Abstract:
Energi Mega Persada (EMP) Bentu Ltd is a national oil and gas company that operates the Bentu Block located in Riau Province. The increasing number of EMP Bentu Ltd consumers is directly proportional to the increasing number of gas wells, which causes EMP Bentu Ltd to often come into conflict with the community around the well. This study aims to determine the implementation of excellence public relations in conflict management by Public Relations Energi Mega Persada Bentu Limited in Muara Sakal District. Pelalawan 2019 through conflict management in carrying out the direction of communication, maintaining a balance of interests, running communication channels and considering the level of ethnicity. This study used qualitative research methods. Determination of informants using snowball sampling technique with 3 (three) informants at EMP Bentu Ltd and 7 (seven) people involved in Focus Group Discussion (FGP) in Muara Sakal Hamlet. The results of this study indicate PR EMP Bentu Ltd in managing conflict in Muara Sakal implements public relations excellence put forward by James E. Grunig and Hunt through implementation in carrying out the direction of conflict communication, maintaining a balance of interests, running communication channels and considering the level of ethnicity through conflict management. . Although unable to apply the 10 principles of excellent PR perfectly due to overlapping division of tasks, the conflict management in Muara Sakal Hamlet can be resolved.

This paper emphasises significantly on public relations strategic planning in public participation to gain organisational effectiveness. Grunig (1992) describes organisation’s decision affects public and in turn the public affect the organisation’s decision. This paper discusses the Situational theory of publics (Grunig, 1992) and highlights communication programmes for public participation in the development of slope area in Bukit Antarabangsa, Selangor. Abstract:
This study aims to determine the impact of the positive externalities resulting from the presence of Petrokimia Gresik Ltd. to the public about the industry. Positive externalities resulting from the existence of an industry in the surrounding community to support the increased revenue to achieve public welfare through employment and trade around the industry. The approach used in this study is a qualitative approach. The subjects of this study are Petrochemicals Ltd Dept. Public Relations Section Head, Section Head Petrokimia Gresik Ltd. CSR Dept., and communities around Petrokimia Gresik Ltd that provides the necessary information during the research process. Based on the results of this study indicate that the presence of Petrokimia Gresik Ltd has positive externalities impact on surrounding communities by improving living standards, income, infrastructure development,employment and prosperity.

Abstract:
From 1880 to 1930, Argentina received hundreds of millions of pounds of British investments, making it in an economic sense a British dominion. The world economic crisis of the 1930s forced both Britain and Argentina t o reconsider many of these economic ties. The changing Anglo-Argentine relationship is reflected in the complex relations between a British tramway company, the Anglo Argentine Tramways Co. Ltd., that operated in Buenos Aires and the Argentine national government between the onset of the Great Depression and the early 1960s. The Anglo, as the company was popularly known, was the main tramway concern diat offered public transportation and contributed to the urban development of a cosmopolitan Latin American metropolis until 1914. Second, the history of the company illustrates political and economic problems that plagued the links between foreign public utilities and the host government from the 1930s onwards. Third, since the Anglo belonged to SOFINA, a transnational holding company with worldwide investments in public transportation and electric power stations, our case study shows the limitations of Sofina's political power in Britain and Argentina.

This paper attempts to reveal relations among actors at urban public spaces. We examined the relations by exploring activities of the urban society in picnic activity. In studying the relations among actors we use the actor - network theory Latour (2007). We conducted data collection strategy such as drifting from psychogeography Debord (1955, 1992) and bodily experience Pallasmaa (2012). The findings are the relations among actors within picnic activities in urban spaces shows a different kind of relations. This research focuses upon the socio-environmental dimensions and urban identity of urban environments by evaluating human behaviours and space-to-human relations. In addition, approaches to urban re-branding will be analysed to evaluate the role of engineered identities in enhancing social integration. This particular study will focus upon the installation of temporary activities into the public realm and the impact that these can have upon perception, identity and activity within public spaces. The Thesis deals with the question of competitive advantage of the public relations agencies in Lithuania. The aim of the study is to find the factors that influence competitive advantage of the PR agencies in Lithuania. The other major objective of the work is try to identify the reasons of long term successful or unsuccessful performance of participants of analyzed industry. The analysis of literature on subject of CA and personal professional experience of the author of this work influenced a choice of theoretical Resource based view (J. Barney) model as dominating theoretical background of research model. Though the academic thrust of Industrial Organization (I/O) literature is not rejected, but complements the empirical research with analyses of the strategies (generic strategies of M. Porter) of CA within the industry of PR in Lithuania. The public relations industry in Lithuania is relatively very young – less than 2 decades of age. The actual size of public relations industry cannot be estimated as not all of the PR agencies provide their financial results, still, the official size of the industry is of 23 agencies, making overall yearly turnover of around 100 m. Magistriniame darbe nagrinėjamas Lietuvos viešųjų ryšių agentūrų konkurencinio pranašumo klausimas. Kitas svarbus darbo tikslas yra pabandyti nustatyti ilguoju laikotarpiu sėkmingo ar nesėkmingo agentūros darbo priežastis. Konkurencinio pranašumo dalyko literatūros analizė ir darbo autoriaus asmeninė profesinė patirtis lėmė Ištekliais paremto požiūrio (Resource based view (J. Barney) naudojimą, kaip tyrimo modelio pagrindą. Tačiau akademinė Industrinės organizacijos (Indutrial Organization (M. Porter) kryptis nėra atmetama, o papildo tyrimo modelį bendrųjų konkurencinio pranašumo strategijų (Generic strategies) analize Lietuvos viešųjų ryšių rinkoje. Apibūdinant Lietuvos ryšių su visuomenę industriją, reikia paminėti, kad ji yra santykinai labai jauna – jaunesnė nei 20 metų. Tikrasis jos dydis taip pat yra sunkiai nustatomas, kadangi ne visos agentūros teikia savo finansinius duomenis „Verslo žinių“ metiniams sąvadams, tačiau, remiantis jais, rinkoje 2008 metais dirbo 23 agentūros, o bendra agentūrų apyvarta sudarė apie 100 mln. Tyrimo tikslas – pagrįsti nevyriausybinių organizacijų ryšių su visuomene organizavimo modelį. Tyrimo uždaviniai: 1) Išnagrinėti ryšių su visuomene teorinius dėsningumus. 2) Ištirti ir įvertinti ryšių su visuomene organizavimo būklę vietos veiklos grupėje „Lamatos žemė“ ir Lietuvos kaimo turizmo asociacijoje. 3) Identifikuoti NVO ryšių su visuomene organizavimo principus ir priemones bei aprašyti jų ypatumus. Tyrimo metodai: mokslinės literatūros analizės, anketinės apklausos, dokumentų analizės ir sintezės, loginės analizės, indukcijos ir dedukcijos, palyginimo ir grafinio modeliavimo metodai. Abstract:
The objective of this master’s paper is to study the influence of public relations to the image of Šiauliai secondary schools. The analyses of literature dealing with the public relations in the management of educational organizations, the particularity and meaning of the image of educational organization have been carried out. The survey and the analyses of schools’ websites have been carried out. Parents of the pupils from Siauliai secondary schools and teachers took part in the survey. Purposeful developing of public relations influences the formation of image of Siauliai secondary schools. The choice of school is determined by the consumers – parents and pupils – therefore the image of secondary school is very important. In majority of schools public relations are still believed to be of minor importance, the attention to which is paid only when there are extra resources and time.

