religious organizations inspired by Hopkins’s teaching. Unlike most histories of New Thought, however, it distinguishes between two forms, community-oriented and individualist, which had different trajectories. Community-oriented New Thought was led largely by white women and centered in religious communities. Individualist New Thought stressed personal prosperity and business success. This chapter also devotes attention to community-oriented African American movements inspired by New Thought, particularly the Peace Mission Movement of Father Divine but also Marcus Garvey’s Universal Negro Improvement Association (UNIA), Moorish Science, the Nation of Islam, and Black Hebrew Israelism.

Abstract:
Abstract A conventionalized discourse type. The term has traditionally been employed in a primarily classificatory sense to designate a literary or folkloric or general discursive category, such as sonnet, legend, oration, or greeting; but recent perspectives have been oriented more toward communicative practice than typology, viewing genre as an orienting framework for the production and interpretation of discourse. Classification has been a concern of literary and rhetorical theory since classical antiquity and has figured prominently in philologically oriented studies of literary history, with an emphasis throughout on the culturally valorized, canonically sanctioned forms of literature: tragedy, comedy, epic, lyric, and such more-modern forms as the novel. The philological focus of FOLKLORE study, beginning in the late eighteenth century, in turn gave genre a prominent place as an organizing concept in that field of inquiry. Here, too, the emphasis has been on classic genres: Marchen, legend, ballad, lyric folksong, PROVERB, and RIDDLE. (See also Folktale; Oral Poetry; Song.) Genre and classification have been central preoccupations in folklore, shaping frameworks for the collection, archiving, teaching, and scholarly study of folklore.

Abstract Backdrop a mural, with the terrified faces of Chinese men running away from an explosion, their long hair ponytailed into distinctive queues, flapping in the wind of their flight. Behind them, torching the buildings and homes of the Chinese laborers, stands a lynch mob of bearded white men, carrying shotguns and makeshift clubs. The scene might have a date marked in bold letters, perhaps 1877, perhaps 1885. The specific location? It could be Tacoma, Washington, or Rock Springs, Wyoming, or Snake River, Idaho, or a dozen small towns in California, from Redding to Bakersfield. It does not matter, as long as the image is retained: a memory of Chinese workers and merchants being driven out of frontier towns, herded in a long march to the ghettos of San Francisco and Vancouver, British Columbia.

Abstract:
This chapter considers the relevance of speculative realism and object-oriented ontologies to Greek and Roman thinking, focusing on the phenomena known as hyperobjects. Are these theories of the posthuman entirely postclassical, or do they have ancient counterparts? Porter responds in the affirmative, showing that, beyond the inspirations occasionally cited in support of the new materialisms (most frequently, Aristotle’s theory of substance and ancient atomism), there are solid grounds to support this claim in numerous thinkers, including Empedocles, Lucretius, Seneca, and Marcus Aurelius. He investigates three trajectories: views of nature in which we encounter some conception of a hyperobject; a collection of materialist and sensualist perspectives on nature in which matter is conceived as operating independently of a human phenomenology; and object-oriented philosophies of nature that treat human phenomena as one object among others.

This chapter focuses on China’s earliest documentaries about lesbian subjects, The Box (Ying Weiwei, 2001) and Dyke March (Shi Tou/Ming Ming, 2004), examining the imbrication of technique and content, and the issue of “objectivity” in documentary filmmaking. It further raises the question of how we produce knowledge about social others. Foregrounding the tension between The Box’s knowledge/power scheme and LGBTQ-oriented politics, I then turn to Dyke March to explore the contrast in its sensitivity to the socio-political specificities of its subjects, and its political activist responsibility for its subjects. This chapter finally introduces four more recent lesbian documentaries from China, highlighting a developing trend in Chinese lesbian documentary filmmaking: independent production that emphasizes both collaboration and the specificity of a lesbian identity.

