Abstract:
Energi Mega Persada (EMP) Bentu Ltd is a national oil and gas company that operates the Bentu Block located in Riau Province. The increasing number of EMP Bentu Ltd consumers is directly proportional to the increasing number of gas wells, which causes EMP Bentu Ltd to often come into conflict with the community around the well. This study aims to determine the implementation of excellence public relations in conflict management by Public Relations Energi Mega Persada Bentu Limited in Muara Sakal District. Pelalawan 2019 through conflict management in carrying out the direction of communication, maintaining a balance of interests, running communication channels and considering the level of ethnicity. This study used qualitative research methods. Determination of informants using snowball sampling technique with 3 (three) informants at EMP Bentu Ltd and 7 (seven) people involved in Focus Group Discussion (FGP) in Muara Sakal Hamlet. The results of this study indicate PR EMP Bentu Ltd in managing conflict in Muara Sakal implements public relations excellence put forward by James E. Grunig and Hunt through implementation in carrying out the direction of conflict communication, maintaining a balance of interests, running communication channels and considering the level of ethnicity through conflict management. . Although unable to apply the 10 principles of excellent PR perfectly due to overlapping division of tasks, the conflict management in Muara Sakal Hamlet can be resolved.

This paper emphasises significantly on public relations strategic planning in public participation to gain organisational effectiveness. Grunig (1992) describes organisation’s decision affects public and in turn the public affect the organisation’s decision. This paper discusses the Situational theory of publics (Grunig, 1992) and highlights communication programmes for public participation in the development of slope area in Bukit Antarabangsa, Selangor. Abstract:
This study aims to determine the impact of the positive externalities resulting from the presence of Petrokimia Gresik Ltd. to the public about the industry. Positive externalities resulting from the existence of an industry in the surrounding community to support the increased revenue to achieve public welfare through employment and trade around the industry. The approach used in this study is a qualitative approach. The subjects of this study are Petrochemicals Ltd Dept. Public Relations Section Head, Section Head Petrokimia Gresik Ltd. CSR Dept., and communities around Petrokimia Gresik Ltd that provides the necessary information during the research process. Based on the results of this study indicate that the presence of Petrokimia Gresik Ltd has positive externalities impact on surrounding communities by improving living standards, income, infrastructure development,employment and prosperity.

Abstract:
From 1880 to 1930, Argentina received hundreds of millions of pounds of British investments, making it in an economic sense a British dominion. The world economic crisis of the 1930s forced both Britain and Argentina t o reconsider many of these economic ties. The changing Anglo-Argentine relationship is reflected in the complex relations between a British tramway company, the Anglo Argentine Tramways Co. Ltd., that operated in Buenos Aires and the Argentine national government between the onset of the Great Depression and the early 1960s. The Anglo, as the company was popularly known, was the main tramway concern diat offered public transportation and contributed to the urban development of a cosmopolitan Latin American metropolis until 1914. Second, the history of the company illustrates political and economic problems that plagued the links between foreign public utilities and the host government from the 1930s onwards. Third, since the Anglo belonged to SOFINA, a transnational holding company with worldwide investments in public transportation and electric power stations, our case study shows the limitations of Sofina's political power in Britain and Argentina.

This paper attempts to reveal relations among actors at urban public spaces. We examined the relations by exploring activities of the urban society in picnic activity. In studying the relations among actors we use the actor - network theory Latour (2007). We conducted data collection strategy such as drifting from psychogeography Debord (1955, 1992) and bodily experience Pallasmaa (2012). The findings are the relations among actors within picnic activities in urban spaces shows a different kind of relations. This research focuses upon the socio-environmental dimensions and urban identity of urban environments by evaluating human behaviours and space-to-human relations. In addition, approaches to urban re-branding will be analysed to evaluate the role of engineered identities in enhancing social integration. This particular study will focus upon the installation of temporary activities into the public realm and the impact that these can have upon perception, identity and activity within public spaces. The importance of Labour Welfare in Industrialisation and Economic Development has been recognized globally. It is an important dimension in Industrial Relations, which includes overall welfare facilities designed to take care of well being of Employees and Workers. During the 1990s, the measures of economic reforms introduced in the country have given rise to a wave of rapid and radical changes in the structure and working of our economy. Globalization, Liberalisation, Privatisation, etc. have completely changed the functioning of the Indian Economy and forced the employees, workers, and their organizations to adapt and adjust by reorienting their ways to survive and thrive amidst the forces of change and competition. The aspect of Labour Welfare and Social Security has tremendous significance in the Public Sector, Private Sector and Multinational Organisations. It is firmly believed that money and environment given to employees is a long term investment and will never go waste. Against this backdrop, a detailed study has been conducted at Karnataka Soaps and Detergents Ltd, Bengaluru, a Public Sector Organisation. Primary data collected through a Structured Questionnaire from 100 respondents covering all levels and departments has revealed that most of the Labour Welfare and Social Security provisions are being satisfactorily provided by the company to its employees and workers. It is suggested that the company carefully look into those areas where employees/workers have expressed dissatisfaction. The article concludes by stating that if an organisation provides good welfare and social security benefits, then it will be able to procure and develop a unique pool of people who can continuously take the organization to new levels of growth and sustainability.

