Abstract. South Australia is the driest state in the driest inhabited country in the world, Australia. Consequently, water is one of South Australia's highest priorities. Focus on water research and sources of water in the state became more critical during the Millenium drought that occurred between 1997 and 2011. In response to increased concern about water sources the South Australian government established The Goyder Institute for Water Research – a partnership between the South Australian State Government, the Commonwealth Scientific and Industrial Research Organisation (CSIRO), Flinders University, University of Adelaide and University of South Australia. The Goyder Institute undertakes cutting-edge science to inform the development of innovative integrated water management strategies to ensure South Australia's ongoing water security and enhance the South Australian Government's capacity to develop and deliver science-based policy solutions in water management. This paper focuses on the integrated water resource assessment of the northern Adelaide region, including the key research investments in water and climate, and how this information is being utilised by decision makers in the region.

AbstractVegemite, a thick, rich and salty product made from yeast extract, is a paste commonly spread on bread or toast in Australian households. This iconic product mirrors some of the unique aspects of this country. For example, Vegemite thinly spread is best. The population of this country is sparse across the wide lands, and the Australian environment with its thin soils, water shortages and intense climates, might also be described as spread thin. These aspects of context present challenges because Australia needs quality sustainability educators thick on the ground to deal with the many and diverse environmental issues.This paper describes the development of the Australian National Professional Development Initiative for Sustainability Educators (NPDISE) and how it was infuenced by the Australian context. Multiple challenges existed: the size of the country, its environmental conditions and rich biodiversity, distance and space between major centres, distribution of people and resources, understanding of and support for education, and three tiers of government – each with its own policies, programs and priorities. On top of this, the practice of sustainability education crosses multiple professional sectors and disciplines. All these challenges had to be taken into account.Research conducted by the Waste Management Association Australia in 2009 revealed that the needs of Australia's sustainability educators in overcoming many of these challenges were broadly consistent around Australia. This gave encouragement to the establishment of a national professional development approach for those working in the environmental education feld. This paper shows how four professional associations – Australian Association for Environmental Education, Waste Management Association Australia, Australian Water Association, and the Marine Education Society of Australasia – worked together for the frst time and approached these challenges whilst developing the NPDISE. A 1954 jingle said Vegemite would help children “grow stronger every single week”. The NPDISE represents a similar ethos with an emphasis on building the sector.

Herpetology in Australia was published as a companion volume to the proceedings of the Second World Congress of Herpetology, held in Adelaide in 1993?94. It does not attempt to pre-empt nor duplicate the information presented at that conference, but to provide an Australian overview of the study and management of Australia's reptiles and amphibians. As such, Herpetology in Australia also complements, rather than competes with, other key works, such as Cogger's Reptiles and Amphibians of Australia; herpetofaunal systematics and biology, including evolution, reproduction and behaviour, under both natural and captive conditions, are but minor elements of this collection.

Purpose – The purpose of this paper is to explore the foundation and development of public relations education (PRE) in Australia between 1950 and 1975. Design/methodology/approach – This paper utilises Australian-held primary and official industry association material to present a detailed and revisionist history of PR education in Australia in its foundation decades. Findings – This paper, which locates Australia's first PRE initiatives in Sydney, Melbourne and Adelaide in the 1960s, contests the only published account of PR education history by Potts (1976). The orthodox account, which has been repeated uncritically by later writers, overlooks earlier initiatives, such as the Melbourne-based Public Relations Institute of Australia, whose persistence resulted in Australia's first PR course at Royal Melbourne Institute of Technology in 1964. So too, educational initiatives in Adelaide and Sydney pre-date the traditional historiography. Originality/value – A detailed literature review suggests this paper represents the only journal-length piece on the history of PRE in Australia. It is also the first examination of relationships between industry, professional institutes, and educational authorities.

Forest management policy in New South Wales, Australia, has been dramatically changing during the past two decades in response to public controversy and widening expectations of the values that the forest should provide to society. The nature of NSW forest management today is a reflection of the unique Australian forest ecology, the nature of the forest sector, and the emergence of conflict and polarized views on forest management in the past two decades. Recent efforts have made progress in resolving the forest debate. The key elements have included an expanded protected areas reserve system, expanded reliance on plantation forests for wood supply, increased wood security for native forest industries in return for a commitment to value-adding and the implementation of an ecologically sustainable forest management framework. Like other Australian States, NSW is currently negotiating Regional Forest Agreements with the Commonwealth Government that will set the stage for future directions in forest management. This article considers the framework of Australian law, policy and institutions that raise compliance issues for enterprises undertaking business into and out of Australia. It provides a brief, practical perspective on the Australian frameworks that regulate: general import and export compliance; compliance with special regimes affecting certain goods, such as defence and strategic items; as well as Australia's strict quarantine requirements for food, biological products and other goods that risk introducing exotic pests and diseases. It also addresses Australia's increasing emphasis on 'business integrity' issues that affect how, where and with whom business is done. The article concludes by suggesting that Australian law requirements should be addressed in the context of the global compliance systems of internationally active businesses.