Darbo tema išryškėja žvelgiant ir tarpusavyje kombinuojant tris skirtingas perspektyvas – organizacijos, žiniasklaidos ir visuomenės. Šio darbo tyrimo objektas - Tarptautinio Berlyno literatūros festivalio viešosios komunikacijos ypatumai. Empirinėje darbo dalyje, aprašant kultūros organizacijos komunikacijos ypatumus ir analizuojant Tarptautinio Berlyno literatūros festivalio bei žiniasklaidos teminio diskurso skirtumus teoriniu darbo pagrindu tapo vokiečių autorių darbai. Darbo tikslas – išanalizuoti kultūros organizacijos ir žiniasklaidos viešajame diskurse išryškėjančius turinio ir tematinius skirtumus, atskleidžiant kuo skiriasi skirtingas kultūras reprezentuojantys pranešimai. The object of this research - public communication features of International Berlin literature festival. Aim of this thesis - to analyze culture organization and media content and thematic differences in public discourse, by revealing how different cultures representing communication differs.
Das Thema der Arbeit entsteht, wenn man drei verschiedene Ansichten kombiniert – Organisationen, Medien und Gesellschaften. Der Gegenstand dieser Arbeit sind die Kommunikationsbesonderheiten des internationalen Literaturfestivals Berlin. Das Forschungsobjekt – in einem empirischen Teil des internationalen Literaturfestivals Berlin wurden die Bücher der Deutschautoren zur Arbeitsgrundlage bei der Beschreibung der Organisationskommunikationsbesonderheiten und bei der Analyse der Unterschiede zwischen dem internationalen Literaturfestival Berlin und den Medien. Das Ziel – die Analyse der Inhalts- und Thematik- Unterschiede zwischen den Organisationen und Medien. Magistro darbo objektas – ryšių su visuomene ir socialinės žiniasklaidos santykis. Darbo tikslas – išanalizuoti ryšių su visuomene ir socialinės žiniasklaidos santykį bei aptarti ryšių su visuomene veiklos perspektyvas. Remiantis keturių metų patirtimi ryšių su visuomene srityje, analizuojant mokslinę literatūrą ir tyrimo rezultatus prieita prie išvados, jog socialinė žiniasklaida atveria naujas galimybes ryšių su visuomene veiklai ir pretenduoja tapti dominuojančia ryšių su visuomene veikla. Magistro darbe socialinės žiniasklaidos kontekste tyrinėjami šiuo metu vykstantys pokyčiai tarpasmeninėje ir organizacijų komunikacijoje, klasikinėse komunikacijos teorijose, tradicinėje žiniasklaidoje ir ryšių su visuomene srityje. Organizacijos socialinės žiniasklaidos sąlygomis netenka turėtos žinutės, laiko ir kanalų kontrolės, tačiau daugybės naujų internetinių komunikacijos priemonių dėka joms atsiveria niekada neturėtos galimybės bendrauti su savo publikomis tiesiogiai. Tradicinė žiniasklaida šiandien ne tik yra priversta prisitaikyti prie technologinių, socialinių ir rinkos pokyčių, bet ir įgauna stiprią konkurentę – socialinę žiniasklaidą. Nors šios žiniasklaidos labai skirtingos, organizacijos ir ryšių su visuomene specialistai jas vertina kaip lygiaverčius komunikacijos kanalus su publikomis. The object of the study – the relationship between public relations and social media. The goal of the study – to analyse the relationship between public relations and social media and to discuss the perspectives of the public relations practice. In the context of the social media, the study analysis shifts in interpersonal and corporate communications, classical massive communication theories, traditional media and public relations. Nowadays in the presence of social media, organizations are loosing control of the message, timing and channels, but, on the other hand, they are gaining a huge variety of online tools to communicate with their publics directly. Traditional media today is experiencing technological, social and market changes. More over it faces a new competitor – social media. Those two medias are very different, but organizations and public relations professionals concider them as equivalent communication channels with the publics. This new situation makes the work of public relations professionals easier – traditional media is changing its attitude to them and social media offers much simplier and immediate reach of the journalists. Darbo objektas – komunikacinės ir viešųjų ryšių priemones, kuriomis diplomatai reprezentuoja valstybę, viešina ambasadoje vykstančius renginius ir bendrauja su užsienio tikslinėmis auditorijomis. Tyrimas buvo atliekamas keliais etapais. Pirmiausia, apibrėžtas Lietuvos diplomatinių atstovybių vaidmuo formuojant valstybės įvaizdį, identifikuotos naudojamos viešųjų ryšių priemonės ir bendravimo su auditorijomis būdai. Kaip ambasados įgyvendina komunikacines veiklas, analizuota pasitelkiant anketinę apklausą bei interviu su skirtingose Europos valstybėse dirbančiais diplomatais. Galiausiai atlikti interviu su ekspertais padėjo įvertinti diplomatinių ir komunikacinių veiklų tikslingumą bei valstybės įvaizdžio formavimo galimybes viešosios diplomatijos kontekste. Tyrimas atskleidė, jog skirtingose LR ambasadose yra naudojamos vienodos komunikacinės priemonės, kurių dažnumas priklauso nuo ambasadoje vykstančių renginių, dirbančių diplomatų skaičiaus bei turimo biudžeto. Tuo tarpu santykiai su žiniasklaida, kuri yra svarbus informacijos platinimo kanalas, atskirose valstybėse ne visada yra efektyvūs, nes ambasadų pateikiama informacija neretai laikoma propaganda bei lieka neaišku, ar žinutė pasiekė adresatą. In this master paper the image of Lithuania in Europe, formed by the embassies of the Republic of Lithuania, is being analyzed. The object of the paper- communication and public relations measures, which are used by diplomats to represent the state, to publicize the events occurring in the embassy and to communicate with foreign target audiences. The research was done in several stages. At first the role of the Lithuanian diplomatic missions of forming the image of the state was determined, measures public relations and methods of communication with audiences were identified. The ways how the embassies establish communication activities were analyzed using questioning survey and interviews with the diplomats working in different European states. Finally the interviews with experts helped to evaluate the expediency of the diplomatic and communication activities and the state image formation possibilities in the context of public diplomacy. The research revealed that in different embassies of the Republic of Lithuania the same communication measures were being used and the frequency depends on the events in the embassy, number of diplomats working and budget. Meanwhile the relations wit mass media - which is important channel of information distribution – is not always effective in different states, because the information presented by embassies is often seen as propaganda and it is unclear if the message reaches the target. Darbo tikslas – išsiaiškinti, koks RSV specialistų vaidmuo, kuriant politiko įvaizdį televizijoje. Naudojantis mokslinės literatūros analizės metodais, taikant indukcijos, ekstrapoliacijos palyginimo ir analogijos metodus RSV specialisto, kaip politiko įvaizdžio kūrėjo vaidmens analizėje ir kokybinės apklausos metodą praktiniame tyrime, prieita prie išvados, kad RSV specialisto vaidmuo Lietuvoje, kuriant politiko įvaizdį televizijoje – nėra esminis. Politiko įvaizdžio kūrimas televizijoje yra labai siaura ir specifinė RSV sritis, todėl šioje srityje trūksta ne tik teorinės informacijos, bet ir kompetentingų specialistų. Žiūrint iš praktinės pusės, politikams vis dar stinga patirties dalyvaujant televizijos filmavimuose, todėl pagrindine ryšių su visuomene specialistų užduotimi tampa televizinės koncepcijos ir įvaizdžio kūrimo taktinių priemonių aiškus perteikimas politikui. Šiuo atveju būtinas abiejų šalių pasitikėjimas ir glaudus komunikavimas. Darbas gali būti naudingas ryšių su visuomene akademikams, praktikams. RSV specialistams, kurie kuria politikų įvaizdį ir politikams, kurie filmuojasi televizijos laidose.
Master's education work object – image of a politician on a television, the role of a PR specialist in a theory and practice. The purpose of this essay is to clarify the role of PR and a politician's image on a television. Scientific literature analysis, deduction and extrapolation were the methods used to draw conclusions. The role of PR practitioner as a politician's image developer was investigated in the analysis and quantitative survey (practical study). It was found that in Lithuania the role of a PR specialist is not significant in the process of creating a politicians‘ image on TV. This process is such a narrow area in Lithuania, that there are not enough competent professionals to analyse this angle of political PR. Practically, politicians still lack the experience when they participate in the production of a television content. Therefore, the main task of a public relations specialist is to explain the concept of television and most common tactical means of image-building in TV. The confidence and intensive communication among a PR practitioner and a politician is important as well. This paper can be useful for a public relations academics and practitioners, as well as politicians who participate in television broadcasts.