AbstractActivism can involve an individual or a collection of a few people. The practice of activism is often perceived as negative and destructive actions. In the literature of public relations, we will discover how the activist group pressure group categorized into the “source of trouble” and must be addressed by public relations practitioners. This perspective led to a bias that leads to marginalization of “activist public” in public relations literature. Marginalization process lasts through two methods: (1) the provision of which tend negative stigma, (2) the dominance of the paradigm of “corporate centric” in the literature of public relations. This article presents an alternative paradigm of the postmodern paradigm in view of the role and functions of the public activists.AbstrakAktivisme bisa melibatkan seorang individu ataupun kumpulan beberapa orang. Praktek aktivisme seringkali dipersepsikan sebagai tindakan yang negatif dan destruktif. Dalam literatur public relation, kita akan menemukan bagaimana kelompok aktivis dikategorikan kedalam kelompok penekan yang menjadi “sumber masalah” dan harus diatasi oleh praktisi public relations. Perspektif ini memunculkan bias yang mengarah pada marjinaliasi “publik aktivis” dalam literature public relation. Proses marjinalisasi berlangsung melalui dua cara: (1) pemberian stigma yang bertendensi negative, (2) adanya dominasi paradigma “corporate centric” dalam literatur public relation. The report aimed to investigate activities of the Public Relations Bureau of Press, Media, and Information of the Indonesia State Secretariat Ministry through social media to overcome the crisis and restore the image of President Joko Widodo after Islamic Action 212. The case study method was used to reveal and explain the disrupted image of President Joko Widodo. The study result showed two-way communication could not develop and receive negative comments from social media audiences of the State Secretariat Facebook. It disrupted the image of the President. The bureau activities are limited to upload press releases on websites and not yet communicating with the cyber communities. Abstract:
The study was undertaken to investigate how corporate governance practices can influence the financial performance of microfinance institutions with a case study of microfinance inking ltd. This study specifically analyzed the effect of board size, gender diversity and CEO duality in the governance structures on performance of microfinance institutions. The descriptive method was used to collect data and the target population was forty-six, where 35 were the staff of INKINGI microfinance ltd 11 were members of the board. In data collection at the field, questionnaire and face-to-face discussion were used. To confirm the reliability, the research conducted a pre-test exercise before the actual data collection process. The validity was tested through experts in the domain of financial statements analysis and managerial decision making by asking the supervisor and other lecturers from Mount Kenya University. The researcher used the SPSS as tool of analysis, which helped to summarize the primary data into quantitative data and the researcher given the proper interpretation of the results basing on research objectives and questions. The analysis showed that board size, board independent and CEO duality were positively correlated with financial performance of Rwandan microfinance institutions (r= 0.810, p< 0.00 r= 00.706, p< 0.04 r= 0.623, p< 0.003 and r= 0.431, p< 0.00) respectively. Furthermore, the research showed that the board independence, gender diversity as well as board size have a considerable effect on financial contribution. According to the perception of the respondents, the results showed that corporate governance increases the profitability of the company, customer loyalty as well as extension of product line and services in the company. The study concluded that board size, board independent and CEO duality are important aspects to consider for better governance of microfinance. The study recommended that INKINGI microfinance ltd should improve their gender diversity for better corporate governance that provides diverse viewpoints, values and new ideas to the boards and provokes lively boardroom discussions. The management should appoint more women directors as they possess managerial skills like public relations, human resource and communication skills than operating and marketing skills. In three important decisions,1 handed down on the same day in October 1994, the Australian High Court continued its exploration of the implied constitutional guarantee of freedom of political communication. Two years previously, in the judgments in Nationwide News Pty Ltd v. Wills2 and Australian Capital Television Pty Ltd v. The Commonwealth,3 a majority of the High Court had distilled an implication of freedom of political communication from the provisions and structure of the Australian Constitution.4 This was not an implication of freedom of expression generally, since it was derived from the concept of representative government which the majority considered to be enshrined in the Constitution: “not all speech can claim the protection of the constitutional implication of freedom … identified in order to ensure the efficacious working of representative democracy and government”.5 The extent of this implied constitutional guarantee was left rather unclear, since a number of different views were expressed. As Justice Toohey has now explained,6 there were two possibilities. The first was a more limited “implied freedom on the part of the people of the Commonwealth to communicate information, opinions and ideas relating to the system of representative government”. The second was a rather more expansive “freedom to communicate in relation to public affairs and political matters generally”. In the recent trilogy of cases a majority of the High Court was prepared to endorse the second of these alternatives.7 In Cunliffe v. The Commonwealth Chief Justice Mason concluded that it would be too restrictive to limit the implied freedom to “communications for the purposes of the political processes in a representative democracy”.8