Given the complex nature of freshwater catchment divides and emerging evidence of high levels of genetic diversity, there is great potential for cryptic species to exist among Australian freshwater amphipod groups. Among the chiltoniid amphipods, two congeneric species, Austrochiltonia australis (Sayce, 1901) and A. subtenuis (Sayce, 1902), have been widely recorded across southern Australia yet are poorly known and contentiously defined. A large fragment of the mitochondrial DNA cytochrome c oxidase I (COI) gene was examined and morphological diversity among populations assessed across the reported geographic range of the two putative species. The results confirmed A. australis and A. subtenuis as morphological and molecular species. In addition, two previously undetected and cryptic species from Tasmania are recognised – sister species to A. subtenuis and A. australis. Working conclusions provide evidence towards a more comprehensive systematic revision of the Chiltoniidae and present species information relevant to conservation and management efforts of Australian river systems. A key is presented to the chiltoniid amphipods of southern Australia.

Australia remains in pole position to become the world’s leading exporter of liquefied natural gas (LNG) and the number one exporter in the future. Maintaining this trajectory will require the oil and gas industry in Australia to remain competitive in project delivery to continue to attract investments. Yet, the Australian project delivery environment poses a big threat to this trajectory. Several research studies, organisations and institutions have come up with a long list of generic factors contributing to project management success and failure. The aim of this study is to examine oil and gas projects in Australia with a view to ascertain their success or otherwise and the specific contributing factors. This study has used a qualitative method of research by examining secondary sources of information on four recent Western Australia LNG projects (Gorgon, Wheatstone, Prelude and Ichthys) and presenting them as case studies. Specifically, the research has used mostly online sources that are either independent reports or information sourced from company websites. The key findings suggest that major oil and gas projects in Australia fail, and that failure or success is determined by the ability of the project management team to deliver the project on budget and on schedule. This is exemplified by the projects examined in this study, which have all shown cost and schedule overruns. Six critical factors are observed as contributing to cost and schedule overrun: project location, high cost of executing projects in Australia versus overseas, skills shortages, overseas manufacturing, project complexity and cultural and environment issues. Innovation, collaboration and standardisation, as adopted from other regions, are the initial practices suggested for the Australian industry to overcome all six factors and encourage further investment.

Originally, the papers were presented at the Southern Hemisphere Ornithological Congress (SHOC) held in October 1996 at Albany, Western Australia. The Congress was organized by the Royal Australasian Ornithologists Union following discussions in 1990 at the International Ornithological Congress in Christchurch, New Zealand on the need for regular, scientific ornithological meetings in Australia. The intent of those discussions was for a meeting of Australian/New Zealand ornithologists every two years.

Aphids can cause substantial damage to cereals, oilseeds and legumes through direct feeding and through the transmission of plant pathogenic viruses. Aphid-resistant varieties are only available for a limited number of crops. In Australia, growers often use prophylactic sprays to control aphids, but this strategy can lead to non-target effects and the development of insecticide resistance. Insecticide resistance is a problem in one aphid pest of Australian grains in Australia, the green peach aphid (Myzus persicae). Molecular analyses of field-collected samples demonstrate that amplified E4 esterase resistance to organophosphate insecticides is widespread in Australian grains across Australia. Knockdown resistance to pyrethroids is less abundant, but has an increased frequency in areas with known frequent use of these insecticides. Modified acetylcholinesterase resistance to dimethyl carbamates, such as pirimicarb, has not been found in Australia, nor has resistance to imidacloprid. Australian grain growers should consider control options that are less likely to promote insecticide resistance, and have reduced impacts on natural enemies. Research is ongoing in Australia and overseas to provide new strategies for aphid management in the future.