Darbo uždaviniai: Apibrėžti viešojo sektoriaus sampratą bei veiklos specifiką; Išsiaiškinti viešajam sektoriui būdingus komunikacinės veiklos aspektus, naudojamas komunikacijos priemones; Apibrėžti, kas tai yra skaidrumas, nustatyti koks jo santykis su viešojo sektoriaus įstaigų komunikacija. Analizuojant mokslinę literatūrą susipažinta su viešajam sektoriui keliamais reikalavimais. Išsiaiškinta, kad čia vyrauja pakankamai griežtos taisyklės, kurios labai aiškiai apibrėžia veiklos procesus, veikiančios sistemos nustato tam tikras ribas. Sektorius veikia visuomenės pasitikėjimo pagrindu, todėl yra įpareigotas efektyviai bei skaidriai tenkinti jų poreikius. Prieš keletą dešimtmečių susirūpinta viešojo sektoriaus veiklos efektyvumu, todėl imtasi įvairių reformų nepaslankiai biurokratijai keisti. Šios reformos įtakojo ir naują komunikacijos, kaip strategiškai svarbios sektoriaus veiklos traktavimą. Ypatingas dėmesys imtas skirti komunikacijos skaidrumui, įstaigos atvirumui. Visuomenė ypač nori, kad įstaigos būtų atviros, matomos, sprendimai aiškūs, o komunikacija orientuota į tikslines auditorijas. Transparency and openness of work processes and communication are very important in nowadays, especially in the public sector. Public sector is responsible for legislations, public services and wellbeing of the citizen’s. It operates on the foundation of public trust. It means that publics, communities have special rights and demands that influence public sector work and its communication. One and the most important is transparency. Transparency is very wide term, which contains such elements like openness, responsibility, accountability, clearness. The subject of this master thesis is an activism like device of public relation. This master explains how to relate two different ranges: an activism and public relation in practice. The aim of this work is to explain how it’s possible to used activism like device of public relation. The main objectives were these: to define activism and public relation definitions; to analyse theories of social movements; to analyse how and why public relation use an activism in its practice, what have an influence and decide success; to define main concepts of the research; to create methodology; to prove, that research example is a social movement and in the same time it is device of public relation. Interview was used as a method. Example of research is roller-skate club “Heat of Thursday night” social movement named “Attention – you are watched”. this action organizer was as respondent. This action was in Vilnius that very day, when in many cities in the world was „International days againts video“. The hypothesis was that “many ties connecting people in social network. Organization use this network like public relation device”. Hypothesis was fully supported by the research. Research show that network was flexible and changing in time. Organization convinces people to tackle a problem together and in the same time make image. This work might be used in further studies and practice of public relation and in the practice.

