The port of Makassar (South Sulawesi) had played a major role in the trading of the Great Eastern Indonesia's products for centuries. It served as hub port for the distribution of the spices. However, studies about the Makasar Chinese community who played an important role in this maritime trading remained limited. This dissertation is a first project attempting to research the history and development of the Makasar Chinese community between the period of 16th -1 Th century to 1965. The year 1965 is used as a cutting point in this research, as the assimilation process introduced by the New Order Government brought a significant change to the social and cultural life of the Chinese Community in Indonesia

Dengue fever is still a serious problem in Indonesia, including Makassar. This thesis evaluates and applies different Bayesian spatial and spatio-temporal models when there are a small number of areas plus extends Bayesian spatial Weibull and Semiparametric Cox survival models to describe dengue hospital duration spatial patterns to help understand dengue fever in Makassar Indonesia. The key objectives are to investigate the impact of a small number of areas on the estimation of spatial and spatio-temporal models. The convenience of using Bayesian spatial and spatio-temporal models on dengue fever is clearly demonstrated through this detailed and comprehensive analysis.

Abstract:
This study investigates the Program Kemitraan dan Bina Lingkungan, the Indonesian Government’s state-owned enterprise (SOE) partnership program (PP) and its social and economic impacts for its beneficiaries and their communities. The SOEs consider the PP as part of their SOE corporate social responsibility and its practices have evolved over time. The PP is grounded in the Indonesian cultural principle of “gotong royong” (helping one another). The program supervisors see its objective as supporting MiSEs to become strong, skilful and bankable. The study was conducted in Makassar, South Sulawesi, Indonesia and the primary subjects of the study were program beneficiaries using qualitative case study research methodology. The research had elements of a program evaluation therefore functional analysis and realistic evaluation was used. The study went beyond program evaluation to explore the changes to beneficiaries’ social and economic wellbeing, their acquisition of entrepreneurial skills and the impact of the PP in the community. The study found that the PP has an impact on beneficiaries’ business operations, increasing sales, turnover and profit. The ability to help their communities was another indicator of success for some beneficiaries. The partnership program is significantly informed by word of mouth. This creates an immediate level of trust that focuses not only on financial collateral but also on building up trust at the personal level. At the cultural level, the program is supported by what the ethnic groups in Makassar refer to as “siri” (the concept of shame and dignity) whereby the trust shown in you by someone else must be fulfilled.

Abstract:
This thesis is about the capacity of local government agencies in Makassar (Indonesia) to provide services to the public. Besides aiming to understand the institutional capacity of local government agencies, the research also examines the role internal and external factors play in determining the service delivery capacity of public organisations. Internal factors refer to the organisational structure, managerial practices and the management of human resources in public organisations. External factors refer to the degree of bureaucratic and political accountability as well as the level of competition experienced by government agencies. ¶ This research will enrich the existing development literature by strengthening our understanding of the ways in which internal and external factors strengthen or weaken the capacity of public sector institutions. ¶ Institutional capacity is measured by the quality of services provided by the local government agencies as assessed by their clients through both questionnaires and interviews, whereas the data regarding the role internal and external factors play in determining the institutional capacity of local government agencies were collected by in-depth interviews and focus group discussions. In-depth interviews and focus group discussions were conducted with the management and staff in a number of agencies, with high-level bureaucrats, with non-government organisations and business associations, and members of the Makassar parliament. ¶ This study concludes that the institutional capacity of local government agencies in the case studies varies, although overall institutional capacity is relatively low or unsatisfactory. Of the four agencies in the case studies, only one agency was able to deliver quality services higher than the level expected by its clients. ¶ In general, this research reveals that the degree of accountability of the local government agencies in the case studies is relatively weak. The study infers that the degree of accountability does not have a significant impact on the agencies' performance. ¶ It was found that the competitive or monopolistic environment in which the local government agencies operate does affect the capacity of the agencies to serve their clients. This capacity is also affected by a number of aspects within the organisation and human resource dimensions of the agencies. ¶ This study shows that, in the case of Indonesia, attempts to improve the capacity of government agencies to deliver quality public services by improving the capacity of parliament to politically oversee the executive, as recommended by a number of international agencies and commentators, may not be the best and most effective alternative. Rather than focusing the resources to improve the degree of political accountability, the study suggests that a more effective strategy to develop the capacity of government agencies is to enhance the organisational structure, managerial practices and the management of human resources in the public organizations, and to introduce competition into the delivery of public services.

