Abstract:
With the development of internet and the trend of information system technology, the object of digital library research has extended to the application of digital archives. Basically, digital libraries store huge amounts of data, including text, image, map audio, video and illustration via electronic formats. Further more, digital libraries could be conveniently accessed through the Internet. As the research intention of network information systems, the critical technology in digital library research could be how to let users effectively harvest correct information from the digital library. Digital library users could discover, present, and organize knowledge among these data of digital libraries. The traditional library automation system, related applying technologies and protocols, such as MARC, Z39.50 and ISO 2709, could not totally match the requirement of digital archives. The purpose of this research is to find out how to effectively manage and apply the related technology of digital archive to handle the existing operation processes in library and the management requirement of digital archives. This paper discusses an evolution model of the related technology of library automation systems.

Abstract:
Library automation in Ghana began barely 13 years ago with the University of Ghana Balme Library being the first to start automation in 2003. Library automation is attained by means of a specific type of information system, an integrated library system (ILS). Given that modern academic libraries rely heavily on their ILS to meet user needs, the success of the ILS is vital. In 1999 Farajpahlou published a set of 26 criteria to assess the success of ILS in university libraries that was subsequently validated in both developing and developed countries (Iran and Australia). In this case study of the University of Ghana Library System (UGLS) Farajpahlou‟s original set of criteria was assessed for applicability and used to assess the success of the UGLS by surveying 28 randomly selected library managers, IT specialists and selected paraprofessionals who work with the UGLS ILS. The study showed that, in the opinion of these respondents, the UGLS ILS conclusively satisfies 13 out of the 16 criteria accepted by the research respondents out of the 26 criteria that constitute the Farajpahlou (1999, 2002) success criteria. This outcome suggests that the UGLS ILS may not be conclusively deemed to be successful. Furthermore, the study also suggests that, although Farajpahlou‟s success criteria can serve as a basis for the assessment of ILS success in academic libraries, some criteria may need to be altered or removed and additional criteria added to make it a more robust set of criteria to assess ILS success globally. This research contributes to studies that seek to assess the success of library automation in academic libraries in Ghana and also contribute to the development of potentially suitable success assessment criteria, which may be of value to both researchers and practitioners. Abstract:
The adoption of Integrated Library Systems (ILS) helps library staff to automate libraries’ routine operations. While some libraries are coping well with automation, others most especially in Sub Saharan Africa face challenges and setbacks. The purpose of the study is to explore the adoption of an open source ILS, Koha, at Kyambogo University Library Service (KyULS). The study employs a qualitative approach where data is gathered using semi-structured interviews. Collected data was analysed using content analysis. The results of the study indicate that the drivers for adopting an ILS in KyULS are: qualified staff members, Koha being an open source software, training, and library automation trends in sister university libraries. The barriers to ILS adoption on the other hand included: lack of infrastructure, internet instability, insufficient funding, bureaucracy and the ILS’s unsuitability to persons with visual impairment. This report further provides recommendations to alleviate or resolve the difficulties that are hampering KyULS specifically and potentially other libraries when adopting ILSs. They include having a well-planned process of adopting the ILS, provision of a centralised and stable campus-wide inter/intranet network, establishment of required ILS infrastructure, sourcing of external funding, carrying out wide spread sensitisation of the ILS, continuously training the library staff members in the use of the ILS and collaboration with ILS adoption champions in other academic libraries. This study may be of value to academic librarians, LIS schools and ILS vendors globally as it helps them better understand the unique challenges faced by libraries in Sub-Saharan Africa.

