In the era of high uncertainties, all businesses, including state-owned enterprises, are trying to be resilient, be able to absorb the negative impacts caused by the changes, adjust, rebound, and then thrive and success after the disruptions. This study aims to examine to what extent risk management and alliance management capabilities promote enterprise resilience among Indonesian state-owned enterprises using dynamic capability theory. Analysis was done using SPSS and Structural Equation Model – Partially Least Squares on 322 valid questionnaires that were received via an online survey from the boards of directors and senior management of state-owned enterprises and their subsidiaries. The study discovered that alliance management capabilities have a significant positive effect on enterprise resilience and risk management practice. Furthermore, the findings show that risk management contributes significantly to the formation of enterprise resilience and act as a mediator between alliance management capabilities and enterprise resilience. Thus, enterprise resilience can be developed by having the ability to form and manage alliances effectively and efficiently, as well as practicing risk management, which allows a firm to anticipate and plan mitigation actions in the face of an uncertain and disruptive situation. Purpose – The behaviour of an enterprise (including ethical behaviour) strongly depends on the organization’s culture, values and beliefs. The purpose of this paper is to demonstrate that organizational culture differs according to enterprise life cycle stage. Also the importance of the knowledge and awareness of these differences to enterprises’ management in order to be able to ensure enterprises’ success is argued. Design/methodology/approach – The case study research methodology was applied to explore the differences in the type of organizational culture as well as cultural strength depending on the enterprise’s life cycle stage. For the empirical testing, the author have selected Slovenia, one of the most developed European post-socialist transition countries. Findings – The research revealed differences in the types and strengths of enterprises’ organizational cultures and showed their dependence on the enterprises’ life cycle stages. Practical implications – Knowledge of differences in organizational culture in relation to an enterprise’s life cycle stage can significantly contribute to the behaviour of the enterprise’s key stakeholders by ensuring the long-term and sustainable success of the enterprise. Originality/value – The available literature does not provide similar research of differences in organizational culture in relation to an enterprise’s life cycle stages.

The problem of defining the prospects, opportunities, limitations and methodological format of assessing the competitiveness of an enterprise in a transitive economy using the Balanced Scorecard (BSC) concept has been considered. The relevance of the issue is due, on the one hand, to global trends in innovative development, and on the other hand, to the incompliance of performance of the post-socialist industrial enterprises with the characteristics of innovative development. The creation of mechanisms for improving the enterprise’s competitiveness and its appropriate assessment based on the use of advanced management practices and technologies is becoming increasingly relevant. The purpose of study is to improve methodological approach to the BSC-based assessment of competitiveness of a value-oriented enterprise, and to substantiate the prospects of effective integration of the BSC into the existing enterprise management system. This research paper justifies the possibility of using various methodological forms, including the simplest ones, of the Balanced Scorecard, which features a transformational nature, in the process of forming a balanced strategic management of enterprise. Methodical approach has been proposed for identification of the enterprise strategy directed at increase of its market value and strategic competitiveness. Matrix analysis was applied to assess the enterprise performance indicators; it revealed a relationship between the enterprise's competitive position and class of its innovation BSC-based strategies. To assess the enterprise’s competitiveness, an integral index of its investment attractiveness has been proposed, and to assess the class of the enterprise innovative strategies, an integral index of the enterprise innovations was calculated. The proposed methodological approach was used to perform expert sampling within the frame of indicators for determining the investment attractiveness and innovativeness of a metallurgical enterprise by the criteria of strategic orientation, efficiency and functionality. The study has analyzed the experience gained by the leading enterprises of Ukraine’s metallurgical complex in using BSC in a limited methodological format as a tool for identifying the strategy of an enterprise, assessing its competitiveness, innovativeness and investment attractiveness. The result of the study was the conclusion about the possibility of applying the simplest Balanced Scorecard forms as a catalyst for innovative transformations and developing balanced enterprise management in transition economies.

