Full textThis doctoral dissertation deals with the Supreme Court’s edict of 1954 brown v. Board of education of Topeka, requiring school desegregation. If several school districts rapidly complied with that decision, the white citizens of prince Edward County, Virginia were not so obliging. For a decade they challenged the federal judiciary and refused to countenance even token desegregation. When the policy of massive resistance established by the authorities was declared unconstitutional, they refused to finance public schools in 1959 and established a private academy for white students. For four years there was not formal education for blacks in the county, and when the public schools were reopened in 1964, their enrollment was almost black. Segregation was maintained by developing a new version of the dual school system even though this arrangement was widely criticized. Today the school district is still predominantly black

Full textThe Unit Commitment Problem (UCP) is a mathematical programming problem where a set of power plants needs to be scheduled to satisfy energy demand and other system-wide constraints. It has been employed for decades to support short-term operational planning of power plants. In this work we tackle the problem of solving large-scale linear UCPs to perform accurate medium-term power systems simulations, with the additional requirements of employing conventional computing power, such as personal computers, and a solution time of a few hours. The problem, under such conditions, is routinely faced by our industry partner, the Energy Systems Development department at RSE S.p.A. (Ricerche Sistema Energetico), a major industrial research centre on power systems in Italy. The direct optimization of these formulations via general-purpose solvers is impractical. While good heuristic solutions, that is with an optimality gap below 10%, can be found for large-scale UCPs in affordable time, more accurate solutions, for example with a gap below 1%, are sought to improve the reliability of the simulations and help domain experts, who may not be familiar with the details of mathematical programming methods, to better support their analysis. Among the ideas we explored, the following methods are the most promising: a matheuristic to efficiently compute good solutions and two exact bounding methods: column generation and Benders decomposition. These methods decompose the problem by decoupling the commitment of thermal plants, represented by discrete variables, and their level of production, represented by continuous variables. Our experiments proved that the model posses inherent properties as degeneracy and objective flatness which hinder or prevent convergence in state-of-the-art solvers. On the other hand, the methods we devised, by effectively exploiting structural properties of the model, allow to reach quasi-optimal solutions within a few iterations on most instances.

Full textThe concept of Good and Evil is a concept used in the United States since the country's independence. However, the use of this concept has taken a new dimension with the development and transformation of conservatism in the first half of the nineteenth century, which accelerated in the last decades of the twentieth century. The Cultural Revolution in America after the Second World War and the fight against the Soviet empire considered as an "evil" by U. S. Officials in particular Ronald Reagan attended the rightward of the American public opinion and the triumph of conservatism. This concept subject to different interpretations is now a source of violent clashes at the state level with huge consequences on international relations. The Islamist fundamentalist and evangelical movements continue to use this concept to impose their political-religious world. Hence the development of terrorism. For theorists neoconservatives, the best answer to the question of terrorism following the attacks of September 11, 2001 is that the U. S. Face their imperial role by using the most hard power. The attacks of September 11 were in their view, the result of partial renunciation hegemonic spirit. From the conservative Ronald Reagan to the religious George W. Bush, the neo-conservatives, these former liberals from the left, converted to conservatism hardcore, obsessed by the notion of power worked behind the scenes to develop a theory and philosophy on the role of America in international relations, its traditional values and national identity. Indeed, since the defeat in Vietnam, Washington had suffered a series of military setbacks, but also policies that the Soviet Union had benefited. Add to this the economic, cultural, and social. These followers of Leo Strauss, who sang the praises of Roosevelt or Truman, and which were marked by these events, have become apostles of imperialism and a new messianism in order to defend the interests and American leadership. For years, American power has been used officially in the service of oppressed peoples in the UN framework, and defensively, but with Bush Jr. Administration has seen a crusade against the "axis of evil" with implementation of preventive war, regarded by the neo-conservatives as a theory based on correct arguments. Operation Iraqi Freedom was conducted, not by philosophical principles that dictate the doctrine of just war, but in the name of the fittest. Where the goal was probably to practice the idealistic vision, Manichean neo-conservatives and control of strategic positions. Its application is a milestone in international relationsThe return of the Democratic Party administration with Barack Obama, which symbolizes openness and hope in the U. S. And the world obscures much beyond its pragmatism, the idea that the U. S. Perception, Evil is everywhere and is watching the United States. Hence the need to use force if necessary to protect the borders and vital American interests