Partiendo de un análisis de los principales aspectos de la sociedad de la información como contexto social en el que las bibliotecas actuales redefinen su función social y sus servicios, se estudia el papel de la tecnología como agente de cambio en los servicios de información de las bibliotecas públicas. Antes de estudiar la automatización y las tecnologías en las bibliotecas, se realiza un estudio terminológico sobre la biblioteca actual en este sentido (biblioteca digital, biblioteca electrónica, biblioteca virtual y biblioteca híbrida).La biblioteca híbrida se toma como marco conceptual para el desarrollo del trabajo: el ámbito de los servicios de biblioteca en el contexto digital. Posteriormente se revisa la evolución del concepto y aplicación de la automatización de bibliotecas, centrándose en la descripción de las aplicaciones de gestión integral de bibliotecas (SIGB). Se elabora un esquema común que responde al modelo clásico de automatización de bibliotecas, y de él se estudian con más detalle los elementos pertenecientes al sistema de información público, generalmente conocidos como Opac. Posteriormente se traza un panorama actual del mercado de la información y de aplicaciones para bibliotecas, atendiendo a las divergencias y desarrollos del modelo clásico. Se recoge información sobre los proyectos de bibliotecas digitales más significativos, y se ponen en relación con la gestión estratégica de las tecnologías en las bibliotecas. Se completa este apartado con el estudio de los dos contextos tecnológicos actuales que más inciden sobre las posibilidades y configuración de las aplicaciones de gestión bibliotecaria; por un lado la gestión documental corporativa (Groupware y Workflow) y por otro los portales y comunidades virtuales en internet. Antes de describir nuestra propuesta conceptual de SIGB, se estudia la arquitectura del sistema de información digital de la biblioteca, introduciendo el concepto de Biblioteca-Red, derivado del estudio de la biblioteca desde la óptica organizacional y de los factores del entorno que la moldean.
The role of information technology as a critical agent of change in public library information services, in the environment of infornation society, is studied, considering the redefinition of libraries social functions and services. First of all, it's presents a terminological survey of modern libraries trends (digital library, electronic library, virtual library, hybrid library). Hybrid library is selected as a valid conceptual framework for this work: library services in digital context. Library automation and technologies concepts and applications are reviewed, focusing in library systems, which match into a classic model of library automation. Information retrieval and public information features (Opac) are studied in-depth, in order to compare it with recent development in the information market for libraries and significant digital ibraries projects. The strategic role of information technologies management is presented as a requirement for understanding the complex interrelation between services and technologies. It's also analysed the two technological context that have a greater potential of influence in library systems: In one hand the Groupware and Workflow, and in the aher hand internet virtual communities and portals. Also is described the different points of view about digital information systems architecture, introducing the concept of Net-Library, as an organizational view of libraries in interaction inside an infomation and social environment. A new conceptual framework of library systems is defined, with extended functionalities derived of social and technological changes about information services, denominated Extended Library System. It's structured in two leve ls: application and product. The first level describes the modules of an library management and infonnation system application. The second one is dedicated to fue public information project requirements of a library portal. Finally it presents structured indicators to evaluate extended automation, as well as elements to model hybrid libraries information technologies project

As plataformas de serviços de bibliotecas, em inglês library services plataforms (LSP), são sistemas para gerenciamento unificado de todo o espectro de materiais, impressos, eletrônicos e digitais, que compõem as coleções das bibliotecas atualmente. Utilizados desde 2012, somente por instituições fora do Brasil, estes sistemas são providos mediante serviços em nuvem, no modelo Software-as- a-Service e em arquitetura multi-tenant. Esta nova tecnologia, considerada disruptiva, traz mudanças nos processos de trabalho das equipes das bibliotecas e da área de tecnologia da informação. A adoção de um novo sistema, recente e contemporâneo, requer sólida fundamentação sobre seus benefícios, de modo a justificar, junto aos gestores das organizações, os investimentos necessários. Estudos indicam que o sucesso de um sistema de informação pode ser verificado através da avaliação da satisfação dos usuários desse sistema. Com o objetivo de compreender o fenômeno da adoção das plataformas de serviços de bibliotecas, esta pesquisa explora as percepções avaliativas de seus usuários internos, através de uma abordagem qualitativa e por meio de um estudo de caso. A coleta de dados se apoia na pesquisa documental e na realização de entrevistas com os funcionários da Biblioteca da University of Surrey (Guilford, Inglaterra), usuários internos da plataforma de serviços de bibliotecas Alma O roteiro para condução das entrevistas baseia-se no modelo de antecedentes da formação da satisfação de usuários finais, dos autores Au, Ngai e Cheng (2008), e busca identificar os construtos principais e determinantes da satisfação ou da insatisfação dos funcionários da Biblioteca em relação ao sistema de gerenciamento utilizado. A pesquisa conclui que a qualidade do sistema é o construto de maior satisfação entre os usuários da LSP, enquanto que a qualidade do suporte ao sistema pode ser melhorada. Demonstra que o equilíbrio para o atendimento do desempenho do trabalho é relevante para os usuários, revelando que os esforços são altos, mas os benefícios compensam. As narrativas dos entrevistados evidenciam que a implantação da plataforma de serviços de bibliotecas implica em mudar o modo de fazer habitual, propõe rever e estabelecer novos fluxos de trabalho e cria interfaces entre setores e atividades. Este processo afeta o status quo organizacional e permeia as relações interpessoais no trabalho - o que requer suporte de uma forte estratégia motivacional.
Library services platforms (LSP) are the new genre of library management systems. They manage all type of materials that belong to the libraries collections today - printed, electronic and digital. These systems are being used by libraries all over the world since 2012, but not yet in Brazil. The new systems are provided through a Software-as-a-Service (SaaS) model and multi-tenant architecture. This new disruptive technology changes the current workflow processes involving the library and the information technology areas. The adoption of a modern, new and recent system requires a clear vision about its benefits to justify the decision and the necessary financial support to the institution managers. Many earlier studies have found relations between the information system success and the end users satisfaction. The aim of this research is to study the adoption of a library services platform phenomenon based on the perceptions and evaluations of its end users, through a qualitative approach and applying a case study method. The data collection was performed through documental research and interviews with the staff of the University of Surrey Library (Guilford, England), which uses the Alma library services platform The interview script followed the model of antecendents of end users satisfaction formation proposed by Au, Ngai e Cheng (2008) and seeks to confirm the main and determinant constructs of the library staff users´ satisfaction or dissatisfaction regarding the management system used. The research concludes that the system quality is the highest satisfaction construct among LSP users, while system support quality can be improved. It demonstrates that equitable work performance fulfillment is relevant for the users, and despite their inputs and efforts, the benefits are considered valuable. The respondents´ narratives highlight that the library services platform implementation changes the usual way of doing things, establishes new and improved workflows and creates interfaces between departments and activities. This processs affects the organizational status quo and permeates interpersonal relations in the workplace, which requires a strong motivational strategy.