To provide high-quality products and sufficient inventory for consumers and society has become an important factor for enterprises to base themselves on the market. The main aim of this article is to attract the attention of enterprise managers in the market and determine factors of effective management of the enterprise. Also in our research, we discuss competitiveness of production as a determining factor of effective management of the enterprise in market conditions. There are many factors that affect enterprises to gain competitive advantage. They are summarized as follows: production management cost, quality, flexibility, time, service and environmental protection. We discuss the characteristics of enterprise from the two aspects of the production and operation of the output factors management and the environmental element management: how to improve the production and operation management so as to improve the competitiveness of the enterprise. The thought method of the advanced production and operation management, the enterprises constantly inspect and improve the defects existing in the production and operation system in order to provide the market with a low price in time. High quality and diverse products or services, occupying a larger market share. The managers of the enterprise attach importance to the production competition, which is the first step in the operation of the enterprise, which will help the enterprise to stand in the invincible position. The prospects for further research in this area are related to increase the competitiveness and efficiency of enterprise management by introducing a set of measures to improve product quality. We investigate the effectiveness of strategic alternatives that are designed to dampen the cyclicality manifest in the commercial aviation (CA)-related industries. In this research we introduce the conceptual framework of Enterprise of Enterprises (EoE) as an extension and special case of a System of Systems, to facilitate the design of strategic alternatives in an enterprise ecosystem characterized by loosely coupled enterprises. The constituent enterprises in an EoE exhibit managerial and operational independence and have diverse value functions that are often viewed by the enterprises as zero-sum games. We argue that this may not always be the case; for example, in the CA EoE both airline and airframe manufacturers constituents would benefit from a steadier influx of aircraft that counters the current situation that is characterized by relatively stable demand growth rate for air travel while airline profitability and aircraft ordering fluctuate intensely. A strategic alternative geared towards this EoE-wide desired state is "symbiotic". In order to identify such strategies, we use the EoE framework to analyze the CA-related industries and to specify their local value functions and the salient interfaces among them based on an extensive review of the literature on commercial aviation. We develop working hypotheses about the driving mechanisms of the cycle in the CA EoE informed by the literature on economywide and supply chain cyclicality. To test these hypotheses, we extend a system dynamics model of commercial aviation. After testing several individual strategic alternatives, we find that capacity management is key to cycle moderation. We then compare two diverse, non-collusive ways for capacity management: faster aircraft deliveries and semi-fixed production schedules generated by long-term forecasts.
(cont.) While both are promising, only the latter alternative is shown to be Pareto optimal. We also examine the potential synergistic effects from combining more than one strategic alternatives for which we also discuss implementation implications. The EoE framework and some of our findings can be applicable and generalizable to other industries facing intense cyclical behavior.

This paper discusses ongoing regulatory effects on efforts aimed at developing data infrastructures that assist test engineers in achieving information superiority and for maintaining their information, and on possible architectural frameworks for resolving the engineer’s need versus the regulatory requirements. Since current commercial-off-the-shelf (COTS) Enterprise Content Management (ECM) systems are targeted primarily at business environments such as back office applications, financial sectors, and manufacturing, these COTS systems do not provide sufficient focus for managing the unique aspects of flight test data and associated artifacts (documents, drawings, pretest data, etc.). This paper presents our ongoing efforts for deploying a storage infrastructure independent enterprise data management system for maintaining vital up-to-date information and for managing the archival of such data.

The Navy's future success relies on its ability to improve its current level of readiness in an environment of limited budgets. The enterprise concept has been the Navy's tool to meet this fiscal challenge. Through better resource allocation, Navy Enterprise seeks to maximize return on investment (ROI). Previous projects have analyzed the results from Sea Enterprise through 2005 and Naval Aviation Enterprise through 2007. Addressing enterprise management in the surface warfare community expands this body of knowledge. This project focuses on enterprise practices in the surface navy. It analyzes how the Surface Warfare Enterprise (SWE) is organized, governed, led and attempted to determine if changes in resource allocation can be attributed to these practices. The results of this project reveal that SWE's application of enterprise management practices through organization, governance, and leadership is largely consistent with corporate enterprise models and recommendations, but also identifies some areas of inconsistency and potential challenges unique to SWE that must be managed carefully. The project identifies some changes in resource allocation that can be attributed to SWE, but is largely inconclusive. Further research into this area is recommended and a course of action is provided.