Abstract. Across the world, nature-triggered disasters fuelled by climate change are worsening. Some two billion people have been affected by the consequences of natural hazards over the last ten years, 95% of which were weather-related (such as floods and windstorms). Fires swept across large parts of California, and in Australia caused unprecedented destruction to lives, wildlife and bush. This picture is likely to become the new normal, and indeed may worsen if unchecked. The Intergovernmental Panel on Climate Change (IPCC) estimates that in some locations, disaster that once had a once-in-a-century frequency may become annual events by 2050.Disaster management needs to keep up. Good cooperation and coordination of crisis response operations are of critical importance to react rapidly and adequately to any crisis situation, while post-disaster recovery presents opportunities to build resilience towards reducing the scale of the next disaster. Technology to support crisis response has advanced greatly in the last few years. Systems for early warning, command and control and decision-making have been successfully implemented in many countries and regions all over the world. Efforts to improve humanitarian response, in particular in relation to combating disasters in rapidly urbanising cities, have also led to better approaches that grapple with complexity and uncertainty.The challenges however are daunting. Many aspects related to the efficient collection and integration of geo-information, applied semantics and situational awareness for disaster management are still open, while agencies, organisations and governmental authorities need to improve their practices for building better resilience.Gi4DM 2020 marked the 13th edition of the Geoinformation for Disaster Management series of conferences. The first conference was held in 2005 in the aftermath of the 2004 Indian Ocean earthquake and tsunami which claimed the lives of over 220,000 civilians. The 2019-20 Australian Bushfire Season saw some 18.6 million Ha of bushland burn, 5,900 buildings destroyed and nearly three billion vertebrates killed. Gi4DM 2020 then was held during Covid-19 pandemic, which took the lives of more than 1,150,000 people by the time of the conference. The pandemic affected the organisation of the conference, but the situation also provided the opportunity to address important global problems.The fundamental goal of the Gi4DM has always been to provide a forum where emergency responders, disaster managers, urban planners, stakeholders, researchers, data providers and system developers can discuss challenges, share experience, discuss new ideas and demonstrate technology. The 12 previous editions of Gi4DM conferences were held in Delft, the Netherlands (March 2005), Goa, India (September 2006), Toronto, Canada (May 2007), Harbin, China (August 2008), Prague, Czech Republic (January 2009), Torino, Italy (February 2010), Antalya, Turkey (May 2011), Enschede, the Netherlands (December, 2012), Hanoi, Vietnam (December 2013), Montpellier, France (2015), Istanbul, Turkey (2018) and Prague, Czech Republic (2019). Through the years Gi4DM has been organised in cooperation with different international bodies such as ISPRS, UNOOSA, ICA, ISCRAM, FIG, IAG, OGC and WFP and supported by national organisations.Gi4DM 2020 was held as part of Climate Change and Disaster Management: Technology and Resilience for a Troubled World. The event took place through the whole week of 30th of November to 4th of December, Sydney, Australia and included three events: Gi4DM 2020, NSW Surveying and Spatial Sciences Institute (NSW SSSI) annual meeting and Urban Resilience Asia Pacific 2 (URAP2).The event explored two interlinked aspects of disaster management in relation to climate change. The first was geo-information technologies and their application for work in crisis situations, as well as sensor and communication networks and their roles for improving situational awareness. The second aspect was resilience, and its role and purpose across the entire cycle of disaster management, from pre-disaster preparedness to post-disaster recovery including challenges and opportunities in relation to rapid urbanisation and the role of security in improved disaster management practices.This volume consists of 22 scientific papers. These were selected on the basis of double-blind review from among the 40 short papers submitted to the Gi4DM 2020 conference. Each paper was reviewed by two scientific reviewers. The authors of the papers were encouraged to revise, extend and adapt their papers to reflect the comments of the reviewers and fit the goals of this volume. The selected papers concentrate on monitoring and analysis of various aspects related to Covid-19 (4), emergency response (4), earthquakes (3), flood (2), forest fire, landslides, glaciers, drought, land cover change, crop management, surface temperature, address standardisation and education for disaster management. The presented methods range from remote sensing, LiDAR and photogrammetry on different platforms to GIS and Web-based technologies. Figure 1 illustrates the covered topics via wordcount of keywords and titles.The Gi4DM 2020 program consisted of scientific presentations, keynote speeches, panel discussions and tutorials. The four keynotes speakers Prof Suzan Cutter (Hazard and Vulnerability Research Institute, USC, US), Jeremy Fewtrell (NSW Fire and Rescue, Australia), Prof Orhan Altan (Ad-hoc Committee on RISK and Disaster Management, GeoUnions, Turkey) and Prof Philip Gibbins (Fenner School of Environment and Society, ANU, Australia) concentrated on different aspects of disaster and risk management in the context of climate change. Eight tutorials offered exciting workshops and hands-on on: Semantic web tools and technologies within Disaster Management, Structure-from-motion photogrammetry, Radar Remote Sensing, Dam safety: Monitoring subsidence with SAR Interferometry, Location-based Augmented Reality apps with Unity and Mapbox, Visualising bush fires datasets using open source, Making data smarter to manage disasters and emergency situational awareness and Response using HERE Location Services. Abstract. Across the world, nature-triggered disasters fuelled by climate change are worsening. Some two billion people have been affected by the consequences of natural hazards over the last ten years, 95% of which were weather-related (such as floods and windstorms). Fires swept across large parts of California, and in Australia caused unprecedented destruction to lives, wildlife and bush. This picture is likely to become the new