We investigate the effectiveness of strategic alternatives that are designed to dampen the cyclicality manifest in the commercial aviation (CA)-related industries. In this research we introduce the conceptual framework of Enterprise of Enterprises (EoE) as an extension and special case of a System of Systems, to facilitate the design of strategic alternatives in an enterprise ecosystem characterized by loosely coupled enterprises. The constituent enterprises in an EoE exhibit managerial and operational independence and have diverse value functions that are often viewed by the enterprises as zero-sum games. We argue that this may not always be the case; for example, in the CA EoE both airline and airframe manufacturers constituents would benefit from a steadier influx of aircraft that counters the current situation that is characterized by relatively stable demand growth rate for air travel while airline profitability and aircraft ordering fluctuate intensely. A strategic alternative geared towards this EoE-wide desired state is "symbiotic". In order to identify such strategies, we use the EoE framework to analyze the CA-related industries and to specify their local value functions and the salient interfaces among them based on an extensive review of the literature on commercial aviation. We develop working hypotheses about the driving mechanisms of the cycle in the CA EoE informed by the literature on economywide and supply chain cyclicality. To test these hypotheses, we extend a system dynamics model of commercial aviation. After testing several individual strategic alternatives, we find that capacity management is key to cycle moderation. We then compare two diverse, non-collusive ways for capacity management: faster aircraft deliveries and semi-fixed production schedules generated by long-term forecasts.
(cont.) While both are promising, only the latter alternative is shown to be Pareto optimal. We also examine the potential synergistic effects from combining more than one strategic alternatives for which we also discuss implementation implications. The EoE framework and some of our findings can be applicable and generalizable to other industries facing intense cyclical behavior.

This paper discusses ongoing regulatory effects on efforts aimed at developing data infrastructures that assist test engineers in achieving information superiority and for maintaining their information, and on possible architectural frameworks for resolving the engineer’s need versus the regulatory requirements. Since current commercial-off-the-shelf (COTS) Enterprise Content Management (ECM) systems are targeted primarily at business environments such as back office applications, financial sectors, and manufacturing, these COTS systems do not provide sufficient focus for managing the unique aspects of flight test data and associated artifacts (documents, drawings, pretest data, etc.). This paper presents our ongoing efforts for deploying a storage infrastructure independent enterprise data management system for maintaining vital up-to-date information and for managing the archival of such data.

The Navy's future success relies on its ability to improve its current level of readiness in an environment of limited budgets. The enterprise concept has been the Navy's tool to meet this fiscal challenge. Through better resource allocation, Navy Enterprise seeks to maximize return on investment (ROI). Previous projects have analyzed the results from Sea Enterprise through 2005 and Naval Aviation Enterprise through 2007. Addressing enterprise management in the surface warfare community expands this body of knowledge. This project focuses on enterprise practices in the surface navy. It analyzes how the Surface Warfare Enterprise (SWE) is organized, governed, led and attempted to determine if changes in resource allocation can be attributed to these practices. The results of this project reveal that SWE's application of enterprise management practices through organization, governance, and leadership is largely consistent with corporate enterprise models and recommendations, but also identifies some areas of inconsistency and potential challenges unique to SWE that must be managed carefully. The project identifies some changes in resource allocation that can be attributed to SWE, but is largely inconclusive. Further research into this area is recommended and a course of action is provided.

Abstract:
Risk and knowledge are two concepts and components of business management which have so far been studied almost independently. This is especially true where risk management (RM) is conceived mainly in financial terms, as for example, in the financial institutions sector. Financial institutions are affected by internal and external changes with the consequent accommodation to new business models, new regulations and new global competition that includes new big players. These changes induce financial institutions to develop different methodologies for managing risk, such as the enterprise risk management (ERM) approach, in order to adopt a holistic view of risk management and, consequently, to deal with different types of risk, levels of risk appetite, and policies in risk management. However, the methodologies for analysing risk do not explicitly include knowledge management (KM). This research examines the potential relationships between KM and two RM concepts: perceived quality of risk control and perceived value of ERM. To fulfill the objective of identifying how KM concepts can have a positive influence on some RM concepts, a literature review of KM and its processes and RM and its processes was performed. From this literature review eight hypotheses were analysed using a classification into people, process and technology variables. The data for this research was gathered from a survey applied to risk management employees in financial institutions and 121 answers were analysed. The analysis of the data was based on multivariate techniques, more specifically stepwise regression analysis. The results showed that the perceived quality of risk control is significantly associated with the variables: perceived quality of risk knowledge sharing, perceived quality of communication among people, web channel functionality, and risk management information system functionality. However, the relationships of the KM variables to the perceived value of ERM are not identified because of the low performance of the models describing these relationships. The analysis reveals important insights into the potential KM support to RM such as: the better adoption of KM people and technology actions, the better the perceived quality of risk control. Equally, the results suggest that the quality of risk control and the benefits of ERM follow different patterns given that there is no correlation between both concepts and the distinct influence of the KM variables in each concept. The ERM scenario is different from that of risk control because ERM, as an answer to RM failures and adaptation to new regulation in financial institutions, has led organizations to adopt new processes, technologies, and governance models. Thus, the search for factors influencing the perceived value of ERM implementation needs additional analysis because what is improved in RM processes individually is not having the same effect on the perceived value of ERM. Based on these model results and the literature review the basis of the ERKMAS (Enterprise Risk Knowledge Management System) is presented.