Chapter 3 examines the evolution of the fiscal system, with a view to setting up a backdrop for the analysis of its implications for privatization in subsequent chapters. What the chapter illustrates is that the post-Mao fiscal structure was path dependent in that it continued to bear some essential features of the old system while seeking to address some of its main problems through decentralization and with the incorporation of a contractual element in fiscal relations. These features and changes had profound impact on the economic strategies of local governments concerning public and private enterprises. Unintended consequences of earlier reforms led to a major fiscal restructuring in the mid-1990s. It redefined the self-interest calculus of local political actors, whose responses hastened the decline of public enterprises.

Public opinion has long been associated with diplomacy. The earliest records of public involvement in diplomacy are available from the city-states of ancient Greece, where diplomats in the Greek city-states were chosen by public assemblies following thorough public deliberations. However, the growth of a sense of professional community among diplomats following the rise of foreign ministries led to a gradual structuring of the communication patterns. Most generally, a cleavage started to appear between modes of communication in relation to actors within the professional community and in relation to actors outside it. Within the diplomatic community, communication followed the rules, norms, and procedures of emerging diplomatic practice and ceremony. Outside the diplomatic community, the patterns that emerged can be conceptualized along two paths: (1) information gathering, and (2) informing the public at home and abroad about foreign policy. Modern professional diplomacy has been seeking to strike a balance between limiting public access to diplomatic processes and trying to communicate with the public with the aim of generating a public opinion favorable to government foreign policy. The current information-intensive global environment poses a challenge to foreign ministries’ institutionalized mode of limited public communication along two dimensions: the rising importance of so-called public diplomacy, and the increasing need for public legitimization of foreign policy decisions.

AbstractCulture was no exception in Finland’s foreign policy during the Cold War: international cultural relations were one more stage on which the basic play of Finland’s Cold War domestic and foreign policies was performed. In the maze of justifications for improving the state’s capacity to coordinate and direct Finland’s spontaneous cultural relations used by its main Finnish administrators, historical memories, conceptions of desirable directions for Finland’s national development, the necessities of Finland’s geopolitical situation and more concrete notions linked to commercial and economic development appeared fundamentally important. The slow institutionalization of this cultural diplomacy and the activities it conducted aimed at Finland’s geopolitical stabilization and participation in international developments, and the country’s state-led cultural modernization.

An important starting point in our search for Finland’s cultural diplomacy is thus to find the various reasons for which Finnish administrators would engage in and develop a cultural diplomacy. Discussing these elements in the context of the Cold War, one has to consider both the weight of the bipolar divide on any policy undertaken by the Finnish state, as well as the local context. Arguments in favor of state-led cultural outreach overseas showed a certain consistency over the three decades studied here, with concerns expressed immediately after the war and continuing up to the 1970s. This continuity was also the result of continuities in personnel, with roughly the same individuals dealing with international cultural relations inside the Finnish civil service. They developed a number of rationales for cultural diplomacy, between supporting Finland’s foreign policy in a difficult geopolitical situation, modernizing Finnish society through curated foreign examples and an opening up to global cultural trends, promoting a new image of the country abroad, supporting trade or participating in the work of international organizations.

