Esta investigação tem como objeto o estudo do gerenciamento dos mercados turísticos urbanos periféricos e as práticas que os compõe, tendo como estudo de caso a cidade de Porto Alegre. Foram utilizados os pressupostos metodológicos da Dialética Histórico-Estrutural, na triangulação entre o mercado global, produto turístico e sujeito turístico. Busca-se o entendimento e análise através da releitura das categorias de destino turístico periférico, produto turístico, marketing turístico, competitividade sustentável e sujeito turístico. O componente principal deste projeto é a análise das práticas do mercado turístico de Porto Alegre frente aos desafios e tendências de um mercado globalizado.

This research analyzes relations between Tourism, Subject and Work from the perspective of the gardeners of the Porto Alegre Botanical Garden. The research investigates the worker's position relating to tourism, and the botanical gardens as places of opportunity for leisure. The concept of work in this study is the same concept of the theory of Psychodynamics Of Work, dejourian approach.The concepts of the French Discourse Analysis of Pêcheux are the methodological support of research. The construction of the analysis was done by extraction of discursive sequences from interviews and notes in field diary. The survey results identified and located the discrepancy between prescribed work and real work of the gardeners. The concept of the Discursive Formation showed alliances and confrontations in rearrangements of Work Organization articulated by these workers. The relationship between the visitor, tourist citizen, and the gardener worker shows up significantly because it is based on the recognition of the originality and usefulness of the gardener's work, condition for pleasure at work and mental health of the worker.

Resumo: Esta tese aborda as relações estabelecidas entre negros e brancos em Porto Alegre entre 1884 e 1918. Os momentos finais da escravidão no Rio Grande do Sul, mais particularmente a conjuntura emancipacionista da primeira metade da década de 1880 constitui o ponto de partida. Este período foi marcado pela preocupação acerca do destino dos libertos, pelo debate acerca da concessão de direitos civis àqueles que, até então, eram não-cidadãos, pela incidência de diversas medidas de controle social sobre os trabalhadores e pela busca de soluções para a suposta "ausência de mão de obra" gerada pelo cada vez mais elevado número de alforrias, problemas que deveriam ser resolvidos através da importação de trabalhadores europeus. Pelas três décadas posteriores à Lei Áurea, este estudo se volta para uma das principais e inevitáveis consequências da política de imigração em um país marcado pela escravidão: a proximidade e a coexistência entre trabalhadores com variados tons epidérmicos e diversas origens étnicas e raciais. Buscou-se identificar os significados atribuídos à raça ¿ implícitos ou explícitos, fosse por meio da cor, da nacionalidade ou de certas "qualidades" e "origens" distintivas, e até mesmo através de certos silêncios ¿ envolvidos nessas relações, tendo como palco a capital do Rio Grande do Sul. Ainda que se tenha prestado atenção às interações entre sujeitos provenientes dos mais diversos círculos sociais, bem como às políticas civilizatórias, modernizantes e seus desdobramentos sociais, este estudo buscou identificar as condições de trabalho, de moradia e de lazer que tornavam possíveis e condicionavam a proximidade, a coexistência e as interações entre trabalhadores pobres. Neste sentido, pretendeu-se escrever uma história social do racismo entre as classes subalternas
Abstract: This thesis addresses the relationships established between blacks and whites from 1884 to 1918. Its starting point is the final moments of slavery in the state of Rio Grande do Sul, especially the emancipation environment of the first half of the 1880s. This period was characterized by concerns about the freedmen¿s future, by the debate on the concession of civil rights to those that were non-citizens up until that moment, by the incidence of several social control mechanisms among workers, and by the search for solutions for the supposed "lack of manpower" generated by the increasing number of manumissions, a problem that would likely be solved by importing European workers. Going through the three decades following Lei Áurea [Golden Law], this study focuses on one of the main, inevitable consequences of immigration policies in a country marked by slavery: the proximity and coexistence among workers with varied epidermal tones and several ethnic and racial origins. It tried to identify the implicit or explicit meanings attributed to race¿whether through color, nationality, certain distinguished "qualities" or origins", or even certain silences¿involved in these relationships, having the capital of the state of Rio Grande do Sul, Porto Alegre, as the main stage. Even though we paid attention to the interactions between subjects from the most diverse social circles, as well as to civilizing, modernizing policies and their social consequences, this study aimed at identifying labor, housing and leisure conditions that enabled and conditioned the proximity, coexistence and interactions between poor workers. Thus, we intended to write a social history of racism among lower classes

