Abstract:
La politique laitière européenne est marquée par la mise en place , depuis 1984, de quotas fixant des quantités maximales de production. Pour justifier leur suppression, qui s’inscrit dans une libéralisation accrue des marchés, la Commission européenne s’appuie sur les résultats de modèles standards en économie néo-classique. Pour montrer la limite de ces raisonnements, cet article croise les résultats d’autres approches économiques, intégrant les imperfections de marché et les enjeux sociaux et écologiques, ainsi que les résultats empiriques issus d’une comparaison internationale des politiques laitières. Il souligne les dangers de l ’éclatement de la solidarité européenne de même que l’incapacité des nouveaux outils proposés, essentiellement de nature privée, de se substituer aux dispositifs de régulation publique des marchés.

Abstract:
Les secteurs considérés comme fortement exposés à la concurrence internationale dans le cadre du système européen d’échange de quotas d’émission (EU-ETS) bénéficient toujours d’une allocation de quotas gratuits (EUA). Nous étudions ici un des principaux secteurs bénéficiaires : la sidérurgie. À travers la mesure de l’indice de Herfindahl-Hirschman, nous constatons tout d’abord que le niveau de concentration a fortement progressé depuis 2010, qu’en réalité il n’est pas fortement exposé à la concurrence internationale. De plus, nos résultats montrent que l’entreprise ayant le plus de pouvoir de marché sur la période 2005-2018 est celle qui a obtenu le plus de quotas gratuits, captant la plupart des bénéfices liés à cette surallocation (34,87 % en moyenne). Enfin, il apparaît que le leader du marché est le moins efficace en termes d’utilisation de ressources dans la production d’acier brut, et par conséquent le moins efficace en termes d’intensité CO 2 . Ces résultats suggèrent que l’EU-ETS n’a pas réussi à fournir des incitations à la décarbonation dans ce secteur. JEL Codes: D43, L13, Q2.

En 2008, l’Irlande a connu une crise économique et financière violente qui l’a contraint de mettre en place une stratégie de reconquête basée sur ses atouts et richesses naturelles. L’élevage bovin et ovin est alors devenu un secteur d’avenir, compte tenu notamment de sa vocation exportatrice historique. Ainsi, 80 à 90% de la production de lait ou de viande est exporté sur un marché mondial très concurrentiel. Avec un territoire agricole composé à 92% de prairies, l’élevage de ruminants irlandais est basé sur la valorisation de l’herbe par le pâturage. Ce système lui permet d’obtenir des coûts de production modérés et fournit grâce à la prairie différents services environnementaux. Alors que l’abandon des quotas laitiers et la forte demande alimentaire mondiale stimule le développement de l’élevage irlandais, ce dernier devra s’appuyer sur une intensification contrôlée pour ne pas dégrader les atouts environnementaux et l’image positive associée à la prairie.

Après une période de grande stabilité des prix et des volumes produits, encadrée par une politique agricole commune forte, la filière laitière française entre dans une zone de turbulences et d’incertitudes. L’augmentation de la demande alimentaire mondiale, associée à l’abandon imminent des quotas laitiers devraient créer un climat d’enthousiasme et favoriser le développement de la production laitière en Europe. Mais ces dérégulations aboutissent aussi à de fortes tensions sur le marché mondial des produits agricoles qui renforcent les inquiétudes concernant l’avenir du potentiel de production laitière française. Les éleveurs s’interrogent sur l’évolution de leurs systèmes de production et notamment la pertinence de diverses options. Afin de limiter la sensibilité aux fluctuations du marché, les systèmes laitiers à bas intrants font le choix d’une réduction de leur dépendance grâce à une forte cohérence entre les potentialités du milieu et la demande du troupeau. Ils espèrent alors améliorer leurs revenus par la réduction des coûts tout en assurant lapérennité du système. Ce choix est un puissant stimulant d’innovations pratiques qui s’appuient souvent sur des traditions techniques revisitées et adaptées au contexte. Cette démarche, déjà mise en place par un certain nombre d’éleveurs, impose de disposer d’atouts structurels favorables au pâturage de longue durée, de constituer un stock de sécurité conséquent et de favoriser les légumineuses et le recyclage efficace des éléments. La conduite du troupeau, notamment en matière de répartition des vêlages, et le choix du type de vaches sont également des éléments stratégiques essentiels. Si les performances économiques et sociales de ces systèmes sont souvent conformes aux attentes, ces systèmes nécessitent au minimum apprentissage et conviction du fait d’un changement de paradigme dans l’évaluation des performances.