Enterprise architecture frameworks (EAFs) have been used to plan and manage large-scale enterprise deployments for more than four decades. EAFs are important tools used by systems engineers and are integral to characterize enterprise information architectures. They are increasingly being used as a proxy for managing entire organizations – enterprises. Enterprises represent complex, multi-disciplinary, socio-technical systems. They are ubiquitous, and involve and affect a vast number of humans every day. However, as inter-disciplinary tools for the management of the enterprise, there are certain limitations to the efficacy of existing enterprise architecture frameworks. The effective management of enterprises presents significant challenge and opportunity for the systems engineering community. This research discusses the limitations of, and proposes enhancements to, existing EAFs, based on research into extant business management frameworks. An historical perspective is provided on both systems engineering and business enterprise domain frameworks. Research into the common elements of successful business management frameworks confirms the limitations of existing systems engineering frameworks and suggests key additions for enhanced efficacy. The applicability and relevance of enhancing extant enterprise architectures with elements from extant business frameworks is examined. Finally, recommendations are made for enhancements to extant frameworks and suggestions advanced on future research into efficacy. This dissertation concludes with implications of these findings for systems engineers engaged in enterprise architecture and enterprise transformation efforts and a recommendation that systems engineers take a more holistic approach in their enterprise architecture and enterprise transformation efforts.

Abstract:
The new Basel regulatory initiatives and a burgeoning risk management literature signify the rise of enterprise risk management (ERM) in the financial services sector. However, very little is known of the roles that risk management plays in organizations and how it obtains organizational significance. This study, utilising case study material from seventy-five in-depth interviews with senior managers at two large banking groups, is a first step in exploring ERM in action. Apart from the field material, the study draws on the normative- practitioner literature of risk management, as well as on a long strand of organisationally grounded studies of management control. ERM appears to be an assembly of four risk management ideal types (Risk Silo Management, Integrated Risk Management, Risk and Value Management, Strategic Risk Management), all of which aspire to be 'enterprise-wide', and together constituting the 'risk management mix' in a given organisation. Three distinct types of risk managers emerged in both organisations, displaying characteristic aspirations and alliances (risk silo specialists, risk capital specialists, senior risk officers). The case study analysis compared and contrasted the observed two ERM assemblies, and emphasised the alternative patterns of organizational significance displayed by the risk management functions. Under the first model (value-based ERM) risk management was integral to the formal planning and performance measurement process, while remained neutral in the discussions of discretionary strategic decisions. Under the second model (strategic ERM) risk management was incidental to formal planning and control, however, senior risk officers exercised agenda-setting power to influence the discussion of key strategic uncertainties. The study explains the observations in terms of firm-specific factors and institutional pressures. The politics of risk control and the presence of different calculative cultures in the organisations were tampered by contemporary corporate governance imperatives, such as the shareholder-value drive and the risk-based internal control imperative.

The system of measures of formation of the risk management system of the enterprise is considered. The second section considers the methodological aspects of forming a risk management system. This section contains a description of the tools for forming a risk management system in the enterprise, highlights the organizational structure of the risk management system in the enterprise, describes a system of indicators for assessing the risks of the enterprise. The third section contains proposals for building a risk management algorithm on the example of innovation, recommendations for the implementation of risk management system of innovation in the enterprise. The conclusions contain generalizations of the problems of the enterprise, measures to solve the problems of the enterprise.

In this thesis was analyzed innovation management in the enterprise as a whole and on the example of LLC "SILPO - FOOD" The first section explores the theoretical aspects of innovation of enterprises, defines the concept of innovation, which is important because the idea of their content determines the approach to evaluation, measurement and management. Innovative activity of the enterprise is a complex process of creation, use and distribution of innovations for the purpose of reception of competitive advantages and increase of profitability of the manufacture. In the second section of the thesis was evaluated the organization of innovative activities of the organization LLC "SILPO - FOOD" The most appropriate legal form of regulation of economic relations for the supply of products and goods is a supply contract. In the implementation of the process of selling goods an important place is occupied by the analysis of the network of buyers. The experience of Silpo LLC in this field has shown that it is not enough to find a buyer, bring him the necessary information and expect him to take the initiative to cooperate. The company's strengths are market experience, consumer confidence, a wide range of products and its competitiveness. After analyzing the indicators of innovation, we can conclude that the company is quite innovative. As a result of the analysis of innovation activity of LLC "SILPO - FOOD", the following organizational and economic measures were proposed and considered to intensify innovation activity: reorganization of organizational structure, staff training, development of a new product.