Today’s library acquisition, circulation, metadata management, cataloging and administration of all kind of resources are too laborious and cannot be performed manually. These tasks are run by or with the help of an IT-system. This master thesis aims to start an analytical discussion of the modern library's central tool, library IT-systems, a discussion much missing in Library and Infor-mation Science. The data on two library IT-systems Alma and Sierra was collected by partici-pant observations, interviews and document studies at Karolinska institute university library and Södertörns university college library.The data was analyzed through actor-network theory perspective. The study’s main questions are how the library IT-system actor-network is assembled and function, and what role does the technology play in library’s practices.The study shows that a complex actor-network emerges in order to automate and computerize library tasks. In this actor-network library IT-systems vendors, the library community, KIB’s and SHB’s practices and the technology are actors who actively impact and affect each other. They are associated with each other through negotiations, a process in ANT referred to as translation. The study also shows that as the actors are not completely in agreement with each other, the library IT-system actor-network has not yet transformed into a fully convergent actor-network which ANT compares to a black box. The study shows that nonhumans, the IT-systems, are not neutral tools. They mediate, organize and document library practices. But they are also a product of modern library knowledge.The study concludes that the fully functioning solution for libraries automated and computer-ized services is the joined production of human and nonhuman actor-network where IT technology play a mediating role.

Scientific journals are currently one of the channels of communication science that scientists regularly use to socialize their results. In the last decade, scientific journals, digital repositories and online catalogs have provided open access to all its contents. In addition have been designed protocols for the exchange of metadata as an efficient solution to interoperability between these systems. OAI-PMH is an interoperability framework based on metadata harvesting, one of the most widely used today. However, this protocol is designed to ensure interoperability at a syntactic level, with very limited options for querying over data providers. This thesis presents a semantic interoperability framework based on the linked data principles for bibliographic metadata disseminated by the OAI-PMH protocol. Linked data refers to a set of principles and best practices for publishing and linking structured data on the web. The framework is composed by of two major components: (1) methodological guidelines for publishing bibliographic metadata as linked data and (2) a platform that implements the proposed methodological guidelines. The methodological guidelines follow an iterative and incremental approach. The proposed platform automates the activities proposed in the methodological guidelines. Both methodological guidelines and platform were applied in a case study for publishing bibliographic metadata as linked data. A sample of nine Cuban journals that support the OAI-PMH protocol was selected. The results obtained demonstrate the applicability of the proposed framework.