Full textThe rapid growth of online on demand ride services, also known as ridesourcing services, caused a disruptive effect on the transportation sector. For being a recent utility, there are still few studies attempting to understand the effect of ridesourcing in travel patterns and it´s complementary or competitive relationship with other modes of transportation, especially in the Brazilian context or other developing countries. The impact on public transport stands out for being among those which have most worried experts and researchers, since it is the primary mode used by the general public and has an important role in making cities more sustainable and equitable. Bus public transportation in Brazil has been losing users over the past few decades and ridesourcing is being seen as a potential aggravator of this trend. This study sought to explore ridesourcing and its relation with public transport in the Brazilian context through a case study in the city of Porto Alegre. From a survey applied to 408 ridesourcing users, evidences of user characteristics, their patterns of travel choice and possible long-term trends were found. From an origin and destination dataset of a ridesourcing application that operates in the capital city, the potential for replacing ridesourcing trips by the bus public system and the relation between these modes’ travel times were calculated This origin and destination dataset also contributed to the general characterization of trips and the initial investigation of correlations between trip generation and attraction with territorial characteristics. The results show many similarities with foreign studies for user and travel characteristics, with the exception of modal choice motivations. There is evidence that the modal shifts generated by ridesourcing are detrimental from an environmental point of view and that the character of ridesourcing is simultaneously competitive and complementary to public transportation. Considering criteria of accessibility only, about 44% of ridesourcing of the city could be replaced by the bus system, but they would take on average almost three times as long if carried out by bus. The research has identified also a potential trend for reduction of vehicle ownership due ridesourcing and a positive linear correlation between trip generation and attraction with the amount of services and retail locations.

Full textAlthough the international migration has acquired space and prominence in the international and national political agenda, the performance of Brazilian government regarding this issue is still restricted. In the last decades, millions of people, from different origins, races, ethnicities and genders, have found in the displacement the alternative to free themselves from contexts of vulnerability, a path that has been facilitated by a global scenario of technological advances. As well as the migratory profile has diversified due to the intensification of globalization, the flows and directions also changed, no longer responding to a pattern of South-North displacement. In recent years, countries from the South of the globe, such as Brazil, acquired prominence also as a migratory destination. This position was mainly due to the increasing flow of Haitian migrants to the country in 2010, driven by the earthquake that hit Haiti that year and attracted by the phase of prosperity and economic growth that Brazil was experiencing at that time. However, despite the prominence that the issue of migration was already acquiring in the political agenda, this question remained – and still remains – precarious in Brazil. In addition to a historically selective migration policy, focused on national security, the country was built on an ethnic, cultural and racial hierarchical structure in which black people and migrants have occupied a marginal social role. Therefore, this migratory flow has aroused discomfort among the Brazilian population, bearing in mind the differences that are reaffirmed in this interaction, generating a scenario of resistance to the integration of these immigrants. These barriers are intensified when we intersect to race and culture the question of gender, given that the migration of Haitian women to Brazil has been significant and the relationship between men and women in the country is extremely uneven. In this sense, considering the marginalization to which these women are subject, this research focuses their reflection on the migratory reality experienced by them. This is because, even if they are susceptible to multiple situations of oppression, there is no national agenda in Brazil that establishes public policy guidelines specifically targeted to the migrant population and, neither, to the migrant women. Thus, the performance of social actors and individuals has been essential to overcome contexts of vulnerability fostered by the weak performance of the public authority and to pressure the state action on the issue of migration. In this way, in order to understand how the articulation of these actors occurs and, more than that, identify which associations have transformed these migratory realities, this ethnographic research interrelates the field of Public Policies to the perspective of Anthropology and Sociology of Associations. Immersed in the daily lives of Haitian immigrants living in Esperança Cordeiro, in Porto Alegre, this research sought to trace the associations between actors that are established in this interaction and I could realize that many mediators are hidden in this process, because they are not noticeably institutionalized and political.