Abstract:
This study aims to analyze the relationship between internal saboteurs developed since childhood and job performance, with implications for HRM practices – especially in terms of selection criteria to be used and the whole assessment process. The study was conducted through an online questionnaire which was made available in March-April of 2021. The analyzed instruments are Shirzad Chamine’s inner saboteur questionnaire and Goodman & Syvantek’s Job Performance Scale. The study was performed on a 457-respondent non-probabilistic cohort. Statistical analysis of the data revealed that some internal saboteurs are oriented toward performance, while the others are oriented toward emotion. The performance-oriented cluster seemed to predominate in male respondents, while the emotion-oriented cluster seemed to predominate in female respondents, in line with tradintional gender roles. The main findings are generally in line with previous literature, and they are also suggesting a series of HRM practices aimed at increasing individual and organizational performance.

In order to protect the health of their citizens, many governments decided to take a huge risk in implementing lockdowns all over the world, knowing how much it could affect the economy. The thought that choosing the most direct measure to cope with the pandemic in order to save their populations was one of the hardest and the governments cannot be blamed for it. The paper moves forward to correlate the links between mass shut downs affecting the economy with the effects registered by the export-oriented companies in Bihor County, Romania, and the measures that the Romanian Government took. Based on the data provided by AJOFM, the Bihor county employment agency, for the following months – March, April, May, several factors like the number of companies in export-oriented industries, the number of employees, the amount of money that the Government paid, will be analyzed.

Abstract:
At the beginning of 2020, COVID-19 broke out. After the COVID-19 outbreak, online media became an important channel for the masses to obtain information about the epidemic. According to the different social functions of various online media, this paper classifies the important online media in this epidemic into four categories, namely, official media, government media, market-oriented media and We-media. By using the crawler software tool, crawling the Weibo data of the People’s Daily, The Paper, Healthy China, and Doctor Do of Concord, from January 1, 2020, to March 1, 2020, combined with the data of confirmed cases of the domestic novel coronavirus epidemic in the same period, constructed a multiple regression model to conduct empirical research on the effects of online media on different subjects. The research results show that official new media and market-based media are negatively correlated with the number of people infected with the epidemic, whereas government media are more inclined to reflect the law of the development of the epidemic and are positively correlated with the development of the epidemic. Therefore, taking the initiative to grasp the public opinion guidance of the official media and market-oriented media can achieve better publicity effect in the epidemic prevention and control work.

In ASME 2013 International Design Engineering Technical Conferences and Computers and Information in Engineering Conference. Abstract:
A pseudo compressible finite element method for solving three dimensional incompressible Navier-Stokes equations is presented. A physical problem discretized using tetrahedral elements with linear and quadratic interpolation functions for pressure and velocity variables respectively is then marched in time by using implicit time marching scheme based on finite differencing. The possible formation of indefinite matrix due to incompressibility constraint is avoided by inserting an artificial/pseudo time dependent term (Chorin, 1974) into the continuity equation that is eliminated when steady state is reached. This definite matrix system can then be solved using standard pre-conditioners and iterative solvers. Solutions for pressure driven flows obtained using this method are validated with the ones obtained from a standard problem of flow over a cylinder and also with numerical benchmark case of a 3-D laminar flow around an obstacle. An object oriented C++ program was developed which uses exact integrals of shape functions in its calculations rather than numerical integrations. This program was tested with different values of artificial compressibility factor (β), Reynolds numbers (Re) and grid sizes (number of Elements) and time steps (dt). The effect of these parameters on the the number of linear solver iterations required for convergence is studied efficiently using the non-dimensional numbers Pseudo Compressibility Number (PCN) and Elemental Reynolds Number (ERe). Although the relationship between the linear solver performance and these two non dimensional numbers remain complicated, it is found that there exists an optimum range of PCN as a function of ERe for which the solution convergence can be obtained with the minimum number of iterations.