Risk and knowledge are two concepts and components of business management which have so far been studied almost independently. This is especially true where risk management (RM) is conceived mainly in financial terms, as for example, in the financial institutions sector. Financial institutions are affected by internal and external changes with the consequent accommodation to new business models, new regulations and new global competition that includes new big players. These changes induce financial institutions to develop different methodologies for managing risk, such as the enterprise risk management (ERM) approach, in order to adopt a holistic view of risk management and, consequently, to deal with different types of risk, levels of risk appetite, and policies in risk management. However, the methodologies for analysing risk do not explicitly include knowledge management (KM). This research examines the potential relationships between KM and two RM concepts: perceived quality of risk control and perceived value of ERM. To fulfill the objective of identifying how KM concepts can have a positive influence on some RM concepts, a literature review of KM and its processes and RM and its processes was performed. From this literature review eight hypotheses were analysed using a classification into people, process and technology variables. The data for this research was gathered from a survey applied to risk management employees in financial institutions and 121 answers were analysed. The analysis of the data was based on multivariate techniques, more specifically stepwise regression analysis. The results showed that the perceived quality of risk control is significantly associated with the variables: perceived quality of risk knowledge sharing, perceived quality of communication among people, web channel functionality, and risk management information system functionality. However, the relationships of the KM variables to the perceived value of ERM are not identified because of the low performance of the models describing these relationships. The analysis reveals important insights into the potential KM support to RM such as: the better adoption of KM people and technology actions, the better the perceived quality of risk control. Equally, the results suggest that the quality of risk control and the benefits of ERM follow different patterns given that there is no correlation between both concepts and the distinct influence of the KM variables in each concept. The ERM scenario is different from that of risk control because ERM, as an answer to RM failures and adaptation to new regulation in financial institutions, has led organizations to adopt new processes, technologies, and governance models. Thus, the search for factors influencing the perceived value of ERM implementation needs additional analysis because what is improved in RM processes individually is not having the same effect on the perceived value of ERM. Based on these model results and the literature review the basis of the ERKMAS (Enterprise Risk Knowledge Management System) is presented.

Enterprise architecture frameworks (EAFs) have been used to plan and manage large-scale enterprise deployments for more than four decades. EAFs are important tools used by systems engineers and are integral to characterize enterprise information architectures. They are increasingly being used as a proxy for managing entire organizations – enterprises. Enterprises represent complex, multi-disciplinary, socio-technical systems. They are ubiquitous, and involve and affect a vast number of humans every day. However, as inter-disciplinary tools for the management of the enterprise, there are certain limitations to the efficacy of existing enterprise architecture frameworks. The effective management of enterprises presents significant challenge and opportunity for the systems engineering community. This research discusses the limitations of, and proposes enhancements to, existing EAFs, based on research into extant business management frameworks. An historical perspective is provided on both systems engineering and business enterprise domain frameworks. Research into the common elements of successful business management frameworks confirms the limitations of existing systems engineering frameworks and suggests key additions for enhanced efficacy. The applicability and relevance of enhancing extant enterprise architectures with elements from extant business frameworks is examined. Finally, recommendations are made for enhancements to extant frameworks and suggestions advanced on future research into efficacy. This dissertation concludes with implications of these findings for systems engineers engaged in enterprise architecture and enterprise transformation efforts and a recommendation that systems engineers take a more holistic approach in their enterprise architecture and enterprise transformation efforts.

The new Basel regulatory initiatives and a burgeoning risk management literature signify the rise of enterprise risk management (ERM) in the financial services sector. However, very little is known of the roles that risk management plays in organizations and how it obtains organizational significance. This study, utilising case study material from seventy-five in-depth interviews with senior managers at two large banking groups, is a first step in exploring ERM in action. Apart from the field material, the study draws on the normative- practitioner literature of risk management, as well as on a long strand of organisationally grounded studies of management control. ERM appears to be an assembly of four risk management ideal types (Risk Silo Management, Integrated Risk Management, Risk and Value Management, Strategic Risk Management), all of which aspire to be 'enterprise-wide', and together constituting the 'risk management mix' in a given organisation. Three distinct types of risk managers emerged in both organisations, displaying characteristic aspirations and alliances (risk silo specialists, risk capital specialists, senior risk officers). The case study analysis compared and contrasted the observed two ERM assemblies, and emphasised the alternative patterns of organizational significance displayed by the risk management functions. Under the first model (value-based ERM) risk management was integral to the formal planning and performance measurement process, while remained neutral in the discussions of discretionary strategic decisions. Under the second model (strategic ERM) risk management was incidental to formal planning and control, however, senior risk officers exercised agenda-setting power to influence the discussion of key strategic uncertainties. The study explains the observations in terms of firm-specific factors and institutional pressures. The politics of risk control and the presence of different calculative cultures in the organisations were tampered by contemporary corporate governance imperatives, such as the shareholder-value drive and the risk-based internal control imperative.