IntroductionEffective communication is vital for engaging stakeholders in health technology assessment (HTA), as well as the successful dissemination and adoption of HTA research and guidance. As a relatively new organization, Health Technology Wales (HTW) has an ideal opportunity to take an effective, strategic approach to communication and stakeholder engagement from the outset.MethodsHTW commissioned Pagoda Public Relations to develop an informed communications strategy and delivery framework. The strategy used OASIS methodology for public relations planning: Objectives, Audience insight, Strategy, Implementation, and Scoring (evaluation). Initial objectives were developed with input from the HTW team and members of the HTW Assessment Group and Appraisal Panel. Stakeholder insights were collected through an online survey and telephone interviews. These insights were used to inform the communications strategy and framework, outlining key audiences, key messages, communication objectives, methods, tactics, and evaluations.ResultsSeven key objectives were identified, each of which were supported by recommended actions. These were underpinned by the key aims and messages reflecting how we will achieve these objectives. National Health Service boards, government, clinicians, the technology and research sector, patients, and the general public were identified as priority audiences. Various different communication channels and activities were identified, aimed at various audiences. These included the website, social media, traditional media, and exhibitions or workshops, as well as targeted e-mail dissemination of guidance. Evaluation of HTW communications will be aligned with the wider HTW evaluation strategy, and evidence will be recorded through OutNav software (Matter of Focus Ltd).ConclusionsHTW is committed to a strategic, effective approach to communication and engagement. We now have an audience-informed communications strategy and plan that outlines our key objectives, and how to achieve and evaluate these objectives. Successful implementation will raise awareness of and value in profile and outputs of HTW, both in Wales and internationally.