A presente dissertação objetiva proporcionar uma primeira descrição do sistema fonético e fonológico da língua Makasae, falada no território leste de Timor-Leste. Um breve panorama sobre o contexto linguístico de Timor é apresentado, seguido de uma contextualização da língua Makasae. Os dados desta pesquisa foram coletados junto a cidadãos leste-timorenses que estiveram no Brasil no período de setembro e novembro de 2010. A partir dos dados coletados e transcritos, buscou-se o detalhamento dos sons fonéticos, descrevendo os diferentes pontos e modos de articulação vocálicos e consonantais registrados em Makasae. Desta forma, a função distintiva dos sons registrados foi encontrada por meio da análise contrastiva dos pares mínimos, que se manifestam em ambientes idênticos ou análogos. Observou-se ainda a distribuição destes sons, podendo, portanto, classificar cada fonema distintivo e seus alofones na língua Makasae. Considerações sobre processos fonológicos, o acento, a sílaba bem como alguns empréstimos provindos do Tetum e Português para o Makasae também foram observadas neste trabalho. Esta pesquisa deseja trazer uma contribuição para os estudos e pesquisas não apenas da língua Makasae e das línguas leste-timorense, mas também para o conhecimento e desenvolvimento dos estudos da linguagem por meio da descrição de línguas ainda não descritas. _________________________________________________________________________________ ABSTRACT
This dissertation aims to provide a first description of the phonetic and phonological system of the Makasae language, spoken in the eastern territory of Timor-Leste. A brief overview of the linguistic context of Timor is offered, followed by a contextualization of the Makasae language. This research data was collected from East Timorese citizens who visited Brazil during September and November of 2010. From the data collected and transcribed, we sought the details of phonetic sounds, describing the different modes and points of articulation of the vowels and consonants registered in Makasae. Thus, the distinctive function of the recorded sounds was found through the analysis of contrastive minimal pairs, which appear in identical or similar environments. We also observed the distribution of these sounds enabling us to classify each distinctive phoneme and its allophones present in Makasae. Considerations on phonological processes, accents, syllables and some loanwords coming from the Tetum and Portuguese to Makasae were also observed in this work. This survey wants to make a contribution to the studies and research not only of the Makasae language and languages of East Timor, but also to further develop language studies through the description of languages as yet undescribed.

A presente tese aborda aspectos da gramática da língua Makasae de Timor-Leste, mais precisamente sua fonologia, morfossintaxe e sintaxe. No primeiro capítulo é apresentado as aspectos teóricos e metodológicos que nortearam a produção desta pesquisa, bem como o procedimento de coleta de dados e pesquisa de campo. O segundo capítulo descreve o povo Makasae, contextualizando a situação linguística de Timor-Leste e apontando, dentro de uma abordagem da Ecolinguística, aspectos relacionados ao povo, seu território e a língua do mesmo. O terceiro capítulo é dedicado ao estudo de aspectos da fonologia da língua em questão identificando os segmentos sonoros e seus status fonêmico. O quarto capítulo aborda aspectos da morfossintaxe da língua Makasae, abordando um estudo sobre o nome, pronomes, verbos e advérbios. O quinto e último capítulo trata da descrição de aspectos sintáticos, trabalhando a ordem dos seus constituintes, analisando os argumentos sintáticos, construções copular e tipos de oração. Ao final deste capítulo, é apresentado uma breve análise sobre tópico e foco na estrutura textual da língua Makasae.
This presente dissertation deals with aspects of the grammar of the language Makasae of Timor-Leste, more precisely its phonology, morphosyntax and syntax. The first chapter presents the theoretical and methodological aspects that guided the production of this research, the data collection procedure and fieldwork practice. The second chapter describes the Makasae people, contextualizing the linguistic situation of Timor-Leste and pointing, within an Ecolinguistic approach, aspects related to the people, their territory and language. The third chapter is dedicated to the study of characteristics of the phonology of the Makasae language, identifying the sounds segments and its phonemic status. The fourth chapter describes some aspects of the morphossintax of the language Makasae, addressing a study of the following topics: name, pronouns, verbs and adverbs. The fifth and final chapter deals with the description of the syntactic structure, studying the order of the constituints, analyzing the syntactic arguments, copular constructions and types of clauses. At the end of this chapter is presented a brief analyzis on topic and focus within textual structure of the language Makasae.