AbstractThis chapter presents and analyses various official statements, 2021 election programmes and party manifestos, media reports as well as public hearings with regard to the changing view of China in the German public discourse. While the importance of economic interests is still the overarching topic in German-Chinese relations (China has been Germany`s most important trading partner since 2015), there has been a shift towards a more critical stance with regard to human rights issues in recent years. Germany was also the driving force behind the Comprehensive Agreement on Investment (CAI) with China, which the EU signed in December 2020 under Germany’s presidency of the EU Council but so far never ratified.After the formation of a new SPD led government under chancellor Olaf Scholz, the two smaller coalition partners, the Alliance 90/The Greens, and the FDP, are said to have a much more critical view of China’s human rights issues. In particular, the new German foreign Minister, Annalena Baerbock has publicly vowed to change Germany’s China policy. While Germany has remained within the hedging zone a shift from “economic pragmatism” to “soft balancing” can be observed, most noticeably in political terms: in particular, the new foreign minister Annalena Baerbock stresses the necessity for a closer cooperation both with the United States, but also a common policy of the EU towards China. Thus Germany, and the EU in general, seems to have shifted from “economic pragmatism” to “dominance denial” since the new government came into power, and the war in Ukraine has led to an even closer alliance of Germany, with the EU and the United States.

AbstractThis chapter explains how the major authoritarian powers China and Russia have propelled Sweden to alter its more than two hundred years long policy of neutrality and non-alignment. The focus is predominantly on China and its “wolf-warrior diplomacy” in Sweden, the Swedish debate on political naivety in general and regarding China in particular. It is argued that five years of deteriorating Sino-Swedish relations nudged Sweden further toward seeking stronger ties with the European Union on China policy. Drivers of these rapid and major changes to both policy and identity were the abduction of publisher Gui Minhai by Chinese state agents in Thailand in 2015 and the ensuing diplomatic conflict with China. The Swedish public, political parties, and especially key actors in the civil service increasingly perceived China as a threat to values and security. This sequence of events led to their construction of a coalition of consensus on a new China policy. Thus, authoritarian China, together with its increasingly belligerent partner Russia, became an important contributing factor that nudged “naïve” Sweden even further away from neutrality and onto the trajectory of military non-alignment.

AbstractThis chapter explores how Shakespeare’s plays have been invoked and characterized in relation to three celebrated archaeological events over the last century: the exhumation of Richard III in Leicester (2012), the forensic examination of the putative remains of the Princes in the Tower (1933), and the discovery of a pair of embracing prehistoric skeletons near Mantua (2007). In the case of Richard III, archaeological and dramatic truths were seen as fundamentally opposed, with the hard evidence of archaeology triumphing over Shakespeare’s fiction. Eighty years previously, on the other hand, Shakespeare’s plays were cited as evidence that bones interred in Westminster Abbey really belonged to the murdered sons of Edward IV. In 2007, when the remains of a young man and woman were found locked in an embrace in a prehistoric grave in Valdaro, near Mantua, the combination of the posture and the location led inevitably to the skeletons being dubbed the “Neolithic Romeo and Juliet;” in this case, archaeological and dramatic truths were hailed as mutually confirming. Analysis of these events indicates that the contest of authority between Shakespeare and mortuary archaeology remains a surprisingly live issue, one that may shed light on what is at stake in the public fascination with both.

Introducing readers to Nobel Prize–winning parasitologist Ronald Ross (1857–1932), Taylor-Pirie lays the foundations for the rest of the book by examining how forms such as poetry and biography, genres such as imperial romance and detective fiction, and modes such as adventure and the Gothic together informed how tropical diseases, their parasites, and their vectors were understood in relation to race, gender, and nation. In addition to considering the contemporaneous public understanding of science, she also explores how parasitologists were often engaged in writing their own histories of the discipline, a practice that led to a predominantly white, predominantly male understanding of science that finds a legacy in gender disparities in STEM and biases in popular histories of medicine in favour of a mode of ‘heroic biography’. She provides a brief critical overview of the field of literature and science and places her methodology and the field in the context of contemporary topics like the Covid-19 pandemic, Black Lives Matter protests, and the heritage culture wars.

The main questions for platform design were therefore how to facilitate productive discussions involving European values, on or around such wordless texts, and to structure such discussions in a way that is closely anchored in the texts.

After 1980, as PR was advocating the neo-liberal policies such as deregulation, privatization, and free global trade which were largely implemented, it played an instrumental role. These practices aimed at reducing state control, preventing state intervention in the market and changing existing economic regulations have played an important role in abandoning the Keynesian Welfare economy. These neoliberal policies put into practice were not only for the interest of big business against the common good but also led to a further gap increase between the countries. In the case of global reactions against these policies, public relations were used for consent engineering or manipulation. Perceptions and beliefs are managed with common persuasion methods so that the public cannot understand this. This requires considering public relations in a more complex, national and global framework through economic policy studies which analyze the political economy, politics and social dimensions in a holistic way.

The contemporary world often sees a contradiction between the actions of states to advocate their own interests and the interests of the international community in combating the most dangerous crimes. In the field of international criminal law, the problem of imbalance between interests of particular states (‘private’ interests), and the interests of the international community in general ‘public’ interests) is especially evident. This imbalance indirectly manifests in the occurrence of contentious situations during the criminalisation of international crimes in national law. This article covers the problem of the imbalance of interests, from its general philosophical underpinnings to specific manifestations in criminal law. This objective mediates the construction of the article according to the principle ‘from the general to the particular’: from the general problem of the relation of the interests of the state and the global community through the prism of international criminal law to the specific problems of criminalisation in domestic law. The article was prepared with the use of historical, comparative-legal, and formal-juridical methods. The ain provisions of the article are illustrated with examples from international and national law, supported by quotations from philosophers and contemporary scholars of the philosophy of international law. The author begins by exploring the development of ideas of sovereignty as a private interest of the state. Upon establishing that the evolution of sovereignty ideas has not led to its uniform understanding and consistency with the interests of international law, the author delves into the problems of international criminal law. The author adresses the problems occurring during the criminalisation of international crimes in the framework of domestic law. The author makes a conclusion regarding the possible ways of national law refinement for strengthening the interaction of states in the field of international criminal law.