Learning outcomes This case focuses on ethics issues arising from the tobacco trade. Government as regulator of that trade and guardian of public health faced complex political, financial and ethical issues in discharge of its responsibilities. The harms resulting from tobacco use were well-known and had generally attracted adverse decisions from governments everywhere. The company offering tobacco products for sale, Carreras Ltd., had generally continued to do well financially despite those adverse decisions. Government, in the present case, had introduced legislation to penalize tobacco use in public places, and in so doing, raised several ethical issues such as punishing smokers for using a legal, widely distributed product; classifying cigarettes as harmful to health yet allowing its wide distribution and sale; continuing to derive substantial tax revenue from sale of a harmful product; enabling Carreras to profit from sale of said harmful product; offering little help to smokers to break their nicotine addiction. Students should be asked to identify and recommend solutions to the ethical issues faced by: the government and its “point man”, the Minister of Health as they sought to reduce the public’s use of a harmful product. The smoker who may be even addicted to a product is known to cause or contribute to a host of serious diseases. Students were to identify and recommend solutions to ethical issues faced by the players in the case. One of these players was Carreras whose operations were facing severe regulatory and public relations headwinds. Another was the nonsmoking public whose health was put at risk even though they did not use the product. The sentences could be reworded to read; Carreras, in its continued efforts to justify selling a harmful product. Nonsmokers who, despite not using the product, suffered adverse health consequences because of its use by others. Case overview/synopsis Cigarette smoking has been linked to a long list of serious diseases including several cancers, cardio-vascular disease, pulmonary ailments and stroke. Despite several government actions over the years to reduce cigarette smoking, it remained widespread and continued to take a heavy toll on public health. The government’s latest gambit, the Public Health (Tobacco Control) Regulations introduced in 2013, represented the first legislation specifically designed to restrain smoking in “public places”. Carreras Ltd., a subsidiary of British American Tobacco (BAT), had been the only significant provider of cigarettes in Jamaica for several decades and in the period allocated for public feedback, mounted a fierce assault on the Regulations, and galvanized other private sector interests to join in that effort. The case addresses the interaction between government’s roles as guardian and financier of public health, the public’s right of choice, and a company’s right to sell a legal product, albeit one deemed harmful to public health. That government derived substantial tax receipts from trade in that product added another layer of complexity to the matter. The Minister of Health, Dr Fenton Ferguson, was the government’s point man and our protagonist. Many management courses do not devote enough effort to the study of the interplay between the ethical, financial, and legal and the issues that can arise therefrom to complicate decision-making. A number of issues relating to the finality of arbitration awards in the face of arguments based on public and fraud were addressed by the Court of Appeal in Westacre Investments Inc. v. Jugoimport—SDRP Holding Co. Ltd.20 The claimant had obtained an arbitration award in its favour in Switzerland which it was seeking to enforce in England. The dispute referred to arbitration concerned a claim for payment of commission. The commission was due under a contract through which the claimant assisted the defendant to obtain a contract for the supply of military equipment to Kuwait. It was alleged in the English proceedings that this contract was invalid since the commission payment in fact amounted to a bribe to a member of the Kuwaiti government. The issue of bribery had been raised before the Swiss arbitral tribunal, but the majority of the tribunal found that they were not required to investigate this issue if the parties led no evidence to prove that it had taken place. The contract between the parties was therefore found valid and binding. An appeal to the Swiss Federal Tribunal was lodged by the defendant for an annulment of the arbitral award. The Federal Tribunal concluded that the nature of its competence to review arbitral proceedings required it to base its decision on the facts found by the Tribunal. It therefore confirmed the award. The defendants then tried to raise the same bribery issue in the enforcement proceedings in England.

In a small note which Peter Kooijmans wrote to me in answer to a letter in which I congratulated him with his election as Judge in the International Court of Justice – the first Netherlands Judge in the Court after World War II apart from Professor Riphagen who only served as a Judge ad hoc in the Barcelona Traction, Light and Power Company Ltd. case – he stated that he considered himself to be a privileged man. Privileged, because the new position would allow him to continue to remain active in the field of international law considerably beyond the retirement age of 65 which applies to professors of international law and most other people in The Netherlands. Privileged, I would like to add, also in another respect. Very rarely it will be given to one person in his lifetime to fulfil so many different honourable positions in the field of international law and international relations at such a high level of responsibility as has been the case with Peter Kooijmans: Professor of public international law, United Nations Special Rapporteur on Torture, State Secretary (Staatssecretaris) for Foreign Affairs, in particular disarmament matters (1973–1977), Minister for Foreign Affairs and, finally, Judge in the International Court of Justice.

The judgments of the European Court of Justice (ECJ) in the International Transport Workers’ Federation and Finnish Seamen’s Union v Viking Line ABP and OÜ Viking Line Eesti (hereinafter ‘Viking’), Laval un Partneri Ltd v Svenska Byggnadsarbetareförbundet and Others (hereinafter ‘Laval’), Dirk Rüffert, in his capacity as liquidator of the assets of Objekt und Bauregie GmbH & Co. KG v Land Niedersachsen (hereinafter ‘Rüffert’), and Commission v. Luxembourg cases have given rise to much criticism. The ECJ has given priority to free movement principles over fundamental collective labour rights. In this contribution, the author analyzes the consequences of these judgments for the collective labour law of the Member States. Some Member States will have to adapt their labour law. It must not be overlooked that the ECJ also offers support for collective labour rights. For the fi rst time, the right to bargain collectively and the right to take industrial action have been recognized as fundamental rights in EU law. Moreover, the ECJ explicitly recognizes that the protection of jobs and employment conditions of workers is an overriding reason of public interest, which can justify collective actions restricting the fundamental freedoms of the Treaty.