normal, and indeed may worsen if unchecked. The Intergovernmental Panel on Climate Change (IPCC) estimates that in some locations, disaster that once had a once-in-a-century frequency may become annual events by 2050.Disaster management needs to keep up. Good cooperation and coordination of crisis response operations are of critical importance to react rapidly and adequately to any crisis situation, while post-disaster recovery presents opportunities to build resilience towards reducing the scale of the next disaster. Technology to support crisis response has advanced greatly in the last few years. Systems for early warning, command and control and decision-making have been successfully implemented in many countries and regions all over the world. Efforts to improve humanitarian response, in particular in relation to combating disasters in rapidly urbanising cities, have also led to better approaches that grapple with complexity and uncertainty.The challenges however are daunting. Many aspects related to the efficient collection and integration of geo-information, applied semantics and situational awareness for disaster management are still open, while agencies, organisations and governmental authorities need to improve their practices for building better resilience.Gi4DM 2020 marked the 13th edition of the Geoinformation for Disaster Management series of conferences. The first conference was held in 2005 in the aftermath of the 2004 Indian Ocean earthquake and tsunami which claimed the lives of over 220,000 civilians. The 2019-20 Australian Bushfire Season saw some 18.6 million Ha of bushland burn, 5,900 buildings destroyed and nearly three billion vertebrates killed. Gi4DM 2020 then was held during Covid-19 pandemic, which took the lives of more than 1,150,000 people by the time of the conference. The pandemic affected the organisation of the conference, but the situation also provided the opportunity to address important global problems.The fundamental goal of the Gi4DM has always been to provide a forum where emergency responders, disaster managers, urban planners, stakeholders, researchers, data providers and system developers can discuss challenges, share experience, discuss new ideas and demonstrate technology. The 12 previous editions of Gi4DM conferences were held in Delft, the Netherlands (March 2005), Goa, India (September 2006), Toronto, Canada (May 2007), Harbin, China (August 2008), Prague, Czech Republic (January 2009), Torino, Italy (February 2010), Antalya, Turkey (May 2011), Enschede, the Netherlands (December, 2012), Hanoi, Vietnam (December 2013), Montpellier, France (2015), Istanbul, Turkey (2018) and Prague, Czech Republic (2019). Through the years Gi4DM has been organised in cooperation with different international bodies such as ISPRS, UNOOSA, ICA, ISCRAM, FIG, IAG, OGC and WFP and supported by national organisations.Gi4DM 2020 was held as part of Climate Change and Disaster Management: Technology and Resilience for a Troubled World. The event took place through the whole week of 30th of November to 4th of December, Sydney, Australia and included three events: Gi4DM 2020, NSW Surveying and Spatial Sciences Institute (NSW SSSI) annual meeting and Urban Resilience Asia Pacific 2 (URAP2).The event explored two interlinked aspects of disaster management in relation to climate change. The first was geo-information technologies and their application for work in crisis situations, as well as sensor and communication networks and their roles for improving situational awareness. The second aspect was resilience, and its role and purpose across the entire cycle of disaster management, from pre-disaster preparedness to post-disaster recovery including challenges and opportunities in relation to rapid urbanisation and the role of security in improved disaster management practices.This volume consists of 16 peer-reviewed scientific papers. These were selected on the basis of double-blind review from among the 25 full papers submitted to the Gi4DM 2020 conference. Each paper was reviewed by three scientific reviewers. The authors of the papers were encouraged to revise, extend and adapt their papers to reflect the comments of the reviewers and fit the goals of this volume. The selected papers concentrate on monitoring and analysis of forest fire (3), landslides (3), flood (2), earthquake, avalanches, water pollution, heat, evacuation and urban sustainability, applying a variety of remote sensing, GIS and Web-based technologies. Figure 1 illustrates the scope of the covered topics though the word count of keywords and titles.The Gi4DM 2020 program consisted of scientific presentations, keynote speeches, panel discussions and tutorials. ObjectiveThis study examined whether the management competency framework for health service managers developed in the Victorian healthcare context is applicable to managers in other Australian states. MethodsAn online questionnaire survey of senior and middle-level health service managers in both community health services and hospitals was conducted in New South Wales and Queensland. ResultsThe study confirmed that the essential tasks for senior and middle-level managers are consistent across health and social care sectors, as well as states. Core competencies for health services managers identified in the Victorian healthcare context are relevant to other Australian states. In addition, two additional competencies were incorporated into the framework. ConclusionThe Management Competency Assessment Program competency framework summarises six competencies and associated behaviours that may be useful for guiding performance management and the education and training development of health service managers in Australia. What is known about the topic?The evidence suggests that competency-based approaches can enhance performance and talent management, and inform education and training needs, yet there has been no validated competency framework for Australian health service managers. What does the paper add?This paper explains the process of the finalisation of the first management competency framework for guiding the identification of the training and development needs of Australian health service managers and the management of their performance. What are the implications for practice?The Management Competency Assessment Program competency framework can guide the development of the health service management workforce in three Australian states, and may be applicable to other jurisdictions. Further studies are required in the remaining jurisdictions to improve the external validity of the framework.