The Economist has established itself as a journal which aims to reinforce the elite's influence on decision-making in economics, politics and culture in the world. The weekly magazine frequently proclaims its objectivity and its independence as well as its international appeal; nevertheless, the alert reader perceives The Economist as a magazine which is not so different from the others in that it defends its own cause, advocates its own doctrine and promotes its chosen propaganda.This thesis tries to analyze the image of a political figure, the British Prime Minister Tony Blair, and to focus on his European policies and Anglo-American relations through the study of The Economist between May 1997 and May 2005. The methodology of critical discourse analysis will help to demonstrate the partiality of The Economist, which vehicles neoliberal ideas, thus fulfilling readers' expectations while defending its own vision of the world

A tese intitulada “O bem e o mal na encruzilhada do sertão: o dobrar-se e desdobrar-se da unidade em Grande sertão: veredas” tem como objetivo refletir sobre os diversos modos pelos quais o bem e o mal se manifestam na referida obra de Guimarães Rosa (1908-1967). Como ponto de partida para a interpretação do tema em Rosa, partimos de algumas considerações elaboradas por Schelling (1775-1854), tentando encontrar afinidades e particularidades no romance em relação a este filósofo. Estórias, personagens e os significativos episódios do pacto com o diabo e do duelo final no Tamanduá Tão demandam atenção especial na reflexão sobre a problemática do bem e do mal na obra de Rosa. Através deste diálogo com Schelling percebemos que a obra de Rosa nos permitiu identificar vários desdobramentos do bem e do mal. Contudo, notamos também que tais desdobramentos resguardam uma unidade essencial originária entre o bem e o mal da qual são devedores.
The thesis entitled "Good and evil at the crossroads of the hinterland: the fold and unfold of the unit in Grande sertão: veredas" aims to reflect on the various ways in which good and evil are manifested in that work of Guimarães Rosa (1908-1967). As a starting point for interpreting the theme in Rosa, we begin with some considerations elaborated by Schelling (1775-1854), trying to find common characteristics in the novel in relation to this philosopher. Stories, characters and significant episodes of the pact with the devil and the final duel in "Tamanduá Tão " require special attention in reflection on issues of good and evil in the work of Rosa. Through this dialogue with Schelling we realized that the work of Rosa allowed us to identify several consequences of good and evi. However, we also note that such consequences maintain an essential unity between good and evil, to which they are indebted.

Purpose/Aim: To evaluate the quality of medical journalism in DN and UNT according to the theories of accountability and responsibility in the media.
Material/Methods: The materials and methods used in this thesis are 14 articles from DN and 14 articles from UNT that have been analyzed according to the criterion set forth by Media Doctors, an Australian media accountability system.
Main Results: The results showed that DN scored an average of 57% “satisfactory” and UNT scored an average of 52% “satisfactory” of Media Doctors rating scale. Strengths were an educational tone and an insightful review of the newest findings in the scientific community. Weaknesses were poor transparency and a tendency to neglect full disclosure of the scientific findings and sources. Focus was also show to be on research and not on information for potential patients. Media Doctor was also shown to be a well formatted media accountability system which gave insights to the broad uses of such systems.