With the society and economy of China entering the transition period, people's requirements for urban life show a trend of diversification and high standards. Urban design is no longer limited to physical space but starts to carry out multi-angle and multi-level comprehensive consideration on the social and spatial problems of symbiosis. In this context, the innovative social governance and the quality improvement of urban public space that highlights the role of the public have become hot topics. As the main body of city users, ordinary people entering into the deep and substantial participation from the superficial and symbolic is the only way for urban design to transform from the expert-led "optimal scheme" to the "reasonable scheme" recognized by pluralistic bodies. In the process of western democratic politics, the participation theory that focuses on the construction of micro democracy is prevalent, and the public participation based on pluralism has become the theoretical basis for the planning participation. Besides, the concept of communicative planning and collaborative planning, which emphasize cooperation and consultation, also enriches the connotation of multiple participation. Due to different systems and awareness, it is difficult to promote public participation under China's national conditions. Community building, the interdisciplinary product of urban design and social governance under communities, is regarded as the experimental field for participating in the reform. Therefore, under the current administrative system and regulations, this paper tries to make use of the grass-roots management mode with Chinese characteristics to establish an inclusive multi-participation mechanism. It allows residents of different ages can go deep into the process of community building by taking the family unit. Meanwhile, some suggestions and strategies are raised for effective participation. We hope the bottom-up process of urban design in microscale can be an effective instrument to reflect the public's will and repair social relations at the same time, while explore and solve urban problems in diverse cooperation.

Major developments in communication technologies have also led to changes in all sub-disciplines that are dependent on it. These changes have been so great that it has become necessary to explain separately and academically each of them. As a new and spreading technology, virtual reality technology is considered as a new opportunity by means of its key concept definitions and the successful implementation of both communication and educational processes. Especially, considering the qualities of generation Z, and the fact that the education processes are for generation Z; the probability of success of an education process by using virtual reality technology can be expected to increase. In this context, a study named “Four Model Museum” was carried out within the body of Istanbul Aydın University Faculty of Communication, New Media Applications and Research Center, which uses virtual reality technology and targets Public Relations undergraduate students. Within the scope of the study, the curricula prepared for Public Relations students were examined and four Models in Public Relations, which were considered as suitable subjects, were selected. Scenarios were prepared in the context of selected topics and sound were recorded in recording studios of Istanbul Aydın University, department of Radio, Television, and Cinema. Adhering to the scenario, 3D models, coatings, and finally, virtual reality software were developed. In this study, the scenario and content of the virtual reality education software named "Four Model Museum" were examined and analyzed within the framework of communication science.

The end of the 20th century and the beginning of the 21st century are characterized by privatization of the public goods, border transparency is getting bigger, common market and primarily the basic functions of the state are getting weaker, which leads to weakening of her efficiency in law enforcement, as well as fragmentation of the security sector, which was traditionally in jurisdiction of the state. Pressed from all sides, political, economical and variety of different threats, processes and actors, countries have lost monopoly over conducting organized violence. The consequence of that process is that countries, some voluntarily, led by economic reasons, and some regarding political and security pressures, have given up their role of the ultimate legitimate provider and guarantor of security to the private military and security companies. Development of the private security sector, inside which private and non- state providers of security are functioning, elsewhere, excessively independent of the parent state, represent very significant moment in the development of the contemporary international relations, as well as for functioning the states themselves. Private security industry, private security companies and private military companies have built, in the world, industrial chain which is functioning freely on global market, and it is organized along permanent and firm corporation relations and it is constantly growing and getting stronger.

In the context of the economic, political and social crises that unfolded during the recent years, the European Union had to withstand a growing pressure from the part of its dissatisfied citizens. The long-term effects of the economic crisis, the limited ability to manage refugee flows or the difficulty to come up with joint solutions to pressing issues have highlighted the shortcoming of the EU as a political system, while also giving rise to growing criticism from EU citizens and the loss of their trust. The 2016 referendum vote of British citizens that subsequently led to what came to be known as “Brexit” could be perceived both as a crisis and as an outcome of the growing popular dissatisfaction and protest from the part of British citizens. Consequently, the present article aims to explore the connections between recent crises and the evolution of European citizens’ attitudes in relation to the EU and the integration process as a whole. This perspective could ultimately shed some light on the roots and drivers of Euroscepticism in the context of an inability of the EU as a political system to channel the solidarity of Member States towards common solutions and to cope with the existing social, economic, and cultural divisions in Europe.