BHP Petroleum (BHPP) global operations are divided into four Regions and Australia/Asia Region is responsible for exploration, production, field development and joint ventures in the Asia-Pacific region. In Australia, the Company's largest producing assets are its shares of the Gippsland oil and gas fields in Bass Strait and the North West Shelf project in Western Australia.BHPP operates three Floating Production, Storage and Offloading (FPSO) vessels-Jabiru Venture, Challis Venture and Skua Venture-in the Timor Sea and one FPSO, the Griffin Venture, in the Southern Carnarvon Basin. Stabilised oil is offloaded from all four FPSOs by means of a floating hose to a shuttle tanker. It explains how the findings of the benchmarking study were used to plan the preparation of a safety management system (SMS). The structure of the SMS is described along with the legal requirements in Australia.The paper concludes that implementation of the SMS is progressing according to plan and points out that safety cases for the FPSOs have been submitted to the Regulators. Implementation of the SMS and the drive for world class safety standards is having a substantial effect and safety performance is improving. One measure of safety performance, the Lost Time Injury Frequency Rate (LTIFR) is down from around 15 at the end of 1994 to under 3 in December 1996.

Thorough consultation and informed consent are required for any work on Aboriginal-owned land in Australia. Consultations for feral camel (Camelus dromedarius) management under the Australian Feral Camel Management Project across the Northern Territory, Western Australia and South Australia were conducted across a vast area, spanning a diversity of cultures and landscape types. Aboriginal organisations from these jurisdictions developed consultative processes that supported Aboriginal communities in making informed decisions on any removal of camels from their country. This article describes the communication techniques used to depict the feral camel issues and opportunities to Aboriginal communities at the local and landscape scale. The decisions that communities arrived at were varied, but consistently focussed on feral camel removal. Their decisions have led to broad-scale feral camel removal under the Australian Feral Camel Management Project, and beyond.

IN 1996, the Australian Federal, State and Territory governments ratified the National Strategy for the Conservation of Australia's Biological Diversity (Commonwealth of Australia 1996). This strategy states that production systems must be sustainable and not result in further loss of biological diversity. Although there is a considerable amount of work addressing the issues of landscape degradation and sustainability, it is largely conducted in the absence of any clear vision of where Australia, as an environment in which we live, should be at the end of the 21st Century and beyond. That is, Australia lacks an integrated, long-term strategic plan for the future. As a nation, Australia is not alone in lacking a vision for the future. At whatever scale we choose, from global to regional, effective environmental management and the conservation of natural systems are hampered by the lack of vision and planning on the ecological and evolutionary time scales appropriate for complex and continually changing ecosystems.