As a consequence of the increasing requirements on enterprises caused by globalization, fusion of business and IT, new/changing technologies and especially new regulations Enterprise Architecture Management has gained increasing public attention. In this context Enterprise Architecture (EA) can be considered as a holistic view of an enterprise acting as a "collaboration force" between business aspects such as goals, visions, strategies and governance principles as well as IT aspects. For EAs to be useful and to provide business value their formal and comprehensive documentation (data collection and visualization) is essential. Due to the increasing information amount caused by the extending scope on the business as well as on the IT side the EA modelling is cost-intensive and time-consuming. Most of all the documentation is impaired by increasing linking and integration as well as by the striving for automated cross-company business processes. Consequently, the relevant data are widely scattered. Current approaches are largely determined by manual processes which are able to deal only to a limited extent with the new trends. However, a lot of the needed information, above all about the application landscape and the interrelations, is already present in existing Enterprise Service Bus systems used to facilitate the collaboration between applications both within and beyond boundaries. This allows avoiding the expensive task of data collection. This thesis is concerned with the automated documentation of Enterprise Architectures and the support of decision-making using the information provided by an existing Enterprise Service Bus, whereby as a concrete system SAP NetWeaver Process Integration is used. Therefore a tool-aided automated process for the creation and visualization of an Enterprise Architecture model instance is proposed. An essential aspect in this connection is the coverage of the EA information demand set up by EA frameworks such as CySeMoL and ArchiMate, the analysis of the quality as well as the implementation of the logic to transform SAP PI data into EA information. Moreover, several viewpoints are proposed to visualize the extracted data appropriately especially regarding decision problems in the area of the collaboration between applications both within and beyond boundaries.

There are several technological solutions available in the market to help organizations with information security breach detection and prevention such as intrusion detection and prevention systems, antivirus software, firewalls, and spam filters. There is no doubt in the fact that significant progress has been made in the technological side of information security. However, when we study causes of information security breaches, we find that a significant number are caused by non-technical reasons such as social engineering, theft of computing device or portable hard drive, human behavior, and human error. This leads us to conclude that information security should not be viewed through technology perspective only. Instead, a more holistic approach is required. This thesis provides a systems approach towards information security management and include technological, management and social aspects. This thesis starts with introduction especially background and motivation of the author, followed by literature research. Next, Enterprise Information Security Management Framework is presented leading to estimation of an organization's information security management maturity-level. Finally, conclusion and potential future work are presented.

Abstract:
The existence of complexity, uncertainty and ambiguity in current business environment promotes corporates need to establish good risk governance. Enterprise Risk Management (ERM) has been considered as a way to achieve good risk governance to deal with both upside (e.g. exploit opportunities) and downside (e.g. reduce insolvency) of risk and uncertainty. ERM holistically treats all risk to achieve organisation objective in normal, volatile and crisis situations. The thesis tackles issues in the implementation of ERM and how it has been adopted and implemented in Indian and UK insurance market. Mixed research methods have been employed from a qualitative stand point to explore the research issues, consisting of two surveys in UK and India, over 50 interviews and two case studies in the Indian and UK insurance markets. The research revealed that there is an ambiguity in the understanding of the definitions of ERM and risk appetite across both countries. Major issues in ERM implementation in Indian insurance market are fraud, under-risk reporting and insufficient resources to develop an appropriate risk culture. In the UK insurance market issues are related to customer complaints, fines/penalties, over-risk reporting and lack of capital efficiency. Regulatory risk seen as a major risk in both market, though, in the Indian market lack of regulation is the issue whereas in the UK insurance market lack of clarity in insurance regulation has been emphasised. From intuitional theory and strategic change perspective, the research presents cross-country comparative case studies highlighting four emerging ERM strategies based on the different state of development and maturity of companies: ‘Rudimentary’, ‘Anticipatory’, ‘Resilient’ and ‘Transformatory’ strategies. The case studies highlight the issues within the two insurance companies both internally and externally in a nascent and a mature market. Before companies can adopt a transformatory strategy, both companies require a fundamental understanding of strategic change that eventually can pave the way to good risk governance. Abstract:
This thesis is a study of why and how an authority model of managing state-owned enterprises has remained popular in Taiwan through the past two decades. The subject was chosen because it has to date, been a neglected subject in the literature on Taiwan, even though it is significant to any serious examination of Taiwan's continuing political development and the government's approach to governance. Taiwan has experienced three major milestones of political democratisation over the period, each greatly enhancing the democratic characteristics of the state and also reflecting a degree of absorption of global political and economic pressures. Taiwan's political democratisation has been widely discussed in recent years, but not much attention has been paid to the effect of the political changes on its public sector management. The discussions have simply speculated that the Taiwanese government no longer uses the authoritarian way of governing the country, in keeping with its promotion of democratic development. However, this research clearly indicates that the change of political regime from the previous Kuomintang (KMT) to the Democratic Progressive Party (DPP) has not meant any significant change in the way state-owned enterprises are managed. The approach of the DPP government resembles that of the KMT government in that it continues with an authoritarian way of managing state-owned enterprises, despite the party's long established commitment to a democratic way. In other words, this huge change has not meant state-owned enterprises are any better placed than they were previously in terms of having a greater degree of enterprise management autonomy. This research also shows that Taiwanese governments, regardless of which of the two parties is in power, manipulate state-owned enterprise management using the enterprises as a major means of achieving multiple political objectives. In particular, it has become almost endemic in Taiwan's politics that the ruling party manipulates state-owned enterprise management in order to win political elections and protect its political position. In this sense, it has become evident that the democratic way of governance has still not been used within this part of the government yet.