Libraries in all fields of human activity are involved in collection, preservation, management, and effective distribution of information that determines the quality of development in concerned sectors including that of higher education and research. Now information is flooding and along with that the recorded information to be managed; which necessitates automation of libraries to make the information stored in their collections useful and retrievable. Hitherto the cost of commercial packages for automation has prevented millions of libraries from using those tools. The recent emergence of Open Source Software has drastically reduced the cost of automation as well provided tools for new and innovative information services. The present research work focuses on comparative study of library automation packages with stress to appropriateness of Open Source Integrated Library Systems (OSILS) for countries like India. Study is based on a survey among library professionals from India using commercial and OSILS packages. The sample users belong to 601 libraries covering university, college, school, special and research libraries using any one of the integrated library systems. Packages covered is limited to the software /versions used in India. The survey found that features users of library automation packages consider are cost effectiveness, technical infrastructure, staff skills, software functionality and the availability of support, documentation and community. Study revealed that OSILS provides technological freedom and so is changing the landscape of library automation. Survey found Koha to be most popular in India. Suggests solutions to improve the situation. Few recommendations are provided to help libraries to choose suitable OSILS by understanding their advantages. Opines that being an attractive alternative to costly commercial package for any type of libraries OSILS, which is free to experiment and easy to use and customize for local requirements needs to be promoted in Indian libraries.

The present investigation is aimed at determining the causes of searches with zero results in the OPAC of the Sistema de Bibliotecas Pontificia Universidad Catolica del Peru during 2012 year. For this purpose, a log transaction analysis of the OPAC´s searches was done as a methodology. Three causes of searches with zero result were found: 1) Terms mismatched: words or phrases written correctly in search statements which do not match those used in the bibliographic description and subject terminology assigned to each bibliographic record. 2) Wrong writing in search statements due to typographical and spelling mistakes. 3) Wrong index selection: when a user selects a wrong index for his/her search statement. A more detailed analysis was done for each OPAC's index. Suggestions are offered regarding to reinforcement in OPAC searches training, improve search engine interface, and use of log transactions analisys of OPAC´s searches as a methodology to detect library materials demand not in its physical and virtual collections.

This project focuses on the study of cataloging as a tool to promote research collections represented in the catalog. Moreover, it is argued that the catalog provides support to the activities of preservation and dissemination of cultural heritage. It started with a qualitative analysis of the bibliographic sources part of the heritage assets of the Cervantes Collection. Rules to be applied were evaluated and the technical process to follow when entering the sources into the database was defined, as well as the creation of an Online Public Access Catalog (OPAC). As a result, 172 bibliographic records were generated containing information on the different manifestations that comprise the work Don Quijote de La Mancha (Don Quixote of La Mancha) and thus showing the importance of this procedure to facilitate research and dissemination of the Cervantes Collection. An integrated library management system named PMB was used to create the OPAC. It concluded by highlighting the importance of the creation of a catalog that complies with quality standards to promote research on heritage collections, as well as the support the catalog offers to their preservation and dissemination activities.

The advent of "Web 2.0" signaled a shift in Internet usability which focuses primarily on the users and their needs. This also means a challenge for libraries. One area where change is essential is the area of the library catalogue or OPAC, the heart and soul of a library. Designers of OPACs have to face the fact that far more people are searching the internet than are using library catalogs and that the library's approach to user service and user interface is not competing successfully against services like Amazon or Google. If libraries want to avoid further marginalization, they need to analyse their concepts. The aim of this thesis is to describe the problems of traditional library online catalogues at universities and how the OPAC can become a more relevant and user centered system. First, a review of current literature is undertaken in order to investigate the issue of the "next generation catalog" and to discuss several solutions like catalog enrichment, Functional Requirements of Bibliographic Records and the integration of Web 2.0 applications. Then some exemplary OPACs which implemented Web 2.0 applications are presented. Furthermore qualitative interviews are conducted with librarians who are in charge of an OPAC 2.0. The interviews aim at analysing the state-of-the-art of these OPAC 2.0 projects. The main outcome of this thesis is that "the" OPAC 2.0 does not exist and that each library has specific requirements concerning an online-catalog. The findings suggest that libraries need to evaluate the environment they are dealing with accurately, especially target groups. Due to the fact that there are many attributes for catalog 2.0, decision-makers in libraries should carefully consider which tools and applications are necessary and reasonable.