Purpose – A research study has been undertaken at the University of South Australia to introduce application of lessons learned process in construction contractors ' bidding process in the context of knowledge management. The study aims to identify barriers to effectively capture lessons learned in Australian construction industry and how knowledge management can benefit from lessons learned application. Design/methodology/approach – The research study has been undertaken through conducting a “methodological triangulation” and “interdisciplinary triangulation”. This involved an extensive literature review of knowledge management, organisation learning, lessons learned and associated processes and administration of a questionnaire to a sample of construction contractors operating in Australia to elicit opinions on the main barriers to capturing lessons learned, practices such as existence and retention of documentation procedures. A total of 81 useable responses were received from 450 organisations. Response data were subjected to descriptive and inferential statistics with correlation analysis to examine the strength of relationship among the barriers. Findings – The top-3 barriers to the effective capturing of lessons learned were “lack of employee time”, “lack of resources” and “lack of clear guidelines”, whereas, “lack of management support” was the least ranked barrier. The study established that despite the majority of the ACCs having formal procedures for recording the tenders submitted and their outcomes, only a minority actually retained the lessons learned documentation for each project. The larger contractors were found to be more aware of the importance of lessons learned documentation. A comparative analysis with previous studies also found a disparity in the ranking of the barriers. Research limitations/implications – The majority of the participants were small construction contractors in Australia. The reason is that the researchers were not aware of the contractors ' size prior to inviting them for participation in the research study. Second the findings may not generalize to other industries or to organisations operating in other countries. Originality/value – The findings of this survey help ACCs to understand the importance of lessons learned documentation as part of lessons learned implementation and identify the barriers to effectively document their lessons learned. The study provides insights on the barriers and proposes advocated solutions in form of drivers and enablers (critical success factors) of organisational learning capturing among the Australian construction contractors. By reviewing the current literature, “post-project reviews” and “lessons learned” as important elements of organisation learning knowledge transfer, are addressed. Finally, contribution of this study to knowledge and practice has been discussed in this paper.

Tidal inlets which link a tidal basin to the sea via a constricted entrance are common on the south-east Australian coast. Closure, or even significant constriction, raises water levels but restricts tidal range within the basin, while open entrances provide regular and significant tidal exchange with the ocean. A rapid assessment procedure with minimal data requirements has been shown to be informative for monitoring and a useful component of any Decision Support System set up as part of a management structure. Such a system is presented in this paper. It is based on one permanent water level gauge inside the inlet plus the use of a simple, first-order hydrodynamic model to relate the tide range, mean water level and river flow to the inlet cross sectional area. The method is tested against data from the Snowy River Estuary in south-eastern Australia but would be suitable over a range of estuaries. In addition, the framework presented can also provide a mechanism to explore conditions over the range of expected data, thus allowing better selection of model schematization and runs in estuarine systems where the use of 2 or 3D modeling can be justified.

The validity of the subspecies classification of Anguilla australis was reviewed by sequencing the control region of mitochondrial DNA. Samples of A. a. australis (Australia) and A. a. schmidtii (New Zealand), collected from two sites within each country were compared by analysis of molecular variance (AMOVA) and neighbour joining. There was no molecular evidence to support the present subspecies designation and they would be more appropriately merged into the single classification of A. australis, the Australasian shortfinned eel. As Australian and New Zealand populations of this species share a common gene pool, fisheries management needs to be carried out cooperatively between the two countries.

Beneficial invertebrates (predators and parasitoids) can make significant contributions to the suppression of insect pest populations in many cropping systems. In Australia, natural enemies are incorporated into integrated pest management programs in cotton and horticultural agroecosystems. They are also often key components of effective programs for the management of insect pests of grain crops in other parts of the world. However, few studies have examined the contribution of endemic natural enemies to insect pest suppression in the diverse grain agroecosystems of Australia. The potential of these organisms is assessed by reviewing the role that natural enemies play in the suppression of the major pests of Australian grain crops when they occur in overseas grain systems or other local agroecosystems. The principal methods by which the efficacy of biological control agents may be enhanced are examined and possible methods to determine the impact of natural enemies on key insect pest species are described. The financial and environmental benefits of practices that encourage the establishment and improve the efficacy of natural enemies are considered and the constraints to adoption of these practices by the Australian grains industry are discussed.

Eutrophication is one of the major environmental issues facing Australia. Responses to this issue include short-term management strategies principally focusing on operational activities, and long-term strategies focusing on nutrient reduction, flow management, education, monitoring and research. Because nutrients were found to be largely derived from rural areas, community education and involvement of land holders formed a central element of the longer-term strategies. The voluntary and co-operative approach adopted was considered to be more effective than a regulatory or coercive approach in improving diffuse phosphorus source management. Research was particularly necessary because of a relatively poor Australian knowledge base, and the need to rely on overseas understandings and management experiences. Australia has a number of environmental characteristics - episodic rainfall and runoff, higher year-round temperatures, old shallow soils and higher river turbidity - to suggest that research into the causes and management of eutrophication under Australian conditions is necessary. Historical reports suggest that some of these factors may make Australian waters naturally susceptible to eutrophication. The National Eutrophication Management Program was established to fund, co-ordinate and communicate research activities. Preliminary research findings suggest that the accepted northern hemisphere eutrophication paradigm does not always fit.