The paper analyzes the figure of William Thompson (1785-1833), a very versatile intellectual. Thompson was in fact a philosopher, a social scientist, a social reformer, a defender of women’s rights, but, above all, a moral and radical economist precursor of Marx’s theory of surplus value. This forerunner intuition of some basic assumptions of marxist theory of value should not allow Thompson to be counted among Ricardian Socialists, the group to which he has erroneously led back by many scholars of economic doctrines. Thompson’s main research topic can be deduced from the title of his most important scientific work: “An Inquiry into The Principles of Distribution of Wealth most conducive to Human Happiness”. The paper shows that the search for the natural laws of distribution of wealth which can ensure the achievement of the greatest quantity of human happiness at his time, led Thompson to an original combination of Jeremy Bentham’s utilitarianism, Robert Owen’s socialism, Adam Smith’s theory of value (not David Ricardo’s theory of value). This syncretism forced Thompson to take distance from Bentham on various topics (the concept of happiness like well-being not pleausure and like a relational good; the non-subordination of equality principle to safety principle); compelled Thompson to differentiate from Owen’s mutual co-operation in a more democratic, feminist and reformist direction; obliged Thompson to embrace a noninstrumental theory of value. At microeconomic level Thompson’s legacy can be found in the anticipation, inside his mutual co-operation social system, of Rochdale principles, which would later have been be the guiding principles of co-operative enterprises, integrated with the principle of public happiness, a Civil Economy notion. Los resultados aquí expuestos texto fueron obtenidos del estudio denominado “Movilidad cotidiana y seguridad ciudadana en la troncal Caracas de Transmilenio, desde una perspectiva de género”, el cual fue realizado en el marco de la maestría en Planeación Urbana y Regional de la Pontificia Universidad Javeriana. Dicha investigación permitió reflexionar acerca de las situaciones de exclusión social que se presentan en el ámbito urbano, y que además restringen diferencialmente el derecho a la movilidad libre y segura en hombres y mujeres. De ahí que en la actualidad sobresalga un marcado interés por visibilizar, tanto a nivel conceptual como en el diseño e implementación de políticas urbanas, las problemáticas de inequidad que se presentan en el transporte público y que tengan como finalidad humanizar el uso y acceso a la ciudad (R. Montezuma, 2006). This research is supported by the Gender Analysis as a sociocultural category, looking for the understanding of everyday commutes and its relation with safety in the public and interior spaces that are part of the Transmilenio system. The results shown in this paper were obtained from a study called “Daily mobility and public safety in the Caracas Avenue Transmilenio system, from a gender perspective”, which was conducted in the framework of the Master in Urban and Regional Planning at the Pontificia Universidad Javeriana. The study led to think on social exclusion that occur in urban areas, as they differentially restrict the right to free and safe mobility for men and women. Hence, currently there is a strong public interest in making visible the issues of inequity present in public transportation, both conceptually and in the design and implementation of urban policies which are designed to humanize the use and access to the city (R. Montezuma, 2006).

The digitization of society has significantly changed the tools that society uses in all aspects of life. One of them is the judiciary sector, where it has moved significantly from emails to video conferencing or from electronic files to blockchain. On the one hand, COVID-19 demonstrated possible improvements and led to the streamlining of activities in the judiciary, but on the other hand, it also showed significant differences between countries in their digitization progress. One of the recommended solutions to improve digital services is to increase the budget. Our correlation between the results of the ICT development index in courts and the percentage of ICT expenditure in courts shows that this factor is not sufficient. At the same time, it turns out that although the justice department is a subset of public administration and e-justice is a part of egovernment, there is no visible relation between them in the results of the various indices. A prerequisite for the implementation of e-justice is not only expenses for ICT, but also user education, i.e., court staff, which are complementary to each other. Ensuring the availability and fairness of the justice administration is an important factor in the rule of law that affects the perception of the country among investors.

In time-series forecasting, regression is a popular method, with Gaussian Process Regression widely held to be the state of the art. The versatility of Gaussian Processes has led to them being used in many varied application domains. However, though many real-world applications involve data which follows a working-week structure, where weekends exhibit substantially different behavior to weekdays, methods for explicit modelling of working-week effects in Gaussian Process Regression models have not been proposed. Not explicitly modelling the working week fails to incorporate a significant source of information which can be invaluable in forecasting scenarios. In this work we provide novel kernel-combination methods to explicitly model working-week effects in time-series data for more accurate predictions using Gaussian Process Regression. Further, we demonstrate that prediction accuracy can be improved by constraining the non-convex optimization process of finding optimal hyperparameter values. We validate the effectiveness of our methods by performing multi-step prediction on two real-world publicly available time-series datasets - one relating to electricity Smart Meter data of the University of Melbourne, and the other relating to the counts of pedestrians in the City of Melbourne.

Abstract:
Intensity of land use could be considered as an indicator of rate of anthropogenic impact on landscape (CAI) and the coefficient of ecological stability (CES). These two bio-indexes are based on the land use categories. The CAI coefficient is the ratio of the sum of percentile areas of land characterized by considerable human impact in relation to the sum of percentile areas of lands with low or none anthropogenic pressure. The CES index describes the structure of land use in one unit according to land use categories weighted by given coefficients. The calculation of the complex integral index enables to know the potential of the environment, i.e. a natural resource reserve with a structure that allows self-regulation of ecosystems and expresses the environment's resistance to bearing anthropogenic loads. The aim of the study is to analyze the historical land use changes (in the period of 1845-2016) in rural areas of Southern Poland using bio-indexes such as the anthropogenic impact on landscape (CAI) and the coefficient of ecological stability (CES). The analysis led to the conclusion about the strong dynamics of changes during this period which is largely due to the growth of the percentile areas of lands with considerable human impact especially after the historical transformation in 1989 in Poland. At the same time, the attention should be paid to the land use changes as an effect of growing suburbanization. The results of the study can be used by public authorities, citizens and governing bodies to form a system of measures to calculate environmental potential and modelling changes which ensure the environmental protection and sustainable development of rural areas.