Full textThis dissertation has for objective to analyze the factors that determined the historical peculiarity of the kidnapping of Uruguayans, in November 1978, in Porto Alegre city in mark of repressive connection between Brazil and Uruguay under coverage of Operation Condor. This analyze is divided into three chapters. The first chapter analyzes the context of the South Cone of Latin American in the 1960s and 1970s, when the deployment of civil-militaries dictatorships of National Security, as well as the beginning of the repressive connection from of the coup of State in Brazil. The formalization of Condor Operation, in 1975, qualify resize and up that experience for regional collaboration, reality until so, country by country. Even at this first time, identify and evaluate the main features of operating as well as performance Uruguay and Brazil within that framework. The second chapter specifically the kidnapping of Uruguayans in Porto Alegre, since its planning in Uruguay until its execution in the state capital. It analyzes the attempt to organize a relative Uruguayan resistance in Rio Grande do Sul, in the final 1970s, theirs links with the Brazilian opposition and, consequently, the repressive actions joint of the DOPS / RS and Compañia de Contrainformaciones. These repressive structures were the face of regional TDE against Lilián, Universindo, Camilo and Francesca. Also in Chapter 2, point out and dissect the so-called diversionary hoaxes created to confuse public opinion, to manipulate the information and to make impossible the investigation and accountability of officers and officials authority involved in the kidnapping. Finally, the third chapter analyzes the implications of the kidnapping in Porto Alegre and bring out the crucial highlight of the press, of the OAB-RS, of the Legislature and of theMJDH, generating an unprecedented climate, until then, of offensive of democratic sectors join to public opinion and against the repressive politics of silence or misrepresentation of dictatorships involved. The chapter covers, finally, the moment of accountability of the Brazilian State face a crime against humanity.

Full textThis study intends to analyze the representations and practices of a religious zen budist group, related to the Japanese zen master, Moriyama Roshi, in the so called community “Associação Via Zen”. As we intended to study the lodging and the reception of budism in Brazil through a group of practitioners without ethnic connections with the original countries of this religion, and their encounter with an original master of this tradition, we intended to show the negotiation processes through which its teaching is assimilated. By means of interviews and ethnographic data, we see that not always, or not necessarily, the assimilation of this teaching is done within the understanding framework of the category “religion”. As a category that comprises religion, many practitioners see themselves as following a spiritual path. This route reflects a modern tendency of the subjects to chose from a pattern distinguished by autonomy and reflexivity. This data, projected upon the issue of the formation of a budist identity in the Brazilian religious field, opens up to inquirying that budism, beyong religion, can also be resignified in terms of a spiritual path or a philosophy of life, among other terms.

The work entitled ´Juridical Relation between Travel Agencies and Tourists-consumers - Problems and Conflicts in Porto Alegre/RS` concerns the juridical relations between travel agencies (provider of tourism services) and tourists (consumer). This study begins with an evolutionary synthesis of tourism-related laws, giving greater importance to those regarding travel agencies and to the ones applicable in the current legal system. Next, it examines the Juridical Relations and Tourism, in two sections. The first refers to the parties involved in this relation, that is, the travel agency and the tourist. The second studies the juridical relation between travel agencies and tourists, its characteristics and consequences, in general aspects of contracts, electronic contracts and accessory obligations. After this theoretical study, a field research was conducted in the Central Civil Court of Porto Alegre. This research allowed a general description of lawsuits including travel agencies as one of the parties, to then establish which disputes include travel agencies and tourists-consumers. With this study it was possible to analyze the existing problems in this relation and also to develop measures to minimize these conflicts.