The work is devoted to the theoretical and practical aspects of revealing the essence of the formation of the enterprise risk management system in market conditions. The work consists of three sections, introduction and conclusions. The introduction substantiates the relevance of the topic, purpose and objectives of the thesis. The first section reveals the theoretical foundations of the concept of risk, highlights the issues of risk management of the enterprise. The system of measures of formation of the risk management system of the enterprise is considered. The second section considers the methodological aspects of forming a risk management system. This section contains a description of the tools for forming a risk management system in the enterprise, highlights the organizational structure of the risk management system in the enterprise, describes a system of indicators for assessing the risks of the enterprise. The third section contains proposals for building a risk management algorithm on the example of innovation, recommendations for the implementation of risk management system of innovation in the enterprise. The conclusions contain generalizations of the problems of the enterprise, measures to solve the problems of the enterprise.

У вступі обґрунтовується актуальність теми, мета і завдання дипломної роботи. У першому розділі розкриті теоретичні основи поняття ризиків, висвітлені питання управління ризиками діяльності підприємства. Розглянуто систему заходів формування системи управління ризиками підприємства. У другому розділі розглянуто методичні аспекти формування системи управління ризиками. У цьому розділі міститься характеристика інструментів формування системи ризик-менеджменту в діяльності підприємства, висвітлені питання організаційної структури системи ризик-менеджменту в діяльності підприємства, описана система показників оцінки ризиків діяльності підприємства. Третій розділ містить пропозиції щодо побудови алгоритму ризик-менеджменту на прикладі здійснення інноваційної діяльності, наведені рекомендації з впровадження системи ризик-менеджменту інноваційної діяльності на підприємстві. У висновках містяться узагальнення проблем підприємства, заходів щодо вирішення проблем діяльності підприємства.

The work is devoted to theoretical and practical aspects of revealing the essence of formation of competitive strategy of enterprise development. The work consists of three sections, introduction and conclusions. The introduction substantiates the relevance of the topic, purpose and objectives of the thesis. The first section reveals the theoretical foundations of the concept of competition, competitiveness. The system of measures of formation is considered. The questions of formation of competitive strategy of the enterprise are covered. In the second section the methodical aspects of formation of competitive strategy for the enterprise are considered. Features of application of competitive advantages according to M. Porter are revealed. Based on the generalization of the agricultural sector in Ukraine, the position of the enterprise is analyzed, the PEST-analysis of the formation of market advantages is carried out. general characteristics of risk management. This section contains a description of the activities of the enterprise, covers issues of economic activity of LLC agro-industrial enterprise "RESSKI". The third section contains proposals for the formation of a competitive strategy for the development of LLC, recommendations for the implementation of a competitive strategy for the company. The conclusions contain generalizations of the problems of the enterprise, measures to solve the problems of the enterprise.

На основі узагальнення аграрної сфери в Україні, проаналізовано позизії підприємства, здійснено PEST-аналіз формування переваг на ринку. загальної характеристики управління ризиками. У цьому розділі міститься характеристика діяльності підприємства, висвітлені питання особливостей господарської діяльності ТОВ агропромислового підприємства «РЕССКІ». Третій розділ містить пропозиції щодо формування конкурентної стратегії розвитку ТОВ, наведені рекомендації з впровадження конкурентної стратегії для підприємства. У висновках містяться узагальнення проблем підприємства, заходів щодо вирішення проблем діяльності підприємства.

Abstract:
Purpose – clarifying the current risks and organizational issues in start-up manufacturing enterprises in Latvia, to find out the impact of teamwork on work provision in Latvia start-up manufacturing enterprises. Research methodology – to achieve the purpose of this study, a survey of 55 start-up entrepreneurs from fifteen Business Incubators of Investment and Development Agency of Latvia in 2018 was undertaken by an online questionnaire. Findings – the results of the research have indicated that the lack of own team is one of the dominant start-up manufacturing enterprise work risks. Comparative analysis of data showed that mostly the entrepreneurs, who have started development of their business idea individually and whose enterprise’s work is basically based on a singledecision making, have encountered the issue. However, the research outcomes revealed that provision of start-up manufacturing enterprise work outcomes is related to the teamwork factor – both belief in joint work, common understanding about the expected outcomes, mutual trust and support. Research limitations – direct start-up enterprises, which have registered their activity in one of the sub-sectors of the NACE (Rev. 2) Group C “Manufacturing Industry” and receive the support provided by the Investment and Development Agency of Latvia Business Incubator for their start-up activity in Latvia, without exceeding a 4-year incubation period, have been chosen for the research. Practical implications – the research outcomes point to the need of Business Incubators of Investment and Development of Latvia to provide not only tangible opportunities for start-up manufacturing enterprises for the business idea development during the incubation period, but also practical knowledge on team building during the business start-up process. Originality/Value – Unlike other studies that are mostly focused on hard benefits in enterprises, as well as in start-ups, this is a specific research which provides insights on whether teamwork is recognized as an important factor of startup manufacturing companie work provision in relation to technological and external risks during the business start-up process and its work result achievement