Abstract:
ABSTRACT Orienteering is a hard, physically demanding sport. The combination of running and map reading tests competitors’ mental and physical endurance. The high speed during races requires an intense oxygen uptake. This paper discusses oxygen deficiency during orienteering races. Competitors’ oxygen saturation and heart rate values were monitored by smart watches and pulse oximeters. A group of eight male elite orienteers were tested from March 2021 to October 2021 through laboratory and terrain tests. The laboratory spiroergometry was carried out on a treadmill. Spiroergometric parameters and gas analysis results were recorded in real time (breath-by-breath) with a Meta Max 3B metabolic analyzer. The terrain tests - pulmometry and measurement of oxygen levels in the blood (SpО2) were taken by Huawei GT Pro 2 watches. Indicators of movement, speed per kilometer, average and maximum heart rate values were collected. Field studies to monitor oxygen levels in the blood (SpO2) were conducted during orienteering competitions for the first time in Bulgaria. Descriptive statistics, hypothesis testing, and correlation analysis were used for data analysis. The research results revealed that the orienteers do not suffer oxygen deficiency during orienteering races, which led us to the conclusion that the level of oxygen in the blood (SpО2) does not influence technical errors during the competitions. Statistically significant differences in the average heart rate values of the subjects for forest versus sprint disciplines were observed, which implies specialization of the competitors by discipline. Further studies should be done for interpreting and comparing the terrain tests data with the laboratory functional tests by taking into account the individual characteristics of each competitor.

Abstract:

Niles, John, and J. M. Pogodzinski. TOD and Park-and-Ride: Which is Appropriate Where? Mineta Transportation Institute, January 2021. http://dx.doi.org/10.31979/mti.2021.1820.

Abstract:
Despite the sharp drop in transit ridership throughout the USA that began in March 2020, two different uses of land near transit stations continue to be implemented in the United States to promote ridership. Since 2010, transit agencies have given priority to multi-family residential construction referred to as transit oriented development (TOD), with an emphasis on housing affordability. In second place for urban planners but popular with suburban commuters is free or inexpensive parking near rail or bus transit centers, known as park-and-ride (PnR). Sometimes, TOD and PnR are combined in the same development. Public policy seeks to gain high community value from both of these land uses, and there is public interest in understanding the circumstances and locations where one of these two uses should be emphasized over the other. Multiple justifications for each are offered in the professional literature and reviewed in this report. Fundamental to the strategic decision making necessary to allocate public resources toward one use or the other is a determination of the degree to which each approach generates transit ridership. In the research reported here, econometric analysis of GIS data for transit stops, PnR locations, and residential density was employed to measure their influence on transit boardings for samples of transit stops at the main transit agencies in Seattle, Los Angeles, and San José. Results from all three cities indicate that adding 100 parking spaces close to a transit stop has a larger marginal impact than adding 100 housing units. Previous academic research estimating the higher ridership generation per floor area of PnR compared to multi-family TOD housing makes this show of strength for parking an expected finding. At the same time, this report reviews several common public policy justifications for TOD as a preferred land development emphasis near transit stations, such as revenue generation for the transit agency and providing a location for below-market affordable housing where occupants do not need to have a car. If increasing ridership is important for a transit agency, then parking for customers who want to drive to a station is an important option. There may also be additional benefits for park-and-ride in responding to the ongoing pandemic.

Bourrier, Mathilde, Michael Deml, and Farnaz Mahdavian. Comparative report of the COVID-19 Pandemic Responses in Norway, Sweden, Germany, Switzerland and the United Kingdom. University of Stavanger, November 2022. http://dx.doi.org/10.31265/usps.254.