L’administration d’hormone de croissance bovine recombinante (rbGH) accroît la production laitière de 2 à 6 kg/j, de façon variable selon l’âge des vaches, leur stade de lactation et leur état nutritionnel, la dose de GH injectée et la forme de présentation de l’hormone. Les effets sur la composition du lait et les réserves corporelles dépendent de la durée des expériences et de la nature des rations distribuées. La GH stimule l’activité et/ou la durée de vie des cellules sécrétrices mammaires, probablement par l’intermédiaire de l’IGF-1 produit par le foie et/ou la glande mammaire. Simultanément, la GH oriente le métabolisme du tissu adipeux et du muscle vers une mobilisation et une oxydation accrues des acides gras, et une épargne du glucose. L’administration de rbGH a peu d’effets directs sur la fonction de reproduction, mais tend indirectement à la retarder, lorsqu’elle est initiée avant la fécondation, en raison de la diminution transitoire du bilan énergétique des vaches. L’aptitude du lait à la transformation ne semble pas être modifiée par l’administration de rbGH, ni l’élévation de la sécrétion d’IGF-1 dans le lait entraîner de risque pour le consommateur. La GH pourrait stimuler les réponses immunitaires des animaux, et de ce fait accroître le nombre de cellules dans le lait. La tendance à augmenter l’incidence des mammites semble par contre résulter indirectement de l’élévation de la production laitière. La GH à très forte concentration peut stimuler la production virale dans certains modèles "in vitro" chez les espèces monogastriques, mais il n’existe pour l’instant que très peu de données chez les ruminants laitiers. Par ailleurs, la vitesse d’élimination des xénobiotiques (antibiotiques...) par le foie pourrait être diminuée. Une éventuelle utilisation commerciale de la rbGH diminuerait l’efficacité (ou augmenterait le coût) de l’amélioration génétique, et serait d’un intérêt économique limité pour les éleveurs placés dans un système de quotas laitiers. Toutefois, son utilisation dans des pays tiers sans quotas pourrait diminuer le coût de production du lait et accroître la compétition sur le marché international des produits laitiers, malgré les risques de dégradation qui pèseraient alors sur l’image de ces produits pour les consommateurs.

À l’échelle internationale, le secteur laitier bénéficie d’une dynamique soutenue de la demande, en provenance principalement des pays asiatiques où la consommation de produits laitiers par habitant demeure largement inférieure à celle observée dans l’Union européenne (UE) et en Amérique du Nord. Au cours des quinze dernières années (2000-2015), la Nouvelle-Zélande est, loin devant les États-Unis et l’UE, le pays qui a le plus bénéficié de la croissance des échanges internationaux de produits laitiers, sous l’influence surtout des importations de la Chine en poudres de laitier entier. En dépit d’une hausse de ses importations, surtout de fromages et de beurre, la France améliore régulièrement sa balance commerciale qui atteint 3,75 milliards d’euros en 2015. Cette performance tient pour une part importante à la dynamique favorable des échanges avec le Royaume-Uni et la Chine. Depuis 2009, le solde commercial de la France avec les pays tiers s’améliore alors que les jeux concurrentiels internes à l’UE deviennent plus difficiles. Pour les producteurs de lait européens, la saturation progressive de la demande européenne de produits laitiers et l’augmentation rapide de la production laitière dans plusieurs États membres depuis l’abandon des quotas laitiers en 2015 constitue une réelle menace. Cela doit être une incitation à, d’une part, développer les exportations à l’international et, d’autre part, mieux valoriser la très grande diversité des produits laitiers sur le marché intérieur.