This research study investigated the implementation barriers associated with the introduction of EWRM within an African telecommunications enterprise. Six research questions were developed from the literature which provided a focus for data collection. Based on MTN Group, a single case study method was adopted. Three sub-cases of MTN companies formed the main data sources. In-depth interviews were conducted with senior and middle level management of each sub-case. The research design was based on the established procedures and quality controls associated with qualitative case study method within a critical realism paradigm. Analysis was based primarily on in-case and intra-case analyzes and pattern matching for the purpose of analytic generalization about the research questions. The study concluded that to overcome the implementation barriers people need a platform where they can share knowledge and be rewarded for knowledge transfer, additionally key performance indicators (KPI’s) linked to knowledge transfer and sharing must also be created and utilized. Ultimately, this study has contributed to EWRM implementation strategies for MTN and the creation of associated KPI metrics; both the researcher and MTN consider the research and its outcomes to have been advantageous. More generally the research has also contributed to the wider risk management debate, shedding light on barriers to implementation and suggesting holistic strategies that should embed EWRM more effectively and efficiently.

A model of the research project is designed by the author who includes a theoretical summary of the two books written by Dr. Hammer about the process enterprise: • The Agenda. • Beyond Reengineering. A further model is designed which form part of the research project model, and is a roadmap to implement the process enterprise concepts. This model is based on the process lifecycle and covered all the material of the three courses presented by Dr. Hammer. The process lifecycle is the journey to a process enterprise which will result in improved sustainable enterprise or business performances if implemented. The sub parts of the process lifecycle model are the following: • Building commitment for the process enterprise. • Mobilisation to perform processes. • Process metries, prioritisation and targets. • Plan the process work. • Work the process plan. • Persuade, sell and align. • Change management. The different chapters of the process lifecycle are tools and techniques that must be implemented in a chronological order to become a process enterprise. The last part of the research project described the practical experience by Rosh Pinah Zinc Corporation on their journey to a process enterprise. As organizations grow larger, so does the information base of the organization, and the need to findimportant information increases along with it. However, many organizations are neglecting theimportance of information. Enterprise search lets users search for information in multiple informationrepositories from one single application, without having to know where the information resides. The focalfirm of this research, Findwise AB, is a Swedish IT consultancy firm specialized in delivering searchsolutions to its customers. It has been shown that not many organizations have a strategy for their internalwork with enterprise search. Therefore, Findwise wants to be able to deliver enterprise search strategies toits customers. Such a strategy would facilitate the customers’ development of their internal enterprisesearch management. However, this requires the ability to define an organization’s current and future statewith regard to enterprise search management, something that, up until now has not been possible.Therefore, the purpose of this study was to develop an enterprise search management maturity (ESMM)model, which Findwise’s consultants can use for assessing an organization’s current state, as well aspossible future state within enterprise search management. Through an extensive literature study, incombination with an empirical study consisting of a questionnaire and semi-structured interviews, theESMM model was developed. The themes of the identified maturity levels of enterprise searchmanagement are; knowledge, management, priority, standardization, and sustainability. It is concludedthat the parameters to evaluate on each of these maturity levels are the three parameters information,technology, and user. Each of these parameters consists of three specific factors to evaluate, providingguidelines for what to look at in an assessment. This will enable Findwise to define an organization’scurrent and future state within enterprise search management, as well as enable organizations to gain themost benefit out of their enterprise search solution.
När organisationer växer ökar även deras interna informationsmängd. I takt med detta, ökar även behovetav att finna relevant information inom organisationen. Tyvärr är detta något som ofta försummas avdagens organisationer. Enterprise search är en sökapplikation som möjliggör sökning i flera olikainformationskällor från endast en applikation. Detta innebär att istället för att söka igenom olikainformationskällor via separata sökfunktioner, behöver användare av en enterprise search-lösning endastgöra en enda sökning. Findwise AB är ett svenskt IT-konsultbolag som är specialiserade på att utvecklasådana enterprise search-lösningar. ENGLISH ABSTRACT: In the current economic climate where credit crises, fluctuating commodity prices, poor governance, rising unemployment and declining consumer spending exist, risk management is of utmost importance. Proclaiming the existence of a risk management strategy is not enough to ensure that an enterprise achieves its objectives. The implementation of a holistic enterprise-wide risk management framework is required in order to execute strategies and achieve objectives effectively and efficiently Two types of risk management have emerged in industry, namely quantitative and qualitative risk management. On the one hand, qualitative analysis of risk can be done quickly and with minimal effort. However, these methods rely on the opinion of an individual or group of individuals to analyse the risks. The process may be highly subjective and does not fully consider the characteristics of the enterprise. This renders qualitative risk analysis as an ineffective singular strategy although it has been shown to be effective when the risks are well understood. Quantitative analysis, on the other hand, is particularly effective when the risks are not well understood. These methods have been shown to provide substantially more information regarding risks compared to qualitative analysis. However, many quantitative risk management methods presented in literature are studied in isolation and not within the context of a holistic risk management process. Furthermore, quantitative methods tend to be complex in nature and require a reasonable understanding of mathematical and statistical concepts in order to be used effectively. In view of this, there is a need for an enterprise risk management framework that emphasises the use of qualitative methods when the risks are well understood and quantitative methods when in-depth analyses of the risks are required. In this study, a systematic enterprise-wide risk management framework that incorporates both quantitative and qualitative methods was developed. The framework integrates these methods in a logical and holistic manner. The quantitative methods were found be to be largely practical while the qualitative methods presented are simple and easy to understand.