Abstract:
The intraseasonal variability (ISV; 20-90 days) in Makassar Strait, the primary pathway for Pacific water flow into the Indian Ocean and a waveguide for transmitting subinertial energy from the tropical Indian Ocean to Indonesian seas, is investigated, using the 2004-2006 International Nusantara Stratification and Transport (INSTANT) observations. The INSTANT current and temperature timeseries in the Labani Channel, a narrow constriction in Makassar Strait, are used to identify the ISV. Additionally, insitu current measurements along with satellite-derived wind and sea level anomaly data in the region are employed to track the transmission of ISV from their likely origin. We find that the Makassar Strait ISV can be classified as locally or remotely forced features. Local winds and shear flow instability-generated eddies within Makassar Strait control the locally forced ISV component, while the remotely forced part is linked to equatorial Indian Ocean Kelvin waves and Sulawesi Sea eddies. The oceanic response to the local wind stress varying at periods of 45-90 days, with 60-day oscillation showing the strongest coherence, is constrained to along-strait flow primarily within the upper 50 m of the water column. At depths greater than 50 m, we observe that the 20-40 day variability reflects locally generated eddy signatures, while the 60-90 day variability agrees with remotely forced Kelvin wave characteristics. Moreover the Sulawesi Sea ISV, signifying eddy signatures, and along-strait flow across the Makassar Strait pycnocline of 50-450 m display significant coherence at periods of 45-90 days. The observed 60-90 day variability at depths of 100-450 m, coinciding with weaker Makassar Strait throughflow, exhibits Kelvin wave signatures including vertical energy propagation, energy equipartition, non-dispersive relationship and semi-geostrophic balance. Current meters at 750 m and 1500 m further provide evidence that the vertical structure of the Kelvin waves resembles that of a second baroclinic mode. We propose that the intraseasonal Kelvin waves emanate from the tropical Indian Ocean as wind-forced equatorial Kelvin waves and propagate along a waveguide which extends from the southwestern coasts of the Indonesian archipelago to Makassar Strait, via Lombok Strait. From Lombok Strait to Makassar Strait, the Kelvin waves navigate along the 100-m isobath. The intraseasonal Kelvin waves induce increased vertical shear of the along-strait flow across the pycnocline, which potentially leads to instability with a vertical mixing rate of 1-5x 10^-5 m^2s. Moreover the intraseasonal Kelvin waves also force the ITF transport anomalies in Makassar Strait. The 20-40 day variability is most evident in the across-strait flow, and in the across-strait gradient of the along-strait flow as well as in the vertical displacements of isotherms observed at depths of 100-300 m. The flow fields at 20-40 days are approximated by a vortex velocity structure, and the corresponding isotherm displacements signify potential vorticity conservation. We propose that southward-advected eddies, generated in the northern Makassar Strait at latitudes of 0.5-2S due to background flow instability, likely explain the 20-40 day variability observed in the Labani Channel.