In modern conditions of unpredictability of economic activity, enterprises represent an open dynamic system. Functioning and development of the enterprises is influenced by numerous external and internal factors. Multiple threats of economic security may lead to negative consequences in form of solvency and financial stability violations, profitability reduction and other deterioration in the enterprise. In this regard, the relevance and the need of ensuring economic security of enterprises are increasing. The issues of economic security are relatively new to the national science. At the same time, a sufficient number of scientific literature devote to this topic. In this article is presented the analysis and the systematization of various definitions of economic security. On its basis, the authors have identified five main approaches. The relationship between economic security and other economic categories such as sustainability, effectiveness, development and independence was explained. In order to counter threats of economic security and to ensure stable functioning of enterprise, the system of economic security is developed and presented in the paper. Under this system, main ways of increasing the level of economic security of enterprises was presented. Ensuring of economic security of each enterprise serve as a basis for sustainable development both businesses and the economy as a whole.

Design knowledge is distributed unevenly across organizational boundaries within large enterprises. Within this context, there are two main barriers to quick and reliable knowledge flow. The first is the organizational boundaries which will influence the efficiency of new design knowledge flow from when and where it is located to when and where it is need for application. The second is that one organization or sub-company of the same large enterprise often knows little about what kind of design knowledge or capability another one has. These barriers will prevent the flow of knowledge. Therefore, there is a need to develop methods and tools to improve the performance of knowledge flow within large enterprises. This paper first presents a brief introduction to the context and background information of our knowledge flow management practice in a large enterprise. Then the definition of key elements of design knowledge flow are introduced and analyzed. After that, we propose a service-based framework for the management of design knowledge flow; this framework focuses on organizing knowledge providers and developing a knowledge service platform. The proposed approach was primarily validated and verified in a large construction machinery enterprise. In addition, future work on improving the approach to knowledge flow management is also briefly discussed.

Business community faces rapid change due to the technology development. Its influence on business environment causes change in the knowledge base and its possibilities on achieving new solution as innovation thus gaining new knowledge. Enterprises are managing these continuous changes using the knowledge of its unique set of enterprise’s knowledge infrastructure, employee’s knowledge skills and business environment. This implies that fast knowledge development from technology development and innovation makes high pressure on the enterprises and on its employees as well. The manner how this is used and utilized within enterprise becomes dominant challenge for every enterprise and its respective management globally. Many researches in the past years have shown that innovations as commercialisation of new knowledge development and knowledge management practices can assist facing those challenges remarkably. Creating the balance between them is unique for every enterprise, for every respective management. This research paper consists of the following parts: introduction, selected theoretical and empirical framework and conclusion. The theoretical framework gives selected overview of the relevant researches in the field of knowledge management and innovation and their respective interrelation in new knowledge creation and commercialising of this new knowledge as innovation. The empirical framework describes the research design and gives the selected results obtained through the research of selected enterprises based on Questionnaire that covers key parameters previously discussed in the theoretical framework. Research focus is measuring the existence, the exchange, the creation of knowledge within enterprises and its usage in terms of new product development and/or improved products of the respective enterprises. Finally, in the conclusion, the study results are elaborated and their contribution to the existing body of knowledge and industry practices is discussed.

The service-orientated computing paradigm is transforming traditional workflow management from a close, centralized control system into a worldwide dynamic business process. This paper presents an agent-based Web service model to support inter-enterprise workflow management. In the proposed model, agent-based technology provides the workflow coordination at both inter-and intra-enterprise levels while Web services based technology provides infrastructures for messaging, service description and workflow enactment. Coordination agents and resource agents negotiate through a bidding mechanism for constructing dynamic workflow process between business partners. The agent system architecture, coordination model and related components are described. A prototype system is implemented for simulating the formation process of virtual enterprises. Our current approach integrating agents and Web services mainly focuses on communication and interaction. Our ongoing work is focusing on semantic integration in composing a dynamic workflow for inter-enterprise cooperation.