The effect of the information overload verified after the advent of the Web, in the 90s, has become a concern for researchers as to the capability of the users in the process of acquisition and utilization of relevant and useful contents. Scientific communication, in its informal as well as in its formal aspect, represented mainly by scientific periodicals, faces the same problem, since it also suffers with the influence of the advancements caused by the information and communication technologies. Distinctively, a growth in the scientific electronic periodical headings is verified, as a consequence of the agility in the electronic publication process, what leads to the increase of the bibliographical production. This way, the use of filters is becoming more and more required, what allows a selective dissemination of contents for specialized users, according to their real needs. Inserted in this context, the present research focusses on the study of the potential of an emergent technology: the RSS (Rich Site Summary, RDF Site Summary or even Really Simple Syndication), intended to the aggregation and distribution of digital contents. As an inquisitive study, the main objective was to perceive the possible applications of this resource in the scope of scientific communication, especially as to the aspect of dissemination. Additionally, a comment about the advantages and barriers of the technology is made, as well as the ways by which formats RSS have been employed in the academic field. Besides the analysis of pertinent literature, a study of informational behavior of a group of Information Science researchers involved with the process of scientific communication in order to test the viability of the proposal technology. Complementing the research, the creation of a prototype of an aggregation of thematic contents service is described as to illustrate the functionalities of the technology. The obtained results indicate a fertile and propitious field for implantation of the RSS in the studied context, suggesting an increase of the visibility of scientific information, besides the integration with other technological resources, such as databases, digital libraries and repositories.

The present library system can be improved by application of ICT and enabling participation. A Kerala Public Library Network (KPLNET), and use of an integrated library automation package in all public libraries can achieve this. The web portal of the Public Library Network maintained by Kerala State Library Council the controlling organization can extend the use of resources and accessibility of the system transcending time and space. Sharing of resources will be much easier through KPLNET. Public can easily access the services through this system for borrowing books, searching of catalogue, e-reading etc. KPLNET can provide the public easy access to the data online. Through multi user licences to acquired content, and introducing resource-sharing programmes the public libraries can reduce their expenses and boost the services. The individual village libraries can develop content on local aspects, which can be pooled by KPLNET. The major objective of the KPLNET will be to unite all public libraries in the State under a single umbrella. Kerala State Library Council (KSLC) controlling more than 7000 public libraries will be the implementing agency for KPNNET. KSLC can perform more effectively once it implements the proposed KPLN. This project suggests e-governance of public libraries under KSLC with a library network using a web enabled system that act as an interactive public interface to enable the public for participation in governance of libraries and also for effective utilization of the library resources.

The purpose of this Master’s Dissertation is to study virtual libraries from a historical and descriptive standpoint, with emphasis on a recurrent conceptual setting within the context of cyberculture, taken as a time category corresponding to the contemporary phase of mediatic civilization. The empirical factors and aspects of the object of research have been delimited since at least 1994. Based on a research methodology founded upon a review of the literature, this work involves a study of traditional, real time and hybrid libraries. The subject of this research, marked by theoretical and practical aspects, encompasses general and specific implications concerning the emergence of virtual libraries, involving, simultaneously, the hypotheses that the emergence of virtual libraries may not show a correlation with traditional libraries and that the development of the former is due to the development of the latter or even to a process motivated by the typicity of the post-modern culture. The attainment of the objectives of this research presupposes an understanding of the social, historical and cultural statute of libraries in general and of the sociotechnological aspects of cyberculture and cyberspace; a study of the influence of post-modern culture on the development or the obliteration, oblivion or pulverization of traditional libraries; identification of the modus operandi of the process of acculturation in cyberspace; and an understanding of the change in the esthetics of information in the cybercultural environment. Similarly, this study aims to analyze the various models of organization of information, focusing on its access, within the ambit of in loco, real time and hybrid libraries, which, in this context, implies a critical survey of the technologies destined for the development of bibliotheconomic services. Abstract:
Artificial Intelligence (AI) encompasses the following general areas of research: (1) automatic programming, (2) computer vision, (3) expert systems, (4) intelligent computer-assisted instruction, (5) natural language processing, (6) planning and decision support, (7) robotics, and (8) speech recognition. Intelligent library systems utilize artificial intelligence technologies to provide knowledge-based services to library patrons and staff. This paper examines certain key aspects of AI that determine its potential utility as a tool for building library systems. It discusses the barriers that inhibit the development of intelligent library systems, and it suggests possible strategies for making progress in this important area. While all of the areas of AI research indicated previously may have some eventual application in the development of library systems, this paper primarily focuses on a few that the author judges to be of most immediate significance--expert systems, intelligent computer-assisted instruction, and natural language applications. This paper does not discuss the use of AI knowledge-bases in libraries as subject-oriented library materials.