Abstract:
Abstract Based on clinical and epidemiological evidence, COVID-19 infection can occur in people of all ages; however, the media typically focuses its attention on the vulnerability of older adults and individuals with chronic illnesses. This study aims to explore the representation of older adults during the first month of the pandemic in the U.S. by comparing the narratives of older adults and younger adults in national media sources. A systematic search identified 115 articles published in four major newspapers in the U.S. included USA Today, The New York Times, Los Angeles Times, and The Washington Post between March 11 and April 10, 2020 in which older adults and younger adults were quoted on topics related to the intersection of COVID-19 and aging. Quotes were inductively reviewed using thematic content analysis. In 115 articles, there were 265 quotes from older adults (n=104, 39%) and younger adults (n=161, 61%). When comparing patterns that were common or distinctive between older and younger individuals quoted, three key themes emerged: 1) impacts of COVID-19 on older adults and resulting vulnerability, 2) debated perspectives over the value of older adults’ lives, and 3) a counternarrative of resiliency among older adults. This study provides the opportunity to understand how the pandemic may impact representations of older adults and findings emphasize the importance of voice among older adults to combat ageist messaging and promote counternarratives to assumptions of vulnerability. Also, it suggests for policymakers and practitioners to insight into how the representation of older adults is disseminated by media.

In 2007, Indonesia launched a 3 kg Liquified Petroleum Gas (LPG) cylinder for poor households, and micro-enterprises were started on Java island to reduce the burden of fuel subsidies. In its implementation, the subsidized LPG may also be used by non-target households, which has implications for the government’s fiscal burden. To avoid this, it is necessary to understand household behavior towards non-subsidized LPG choices. Household income and fuel availability determine the choice of household cooking fuel types. However, existing studies have not seen the relationship between subsidized and non-subsidized LPG as a household cooking fuel. Using rich data from the March 2018 National Socio-Economic Survey (Susenas) and the Ministry of Energy and Mineral Resources (KESDM) information, this study examined the relationship between income, subsidized LPG quota as a representation of the availability of subsidized fuel, and non-subsidized LPG choices as household cooking fuel in Java in 2018. The Multinomial Logit model's estimation results found that an increase in income and a decrease in subsidized LPG quotas were correlated with an increase in the opportunity to choose non-subsidized LPG as household cooking fuel in Java in 2018. Furthermore, this study revealed that the largest subsidized LPG users were non-poor households.

Abstract: This study aims to describe the implementation of online-based Arabic learning in the new normal era at MAN 1 Muaro Jambi. This research was conducted at MAN 1 Muaro Jambi in January-March 2021. This type of research was descriptive qualitative with phenomenological research type. The data from this study were obtained through observation, interviews and documentation as supporting data from the results of observations and interviews. The results of this study indicated that the implementation of online-based Arabic learning was carried out quite well, namely before the implementation of learning the teacher makes a lesson plan. In practice, the teacher used the madrasah e-learning application and whatsapp, the method used was the lecture and assignment method, The media used were pdf and photos of learning materials, the assessment carried out was an integrative assessment, which was a combination of knowledge, attitudes, and skills assessments. However, there were obstacles in the implementation of online-based Arabic learning, where there were students who did not have a device, the inability of students to buy quotas, the unstable internet network, there were many tasks that given by the teacher, the teacher found it was difficult to observe student development, and the lack of learning methods. The supporters of the implementation of online-based Arabic learning were the provision of free learning quota subsidies for students who did not have a device to ride with their friends or make assignments to madrasah so that there was an increase in the quality of teachers in utilizing technology.