This dissertation presents a study about the social and cultural process of tourism in an island called Ilha da Pintada (Porto Alegre/RS/Brazil). Contrary to what the word island could suggest, this is not an isolated place, but a borough of Rio Grande do Sul s capital, Porto Alegre. Tourism appears as a transformation agent in the community, which receives tourists on Sundays to have a traditional dish made of fish for lunch (peixe na taquara). Besides that, since the 70´s many seasonal residences were built on the island and around its area. This touristic flow, understood respectively as day tourist and second home tourists, is analyzed from the point of view of the Ilha da Pintada´s inhabitants. In other words, this study airs the residents point of view about the tourists. This study uses the ethnographic method to collect data and also photography. In order to understand the social and cultural process of tourism in host communities, a theoretical review about the theme was made. The understanding of popular-traditional culture was based on García Canclini´s studies and his concept of ´hybrid cultures`. This work identifies, through the residents´ narratives, the transformations that modernization brought to the place, such as urban development and changes in the work dimension that coexist with traditional activities such as fishing and handmade products, the latter having a significant increase in its production. The work relates those facts with tourism, understanding this phenomenon as an integrate part of the modern world transformations, and not as an isolated process.

Full textThis research is a study about biographic account and social path and the audio ethnography technique regarging the study of inhabitants' everyday life memory in the Bairro Navegantes territory, Porto Alegre, Brazil. The interpretation of dealing methods of the local with the transformations produced in the area's landscapte throughout the last decades is the starting point of this study. Through the ethnographic research of the forms of work, occupation acts, and sociabilities from Porto Alegre's neighborhoods of São Geraldo's and Navegantes' inhabitants - and their ways of accouting the transformation in the inner area of Quarto Distrito - , this research aims at understanding the place memory duration phenomenon integrating the ways these subjects experienced the city of Porto Alegre. Moreover, it aims at contemplating the tensions, the differences of worldview, and lifestyles of the diverse actors of the ethnographic social scene, relating them to distinct social practice in the studied area as interpretative key to possible accomodation for the space-time transformation of the place by its inhabitants.

Resumo: Esta dissertação estuda a produção fotográfica da Exposição do Centenário Farroupilha realizada em Porto Alegre durante as comemorações do primeiro centenário da Revolução Farroupilha de 1835. Distribuída em catálogos, álbuns, relatórios, cartões-postais e na imprensa tal produção teceu uma narrativa visual para ser consumida durante e após a realização do evento. No intuito de dinamizar a análise das imagens nessas fontes, foram construídas séries fotográficas que levaram em conta os seus aspectos temáticos, bem como as opções formais usadas pelos fotógrafos na sua produção. Entre os temas recorrentes das fotografias estiveram: a arquitetura monumental dos pavilhões, as solenidades e personalidades políticas, os stands e as vistas do complexo expositivo. Essa identificação temática ajudou na elaboração de "padrões" visuais que estiveram diretamente relacionados à propaganda econômica e política do Rio Grande do Sul e à manutenção da imagem de seus governantes, principalmente do governador Flores da Cunha. Não obstante, combinando a análise das séries com as narrativas visuais de alguns catálogos e relatórios é possível apontar o uso da fotografia como elemento capaz de patrimonializar o evento e, por conseguinte, agir como construtor de sua memória
Abstract: This work aims to study the photographical production of the Farroupilha Centennial Exhibit held in Porto Alegre as a celebration of the 100th anniversary of the 1835 Farroupilha Revolution. Organized in catalogs, albums, reports, postcards and press material, the whole photographic production served as material to be utilized not even during the event but afterwards as a way to promote the city and the state. Photographical series were constructed around specific themes and the formal options made by the photographers themselves as a way to make the analysis of the photos more dynamic. Among the recurring themes were the monumental architecture of the pavilions, political personalities, the stands, and the views of the exhibit. This thematic identification helped on the elaboration of visual 'patterns' that were intrinsically related to economic and political propaganda in Rio Grande do Sul. Resumo: A presente tese de doutorado propõe a análise dos romances que configuram o chamado "Ciclo de Porto Alegre" em que Érico Veríssimo enfoca as relações sociais no Rio Grande pós-1945. Assim, a pretensão é a de analisar nos sete livros que compõem tal ciclo a herança da tradição patriarcal e os resquícios do iberismo na vida daqueles que apesar de terem pertencido à oligarquia gaúcha, tentam encontrar um novo espaço na sociedade que se urbaniza e se despersonaliza com a revolução burguesa brasileira
Abstract: The present thesis offers the analysis of the novels that shape the known "Ciclo de Porto Alegre" (Porto Alegre cycle) on which Érico Veríssimo focuses the social relations in Rio Grande post-1945. Thus, the intention is to analyze on the seven books that compose such cycle the inheritance of patriarchal tradition and the remains of Iberianism on the lives of those who, despite of been part of the Gaúcha oligarchy, have been trying to occupy a new space in the urbanized society that depersonalizes with the bourgeois revolution