AFRIKAANSE OPSOMMING: In die huidige ekonomiese klimaat waar krediet krisisse, wisselende kommoditeitspryse, swak bestuur, stygende werkloosheid en dalende verbruikersbesteding bestaan, is risikobestuur van die uiterste belang. Die verkondiging van die bestaan van 'n risiko bestuurstrategie is nie genoeg om te verseker dat 'n onderneming sy doelwitte bereik nie. Die implementering van 'n holistiese ondernemings- breë risikobestuursraamwerk is nodig om strategieë en doelwitte doeltreffend en effektief te bereik. Twee tipe risikobestuur het na vore gekom in die bedryf, naamlik kwantitatiewe en kwalitatiewe risikobestuur. Aan die een kant , kan kwalitatiewe ontleding van risiko vinnig en met minimale inspanning gedoen word. Hierdie metode is gewoontlik die mening van 'n individu of 'n groep individue wat die risiko ontleed. Die proses kan hoogs subjektief wees en nie ten volle die eienskappe van die onderneming in ag neem nie. Kwalitatiewe risiko-analise kan dan gesien word as 'n ondoeltreffende enkelvoud strategie maar dit is wel doeltreffend wanneer daar verstaan word wat die onderneming se risiko is. Kwantitatiewe analise, aan die ander kant, is veral effektief wanneer die risiko's nie goed verstaanbaar is nie. Hierdie metode het getoon dat daar aansienlik meer inligting oor die risiko's, in vergelyking met kwalitatiewe ontleding, verskaf word. Daar is egter baie kwantitatiewe risikobestuur metodes wat in literatuur verskaf word, wat in isolasie bestudeer word en nie binne die konteks van 'n holistiese risikobestuur proses nie. Verder is, kwantitatiewe metodes geneig om kompleks van aard te wees en vereis 'n redelike begrip van wiskundige en statistiese konsepte sodat kwantitatiewe analise effektief kan wees. In lig hiervan, is daar 'n sterk behoefte vir 'n onderneming om 'n risikobestuursraamwerk in plek te het. Die risikobestuursraamwerk sal beide die gebruik van kwalitatiewe metodes, wanneer die risiko goed verstaan word, en kwantitatiewe metodes, wanneer daar in diepte-ontledings van die risiko is, beklemtoon. In hierdie studie was 'n sistematiese onderneming-breë risikobestuursraamwerk ontwikkel wat beide kwantitatiewe en kwalitatiewe metodes insluit. Although public sector industries play a very significant role in the economy of Bangladesh, from the very beginning of their inception they have been a cause of concern. It is alleged that they have failed to meet their expectations mainly because of inefficient management. On the other hand the public sector managers do not agree that the absolute responsibility for unsatisfactory performance should go to them. It is true that public sector enterprises in Bangladesh have failed to initiate the breakthrough as to profitability and productivity, and thus the public sector managers cannot avoid their bigger responsibility in this regard since they are supposed to play the dominating role in an organisation. It was logically thought that an investigating study would be able to provide important insights into the subject matter. This empirical study has thus tried to examine the managerial world in order to draw a profile of managerial characteristics by taking into account the personal, behavioural and the contextual issues. It also has examined the progress of industrialisation and the position of professionalisation of management in the perspective of Bangladesh along with the roles that are being played by the Bangladesh managers in the industrialisation process. The study has been quite successful in identifying a wide range of interesting issues having influence on managerial performance. It was found that the Bangladesh managers are in general highly educated and relatively new generation managers having little industrial experience to their credit. They mainly came from the vast rural areas of the country. Their position is comparatively stronger with respect to job related training. But the higher education and wider training have failed to bring positive results with respect to productivity and profitability, because the education has very little relevance to the managerial profession. Again, the higher education has been mainly responsible for increasing the level of managerial aspirations with very little realisation and thus has been generating widespread frustration. Poor job description and inadequate delegation were also responsible in this regard. The public sector managers have been found very much concerned about the security of their jobs. Their dealings and actions apparently are directed towards maintaining a good superior-subordinate relationship but under careful scrutiny this apparently encouraging situation was found to be non-existent. Interestingly the public sector managers are almost united in saying `No' to any prospective changes which may affect their jobs and interests, but they are also less concerned about the changes which appeared to have no apparent adverse effect. The policies of the successive governments in Bangladesh have made the situation worse. The required power, authority and freedom has not been allowed to practice to the enterprises; instead they are expected to follow the regulations covering almost every operational area and also to follow lengthy and bureaucratic procedures. Despite the presence of preconditions the industrialisation process has not got momentum as yet. The absence of powerful elite has been mainly responsible for this situation. The symptoms of professional management were found absent there which is an indication that the management has still a very long way to go in the way of becoming a professional group. What is evident from the study is that all the revolutionary changes (as they are often labelled by the authority) have virtually failed to bring the desired results; even so the government is planning to introduce more changes, when it is almost certain that some vital aspects have continued to remain unattended throughout the period as there have been very little effort to increase the managerial capacity and to release their willingness to cooperate with the government plans. Time, money and efforts would have been worth investing if these could have been diverted towards creating a congenial environment and developing the human resources working in the Bangladesh public sectors especially the managerial personnel. Some of the 'costly' experiments would have easily been avoided and much of the criticisms of the public sectors would not have appeared if there were such efforts from the very beginning.