Full textMany numerical problems require some very accurate computations. Examples can be found in the field ofdynamical systems, like the long-term stability of the solar system or the long-term iteration of the Lorenz attractor thatis one of the first models used for meteorological predictions. We are also interested in ill-posed semi-definite positiveoptimization problems that appear in quantum chemistry or quantum information.In order to tackle these problems using computers, every basic arithmetic operation (addition, multiplication,division, square root) requires more precision than the ones offered by common processors (binary32 and binary64).There exist multiple-precision libraries that allow the manipulation of very high precision numbers, but their generality(they are able to handle numbers with millions of digits) is quite a heavy alternative when high performance is needed.The major objective of this thesis was to design and develop a new arithmetic library that offers sufficient precision, isfast and also certified. We offer accuracy up to a few tens of digits (a few hundred bits) on both common CPU processorsand on highly parallel architectures, such as graphical cards (GPUs). We ensure the results obtained by providing thealgorithms with correctness and error bound proofs

Full textIn this work we compute the Euler class of an umbilic foliation on a manifold with suitable curvature form. We combine the Hopf-Milnor theorem and the Euler number of a foliation, defined by Connes, in order to show how the geometry of the foliation influences the topology of the foliated space as well as the topology of the foliation. Besides, we exhibit a list of topological invariants for unit vector fields on closed Euclidean hypersurfaces, and show how these invariants may be employed as obstructions to certain foliations with prescribed geometry.

Full textProcedural generation is a powerful tool for creating a large set of game worlds without having to design each one individually. With the proper implementation, this can allow an almost unlimited amount of unique game worlds using far less resource and time. Our task is to create the game logic and game map generation for a game that will be entered as a contestant in Swedish Game Awards, the biggest competition for game development in the Nordic Countries. We will be working in parallel with a separate group who will be implementing the networking side of the application, where the goal is to have a server where two players can play against each other from separate end systems. As the deadline for the competition approaches, we will then combine the two projects to a finished product. The game we are creating is a chess-influenced game that takes place in a 3D world. Two players will have access to different types of units that can be purchased by the in game resource known as credits, and the main objective is to defeat the enemy king. One game session continues until either of the two kings is defeated, or one of the players surrender.

Full textBaltimore is part of the big American metropolises committed in a race for sustainable development. Traditionally a democratic stronghold, with a majority of city dwellers who are poor Afro-Americans, and harshly battered by the industrial crisis and the economic recession, Baltimore City is the perfect laboratory for urban planning projects experimenting sustainable development. Furthermore, with regard to its economic and demographic characteristics and the importance of segregation in the city, the social dimension of sustainable development and the issue of environmental justice are at stake. Since 2000, the Mayor and the City Council initiated two ambitious projects integrating the various aspects of sustainable development (« sustainability », « livability » and « smart growth »), which are all belonging to « green politics ». These efforts are focused on East Baltimore and West Baltimore, two huge ghettos surrounding the financial district in the downtown area. The core of our analysis concerns two projects of green politics (the rehabilitation of a part of the East Baltimore ghetto through the Grand Piano; the Red Line, a train connecting the ghettos, some industrial wastelands and the Central Business District). Through these examples, we will put under study the types of urban governance and urban regimes at work, and the role played by the different stakeholders (« anchor institutions », philanthropic foundations, public actors and neighborhood associations). New forms of citizenship may appear with unheard modes of participation to sustainable urban planning. Sustainable development may be an opportunity to improve the living conditions in the ghetto and fight against poverty and social and environmental injustices. The seamy side of the story may be a racialization of sustainable development nourishing gentrification, creating new forms of segregation and bringing about the death of the ghettos