This thesis explores Makassar adolescents’ daily English uses in and outside of the school. I begin this study with the premise that teenagers have engaged with and used English not only in formal contexts but also in casual ones. The purpose of this study was to ascertain how adolescents use English in their daily lives, both in and outside of school, and to glean further information on their overall understanding of English and its practises. To answer this aims, I used qualitative approach within the ethnographic tradition based on the New Literacy Studies lens and variety of data collection tools such as home and school observations, semi structured interviews and artefact collections. Additionally, to gather more accurate data, I also ask my participants to complete weekly literacy diaries and reflective journals. The analysis process included coding transcripts, documents/artefacts, and field notes related to literacy events, identifying themes, patterns, and analytical categories within the coded data, and analysing visual data. As one of the few ethnographic studies of everyday literacy in English as a foreign language from a social perspective, this study sheds light on the multifaceted character of Makassar adolescents' everyday literacy practises in English. In contrast to conventional views of home and school as mutually exclusive domains, the empirical findings emphasise the tension between school-based and everyday uses of English and essentially present a view of young people's English literacy as a complex configuration of practises that cannot be easily separated into distinct school and home practises. Significantly, the findings suggest that young people's textually sophisticated and interest-driven everyday engagements with English provide them with access to new online community worldwide in which they can express their social and cultural alignments, reaffirm their in-group membership, and enact their identities. The thesis makes the case for rethinking English as a powerful youth resource that can be creatively and purposefully used by young people in their everyday literacy practises to meet their highly personal needs and goals. In other words, as a readily available means of self expression, meaning-making, and communication in socially meaningful ways, all of which are inextricably linked to complex processes of identity work. This perspective may result in a rethinking of English language instruction in Makassar and throughout Indonesia, including a greater emphasis on learners' individual ways with English.

The People's Republic of China is developing a sophisticated Anti-Access/Area-Denial operational concept utilising a variety of defensive military capabilities, entwined with offensive components. The United States, Japan and other Asia-Pacific countries remain sceptical about China's defensive rationale for developing this operational concept because it threatens to undermine Asia-Pacific security. Specifically, the threat posed by China's military modernisation to the security of Japan may force the Japanese Government to adopt a more self-reliant defence posture. However, there are a variety of factors that complicate Japan's perception of China and restrict the number of feasible response options open to the Japanese Government. As such, this sub-thesis will examine the nature of China's Anti-Access/Area-Denial operational concept in addition to the factors complicating Japan's response and finally the ways that Japan may respond to the rising power of China.

Abstract:
The question of what significance ethnographic museum collections might hold for source communities in the current era, particularly when collections sit on the edge of living memory, is explored in this thesis through a case-study of the Baguia Collection and its virtual return to the Makasae people of Baguia Sub-district, Timor-Leste, in 2014. The Baguia Collection was acquired by Dr Alfred Bühler on behalf of the Museum der Kulturen Basel, Switzerland, in 1935 using salvage ethnology methodologies. This diasporic collection now exists in Switzerland as a record of Bühler's accomplishments and of Swiss ethnographic history, and as a time capsule of Makasae heritage. This research explores an initial phase of engagement between the residents of Baguia and the Baguia Collection. Makasae responses to this Collection, which consists of 691 material culture objects and over 300 historical photos, raise issues pertinent to contemporary museology practice as it seeks to identify appropriate relational processes in collaborating with source communities. The research findings support proposals for the flexible, pro-technological access and digital return of museum collections to source communities, yet considers the inherent limitations and complexities in this methodology as well. I argue that the Baguia Collection has shared heritage values and that digital access arrangements will enhance the restitution of cultural knowledge and its subsequent inter-generational transmission in Baguia while also providing the Museum der Kulturen Basel with more updated and relevant information about the Collection. My project demonstrates that access to digital images of the Collection has enabled residents of Baguia to assert their cultural authority over the Collection, and that with further digital access they would activate the Collection to meet their own development agendas. By animating the Collection through 'acts of transfer' the Baguia community illustrated the potential for the Collection to become a source of metacultural production that reinvigorates contemporary Makasae identity and develops Makasae social and cultural capital, while ultimately enhancing their capacity to aspire.