Abstract:
This article examines the Italian policy framework on the employment of disabled people. It discusses the strengths and limitations of Law 68 of 12 March 1999 (Regulation on the right to work of disabled people). Despite it having been enacted 16 years after being passed, Law 68/99 still faces problems in its implementation. The data analysis shows the propensity of firms to flout their obligations with regard to the recruitment of disabled people, preferring instead the risk of being sanctioned. In order for Law 68/99 to have a positive effect on the employment of disabled people, higher incentives (including subsidies for labour costs) must be introduced for employers, especially to enable the adaptation and adjustment of the workplace. With these inducements, firms would be encouraged to recruit disabled people and avoid penalties. In addition, disability management policies (still rarely implemented in the Italian workplace) and comprehensive training programmes can play a crucial role in overcoming discriminatory constraints regarding skills and physical ability, so as to increase the employability of disabled people in the labour market.

This article explores the economic contexts of British film production in the early 1930s through an analysis of the cost data provided in a ledger compiled by the Board of Trade documenting the statutory costs of all British ‘long’ films registered for renters’ quota during the quota year 1 April 1932 to 31 March 1933. This is the most comprehensive source for British film costs in the early 1930s. The evidence provided by the ledger suggests a more nuanced overall picture of the costs of British film-making than the standard narrative of ‘quality or quota’ would allow. It highlights the different production strategies of British and American distributors and sheds new light on the costs of ‘quota quickies’ and their place in the British film industry in the 1930s.

In March 2012, the harp seal pup production was estimated from aerial photographic surveys over the whelping areas. A total area of 305 km2 was photographed and 6034 pups were counted on the photos. From this the total pup production estimate was 89 590 ( s.e. = 12 310, CV = 13.7%). The status of the stock was subsequently assessed by fitting a population model to the independent pup production estimate, the historical catch data, and the historical reproduction data. The 2013 total abundance (including pups) was estimated to be 627 410 (95% CI = 470 540–784 280) harp seals. We demonstrate how the model is used in assessment when exploring the effect of various catch scenarios on future predictions.

Abstract:
After a long and controversial debate, a statutory gender boardroom quota was introduced in Germany in 2016. We examine the determinants of support for this quota among citizens aiming to identify the social groups that approve the most and those that resent the most the quota law. The approaches of self-interest, political orientation, and exposure are used to understand variation in support from a theoretical perspective. Based on data from the German Internet Panel (GIP) surveyed in March 2017 (N=2544), individual-level and workplace-related determinants of support for the boardroom quota are analysed. Our results show a general gender gap in support for a quota with greater support among women, but reveal differences within the target group of women and within the non-target group of men. These differences demonstrate that the interplay of gender and position on the labour market is pivotal for attitudes towards affirmative action in favour of women. The quota is most supported by single women in upper management positions, while most opposed by married women and young men. This leads to the conclusion that opposition to the gender quota is greatest among those who are disregarded by the regulation or might see their prospective labour market chances to be threatened.

Toutefois, les contraintes pédoclimatiques,la pente et l’éloignement engendrent des surcoûts de production et de collecte du lait. Or, la suppression des quotas, et donc la fin de l’ancrage des volumes à l’échelle des départements, exposent plus directement ces systèmes à la concurrence des systèmes laitiers de plaine. Leur pérennité s’en trouve menacée. Un cadre économique d’analyse, multi-niveaux et multi-acteurs, du fonctionnement des marchés laitiers est développé pour analyser la diversité des enjeux d’adaptation post-quotas en montagne. En combinant études de cas et analyse statistique, 43 territoires, regroupés en quatre principaux ensembles sont distingués et cartographiés. Dans les montagnes « à AOP fortes », la réputation des produits et les dispositifs de coordination spécifiques atténuent l’impact de la libéralisation. Dans les zones « à potentiel AOP », l’enjeu d’adaptation repose sur l’activation des ressources spécifiques et sur leur réappropriation par les éleveurs. Pour les montagnes génériques, les dispositifs de coordination pouvant permettre d’ancrer la production restent à construire. Enfin, dans les zones génériques peu denses, les possibilités de réponse collective sont compromises. L’établissement de nouveaux dispositifs de coordination favorisant la différenciation et la stabilité des marchés demande du temps et des investissements matériels et immatériels conséquents. Il y a donc urgence pour les professionnels et pour l’acteur public à investir dans le développement de capacités d’innovation à l’échelle des territoires.