The purpose of this single case study was to explore enterprise risk management strategies that nonprofit business leaders used to maintain and improve organizational sustainability. The study population included 3 executive leaders from a rehabilitation and social services nonprofit agency located in the northeastern United States. The Committee of Sponsoring Organizations integrated enterprise risk management framework was the conceptual lens used in this study. Data were collected through semistructured interviews with the 3 executive leaders of the client organization and review of internal, external, and publicly available documents. Data and information from documents and interviews were manually coded. Findings were validated through data triangulation and member checking to help ensure accuracy, consistency, and credibility. Several overarching themes emerged from data analysis related to managing risk for sustainability: a commitment to culture and the mission, vision and values; operational efficiencies to build a financially strong organization; engagement of executive staff and board members; and addressing staffing needs for ongoing operations to meet client needs. Findings from this study might contribute to positive social change by providing nonprofit leaders with enterprise risk management strategies and processes to maintain and improve organizational performance, thereby helping to ensure leaders’ ability to serve and improve their communities.

Despite regulatory guidelines, unreliable financial reporting exists in organizations, creating undue financial risk-harm for their stakeholders. Normal accident theory (NAT) identifies factors in highly complex integrated systems that can have unexpected, undetected, and uncorrected system failures. High-reliability organization (HRO) theory constructs promote reliability in complex, integrated systems prone to NAT factors. Enterprise risk management (ERM) integrates NAT factors and HRO constructs under a holistic framework to achieve organizational goals and mitigate the potential for stakeholder risk-harm. Literature on how HRO constructs promote ERM in responsible integrated financial systems has been limited. The purpose of this qualitative, grounded theory study was to use HRO constructs to identify and define the psychological factors involved in the effective ERM of responsible organizational financial reporting. Standardized, open-ended interviews were used to collect inductive data from a purposeful sample of 13 reporting agents stratifying different positions in organizations that have maintained consistent operational success while attenuating stakeholder risk-harm. The data were interpreted via transcription, and subsequent iterative open, axial, and narrative coding. Results showed that elements of culture and leadership found in the HRO construct of disaster foresightedness and mitigation fostered an internal environment of successful enterprise reporting risk management to ethically achieve organizational goals and abate third-party stakeholder risk-harm. The findings will contribute to positive social change by suggesting an approach for organizations to optimize strategic objectives while minimizing stakeholders’ financial risk-harm.