Library automation is approaching its 90th birthday (deduced from Pace, 2009:1), and many librarians no longer remember the inefficiencies of the manual systems that were previously in place. For some, however, automation has not gone nearly far enough. In this second decade of the new millennium some libraries in Lesotho face multiple challenges in automating their services while libraries internationally are staying relevant by rapidly adapting their services to address the needs and demands of the clients. It was anticipated that full library automation is a prerequisite for delivering 21st-century library services and the researcher embarked on a process to establish whether libraries belonging to the Lesotho Library Consortium (LELICO) have automated to the extent where they will be able to provide the services that are currently in demand. The purpose of this study was to analysewhether full library automation is indeed a prerequisite for libraries to offer the services required in the current millennium. The study focused on LELICO member libraries. Benchmarking was done with selected South African academic libraries. Data were collected by means of interviews with all respondents, namely, LELICO member libraries, librarians from South African libraries and with international system vendors operating from South Africa. The study found that LELICO member libraries are indeed lagging behindin terms of service provision. LELICO member libraries do not appear to understand; which library services are possible when state-of-the-art technology is fully implemented. The study found furthermore that the laggard status is caused by factors such as a lack of funding, too few professional staff and ineffective support from management. These and other findings helped formulate recommendations that would underpin a renewal strategy for LELICO. The proposed recommendations include that LELICO should deliver a more meaningful service to its current members. LELICO member libraries should be using technology more effectively in their operations and good relationship between a system vendor and its clients should be seen as an asset that should be maintained.LELICO should be playing a key role in making change a reality.

The selection of an automation system is critical to library managers and users since the system can have a great impact on the information research and the library business. When choosing a library automation system, one usually considers the following: Is the system stable? Are the functionalities provided by the system complete? Does the system provide enough prospective for future expansion? Each of above can affect the fluent of operations and flow collocation in the library.   In this study, we have selected five library automation systems, including the employees and users of the five systems, as our research subjects. The purpose of this research was to understand the difference of every major module in each system, and the satisfaction each module provides. By studying the functionalities of each model we can also understand the different fields in the MARC format and construct a MARC format transfer system that is capable of transferring USMARC fields to CMARC fields.   In this research we have discovered the difference between the five subject automation systems and successfully constructed the USMARC to CMARC transfer system.

The master thesis describes and evaluates application of Integrated Library System Aleph 500 (in following text ILS Aleph) in academic libraries in Czech Republic. First chapter describes theoretical requirements at automated library systems for academic libraries. Apart of general requirements are described new technical trends as tools of Web 2.0. Second chapter brings full description of ILS Aleph with specification of each system's module. Third chapter is dedicated to implementation of ILS Aleph in Czech academic libraries. Characteristic of each institutional implementation contains three parts: characteristic of institution, describing of implementation and description of institutional OPACs. Last chapter is dedicated to empiric study of application of ILS Aleph in academic libraries in Czech Republic. ILS Aleph users are examined at three levels (library users, librarians, system administrators). Empiric study was made at group of Prague academic libraries that implemented ILS Aleph.

Abstract:
This study sought to investigate the role of the National Archives of South Africa in terms of the management of the electronic records of central government. The research methodology selected for this study was descriptive research, utilising the case study approach. Two data gathering techniques were employed, that of the record and the interview methods. In utilising the record method extensive use was made of a variety of documents ranging from legislation to the manuals and internal circulars of the National Archives. After the documentary evidence had been analyzed, three nonscheduled-structured-interviews were carried out with National Archives staff. In the process of the investigation a number of findings were generated. It was established that the National Archives is responsible for managing the electronic records of governmental bodies. In order to fulfill this responsibility the National Archives has developed an electronic records management programme. This programme aims to involve the National Archives in the design and maintenance of electronic records systems, to allow the early transfer of electronic records into archival custody, and to facilitate the identification of those archival electronic records that should remain in the possession of the creating body. As a result of the literature reviewed and the interviews conducted, a number of challenges were identified with regards to the National Archives' management of the electronic records of central government. Among these were issues such as the lack of staff resources that the National Archives currently faces, the perceived low status of the National Archives within the Department of Arts, Culture, Science and Technology, and the lack of cooperation and communication between the National Archives and its client bodies or components thereof. The National Archives is attempting to deal with a number of these challenges, but it would appear as if they are adopting a reactive and overly cautious approach to the management of electronic records. While they are well informed in terms of the theory of electronic records management, they are greatly lacking in terms of practical experience. It was recommended that the National Archives address the issue of staff resources as a priority. It was further recommended that the National Archives emphasise the business benefits to be gained by governmental bodies implementing records management practices, and that the National Archives become a more active player in the broader discipline of information management.