While the imperative tone of the Constitutional Court (CC) in Steenkamp v Edcon Ltd (2016) 37 ILJ 564 (CC) (Steenkamp I) leaves no doubt that the Labour Relations Act 66 of 1995 (LRA) does not contemplate invalid dismissals or an order declaring a dismissal invalid, or of no force or effect, the extent of the Labour Court’s (LC) jurisdiction to grant appropriate relief declaring dismissals unlawful and invalid because they constitute encroachment of the applicants’ fundamental rights is a vexed question. In Steenkamp I it was decided that when an applicant alleges that a dismissal is unlawful (as opposed to unfair), there is no remedy under the LRA. What this means is that the LC lacks jurisdiction to make any determination of unlawfulness. A multi-layered and complex jurisdictional problem arose in Chubisi v SABC (SOC) Ltd (2021) 42 ILJ 395 (LC) (Chubisi) where the question was whether Ms Chubisi could obtain a declaratory order that the termination of her contract of employment was unconstitutional, unlawful, invalid and of no force and effect. At issue was the termination of employment pursuant to non-recognition of the employee’s contract by the public broadcaster ostensibly to give effect to the Public Protector’s remedial actions. There is no doubt that the remedial actions of the Public Protector have a binding effect, unless, of course, they are reviewed and set aside (EFF v Speaker of the National Assembly 2016 (3) SA 580 (CC); see also Mhango & Dyani-Mhango, ‘The powers of the South African Public Protector: A note on Economic Freedom Fighters v Speaker of the National Assembly’ 2020 African Journal of Legal Studies 1). The court held in Chubisi that the termination of the applicant’s contract of employment by the South African Broadcasting Corporation (SABC) was unlawful, invalid and of no force and effect. The question that arises, therefore, is whether the LC in granting a declaratory order to the effect that the termination of employment was unlawful and invalid misinterpreted and misconstrued the ratio of Steenkamp I. To answer this question, the reasoning of Tlhotlhalemaje J in addressing jurisdictional difficulties requires close scrutiny and analysis. In effect, the resolution of the issues emerging from Chubisi allows for a detailed examination of the import of Steenkamp I. This also provides a platform for examining the fundamental but somewhat tenuous distinction between the jurisdiction and the powers of the LC. In legal parlance, the critical task for the court in any given case is to decide whether the statutory provision on which an applicant relies to found jurisdiction is indeed one that confers jurisdiction. At a more general level, Chubisi implicates corporate governance malaise at the SABC with the unfortunate reality of retrenchments. Therefore, a concise discussion of the corporate governance challenges is merited.

China’s dependence on the supply of mineral resources is becoming stronger than ever. The activity of Chinese investors in the mining industry on a global scale has increased significantly during the last years. Moreover, the activity of Chinese mining investors in the developing countries has some special characteristics such as large-scale projects and protests of local communities during their implementation. This article discusses the activities of Chinese mining companies in Peru, in which both of these conditions were present. The author analyzes the activities of “Shougang”, “Chinalco” and “MMG Ltd” in Peru. The hypothesis is as follows. If there is a special Chinese way of investing, the problems of listed investors (which lead to conflict with local communities) should have a single reason that is unique for all Chinese enterprises. In these conditions, investors should keep the distance between themselves and Peruvian authorities and the local citizens. As a result of the study, the conclusion is made that such reason cannot be identified at this stage. The causes of problems for each of the considered enterprises are unique, but not common for all of them. The origins of these problems are the economic situation, the bureaucratic problems of the Peruvian authorities, as well as the general trends in the relations between transnational mining companies and the Peruvians. At the same time, Chinese companies try to take into account the experience of their predecessors. Most likely, in the future that could possibly lead to greater openness and expansion of dialogue between investors, government and the public worldwide.