Up to this time neither APPEA or ANC A had contemplated such an innovative alliance.The outcomes of this commitment, and the re-signing of the agreement with the Biodiversity Group of Environment Australia, in 1997, has opened up new opportunities to explore innovative strategies which extend beyond the more traditional and adversarial approaches to environmental management and protection.This paper will discuss progress under the agreement and will analyse the lessons learned for Environment Australia in working with industry. An examination will also be made of how we translate the specifics of these lessons to institutional learning, particularly in the context of policy development and the implementation of research and management.The paper concludes with some challenges and a vision for the future.

Purpose – The purpose of this paper is to explore and compare the asset management policies and practices of six Australian states – New South Wales, Victoria, Queensland, South Australia, Western Australia and Tasmania – to improve understanding of the policy context to best shape policy focus and guidelines. Australian state-wide asset management policies and guidelines are an emergent policy domain, generating a substantial body of knowledge. However, these documents are spread across the layers of government and are therefore largely fragmented and lack coherency. Design/methodology/approach – The comparative study is based on the thematic mapping technique using the Leximancer software. Findings – Asset management policies and guidelines of New South Wales and Victoria have more interconnected themes as compared to other states in Australia. Moreover, based on the findings, New South Wales has covered most of the key concepts in relation to asset management; the remaining five states are yet to develop a comprehensive and integrated approach to asset management policies and guidelines. Research limitations/implications – This review and its findings have provided a number of directions on which government policies can now be better constructed and assessed. In doing so, the paper contributes to a coherent way forward to satisfy national emergent and ongoing asset management challenges. This paper outlines a rigorous analytical methodology to inform specific policy changes. Originality/value – This paper provides a basis for further research focused on analyzing the context and processes of asset management guidelines and policies.

This paper analyses soil governance in Australia and the challenges facing sustainable natural resource management within the context of a cooperative system of federation and a globalised market economy. With only 6 per cent of the Australian landmass considered arable, one would assume that protecting Australia’s valuable soil resource would be of national significance. However, Australia currently lacks nationally consistent policies and legal instruments to ensure that its soil is protected, maintained and enhanced for future generations. While recognising that soil governance is a broad discipline encompassing many areas of soil science and management, this discussion will only focus on the soil conservation aspects of sustainable ecosystems and sustainable food and fibre in Australia; it will not explore in depth issues of soil contamination and other pollution related areas. The paper discusses: the state of Australian soils and the managers of these resources; current soil governance in Australia (based on the Food and Agriculture Organisation of the United Nations definition); and a case study example of an Australian state approach to landuse conflict and the protection of agricultural lands. The paper highlights policies and institutional arrangements required for the protection of Australian soil and the very communities that are attempting to steward these resources for future generations.

Feral camels occur over almost 3.3 million km2 of the Australian rangelands, including parts of the Northern Territory, Queensland, South Australia and Western Australia. Within this range, pastoral land encompasses an area of 1.39 million km2 (1189 properties). The pastoral industry was identified as one of the key stakeholder groups to work with under the Australian Feral Camel Management Project. The impacts of feral camels fall into three main categories: economic, environmental and social/cultural. It should be noted that not all pastoralists were impacted by feral camels. Under the Australian Feral Camel Management Project, multiple approaches were used to engage the pastoral industry through their involvement in developing partnerships, operational planning, implementation and communication. Critical to the success of the project was the commitment to effectively consult with landholders, build partnerships, respect landholder values, establish effective project governance and adopt a flexible management approach.

The subject of this research is the Australian federal and regional normative legal acts that regulate subsoil use. The object is public relations in the sphere of land turnover, subsurface and natural resource management in the Commonwealth of Australia. The author describes the system and structure of normative legal regulation, as well as subsoil use in Australia. The work contains a list of sources of the Australian natural resources law; analysis of their content is carried out. Special attention is given to the legal regime of exploitation of subsoil resources of the continental shelf of the Commonwealth of Australia, licensing of subsoil use, the role of British monarchy in exercising the right of ownership of land by its subjects, and the authority for subsoil management. The scientific novelty of this article consists in the disclosure of legal regime of subsoil use in the Commonwealth of Australia in the context of amendments to Australian natural resources legislation, constitutional and administrative reforms. This work reflects the economic interest of the Russian Federation and domestic organizations of the fuel and energy complex in the Oceania Region, which defines its relevance. The presented materials can be used within the framework of comparative jurisprudence, lawmaking, for educational and other purposes. The author concludes on the preservation of public legal regime of subsoil use in Australia, namely with regards to turnover of licenses and shares therein.