Full textThe African-brazilian religions, a relevant symbolic system to enrich the cultural diversity of Brazil, is consolidated in prestigious research universe in social anthropology. The purpose of this dissertation will be about the outlook of these religious forms in the state of Rio Grande do Sul (Brazil) based on the promotion of dialogue between the academic and indigenous knowledge. Aiming at this, we used relevant literature to this religiosity in Rio Grande do Sul, highlighting key aspects, and the systematization of results of ethnography based on field experience, especially in the city of Porto Alegre (RS). The scripture, from texts, images and text boxes, was prepared to collaborate in the valuation of dialogism. Throughout the research visualized conceptual limits in the apprehension of african-brazilian religious phenomenon from delimiting an ideal typology, something present in several academic papers, motivating the adoption of the concept of polytheism to reflect on the complex of religious forms that compose african-religious field , called by practitioners the term “religião” . To relativize the ideal typology, we see the possibility of expanding the symmetrization between indigenous and academic knowledge .

Full textThis thesis presents and analyses the views of the main foreign policy think tanks in the United States of America on Brazil’s international performance between 2003 and 2016. In particular, it identifies how these institutes portrayed Brazil’s position in the global order during that period. The first fifteen years of the 21st century were marked by changes in the global distribution of power. Besides the Chinese and Russian prominence, the creation of new international forums and the erosion in America’s legitimacy as the leader of the international order, middle powers sought greater independence. With the critical stance towards the costs of globalization in the end of Fernando Henrique Cardoso’s administration, the architecting of a foreign policy focused in greater diversification and international autonomy during the Lula da Silva years and the follow-up of this approach – although at lower levels of activism – during Dilma’s government, Brazil had its global profile heightened and was recognized as one of such middle powers. This cycle in Brazil’s foreign policy prompted a series of political initiatives to try and comprehend this new reality, as well as to propose policy accordingly. Adhering to the Constructivist principle in International Relations that the national interest is a social construct, this thesis aims to identify and analyse what were the strategic concepts brought by one of the main centers of creation, reproduction and diffusion of ideas that model the public debate and influence the public policy-making in the United States: the think tank. The results of the content analysis of 326 documents show that the international performance of Brazil in the 2003-2016 period, combined with domestic elements of political and economic stability, defined the country as an essential regional player and an international one on the rise. However, no consensus was found regarding the containment or international socialization of Brazil in the global order as a resulting policy. As opposed to what the think tank literature may suggest, divisions were not found on political lines. Both liberal and conservative institutes advocated for the containment or socialization strategies.