Vojska spada med ustanove državnega pomena, ki morajo komunicirati s svojimi številnimi javnostmi. Vojaški odnosi z javnostmi so del neoperativne aktivnosti oboroženih sil, njihov namen je vzpostavljanje ali ohranjanje dobrih odnosov in ustvarjanje sprejemljive podobe v javnosti, kar je življenjskega pomena za vsako vojsko. Vojaški odnosi z javnostmi se ne razlikujejo veliko od odnosov z javnostmi v zasebnem sektorju; uporabljajo enake strateške pristope in enaka orodja, le izdelek je drugačen. Ker delujejo v okolju javnega sektorja, so pogosto predmet kritične presoje medijev ter strokovne in tudi laične javnosti. Zato se, tako kot drugod, tudi na področju vojaških odnosov z javnostmi pričakuje visoka stopnja etičnosti in profesionalnosti. Komunikacijski primeri iz prakse državnih ustanov, pa tudi s področja obrambno- -vojaške prakse odnosov z javnostmi so v strokovni literaturi redko predstavljeni, v Sloveniji jih skoraj ni najti. V prispevku je prvič predstavljen študijski primer komu- nikacijskega programa in referendumske kampanje v podporo včlanitvi Slovenije v Nato. Primer je zanimiv za bralce, ne le zaradi celovite predstavitve kampanje, kritik in vprašanj, ki jih je kampanja sprožila, temveč tudi zaradi izjemnih izkušenj, ki so jih komunikatorji pridobili. Pokaže pa tudi na zapletenost in zahtevnost sodobnih političnih in vojaških odnosov z javnostmi, kar utrjuje potrebo po dosledni uporabi strateških pristopov h komuniciranju. Armed forces rank among the institutions of national interest and as such have to communicate with its numerous publics. Military public relations form a part of the armed forces’ non-operational activities, aimed at establishing or maintaining good relations with different stakeholders and creating an acceptable public image, which is vital to any army. Military public relations do not differ much from the public relations in the private sector. They both use the same strategic approaches and the same tools, but differ in the product. Since they operate in the public sector enviro- nment, they are often subject to critical judgement by the media, as well as of the professional and lay publics. It is thus expected that in military public affairs, the same as elsewhere, they demonstrate a high level of ethics and professionalism. Examples of communication practice of national institutions as well as of the defence and military sector are rarely presented in the literature and can hardly be found in Slovenia. This paper presents a case study of communication programme and the re- ferendum campaign led in support of Slovenia’s accession to NATO. The case study is also interesting for the readers not only because of the comprehensive presenta- tion of the campaign, criticism and questions raised by the campaign, but also due to the useful lessons learned by the communicators. Moreover, the case also points to the complexity and demanding nature of modern political and military public relations and thus reinforces the need for a consistent use of strategic approaches to communication.

As a result of their 2011 R. v. PurposeUsing the theoretical lens of social capital, this paper provides insight into senior public relations (PR) professionals’ views on and attitudes towards digital communication in Singapore and Perth, Western Australia, and explores the fundamental question of PR purpose.Design/methodology/approachDrawing on Bourdieu’s theory of practice and in particular his notion of social capital, this exploratory study is based on the critical analysis of 31 semi-structured interviews with senior PR professionals in Singapore and Perth, Western Australia.FindingsPR professionals concur with assumptions made in the extant literature regarding the potential of digital media for PR, despite broad agreement that the fundamentals of good communication have not changed. At its core PR is about counselling, relationships and the building of social capital. Hence, digital tools and platforms are typically being referred to as merely an extension of the PR toolkit. However, as illustrated within the context of influencer engagement, PR has increasingly adopted advertising-led models and has moved away from its core business of developing strategic relationships and goodwill, hence contributing to the convergence of previously distinct communication functions.Originality/valueThis paper is believed to be one of the first to look at the theory of social capital related to PR within a digital context. Further, it takes a holistic view of PR professionals’ views on working with digital media in two geographical locations that have been under-represented in scholarly work in the field of PR. While much of the extant literature has focussed on the benefits of social media for PR, this paper takes a critical look at current challenges, including the rise of social media influencers. The paper contributes to theory relevant to social capital as it looks at the convergence of the professions relevant to digital disruption and argues for PR claiming its distinctive attributes.