In March 2018, the United States adopted measures to increase tariffs on a range of imported steel and aluminium products, justifying the tariffs with its national security concerns under GATT Article XXI. The United States also exempted certain exporting countries, such as South Korea, Brazil, and Argentina, from these tariffs in exchange for quota agreements limiting exports of the steel and aluminium products from these countries. These steel and aluminium quota agreements arguably violate the provisions of Article 11 of the WTO Agreement on Safeguards prohibiting such agreements (‘gray-area measures’). This article reviews the compatibility of the steel and aluminium quota agreements with the Agreement on Safeguards and examines the impact of these agreements on the world trading system.

The relentless exacerbation of the greenhouse effect poses a significant challenge to the progress and sustainability of human civilization. Carbon emission rights serve as a pivotal gauge of the carbon trading market's dynamics. Examining the impact of carbon emission rights prices can shed light on how governments indirectly influence these prices through mechanisms such as carbon emission quotas and permits. This study focuses on analyzing the transaction prices of carbon emission rights quotas within the Guangzhou carbon trading market spanning from January 2015 to March 2023. Leveraging a selection of 17 variables across the realms of energy prices, macroeconomics, financial markets, and ecological environment, and drawing insights from the predictive outcomes of three distinct sub-models—namely Ridge Regression, Random Forest Regression, and Long Short-Term Memory neural network (LSTM)—a novel IOWHA operator vector angle cosine combination model is devised. The findings underscore that this combined model harnesses the predictive strengths of each sub-model, effectively curbing prediction discrepancies, and enhancing overall accuracy. The integration of these methodologies represents an optimal fusion for predictive modeling.

On the basis of fishing statistics and research by observers on fishing vessels, an analysis was made of the distribution of capelin catches, the main indicators of fishery (effort, average daily capacity) were considered; length composition of the species was analyzed. It has been established that in 2018 and 2022 the most conductive conditions for capelin fishery, both in terms of capacity and the length composition of the species, were formed in the second half of February and in March in the economic zone of Norway. The reasons for the incomplete realization of the russian quota of capelin in 2018 were the non-optimal timing of fishing by the main group of vessels, in 2022 – an insufficient number of fishing efforts. In March 2018 and 2022, difficult weather prevailed at the fishery, which could prevent the effective realization of the russian quota of capelin.

The analyses found the numbers of citations of articles published in FT and the sum total of citations of published works in 1990-2016 in sources indexed in Google Scholar, Scopus, and Web of Science. This allowed us to establish the changing percentage of citations over the years and the average impact of articles published in various issues of the journal. Based on the data from the analyzed sources, an h-index was established for the journal, with the most frequently cited articles and their fields, as well as the most frequently cited authors of works of articles published in the relevant period. Data collected at Web of Science and Scopus allowed us to establish the number of references to articles published in „FT”, appearing in various years, titles, authors, sources, and fields, and the most often quoted publications published in „FT” and the countries with which these publications were affiliated. Research and conclusions limitations. The analysis concerns citations in Google Scholar and the Scopus and Web of Science (Core Collection) databases, accessed 8 March 2019 and limited to articles published in “Folia Turistica” in period 1990-2016. Most analysts were surprised by the sudden milk prices downturn which occurred at the same time as the removal of European milk quotas. In general, they considered it as an exceptional event, justifying ad hoc political interventions, but no revision of the liberal way of thinking. Yet, it is also possible to interpret it as a normal transitory phenomenon, likely to occur on any market when demand is rigid, and long run supply elastic. In such a situation, which is the case of agricultural commodities, the market equilibrium is unstable, in the mathematical meaning of the word. Then, the market dynamic results in a succession of peaks and slumps around the ''normal'' price, which never prevails. The cost of these variations might be greater than the benefit which can be expected from liberalisation. As a consequence, policies aiming at severing all links between agriculture and markets, as was the case of the CAP before1992, were perhaps less detrimental than commonly assessed.