In a second work, our goal was to identify factors associated with the occurrence of cardiopulmonary arrest (CA) in a population of adult patients treated for convulsive status epilepticus (CSE). Material and Methods: In the first work, we performed a retrospective analysis (2011-2015) of all consecutive patients from the Paris Sudden Death Expertise Centre registry (SDEC) to identify patients with OHCA-NC. We described the early diagnostic check-up performed to identify the cause of OHCA-NC. Logistic multivariate regression was performed to identify factors between iCAG and OHCA-NC patients’ characteristics. Sensitivity analysis was carried out after multiple imputation for missing data by means of chained equations. In the second work, we collected data from consecutive patients admitted to the seventeen participating university or university affiliated intensive care units for management of successfully resuscitated (CSE-CA) complicating the initial management of CSE (2000-2015). Patients were compared with 235 controls without OHCA identified in the Centre Hospitalier de Versailles single-center registry of CSE patients (2005-2013). To identify association between factors related to CSE and CSE-CA occurrence, we first compared the cases and unmatched controls using multivariate regression. Then, sensitivity analysis was performed using a propensity score approach based on 1:1 pair matching when estimating the association between CSE and CSE-CA. Moreover, additional analyses were carried out after multiple imputation for missing data by means of chained equations. Results: In the first work, we identified 247 patients with OHCA-NC, in a population of 3542 patients initially successfully resuscitated from an out-of-hospital OHCA, corresponding to 7% of cases. While a brain Computed Tomography (CT) scan was performed in a total of 84% of cases, allowing to identify a neurovascular cause in 47% of patients, iCAG was performed in 23% of patients. We found iCAG statistically associated with the presence of an ST segment elevation during the first electrocardiographic recording (OR, 5.94; 95%CI, 2.14-18.28; P=0.0009). Eight patients received anticoagulant and / or antiplatelet therapy. In the second work, we reported 49 patients with CSE-CA, in a population of 4438 patients hospitalized in intensive care unit for CSE, corresponding to 1.1% of the cases. By multivariate analysis, having at least one comorbidity among cardiac, respiratory, and neurologic (other than epilepsy) was negatively associated with the occurrence of CSE-CA (OR, 0.28; 95%CI, 0.10-0.80, P=0.02), while pulse oximetry less than 97% on scene (OR, 2.66; 95%CI, 1.03-7.26, P=0.04), drug poisoning as the cause of CSE (OR, 4.13; 95%CI, 1.27-13.53, P=0.02), and complications during early management (OR, 11.98; 95%CI, 4.67-34.69, P<0.0001) were positively associated with the occurrence of this complication. Conclusion: These factors underline the importance of a better knowledge of the etiological spectrum, particularly neurological, of patients with out-of-hospital cardiac arrest. The identification of these elements is an important step to propose changes to management strategies, with the objective of improving the vital and functional outcome of these patients

Full textMany people are injured during auto accidents each year, some injures are serious or end in death. Many efforts are being put in developing various systems, which could help to reduce accidents on the road. Such systems could warn drivers of a potential danger, while recognizing on-road vehicles and tracking their position on the road. On-road vehicle recognition on image is a complex and computationally very intensive problem. In this paper, to solve this problem, stereo images, disparity map and convolutional neural networks are used. Convolutional neural networks are very computational intensive, so to optimize it GPU and OpenCL are used. 33.4% speed improvement was achieved compared to the central processor. Stereo images and disparity map allows to discard large areas of the image, which are not needed to be classified using convolutional neural networks. Depending on the scene of the image, the number of the required classification operations decreases on average by 70-95% and this allows to process the image accordingly faster.

Full textThe main topic of this doctoral thesis is the study of the decline of the superhero icon in American films after 9/11. Superhero productions are at an all-time high, and yet, the superhero's morale is at an all-time low. This paradox is best illustrated with the dual image of Batman stuck at Ground Zero, staring up at the projection of his chevron looming large in the sky of Gotham City. The glowing merchandise transcends an otherwise sullied character. This dissertation focuses on three main realms: the superhero's loss of masculinity at the end of the twentieth century, leading to the formal opposition between the figures of the quarterback and the cheerleader, or between Superman and Everyman, and the reactionary, warpath revival which started in 2005; the travails of the flailing Superego and its shifting relationship to the almighty Id, represented by the twenty-first century glorified supervillain; and, finally, the inimical sociopolitical backdrop for the superhero's prowess, in which Fukuyama's prevalent isothymia eventually denies the superhero his just laurels. The postmodern superhero thus appears as a national misfit, also because this cultural commodity now reaches far beyond the traditional boundaries of the « American Way », to embrace an increasingly globalized market