This study is trying to understand that how Union Carbide would have made a difference to its image if they would have responsibly used public relations for its better international image and social responsibility in India. Bhopal Gas Tragedy was an important case for understanding crisis and this case also highlighted that how PR could have been used for handling the situation and for managing relations with people. This case was the talk of the town as thousands were affected and it was a national casualty. This case raised many issues pertaining to Management and people and it also underlined that improved management could have led to better treatment of the case.

Enhanced competition among research institutions has led to a buildup of communicative competences and professionalization of public relations inside the institutions and the press release has become an integrated part of science communication from these institutions. Changing working conditions in the media, where fewer people have to publish more, have made press releases from trustworthy scientific institutions into free and easily copied content for the editors. In this commentary I investigate and discuss the communicative ecosystem of the university press release. I especially take a close look at the role of the critical and independent science journalist in relation to this corporate controlled communication

Using survey data and interviews, this study examines Panamanian attitudes toward the United States and toward the central issues in US.- Panama relations. It also compares Panamanian attitudes with opinions toward the United States in the rest of Central America. The study finds that nationalism, system support, anticommunism, and, for the mass public, ideology are the most important variables in determining support for the United States. Elites are more nationalistic and less accommodationist toward the United States than the mass public. Concern about the politicization and misuse of the Panama Canal and adjacent lands has led many in the general public to support a continued US. military presence on the Isthmus of Panama.

The Act XXX of 1868 regulated the public law situation of Croats and Hungarians in a uniquely subdualist way within the Monarchy, and the status quo provided an appropriate basis and guarantees for further development. Another significant step in the settlement of ethnic relations within the Monarchy was Act XLIV of 1868, a law that had an organic relationship with the Compromise Act. Both the Compromise Act and the Nationality Act were defined by the public law conception represented by Ferenc Deák, the essence of which is to focus on the terminology of the unified “political nation” for the Hungarian side, and the position and rights of other national minorities were regulated in relation to it. In Deák’s understanding, the concept of the political nation was linked to the idea of the nation-state, which, as a result of domestic political changes after 1875, became increasingly nationalist and upset relations with individual nationalities, including Croats. In the long run, this process led to mutual misunderstandings between the peoples within the Habsburg Monarchy and to an explosion of ethnic and political relations as a result of several unfortunate political factors.

Purpose The purpose of this paper is to offer critical analysis of how public relations (PR) were used to justify the use of drones by the UK Government, through the promotion of a distinct strategic culture. The paper locates governmental PR discourse on drones in the UK since 2013 within the strategic culture associated with the global war on terror. Design/methodology/approach The project was based upon critical discourse analysis of the UK governmental PR on drones since 2013, examining press releases, opinion articles by ministers, media relations content, parliamentary statements, news content and other related materials. Findings The analysis led to five discursive themes of persuasive intent in relation to drones being identified, most of which were notably similar to the US governmental discourse on drone policy and deployment. Originality/value The project contributes a novel interdisciplinary synthesis of the communicative aspects of international relations as theorised in the field of strategic culture with the cultural aspects of the state-level PR in order to explain how PR was used to promote and diffuse a strategic culture in which drones are assumed to be the counter-terrorism measure of choice. The conclusion is that governmental PR discourse combines aspects of colonialism with focus on superior technology, remote control and precision of weapons, generating a military and communicative logic that overwhelms the voices of victims and impedes meaningful discussion on the reality of suffering caused by drone deployments.

Abstract This article assesses developments in the first two years of the Trump presidency regarding implementation of the Affordable Care Act (ACA), with a focus on Medicaid policy. Trump administration officials relied on executive actions to chip away at various elements of the ACA and encouraged and granted state requests for waivers allowing work-requirements and other personal-responsibility rules for Medicaid beneficiaries. Governors and state attorneys general were actively involved in lawsuits that led to several federal court rulings blocking implementation of Medicaid work requirements as well as a ruling that re-opened the legitimacy of the entire ACA. Citizens and interest groups had a major impact at the ballot box by approving several ballot measures that expanded Medicaid in states where expansion was opposed by elected officials. These developments demonstrate how policy adjustments and disputes are worked out in the U.S. federal system in a polarized era, with Congress essentially a bystander and other institutions and actors coming to the fore and resulting in variable speed federalism characterized by different partisan trajectories of state implementation of national policies.