Today, information is considered a commodity and no enterprise can operate without it. Indeed, the information and the supporting technology are pivotal in all enterprises. However, a major problem being experienced in the business environment is that enterprise risk cannot be managed effectively because business and information-related risk are not congruently aligned with risk management terminology and practices. The business environment and information technology are bound together by information. For this reason, it is imperative that risk management is synergised in the business, ICT (Information and Communication Technology) and information environments. A thorough, all inclusive, risk analysis exercise needs to be conducted in business and supporting environments in order to develop an effective internal control system. Such an internal control system should reduce the exposure of risk and aid the safeguarding of assets. Indeed, in today’s so-called information age, where business processes integrate the business and ICT environments, it is imperative that a unary internal control system be established, based on a holistic risk management exercise. To ensure that the enterprise, information and ICT environments operate free of the risks that threaten them, the risks should be properly governed. A model, EPiRISMM (Enterprise Information Risk Management Model) is proposed that offers to combine risk management practices from an ICT, information, governance, and enterprise perspective because there are so many overlapping aspects inherent in them. EPiRISMM combines various well-known standards and frameworks into one coherent model. By employing EPiRISMM, an enterprise will be able to eliminate the traditional segmented approach of the ICT department and thus eliminate any previous discontinuity in risk management practices.

Det finns ett uttryckt behov av att veta hur ECM system kan implementeras effektivt i verksamheter och detta har lett till att forskningsfrågan ” Vilka framgångsfaktorer finns vid implementering av Enterprise Content Management (ECM) system?” har formulerats. Genom en kvalitativ metodansats genomsöks tidigare publicerad litteratur som behandlar fältstudier för implementering av ECM system. I analyskapitlet presenteras två tabeller med de identifierade framgångsfaktorerna. Dessa har delats upp i två kategorier, organisatoriska och tekniska framgångsfaktorer, som kan resultera i en lyckad implementering av ECM system. Slutligen förs en diskussion som reflekterar över resultatet, vilka konsekvenser som framkommit från denna studie och var framtida forskning fortfarande behövs.
Enterprise Content Management (ECM) is a relatively new research area, which still lacks research (Alalwan & Weistroffer, 2012). There is an expressed need to know how ECM systems can be implemented effectively in organisations, and this has formulated the research question: “Which success factors can be found when implementing Enterprise Content Management (ECM) systems?”. By analysing previously published literature, to identify and compile the success factors that can be found in connection with implementation of ECM systems within organisations, a qualitative research method is used. In the analysis section two tables of identified success factors are presented. These have been divided in two categories, organizational and technological success factors, which can result in a successful implementation of an ECM system. Lastly, a discussion reflects upon the findings, on the implications this study brings into light and where future research is still needed.

Youth enterprise programmes (YEPs) have received substantial government funding and influenced the lives of thousands of young people yet have rarely been the subject of in-depth research. Consequently, there is little evidence on which to assess youth enterprise as a form of public policy. This thesis presents new research to help address this 'gap' in knowledge. This thesis presents a longitudinal study of youth enterprise experiences. It asks what sorts of identities 'disadvantaged' young people hoped to actualise through youth enterprise, how identities are influenced by a YEP and how identities develop through the process of planning, launching, trading in and, often, failing in business. These processes are conceptualised using a novel theoretical framework, the Relational Identity Development Model, which conceptualises identity as emergent from biographical experience and as in relationship with discursive and material structures. The 'disadvantaged' young people in this study hoped to actualise a range of frustrated identifications by starting a YEP business and, so, cannot be understood as simple 'types'. They wrote business plans that can be understood as lifeplans based on the discourse of enterprise as an open route of opportunity. These lifeplans were largely actualised during business launch (although few young people actualised the 'intention' in their business plans to become independent of benefits while trading). When start-up capital was exhausted, YEP participants lacked the material and social resources required to sustain their businesses. Business failure was interpreted in individualised terms, resulting in either devastating self-blame or a belief that, by learning from experience, each individual could employ their personal agency to found a new, profitable business. Business failure most commonly led to planning a new business but, again, these ventures were poorly resourced and seemed likely to fail. Ultimately, then, this thesis challenges the assumption that youth enterprise leads into paid work and argues that, as it stands, youth enterprise cannot be seen as an effective policy of social inclusion.