Extending its application to the human mind, they both have, each in their own way, drastically changed the conception of the psychophysical unity of the individual and proposed new models of understanding his relationships with the others and the world.And yet, starting with the question of the body to progressively reach the question of evil so problematic for the thought of freedom makes it possible to reveal what separates and brings them closer. Setting sources of destructivity inside the psyche and giving a dialectical representation of its different constituent motions, Freud adopts a non-Spinozist perspective. But his conception of memory, representation, language, dream and delirium, gets closer to that of Spinoza and allows to throw light on potentialities as much as on the explicit points of his system. Conversely, Spinoza, marking the evolution of his thought by doctrinal choices and using pedagogical and ethical strategies in his texts, gives an acting illustration of what favours and hampers the power of the mind. Nevertheless without giving a positive essence to evil, he recognizes the historical efficiency of its main figures: finiteness, deprivation and crime whose understanding can found a prophylactic vigilance

Full textThe text describes the work developed in a Neonatal and Pediatric Intensive Care Unit (NPICU), whose main goal is the parents-baby link care. Although such link is of major importance for the physical and mental development of the baby, it is often threatened by the emotional complexity endured during the hospitalization. The first phase of the work was dedicated to the Observation of the Mother-Baby Relationship, Esther Bick s Method, at NPICU. I not only describe data gathered about the baby, his parents and hospital staff, but also show the consequences of the presence of the psychoanalytic observer at the Unit. After considerations about the observations period, I developed the second phase of the work, which I named Joint Therapeutic Interventions at the NPICU. The technique used in such interventions was a development of the Observation of the Mother-Baby Relationship, Esther Bick s Method. The theoretical foundations used were Melanie Klein s Projective Identification concept and its communicative function developed by W. Bion (Bion, 1962/1988), Container-Contained concept (Bion, 1962/1988) and Rêverie (Bion, 1962/1988) as well as early anxiety notion developed by E. Bick in her work The experience of the skin in early object relations (1968/1991). I highligth the importance of the presence of a psychoanalyst at NPICU, who may help diminish the aguishes proper to hospitalization, through their continent attitude and small interventions. By doing so, the psychoanalyst allows the participants of an NPICU to resume their functions, which is frequently obstructed by the emotional overload brought about by the disease or by hospitalization, so that the baby may have his path freed towards his psychic growth
O texto descreve o trabalho desenvolvido em uma Unidade de Terapia Intensiva Neonatal e Pediátrica (UTINP), cujo objetivo principal é o cuidado do vínculo pais-bebê. Este vínculo que penso ser de grande importância para o desenvolvimento físico e mental do bebê, é freqüentemente ameaçado em função da complexidade emocional vivida por todos os participantes da Unidade durante o período de internação. Na primeira etapa do trabalho aqui apresentado, dedicada à Observação da Relação Mãe-Bebê, Método Esther Bick, na UTINP, descrevo os dados colhidos que se referem ao bebê, seus pais e à equipe hospitalar, bem como exponho as conseqüências da presença do observador psicanalítico na Unidade. Após reflexões sobre o período de observação, desenvolvi a segunda etapa do trabalho que denominei Intervenções Terapêuticas Conjuntas na UTINP. A técnica empregada nessas intervenções originou-se de um desenvolvimento da Observação da Relação Mãe-Bebê, Método Esther Bick. Os fundamentos teóricos utilizados foram o conceito de Identificação Projetiva de Melanie Klein e sua função comunicativa desenvolvida por W. Bion, (Bion, 1962/1988), o conceito de Continente-Contido (Bion, 1962/1988) e Rêverie (Bion, 1962/1988), bem como as idéias de E. Bick a respeito das ansiedades precoces desenvolvidas em seu trabalho A experiência da pele em relações de objeto arcaicas (1968/1991). Saliento a importância da presença de um psicanalista na UTINP, pois sua atitude continente e pequenas intervenções podem facilitar a diminuição das angústias inerentes à situação de internação. Desta forma, o psicanalista abrirá possibilidades para que os participantes da UTINP retomem suas funções, freqüentemente obstruídas pela sobrecarga emocional da doença ou da internação, e que o bebê possa ter seu caminho desobstruído em direção ao seu crescimento psíquico