La sécurité alimentaire est au cœur des débats actuels concernant les politiques de développement agricole. Il s’agit notamment d’arbitrer entre le soutien à la production locale et l’ouverture au commerce international pour répondre à l’essor rapide de la demande. Cette question se pose de manière originale dans le secteur laitier algérien, où l’intervention de l’État concerne l’ensemble des maillons de la filière de la production à la consommation. Or, en dépit de ces mesures particulièrement coûteuses, la progression de la collecte de lait local reste limitée. L’État intervient aussi par des mécanismes de prix administrés et de quotas, qui favorisent l’importation de la poudre de lait afin d’assurer l’offre de produits laitiers à bas prix. Ce compromis aboutit au maintien de la dépendance du pays vis-à-vis des marchés internationaux, et questionne sa capacité à élaborer une véritable stratégie de souveraineté alimentaire.

AbstractIn March 2018, the United States enacted tariff increases on a vast range of imported steel and aluminum products. The Trump administration cited national security concerns as the justification, claiming an exception under GATT Article XXI. In response to these tariffs, several WTO Members, including the European Union, Canada, Mexico, China, Russia, and Turkey, adopted their own tariffs against imports from the United States, justifying their tariffs under the WTO Agreement on Safeguards. Other Members, such as South Korea, Brazil, and Argentina opted for quota agreements on these exports with the United States in exchange for exemption from the tariffs. This article argues that none of these measures is consistent with WTO rules. The sweeping tariffs that the United States have adopted, the retaliatory measures that several Members have implemented, and the bilateral quota agreements that three Members concluded with the United States are indeed ‘three wrongs’ that do not make a right, but rather endanger the stability of the international trading system under WTO legal disciplines.

The emergence of the Covid-19 case for the first time in Indonesia on March 2, 2020, and was followed by a very fast spread in almost all parts of Indonesia. Especially in West Sumatra Province on March 26, 2020, several central and regional government policies emerged to prevent a wider spread. One of the policies taken is the implementation of online learning for all levels of education. Changes in the learning system which was originally face-to-face to 100% online. Therefore, it is necessary to conduct research that aims to analyze the need for developing LMS for online Basic Chemistry learning, especially at the Biology Education Study Program at Mahaputra Muhammad Yamin University (UMMY). This study aims to analyze the needs of students and lecturers in the online learning process. The research sample is students who take Basic Chemistry courses. Research data was collected using google forms. The results of data analysis showed that 96.4% of students and lecturers used Google Classroom for lectures, 65% of students needed funds for an internet quota of Rp. 50,000 – Rp. 100,000.00, 51.8% of students stated that the teaching materials presented were of sufficient quality. Based on the results of data analysis, it can be concluded that there are 3 things needed for LMS development in Basic Chemistry Courses, namely learning applications that are similar to Google Classroom because they are easy to use; funds for internet quota; and quality teaching materials.

Abstract:
The article analyzes the current state of legal regulation of trade activities in Ukraine and its impact on current global challenges. The topic’s relevance is due to the growing importance of the role of both domestic and international trade and the need to create effective mechanisms of state regulation to ensure the country’s economic development and its integration into the world market. The study aims to analyze the changes in state regulation of trade in Ukraine caused by global challenges, particularly the war in Ukraine. To achieve this goal, the research methods used were analyzing regulatory acts and scientific works by scientists, as well as studying statistical data, expert opinions, and reports. The study results show that Ukraine has made significant progress in implementing state regulation mechanisms, such as tariffs, licenses, quotas, currency controls, trade agreements, and subsidies. Ukraine has undergone significant changes in its foreign trade policy, especially regarding the direction and position of the EU and the refusal to cooperate with Russia and Belarus. Before the outbreak of the full-scale war, most of Ukraine’s trade was carried out by the sea. However, since March, there has been a shift in trade activity toward land transportation. Moreover, the EU has become both a transit and consumer market for Ukraine, which has implications for the structure and volume of the country’s trade. The article reveals and systematizes the news of the legislative framework related to tariff regulation, licensing, and quotas for trade activities. The practical significance of this study lies in the possibility of its use for enterprises engaged in foreign economic activity in Ukraine under martial law.