Abstract:
The purpose of this report is to compare the risk communication strategies and public health mitigation measures implemented by Germany, Norway, Sweden, Switzerland, and the United Kingdom (UK) in 2020 in response to the COVID-19 pandemic based on publicly available documents. The report compares the country responses both in relation to one another and to the recommendations and guidance of the World Health Organization where available. The comparative report is an output of Work Package 1 from the research project PAN-FIGHT (Fighting pandemics with enhanced risk communication: Messages, compliance and vulnerability during the COVID-19 outbreak), which is financially supported by the Norwegian Research Council's extraordinary programme for corona research. PAN-FIGHT adopts a comparative approach which follows a “most different systems” variation as a logic of comparison guiding the research (Przeworski & Teune, 1970). The countries in this study include two EU member States (Sweden, Germany), one which was engaged in an exit process from the EU membership (the UK), and two non-European Union states, but both members of the European Free Trade Association (EFTA): Norway and Switzerland. Furthermore, Germany and Switzerland govern by the Continental European Federal administrative model, with a relatively weak central bureaucracy and strong subnational, decentralised institutions. Norway and Sweden adhere to the Scandinavian model—a unitary but fairly decentralised system with power bestowed to the local authorities. The United Kingdom applies the Anglo-Saxon model, characterized by New Public Management (NPM) and decentralised managerial practices (Einhorn & Logue, 2003; Kuhlmann & Wollmann, 2014; Petridou et al., 2019). In total, PAN-FIGHT is comprised of 5 Work Packages (WPs), which are research-, recommendation-, and practice-oriented. The WPs seek to respond to the following research questions and accomplish the following: WP1: What are the characteristics of governmental and public health authorities’ risk communication strategies in five European countries, both in comparison to each other and in relation to the official strategies proposed by WHO? WP2: To what extent and how does the general public’s understanding, induced by national risk communication, vary across five countries, in relation to factors such as social capital, age, gender, socio-economic status and household composition? WP3: Based on data generated in WP1 and WP2, what is the significance of being male or female in terms of individual susceptibility to risk communication and subsequent vulnerability during the COVID-19 outbreak? WP4: Based on insight and knowledge generated in WPs 1 and 2, what recommendations can we offer national and local governments and health institutions on enhancing their risk communication strategies to curb pandemic outbreaks? WP5: Enhance health risk communication strategies across five European countries based upon the knowledge and recommendations generated by WPs 1-4. Pre-pandemic preparedness characteristics All five countries had pandemic plans developed prior to 2020, which generally were specific to influenza pandemics but not to coronaviruses. All plans had been updated following the H1N1 pandemic (2009-2010). During the SARS (2003) and MERS (2012) outbreaks, both of which are coronaviruses, all five countries experienced few cases, with notably smaller impacts than the H1N1 epidemic (2009-2010). The UK had conducted several exercises (Exercise Cygnet in 2016, Exercise Cygnus in 2016, and Exercise Iris in 2018) to check their preparedness plans; the reports from these exercises concluded that there were gaps in preparedness for epidemic outbreaks. Germany also simulated an influenza pandemic exercise in 2007 called LÜKEX 07, to train cross-state and cross-department crisis management (Bundesanstalt Technisches Hilfswerk, 2007). In 2017 within the context of the G20, Germany ran a health emergency simulation exercise with WHO and World Bank representatives to prepare for potential future pandemics (Federal Ministry of Health et al., 2017). Prior to COVID-19, only the UK had expert groups, notably the Scientific Advisory Group for Emergencies (SAGE), that was tasked with providing advice during emergencies. It had been used in previous emergency events (not exclusively limited to health). In contrast, none of the other countries had a similar expert advisory group in place prior to the pandemic. COVID-19 waves in 2020 All five countries experienced two waves of infection in 2020. The first wave occurred during the first half of the year and peaked after March 2020. The second wave arrived during the final quarter. Norway consistently had the lowest number of SARS-CoV-2 infections per million. Germany’s counts were neither the lowest nor the highest. Sweden, Switzerland and the UK alternated in having the highest numbers per million throughout 2020. Implementation of measures to control the spread of infection In Germany, Switzerland and the UK, health policy is the responsibility of regional states, (Länders, cantons and nations, respectively). However, there was a strong initial centralized response in all five countries to mitigate the spread of infection. Later on, country responses varied in the degree to which they were centralized or decentralized. Risk communication In all countries, a large variety of communication channels were used (press briefings, websites, social media, interviews). Digital communication channels were used extensively. Artificial intelligence was used, for example chatbots and decision support systems. Dashboards were used to provide access to and communicate data.