Two are the objectives of this thesis: To identify structural and cultural causes of ineffectiveness in a state-owned railway enterprise in the light of the management cybernetics area of knowledge. To assess the capacity of this area of knowledge, especially in its abstract and coded form (Beer's Model of the Viable System), to provide adequate explanations of organizational performance and organizational failure. The objectives are sought in the analysis of an actual enterprise, the Greek Railways Organization (OSE). An 'ethnographic type' pilot study is initially undertaken, to highlight organizational problems under a management cybernetics perspective. The study, though demonstrating structural problems associated with a certain organizational culture, is assumed in itself inadequate, as it reflects a subjective interpretation of reality. A 'survey within the case study' is therefore undertaken aiming at deriving the real dimensions of organizational problems from an analysis of managerial responses. Responses are designed to provide a picture of both the actual way in which the enterprise organizes in the pursuit of its tasks, and the organizational culture. The first subtheme (organizational structure) is examined in terms of the cybernetic model of the viable organization. The findings, in general, validate the assumptions of the ethnographic study. Numerous structural problems are identified. The second subtheme (culture) is examined in terms of managerial cohesiveness, defined as the agreement between managers on key issues of the identity of the enterprise. The overall conclusion is that though managers are, in general, in agreement, the content of this agreement tends rather to reflect a shared pessimistic view of the future than cohesiveness facilitating viability and development. The conclusion, as regards the enterprise, is, that though many problems are reflected in the organizational structure, proper modifications of this structure may not suffice to guarantee improved performance, unless considerable attention is paid in the building of a relevant organizational culture, quite difficult under the specific circumstances. The conclusion, as regards the adopted methodology, is that though Beer's model of the viable system assists in a diagnosis of many organizational deficiencies, it may not suffice to promote organizational change, especially when narrowly perceived, i. e., when results to a concentration on structural arrangements in the expense of the building of a corporate culture. Certain methodologies should develop, which, while making use of the advantages of the model, will not underestimate other significant aspects of organizational reality.

Domestic companies are increasingly trying to expand to become globalised firms or multinational corporations (MNCs). Existing business strategies, visions and information systems need to be re-analysed and perhaps reconstructed to fulfil the business goals, operations and characteristics of the global organisation. Information technology is a critical element in enabling globalisation, and enterprises need to identify and consider information technology and system management issues. Depending on the structure of multinational organisations, different emphases need to be placed on issues such as business information systems management, information technology management, people management, end-user management, and culture. A global transition issue priority model is constructed to support the following hypothesis: the global transition issue priority varies depending on the type of organisational structure. With the assistance of this model, MNCs are able to pinpoint the emphasis of issues in preparing the globalisation process according to their organisational structures. Surevsy were onducted to investigate the priority of issues, and outcomes suggest that the emphasis of each issue class is dependent on the type of organisational structure. The main contribution of this research is to develop a global information systems management priority model that will assist MNCs in preparing the strategic plan in the global transition process, and develop a global transition framework for enterprises which will facilitate construction of their global information systems.

This thesis documents research conducted as part of an EPSRC (EP/C53 8277/01) project whose aim was to understand, capture and dene the service requirements of cluster-supported enterprise systems. This research includes developing techniques to verify that the infrastructure is delivering on its agreed service requirements and a means of dynamically adjusting the operating policies if the service requirements are not being met. The research in this thesis falls into three broad categories: 1) the performance evaluation of data persistence in distributed enterprise applications; 2) Internet workload management and request scheduling; 3) dynamic resource allocation in server farms. Techniques for request scheduling and dynamic resource allocation are developed, with the aim of maximising the total revenue from dierent applications run in an Internet service hosting centre. Given that data is one of the most important assets of a company, it is essential that enterprise systems should be able to create, retrieve, update and delete data eectively. Web-based applications require application data and session data, and the persistence of these data is critical to the success of the business. However, data persistence comes at a cost as it introduces a performance overhead to the system. This thesis reports on research using state-of-the-art enterprise computing architectures to study the performance overheads of data persistence. Internet service providers (ISPs) are bound by quality of service (QoS) agreements with their clients. Since dierent applications serve various types of request, each with an associated value, some requests are more important than others in terms of revenue contribution. This thesis reports on the development of a priority, queue-based request scheduling scheme, which positions waiting requests in their relevant queues based on their priorities. In so doing, more important requests are processed sooner even though they may arrive in the system later than others. An experimental evaluation of this approach is conducted using an eventdriven simulator; the results demonstrate promising results over a number of existing methods in terms of revenue contribution. Due to the bursty nature of web-based workload, it is very diffcult to manage server resources in an Internet hosting centre. Static approaches such as resource provisioning either result in wasted resource (i.e., underutilisation in light loaded situations) or oer no help if resources are overutilised. Therefore, dynamic approaches to resource management are needed. This thesis proposes a bottleneck-aware, dynamic server switching policy, which is used in combination with an admission control scheme. The objective this scheme is to optimise the total revenue in the system, while maintaining the QoS agreed across all server pools in the hosting centre. A performance evaluation is conducted via extensive simulation, and the results show a considerable improvement from the bottleneck-aware server switching policy over a proportional allocation policy and a system that implements no dynamic server switching.