In 2007, then Australian Prime Minister Howard said of the Murray-Darling Basin’s rivers that action was required to end the ‘The tyranny of incrementalism and the lowest common denominator’ governance to prevent ‘economic and environmental decline’. This paper explores the management of these rivers as an epicentre for three key debates for the future of Australia. Information on biodiversity, analyses of the socio-ecological system, and climate change projections are presented to illustrate the disjunction between trends in environmental health and the institutions established to manage the Basin sustainably. Three key debates are considered: (1) conflict over the allocation of water between irrigated agriculture versus a range of other ecosystem services as the latest manifestation of the debate between adherents of the pioneering myth versus advocates of limits to growth in Australia; (2) cyclical crises as a driver of reactive policy reform and the prospects of the 2008 Water Act forming the basis of proactive, adaptive management of emerging threats and opportunities; and (3) subsidiarity in governance of the environment and natural resources in the Australian federation. Implementation of the 2012 Basin Plan as promised by the Federal Government ‘in full and on time’ is a key sustainability test for Australia. Despite Australian claims of exceptionalism, the Murray-Darling Basin experience mirrors the challenges faced in managing rivers sustainably and across governance scales in federations around the world.

The catastrophic 2019/2020 Black Summer bushfires were the worst fire season in the recorded history of Southeast Australia. These bushfires were one of several recent global conflagrations across landscapes that are homelands of Indigenous peoples, homelands that were invaded and colonised by European nations over recent centuries. The subsequent suppression and cessation of Indigenous landscape management has had profound social and environmental impacts. The Black Summer bushfires have brought Indigenous cultural burning practices to the forefront as a potential management tool for mitigating climate-driven catastrophic bushfires in Australia. Here, we highlight new research that clearly demonstrates that Indigenous fire management in Southeast Australia produced radically different landscapes and fire regimes than what is presently considered “natural”. We highlight some barriers to the return of Indigenous fire management to Southeast Australian landscapes. We argue that to adequately address the potential for Indigenous fire management to inform policy and practice in managing Southeast Australian forest landscapes, scientific approaches must be decolonized and shift from post-hoc engagement with Indigenous people and perspectives to one of collaboration between Indigenous communities and scientists.

First, there are resource/environmental and public good issues contingent on the external costs associated with Australia's domestic and international tourism. Second, there are rent extraction and marketing issues stemming from Australia's destination uniqueness and the consequent existence of national market power in the provision of international tourism. Analysis of this joint rationale for policy activism suggests a form for appropriate policies and a functional separation in the organization and management of policy. While some of the present discussion is specific to Australia, the viewpoint developed here is relevant to any economy with a substantial tourism sector.

Summary Trade unions in nearly all developed countries are facing major difficulties in maintaining membership levels and political influence. The U.S. labour movement has been increasingly attracted to an organizing model of trade unionism and, in turn, this response has caught the imagination of some sections of other Anglo-Saxon movements, most notably in Australia, New Zealand and Britain. Despite similarities in the problems that national union movements face, however, the histories and current experiences of trade unions in the various countries show marked differences. This article, based on extensive fieldwork in Britain and Australia, examines attempts to assess the importance of national contexts in the adoption of the organizing model through a comparative study of an Australian and a British union.

Australia has a relatively long history with respect to management of fishery interactions with marlins. Sectoral conflict has been, and remains, the main driver of management action. Whilst constrained by verified catch and effort data from both recreational and commercial sectors, a range of management actions including limited entry, non-retention, non-targeting, closed areas and gear restrictions are reviewed. The review of management performance shows that the effectiveness of management actions varies considerably. Some measures such as voluntary non-retention policies have had little impact, whereas others such as closed areas have had a marked impact on fishery interactions and sectoral conflict. Relatively small areaclosures reduced the interactions of Japanese longliners with black marlin by 85%. On a per unit-of-effort basis marlinsare currently afforded greater protection than ever from overfishing; however, effort from all sectors continues to increase and sectoral conflict with respect to marlins is expected to continue to result in calls for further management action.