Abstract:
The last decades have seen increased consensus for the need to understand and address violence through a public health approach, and a preventative approach, as embodied by Sustainable Development Goal (SDG) 16. This necessitates a multi-sector and multi-stakeholder approach, yet poor governance continues to threaten progress on this agenda. Many policy approaches to urban violence tend to take an approach that is either place-based; people-based; or behaviour-based and include a range of initiatives. The INSPIRE initiative is a key global response to tackling violence against women (VAW) and violence against children (VAC) A multisector approach is needed to address the complexity and multifactorial origins of violence. Yet multisector engagement can complicate institutional responses due to different goals, concepts, instruments, etc. Increased collaboration and joined-up approaches across government departments have led to changes in institutions and approaches. The literature base on violence prevention initiatives is varied and uneven across the different types of violence, e.g. with more literature available on interventions focussed on interpersonal and urban violence compared to organised crime-related violence. Evaluations are limited and face many methodological challenges (Cuesta & Alda, 2021) – e.g. the scale and complexity of violence limits the extent to which interventions can be rigorously evaluated or comparable, and most focus on interventions in the Global North. Most importantly, the literature base for this specific question – focussed on the wider institutional context and lessons for a multisectoral approach – is very limited, as most of the available literature focusses on lessons relating to the outcomes of the interventions. In line with the operational focus of this paper, this review draws mainly on practitioner and policy publications. The approaches, interventions, and lessons detailed below are illustrative and are not comprehensive of the many complex lessons relating to this broad area of programming.

Abstract:
This study examines Mozambican popular music to investigate three questions: Are notions of empowerment and accountability present in popular music in Mozambique? If so, what can these existing notions of empowerment and accountability reveal about relations between citizens and state institutions in general and about citizen-led social and political action in particular? In what ways is popular music used to support citizen mobilisation in Mozambique? The discussion is based on an analysis of 46 protest songs, interviews with musicians, music producers and event promoters as well as field interviews and observations among audiences at selected popular music concerts and public workshops in Maputo city. Secondary data were drawn from radio broadcasts, digital media, and social networks. The songs analysed were widely played in the past two decades (1998–2018), a period in which three different presidents led the country. Our focus is on the protest song, conceived as those musical products that are concerned with public affairs, particularly public policy and how it affects citizens’ social, political and economic life, and the relationship between citizens and the state.

Abstract:
The Genetic Technology (Precision Breeding) Bill is currently going through Parliament. Although this bill is ‘England only’ and food and feed safety and hygiene is a devolved issue, the Food Standards Agency (FSA) will introduce a separate regulatory framework for precision bred organisms (PBOs), should the Bill become law. The FSA will also work with stakeholders in Scotland, Wales and Northern Ireland to ensure consumers’ interests are protected in relation to PBOs. The FSA / Food Standard Scotland (FSS) is science and evidence led. In August 2022, the FSA and FSS commissioned Ipsos UK to conduct a two-phase social research project on precision breeding. Phase One, now complete, involved a survey of 4,177 UK residents with robust samples in each UK nation to allow comparisons between and within nations. Phase Two, scheduled to start in September 2022 and report in early 2023, will comprise a series of Citizens’ Forums in England, Wales and Northern Ireland(footnote 1). The overall aims of this project are to: explore consumer attitudes towards precision breeding gather consumer views on the FSA’s proposed regulatory framework understand consumer information needs inform how to communicate with consumers about precision breeding. This document presents interim findings for this project, reporting descriptive data from Phase One. Phase One’s core aims were to provide a snapshot of consumers’ awareness and self-assessed knowledge of precision breeding, its perceived acceptability, risks and benefits, and consumer appetite for information about this production method. These data show that awareness of precision breeding is very low, something which should be borne in mind when considering these findings. While these data reveal that there is a general openness to trying precision bred foods across the UK, with more people anticipating benefits than disbenefits from the use of precision breeding, there is a large degree of uncertainty about what impact precision bred foods may have on the different parts of the food system. This is reflected in the relatively large proportions of people taking a neutral stance or indicating they do not know enough to answer survey questions and in the strong appetite expressed for information about precision breeding to be provided. The next phase of this project will be essential for the FSA’s ability to interpret these findings’ implications, and to understand what is informing consumers’ views. The purpose of Phase One has always been to let the FSA know ‘what’ consumers think about precision breeding; Phase Two’s purpose is to build our understanding ‘why’ they think it. This will allow the FSA to develop a more nuanced understanding of consumers’ needs and incorporate this into the design of the future regulatory framework and any engagement with consumers on precision breeding. FSS will be carrying out further research in Scotland.

Abstract:
Through a real time analysis of the Covid-19 pandemic across rural Zimbabwe, this Working Paper explores the competing narratives that framed responses and their politics. Based on 20 moments of reflection over two years, together with ongoing document and media analysis and an intensive period of qualitative interviewing, a complex, dynamic story of the pandemic ‘drama’ emerges, which contrasts with snapshot perspectives. Across the period, a science-led public health narrative intersects with a security and control narrative promoted by the state and is countered by a citizens’ narrative that emphasises autonomy, independence, and local innovation. The politics of this contestation over narratives about appropriate pandemic responses are examined over three periods – reflecting different waves of infection – and in relation to two conjunctures – an early, strict lockdown and the rollout of vaccines. Different narratives gain ascendancy and overlap at different times, but a local citizen-led narrative emerges strongly in the context of heavy-handed lockdowns, inadequate state capacity, and struggles around rural livelihoods. The pandemic has reshaped relationships between the state and citizens in important ways, with self-reliance rooted in local resilience central to local pandemic responses.