Full textThe mapping of grain yield is the main tool for analysis of the results of the techniques of precision agriculture used. In this sense, the aim of this study was to describe the equipment and clarify the current state of the art mapping yield (Chapter I), to analyze the occurrence of similarity between maps over time using different cultures (Chapter II), and finally, determine the influence that soil properties exert on crop yields (Chapter III). In Chapter I deal with the basic equipment that composes a set of monitoring harvest, giving emphasis on yield sensors on the market, the sequence shows the possibilities of using yield maps for management areas. For analysis of yield stability (Chapter II), there were four areas with a history of monitoring four crops of soybean, corn, wheat and oats. The areas were divided by a regular grid (20 x 20 m) for each raster is assigned the value of average yield of the points that were inside. Data were normalized to enable the temporal analysis. The correlation between soil properties and productivity (Chapter III) was evaluated in an area of 88 acres using the Spearman correlation. The soil samples were taken manually auger at a depth from 0 to 0.1 m, over a regular grid (50 x 50 m). The yield values of these points were determined by averaging the sample points using different radius in three cultures. The results demonstrated the presence of yield stability, especially in areas with large variation in yield in one year. The methodology should be used with caution, especially in places where there is a tendency to homogeneity in yield. The radius sample used to determine the value of yield point has a direct influence on the values of the correlations. Increasing the radius to the sample value of 30 meters provided significant gradual increase in the values of correlations. The phosphorus was the nutrient that showed high positive correlation with yield, despite being above the levels described for the critical state.
O mapeamento da produtividade de grãos constitui a principal ferramenta de análise dos resultados das técnicas de agricultura de precisão utilizadas. Neste sentido o objetivo do estudo foi descrever os equipamentos e esclarecer o estado atual da arte de mapeamento da produtividade (capitulo I), analisar a ocorrência de similaridade entre mapas ao longo do tempo utilizando diferentes culturas (capitulo II) e, por fim, determinar a influência que os atributos do solo exercem na produtividade das culturas (capitulo III). No capítulo I são descritos os equipamentos básicos que compõe um conjunto de monitoramento de colheita, dando ênfase para os sensores de produtividade presentes no mercado, na sequencia são apresentadas as possibilidades de utilização dos mapas de produtividade para gerenciamento das áreas. Para análise da estabilidade produtiva (capitulo II), foram utilizadas quatro áreas com um histórico de monitoramento de quatro safras das culturas da soja, milho, trigo e aveia. As áreas foram divididas por uma malha quadricular (20 x 20 m), para cada quadricula se atribuiu o valor de produtividade médio dos pontos que se encontravam no seu interior. Os dados foram normalizados para possibilitar a análise temporal. A correlação entre atributos do solo e a produtividade (capitulo III) foi avaliada em uma área de 36 hectares utilizando a correlação de Spearman. As amostragens de solo foram realizadas manualmente com trado calador na profundidade de 0 - 0,1 m, através de uma malha regular (50 x 50 m). Os valores de produtividade destes pontos foram determinados através da média dos pontos utilizando diferentes raios amostrais em três culturas. Os resultados demonstraram a presença de estabilidade produtiva, sobretudo em áreas que apresentam grande oscilação na produtividade em um mesmo ano. A metodologia deve ser utilizada com cautela, principalmente em locais onde há uma tendência à homogeneidade na produtividade. O raio amostral utilizado para determinar o valor de produtividade de um ponto tem influencias diretas sobre os valores das correlações. O aumento do raio amostral até o valor de 30 metros proporcionou aumentos graduais significativos nos valores das correlações. O fósforo foi o nutriente que apresentou maiores correlações positivas com a produtividade, mesmo estando acima dos teores críticos descritos para o estado.
